Bela-Bela and Modimolle nominated for Town of the Year the Year. The more optimistic residents were not silent either – they pointed out that it is the residents of a town that gives it personality. “If there is so much as a breeze, the power goes out,” one resident wrote. “Branches are not being trimmed as they should. Town of the year? Would like to be positive, but then again…” “Wonder if you have been looking at some of the towns that have won in the past?” another resident asked. “They also have potholes and other problems, but a positive attitude counts for a lot.” Kwêla, a reality programme on kykNET, hosts this competition every year. The winner is chosen by SMS votes. Previous winners include Thabazimbi, Hoedspruit, De rust, Fouriesberg, and Potchefstroom. The winning town receives R1 million worth of television advertising, and a spot on the show about the town and its people. This has immense value, especially for tourism. A winner will be chosen from each of the nine regions, and a spot insert on the show will also be dedicated to each of those winners. Viewers will be able to vote between 24 and 30 May, and the winner will be announced on the show on Wednesday, 7 June.

Andries van der Heyde & Ronél van Jaarsveld Three towns in Limpopo – Tzaneen, Modimolle, and Bela-Bela – were nominated as semi-finalists in the kykNET programm Kwêla’s Town of the Year competition. Rejoicing was severely lacking in some places, however. Many residents were shocked at the nominations, since some of these towns are experiencing serious service delivery problems. The BEAT and The Post regularly write about Bela-Bela and Modimolle’s problems with roads, electricity, sewage, and water. Willie Claasens, the chairperson of the Business Council at Bela-Bela, and Pieter van Heerden, Town of the Year Portfolio holder, are impressed that the town was nominated. Both, however, said that the town’s service delivery is in need of attention. Van Heerden said his committee has been working on the project for two years, and they know exactly where the town needs to improve. “Our town desperately needs that prize money,” he said. The business Chamber is planning to convene a meeting to discuss improvements to service delivery. They are especially concerned about the state of the roads, among other service delivery issues. Modimolle residents were split last year, when they were requested to vote for Modimolle as Town of the Year. The request was made on a number of social media platforms and went viral among residents. People were quick to reply that a town with such a large amount of potholes, constant blackouts, water shortages and other failures, cannot be named as Town of

Dirty barracks concern members

The members complained that the area is posing danger to their lives as it is overgrown and not being looked after. They said other residential areas such as the ones in town and at the local police station are cleaned on a regular basis, whereas theirs is completely abandoned.

The members resorted to furthering their complaints to their union Popcru representative Detective Constable Frans Sekgobela for intervention in the matter. In an interview with The BEAT, Sekgobela confirmed that there are three occupied houses in the area currently, and all occupants are members of the Bela-Bela police. The detective said no one wants to take responsibility for the abandoned barracks, as they are sent from pillar to post. He also added that the SAPS emphasized it is the Department of Public Works’

responsibility, while the Department refers the matter to the SAPS. “I personally went to the area to check for myself and verify what the members told. We have reports that snakes were found there at several times. I was fortunate enough to find a better place to stay and right now, I have to help fight for better living conditions for our members as their shop-steward. These conditions make them unhappy and make their stay uneasy,” said Sekgobela. SAPS’ Supply Chain representative Jacobeth Sengwane was reportedly unavailable for comment.

Thabazimbi man accused of murder Justin Steyn

Police in Thabazimbi are investigating the alleged murder of a 26-year old woman. According to Brigadier Motlafela Mojapelo, police arrested Richard Jampa (36) for the alleged murder of his girlfriend, Thapelo Ramorotong, which occurred on the morning of Sunday, 5 March at about 04:00. According to Mojapelo, it is alleged that Jampa was with Ramorotong when they travelled in their Volkswagen Polo to an unknown destination when the vehicle reportedly caught fire. Mojapelo said Jampa tried to save Ramorotong from the flames but the car exploded, injuring him, and she was allegedly left to burn inside. A preliminary investigations by the Police this past week revealed that foul play may have played a role in the alleged murder. “It has been found that the suspect and the deceased had a domestic conflict leading to her death and subsequently her body was burnt inside the car. The deceased was 26year-old. Two unlicensed firearms were allegedly also recovered at the scene during the arrest and its origin is still being investigated,” Mojapelo said. The matter is still under investigation.

Crime prevention operation bears fruits Lizzy Bapela The community of Mookgophong woke up on Tuesday, 7 March to the news that three local dagga dealers had been arrested. This breakthrough is the result of an operation conducted by members of the local police’s Crime Prevention Unit on the day. Police spokesperson Warrant Officer George Ledwaba said the suspects, aged between 18 and 35, were all arrested on different streets in the township and in possession of the dagga. He added that they were charged with possession of dagga and appeared before the Mookgophong Magistrate’s Court on the same day. Warrant Officer Ledwaba further said the suspects missed jail time as they were fined different amounts varying according to the weight and value of the items they were caught in possession of. He added that one suspect was fined R1 000, while the other two were

fined R500 each. Meanwhile, four members of the Public Order Policing unit from Modimolle arrested another suspect in Mookgophong after finding him in possession of dagga. The members made the arrest also in the township on Thursday, 9 March. The dagga was then taken to the local police station for further investigation and the suspect was identified as

After weeks of expressing concerns about the recent increase in rural and farm murders in the province, the DA in Limpopo requested Deputy Police Commissioner, Major-General Scheepers, to release detailed rural crime statistics. DA Limpopo Spokesperson on Safety and Security Katlego Suzan Phala said the request was made in order for the affected communities and local government to collectively root out criminal activities in the rural areas of the province. She added that this is necessary in the absence of Rural Safety Units, which national government continually refuses to implement. The DA highlighted that they recently met with the Deputy Commissioner to obtain clarity on their plans, strategies and operations to boost their fight against the increasing incidents of crime and substance abuse in rural areas. Phala further said the party has long called on the Provincial Government to intensify its efforts in monitoring the efficiency and effectiveness of the police in order to reduce the unacceptable high levels of crime. “Deploying 200 new vehicles across the province will not reduce rural crimes until we have Rural Safety Units that are dedicated to our rural areas. According to the recent crime statistics, crimes such as hijacking, murder, common assault, sexual offences, aggravated robbery and attempted murder have increased significantly in the rural areas, which supports the DA’s call for Rural Safety Units,” said Phala. She added the DA believes that the government has a constitutional obligation to prioritise the safety of the citizens and to protect them from the scourge of crime, which it is currently failing to do. She also said crime is fast reaching crisis point in Limpopo and they should show serious intent to root it out completely. Limpopo police’s provincial spokesperson Lieutenant-Colonel Moatshe Ngoepe promised to respond to the matter as soon as possible.

In a similar incident at Modimolle, the K-9 Unit confiscated a dagga plant on Thursday, 9 March and the police are currently busy with investigations. Also at Modimolle, police spokesperson Warrant Officer James Findlay promised to search for information regarding the plant and respond to the media as soon as possible. Limpopo police provincial spokesperson Lieutenant-Colonel Moatshe Ngoepe was heard on national radio confirming arrests breakthroughs on incidents relating to dagga in several stations in the Waterberg District. The colonel also warned other perpetrators against dealing or possessing any kind of drug as the police are on the suspects’ trail. Communications manager for the Limpopo police provincial police Brigadier Motlafela Mojapelo referred all queries about the arrests to Colonel Ngoepe, but also said he will also enquire and give a full response.

‘Not a word’ says attempted rape victim Justin Steyn

Palesa Qoboza, an alleged attempted rape victim from Leseding in the Bela-Bela, said she has not heard anything from the police despite making news headlines about her ordeal. Qoboza claims that she nearly became a victim of rape by an elderly man when he allegedly trespassed into her home on Tuesday, 21 February. It was only after she pretended to comply with the man’s request that she managed to evade him. “It was a rainy day and I fell asleep on our couch at home. I was woken up by someone’s hands touching me. I woke up in a fright and found that a man who lives in the area had started to undress me and was kissing my neck,” she told The BEAT last week. She fled, and was assisted by two ladies in the area who sought assistance from a Crime Information Gathering (CIG) vehicle that was passing nearby. Despite the incident being published, Qoboza said she has not heard one word from the police and said she has mixed feelings about residing in Bela-Bela. “I came to Bela-Bela with a project to help people, especially women who have been abused. The irony is that I am a victim now and nothing is being done,” she said. She continued by stating that she keeps seeing the man, who resides near her and acts as if nothing is happening.

Qoboza said she has since been asked to return to Johannesburg as her family is concerned for her safety. “I can’t just move back,” she said. “I have to face this issue head on and show the community, that I will not be a victim.” Qoboza is not the only person who is displeased with the police. On Friday 2 March, The BEAT reported that residents in Extension 8 of the township are also displeased with how the police are handling their case. According to Josias Ramalekana, a member of a concerned residents group at extension 8, residents of the extension have been victims of criminal activity and have found little to no resolution with the BelaBela police. “The people of Extension Eight are displeased as the police seem to be uninterested in their cases. I have heard during our group meetings that when residents report crimes to the police, they are simply given a case number but no real follow ups are made with their cases.” Ramalekana said he has also been a victim of crime with no success in his own case. “My home was burgled last year in September. When there were arrests finally made, the guilty party took the police to each place he had burgled, and it was discovered that his fingerprints remained evident in most cases,” an unsatisfied Ramalekana said. To date The BEAT has not received any response from the Bela-Bela police regarding these matters.

Home Affairs official to face trial Justin Steyn John Baloyi, a Modimolle Home Affairs official who faces charges of corruption, has been issued with a court date to face trial. The 32-year old was arrested in January of this year when he allegedly demanded a bribe from a foreign national. The arrest resulted after Baloyi allegedly confiscated a passport which belonged to a foreign national during a joint operation between the South African Police Service, the South African Revenue Service, and the Department of Home Affairs in January. He is alleged to have demanded a bribe of R3 000 from the victim for the return of the passport. Baloyi made his first court appearance on Wednesday, 1 March, at the Modimolle magistrate’s court where his bail application of R2 000 was granted. He was ordered to reappear in court on Wednesday 8, March but the matter was postponed two days later to Friday, 10 March. Baloyi was then ordered to stand trial on Tuesday, 4 April at the Modimolle Regional court. The Modimolle home affairs did not want to comment.

Hundreds of learners benefit from COSAS’ charity drive Lizzy Bapela Hundreds of girl learners from school around the Waterberg District are set to benefit from the Congress of South African Students’ (COSAS) charity drive. The student movement in the Waterberg Region have embarked on a campaign to donate sanitary towels to learners across the district to help them avoid missing school during their menstrual cycle. The first leg of the charity drive took place in Lephalale in February 2017 and is expected to proceed to Mogalakwena next. Bela-Bela, Mookgophong and Modimolle are set to follow throughout the month of March, with all these towns’ surrounding areas accommodated. During the campaign in Lephalale, the movement also hosted a Learn without Fear Workshop in line with the donation proceedings. Former ANC Youth League’s deputy chairperson and current speaker of Lephalale Local Municipality Councillor Reginna Molokomme was a key note speaker at the event. Molokomme and the movement’s regional leadership addressed the learners and later on handed over 500 packs of sanitary towels and face cloths to the learners. In her address, Molokomme encouraged learners to take education very seriously as it is ‘the only weapon that one can use to change the world’. She also reminded the learners about the movement’s background since its formation in 1979, aligning her address with the movement’s objectives. Molokomme further encouraged learners to report any kind of problems they face in their schools to the movement’s leadership at all the times. She also advised them to take advantage of the movement’s gatherings and use them as platforms where they can address all issues that they are faced with in their schools on daily basis. COSAS’ Regional Secretary Joel Mabula led the co-ordination of the event and declared it a success. He said the learners are responding very well to the movement’s programmes and they are looking forward to schooling without fear as their campaign detailed and ensure a safe learning environment for all learners.

later released into their parents’ custody. Bela-Bela police spokesperson Lieutenant-Colonel Abel Phetla confirmed that the incident “The learner was only charged with the possession of a dangerous weapon,” said Phetla. The learner will be appearing at the Bela-Bela Magistrate’s Court with their parents on that charge, but Phetla says the learner has already apologized. The school’s principal said that kind of behaviour would not be tolerated at the school. Waterberg residents are urged to be cautious as rock pythons are becoming more evident at this time of year. Photo Justin Steyn Justin Steyn South African pythons seem to be more prevalent during the month of March. On Friday, 10 March, Cor Viljoen, a snake expert from Bela-Bela rescued a 1.5 meter Southern African Python at a small holding near Modimolle. Viljoen said the snake ate 4 guinea fowl chicks and would have been killed if he didn’t arrive there before the small holding’s owner arrived home. He added that the guinea fowl belonged to a domestic worker who worked on the small holding but was permitted to keep them there. On Tuesday 14 March, Viljoen was once again sent to retrieve a similar python at the Bambelele vervet monkey sanctuary in Bela-Bela. Viljoen said pythons are constrictors and don’t have any venom but they do have about 120 recurved teeth in their mouths, and sterilization is very important with a python bite. “I know it is just natural to jerk away when bitten but with a python it’s a bad idea. You’d be better off to let the snake loosen itself because you can only imagine what 120 curved teeth can do if they rip through your flesh.” According to Viljoen the snake species is more prevelant during this time of year as winter approaches due to the fact that they do not hybernate and need to eat a lot before winter starts as this is their mating season. He added that these pythons can grow up to six metres and are ambush predators which do not move around a lot. “These snakes can wait in ambush in one place for weeks or even months if need be. When fully grown they can take down adult impala and have even been recorded catching young wildebeest. If they take a big meal like that they can stay without food for about a year.” He added that the snakes are avid swimmers and can stay under water for more than 45 minutes. “I personally have timed a 3 month old python baby staying under water for 16 minutes. They can easily ambush from the water like a crocodile will do,” Viljoen said.

Municipality wants its money back Ronél van Jaarsveld Council members of the LIM368Municipality discussed several pressing matters during a council meeting on Monday, 13 March. The council made two important decisions to recoup thousands of Rands that were lost to the machinations of two senior officials. One of the hot button issues was the appointment of the Area Manager for Mookgophong and Roedtan. The initial suggestion that Sam Bambo, previously Municipal Manager for Modimolle, be appointed to the position, was shot down in flames. Bambo was made available to the Department of Cooperative Governance and Traditional Affairs (CoGHSTA) after the election last year, when Oupa Sebola from Mookgophong was appointed to the position. Bambo was moved to Mogalakwena not long after his move to CoGHSTA, but was sent back again. Council members insisted that the R100 000 per month that was paid to Bambo should be repaid by CoGHSTA as per the original agreement, and that his contract should be ended immediately. It was decided that the Municipal Manager could appoint a different area manager for the area, which has 246 emploees. The matter of the several thousand Rands owed by the Manager for Technical Services, Ndivhuwo Sikhwivilu, after alleged tender fraud, was also discussed. He was accused of being involved with tender irregularities in 2012 – the amount involved was allegedly in the vicinity of

R392 000. He pleaded guilty during his hearing in 2014, and arrangements were made for him to repay the money. Sikhwivhilu was placed on special leave in February 2012 after payments were approved amounting to more than R2.7 million, to buy a transformer for Vaalwater. The transformer exploded, and a further R1.9 million was needed to replace it. Sikhwivhilu failed to inform the council of a R1.3 million tender by another contractor, and the municipality paid R2.7 million. Sikhwivhilu was returned to his position, and is being paid his full salary. During the discussion, the municipal managers were asked to leave the council chambers. Johann Abrie, the Speaker, said that they are legally obligated to report the matter to the police. ANC Council Member Patrick Mashaba added that the suggestion has been made before, but that nothing came of it. The payment still due is R156 842.80. Apparently, R18 000 is being docked from Sikhwivhilu’s salary every month. The council took his pension days into account, but there will still be an outstanding balance. It was decided that the Municipal Manager would lay charges against Sikhwivhilu and will present the council with the case number during the next council meeting, and an agreement would be entered into with Sikhwivhilu to subtract the owed amount from his pension fund. It was previously reported that the case against Sikhwivhilu had already cost the Municipality roughly R600 000.

Photo: Mzamane Ringane Mzamane Ringane Community Workers Program (CWP) continues to make a difference in many parts of Waterberg District and Limpopo province at large. CWP is managed by Dhladhla Foundation, a Non-Profit Organisation which was appointed as an implementing agent of the program in three of the five districts in the province namely; Waterberg, Mopani and Vhembe Districts. On Monday, 13 March CWP participants in Mookgophong received new uniforms, complete with safety boots and gloves. The team also took the opportunity to reflect on their achievements since the program was introduced during the 2015/16 financial year. According to the provincial manager at Dhladhla Foundation, Lungelo Msibi, operations at Mookgophong started in October 2015. “CWP is an initiative designed to provide an employment safety net, by providing

participants with a predictable number of days of work per month. The program is targeted at unemployed and/or underemployed people of working age, including those whose livelihood activities are insufficient to lift them out of poverty,” Msibi said. He indicated that they have various workgroups working at different sites. “We have among others, groups that do sewing projects, agriculture and social activities such as those that are based at day care and drop-in centers. Others are cleaning dumping sites, storm water drains, streets, parks, stadiums, schools and other recreational areas. Among these participants there are also creative individuals who recycle plastic bottles, to create flower vases and others who collect plastics on sites to sew mats, dolls, plastic shoes, plastic bags, and other many goodies. The Mookgophong based program is steered by site administrator Kgomotso Moerane and Puseletso Moloto who serves as a safety officer.

Lizzy Bapela Working on Fire (WOF) Limpopo team started very early with their preparations for the 2017 winter fire season. This programme for the Department of Environmental Affairs initiated to deal with the suppression and prevention of veld and forest fires, hosted a team building session for its 38 management team members from across the province. The two-day session took place at Sondela Nature Reserve, outside Bela-Bela on Thursday, 2 and Friday 3 March. Team members participating in the session included both personnel from WoF and commercial. The programme’s Limpopo Provincial spokesperson Matema Gwangwa said the main objective of the team building session was to get everyone on board to ensure that they share the same vision for the programme. Day one started well with management being taken on a game drive where they learned about the impacts of fires. They were also taught about the lives which are threatened by the wildfires that might occur in the nature reserve. The game drive was educational and was followed by a motivational talk about adapting to change. The team building was more about WoF’s new strategic plan of approaching the 2017 winter fire season. “This year we will be approaching the fire season differently, as compared to the

previous years. All our provincial management will be working very closely with the grounds teams. Everyone will be talking the same language in tackling the wildfires,” said WoF’s Provincial General Manager Sam Maepa. The second day was more about physical activities, where managers were working in teams and strengthening their communication skills in tackling daily activities. Waterberg Regional Manager Frans Mabitsela said most of the games they played today were an eye opener to some of them, as they have realised that they need to have an open communication in order for them to achieve their goals. He said he is proud to have been part of the session and will definitely distribute everything that he learned across his region and to his bases.

The South African Police Service (SAPS) Bela-Bela soccer team has taken home victory in the Spar Community League, which was held at Sunfa Stadium on Sunday, 12 March. The team has had an excellent run throughout the season, and ended by topping the log. On Sunday, SAPS beat Shoprite 11-4, while Metro Hyperland defeated Spar 1-0. In the final round, Spar and SAPS came to a head, and the SAPS team won with a final score of 5-4. Shoprite and Hyperland played to a 1-all draw. SAPS won two cups – one as league champions, and one for winning the Top Four competition. They were also awarded gold medals, while Spar received a trophy for being second on the log. Longer Sithole was awarded a top Goalkeeper award, while Lolike Mokone was given Man of the Match during the top four. Modji Malebye was the top goal scorer. The new season is expected to resume shortly, but the fixtures have not yet been released.

NTK Happy Boys drop crucial points Mzamane Ringane Modimolle NTK Happy Boys dropped much-needed points on Saturday, 11 March, allowing their rivals Modimolle All Stars to overtake them on the log standings. Qualitho FC of Rapotokwane looks set to claim the Waterberg SAB Regional League’s Stream A title. On Saturday, 18 March the feisty Happy Boys are expected to pay the high riding Qualitho FC a visit, in a match that will be crucial for both teams. Happy Boys needs to claim maximum points in this match to reduce the gap on the log, while Qualitho FC need a win to realise their dream of winning the league. The struggling Happy Hearts FC of Bela-Bela will need to pull up their socks, when they host Boys 2 Men this weekend. At the Ephraim Mogale Stadium Home Defenders FC will host Celtic FC, while BelaBela teams Diesel N Dust and Pirates FC were also expected to lock horns. A month to the 2017 Marakele Marathon Lizzy Bapela Preparations are underway for the 2017 Marakele Marathon on Wednesday, 8 March marked exactly a month before the marathon takes place. The race, labelled the “run on the wild side”, will take place on Saturday, 8 April 2017 in the Marakele National Park, Thabazimbi. The marathon is organised by SANParks in partnership with the SANParks Honorary Rangers and the Thabazimbi Marathon Club and is set to be one of the biggest yet. Spokesperson for the SANParks Northern Region Divhani Maremba said since its inception, the marathon has seen remarkable growth. He added that over 700 people participated in the 2016 race and this year sets its target at over a 1000 people. “The race began over seven years ago as a way of giving back to the community of Thabazimbi and also expose them to the conservation efforts in the Marakele National Park. The atmosphere in the park as well as the terrain all make this race stand out from the rest as one participant once remarked “the toughest of all the races I have ever done”. It has since grown beyond Thabazimbi and Limpopo with participants coming from all over South Africa and those who wish to qualify for the coveted Comrades use this as an opportunity since this race is one of the comrades’ qualifiers,” Maremba said. Categories in which runners can register for include 42km, 21km, 10km and a 5km fun run which is suitable for the whole family. Modimolle athletes draw inspiration from Kosmos 3-in-1 race Mzamane Ringane Athletes who are affiliated to Modimolle’s Addicted to Life (AtL) athletics club are oozing with confidence following their participation in the Kosmos 3-in-1 race which was held in Secunda, Mpumalanga. The local athletes left Modimolle on Friday, 10 March and tent-camped in Mpumalanga for the event which took place on Saturday. Lebogang Shovote (27) who will be running her first Comrades Marathon this year, “I would be lying if I said it was easy, but then at the same time I knew it was not impossible.” Shovote initially joined the club as a jogger, but later found interest in running. “I told myself I’m not here to compete with people, but I instead want to complete with myself and become a better version of me every day,” she concluded. Jane Lechelele told The BEAT that “I was motivated before the race. The only challenge I had was that I had a knee problem, then I had to buy new running shoes recommended by a doctor.” Lechelele who will be celebrating her 40th birthday in June said she wants to

earn herself a first Comrades medal as her own birthday gift. For Mochawane Ledwaba (26) the 73,3 km race was a morale booster, ahead of this year’s Comrades. “This year’s marathon will be a bit tougher because it will be an uphill, and I am hoping to improve my finishing time,” he said. Mochawane said he wants to finish his race in 11 hours or less, compared to his 11 hours and 45 minutes record last year.

Leading goal scorer strikes again Lizzy Bapela The recently titled leading goal scorer in the Bela-Bela Super Spar’s 2016/2017 League Simon Thobane struck again, this time with two goals in one match. Thobane, AKA Y-Tjukutja scored the goals in match against Modimolle’s league home defenders, a team which they gave a whipping of four goals to nil. The games were played at the Modimolle’s Ephraim Mogale Stadium on Saturday, 11 March. Thobane said he is determined to keep scoring more goals to break the record in his playing time and the two he just scored over the weekend proves he will make it. “I am disappointed that my team failed to take the winner title in the Top 4 Tournament when we lost 10 against Metro Supermarket. The SAPS took the cup in the final Top 4 games that were held at Sunfa Stadium recently after beating Metro 1-0.

He said he aims to score 20 or more goals for the 2017/ 2018 season in all the leagues he will be participating in. He added that he intends to keep motivated and inspired by all things positive and reach greater heights in soccer. He also said the warmth and support that his fans, soccer supporters, family and team members, colleagues and the entire soccer role players give him when he plays really mean a lot to him and will surely keep him grounded. The star told The BEAT he was looking forward to their first league game against Metro, scheduled for Tuesday, 14 March.

46-year-old Rodney Malatji said his last 10 km race was a bit tougher because he was already, but managed to finish it an hour’s time. Malatji said he enjoyed massive from his family, especially from his mother, young brother and his wife and the biggest family which is AtL athletics club members. “I am ready for this year’s Comrades Marathon,” Tsheletsi Selepe (29) said “It was amazing, especially that I was the

first one from my team to arrive at the finish line during the first 42,2 km race,” Selepe will also be doing his first Comrades this year, and expects to finish his race in about 9 hours. Although the AtL athletics club secretary was happy with his team’s performance, he indicated that it was a bitter-sweet experience because they had to leave other capable athletes behind due to lack of funds. “We are not in this for money or competition, but we instead want to promote healthy living,” he said. Selepe pleaded said members are not required to pay any fee when they join.
