A fire has left a family homeless after their shack was burnt to ashes on Monday, 12 September. The fire started at around 10:00 in the morning in the Koppewaai informal settlement next to Spa Park in Bela-Bela. According to Zacharias Moima, a neighbour who attempted to help put out the blaze, the mother and sister of the Lefuba family were at work when the fire started. At home were the two children, aged three and eight years, and a mentally disturbed uncle. “We saw flames coming from the

house and tried to help, but it was too strong and ended up destroying their home completely,” said Moima. The uncle, the only adult present when the blaze started, could not explain the cause of the fire. Ester Lefuba said that she is saddened and devastated by the experience. “Everything we owned has burned,” she said. “Clothes and furniture — I don’t even know where to start.” The family is currently living with neighbours until alternate arrangements can be made for them. The police in Mookgophong say they are concerned about the increase of cases of armed robbery committed by minors and young men. According to the area’s Police Spokesperson, Warrant Officer George Ledwaba, the police arrested as many as eleven youths for armed robbery in two separate instances. According to Ledwaba police arrested six men between the ages of 19 and 27. Ledwaba said the men were implicated in a series of armed robberies in the Mookgophong township, where they are alleged to have robbed several shops of money and airtime. Ledwaba said that the men obtained several firearms from a legal owner who was known to them. In the second incident Ledwaba said that five minors were arrested after an intensive investigation. The five are believed to be linked to incidents where several pedestrians were robbed and shops had been burgled. Ledwaba said that these incidents have made police wary of the local gun control and has asked the community to ensure that those who are in possession of firearms, keep them safe and aware where they are at all times. “There will be serious consequences for gun owners if a firearm is implicated in a crime, even if it is legally owned. Owners should take responsibility and make sure their firearms are locked away. Charges of negligent firearm usage will be issued to those who do not abide by these rules,” Ledwaba said.

Drama in council meeting Ronél van Jaarsveld The council meeting of the new LIM368Municipality – the temporary new name for the combined municipalities of Modimolle and Mookgophong. The first council meeting after the appointment of the new Mayor and Speaker, during which the united opposition dominated the municipality, took place on Monday, 12 September. The meeting took place promptly at 10:00, although the ANC council members’ chairs were empty. The first matters on the agenda had already been handled when the 13 ANC members arrived. The meeting was marked by raised voices and loud, extended bickering. Desiree van der Walt, the DA’s election head in the Waterberg, and Jossey Bothane, the EFF’s provincial secretary, were in the gallery. From there, they advised the stillinexperienced council members. During the meeting the Mayor, Marlene van Staden, said that she had received a letter from the MEC of the Department of Cooperative Governance and Traditional Affairs (Cogsta) requesting that Sam Bambo, who is the municipal manager, be made available to the province since a number of municipalities are without leadership due to firings. Van Staden recommended that Bambo be made available. She also recommended strong water restrictions for all the towns in the municipality and that excessive water use be penalized. Van Staden said that the number of creditors that the municipality owes money to is a great concern, and is planning to call them all together to decide how the situation should be handled. The Integrated Development Plan and budget was also approved. During a vote to decide whether OP Sebola,

Mookgophong’s municipal manager, should remain in his position for another three months, or whether an interim appointment should be made, the EFF voted with the ANC to have Sebola stay. There was frequent lively debate between the ANC council members and the Speaker, Johann Abrie. Abrie was accused of undermining the ANC council members when he asked them to settle down, and members of the opposition in turn blamed the ANC council members for the current situation. The DA suggested that all senior management positions be advertised again. This caused great concern to the ANC council members. After the merger, many of these positions have two occupants. Van Staden told the upset council members that the move is a direct order from the MEC, and that this is the best way to ensure that the best person is chosen for each position. She invited the current managers to reapply for their positions. “These positions are all vacant,” she said. “Modimolle and Mookgophong are gone and LIM 368 is a new entity.” During the vote, the 15 opposition councillors all approved the move. The DA, EFF, and VF+ councillors voted to replace the current Section 80 committees with Section 79 committees. The implication here is that this will render the ANC even more powerless. Section 80 committees report to the mayoral council, and the members of these committees chair the other committees. The ANC had the lead in the mayoral council with three members, while the DA and the EFF each had one. Section 79 committees report directly to the council and any council member can chair the committee. It was also decided that all council members except for the Mayor, Speaker, and Chief Whip, will serve on all the committees.

Mzamane Ringane Mahlatse Maremane and Rose Matsetela, both from Mokopane, have decided to put their ideas into action, using their own hands and the aid of a sewing machine to create items such as handbags, necklaces and bracelets. The duo recently told The BEAT that some of their creations will be

exhibited in Italy this month as part of their marketing strategy to introduce proudly South African products to other countries. These two young women operate under the name R & M Art Boutique and currently work from their homes using a sewing machine that belongs to Maremane’s mother. Matsetela said that when she met Maremane, they were at a wedding and she liked the outfit Maremane

was wearing. “She was wearing my kind of style. The outfit that she was wearing was definitely something that I can wear. I then approached her and we started discussing creative business ideas,” she said. She also indicated that she did not acquire any form of skills training, but her passion and talent enables her to make it in this business. Matsetela said they are intending to manufacture leather handbags and stretch tents in the near future. She said that these goals can only be achieved once they are able to obtain their own working space and sufficient funding. She told The BEAT that their business mostly enjoys support from people who come as far as from Polokwane. Maremane, who is the head of design at R & M Art Boutique, said she learned a lot from her mother, who is in the business of designing. She said she once worked at a local store as a cashier but did not find joy, as she always wanted to be in the forefront. “I am a woman who likes working for herself, and that is one of the reasons why I chose to go into business,” Maremane told The BEAT.

Photo: Lizzy Bapela Lizzy Bapela Bela-Bela DA councillor and subregional caucus chairperson Kepile Frans Mothokoa aka Mafrazo, welcomed ANC members who say they are tired of the ruling party’s alleged injustice, nepotism and so forth. This was done during a meeting held on Friday, 9 September in Extension 5. Mothokoa told The BEAT that a total of 11 members of the ANC approached him, offering to join the party as they are tired of serving the ANC. He added that he understood the members’ concerns and welcomed their requests, arranging to meet with them for a formal welcome as they are from his ward, 5. The meeting did take place but with only seven members in attendance. Councillor Mothokoa said that the members said they saw a home in the DA after seeing a living testimony in what happened in Tshwane, Modimolle/ Mookgophong, Thabazimbi and other municipalities following the recent local government elections.

“This ward was known as a stronghold for the ANC and we came in and worked hard that people are now seeing things in a different light and many are now expressing dissatisfaction. They long for the great leadership seen in the DA,” said the councillor. During an interview with The BEAT, one of the new DA members Sipho Ndebele said that he realised that some ANC members do not practise loyalty but hooliganism. “The central unity of an organisation is within the branches and in the ANC, that is where the National Development Plan is wrongly implemented because many are led by individualism and selfenrichment within the ranks. The ANC is gradually fading away, making empty promises to its members and the masses. It is time for the ANC to taste its own medicine since they did not make their slogan “the people shall govern” a priority. The DA seems to be of hope for us as it is for the rebuilding of broken spirits, bringing communities together and restoring the lives of those emotionally harmed by the ANC,”

said Ndebele. Another new member Lola Swart said that she was promised an RDP house by the ANC leaders and she applied for it many times without any luck. She added that she also applied for a job many times also but was only given an opportunity in projects as proper jobs seems to be reserved for the certain cadres. “I live in a two-roomed house with my three children and grandmother and I lived hopeful all these years, believing in the lies that I was told. When you seek intervention from your leaders throughout the years, no one puts themselves out for you as a resident in need but when it is elections time, you will see all the councillors, even those you did not even know or have never met coming out to visit as they are hungry for votes. They then forget all about us again after the elections as we would have given them what they wanted, seats in the council to feed themselves and their loved ones. Photo: Mzamane Ringane Mzamane Ringane A total of seventy learners from the Modimolle-based Solomon Mahlangu High School will now ride their way to school, after receiving bicycles on Wednesday, 7 September. Each bicycle came with a helmet, bicycle pump and bicycle lock to ensure that the learners are safe when riding and to also protect these valuables when parked. The provision of Shova Kalula bicycles to schools is aimed at improving learner mobility and for learners to access education. Schools that are identified receive the opportunity to choose deserving learners as the recipients of these bicycles. The bicycles will remain the property of the schools and the learners will use them as long as they are enrolled in their respective schools. The Limpopo Department of Roads and Transport introduced this project and

works in conjunction with the Department of Education. Solomon Mahlangu Principal Steven Majapholo said these bicycles will be beneficial to the school, and said he was hoping that they will also have a positive impact. “We are happy because the bicycles will help the learners to arrive on time for their classes. This will also encourage them to remain passionate about education,” he said. Majapholo said the learners who will benefit from this initiative, are those that are not covered by the scholar transport. He said it will be a good move for these learners to receive bicycles as it will bridge the distance between their homes and the school premises. Named after struggle stalwart Solomon Kalushi Mahlangu, the secondary school is situated on Ramahlodi Street at the Mandela section of Modimolle.

ANC Limpopo accepts responsibility

Photo: Lizzy Bapela Lizzy Bapela In an unprecedented move, the Provincial Executive Committee (PEC) of the ANC in Limpopo announced that they accept full responsibility for their failures in Thabazimbi and Modimolle/Mookgophong. This announcement was made during a media briefing on the outcomes of the PEC sitting in Polokwane from Saturday, 10 September to Sunday, 11 September, following the results of the recent local government elections. Although the ANC won many seats in these two municipalities, political management has shifted to opposition parties. ANC Provincial Chairperson Stanley Mathabatha said that for the first time, the ANC in the province has been ousted from these two municipalities, and their majority has been dented in many of their other strongholds. “This is not the time for self-appeasement rhetoric, finger pointing or denialism. We obviously cannot despair. Our people want us to take action and do things differently.

They want the ANC to return back to basics. Our people are justified to level some criticisms against us; as revolutionaries we need to accept these criticisms as building blocks for a stronger movement as opposed to taking these criticisms as personal attacks,” he said in his speech. He went on to say that the ANC was working on strengthening public accountability measures for their cadres in local government, and promised an accelerated pace of service delivery during this term. “We must also strengthen our performance review mechanism so that we can identify problem areas while there is still time to intervene,” Mathabatha said. The PEC also resolved to lead a programme to visit Thabazimbi and Modimolle/Mookgopong to engage with their structures, alliance and organs of civil society in those sub-regions as they go back to the basics. They further said that the work to rebuild the organisation will not be limited to the two municipalities. ANC PEC Spokesperson Khumbudzo Ntshavheni said that the outcomes of these

engagements or consultations will feed into a Provincial General Council and regional conferences in four regions. She added that the position of Limpopo is therefore that ANC structures must focus their work on rebuilding the organisation as leader of society, strengthen relations with organs of civil society and restore the mass-based character of the ANC with a strengthened alliance. The Waterberg is among the four regions that are due for their respective regional conference later this year. The Regional Executive Committees (RECs) are implored to ensure that the processes of convening branch meetings are beyond reproach every step of the way. Ntshaveni said that practices such as membership gatekeeping and the disappearance of membership forms from branch membership files must not be tolerated. The PEC further resolved to extend the existence of the Communications War Room and Service Delivery Troubleshooting Team to increase the visibility and responsiveness of the organisation and government. The ANC states that they will

strengthen the discipline of its Members of Parliament (MPs), Members of the Provincial Legislature (MPLs) and councillors in terms of attendance in legislatures and councils including on constituency work. ANC Limpopo Provincial Secretary Nocks Seabi indicated in his remarks that the constituency work of ANC MPs and MPLs will be integrated to the broader work of the war room and service delivery trouble shooting. He also confirmed that the PEC mandated the provincial government to initiate a feasibility study on the possibility of the towns including Mogalakwena among others. The PEC is planning to convene events and the relevant PEC Sub-Committees are directed to make thorough preparations for the success of these events. Such include Education Summit, Local Government Summit, Economic Transformation Summit, Political Education Workshop, Induction of Branch Executive Committees, Alliance Summit and the Provincial General Council.

Lizzy Bapela Change for Bela-Bela expressed serious concerns following their visit at Tsakane, an informal settlement in the outskirts of BelaBela on the Eersbewoond Road. During the visit, some community members said that they saw a need to raise the plight that they have been facing due to service delivery failures and empty promises for a number of years. The community said that they feel like they have been completely forgotten, since no leader from all that have visited the area before the elections have come back to them to give direction as to what or where to go from now. The ruling party ANC and the opposition DA were seen on several occasions visiting the area, engaging in what one can call a public participation

programme, where the community poured their hearts out to them regarding issues relating to service delivery. Among other grievances were the lack of water supply in the area, less number of houses that were electrified and promised RDP houses, the community having to pay an individual for water pumping power, dumping site, support in establishment of a local pre-school. When questioned by The BEAT, the former mayor Lucas Nhlapo responded by saying that he did not understand why the community was accusing the municipality of not giving them basic services that they asked for, since he had already indicated to them that the area was not an approved residential zone. He added that the residents were told that they had to return to their original residential areas since the current location of Tsakane is a disaster area during periods of heavy rainfall. Nhlapo further said

that he went there several times to speak to the residents and they came to an agreement on several issues including, the individual payments to get power for water supply. Issues that are most concerning the community currently are the fact that many residents still do not have proper basic services such as water, sanitation and electricity. The situation is so severe that all the houses there need to make due with bucket toilets. “Tsakane looks like a rural area, a piece of farm land and it is very underdeveloped too. The roads are also in a bad state and unemployment is sky high. Transport to town is also an issue, especially for the poor. It is said that the land is also not even owned by a municipality. The community has been complaining about these issues amongst others without much results to show for it and is now in a state of

desperation. We now ask the municipality to intervene in a meaningful manner that will deliver results and show impeccable leadership abilities whilst improving the living standards of the people,” said Change founder NJ van Heerden after talking to some of the residents who could not be named. Only newly elected councillor Bonini Malete from the municipality could be reached for comment in the matter. She said that most of the old households were supplied with water, electricity and toilets and only these newly erected stands do not have those services. Malete added that if one looks at it, new stands are being erected very often and the occupants need basic services, so it will not be easy for the municipality to go down there to render the same services every week or day.

Lizzy Bapela September is a month for highlighting a number of things in South Africa such as Heritage, Tourism and Public Service Months. Other important days include the World Environmental Health Day observed on the 26th, World Rabies Day on the 28th and World Heart Day on the 29th. The month saw government heads and political leaders getting busy with their outreach programmes to their communities. The newly appointed Bela-Bela mayor Jeremiah Mfitii Ngobeni is among the busy dignitaries in the area. With only a month in office, Ngobeni has already attended to activities in various fields within his jurisdiction and people are already talking about him. The mayor was first among the newly elected mayors in the province who met with the MEC for CoGHSTA Makoma Makhurupetje on Thursday, 1 September for a briefing that was addressed by the MEC. This was followed by other political commitments conducted by Ngobeni including the induction of councillors by SALGA among others. In Bela-Bela, the mayor visited public places such as schools, churches, clinics and areas that are known to be in

need of services and need the leader’s attention. He visited Raeleng, Maope and BelaBela high schools on Friday, 9 September to check on learners’ behaviour especially late coming and dressing code, as well as motivating them to take education serious and respect their teachers and parents. He donated textbooks at Bela-Bela High in the process. The mayor was accompanied by his entourage of newly elected councillors from different parties forming the municipal council and municipal officials serving in his office. The community gave him warm welcomes everywhere he went and commended him for attending to issues of concern within such a short space of time. “I always saw a mayor in him during the time when he was a ward councillor, meeting with his people weekly. The love and support that senior citizens gave him, describing him as a kind hearted young man with hopes for a better future for BelaBela just put a stamp on this appointment, which did not come as a surprise to many of us. In his first month he has already met with patients, learners, prayer women, contract workers and so forth, let us give him a chance and support to see where he takes us as a community,” said local resident Charles Matsobane.

Arbor Week celebrated with trees

Mzamane Ringane A South African non-profit organisation, Health Systems Trust (HST), hosted an activation session in Modimolle to encourage the locals to get tested for among others TB and HIV. HST is a vibrant non-profit organisation (NPO) established in 1992 to support the transformation of the health system in South Africa. The event, which was held at the Phagameng Taxi Rank in Modimolle, was aimed at encouraging people to get tested and get antiretroviral (ARV) treatment in order to live longer. The main message that was sent to the people was: “Get tested. Get treated and live longer”. The campaign was part of a new plan to combat HIV and TB across South Africa and forms part of the UNAIDS 90 90 90 strategy. This treatment strategy targets that by 2020, 90% of all people living with HIV will know their status, receive sustained antiretroviral therapy and to also ensure that people who are receiving antiretroviral therapy will have viral suppression. Young and old in Modimolle took the opportunity to get tested and also had an interactive session with activists from the Health Systems Trust. Radio personality ‘Mr Black Moakamedi’ who is popularly known as a show host on Limpopo’s Capricorn FM activated the locals, encouraging them to get tested. The day was not only about talking, but was also filled with entertainment and loads of goodies. The goodies that were distributed at the event carried messages to encourage people to get tested and know their HIV status. Health Systems Trust (HST) Communications Manager Judith AnnakieEriksen said the Better Off Knowing campaign forms part of an HST project called SA SURE which is involved in strengthening HIV/AIDS and TB programmes and service delivery in public clinics in high burden districts in Limpopo, KwaZulu-Natal, Eastern Cape and Free State. She indicated that Modimolle represents one of the HIV high burden locations in the province. “We are happy with the turnout. We deliberately chose an area and a day when

we would be likely to reach as many people as possible to make them aware of the Better Off Knowing campaign and to provide HIV counselling and testing services. Knowing your status is better than not knowing. If you test negative, you can stay negative by using condoms. If you test positive, there is free counselling, testing and treatment available at all public health facilities to make sure that you stay healthy,” she said. Annakie-Eriksen said they hope that HST’s Better Off Knowing event has drawn attention to the importance of knowing your status and that it encouraged people to visit their nearest clinic to get an HIV test. She said she believes that the boldness of the campaign messaging will contribute to countering stigma and discrimination which are unfairly directed at people living with HIV. “We are encouraging people to join the conversation on our Facebook (@betteroffknowing) and Twitter (#HIVStatus, @betteroffknowing),” she advised.

Photo: TK Mashaba TK Mashaba The Department of Agriculture, Forestry and Fishery visited Bela-Bela on Thursday, 8 September, to celebrate Arbor Week. They were accompanied by the Bela-Bela mayor and new councilors from the BelaBela Municipality. They planted trees near Zuma View and also at Raeleng Secondary School. According to Josiah Moraope from the Department of Agriculture, Forestry and Fishery, it was part of the Department’s Arbor Week responsibilities.

“We have to remember that these trees are essential in our lives for a variety of reasons,” he said. He urged residents to take good care of the trees. Mabes Mothapo from Parks also said that this was a good thing, and that they had planted a number of trees in dumping areas around town. “We are working on eradicating illegal dumping sites by planting trees and doing mini parks where people can have a safe and healthy environment,” he said. Bela-Bela Mayor Jeremia Ngobeni also thanked the Department for donating trees to the schools in the township.

Terrors smashed in season’s first match Fans of the losing team poured their hearts out on the team’s Facebook page after the great loss.

Lizzy Bapela The commencing of the ABC Motsepe Soccer League’s new season saw the Modimolle formed team Terrors FC suffering a huge loss of six goals from Boyne FC. This happened during the first games of the league’s re-opening on the weekend of Saturday, 10 and Sunday, 11 September, with Terrors FC and Boyne FC playing at Boyne on the afternoon of Saturday, the 10th. The team’s managing director Sepeke Manamela expressed concern when asked about the score by the team’s followers and supporters on social network after the game, saying that it is back to the drawing board or the coaches. He also said that the game was tough for the boys and wished them all the luck in the series of matches that are still ahead.

together and he will introduce them shortly for supporters to meet them. He added that small errors cost them the game but they are not panicking. “We spent the whole week preparing for the game, only to lose it and with such a huge loss…but it is not a train smash, we will get better. The errors that cost us the game include the communication amongst players especially the young ones who are still learning and maturing. Anyway we were playing at the ZCC church stadium and I suspect that the boys could have been playing under pressure because the church have their rules and many people to be struggling to adhere to them so that could have worried the boys a lot,” said Manamela. The team now stands in the bottom of the league log following their major loss, with their whipper Boyne FC on top. Other teams from the Waterberg District include Mighty FC in the number 5 spot after winning 1-0 against Polokwane Academy,

Lephalale Young Killers FC also lost their game, having Molemole Academy FC scoring them 3 goals to 0, which puts them in the number 15 spot. The first week of the new season proved to be tough and challenging for the Waterberg, as Mokopane’s Mighty FC was the only team in the district that won their first game. According to reports, stadiums were packed during the games, as spectators and supporters were eager to see how the games turn out and how the league will proceed from now on. The team management invite all soccer lovers and team supporters to come in their number and support the team during their game with Lephalale Young Killers this coming weekend. The two Waterberg teams will be playing at the Ephraim Mogale Stadium in Modimolle on Sunday, 18 September at 15:00.

District school summer games for Bela-Bela TK Mashaba The Waterberg Summer Games for Schools will be meeting in Bela-Bela on Saturday, 17 September, at the Community Hall for the district leg. This is an annual game organized by the Provincial Department of Education. Fana Seema, the local sports coordinator, said that they will host the games which will be starting at 09:00, and will continue until late. “There will be different sporting codes including cricket, softball, table tennis, basketball, kgathi, morabaraba, and gymnastics,” said Seema. All Waterberg schools will be taking part in the games, the winners of which will be proceeding to the provincial level. Children between 13 and 19 will be attending.
