Bela-Bela takes a stand Justin Steyn

Hundreds of Bela-Bela residents from all walks of life marched in protest in front of the town’s municipal offices on Thursday, 24 November. The marchers were protesting the municipality’s continued refusal to make public the KPMG audit report, which details the results of an investigation into allegations of corruption and maladministration at the highest levels of the

municipality. The protesters began to gather early at various points on the western side of town, awaiting their police escort. Once the police arrived, the protesters thronged Chris Hani Street, bearing placards and loudspeakers. At the municipal building, local police were already at the scene to monitor the protest, but community leaders asked the crowd to refrain from violent acts and remain calm and respectful. Representatives of the community

handed over their memoranda to the town’s mayor, Jeremiah Ngobeni, after it had been read aloud to the crowd. The memorandum stated that the community is concerned regarding recent tax increases, which they say are unaffordable, as well as an apparent R28 million Eskom debt. The protesters said that they were declaring a motion of no confidence in the mayor and the ranking councillors of the municipality “for remaining silent on important issues”. The protesters demanded a

response from Ngobeni within seven days, and demanded that their issues be raised with the MEC of CoGHSTA, Makoma Makhurupetje, as well as Limpopo Premier Stanley Mathabatha. After signing the memorandum, Ngobeni addressed the protesters and promised a response within 14 days. Protesters reacted with outrage since they had demanded a response within 7 days, and said that they would return en masse on Thursday, 1 December.

Taking a stand, residents of Bela-Bela protested in front of the municipal offices demanding, yet again, the release of the KPMG audit report. Photo: Justin Steyn

Mzamane Ringane As we welcome the month of December, it is regrettable that many people find themselves lying in hospitals or even lose their lives as a result of accidents on SA roads every year. During this time of the year many people from all walks of life travel on national roads to join their families when they celebrate Christmas and New Year. While most arrive home safe and sound, a number of people do not make it as they perish on the road. Road accidents are reportedly one of the major causes of death worldwide. According to the recent information issued by World Atlas Statistics, South Africa has the sixth highest road traffic death rate in the world. As a solution to these serious challenges in the country, the Road Traffic Management Corporation (RTMC) will be hosting its first ever indaba with traffic officers from all

provinces and municipalities to seek solutions to the carnage on the country’s roads. The indaba which is aimed at achieving among other goals, to improve the image and professionalism within the sector will take place in Durban from 5 to 9 December. Ministers, MECs, Mayors and members of Mayoral Committees are expected to take part in the meeting. In other related news, the Minister of Transport Dipuo Peters addressed people at the third National Road Safety Summit held in Durban the previous month. The summit served to discuss ways to find solutions to the challenges on SA roads and improving road safety in the country. She said that among other recommendations made by the commissions at this summit, was that drivers must not be allowed to exceed speed limits and further discouraged drinking and driving. It was also recommended that the law must be fully implemented and

enforced. “Roads are integral part of modern life and bring many benefits, but progress in transportation and road infrastructure must not come at the cost of injury or loss of life. There should be no road that is not a safe road. We all have our roles to play: Government have to implement laws and regulations, as well as infrastructure and oversight agencies to ensure enforcement to protect citizens, as well as to ensure accessible and sustainable transport systems for all,” she said. While many road accidents happen on national roads, it is important to note that accidents can also happen within residential areas. Local schools are also playing a significant role in educating scholars and the community at large, on the importance of obeying road signs. Schools carry out this significant message through their scholar patrol programmes. Obeying road signs can save lives, both on national roads and within residential areas.

Modimolle racism case- the plot thickens Lim 368 Speaker Johann Abrie. Photo: Mzamane Ringane

Mzamane Ringane While the SAPS await the National Prosecuting Authority’s decision on

the case against the Speaker of Lim 368 Municipality Johann Abrie, COSATU in Limpopo has announced that it has opened a separate case with the South

African Human Rights Commission (SAHRC). “The Congress of South African Trade Unions in Limpopo has opened a case of racism against Johann Abrie, Speaker of Modimolle/Mookgophong Municipality, with the South African Human Rights Commission. Abrie is alleged to have used the K-word against a black employee at the municipality (Thabo Raymond Maake) and accused them of being “thieves who are like their father Zuma”. The organisation continued to urge other workers in the LIM 368 municipality and beyond to come forward and report their cases if they had ever been subjected to such treatment. “We are also making a call to all other workers in the same municipality, workers at every workplace and ordinary community members to come forward and report cases of racism. Maake, has opened a crimen injuria case against Abrie with the Modimolle SAPS. “We are confident and looking forward to the South African Human Rights Commission going to the bottom of the case and we will further comment once the findings are out,” said COSATU. On Monday, 28 November, Modimolle SAPS Spokesperson Warrant Officer James Findlay said a decision was yet to be taken by the prosecutor whether there was enough evidence for prosecution. The Democratic Alliance (DA) in Limpopo has since poured cold water on the allegations, stating that no Speaker of its party will ever make such utterances.

The police were alerted of a potential hijacking in the Vaalwater region during the early hours of Monday, 28 November. A man and his girlfriend were enjoying some quality time near Lesideng when they were unexpectedly approached by three men. As far as the police have seen with their initial preliminary investigations, it has been said that the three men who approached the vehicle saw an opportunity while passing by to potentially hijack the couple. The three suspects allegedly proceeded to stab the male victim and owner of the vehicle several times in the body and in his head which led to profuse bleeding. They then turned to the victim’s girlfriend who they allegedly assaulted and raped. Due to the victims being extremely traumatised, very confused and unable to fight back, the suspects fled the scene in the blue Fiat Palio. The vehicle was later found near the Vaalwater Oasis (Choppies) centre, where the vehicle supposedly had a mechanical breakdown and the suspects’ “joyride” rapidly ended. The police were only alerted at

roughly 00:30 about the suspicious vehicle covered in blood and immediately started their hunt to find the owners of the car, as well as the suspects. “We managed to catch one of the three suspects. We know these guys, and it is not the first time they are in conflict with the law,” said Sargent Mafemani Makhuvele. The police were alerted on Monday morning at 10:00 that the two remaining suspects were still in the area, and were hiding in vacant land across the road from the AWA auction grounds. Concerned citizens from the Vaalwater region namely the West Dunes Aviation immediately volunteered to help with the investigation and brought in a helicopter to cover the area in search of the suspects. Unfortunately no suspects were found. Makhuvele stated that the investigation has since been intensified and they are hopeful that more arrests will be made soon. The victims are recovering from their ordeal, and will soon help track down the remaining suspects. If anyone has more information regarding the incident, please call the Vaalwater Police on tel. (014) 755 9705 or Sargent Makhuvele on tel. 082 565 8508.

Two foreign women arrested for assault TK Mashaba An assault case against two Zimbabwean women was postponed after they briefly appeared before the Bela-Bela Magistrate’s Court on Monday, 28 November. During their appearance, the pair pleaded guilty to the charges against them. Nomatter Mapunga (32) and Faith Ruhinga (22) were arrested on Friday, 25 November, after being identified from a video that went viral. The video shows Ruhinga and Mapuga and two other women, allegedly sexually assaulting another woman and pouring peri-peri on her private parts. It is believed that one of the suspects’ boyfriends cheated on her with the victim. According to Bela-Bela Police’s Lieutenant-Colonel Abel Phetla,

Nomatter Mapunga and Faith Ruhinga are charged with sexual assault for their alleged attack on another woman. Photo: TK Mashaba the incident occurred on Thursday, 24 November, and the case was opened on Friday, 25 November. “The two women were arrested later on Friday,” he said. The other two women shown in the video are still at large. The victim’s family says that she is traumatized by the events. “She is still having flashbacks and she is going to need psychological help to overcome the trauma,” a relative said. The victim refused to comment.

Self-proclaimed “prophet”, Lethebo Rabalago, has sparked mass controversy for spraying someof his followers with Doom at an event in Mokopane. Photo supplied TK Mashaba The Bela-Bela train station is under renovation and construction is underway. According to TransNet’s Corporate Affairs Official Clement Maphaba, the renovation is part of reviving the Bela-Bela station to be a cargo clearing station. “Bela-Bela is an old station on the main line from Polokwane to Pienaarsrivier. In line with our strategy of moving rail-friendly traffic from road to rail we have engaged citrus producers who are currently transporting their export cargo by road from Marble Hall and surrounding areas. The

plan is that they will move their cargo by rail, and they are warming to the idea,” said Maphaba. “We have decided to use the Bela-Bela station as a loading site,” he added. “The area is going to be fenced to reduce the risk of people being injured as a result of the increased activity in that area.” Maphaba said that the municipality is supportive of the plan. “This initiative is aimed at helping to reduce the high number of heavy vehicles on the roads, reducing accidents and making road maintenance easier,” he said. The project is due to be completed in 2017.

Statements outstanding on alleged neighbourhood burglar case Justin Steyn

The Magistrates court in Bela-Bela says it is still awaiting outstanding statements on the case against Seun Maluleke, an alleged house burglar. Maluleke appeared before the Bela-Bela Magistrate’s court on Thursday, 24 November facing charges of theft and house robbery, but his case was postponed to Tuesday, 13 December due to insufficient statements on the matter being presented before court. Maluleke was arrested on Thursday, 20 October for allegedly breaking into a residential home in Swanepoel Street, BelaBela. It has been alleged that Maluleke attempted to steal a large compressor machine from resident, Amanda Ferreira. Ferreira said she was informed about the attempted a burglary by a housemate, Shaun Dearall, who informed her that a man was attempting to climb over their wall with a compressor that belonged to them. Ferreira said that she informed the Bela-Bela Crime Support (BBCS) unit about the situation and they gave chase to apprehend Maluleke. Elri Arlow, Bela-Bela Crime Support (BBCS) founder, said that members of the BBCS chased after the man as he fled on foot. “We chased the man immediately after receiving the call. He fled on foot and we chased him from McCord Street. He managed to evade capture, but was finally caught and arrested in Park Street where he was hiding in an empty house,” Arlow said. According to Lieutenant-Colonel Abel Phetla, Maluleke allegedly used the house to store goods he had allegedly stolen from houses in the neighbourhood. To date, Phetla said that the majority of stolen items have been returned to their owners.

Justin Steyn The African Christian Democratic Party (ACDP) and Tiger brands have condemned recent acts by self-proclaimed prophet Lethebo Rabalago. Rabalago made headlines news around the country for spraying Doom insecticide into the faces of congregants at the Mookgophong community hall during a midnight prayer session two weeks ago. The ACDP President, Reverend Kenneth Meshoe, strongly condemned the actions in a statement.

“The ACDP strongly condemns self-styled “prophets” who abuse their congregations. In yet another scandalous event Lethebo Rabalago has been spraying Doom into his congregants’ faces to “heal” them. Insecticide is dangerous when it is inhaled or ingested and can even be fatal,” he said. According to Meshoe, the police have said they cannot charge these so-called “prophets” as the congregants do not make complaints. “We call on legal experts to advise the police on how to proceed as deliberately endangering another person’s life is against the law. There is video evidence on all of these cases. We must use existing law to protect the innocents,” Meshoe said that mainstream Christianity has a responsibility to continue to denounce these practises and “cult-like behaviour”. Tiger Brands, who is responsible for manufacturing Doom, said that the company has become aware of the recent actions and have also condemned the acts. “We find this practice alarming and extremely concerning, and want to make very clear that it is unsafe to spray any Doom or any aerosol onto people’s faces. Doom has been formulated to kill specific insects which are detailed on the cans, and the packaging has very clear warnings which must be adhered to,” said the brand’s spokeswoman Nevashnee Naicker. Naicker said that using this product for purposes other than what it is intended for poses risks and is therefore dangerous. She said that Tiger Brands is in the process of contacting Rabalago to ask him to refrain from such practice. At the time of going to press, Provincial police spokesperson Lieutenant-Colonel Moatshe Ngoepe said that no charges have been laid but the matter is under investigation.

TB patients moved after mask strike Ronél van Jaarsveld The entrance hall stands empty, with only a single sleeping security guard on the couch. The wards are abandoned – not a patient is in sight. This specialist MDR-TB (Multiply Drug Resistant Tuberculosis) hospital at Modimolle is equipped to treat patients with the highly contagious, drug-resistant TB strain, as well as to quarantine them while they are infectious. For this reason, the hospital is equipped with UV lights and special air conditioning units and windows. According to one of the staff, the patients were moved to nearby hospitals, or sent home, when the nursing staff went on strike. The nursing staff were concerned when their masks – which allow them to safely treat their highly infectious patients, were switched from the 3M masks to a mask made by the Kimberly Clark after a new tender was accepted. “It’s our health that is being played with,” one of the staff members said. “The new mask does not seal properly and the band that holds it in place is of poor quality.” There are allegations that a number of the staff have become ill as a result of this, and staff say that they have no choice about which mask to use. “We were told that if we couldn’t work with the Kimberley Clark mask, we could resign,” a nurse said. Unprotected strike According to the provincial spokesperson for the Department of Health, Derick Kganyago, the strike was unprotected and some of the staff were dismissed. Sources told The BEAT’s sister paper The Post that eleven of the 65 nursing staff were dismissed, but Kganyago would not comment on that. “It is a staffing issue that has not yet been resolved,” he said. “It would not be appropriate to speak to the media about it at this point in time. The patients were moved to other hospitals in order to receive the care they need, and outpatients are still being treated at this hospital.” The staff member who spoke to the media expressed concern about the infectious, drug-resistant TB patients that are now being treated in ordinary hospitals. “They are being treated in an ordinary ward,” they said. “The personnel that treat them move between different wards and we are concerned that other patients, whose

immune systems are already compromised, may become infected.” “The disease’s infectiousness is exactly why this hospital was equipped the way it was and, as a rule, these patients should not be treated at ordinary hospitals.” Infectious patients at home Patients who are suffering from the MDR strains of TB, usually spend months in the hospital in order to get the disease under control, and are put on a strict medication regimen. “As long as the patients who are being sent home regularly drink their medicine and wear their masks at all times, they should not be as infectious,” the source said. “But very few people use their masks because they mark them as ill, and they are rejected by society. It is incredibly dangerous for their families, especially children and the elderly.” The masks One of the staff members of the hospital was able to provide The Post with examples of both the old and the new face masks. On the face of it the 3M masks, which were used before the new tender was accepted, appears to be much sturdier, with two adjustable elastic bands. The mask is round, with a steel insert over the nose bridge. The Kimberly Clark mask, also named the ‘duckbill’ because of its shape, is not specially shaped, and folds open. It has a single, thin elastic that cannot be adjusted. It also has a metal insert over the bridge of the nsoe. Professor Shaheen Mehtar, Chairman of the Infection Control Africa Network, who works out of Stellenbosch University, told The Post that the masks were made of the same materials, but that their shapes were different. “In other words, if the mask does not fit, it has very little to do with the mask, and more to do with the contours of the face and the nose.” He said that thorough, repeated training is the key to using the masks correctly, and therefore to the safety of the personnel. Internet searches turned up a discussion between medical personnel that indicated that both masks appear to be of decent quality, but that people with a rounder face and a flatter nose – as is common in both Africa and Asia – experience problems with the Kimberley Clark mask, since it does not seal well on that face type, while people with higher nose bridges common to Europe, will find the M3 mask more difficult to wear. Although there are allegations of corruption regarding the choice of the masks, Kganyabo said that all provinces took part in the tender process, and that the Kimberley Clark mask is now the standard for use in state hospitals nation-wide.

The Department hosted the first ever awards ceremony for Person with Disabilities in Agriculture and Rural Development (PDARD) at the Toowoomba Research Station in Bela-Bela on Friday, 25 November. The National Disability Rights Awareness Month is commemorated annually between 3 November and 3 December. This year’s commemorations took place under the theme: “Persons with disabilities, equal participants in shaping a

Macheke family Farm won the Top Producer for Informal Market award. Photo: Lizzy Bapela sustainable future”. Research states that disability is the consequence of an impairment that may be physical, cognitive, mental, sensory, emotional, developmental, or some combination of these. The Department of Social Development is responsible for driving the government’s equity, equality and empowerment agenda in terms of those living with disabilities. The month, provides the country with an opportunity to among others, inspire hope and confidence in the ability of South Africans and the state machinery to work together in addressing the common challenges facing persons with disabilities and society in general. Meanwhile, Bela-Bela’s Thusanang Special School emerged runners-up in the Top Special School category, while the Thobela Centre for the Mentally Handicapped from Ga-Madiba in

Mogalakwena emerged the winners. Matlapa Farming Project from Mosesetjane Village also in Mogalakwena emerged runners-up in the Top Producer for Backyard, while Anna Mamma Sehlare of Shongoane 1 in Lephalale took the award. The Top Producer for Informal Market award went to the Macheke family Farm of Radium in Bela-Bela, while Botsalanong Vegetable Project from Witpoort Section in Lephalale came in second. The farmers awarded during the event in Bela-Bela received cash monies to assist them in developing their farms. This is also to make their farms look better for when the department’s inspectors come to inspect and help prepare for the next awards. The mayor of Bela-Bela Jeremiah Ngobeni and member of the executive council Joseph Makhubela graced the event and interacted with the farmers.

Modimolle celebrates yesteryear

Members of TRV Live Band donned the vintage clothing during their recent performance, as a build-up to the Kofifi Chillas. Photo: Mzamane Ringane Mzamane Ringane Waar was jy (where were you) when LP records were used to play music, instead of the modern CD player? You might not have been born yet when erstwhile clever young men of Sophiatown and Lady Selbourne used to wear a beret, something which was a popular signature hat at the Jazz sessions back in the

days. Those who are familiar with the beret-donning Jazz sensation Jonas Gwangwa will relate to this. If you were indeed not there when all these priceless moments unfolded, brace yourself for the Kofifi Chillas at Modimolle’s Peter Nchabeleng Community Hall on Saturday, 10 December. Locals are invited to attend the event which will be aimed at recollecting and enjoying the

memories from the olden days. As part of the celebrations, revellers are urged to put on vintage clothes when they show up for the event. The local versatile band, The Rudiments Virtuoso (TRV) will be entertaining the audience with live music from the past. Band manager Neo Mokhonoana said events of this kind have been happening in other parts of the country, and they thought it was best to finally bring it home. “We are going back to our roots. Young people do not know a lot about the past events. We want to relive great moments from the past and rejoice in it,” he said. Mokhonoana said the venue of the event will be given a vintage feel, with antique decorations all around. As a build-up to the main event, members of TRV Live Band hosted performances of the golden oldies music at Tsongo’s Braai Lounge on 19 November and also staged another one at P&R Lounge on Sunday, 27 November. For more information regarding the event, Neo Mokhonoana can be contacted on 072 354 5244.

Guide increases his awards score The cheerful award-winning guide Sidney Mikosi with the CEO of SANParks Fundisile Mketeni and the park’s COO Lize McCourt. Photo supplied

Lizzy Bapela It seems there is no stopping Fhumulani Sidney Mikosi, the man many have labelled the jungle encyclopaedia, as he has just increased his awards score to 14. This happened at the South African National Parks (SANParks) Kudu Awards, which were held at

the Gallagher Estates, Midrand on Friday night, 18 November, where he received the Special CEO Award. SANParks Regional spokesperson Divhani Maremba said that the Kudu Awards are the South African National Parks (SANParks) awards that take place every year to honour those individuals and organisations that are contributing positively in the conservation industry. He added

that this usually goes hand in hand with the CEO awards, where CEO Fundisile Mketeni honours those individuals that make the Parks shine in every way possible. This year has really been epic for this energetic man who is based at Marakele National Park as a head guide. In addition to being nominated for the Limpopo Provincial Lilizela Awards, Sidney has been the talk of the nation after he scooped the national Lilizela Award as the Best Nature Guide in South Africa at an event held last month at the Sandton Convention Centre. “Yet another award in my pocket. I feel humbled more than anything and I hope to keep and uphold the standards of SANParks at all times,” said a cheerful Mikosi. Besides the Lilizela Awards, he has in the past won several awards ranging from Excellent Performance in the workplace to Best Customer Service in the Workplace among others.

Local golfer heads to China

Volvo championship winner, Will Moshoeu at his happy place: the golf course. With him he has his putter, which is from the first second-hand golf set he bought in 2005. Ronél van Jaarsveld The young boy who started caddying at the Nylstroom Golf Course to earn lunch money for school several years ago, will compete in the Volvo World Golf Challenge in China next year. The now 34-year-old Will Moshoeu has claimed the South African Volvo Championship title on Monday, 14 November, at Sun City. During the international tournament, which is part of the European tour, club golfers from forty countries will get to compete during the twoday, 36-hole final. The humble Moshoeu, a resident of Phagameng in Modimolle, says that golf is one of the great loves of his life. When he started caddying at the age of 14, he knew nothing about the sport. “I fell in love and learnt as much as I could from the golfers whose bags I carried. The R30 I earned was good money for a pupil in those days! I promised myself that as soon as I have a proper job, I would buy my own set of clubs, which I did in 2005. The putter that I bought with that first second-hand Wilson set has earned me many a win. I used it during the Volvo competition as well,” he said. “My clubs are like children – I love them all equally. But I do have a very soft spot for that putter!” Moshoeu, a representative for SABMiller, says that he is a weekend golfer. “I won the Volvo Wednesday game here at my home club, Koro Creek and then represented the club at provincial level. During the championship, I continuously told myself to not overthink it and stay in the moment,” he said. He says his mentor, the 66year-old Jacob Phala, played a big part in his success. “I still cannot beat him regularly. He gave me the courage to continue when my practice shots kept going wild when I just started playing. I kept trying until I

beat him for the first time,” he laughingly said. Moshoeu, who comes from a sports-loving family, sustained a serious knee injury last year December in a motorcycle accident. His knee had to be rebuilt. “Life handed me a penalty shot. I thought my golfing days were over. What a blessing that a year later I would win my biggest competition yet.” Moshoeu has a philosophical view of the sport. “Golf is very much like living life. You are in a riskreward situation and are continuously confronted with choices. This sport will quickly show one’s character: during a difficult shot you are dead when your ball heads to the bushes on the left, the water on the right and the bunker in the middle. Do you charge in, do you take risks, do you plan carefully and are you honest when placing your ball, even when no one sees?” Even after the all the hours spent on his home course, he still flinches when asked which hole is his nemesis. “Definitely hole 7. It toys with your mind – there’s water, a bunker and bushes.” He encourages youngsters to get involved with the sport. “I know it is expensive, but start learning what you can. Save up and buy a second-hand set and practice basic skills at the driving range. There are a lot of golfers out here who are willing to teach. This sport teaches you discipline and honesty.” His best times on the course? “Since my caddy days I’ve thought the best times are those very early mornings before anyone else arrives. You breathe in the smell of freshly cut grass and dew drops clinging to the grass come and sit on your shoes. Even my worst days on the course are better than my best days at the office!” The tournament was a unique “Tournament of Champions” style event which saw European Tour winners compete together with leading amateurs on one day of the tournament.
