Markhams robbed again Andries van der Heyde The Markhams clothing store in Chris Hani Road, Bela-Bela, remains an easy target for burglars and robbers which have repeatedly targeted the store over the past two years. A group of armed criminals once again entered the store on Thursday, 6 October and held the staff hostage. The robbery took place despite the roadworks that have been taking place in the main street for months. Lieutenant-Colonel Abel Phetla of the Bela-Bela police said that the suspects parked their vehicle, a white Mercedes Benz, across the street, ran across the road, and entered the store. Three criminals entered the store and escaped with a laptop, clothing, and cellphones, according to Phetla. Nobody was injured. A suspect number plate number was shared with neighbourhood watch groups in the area on the same day, but Phetla said that the number plate was had been faked. He said that it is possible that this is a new group of criminals. Nobody has been arrested in connection with the incident yet, and police are asking that anyone with information regarding this incident contact the Bela-Bela Police Station on 014 736 9760.

Foreign shop owner murdered
TK Mashaba The Somalian owner of a shop at Bela-Bela was found dead in the early hours of Sunday, 9 October at BelaBela’s Extension 6. The police have asked the media not to release the victim’s name at this time, as his next of kin have not been notified. The man was allegedly murdered by two men who worked for him. The men were believed to be Malawian, but very little information about them is known. It is believed that they both worked and lived at the shop, and their employer did not appear to have any form of identification for them.

15 arrested in alleged drug syndicate involvement

Photo Supplied Justin Steyn Police in the Waterberg area have conducted a widespread drug raid across the region on Friday 7 October. The Provincial Crime-Intelligence-led-joint operation was assisted by various local Police units such as Tactical Response Teams, Tracking Teams, K9 Dog-Units in conjunction
with the Department of Home Affairs. According to Provincial police spokesman, Lieutenant-Colonel Moatshe Ngoepe, a 15member crime syndicate was nabbed for dealing in drugs and dagga. “The arrests followed a week-long operation and was conducted in hotspot areas at Modimolle, Bela-Bela, Northam and Thabazimbi Policing areas,” Ngoepe said. During this operation a total of 32 units of Methcathinone, also known as ‘Cat,’ and one sachet of dagga was confiscated in raids held at Modimolle and Bela-Bela. In Northam and Thabazimbi, four units of Cat and two vehicles, that were allegedly used to deliver these drugs to their various selling points, were also seized. Ngoepe said that the arrested persons are charged with dealing in illicit drugs and contravention of the Immigration Act. The Provincial Commissioner, Lieutenant General Jim Ledwaba has meanwhile commended the Units for their sterling efforts and further vowed that these successes will send a stern message to drug dealers. Ledwaba has also appealed to all members of the community, to identify the unattended houses and report it to their local Police Stations, Municipalities and Tribal Authorities, for it to be attended to. Ledwaba said vacant places are being used by crime syndicates to harbour illegal objects and stolen property. Police investigations are still continuing on the various cases.
Lieutenant-Colonel Abel Phetla of the Bela-Bela Police said that according to their information, there might have been payment issues between the victim and his employees. Phetla said that a case of murder had been opened, and that the police were investigating the case. He urged employers to ask potential employees for copies of their identity documents, as well as, in the case of foreign nationals, their permission to work in South Africa. “Sadly, it is something that has been happening for many years,” he said. “Employers are employing foreign nationals without having their information.”

The most badly-affected areas are neighbourhoods such as Extension 10 and Bosveldsig, which are located higher than the rest of the town. The water pressure from the town’s system is currently not strong enough to drive the water that high, although the rationing system — which cuts off the water to low-lying areas in order to force the water to the higher parts of town — does bring some small measure of relief. However, the water trucks tasked with bringing water to the town and the township only run during the day, which means that those who work a full day are without water, having had no opportunity to fill their water containers. Residents have also complained that the three trucks that are currently delivering water to the town are not enough even for Phagameng, let alone the entire town and township area. The situation only deteriorated this week. On Tuesday, 11 October it was reported that there had been a power outage at Magalies Water the previous day. The power outage lasted from 14:00 to 16:00 and power remained unstable until 22:00. As a result of this, Modimolle received only 2,6 megalitre from Magalies Water on Monday, 10 October, instead of the normal 5,4 megalitre. With Reservoir A at 10% capacity and Reservoirs B and C both completely empty, the water situation was dire, and the town did not even have the normal, strictly rationed amount of water. Meanwhile, residents of the combined Modimolle/Mookgophong (LIM 368) Municipality delivered a memorandum to the administration demanding the immediate cancellation of water debts, among other things. Members of the community gathered outside the Peter Nchabeleng Community Hall on Monday, 10 October, and agreed that the memorandum should be drafted and sent to the municipality. On
Tuesday, 11 October, an interim committee hailing from various wards delivered the memorandum to the local municipal offices. The issue was initially raised during meetings with Limpopo Premier Stanley Mathabatha, who promised that the Department of Cooperative Governance, Human Settlements, and Traditional Affairs (CoGHSTA) would consider the matter and return with feedback. The meetings took place after a series of protests and riots in the town in February, during which the police fired rubber bullets at protesters and several buildings were torched. No feedback has yet been given. At the time of the protest, the town was under ANC rule. Residents say that they have decided to renew their pleas since the municipality is under new management now. When the interim committee arrived at the municipal offices they found that the newly appointed Mayor, Marlene van Staden, was at Mookgophong on a school visit. Speaker Johann Abrie contacted the Mayor, who said that she would be back in the office by 14:00, at which time she could receive the memorandum. “The Mayor is currently not available, as she is visiting schools,” Abrie said. “She has said that she will be back at the office at 14:00. She is very happy to meet with you and she will also be happy to receive the memorandum.” The Speaker told the committee that if they could wait until the Mayor returned, she would be happy to accept it personally. Photos supplied Justin Steyn Despite massive successes in combatting massive fires across the Limpopo Province, the Working on Fire (WoF) team has been hard at work battling blazing infernos in the Waterberg. WoF’s provincial spokesperson Matema Gwangwa said that due to the lack of rain in the province, the Waterberg area has a high load of lengthy dry grass and vegetation which makes it likely to be affected by the wildfires which burns for more than one day. She added that the terrain where these fires burnt were not easily accessible which also impacts negatively towards the suppression of fires. Most of these areas are mountainous. She said that the WOF fire fighters have been working very hard with passion and commitment to protecting the environment and saving lives since the start of these fires. “After the previous Middelfontein fire which lasted for five days in the Waterberg district where an estimation of 20 000 hectares were burnt, the WOF fire fighters have been very busy battling other fires which also emerged in the same district,” Gwangwa said that because of the multiple fires in the Waterberg, about 50 fire fighters were dispatched on Sunday 9 October for the suppression of the on-going wildfire at Welgevonden

He added that he then chased after the bakkie when he spotted the victim, who had been left for dead in the nearby bushes. The witness said that he informed some passers-by of the incident before chasing after the alleged bakkie. Warrant Officer Findlay said that the people who investigated the matter at the scene said that they called an ambulance for the man when they noticed that he was still alive. The victim was then rushed to the FH Odendaal hospital for medical attention.

These fire fighters were joined by the local farmers, FPA members and the land owners.” Gwangwa said that of the fires that were burning across the province, the largest fire was the one at Triangle just outside Tzaneen. “The Triangle fire started on Thursday (6 October) morning and burnt until this Saturday morning when it was completely contained after four teams with two choppers and one spotter were deployed. The fire demanded much hard work and a long time to be contained.” She stated that due to the Fire Danger Index being high in the province and also with Limpopo being one of the provinces that have been declared to be affected by drought, the fires are becoming more uncontrollable. The fires spread very quickly as the grass is very dry and easy to burn.
According to the police, the man was identified as 50-year-old Mpho Given Ratema of Phagameng, who previously worked for the local Department of Health. The picture of the driver of the runaway bakkie was obtained from security cameras at a filling station at Bela-Bela, where he bought diesel. The bakkie is a white Nissan with registration number DKZ 518 L. “The victim is suspected to have been thrown out of the vehicle in question. He died the same day in hospital and we are not sure yet of the details of his burial. Anybody who can shed information on this case is urged to contact Detective Sargent Amanda Rossouw on 071 133 8524,” said Warrant Officer Findlay.

Security guards protest poor pay Lizzy Bapela Security guards at the Modimolle Municipality resorted to the media to raise their concerns regarding their working conditions. The workers said that among their complaints, poor salary scale is their major concern and it seems even harder to fight for now that time has gone by since their appointment. The workers added that they were earning R4 500 per month under their previous security contractor, Rakhutsetsa, and were downgraded to R2 500 per month when Gadifele Security was appointed, taking over from Rakhutsetsa. They also said that they all agreed to take the cut since Gadifele instructed them to either take the new salary scale or leave. According to the workers and members of the union, Gadifele seemed to have under-quoted the municipality when bidding for the tender so that they could win it, and now the workers are suffering the consequences as a result. The workers’ representatives and their union SAMWU had a meeting with management of the municipality and the security company to resolve the issue and were given 14 days to bring the workers a workable solution. The workers said that Gadifele Company was instructed to follow the rules regulated by PSIRA when employing them but has not abided by them. They added that the downgrade has impacted very badly on their lives as they had to force adjustments, with bills piling up and no way to increase their income. Their other concern is that their security serving qualifications require renewals every year and they cannot cope with the amounts they receive as salaries. The union leaders Dassie Mokoka and Thabo Baloyi addressed the workers after the

then. After addressing the workers, Baloyi and Mokoka advised the workers to return to their posts and continue rendering services to the community and wait for the feedback after the set 14 days.
Teen talk at World Population Day summit Lizzy Bapela The United Nations declared World Population Day as a day to focus on the urgency and importance of population issues. Political principals, government departments’ representatives, and members of community structures attended the World Population Day event led by Social Development MEC Joyce Mashamba at Settlers on Monday, 3 October. The global status quo influences a common theme released each year and this year’s theme is “Investing in teenage girls”. The event focused on teenage girls as they face enormous challenges in their lives, with many considered by their communities to be ready for marriage and motherhood, while many are forced out of school, which damages their future prospects. Even among girls who stay in school, access to basic information about their health, human rights and reproductive rights can be hard to come by, leaving them vulnerable to illness, injury and exploitation. Yet, when teenage girls are empowered; when they know their rights and when they are

given the tools to succeed, they become agents of positive change in their communities and the sky can be the limit for them according to departmental spokesperson Adelle van der Linde. Census 2011 shows an estimated number of just over 700 000 girls, aged between 10 and 19 years, residing in Limpopo. In her address, the MEC announced that her department has been investing in teen girls as part of their vulnerable members of society. She said that the theme for this year’s research is all about young people’s perceptions
and attitude towards reproductive health. She added that investing in teenage girls means that they have the responsibility to first find out about the teenagers’ attitudes and perceptions towards reproductive health and rights. Then they need to teach girl children about their rights and responsibilities as young women, especially when it comes to reproductive health. “It is a sad reality that many girls in rural areas become sexually active and even become mothers at very young ages, yet, there are so many options to choose from, to protect themselves against unwanted
pregnancies, HIV/AIDS and other sexually transmitted diseases. Many factors play a role in them not choosing these available options including societal values and morals; judgmental and negative attitudes of health care workers; and financial constraints. That being said, the goal for teenage girls should be abstinence. They need to know that a delay in becoming mothers heavily increases their chances of completing their education; accumulating skills that are relevant to the job market and starting an independent livelihood,” she said. “We therefore ask the young women gathered here today if they wish to one day be the CEOs of their own companies or leader in society? What about becoming doctors, world-class scientists, researchers or engineers? What if among you, there is somebody who will one day find the cure for HIV or cancer? It is, unfortunately, not possible if you start engaging in activities that are meant for adults, too early.” The Department trained more than 500 adolescent boys and girls on Sexual Reproductive Health and Rights, saying that it is something that they need to keep on investing in.
The BEAT reported recently (Huge loan to assist Thabazimbi, Page 3, 7 October) on the R25 million that the Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) was to have given to the ailing Thabazimbi municipality to clear some of the municipality’s massive debt load. This R25 million grant has now apparently been withdrawn, and there is no clarity as to why. The BEAT has been attempting to obtain comment from CoGHSTA spokesperson for Limpopo Motupa Elvis Selomo for some time on this, and related matters, without success. The DA in Limpopo is intending to write to the Auditor General to request an audit of the situation with the grant. The audit will be requested in terms of Section 5(1) of the Public Audit Act 25 of 2004, and will investigate the financial implications of the move to withdraw the funding. The grant was apparently cancelled on the order of the MEC for CoGHSTA Makoma Makhurupetje. The DA is alleging that the move is vindictive and intended as revenge for not allowing the current administrator to continue in that position. Makhurupetje deployed her department’s CEO, P.R.M Khunou, as a financial specialist to rescue the municipality’s disastrous finances in August 2015. He does not appear to have met with much success in this endeavour, as the municipality’s already dire financial situation has only deteriorated under his watch. The DA say that there was no attempt to engage with service providers and creditors to settle the municipality’s debt, which is in excess of R320 million. “The DA will not allow the ANC to hold the Thabazimbi Municipality ransom and we will liaise with the new coalition government not to give in to vengeful demands. We will hold the MEC accountable for this brash decision. We will also obtain a legal opinion on whether the MEC’s deliberate lack of financial support which is necessary to stabilise service delivery in the embattled municipality can be dealt with as financial misconduct as set out in sections 168 and 175 of the Municipal Finance Management Act, 56 of 2003,” said the DA’s spokesperson Jacques Smalle. The BEAT is still awaiting a response from CoGHSTA spokesperson Motupa Elvis Selomo on this, or any other, matter.

Oupa Kgwebane, the event’s host, said that he had thought it might be a risky venture to bring so many top comedians to Bela-Bela, but it has been amply rewarded since the attendance was excellent. The comedians were welcomed with open arms at the after party which was held at The Dock. The after party music was provided by DJs such as Solly Da Vinci and MoSixty.

identified in the area. “This was not the last event. We will be hosting more events of this nature. We are hoping to host a bigger audience during our next show,” he said. TRV live band manager Neo Mokhonoana said they were happy with the turn out at this event, especially since it was their first event. “We would like to thank everyone who came to the show. Following a convincing participation in the Lebowakgomo Marathon and returning home with a gold medal, Modimolle athlete Junior Moatshe left the country to take part in the Kenya Wildlife Marathon oozing with confidence. The Modimolle athlete told The BEAT that things did not go as he had planned during the marathon in Kenya. He said he failed to finish the race, only managing to run about half of the race’s total distance. Moatshe said he started experiencing flu-like symptoms when he was about halfway to the finish line, and had to discontinue running to receive medical attention. He said the pace and route in Kenya has taught him to learn to different modes when he is abroad. Photo supplied
Isabel Boshoff, a Modimolle resident, has reason to smile after winning a five-year legal battle. The labour court decided last month that Boshoff should be reappointed as principal of Susan Strijdom School, to take effect retroactively from December 2011. The Department of Education in Limpopo was ordered to pay the legal costs for the entire saga, and must ensure that the appointment is made within 30 days after the judgement. David Selamolela has been the principal at the school since the beginning of the legal fracas. Boshoff was the vice principal when the position of principal was advertised in 2011. She resorted to the law when investigations revealed that she was “scandalously slighted, despite being the best candidate for the position.” The School Governing Body preferred Selamolela over Boshoff, despite the fact that she was far better qualified for the position and had 34 years of experience. Several of her colleagues testified regarding a number of irregularities in the appointment process. Boshoff said that she is grateful that the matter is now concluded. “I am still waiting for my letter of appointment,” she said, “but it has already been enforced by the labour court.”

Lions and tigers killed on farm Westhuizen, matches tracks found on a farm in the Groblersdal area, where lions were also poisoned. According to Colonel Ronel Otto, Limpopo Police spokesperson, nobody has yet been arrested for the crime, and the investigation continues. Marietjie Steenkamp Poachers recently struck in the Roedtan area and poisoned two male lions and a female tiger, as well as the tiger’s cub. The camp where the lions and tigers are kept encircles two houses roughly 200m from each other. Albert van der Westhuizen lives on the farm, which belonged to Johan van Zyl, who died in an accident recently. According to Van der Westhuizen, to access the houses one has to drive through the lion camp. The animals were poisoned using Temik, an extremely virulent poison. It is suspected that they were killed in the early hours of Wednesday, 28 September. “I still heard the lions roaring at around 23:00,” said van der Westhuizen. The poachers removed one of the lions’ face and were in the process of removing its feet, but it appears that they were disturbed, and they fled with the parts they had removed. They cut the fence on the other camps in order to reach the road, said Van der Westhuizen. The poachers are believed to have fed poisoned meat to the lions, and waited until they were dead before entering the camp. The gardener found the mutilated lions when he was on his way to work. These households, which come from diverse backgrounds and represent a variety of financial brackets, previously had no access to electricity on the national grid. Thanks to the municipalities’ integrated development plan, certain areas that have a great need for electricity were chosen, according to Phemelo Biloane, Eskom’s spokesperson. “We are still in the process of supplying power to more households,” he said. “As the situation develops and the municipality identifies more households, we provide basic services.” Eskom’s long-term plan includes connecting all existing households in the nation to the national power grid. There is still concern regarding illegal electrical connections which pose a danger to others. Biloane said that cables are being seen out in the open, where people and children are expected to walk, and where they could die from electrical shocks. There are also people tampering with their power boxes to avoid electricity tariffs. Biloane urged residents who spot suspicious behaviour to send an SMS to Eskom’s crime line, 32211, since these illegal connections are damaging the residents’ rights. The entire technical and coaching team at Terrors FC is set to face serious action against them if the team suffers another loss at their coming matches. The owner of the Modimolle team, Sepeke Manamela, said that he is considering taking serious action against the coaches as the team has suffered too many losses this season already. He said this following a 1-0 loss against Joe Maweja FC this past weekend, where the match was played in Thohoyandou. The team played a total of four games already and never won any of them. They drew once and lost three games, suffering nine goals scored against them and earning only a point that puts them in the last position of the ABC Motsepe’s 2016/2017 season log standings.

Mzamane Ringane Bela-Bela’s Diesel ’n Dust proved to be hungry for success this season, after whipping Bobididi Sports Academy FC 6-2 in the Waterberg final of the Nedbank Cup. The Waterberg SAB Regional League team will now continue to battle for a spot in the last 32 of the R7 million Nedbank Cup, where they will be competing with teams from other regions of Limpopo. All three Streams of the Waterberg SAB Regional League were represented by a team each, in the regional leg of the competition. A draw was conducted to determine the two teams to play in the first knockout match. Diesel ‘n Dust was drawn as a standby, in a draw that was conducted independently under the observation of officials from all the three teams. Stream C’s Bobididi Sports Academy FC was drawn against Ditlou FC of stream B. After a hard fought 0-all stalemate the two teams were separated by penalties, where Academy FC won 8-7. In the final match, Bobididi Sports Academy FC rattled Diesel ‘n Dust when they scored their first goal in the first five minutes. Through the instruction from the bench, the
Bela-Bela team managed to regroup and clinched a decisive victory at the end of the day. Tebogo Maabane and Keletso Morudu scored for the Lephalale side, Academy FC. For Diesel ‘n Dust, Sam Kgasago scored a hat trick, while his teammate Lucas Mokebe scored a brace. Jim Ndhlovu also scored one goal for the Bela-Bela team. Academy FC coach Johannes Maphuruma told The BEAT his players suffered from muscle cramps in the second half, something which contributed to their massive loss. “The problem is that most of our players did not have enough time to prepare for these matches. They recently came back from a school sports camp. We are now going back to rectify the mistakes that we identified, and focus on our first league match,” he said. Diesel ‘n Dust coach George Masenya said that the technical changes that were implemented in the second half, helped his team to claim this most important victory. “Now we are going to concentrate on the SAB League. We will think about Nedbank Cup when the next fixture is ready. The mood is high at the camp, and the team is positive. The management is also supportive, something which gives the boys more confidence,” Masenya told The BEAT.

Manamela told The BEAT during an interview after the game that he wants to avoid witnessing history repeating itself as they suffered severe losses the previous season. He added that too much losing also demotivates the players and if the coaches do not go back to the drawing board to solve the problems encountered, this impacts bad on the entire team. “Another thing that causes the team such loses is that the players are still getting to know each other and their counterparts’ attitude in the field. They lose many chances of scoring as there are not yet used to the kind of tactics in the upper league. We are trying by all means possible to groom the players and afford them an opportunity to interact I order for them to do well in the matches. The coaching team needs to work something out or else…” said the dissatisfied owner. Manamela further said that the number of goals scored against them is shaming and everybody involved in the team needs to make an effort in order to contribute to the team’s sustainability. Other Waterberg teams in the log include The Dolphins FC of Lephalale at position 7 with three games played, winning two and losing one. Mokopane Ratanang FC stands at position 10, having played three games also and won only one, losing two. Lephalale Young Killers FC stands at number 14 with four games played, two draws and two loses. These log standings follow the games that were played the past weekend, with Lephalale Young Killers FC drawing 1-1 with Giyani Hotspurs FC and The Dolphins lost 1-2 against Bellevue Winnerspark FC.
