Drama at mayor’s

Modimolle mayor Marlene van Staden was greeted by loud cheers at her first meeting with the residents of Modimolle at the packed Ephraim Mogale Stadium. The meeting was arranged at the request of members of the community, who demanded in a memorandum that the mayor address them, and was held on Thursday, 13 October. Before the mayor’s arrival four police vehicles, including a Nyala, arrived at the venue, presumably to ensure safety. The event was marred by recurring disruptions from a group of residents during the mayor’s attempts to address the community. The mayor started by saying that she was pleased to be greeting the community members, and went on to say that the municipality was aware of the issues relating to the high water bills in Phagameng. “Ladies and gentlemen, I have realized that there are issues in Phagameng, and one of the biggest problems at the moment is that water bills are extremely high,” she said. The mayor said that the municipality had initiated investigations to get to the root of the problem in order to work toward finding a solution. A startling revelation was made when the mayor informed the residents that there were times when air moved through the pipeline, which was one of the reasons for the high meter readings. Van Staden pled with the community to allow the meter readers to capture the current readings in order to help with the municipality’s investigations.

The mayor also said that after investigating the municipal systems, it was shown that there were only roughly one thousand registered indigents in the
municpality. She pointed out that this was a very small number, compared to the number of residents in the municipality and the rate of unemployment.
Van Staden promised that the municipality would start the process of bringing the system up to date immediately. She said that the matter will also be discussed in the next council meeting, in addition to the matter of the high water bills. Before she could continue, a member of the community interrupted and ordered the mayor to leave if she was unable to offer an immediate solution or a straightforward answer. The rest of the community was upset and derided the heckler, saying that they wanted the mayor to have the opportunity to finish her address without further disruptions. Mayor van Staden told The BEAT that she was delighted to see that so many members of the community attended the meeting, and that the majority of them seemed to really care what she had to say. “There was, however, a small group of people who were very unreasonable and prevented me from finishing. They were constantly screaming as though none of my suggestions would satisfy them anyway,” she said. “Residents need to understand that I can’t make these decisions on my own, and it is unreasonable to expect that we would just write off everyone’s water bills. It would cause huge problems in other areas of the municipality and would be very unfair.” Van Staden said that the Council would discuss the Indigent Register and Policy during the next council meeting on 27 October. The Council would also discuss ways of perhaps writing off parts of the water bills.

Two-year-old murdered
Three Rhinos poached
TK Mashaba In a gruesome sequel to what is believed to have been a lover’s spat, a two-year-old child was murdered on Friday, 14 October. Tshenolo Ramurulane allegedly requested a protection order against her former lover, Tumelo Ngobeni, on the day in question. According to Ramurulane, the couple were in the process of separating, allegedly because Ngobeni was abusive. After they left the police station, Ramurulane and her daughter Kamogelo returned to Leseding. At around 14:00, Ngobeni allegedly snatched Kamogelo, who was not his biological child, from where she was playing, doused her in petrol, and set her alight. Ngobeni is believed to have fled almost immediately. “I was shocked,” the griefstricken mother said. “People called me to come and see and my child was in flames. One of my neighbours helped me to take her to the hospital in her car.” Kamogelo was rushed to Mmankweng Hospital for treatment, but passed away at 19:00 on 14 October. “I still can’t believe that my beloved daughter died such a tragic death,” Ramurulane said. Ngobeni was arrested shortly after the incident, and appeared before

TK Mashaba Bela-Bela Police in partnership with the Community Policing Forum, were part of an operation on Saturday, 15 October. The intent of the operation was apparently to root out unlicensed liquor sales and similar crimes, and focussed mainly on a number of local watering holes. The operation shut down Maks Corner Chisanyama and evicted the patrons. According to those present, the police were searching patrons and arrested those who were asking to finish their drinks inside before leaving the premises. Since drinking in public is not legal in South Africa, the patrons were apparently worried that they could be arrested if they took their
drinks outside. All those caught up in the sweep — which included a journalist from The BEAT who was taking pictures of the scene — were taken to police vans. About 20 people were taken up at Maks Corner Chisanyama, and the sweep then went on to raid Potong Tavern and Jomo’s Tavern. The former Chisanyama patrons were bitter about their capture. “I feel offended,” said Tebogo Maheso, an employee of the BelaBela Municipality who was allegedly arrested for asking whether he could finish his alcohol before going outside. “I was treated like a criminal and I was really trying to cooperate with them, I know they are just doing their jobs.” Thabo Moselane, also a municipal
employee, said that he was arrested for demanding to know why the police were searching his car without a warrant. Guilty Marema was apparently arrested for asking why Moselane was being manhandled. Almost all of those arrested were released shortly after their arrival at the police station, including The BEAT’s luckless journalist. One man, however, was less lucky. David Mabuse was found in possession of a toy gun during the police operation, and spent the weekend in the cells. Mabuse’s case was withdrawn, although the nature of his alleged crime is not clear. Police Communication Officer Lieutenant-Colonel Abel Phetla told reporters that he had not been briefed about the operation, and was not sure how many people in total had been arrested.
Justin Steyn An investigation is underway regarding three rhinos that were poached at a farm in Marken which is situated near Vaalwater. According to the Heritage Protection Group (HPG), the incident occurred Wednesday, 12 October. Ben Engelbrecht from the HPG said that the three carcasses were found by a patrol group.
Engelbrecht said that one of the animals was poached a few days before the other carcasses were discovered. He added that a handsaw and a set of footprints were discovered at the scene. “We found footprints and a handsaw near to where the rhinos were poached.” About four men are involved in this poaching incident and our investigations are ongoing,” Engelbreght said. At the time of going to press, no arrests have been made.
Local cop on bail TK Mashaba Bela-Bela Criminal Investigating officer Lucas Nkoana was released on R1 000 bail after appearing in the BelaBela Magistrate’s Court on Monday, 17 October. Nkoana allegedly found himself on the wrong side of the law on Saturday, 15 October, when he was arrested for allegedly driving under the influence of alcohol. The incident apparently took place next to a bottle store. Police say that Nkoana resisted,
and had to be forcibly restrained. Members of the press spotted Nkoana being dragged through the corridors of the Bela-Bela police station wearing only his boxer shorts. Bela-Bela Police spokesperson Lieutenant-Colonel Abel Phetla said that Nkoana is already back at work, and has laid charges against the officers he tussled with during the arrest. “We are still waiting for the IPAC, which deals with investigations against police officers, to give us a full report,” Phetla said.

Former Mayor’s BMW 535i returned Lizzy Bapela The former Mayor of Mookgophong, Sarah Monyamane, is being accused of abusing her powers while in leadership and wasted more than R1.3 million by buying two cars without the council’s approval. The DA-led administration in LIM368 Municipality (Modimolle and Mookgophong) recently announced that they have since returned a BMW 535i, which Monyamane used, to the car dealers to settle an outstanding amount of R175 000. The party alleges that the former mayor bought herself a R383 553 BMW and then used the municipality’s money to repair the car and engine after it was damaged. They added that the vehicle was sold on auction in 2014 and the municipality opted to rent several vehicles for the Mayor instead of paying for a new, affordable car. “In January 2015, a new BMW 535i was bought at a cost of R790 900, with monthly instalment of a staggering R25 000 over a

period of three years,” said the DA Caucus Leader in LIM368 Municipality, Hercules Louw in a statement. “Since taking over the municipality, the DA led administration discovered that there is still an outstanding amount of R175 000 to be paid for the vehicle. The newly formed municipality has a huge service
delivery backlog and we have opted to return the car to the supplier to end the contract and to settle the outstanding amount. The DA will continue to call for a Mayoral Handbook at local and provincial level to ensure that limited municipal resources are not spent on expensive luxury vehicles or lavish unnecessary expenditure.

The people’s money should be spent on job creation and service delivery,” Louw continued. The DA also announced that they have already submitted a motion with notice at the legislature, calling for a debate about the adoption of a Mayoral Handbook at the municipal and provincial level and the motion was accepted. They added that the motion came among reports that many municipalities across the province are wasting the taxpayers’ money on mayoral cars instead of prioritising service delivery and good governance. “Where the DA governs, we ensure that money meant for the people is spent on the people. We will continue to do everything possible to ensure a clean, well-run government that delivers better services and create jobs,” Louw added. Municipal spokesperson Naphtally Tloaela could not be reached to confirm the return of the car or comment on the allegations levelled against his former boss.
Residents complain of poor services Lizzy Bapela Only two months after the new council took power, residents of LIM368 (Modimolle/ Mookgophong) are already feeling unsettled with the new administration’s operations. Members of different structures came together on Wednesday, 12 October to raise their complaints with the media, calling out to their municipality’s political management team to speed up service delivery as they promised them before coming into government. The structures consist of the ANC Youth League, South African National Civil Organization (SANCO), South African Youth Council (SAYC) and ordinary community members. The municipality’s political management team consists of Mayor Marlene van Staden, Speaker Johann Abrie and Chief Whip Dingaan Motshene The members complained about, among other things: lack of water. They say that only three tankers are provided for the entire area, which are not enough as Phagameng is too big. They added that Abrie allegedly did not follow proper procedures while appointing borehole companies and he even side-lined certain people while registering the needy community for indigents’ applications. The

complainants further said that the PMT never met with their people after the elections to chart a way forward with them in terms of service delivery. The group further alleged that the PMT interferes with the administration. They added that this makes the situation uneasy for the municipal manager Sam Bambo, as he has to take orders from them in matters

They complained that only one truck is provided for waste removal, alleging that the mayor instructed the workers to start removing the waste in town before going into the township. Lizzy Bapela It was all fun and celebrations when mayors in the Waterberg District came together in one spirit to meet with the people they will be serving for the coming five-year term. This happened during the mayors’ inauguration ceremony that took place at the Mahwelereng Stadium in Mokopane on Saturday, 15 October, which people from all corners of the Waterberg District attended. Dressed to kill in their glamorous and stylish new suits, the mayors pledged their signatures before rounding the stadium to shake hands with members of the community who attended the inauguration. Bela-Bela Mayor Jeremiah Ngobeni, LIM368’s Marlene van Staden, Mogalakwena’s Adriana Matsemela, Lephalale’s Jack Maeko, Thabazimbi’s Mitta
Moselane; and their superior, Waterberg District Executive Mayor Morris Mataboge have now formally been introduced to their communities. The mayors were accompanied by their spokespersons, together with leaders forming with them municipalities’ political management teams; speakers and chief whips. With CoGHSTA MEC Makoma Makhurupetje leading the proceedings as programme director, the event went well and was rated a total success. Members of the community and those in different political parties, including councillors, applauded when their leaders ascended the stage, giving them the long-awaited addresses. Every mayor received a warm welcome from residents of their respective municipalities. Joyful members of the coalition government of the merged Modimolle/Mookgophong Municipalities and now LIM368 consisting of

Bela-Bela resident Taruza Moyo and Mogalakwena’s Ivan Thobejane both said that they really enjoyed the event and believed that change is coming in their local municipalities. Both residents added that they hope that the mayors will implement what they have just promised in their acceptance speeches and not let those addresses die as the papers they were written on fade. “I felt like a real VIP, feeling the presence of these high ranked leaders as they passed right next to me and even shaking hands and having conversations with some of them. We often watch, hear or read about them and their activities on the news and today I spoke to them face to face. Again, communities always have to strive for opportunities to meet with their leaders to engage with them on issues relating to service delivery in their areas but today they got to tell them in person, without having to make appointments,” said Moyo. Tlhoaela further promised to give a full report on all complaints after meeting with his superiors.

The Bambelela vervet monkey sanctuary experienced a short water crisis last week. According to the sanctuary’s owner, Silke von Eynern, the water crisis lasted for two days (Wednesday 12 October to Thursday 13 October) and was said to be the result of no water being supplied from the sanctuary’s water source the Nylsoog River near Modimolle. Eynern said that she notified residents about the crisis and the word quickly spread to social media where help immediately was sent. “We had no water for our monkeys and I was very worried because of the increasingly hot weather. Word quickly spread to our Facebook page and people as far as from Pretoria assisted in providing water to us.” Eynern said that luckily none of the animals at the sanctuary were negatively impacted by the lack of water. “None of the animals were severely affected by us not having water and thanks to the local contributors we now have an oversupply of water,” she said.

The project is established by Goldrush Gaming in Johannesburg and the hall will be operating from the town’s Waterfront area. Goldrush Gaming’s spokesperson, Doric Sithole, spoke to The BEAT about the exciting project which, they say, will attract more tourist attention and benefit’s the town’s economy. “The Goldrush Gaming Group operates bingo halls, limited payout machine routes and sports betting outlets. We will be constructing a bingo hall at BelaBela and the construction project is in its early stages,” she said. Sithole could not provide

Sithole further spoke about the hall’s opening and why Goldrush chose Bela-Bela. “We plan to open in early 2017. Bela-Bela will benefit in a number of ways. Among those benefits are the inward investment into the town , both financially and in terms of infrastructure, job creation and the creation of a new source of entertainment for responsible adults,” she said. Sithole said that there are no plans to open another hall in the Waterberg area, but said that that they plan to open another branch in Groblersdal.
“I am happy that the business is over with,” said Isabel Boshoff from Susan Strijdom School at Modimolle about her fiveyear legal battle. The labour court has decreed that Boshoff must be appointed as the principal of the special school, concluding a fiveyear legal battle between Boshoff and the Department of Education in Limpopo. The Department is responsible for all legal fees pertaining to the case. Despite the order, which was handed down on Wednesday, 14 September, Boshoff had not received a letter of appointment on as late a date as Tuesday, 18 October. The 30-day period given to the Department ends on Monday, 26 October. This is the third court case that Boshoff has won in this matter. Boshoff, who has been an educator at the school for 40 years, began her battle in 2011 after applying for the position of principal for the first time. At that stage, she was appointed as vice principal. The current principal, David Selamolela, was recommended for the position by the School Governing Board despite the fact that Boshoff had better qualifications and decades of experience.

Suggestions for the new emblem, name, and motto for the municipality should be handed in at your ward councillor or at the municipal offices. Prizes will be announced later.
Testimony indicated serious irregularities in the appointment process, which involved the previous head of the School Governing Board, Ngako Kgomo. Boshoff plans to turn Susan Strijdom into a model school. The school currently has 383 learners, of whom 39 are in the Abraham Kriel Children’s Home, and 125 in the school’s boarding house. The school has 30 teachers, and since many of the children have special needs, these teachers need to have special skills. Boshoff is very proud of the teachers at the school. “Here, you have to be father, mother, psychiatrist, policeman, and nurse,” she said. “We want to be able to send our children into the community with pride, knowing that they will be able to be contributing members of society. We want parents to be proud to send their children to our school.” From next year, the school will be accepting learners between 11 and 12 years old. Boshoff says that she wants to remove the stigma that clings to special needs schools. “We can only make a difference if the School Governing Board, the teachers, the principal and the learners, all work as a team with the support of the community.

Education Minister Angie Motshekga, Limpopo MEC for Basic Education Ishmael Kgetjepe, Watererg District Senior Manager in Education Julia Madela and their entourages visited the school on Thursday, 13 October. The minister emphasized that the aim of their visit was to motivate the learners, especially the Grade 12 students, to do well in their studies and to thank the teachers and principal Joseph Mashishi for their efforts

and hard work which helped improve the school’s pass rate. She added that she recalled the last time when she visited the school while it was still in bad shape and a concern to her department. The minister and fellow visitors saw a need to come to the school with peaceful engagements this time. The school management gave the visitors a heads up the developments from previous years and plans for the coming academic years, promising an improved pass rate each year. In her address, the minister taught the learners of good behaviour and what dedication and hard work brings in someone’s life, which is success. She also explained to them the consequences of bad
behaviour, adding that they are the pillars of their families “Teachers need to do their job and learners also have to study to better theirs and their families’ lives in the future. Coming from rural areas or poor family backgrounds has never forbidden anyone to succeed. Blessers, the use of alcohol, substances and so forth never led anyone anywhere and crime always leads to jail, which no one should envy. All learners in current classes should pass and make way to those in lower grades as they all have to complete their studies and contribute to the country’s economy. Children should never engage in things that do not concern them but focus rather on their studies and leave
Minister of Basic Education visits Hoërskool Warmbad Andries van der Heyde The young generation carries an enormous responsibility for the future of this country and it all starts at school. This was the key note at a meeting on Thursday, 13 October, at Hoërskool Warmbad, when Angie Motshekga, minister of Basic Education, met with Waterberg education officials. Necessary tools, statistics, guidelines and feedback were shared by various individuals about the current position of the education system, and what the way forward should look like. Yet, the same message was repeated throughout the day that pass rates and attendance are dropping. Hubert Mweli, director general of the Department of Education, said that 80% of learners in the country attend the estimate 21 000 no fees schools. Also that 9,6 million learners benefit from the school nutrition programme and by providing in such a need, more learners will attend. Unfortunately, there is a lack of efficiency in learning outcomes which are visible in the failure rate and drop outs amounting to 14% and 16% in the latest figures, according to Mweli. “Government money is wasted when learners fail and the learning outcomes remain low. It is the role of educational systems to train learners into becoming

Photo: Herman Steyn. citizens.” Mweli said by the time learners have to leave school they should be able to think critically, able to solve problems, work in teams, be creative and innovative, and have an inclination of what encompass social justice and human rights. In order to ensure these outcomes school principals should provide leadership, make learning and teaching a priority, as well as exercising a working administrative and management role correctly. The competency of principles should also be assessed and they must be in possession of an Advanced Certificate in Education. Mweli said that the role of unions who promote unsuited candidates must be
eliminated. Despite the initial investment by government of R228 billion into basic education, he raised concerns that the Senior Certificate failure rate, especially in the Waterberg district, are concerning. The number of learners who fail in their home language is especially growing each year. “The 2015 raw marks of learners (which accounts for 75% of a learner’s final mark) are the worst they have ever been and if not for the standardisation of subjects, marks would have been lower,” said Mweli. Dr Mark Chetty, acting director of National Assessments, said there is hope for reading and mathematics-competency as seen by statistics compiled by the Southern

The minister further said that motivational speakers who always tell people about how they made it in life regardless of being poor or living in the rural areas are not motivating. She added that as Africans, we all come from such backgrounds and that is not something to brag about. Motshekga also urged the school’s staff to pull up their socks especially because Maths and Science are still in a worrisome state in the school. and East African Consortium for Mandatory Educational Equality (SACMEQ) for Grd 6 learners; especially in Limpopo. He also raised concerns that some educators were unable to answer the very questions that their learners are supposed answer in written tests. Chetty said that most of these learners do not attend extra classes and are completely dependent on their educator, who is supposed to know the content of the subjects they are teaching. James Ndlebe, director of Education Management and Governance Development, said that being aware of the challenges is a good place to start and that effective school management remains a necessity. “A lack of leadership stays a problem, and it is crucial to maintain the right amount of suitable educators to present the subjects. Better accountability, such as regular meetings with heads of department and parents, should be held and issues must be addressed based on what the law and the standing rules of a school entail.” During the closing remarks Motshekga said that Limpopo has one of the highest number of progressed learners in the country and that schools should not condone any learner who has “no chance of passing” whatsoever. “We need to find ways to handle this issue better, because this will create bigger problems in the coming years,” said Motshekga. The meeting was closed after Ishmael Kgetjepe, MEC, thanked all present for attending and told them that a lot of work was left to do in every school. Santie Gildenhuys, principal of Hoërskool Warmbad, after the meeting said that she is pleased with the number of officials that attended the minister’s meeting and that they were attentive to what was discussed — since the information and tools were much needed within their own schools.

The Waterberg Region’s SAB League opener produced a total of 38 goals last weekend, with many teams showing their determination to win during their first league matches. The league resumed on Saturday, 15 October, a weekend after a feisty Nedbank Cup battle at the regional level. Modimolle Troublemakers FC are currently sitting on top of the table, after whipping KK united 6-1 at the Ephraim Mogale Stadium on Sunday, 16 October. Other Modimolle-based SAB League hopefuls Home Defenders FC occupied the second spot after beating NTK Happy Boys 3-1 on the same day. The last game of the day was between the hosts Modimolle Celtic FC and visitors Bela-Bela Happy Hearts FC, where the home team won 2-1. The day before that, a total of three

Lizzy Bapela Bela-Bela’s Diesel ‘n Dust soccer and netball club recently held an awards ceremony at the local community hall to honour outstanding netball players within the team. Managing director Pat Seema addressed the audience on the establishment of the team a few years ago in 2009, and how he managed to keep up to date. The Diesel ‘n Dust family was extended in 2014 when they adopted a netball team which
began as Sizwe Stars. Meanwhile, a man who holds many titles in the soccer field, Zwakala Mokoma, also motivated the audience, sharing his life experiences and achievements. Other important guests and speakers who graced the event include Diesel ‘n Dust’s first lady Kagiso Seema, Pastor Fillisters Mnthunzini, businessman George Helgeo, team manager Christina Masoga and superstar player Jonas Phure Matsena. Modimolle performing artists from the Midos Crew entertained the audience during the event.
