Ngobeni moved to New Lock
Close call in bus-bakkie accident
TK Mashaba Tumelo Ngobeni, who is on trial for the brutal murder of 2-yearold Kamogelo Ramurulane on 14 October, was moved to New Lock prison in Tshwane while awaiting his third court appearance at the Bela-Bela Magistrate’s Court. Ngobeni was arrested for the murder of Kamogelo, whom he allegedly doused in petrol and set alight after a fight with her mother. Kamogelo’s mother Tshenolo had apparently gone to the police station to obtain a protection order against Ngobeni earlier on the same day. Kamogelo was rushed to the Mmankweng Hospital for treatment, but passed away at around 19:00 that evening. Ngobeni was arrested shortly after the incident. While the Bela-Bela Police’s spokesperson Maria Maswanganye was able to confirm the move, she was unable to speculate on the reasons for it. The community has been protesting against Ngobeni’s bail applications and outside the court during his hearings. Ngobeni will be brought back to Bela-Bela in time for his next court appearance on Wednesday, 30 November.

According to Elri Arlow of the Bela-Bela Crime Support the accident occurred at an intersection on the R101 near the Klein Kariba resort outside BelaBela. scene, the accident happened when the bus accidently collided with the bakkie at the intersection near Klein Kariba,” she said. Arlow said that there were no serious injuries reported but the bakkie had been badly damaged in the accident. “Provincial emergency personnel were at the scene but only one lady had to be treated for back injuries. None of the occupants needed to be admitted to hospital,” she said. The Bela-Bela police could not confirm if criminal charges would be laid for the accident.

Enraged customer confronts bank Lizzy Bapela A loyal Capitec Bank customer closed the bank’s doors on Tuesday, 15 November to demand R15 800 which allegedly vanished from his account. Lesiba Abatious Kgokane told The BEAT that the bank had confirmed that they knew who stole his money, and said that he was not going anywhere until they refunded him. “Apparently, someone performed a SIM swap with my number without my knowledge and withdrew R10 000 from my account on 31 October. The R5 800 amount was spent on airtime transactions, which was transferred to different cellphone numbers. I have been engaging with the bank since then but I am given a run around with my money. A lad from Capitec’s head office named Mandisa told me they are sorry but it is my loss and there is nothing they can do. That it was my fault as I chose to have internet banking on my phone and used my ID number as a pin,” said Kgokane. “My wife is pregnant and can give birth at any time. I saved my last chunk of savings, money that I got from my retrenchment and I am now unemployed. I don’t know how I am going to provide for my family because I thought that money could last me a while as I am still looking for another job.” The angry customer expressed shock and heartbreak following what has happened, saying that the people from the bank’s
headquarters were rude to him instead of being helpful. He said that some did not even want to speak to him on Tuesday, 15 November when he went back to the branch. He added that when he reported the matter to the local police, he was told that this year alone the police received many cases from the bank’s customers, which they are still working on. A representative of the bank came to the branch to meet with the branch manager and Kgokane, but no solution was found. He said that instead, the bank called the police to escort him from the bank. This foiled his plan of squatting at the bank until they refunded him. The representative and the bank personnel referred all queries to their superiors at head office since they are not allowed to speak to the media. When contacted for comment, Carl Nell from the bank’s head office said that it would be highly irresponsible or difficult for him to give out a formal comment or statement on the matter as he did not have all the details at the time. He confirmed that they did receive a report of a hostage situation at the branch but no full information was provided to them. Nell said that there are methods that criminals use to steal bank customers’ money and they have to investigate and establish as to what exactly happened in this case. He added that the head office is engaging with the branch to get to the bottom of the matter and chart a

He also said that if it is found that the money was lost because of a SIM swop or that the customer’s pin number was compromised, it will be difficult for the bank to take responsibility. On enquiry with the police, spokesperson Maria Maswanganye said that she had not heard of the case, but promised to make followups and report back. Meanwhile, Kgokane was given some documents from the bank and said he is waiting to hear from them as to where to from here. It is good practice, when contacted regarding banking details by any person over the telephone, to refuse to give out any information over the telephone. Instead, it is better to offer to go directly to the bank to verify information. Never give out any banking information over the phone under any circumstances.

Serial rapist gets 30 years Justin Steyn Jacob Sithole, a serial rapist from Bela-Bela, has been sentenced to 30 years in prison. The 47-year-old man was found guilty on eleven counts of rape on Friday, 11 November at the Lephalale Magistrate’s Court. The first known incident was the rape of a 29-year-old woman on a farm in March 2009. According to Lieutenant-Colonel Abel Phetla of the Bela-Bela Police, Sithole’s victims were between 13 and 33. Apparently Sithole has been
on the run from police for more than six years, but was finally apprehended on Thursday, 24 December 2015. Further investigations linked Sithole to crimes that include robbery, kidnapping, and assault. On Monday, 4 April, the court decided to transfer the case to the Director of Public Prosecutions, and it was announced on Thursday, 19 May that Sithole would stand trial at Lephalale. Sithole will serve his sentence at the Kgosi Mampuru II Correctional Centre in Pretoria.

Alleged rapist goes on leave of absence Lizzy Bapela A highly ranked official in the ANC was recently granted a leave of absence, following allegations of rape and bribery that were levelled against him. The man appeared before the local magistrate’s court on Thursday, 13 October and again on Monday, 7 November on the charges. He was granted bail of R1 000 and since then, the matter remains sub judicae. The ANC in Limpopo again reiterated their condemnation of any form of violence against women and all other vulnerable groups of the society. They say that this form of violence cannot be tolerated, irrespective of the societal standing of the perpetrators. The party added that in the same vein, they uphold the principle of innocent until proven guilty. The Provincial and Regional Executive Committees (PEC and REC) of the ANC had a mutual agreement with the suspect that he no longer be available for organisational
work until this matter is resolved by the court of law. ANC Provincial Secretary Nocks Seabi said that this decision was reached in the light of the serious nature of the allegations that the suspect is facing, measured in comparison with the standing principles and rules of the organisation. The ANC also advises members of the organisation to utilise their Regional offices to register their concerns over any organisational issues. They further advised the members against mobbing the Provincial office without a just cause. The national media reported that the ANC Secretary General (SG) Gwede Mantashe wrote a letter to the party’s PEC, asking them to urge the accused to step down until his name is cleared. The ANC Youth League Waterberg Regional Secretary Dan Madibana said that their league was shocked in a manner in which the PEC, particularly the officials, are handling the matter. Madibana was reported saying that the delay is sending wrong signals to both the ANC members and the society at large that the leaders cannot
respect their own constitution. He added that the provincial leadership did not have to wait for a letter from the Office of the SG to remind them about the constitutional obligation of requesting the suspect to step down until his name is being cleared. The ANC Women’s League in Waterberg stated that they are against any form of abuse of women and children, adding they feel unsafe in their own region.

This is according to an announcement by the local police following numerous incidents at ATMs in the area. It is that time of the year when criminals go all-out to steal people’s money as companies are about to close for the holidays and workers are very excited about having bonuses. Robberies do take place throughout the year but when it is time for the holidays, these crimes increase rapidly as criminals are all set for their targets.
The police urge members of the public to be on alert at all times while using ATMs, regardless of which side of the town they are. Members of the public are also advised to never allow or ask for assistance from strangers while using the ATMs. Modimolle police spokesperson Warrant Officer James Findlay said that the suspects mostly target all isolated areas where ATMs are placed and take their time to commit the crimes. He added that when asked for help with using ATMs, the suspects then swop ATM users’ cards without them noticing it and flee with the cards to withdraw money elsewhere. The police urged the public to keep their pin numbers a secret.

According to the police, it is alleged that a truck and a van collided head-on, and seven people who were in the van were killed on the scene, while the driver of the van was seriously injured. Two passengers from the truck survived without any serious injuries. According to Lieutenant-Colonel Moatshe Ngoepe, the truck was carrying a load of bags and driving in a northbound direction, while the van was driving in the opposite direction. A case of culpable homicide was opened by the Pienaarsrivier police, and the names of the deceased were expected to be released this week. The cause of the accident is still unknown, and the police are continuing to investigate.

Donkeys dead after crash Andries van der Heyde Less than a week after a reader of The BEAT’s sister paper The Post warned in a letter against the dangers of wandering donkeys, two donkeys caused an accident. The two animals were killed when three men in a vehicle crashed into them near the Bela-Bela cemetery on Sunday, 13 November. Elri Arlow, the chairperson of the Bela-Bela Crime Support group (BBCS) said that they received a call at around 22:30 regarding the accident. The men are local, but their names have not been released. On their arrival at the scene, BBCS encountered the donkeys and a damaged vehicle. The vehicle’s font end was badly damaged in the accident. One of the donkeys was already dead and the passengers and driver of the vehicle were unharmed, but Arlow said that it was traumatic for everyone to see the other donkey suffer. The donkey was later put to sleep by a veterinarian. Arlow said that BBCS is frequently called to similar scenes, and said that there was very little cooperation from authorities to try and solve the problem. The problem has also been discussed in the Bela-Bela Police’s monthly safety meetings, but nothing has as yet been done. According to the information received, the police received a tip-off on Tuesday, 8 November from concerned members of the community about the man and the alleged crime. Zimbabwean national Tedios Gwerrenegwe, 35, was cornered and
nabbed at his rental room in Extension 5. He told the police that he had bought the TV sets from a certain man, whom the police are still searching for. Gwerrenegwe also said that he bought the TVs for household use and not for business as suspected. Lizzy Bapela A 37-year-old woman from Johannesburg went missing while visiting her husband at their home at Extension 5, Bela-Bela. Maseng Pricilla Mogano was last seen in September when her husband, Jim, dropped her off at a local church. According to the Bela-Bela police, Pricilla came to Bela-Bela over a year ago to stay with her husband after he was transferred to the town by her employers at a wellknown chain store, and they have been local residents ever since. Jim told the police that she often goes missing for about two to three months and never explains her whereabouts on her return. He added that he is scared that, since she went missing while following him because of his work transfer, that her family might suspect him. He also said that the situation was much easier when they were in their hometown, because he would notify her family and they would look for her together. Detectives’ commander Lieutenant-Colonel Abel Phetla said that Pricilla’s family came to the police station to report their missing daughter with the husband. Organizations in arms over KPMG report Justin Steyn Two organizations at Bela-Bela say that they will take serious action unless the KPMG forensic report has been released to the public. The report focuses on allegations of maladministration within the municipality and was finalised in May of this year. The Bela-Bela Tax Payers Forum (BBTF) says it will approach the High Court unless the report is released. In a letter to the Municipal Manager, Morris Maluleka, the BBTF chairperson Frans Rootman has given Maluleka until Thursday, 17 November to forward the complete report to his offices. Rootman also stated that previous reasons given for not releasing the report are not valid grounds for refusal in accordance with the Promotion of Access to Information Act (PAIA) “The confidentiality claims do not meet the requirements set in section 37 of the PAIA. Given the municipality’s refusal, based on confidentiality, we have no other option than to approach the High Court,” Rootman said. Community based organization Change for Bela-Bela has also released a correspondence from the Director-General’s office of COGTA, which was dated on 3 November 2016 in which the Ministry requests a copy of the KPMG report. “We have also learned through our anonymous sources that the Municipality has to date failed to respond to this communique from the Ministry and that the current Head of the municipality’s Department of Planning Precious Raputsoa and Municipal Manager Morris Maluleka, who have since received the original Report have decided to run away last week to ensure that the officials of COGTA which requested the report cannot get hold of them,” said Change for Bela-Bela’s founder NJ van Heerden.

He has since suggested that the contents of the full unedited KPMG Report be released to all councillors as well as the community, “to ensure that any official or person implicated by its released be suspended and charged”, and that all its recommendations should be followed. “Any officials involved with the delaying of its release should also be suspended pending further investigations. Any councillors involved with any of the above should be reprimanded too,” he said.
Van Heerden said that the municipality will face the full force of local residents unless local councillors intervene in the situation. “If the councillors choose not to act upon this call, Change for Bela-Bela will embark on a process of mass demonstrations and protests until we succeed with the above. We will do so without waiting for approval from the Municipality and police as they have been denying us the right to protest ever since our initial application,” he said. Raputsoa told The BEAT that the municipality exhausting all their recourses before the report can be released. “We are currently engaging with our lawyers as well as the Municipal Public Accounts Committee before the report is released. The release will be followed by a council meeting,” he said.

According to provincial police spokesman LieutenantColonel spokesperson Moatshe Ngoepe, an intelligence-driven joint operation was conducted on Monday, 14 November by Thabazimbi Crime Prevention
and their detectives focusing on the theft of copper cables in the area. Ngoepe said that the operation was conducted at a scrap yard in the Northam area which led to the arrest of a 37-year-old man. During the arrest, bundles of suspected stolen copper cables weighing 820 kg were seized. At the time of going to press, Ngoepe could not reveal the man’s name as he had yet to appear in court.

According to snake expert Cor Viljoen, this snake is not native to South Africa, and is most likely an escaped pet. The snake is native to arid parts of North America such as Mexico and Texas. In cases where an exotic animal is found wandering loose, snake catchers have three options – they can keep the snake, kill it, or donate it to a collector or a zoo. Significance of World Diabetes Day Mzamane Ringane People from all walks of life gathered at different venues across the globe for the World Diabetes Day. The day which was celebrated on Monday, 14 November was in line with the international calendar, and served to raise awareness about diabetes. The theme of World Diabetes Day this year was Eyes on Diabetes. The focus was mainly on promoting the importance of screening to ensure early diagnosis of Type 2 diabetes and treatment to reduce the risk of serious complications. Diabetes, often called sugar diabetes, is a condition where a person has high blood
sugar levels in the body. It is cited that one develops when the body doesn’t produce enough insulin. Without insulin, it is impossible for the body to get the energy it needs from food. There are two of diabetes; Type 1 and Type 2. According to the information found on the government website kznhealth.gov.za, type 1 diabetes, usually diagnosed in childhood, is a disease whereby the body’s own immune system attacks and kills the cells in the pancreas which produce insulin, leaving a person’s body without insulin, and unable to regulate its blood sugar levels. Type 2 diabetes is described as a disease that develops when the body’s cells
become resistant to insulin. In this type of diabetes, insulin is still produced by the body but not used appropriately. In some cases, there are reportedly no apparent symptoms for one to realize that they have diabetes. The symptoms which may however be related to diabetes are among others, constant thirst, excessive tiredness, frequent urination, unexplained weight loss, itching of the skin, blurry vision, slow healing cuts and bruises and numbness in hands or feet. All these symptoms may be a result of the body’s inability to transport sugar (energy) from the bloodstream to the body cells. Contrary to a general perception that
diabetes mostly affect adults, the truth is that anyone regardless of age can get diabetes. It is also reported that diabetes can be hereditary, with those who have a family history of this disease being at risk. Like any manageable disease, diabetes can be treated and people can still live a healthy life. Management and control of blood sugar is important in this regard, as it reduces the risk of developing complications. People who are diagnosed with diabetes are often advised to consult a dietician. Eating healthy food is also one of the most important parts of battling this disease. Drinking lots of water and exercising at least 3 to 5 times a week is also advisable.

Among other women who will be addressing the audience at the event, is the mayor of Modimolle/Mookgophong (LIM 368) Municipality Marlene Van Staden. Young women from across the Waterberg will be empowered with knowledge at this event, which will be held in Phagameng. The event will be hosted by the local establishment, Organisation Hands On (OHO), which is a non-profit organisation. OHO Chairperson Ronnie Makgetha said that this event will give young women an opportunity to acquire useful information on various topics. “This is where young women between the ages of 18 and 35 will be empowered in various segments, which will help them to better their lives and their communities at large. Athletes took part in the 10km, 21km, and 42km runs, and a total of 1061 athletes took part in the race. Athletes from Spain and Swaziland also travelled to compete. The race took place on a number of routes in the area, with the finish line being at Hoërskool Warmbad. In the 42km men’s race Reginald Poopedi of the ACRW Marathon Club won the race with a time of 2:36:15. Musawenkosi Sibiya, also from ACRW, made a time of 2:43:34 for second place and Phuti Mohale, last year’s winner, came in third with a time of 2:48:53. Jane Mudau won the women’s race with a time of 3:20:16, with Marcelle Coetzee in second with 3:21:40, and Pearl Hughes in third with 3:29:48. In the 21km men’s race, Ludwick Mamabolo (Nedbank Marathon Club) completed the course in
1:14:51, with Elliot Makgoba (Monaco Club) in second place with 11:15:00 and Surprise Mkofane in third with 1:27:38. In the 21km women’s race Deanne Hom from Lichtenburg completed the course in 1:33:46 for first place, with Estelle Paul from the Warmbaths Marathon Club in second place with 1:41:10 and Patience Nkosi (Nedbank Marathon Club) took third with a time of
1:42:42. The 10km race was a comfortable challenge for most of the runners. In this race Ronel Thomas (Boxer Club) was first with a time of 41:23, with Gift Ramabele (Eskom) second in place with 41:48 and Michelle Redelinghuys (Tuks) in third with 42:26. The Spar Marathon is a qualifying race for the Comrades ultramarathon.

The Good Samaritan was attending a graduation ceremony at the school on Tuesday, 8 November when she noticed the learner’s situation and pledged to land a helping hand. She bought a complete set of uniform clothing for the learner and visited the school on Friday, 11 November to donate it. The councillor was accompanied by fellow party members and councillors David Senosha and Frans Mothokwa. “I was representing my grandchild during the ceremony when I saw the learner. Something inside me shook my whole body as she came several times to the stage for having achieved a number of
certificates. That told me that the learner was very passionate and determined to go further with her studies. All she needed was moral support so can make it in life. So I decided to reward her with school uniform,” said the concerned councillor. The school principal Julia Mogashoa thanked the councillor for her efforts, commending her for her good thoughts. She also encouraged her and the other members to continue doing good in the name of charity and wished them all well in their term of office as councillors. Meanwhile, Councillor Mothokwa said that they plan as party leaders to embark on more charity work, this time going big on landing a helping hand to those coming from disadvantaged family backgrounds. He said that they will start afresh from early next year, focusing not only on schools but the community at large.

Dikubu Primary hosts prize giving Lizzy Bapela Mookgophong resident and Baroka FC defender Kagiso Selemela graced Dikubu Primary School’s prize giving ceremony that was held on Friday, 11 November at the local community hall. The school requested for the team to release him on the day so he can come and motivate the leaners as he is a former student at the school. The ceremony was meant to honour outstanding and hardworking learners and motivate others to work harder. Parents and community members filled the hall to its capacity to witness the good deed. TK Mashaba Bafana Bafana ‘s 2018 World Cup qualifying match against Senegal which was hosted in Polokwane’s Peter Mokaba on Saturday, 12 November has shown that Limpopo’s people are still among the biggest soccer fanatics in South Africa. From day one of Bafana Bafana‘s arrival in Polokwane people were behind them, also visiting Coach Shakes Mashaba for words of encouragement before the game. On Saturday, 12 November people from all over the country flocked to the stadium to see some their favourite soccer players.
Though the stadium was not filled to capacity, it was a great moment anyway, as the crowd was having fun before and during the game. This has also shown that Polokwane can host any big matches which in turn help the economy of the province in a whole. Among the people who attended was Jack Maluleke from Bela-Bela who is Waterberg SAB regional competition manager, Lucas Nhlapo former Bela-Bela Mayor who is also SAFA deputy president and the coordinator of the event was John Mthunzini also from Bela-Bela who has been appointed as the SAFA general coordinator, and was recently appointed as the COSAFA U-20 tournament director.

Degracious Mfolo, who works at SAFA’s regional offices at Modimolle, Karabo Mokau and Sophie Khoza, who are both referees and reside at Modimolle, were chosen to attend the camp. The SAB League Skills Camp is set to
take place at the University of Pretoria’s High Performance Centre in Pretoria and will see coaches, match officials, and league coordinators from across the 52 SAFA Regions attending a week-long course where they were will be accredited with qualifications within their respective areas. Under the auspices of highly esteemed FIFA and SAFA instructors, a total of 30 Match Officials chosen from some of the most remote areas in the country will take part in a SAFA Level 4 Match Official Course. To ensure the smooth operation of the SAB League, all 52 SAFA regional secretaries will also form part of the Skills Camp for an in-depth course of Sports Administration to improve the operations of the league. SAB’s Economic Development Manager, Octavius Phukubye emphasized SAB’s commitment to football development ahead of the ground-breaking initiative. ”Our sponsorship of the SAB League has been elevated to new and even more impactful heights. Our approach in recent times has been for us to holistically develop players, match officials and administrators of the league. Modimolle Troublemakers FC defeated their SAB League rivals local Home Defenders FC to hold on to their position on top of the log standings. Troublemakers FC outshined Waterberg Region SAB League Stream A defending champions Home Defenders 4-2, on Sunday, 13 November at Ephraim Mogale Stadium. This victory helped Troublemakers FC to retain their position on top of the log, with a total of 11 points, while Home Defenders FC are sitting on position seven with seven points. This coming weekend Troublemakers FC will be hosting Boys 2 Men FC of Vaalwater, while Home Defenders FC will be travelling to Rapotokwane for their fixture against Qualitho FC.
Another weekend fixture at Modimolle was between NTK Happy Boys and BelaBela Happy Hearts, where the local team won 3-2. NTK Happy Boys who are positioned fifth on the log, will lock horns with Bussel FC on Saturday, 19 October, while Happy Hearts will do battle with Diesel N Dust at Bela-Bela’s Moloto Stadium. Diesel N Dust FC will go into this game with an intention to win, after losing 3-2 to Qualitho FC last weekend. Bela-Bela Pirates, who beat Bussel FC 4-1 last weekend, was expected to visit Modimolle All Stars this weekend. Modimolle All Stars will not be an easy opponent for Bela-Bela Pirates, as they are still fired up following their 4-1 victory over Celtic FC. Celtic FC will visit KK United FC who are still licking their wounds after losing 2-0 to Boys 2 Men FC.
