Justin Steyn A spiritual leader who has been visiting various communities across the province has given new meaning to the phrase “doom prophet”. Prophet Lethebo “Detective” Rabalago of the Mount Zion General Assembly (MZGA) in Polokwane paid a visit to the Mookgophong community hall on Friday, 18 November, where several residents came to meet him in hopes of being relieved of some of their troubles during a midnight prayer session. The highly regarded 24-year old presented a spray canister of Doom insect repellent spray, and started spraying the faces and feet of those who had ailments. Those who approached him ranged from people who suffered from stomach pains, to others who longed to advance their soccer playing careers, and the self-proclaimed detective investigated each individual before “blessing” them with a shot of repellent. At the event a woman, Suprise Mathe, said that she had been suffering with pains in her stomach and waist. Rabalago spraid Doom on her body and her face to remove a rash and

claimed that she was healing instantly. He then prophesied over a man, Tebatjo Mathekga. “They gave you a ball and you tried to hit it with your chest, that’s why you are feeling pain,” the prophet said. Mathekga reportedly confirmed this and explained that he could not run long distances because of the pain. Rabalago then proceeded to spray the man with Doom. “You are going to play for Orlando Pirates,” he said. The acts have sparked severe controversy on the MZGA Facebook page, with several followers condemning the acts. In a telephonic interview with The BEAT, Rabalago said that he does not regard the use of potentially harmful substance as a problem during his sessions and quoted the book of
Mark from the Bible. “The people who come to these sessions have enough faith and allow these things to be done to them without any harm being done to them. In Mark 16 verse 18 it says “They will pick up snakes with their hands; and when they drink deadly poison, it will not hurt them at all. They will place their hands on sick people, and they will heal,” he said. Mathekga said that he had never been charged for any of his rather unusual practices and added that he has used “even more harmful substances to show the glory of God and those who have faith in Him”. The provincial police spokesperson, Lieutenant Colonel Moatshe Ngoepe, said that no formal complaints have been made, but the police will investigate the matter.

Justin Steyn A forty-car train derailed on the railway track next to the R101 at the Bela-Bela Township, near Klein-Kariba. The accident occurred on Thursday, 17 November.
Witnesses speculated that the accident may have been caused by an imbalance on the rail surface caused by the recent heavy rains. No-one was injured during the incident, but the train remained stationary until 11:00 the next morning.
The Corporate Affairs official for Transnet Freight Rail, Clement Maphaba, confirmed the incident. According to Maphaba, the train had been en route from Pyramid South to Polokwane. Maphaba said that the cause of the incident has yet to be determined, and that the matter is
under investigation. “At around 23:55 on Thursday, two locomotives and two cars derailed between Klein-Kariba and Jantingh in Limpopo. Nobody was harmed in the incident, and the matter is still under investigation,” he said.
DA throws weight behind speaker Mzamane Ringane The Democratic Alliance in Limpopo has vowed to support the LIM 368 Municipality Speaker, Johan Abrie, who has been accused for allegedly making racist remarks towards municipal employees. It is alleged that the speaker used the kword, directed towards municipal employees. The political party labelled the allegations as unfounded and claimed that they were fabricated. “This is nothing else but an attempt to discredit the political leadership of this DA-run municipality which recently took a hard line, as they uncovered more evidence of malfeasance and corruption by the former ANC regime and its remnants which ran this municipality into the ground,” said the Limpopo DA leader Jacques Smalle. According to the provincial leader of DA, the Speaker was called by the SAPS on the night of Sunday, 13 November, and asked to go to the station to identify a suspect arrested for the theft of copper cables and illegal electricity connections in Phagameng Township. The Speaker reportedly referred the police to the municipal manager as this is an administrative matter, and politicians are not permitted to interfere in matters involving municipal staff. The Speaker was persuaded to come to the station when the municipal manager did not answer his phone. “The police then asked the Speaker to identify the suspects in custody since neither the Human Resources Manager nor the Municipal Manager turned up,” said the provincial leader of the DA. Smalle said the Speaker was unable to identify the person in custody and informed the police that they were not

known to him before leaving. He said that three days later a case of crimen injuria was opened against the Speaker for allegedly insulting the accused. “The poorly crafted statement, which we believe was engineered elsewhere, contained the most outrageous claims, something no Speaker of a DA-run municipality will ever dare commit,” he said. The South African Municipal Workers Union (SAMWU) has, on the other hand, vowed to develop a programme of action to challenge the status quo in the municipality. SAMWU indicated that they are intending to mobilise workers and community members when the Speaker appears in court. “SAMWU in Limpopo has learned with
utter dismay of the racist remarks made against our members at the Modimolle/ Mookgophong Municipality by the Council Speaker Councillor Abrie. Our members were called the k-word and thieves, and he further said that they are just like their “father” President Zuma. The crime committed by these workers was being in possession of tools of trade which they use as part of their daily work. Seemingly the Speaker does not want workers to perform their duties,” said the provincial secretary of SAMWU in Limpopo Patrick Aphane. In a statement issued by SAMWU, the provincial secretary labelled the DA as a party of racists who do not care about the wellbeing of South Africans. “This attack is not only directed at the victims but the entire workforce in municipalities. We will therefore also be
approaching the Human Right Commission to investigate these racists and as such will be demanding an immediate suspension of the speaker. If the DA really cares about black people, they will not allow themselves to have such people in their fold and as such his membership should be terminated with immediate effect,” Aphane said. Warrant Officer James Findlay from the Modimolle Police said that the case had been handed referred to the state prosecutor. The National Prosecuting Authority will apparently decide whether there is sufficient evidence to continue with the case by Thursday, 24 November. Abrie said that he had received messages of support from the local EFF leaders as well as some ANC members. He also said that the charges were ridiculous. “I was never alone with the workers, and everyone in the area could hear what I was saying. I was with the police officers the whole time, and they have confirmed that nothing was said about Zuma and the Guptas, as is alleged,” he said. He maintains that the matter is a consequence of recent efforts to root out corruption. “We found evidence that two highlyplaced municipal officials were involved with corrupt transactions relating to a security tender that was awarded shortly before the elections, as well as the sale of land for a shopping centre at Mookgophong. There was also evidence of serious forgery of documents,” he said. The BEAT contacted LIM368’s mayor Marlene van Staden for comment. She said that the case had been referred for investigation to the DA’s Federal Executive Committee. “However, from my side I can say with a clear conscience that I have never heard of such language being used by anyone in the Municipality,” she said.

Chaos reigns at Settlers Agriculture High School Justin Steyn Allegations of sex, violence, drugs, and booze seem to be the order of the day at Settlers Agricultural High School. Several reports have reached The BEAT regarding the worrisome situation prevailing at the school. Settlers Agricultural High School has been receiving a barrage of accusations and complaints involving drugs and violence, leaving parents and guardians with no option but to relocate their children to a safer school. On Friday, 18 November, worried parents arrived at the school to remove their children and their belongings from the school. In one incident, a 17-year-old girl has been hospitalized after she allegedly attempted to commit suicide. The girl allegedly tried to kill herself after she was assaulted while she was asleep in the school’s girls’ hostel. She blamed the school for her unhappiness in her suicide note, which said that “the school broke her”. The BEAT was also recently approached by a concerned parent. The parent, who chose not to be named, said that he had heard reports of violence at the school. He also said that there was an incident where a learner had brought an automatic weapon to the school. “What is going on at this school?” he demanded. “Teachers are being assaulted. One teacher broke his hip and is apparently still in hospital. A learner came to school with an Uzi.” The man said that teachers are living in fear, and that the Department of Education is doing absolutely nothing about the situation. “Learners have urinated on teachers’ property, attacked them and stolen from them,” he said. “It is a known fact that the principal does not protect the educators.” During a visit from a national newspaper,
it was reported that the school’s structures have been damaged, including algaeinfested showers, broken windows and doors, and damp walls, among other things. Lieutenant-Colonel Abel Phetla from the Bela-Bela Police said that their station has been investigating an assault and a case of breaking and entering. The BEAT requested a statement regarding the incidents from the station’s spokesperson Maria Maswanganye, but at the time of going to press, she had not yet provided comment. In a telephonic interview the spokesperson for the Provincial Department of Education, Naledzani Rasila, said that the Department had been notified of the situation by concerned parents. The investigation, according to Rasila, started on Tuesday, 1
November, and he said that he would provide feedback after the investigation concludes. Former learners at the school have expressed their dismay regarding the situation on social media. “This is a flipping abomination! An atrocity! I was deputy head boy, specifically for the hostel. I promise this would have never happened under my watch,” said Rosco Mocco. “How very sad, to think I used to go to what was a great school in days gone by,” said Lucio Carrozzo. The school’s matric pass rate dropped from 97.8% in 2014 to 90.6% in 2015. The school could not be reached for comment as none of their contact numbers seemed to be

This was amidst reports that a Rapid Assessment Team from the provincial department of Co-Operative Governance Human Settlement and Traditional affairs (CoGHSTA) would be visiting the Municipality on the same day to assess the state of the Municipality after receiving multiple complaints. The assessment is said to determine whether the Municipality is serving the community with respectable governance, and to investigate alleged corruption and maladministration. Upon being contacted for comment on the situation the provincial spokesperson for CoGHSTA, Razwiedani Khathutshelo, said that the issues should only be addressed to the municipality. “As a department we don’t dwell much on administrative matters of the municipality. Lizzy Bapela Scores of residents of Bela-Bela expressed their gratitude to the local mayor Jeremiah Ngobeni and the Waterberg District Executive Mayor Morris Mataboge for working together to make sure that they walk on paved roads, especially now that it is a rainy season. This happened during a public participation meeting that was held at Bela-Bela’s Sunfa Stadium on Saturday, 19 November. Scores of community members from various areas of the Waterberg District were transported to the venue to attend the event and air their concerns, grievances and comments as their leaders reached out to them.
The event’s objective was for the government to meet with the public and find out what the communities need, reporting back with answers to what they asked for. This event follows a series of events which were held in different wards. Unlike other imbizos that have taken place previously, this meeting appeared peaceful held. As usual, complaints and demands were raised and each leader noted those involving their own local municipality. Among the grievances raised at the imbizo, people asked that their leaders involve all existing community-based structures in future when hosting such events so that they can also have a say and receive help with what they need in those particular structures. People also begged
for the leaders, especially the mayors, to urgently and willingly engage with the police and work hard to find solutions to curb nyaope use and abuse within their communities as many young people die of this problem. Communities said that they were tired of seeing the problem expanding, while some police are alleged to be turning a blind eye or contributing to its existence. The creation of job opportunities, establishment of a higher learning institution and plans to eradicate the increasing number of taverns in townships were also among those brought on the table. The mayors pledged to attend to each and every problem as per community’s request. Mataboge told the attending residents that this is a
Mayor prides his municipality in service delivery Lizzy Bapela The mayor of Bela-Bela Jeremiah Ngobeni recently visited The BEAT’s offices to bring an update on the municipality’s service delivery progress. The mayor also held service delivery meetings at different wards to bring the community up to speed about the progress as many have been waiting for them in anticipation. The most-awaited progress on service delivery was the paving of roads in sections that were still unpaved, as communities complain of the conditions of the roads especially when it is rainy. Many of the roads were even posing a danger to cars as they were not even scraped to be made better for all road users. Many community marches taken place in the past tried to address these issues, with concerns that the then mayors were not taking their complaints and demands into consideration. During his visit at The BEAT’s offices, the mayor told the paper that the municipality wanted it to be public and clear that something is being done with regards to service delivery issues, especially the roads. He said that The BEAT and other publications covered the previous backlog in service delivery and it would be good if an update could be published as well, as a means of follow-up. “It is always good to tell people a story and do a follow-up if there are updates or progress in that told story. In this case, roads are being paved, though there are still those that become unpaved simply because people extended their yards. This disturbs the process but

government team that has dedicated to working against the backlog of service delivery in all areas, making sure that the people are satisfied. The event was declared a success, even though there were rumours that some municipal leaders mobilised groups of community members to cause a disruption. It is rumoured that the recent motion for the mayor to step down is triggered by his colleagues, who were known to be close to him in the past. Names such as Councillor Spando Maluleka and Henrietta Ledwaba were mentioned in the list of Ngobeni’s alleged current sworn enemies. The two were previously sworn enemies themselves and have now allegedly combined forces to fight against Ngobeni. Meanwhile, he denied knowing of such allegations.

The acting mayor of Lephalale Local Municipality, Councillor William Motlokwa recently handed over gifts to the mother of triplets. Windy Madimane of Morwe Village in Lephalale was delighted to be honoured with a visit from local political principals while admitted at the Ellisras District Hospital on Friday, 11 November. Madimane delivered her set of triplets at the hospital in October 2016. Acting on behalf of the municipality, Councillor Motlokwa said that it was an honour and a privilege for him to be giving out the gifts to the mother of triplets. He acknowledged that he was doing this in the presence of
the dedicated and hardworking staff members of the hospital. The acting mayor also said that the staff has dedicated their time and effort to serving the local community. Councillor Motlokwa added that he was happy to see that it is not only the municipality that is delivering services as promised. He further pleaded with the mother take good care of her children and notify the municipality wherever she encounters some struggles in the process of motherhood. The acting mayor wished the children a brighter future. Municipal spokesperson Conscious Chiloane told the media that the ceremony created a special moment for the municipal and hospital staff, as everyone wanted to be part of this gracious event.

Bela-Bela to host security event Lizzy Bapela The Department of Labour in Limpopo will be putting the private security sector in the spotlight. The Department will host a Private Security Seminar, scheduled to take place at the Zebula Lodge Golf Estate in Bela-Bela on Thursday, 24 and Friday, 25 November. Acting Departmental spokesperson Mokgadi Pela said that the seminar will be targeting captains of industries, employer organisations, interested stakeholders and union representatives in the sector. Pela further said that the first day of the seminar will be dedicated to the training of shop stewards. The training will focus on informing them about Sectoral Determination requirements, the operations of the roster system, claims processes of the industry pension/ provident fund, dispute resolving mechanism by CCMA, and the responsibility of Private Security Industry Regulatory Authority (PSiRA) in the private security sector. The second day will be the proper seminar, dedicated to the unveiling of national results of the Private Sector blitz inspections conducted recently. More than 200 delegates are expected to attend including representatives of the Employment Conditions Commission on the state of the sector, the Private Security Industry Regulatory Authority, the industry Provident Fund, SAPS, and trade unions, the South African National Security Employers Association, the Compensation Fund and the Unemployment Insurance Fund. “Some of the department’s past inspections blitzes have uncovered that the Private Security Sector is found wanting when it comes to registration of workers; denial of worker rights; lack of training; failure to comply with the Sectoral Determination on the payment of minimum wage to workers, growing predominance of fly-by-night businesses; failure to provide workers with uniforms and suitable weapons; lack of benefits for workers and “non-unionisation” in the sector. Some of the distinguishing features about the Private Security Sector is that it is subject to Sectoral Determination, which governs the minimum wage and conditions of employment in the vulnerable sector. The private security sector has more than 8000 registered security businesses. South Africa has some 479 617 registered and active security officers,” said Pela. The department announced that the Private Security Sector has despite tough economic conditions, experienced a phenomenal growth in the country. They added that with this growth new challenges have emerged, making the sector problematic in terms of compliance with labour legislations. They also stated that the Private Security Sector has been identified as a vulnerable and labour-intensive industry which has the potential to employ quite a considerable number of people and therefore assist in fighting poverty and unemployment. To that effect, proper regulation and inspection of the sector, therefore becomes both imperative and indispensable. Therefore continual engagement and interactions with all stakeholders with vested interest in the sector is of paramount importance. This will assist in reaching consensus on how to move the sector forward and rid it of lapses in regard to compliance with labour laws.

Help for damaged homes Justin Steyn Non-profit organization Change for Bela-Bela says it was approached by local ANC councillor Bonnie Malete about the tragic situation that struck Joyce Sefumpha, an Extension 6 resident in Bela-Bela. According to the organization’s spokesperson NJ Van Heerden the house that Sefumpha had been staying in with her siblings and four children burnt down on Thursday, 17 November while she was at work. Sefumpha said that she was notified of this at 8:30am that morning. She said that she did not know what had caused the fire, as she had been using only electrical appliances, not gas
or fire. “We were informed by councillor Malete that Joyce could not afford to repair her house as a result she and the rest of her family did not have a roof over their heads. We were especially worried about how this traumatic experience could affect her children and offered to sponsor enough corrugated iron to fix the exterior of her house as well as her roof,” Van Heerden said. Meanwhile the organization received further assistance for one the fire victims they had helped in October of this year. Sannah Lebudi. a resident of Leseding, a suburb outside of Bela-Bela, was in dire straits when the roof of her fourbedroom house was blown off by strong winds on Friday 7 October, leaving her and her seven other family members in a
rather worrisome situation. Although her roof had been repaired, some of the windows remained damaged. Recently Jaycee Glass & Aluminium in Bela-Bela offered to replace the broken windows free of charge, and reportedly did so soon afterwards. “We thank them on behalf of our followers and Mrs Lebudi for their contribution and hope that it will motivate others to do the same. This is just another example of how everyone can make a difference by working together,” he said.

Charity drive remembers child headed families Lizzy Bapela The Bela-Bela United Men’s Prayer Outreach, also known as the Young Men’s Guild, continue to do the work of good Samaritans within their community. The organisation identified three households for their outreach programme on Sunday, 20 November. This time, they also remembered child headed families as beneficiaries in their grocery donations. A family of five, the Molekwas, consisting of an older brother with four dependents, were among those who benefited from the programme. Two of the dependants are still in school and no member of the family is employed. They stay in a tworoomed shack in the Zuma View Informal Settlement. African Methodist Episcopal Church Pastor Julia Mogashoa was the motivational speaker during a visit to the family, and she talked about sharing the little that people have without measuring or comparing. The Molwantwa family of two brothers, two sisters and five grandchildren also could not contain their gratitude when receiving their set of household items. They stay in a small oneroomed shack with no window at Leseding Section. Uniting Reformed Church Pastor Philemon Lekalakala motivated a gathering with this family, talking about remembering those less fortunate when enjoying life’s fruits. He added that as it’s said blessed is the hand that giveth, the members saw it needed to stretch their helping hand to another family in need of such blessings. Another happy family was the Matsiengs, from the Old Location. The family of five
with three children, two of whom are still at school, reside in an old house that is in a terrible condition. Evangelical Presbyterian Church Pastor Gordon Maluleka motivated at this family, quoting different bible scriptures that go along with sharing and helping the less fortunate. He said that we are all siblings before the eyes of the Lord and as such, we need to look after one another, making sure were all go to bed full. All these families depend on social grants. The families were very thankful to all members of the church and the organisation who contributed to the programme in order to feed their hungry family members. The speakers noted that the donations will not last the families a lifetime but the little that was shared will do its part and could also open doors for more. Meanwhile, Minister for Public Works and previously Deputy Minister for Rural Development and Land Reform Thulas Nxesi, was expected to grace the occasion but could not due to work related commitments. As Bela-Bela is his constitutional jurisdiction, he sent the office’s manager Maurine Ouwani to represent him. In her address, Ouwani said that she will send the minister a detailed report of the families and their grievances, not forgetting to motivate for them to get urgent help as everyone could see that they needed it. She added that the groceries donations made on the day were just a step forward in the needed intervention regarding their living conditions, which touched every member present at the handing over. The members also pledged to dig deeper into their pockets in order to lend more help to those in need.

Boys 2 Men derails Troublemakers train Mzamane Ringane Modimolle Troublemakers FC’s progress has been halted by the Vaalwater-based Boys 2 Men FC on Saturday, 19 November at the Ephraim Mogale Stadium. In their first loss of the season, Troublemakers FC, who were playing their sixth match, were beaten 3-0 at home last weekend. The Modimolle team has so far won three matches, drew 2 and only lost one during their recent encounter. Government celebrates children Lizzy Bapela The children of Bela-Bela were celebrated during an event held for them at Thusanang Special School on Monday, 21 November. The Department of Transport and Community Safety led by MEC Nandi Ndelane hosted the event, named the Departmental Children’s Day Celebration. Bela-Bela Councillor and Member of the Waterberg District’s Mayoral Committee Matilda Radebe acted as MEC and Executive Mayor on the day, as MEC Ndelane and Executive Mayor Morris Mataboge were held up elsewhere with work related matters. Radebe was accompanied by the local mayor Jeremiah Ngobeni and his entourage, as well as the Department and other sector departments’ officials and management. Head of the Department of Safety, Security and Liaison Nchabeng Tsebe said that the day was aimed at the departments and leaders spending time with the children and seeing what they do on a daily basis. She added that it was also aimed at affording the children an opportunity to meet and interact with them and show them what they are able to do, as many call them the disabled. Children from different primary schools in Bela-Bela were transported to the school to attend the event, ushered in by their teachers. The event was cheerful for the children as the leaders strove to keep them entertained instead of boring them with long speeches. In their addresses, both the mayor and acting MEC pledged to help the school with their urgent needs to ensure that everything runs smoothly. They also encouraged parents, guardians and the community at large to also accept the children’ capabilities and weaknesses. They further commended the school for their good work and its neatness and orderly structured. Different school performing groups entertained the audience during the event, with items such as poetry and traditional dance among others. After a formal programme, the children were joined in on a playing session with various sporting activities and later treated to generous meals at the school. Activities include hula-hoops, tug of war, sack race, bottle race, egg race, balloon race and passing the ball.

SAB League Skills Camp kicks off TK Mashaba The first day of the SAB League Skills Camp was off to a flying start on Sunday, 20 November, when match officials and league administrators from throughout the 52 SAFA regions commenced their courses at the High Performance Centre in Pretoria. A vigorous fitness test was the first assignment of the day for the match officials under the watchful eye of experienced SAFA instructor, Derek Hansen, who regularly conducts fitness tests for highly ranked match officials in the country as well as the rest of the continent. According M-Sports Communication officer Thabang Mazibuko , the fitness tests were followed by an in-depth analysis of the Amendments of the Game to ensure that officiating at SAB League level is at the highest standard. “Concurrently, aspiring football administrators got underway with their Sports Administration course with a detailed discussion on Governance and Constitutions in Sport leagues and clubs,” he said.
