Three businesses at Bela-Bela were severely damaged by a fire just before dawn on Saturday, 5 November. Creative Bug, Volkshulp 2000 and a chemical storage facility which are all situated next to one another at the corner of Luna and Kretzchmar Avenue were the businesses affected by the blaze. According to Theuns van Staden, owner of Creative Bug, the fire started at approximately 05:46. He said that police and firemen who were at
the scene did not allow people to approach the building as it was very hazardous at that point due to the fire possibly becoming worse. The fire was finally extinguished by midmorning. According to forensic analysts from the Modimolle police, Volkshulp had suffered most of the damages. Prominent Paints, which is situated right next door to Creative Bug, remained unaffected by the fire. Analysts said that the structure inside Creative Bug was only damaged by the smoke from the blaze. It has also been suspected that arson had

played a role, but this is yet to be confirmed as investigations remain ongoing. Late on Tuesday, 8 November, residents were shocked to find that the premises were on fire again but the municipality’s disaster management team was on the scene before the fire could cause any serious damage. According to Tsepe Dlamini from the disaster management team, the second fire was due to paper that had been smouldering from the first fire and then eventually erupted into flames.

Photo: Lizzy Bapela Lizzy Bapela During a long-awaited interview with The BEAT, Bela-Bela Mayor Jeremiah Ngobeni denied allegations that the council had endorsed the implementation of the new electricity tariff schedule. Residents complain that they are already suffering under the new fees. The issue of the new system, which is set to replace the old block tariff system, has been a matter of concern for community members for months now, with confusion and no clarity as to whether they will be forced to pay the new charges or not. Under the new system, residents would have to pay basic, capacity, and usage tariffs, which threatens residents’ ability to pay for electricity. Story continued on page 3.

Alleged burglar Seun Maluleke has abandoned bail at his latest court appearance. Maluleka has been accused of burglarizing a residential home in Bela-Bela on Thursday 20 October. Amanda Ferreira, who resides in Swanepoel Street, said that she was woken up by the loud barking of her dogs and one of her housemates set out to find the cause of the early
morning disturbance. “My roommate went to investigate why our dogs were constantly barking. He found that a man was attempting to steal one of our compressors. The compressor was being balanced on the wall as the man attempted to climb over it. Shaun managed to fight the man off and recovered the compressor. I contacted the Bela-Bela Crime Support and Galven Security to assist in apprehending the man,” Ferreira said. Elri Arlow, Bela-Bela Crime Support
(BBCS) founder, said that members of the BBCS and Galven Security chased after the man as he fled on foot to an empty house. “We chased the man immediately after receiving the call. He fled on foot and we chased him from McCord Street. He managed to evade capture, but was finally caught and arrested in Park Street where he was hiding in an empty house,” Arlow said. Lieutenant-Colonel Abel Phetla of the Bela-Bela police said that Maluleke was allegedly using the empty house to
stash goods he had stolen in the neighbourhood. Phetla added that the stolen goods varied from clothing and valuables to household items and has since been returned to residents. Maluleke appeared before the BelaBela Magistrates Court on Monday, 24 October, where his case was postponed to Monday, 31 October but was postponed to Thursday 3 November where he abandoned bail. His case was postponed to Thursday 24 November, to allow investigations to continue.

During the early morning hours of Thursday, 3 November, a hail storm swept through town and residents were left with major damage to repair when dawn finally arrived. Sophia Molepolle and her husband Piet, owners of a 5-bedroom home in Extension Two, were rudely awaked as the storm ripped loose parts of their roof during the night. Three of the five rooms had to be evacuated and belongings moved as roofs were damaged and some completely ripped off the wooden roof trusses. Piet suffered minor cuts and bruises from the incident as parts of the roof fell onto them while they were asleep. “Luckily Petrus Baloyi and his team offered to help me fix the damage as I set off to work” said Molepolle.

Justin Steyn The majority of road upgrades in Chris Hani have been completed in the past week. According to the municipality’s Head of Technical Services, Risimati Ntekele, one final touch-up is expected in the main road before the upgrades are complete. “The tarring and upgrades of Chris Hani road are basically complete. We are now just planning to
reconstruct the intersection at the Standard Bank at the Spar Centre,” he said. Ntekele said that the reconstruction will take place as soon as a plan to allow sufficient traffic flow has been drafted. He could not provide a deadline for the reconstruction to be complete. “We are going to start with reconstruction as soon as we have developed a plan to allow traffic flow without causing congested traffic,” he said.
Ntekele could not comment on the traffic lights that have been out of order at various intersections despite no road works taking place. The upgrades at the town’s central business district area have been ongoing since the start of the year, and have only been moving at a brisk pace since the appointment of a new contractor in October. It has been reported that the constantly delayed upgrades have also caused congestion on the road and allegedly caused two power failures.

Photo: Zani Hiepner Zani Hiepner Lightning caused major damage during the early morning hours of Wednesday, 2 November, when a lightning storm swooped across the farm Goedehoop, approximately 8 km from Vaalwater. The lightning struck a heard of beef master heifers resulting in 23 dead, five of which were pregnant. Two heifers managed to survive the ordeal, and seem to be doing okay. “This was a very unfortunate event for us, as the heifers who were struck seemed to be walking together,” said Dian Senekal, farm manager. Fortunately the herd of 81 heifers were split up during the storm, or it could have resulted in a much larger loss.

During the meeting it was alleged that the new tariff schedule was endorsed for implementation during a secret meeting at Mookgophong without input from the community. Councillor Ledwaba categorically denied these allegations and insisted that she had opposed the new tariffs because she knew that the community could not afford the new charges. Members of the community alleged that she was lying, and said that she and other members of the Council were protecting the municipality without concern for the community.

Photo: Lizzy Bapela Lizzy Bapela The DA in Bela-Bela has called for the Bela-Bela mayor Jeremiah Ngobeni and municipal manager Morris Maluleka to resign effective immediately. The party expressed concerns about the two, accusing them of excluding other council members in their decision making. Among other things, the DA has said that Ngobeni has not held a single meeting with the Executive Committee, and has not held a council meeting since his appointment. Councillor Frans Mothokwa, BelaBela DA caucus chairperson, said that certain rental vehicles and trucks are not all delivered and the municipality is paying every rand on the rental agreement. He added that workers are unable to fix street lights because hydraulic trucks are
broken and have not yet been fixed. The 24-hour standby on essential services was allegedly stopped without any council meeting or resolutions and this affected the workers in terms of overtime, as well as the community, as they no longer receive services on a 24-hour basis. He alleged that the mayor did all this without consulting anyone or his own council and claimed to be unaware of anything when confronted. “We urge the municipality to buy its own vehicles instead of embarking on costly rentals especially on trucks and tractors,” said the councillor. Meanwhile, the DA submitted an application on Friday, 4 November, in terms of the Promotion of Access to Information Act (PAIA) to request that the KPMG report into maladministration and corruption be immediately released. said that the investigation was finalised in May 2016, but has been kept hidden by the ANC administration. “Councillors are not permitted to view the report, which is meant to be available at the office of the speaker. The DA understands that there are serious findings in this KPMG report implicating senior officials in the ANC run municipality and that is the reason why the report is being swept under the carpet. This report was paid for with the public’s money and the public therefore have the right to know the findings of the investigations, and to see consequences for the corruption and maladministration found. The DA is committed to uncover this report and to force consequences for it,” Ras added. The municipality’s office of communication could not be reached for comment on the matter.
Lim 368 Municipality (Modimolle and Mookgophong) is among the municipalities supporting the implementation of a mayoral handbook for all Limpopo municipalities. The DA in Limpopo recently announced their gratitude for the Limpopo Legislature’s adoption of the party’s resolutions on the implementation of the handbook and a provincial Open Tender System. Lim 368 Municipality spokesperson Patrick Shika said that their municipality already has the handbook and are open for any improvements tabled in relation to it. The debate followed the DA’s motion with notice for the adoption of the handbook and open tender system to enhance accountability, strengthen constitutional democracy and best governance practises. The party states that lack of regulatory systems both at organizational and individual level has resulted in abuse of power, lack of accountability, ineffective oversight and monitoring. The DA Provincial Leader Jacques Smalle said that while there is some evidence of improved audit outcomes in municipalities, most of them are still struggling to manage finances, due to a lack of capacity, poor controls, non-compliance and very weak policy and regulations. The party emphasized that the mayoral handbook should ideally include the mayoral constitutional and legal responsibilities, staffing and,
establishment of the municipality, functions and budget of all mayors’ offices, the relationship between the office of the Mayor and the Speaker’s office and record management and filing in the office of the Executive Mayor. The handbook is also expected to include request for legal advice by the mayor, the relationship with the media and council, official vehicle, cellphone, fax and computer facilities, accountability, responsibility and transparency, the abuse of the office of the Mayor and the tabling of annual report among others. Smalle said that the overall process and structure of a mayoral handbook will complement the monitoring, reporting and evaluation of council and give greater accountability and compliance to best governance practices. He added that similarly, as government procurement deals with over R500 billion in goods and services alone, it is important to have open tender systems in place to promote accountability and transparency; and to save officials from themselves and state capture. After the adoption of the resolutions, the DeputySpeaker Lehlogonolo Masoga referred the matter to the offices of the Premier and the MEC’s for COGHTSA and Treasury to map the way forward. The DA said that they will monitor the process to ensure that these resolutions are implemented to secure systems that will enhance good governance our province’s finance which is currently afflicted by poor management, corruption and impunity.
Official crèche opening at Mookgophong postponed Lizzy Bapela The Office of the Premier recently announced the postponement of the official handing over of a state of the art crèche in Mookgophong’s Extension 2. The event for the official handing over of the Ramadimetja Sophia Mogotlane Early Childhood Development Centre was scheduled to take place on Friday, 4 November, and has been postponed until further notice. Deputy President Cyril Ramaphosa was expected to lead the ceremony and hand over the crèche to the local community, an event that follows a sod-turning ceremony conducted by Social Development Minister Bathabile Dlamini over a year ago. The MEC said this while addressing a community outreach programme on substance abuse, an event which was held at Bela-Bela’s Sunfa Stadium on Saturday, 5 November. The MEC was among other government, political and SAPS leaders who graced the event. Scores of residents from Bela-Bela and surrounding areas filled the stadium for the event, which targeted local youths and those from the entire Waterberg District. Provincial police spokesperson LieutenantColonel Moatshe Ngoepe said that the event was aimed at the public to consume safety information and to create awareness on crime happening in and around the area. In his address, MEC Tooley warned the youths about the consequences of using and abusing substances, wherein Bela-Bela nyaope is dominating. The MEC further told the youths that drugs will take them nowhere and also affect their chances of getting jobs and this will doom their future. Police findings revealed that Bela-Bela became one of the largest drug hotspots in the province. The community’s concern is that the sale and consumption of substances especially nyaope in Bela-Bela is increasing and more and more young people die because of it. They also expressed that the police seem to be failing at combating the issue, while perpetrators walk away scot-free and are not punished for destroying the lives of future leaders. The community further complained that some police members spill the beans when confronting the dealers and put informers’ lives in danger and this deters the community to continue reporting criminalities. He commended the group Concerned Parents Fighting Against Drug Abuse (COPFADA) for the hard work that they are doing voluntarily within the community. The mayor said that his office will be supporting the organisation’s programmes as part of his community outreaches. He further warned the community against taking the law into their own hands and continue working with the police. Representatives of local and district municipalities, sector departments, community based organisations, NGOs and political parties were part of the attendees. The SAPS and ZCC band entertained the audience during the event, while different departments placed their stalls at the venue, distributing relevant information for public consumption. Communities are advised to report police members who are not doing their jobs properly, those who are soliciting bribes and those who are protecting or working with criminals. Maope High School’s cream of the crop
The Maope High School Matric Farewell function was held at Forever Resorts on Thursday, 20 October and included the school’s merit awards. Among the high fliers were Ofentse Maluleka and Thobane Amogelang, who both scooped six awards at the
event. Speaking to Maluleka, who could not contain his joy, he said that he had invested a lot of time in Tswana, for which he received a gold award. “Last year my marks were low on Tswana,” he said. “I had to work hard and this is the benefit.” He said that he would like to study economical and management analysis. He has applied at three
institutions of higher learning, including the University of Limpopo and the University of Johannesburg in the hopes of being accepted at one of them in 2017. Mzamane Ringane SAFA Waterberg Region SAB League defending champions Modimolle Home Defenders sustained their positioned on the log standings, after beating KK United 4-0 on Saturday, 5 November. Home Defenders FC has already played four matches in the league, and collected a total of seven points in the process. KK United has played three matches, losing two and winning only one. Home Defenders FC will on Sunday 13 November lock horns with Modimolle Troublemakers FC at Ephraim Mogale Stadium. KK United will travel to Vaalwater to do
battle with Boys 2 Men FC. Boys 2 Men FC will go into this match like wounded tigers after suffering a 1-0 loss to Modimolle All Stars. In other weekend results, Modimolle NTK Happy Boys were defeated 2-1 at home when they hosted Bela Bela Pirates. Happy Boys will be hoping for a comeback when they host Happy Hearts FC of Bela Bela. Modimolle Troublemakers held Waterberg Nedbank Cup championships Diesel N Dust FC to a 1-all draw. Diesel N Dust FC will host Qualitho FC at Bela Bela’s Sunfa Stadium this weekend. Rapotokwane’s Qualitho FC collected three points this past weekend, when they defeated Happy Hearts FC 3-0.
SAPS tops the soccer log TK Mashaba SAPS has overtaken Spar in the local league after playing an excellent game. The gap is still close, since Spar has one game in hand with 20 points, while the SAPS has 22 points and is in the same position. If the SAPS loses one game and Spar wins, Spar will return to the top spot. On the other hand, Daybreak FC is also chasing first place, in third place with 19 points and one game in hand. Depending on the results of Spar and
SAPS’ remaining games, Daybreak may still have a shot at the top of the log. Game is trailing the pack with 9 games played and 0 wins. Shoprite was expected to play Daybreak on Tuesday, 8 November, while SAPS was expected to battle Metro Hyperland on Wednesday, 9 November. Bela-Bela Hospital was expected to play Game on Wednesday, while Bela-Bela Municipality was expected to face Spar on Thursday, 10 November and Brenner Mills will face Cashbuild on Friday, 11 November.

Zani Hiepner Welgevonden Game Reserve has sponsored a few members to be a part of their local soccer team. On 30 October the team played against the Driehoek Feeds team. The game ended on a tie, which resulted in penalty kicks to determine the winner. Unfortunately the Welgevonden team missed a shot at goal, which resulted in a victory for Driehoek. A rematch was held on Sunday, 6 November, and the Welgevonden team
managed to outperform their opponents this time around. Queen Matjila kicked the winning goal, securing the victory of 1-0. “The Welgevonden management, are extremely proud of the team, and we will continue to support the guys, we wish them all the best for the rest of the season” said Kassie Knoetze. “Our team is definitely one to look out for amoungst the other teams” said Jan Mocheko the head coach. Welgevonden are planning to sponsor a tournament soon, so that all the teams can show off and prove their skills.
Great Future Boxing Academy and Youth Development will be representing the Waterberg District at the provincial boxing championships, which will be held on a yet to be announced date and venue. The Modimolle boxers outshined teams from other local municipalities who came from various parts of the Waterberg. Coach Abel Shokane said he was happy with the performance of his team at the district level, but feels that more needs to be done ahead of the provincial competitions. Shokane said that people must do away with the perception that boxing is a violent sport, and embrace it like any other sporting code. Great Future Boxing Academy and Youth Development manager Donald Khoza said he believes that determination is the main
aspect that helped his team to do well at district level. “It was not an easy journey. We had a lot of challenges like lack of resources and equipment, but in the end we managed to secure everything we needed in order to compete. We managed to bring home a trophy through determination,” he said. Waterberg Boxing Federation chairperson Christina Makwela said she was confident that the team will do well at the provincial level. She said she hopes that the team will bring good results when they come back from the competition. Makwela told The BEAT that they want to popularize boxing in the Waterberg, and also reiterated that people should not believe that boxing is a violent sports. “We want to make sure that boxing is acknowledged in all our local municipalities, like all other sporting codes,” she said.
