Two out on bail after election fraud arrest Two ACDP members were arrested on Friday, 8 July, in connection with election fraud. The two, Victor Kekana and Maggy Mashiane, who were arrested for allegedly falsely registering Godfrey Thapedi Malete as an ACDP candidate with the IEC for the forthcoming elections, were released on R10 000 bail each. Kekana and Mashiane, who work in the office of the African Christian Democratic Party (ACDP) at Bela-Bela, were expected to appear before the Bela-Bela Magistrate’s Court on Monday, 11 July.

According to Bela-Bela police spokesperson Colonel Abel Phetla, a case of fraud has been opened against the pair. Malete, during an interview with The BEAT, said that he was looking into suing the ACDP. “This is a serious matter and I am not going to take it lightly,” he said. “I will hear what my lawyers have to say and then take it further.” Malete was not the only person falsely registered. Andries Mojela and Winnie Shirende of Tsakane, outside Bela-Bela, both maintain that they have been falsely registered as candidates for the Ubuntu Party.

The men reappeared in the Magistrate’s court on Monday 27 June and the case was postponed to Monday 25 July. Maswanganye has since said that all five suspects have been positively linked to other cases involving armed robbery, burglary and theft, business robbery and murder. *On Wednesday 25 May the Bela-Bela police arrested a 22-year-old Zimbabwean woman for the illegal possession of an unlicensed firearm in the Bela-Bela

Township after receiving a tip-off from the community. Maswanganye said that the firearm was linked to the burglary case connected to the five men. Siphathisiwe Moyo appeared at the Bela-Bela Magistrate court on Friday 27 May and the case was postponed to Thursday 2 June for further investigations. Moyo is expected to appear at the Magistrates on Wednesday 27 July for the ballistics report related to the firearm.

Five await forensic results Justin Steyn The five Zimbabwean men who were arrested on Thursday, 5 May in connection with a robbery at a residence near the R101 at Bela-Bela are awaiting the forensic report relating to their case, which they expect to receive by Monday, 25 July. The five were arrested after a police investigation into the incident, during

which Bela-Bela resident José Denabregah was restrained and robbed on Sunday, 1 May. Ngobile Nyoni (28) Christophe Mugabe (23), Wilson Monjeza (34), Elvis Musimeki (29) and Jacob Chio (22) appeared at the Bela-Bela Magistrate’s Court on Monday, 9 May. The case was postponed to Monday, 16 May for their bail application which they abandoned on the day.

Change for Bela-Bela hosts debates TK Mashaba Change for Bela-Bela has announced that they plan to host a political debate for the local elections, which will be streamed live on social media such as Facebook and WhatsApp. According to the founder of the group, NJ van Heerden, the debate will be streamed on a date yet to be confirmed. “A recording of the debate will be uploaded onto YouTube after the debate, for those who missed the live broadcast,” said Van Heerden. The time and date of the debate will be shared as soon as all the arrangements are in place. Candidates from the ANC, DA, EFF, and Ubuntu have already agreed to take part. Van Heerden invited any other parties of independent candidates who are contesting Ward 4 to contact Change for Bela-Bela in order to take part.

All candidates will each be given a copy of the questions to be asked at least 24 hours before the start of the debate in order for them to best prepare their answers in that regards. The same questions will be asked for every candidate participating in the debate. Only registered candidates contesting in WARD 4 will be allowed to participate. Approved candidates will be allowed to invite 1 extra person from within their support structure or political party to join them in the debate should they wish to do so. Each candidate will be allowed to invite a maximum of 10 people as spectators to the debate. Unruly spectators will be asked to leave the debate. Each candidate will have an opportunity to introduce themselves at the start of the debate and have another opportunity at the end of the debate for closing arguments as to why you should vote for them.

Justin Steyn Numerous complaints regarding alleged delays in settling Unemployed Insurance Fund (UIF) claims at the department of Labour at Bela-Bela have reached The BEAT. One woman, who asked to remain anonymous, said that she has been waiting for her claim to be settled for several months. She explained that she made the claim due to taking maternity leave last year and gave birth in February this year. She alleged that she approached the department of labour at Bela-Bela numerous times where she says she was either told to reissue the claim or that it has not yet been captured on their system. “I have been to their offices every two weeks and sat in the queue for hours only to be told that they have either lost the claim or that it has not been finalized. Every time I go it has been a different story,” she said.

She added that she has been witness to other people’s claims not being settled, allegedly for the same reasons. “I have overheard others complain that they have also been waiting for their claims for months. I do not know if there is a crisis of sorts related to their system or what the exact problem is, but something has to be done as it seems to be affecting a lot of people,” she said. In a telephonic interview the deputy director for the regional department of labour, Gibson Nyanhongo, has denied any crisis at their Bela-Bela branch. He said that it may have happened that the documents were lost or that additional documents may have been needed to finalize certain claims. Nyanhongo said that the Bela-Bela branch is not the only branch that faces difficulties. “This is not the first time a complaint like this has reached the Department of Labour. Numerous factors can come into play such as misplaced documents or a shortage of staff,” he said.

Lizzy Bapela In the past few months, the ANC in Limpopo and national offices have been hard at work in their election campaigns, visiting villages, townships, farms, colleges, streets and taxi ranks in all of the province’s regions. They also visited the Waterberg Region recently, where they were listening to villagers, students, farm workers, professionals, traditional leaders and senior citizens. As part of their on-going program of engagement with the electorate, their visibility was noticed through engagements in Modimolle, Mookgophong, Bela-Bela, Thabazimbi, Mogalakwena and Lephalale and their surrounding areas. They said that they were continuing to confirm to the people the correctness of their decision to entrust the future of this country in their vision for development and prosperity. Netshianda said that their primary aim was to give real and practical meaning to the first clause of the freedom charter; “The People Shall Govern”. He added that people govern themselves by being afforded an opportunity to vote for a government of their choice and this can only have true meaning if they do not only vote, but are able to advice and guide government. Netshianda further said that in their affirmation that the ANC is the only viable vehicle for a sustainable local government, the people gave the advice and guidance. The ANC Limpopo leadership continued its election campaign trail to visit in all the regions, where the chairperson and Limpopo premier Stan Mathabatha led a programme of engaging various sectors in society, professionals, traditional leaders, young people, business leaders, civic bodies and churches. The leadership also conducted blitz campaigns in shopping centres and taxi ranks and conducted door-to-door campaigns in townships and villages.

Justin Steyn The vandalizing of election campaigning boards has reared its ugly head at Bela-Bela. Chris Sebola, a Democratic Alliance (DA) candidate councillor for Ward 4 at Bela-Bela says he is displeased that many of his campaign boards have been vandalized and stolen. “I have seen a lot of the boards that were placed with my name and face on that have either been removed or damaged. The upcoming elections are supposed to be free and fair and I am upset that this has been happening,” he said. Most recently Sebola said that during a door-to-door campaign, he noticed that a group of children playing with one of his placards. He said that he approached the children and asked where they had found the placard, and they allegedly told him that they were instructed by an unknown man living nearby to take down the placard from where it had been hanging and play with it. Sebola said he went to the man’s house to confront him but the man refused to answer. “The children showed me the way to this man’s house and I went to confront him but

Photo supplied he refused to open his door.” DA councillor Thinus Ras said that the party has experienced numerous instances of their campaigning material being vandalized in and around Bela-Bela. “Many of our campaigning boards, posters and placards have been damaged. As many as sixty of our boards have been destroyed in Masakhane,” he said The branch coordinator for the Economic Freedom Fighters (EFF), Neo Moloko said that none of their campaigning materials have been damaged since campaigning has begun but has condemned the acts of vandalism. “I am against damaging campaign boards of other parties. This is a serious matter that must not be taken lightly. Every party has the right to campaign during this time,” he said. Lieutenant Colonel, Abel Phetla, of the Bela-Bela police said that they are investigating these incidents and said that those found responsible, will face charges of damage to malicious property. The spokesperson for the Bela-Bela municipality, Peter Mabunda, could not be reached for comment on the municipality’s stance on the matter.

Lizzy Bapela After a rigorous selection process, the ANC has finally nominated its mayoral candidates in district municipalities and some local municipalities. The ANC Limpopo announced and presented their mayoral candidates in a media briefing held at the Frans Mohlala House on Wednesday, 6 July. Waterberg Regional chairperson Morris Mataboge is the candidate for the district municipality, while Lephalale mayor Moloko Jack Maeko remains the candidate for the local municipality and Andrina Matsemela was chosen for Mogalakwena Local Municipality. The ANC Limpopo Provincial Secretary Nocks Seabi said that since its inception, the ANC has always taken pride in its capacity to develop within its ranks cadres of note. He added that this has been the case throughout various stages of their revolution. Seabi also said that it is in this context that the ANC takes very serious the coming local government elections and that their election work is currently on an accelerated mode, as they have been in the Waterberg Region recently. Photo: Lizzy Bapela reporting to them the work they have been doing in the past years, also listening to their advice on what else they want the party to do, and what they think it should correct, which they may have not done most adequately. “We were particularly humbled by the warm reception we received from the residents, but most pleasing was the frankness and openness of our residents on issues they want us to particularly concentrate on. Luckily enough, most of those issues are part of our election manifesto, and this means that we are definitely going to address them in our next term of local government,” said Seabi. “While we have made giant strides in the provision of water, sanitation, electricity and access roads, we are not oblivious to the fact that we must accelerate our work in areas which still don’t have proper roads and water connections. We do have a data base of our backlogs in housing and electrification. There are areas we have not yet fully serviced due to budgetary constraints. These are areas which are on our agenda.” Seabi said the ANC will be hosting “the mother of all rallies” in Limpopo at the Peter Mokaba stadium on Sunday, 17 July.

DA to file a complaint against Modimolle MM Lizzy Bapela The DA said that they were going to file a complaint with the Auditor General to probe the Municipal Manager of Modimolle Local Municipality, Sam Bambo, for failing to adhere and apply relevant regulations to keep municipal documents, records and files safe. The party confirmed that all the municipal documents and files have been dumped on the floor of the revenue offices, and said that this is a violation of the National Archives and Records Service Act (Act no.43 of 1996) and the Records Management Policy Manual in terms of Section 13(4). “According to the Act, the Municipal Manager should establish policies and procedures to ensure that electronic records and their related documentation are retained as long as are needed for official use but in this case, all the documents are misplaced,” said the DA’s Modimolle Constituency Head Desiree Van der Walt. “In terms of section 13(2) of the National Archives and Records Service of South Africa Act, no public records under control of a governmental body, may be destroyed, erased, dumped on the corridors or be transferred to archives repository or otherwise disposed of without a written disposal authority issued by National Archivist. It further indicates that any employee who contravenes the provision of this policy shall be charged with misconduct and the necessary disciplinary measures should be taken against the offending party.

The Municipal Manager is overall responsible for sound records management within the municipality and should therefore ensure that the municipality’s records management practices comply with the provisions of the Provincial Archivist. It is clear that the MM has contravened all the regulations to protect the municipal records from dirt, dust, light and damage, to avoid the records including those in boxes to not be stored on the floor,” Van Der Walt continued to add. The DA stated that they will further escalate the matter to the Minister of Treasury, Pravin Gordhan, as well as the Department of Cooperative Governance and Traditional Affairs Minister, Desmond van Rooyen, for their immediate intervention and ensure that disciplinary actions are taken against the MM. They added that the ministers must also ensure that all the records management practises and regulations are followed and adhered to. Meanwhile when contacted for response in the matter, Modimolle Municipal spokesperson Patrick Shika said that they had not received the DA’s statement or complaint. He added that they will respond to it as soon as they do and he also promised to respond to the media also. He said that they checked on their existing clients, as to whether they are getting the services they deserve. He added that the organisation represents its members on criminal, family and civil matters and some have not yet put their rights to use since joining. Ringane emphasised that anyone can fall deep in debts and stress as a result, which can affect their work performance. He added that the law states that an individual still has a right to live a normal life even when in debt and that includes being able to afford the basic living services. Organisation Hands On founding member and grants coordinator Ronnie Lesetja Makgetha said this is one of many mechanisms that they have put in place to ensure that young people are fully equipped to fight against unemployment, substance abuse and other challenges. Makgetha works alongside Machoene Fisha (operations coordinator), Juda Molekoa (operations coordinator), Morongwa Thokolo (office administrator), Masego Machebele (data capture) and Nsizwa Nkambule who is a project manager. Makgetha said the main responsibility of Organisation Hands On is to provide youth and school development programmes within South African communities, with the youth of Modimolle being their primary beneficiaries. “When it comes to youth development we are looking at overcoming challenges that our youths are faced with. Challenges such as unemployment and substance abuse are among other issues that we confront as the organisation, in order to assist our young people,” he said. Makgetha told The BEAT that they also have a mentorship programme, which

involves ordinary members of the community who serves as mentors to some of their identified mentees. “Our role as the organisation in this case would be to oversee the mentorship programme, which connects both the mentors and the mentees,” he continued. Makgetha said that the mentors are trained, to ensure that they match the objectives of the organisation. He indicated that this programme also serves to ensure that young people do not drop out of school due to lack of support. He further said that the mentorship programme serves to encourage young people to stay in school. “As part of our programmes, we have the 2020 business plan. That is where we encourage young people to go into business. As you know, there are funds that the government is allocating for young potential businesspeople. Most young people do not know about such opportunities, while others are aware of them but do not know how to access them. Our role is to help young people who have ideas, by turning these ideas into tangible business plans and to also help them apply for funding,” Makgetha told The BEAT. Makgetha said that the young people irrespective of their level of education, are affected by unemployment and that is why Organisation Hands On encourages them to go into business. Adopt a School is one of the programmes that this organisation has unveiled, with an aim of assisting schools that are facing challenges like lack of proper infrastructure.

TK Mashaba After a year of hard work young people from Skrikfontein Village in the Waterberg had the opportunity to show off their achievements on Saturday, 2 July. Over 70 community members attended a donkey show where drivers showed off the hard work they had put into caring for their donkeys. There were prizes for the whole family to reward their efforts. Members of the NSPCA Donkey Upliftment Project arranged the show, where the drivers could participate in the event. Prizes were awarded for the donkeys which were the best cared for, in the best

Seventh Mandela Day to be held Mzamane Ringane People from all walks of life, including the private sector, government sector and individuals from within the Waterberg region are expected to participate in the Mandela Day activities on Monday, 18 July. Mandela Day is celebrated annually on 18 July, to honour the late struggle icon Nelson Mandela. The late former president of South Africa was born on 18 July in 1918. This day was declared by the United Nations in 2009, and officially held for the first time in 2010, where people from different parts of the world gave up 67

minutes of their time on this day to participate in a good cause. The United Nations has pleaded with people around the globe to devote 67 minutes of their time to community activities, to honour the legacy of a man who gave 67 years of his life to the struggle for human rights and social justice. Although people are encouraged to dedicate 67 minutes of their time to help those in need, it is also not discouraged to give more than the stipulated period of time. People from across the world have also been encouraged to make everyday a Mandela Day, by giving a helping hand wherever and whenever it is possible.

Lizzy Bapela The time of the year has come where people from all corners of the world will be uniting and engaging in different forms of activities, all in the name of charity. The Mandela Day initiative or 67-minute campaign takes place annually on 18 July. The campaign is the highlight of the year for many of the country’s citizens especially children, the elderly and people with disabilities as they get to be the centre of attention during this time. This is the time where all sorts of intolerance and negativities are forgotten and all come together and practice goodwill, teamwork and tolerance in a form of community service.

This is done in honour of the late former state president Doctor Nelson “Madiba” Mandela who dedicated himself to working for the people of the country regardless of their race, culture, age, gender, status, political belonging and so forth. Various organizations across the Waterberg will also join the world in conducting different developmental or empowering programmes and charitable events to lend a helping hand and make a different in others’ lives. Many focus on activities that contribute to the emotional, intellectual, physical, mental and social development among communities. The event is often aimed at taking 67 minutes of one’s time and putting into good deeds in order to make a difference. The Department of Correctional Services at BelaBela’ stations will do their charity work on Saturday 23 July. The members, management and stakeholders from different levels in the Department will be cleaning and conducting maintenance work at Tirisano Victim Empowerment Centre in Mametlhake, one of the Department’ satellite stations in the Bela-Bela Cluster.

Victory and Celebration Lizzy Bapela Front page story: Marikana FC’s Laden Mothapo, also known as Papi, won the team cup tournament founded by former Bela-Bela mayor Freddy Hlungwane. This happened during the final stage games of the tournament that took place at the Zone 14 fields on Sunday, 10 July. The team was battling for the winner title against defending champions Bela-Bela Pirates FC when Mothapo scored two goals. These were the only goals scored during the game, making Marikana FC the 2016 Councillor Hlungwane Cup tournament winners. Fans and supporters invaded the field and carried Mothapo on their shoulders

Many were screaming words of support to the organisers, demanding that he gets crowned man of the match after the game, and player of the tournament during the prize giving ceremony which is scheduled for Saturday, 30 July at the same venue. Mothapo proved to be the people’s favourite throughout the tournament as his name was on many fans’ lips as they cheered him on. He scored six goals in total during the tournament and more than 50 in his time as defender for teams such as Fast XI FC and Diesel n Dust FC. Mothapo started playing soccer around the age of 20 and has never lost a final in his life. During the tournament, he suffered only a mild elbow injury during the final game - but that never deterred him from

scoring the winning goals. “The highlights of the game to me were that the organisation and the management of the tournament were up to standard and all things went well as far as my observation goes. I felt so proud scoring the winning goals and like a hero when supporters and fans rushed into the field to lift me up and sing for me immediately after the last whistle was blown. I never saw or felt that kind of love and support before. My team also played well and the tournament was not that challenging as we played against teams that we are used to competing with. The last game was very challenging, as both teams worked hard to grab the cup but we reached a milestone that we have always aspired to. I’m thankful to all who came out to watch us and celebrated with us when we won,” he

TK Mashaba A Limpopo team has turned the tables during this year’s SAB Under-21 national championships, which are underway at Polokwane’s University of Limpopo. said. The last weekend of the tournament saw Bela-Bela Pirates FC beating Mathaithai FC 1-0 on Saturday, 9 July, with Marikana FC winning 3-2 against Barcelona FC. During the losers’ final game played on Sunday, 10 July, Barcelona FC won by a walkover against Mathaithai FC. Then Bela-Bela Pirates FC was knocked out of the tournament by a 2-0 loss against Marikana FC. Tournament organiser Isaac Dlamini said that everything had gone smoothly, and that the only challenge was that this year, only the youngest referees were appointed to mediate the matches. He added that the youngest was the 16-years-old David Banda and it seemed a bit difficult for many players to obey him as they are used to being refereed by men of their age.

Sunday they defeated Gauteng 3-2, with Gauteng scoring in the first four minutes. Limpopo responded in the 17th minute, with Johannes Mphekoane shooting a lethal goal to equalize the score to 1-1. In the 22nd minute the Man of the Match, Frank Motebe, scored Limpopo’s second goal from the middle of the field. Gauteng tried to regroup in the second half, and it paid off when Mbuleleo scored in the 61st minute. Limpopo was awarded a free kick that Ethee Khaukanani hit the upright bar and Hlulani Mandla finished off by putting the ball in the back of the net in the

On Tuesday they beat Northern Cape 6-0 with Sello Mphekoane scoring in the first minute of the game, Frank Motebejane scored hat trick with his first goal in the 21st minute and later, in the second half, he scored another goal in the 40th minute, and a third two minutes later. Ethee Khaukanani score Limpopo’s fifth goal in the 78th minutes with Mpho Nemutadani scoring the 6th goal in the 89th minutes. They were expected to play against Mpumalanga on Tuesday 12 July and also North West on Thursday 14 July.
