Protestors march through the CBD en route to the municipality. Photo: Mzamane Ringane Mzamane Ringane A peaceful protest at the Modimolle Local Municipality on Wednesday, 21 October, turned chaotic after scores of picketers were told that the Mayor was not available to see them. Residents marched through the streets of Phagameng Township into the Modimolle CBD under a heavy police escort. On arrival at the local municipality premises, the marchers were told that Modimolle Mayor Kgaretja Lekalakala and Municipal Manger

Sam Bambo were not available to receive the memorandum, as they were attending the Provincial Members’ Assembly. Acting Municipal Manager, Molopo Zacharia Namate, was given the responsibility to receive a copy of the memorandum on behalf of the municipality. The protesters, however, demanded to see the mayor, municipal manager or any of the office bearers that were specified in the memorandum. The other three mentioned were speaker Aaron Sebolai, Chief Whip Grace Mashitisho and municipal spokesperson Patrick Shika.

Namate explained that the five individuals, including Bambo and Mayor Lekalakala, were all occupied elsewhere, and that was where the confusion began. The angry protestors threatened to shut down the municipality and bring services to a standstill. There was an altercation between the protestors and members of the SAPS after some of the concerned residents lost their tempers and dumped garbage in front of the municipal buildings. After a lengthy argument between the two parties, the protest leaders had a brief

discussion with the police. The leaders restored peace, after pleading with the protestors to calm down and exercise their rights peacefully. The memorandum was ultimately received by Namate, with the protestors giving the municipality only 48 hours (from Wednesday. 21 October) to respond. In a telephonic interview on Monday, 26 October, concerned residents leader Hendrick Malatji said they have submitted another application for picketing. He said they will be calling for the resignation of the mayor and all councillors.

Bela-Bela cops make dagga bust

Murder suspect Desmain Adams’ bail application has been postponed due to translation problems which arose during his second court appearance on Tuesday, 27 October. The 20-year old man has been accused of the murder of Lindie Bosch, a school teacher, during a birthday celebration at Laerskool Warmbad in Bela-Bela on Saturday, 17 October. During Adams’ second appearance Bosch’s mother, Anne Hoffman, waited for nearly three hours for court proceedings to commence. She was accompanied by members of the Bela-Bela Crime Watch. When he was brought before the court, Adams said that he would prefer to be addressed in Afrikaans. The Court then

broke for another hour for lunch, and for an Afrikaans translator to be appointed. The proceedings were again halted as EN24 presenter, Gerhard Pretorius, applied for broadcasting rights to the appearance, but this was opposed by both the defence and the prosecution. Magistrate Sam Phakula said that the issue regarding broadcasting rights had to be explained to Adams. The translator then said that she could only translate verbal communication, and was not able to translate written documents. Magistrate Phakula said that the matter had to be postponed in order for the court to explain the broadcasting issues to Adams in Afrikaans, and the case was postponed to Wednesday, 4 November. Adams is also implicated in cases of theft.

After a swift appearance at the Bela-Bela Magistrate’s Court the twelve individuals accused of murdering William Moikanyane have been released on extended bail. Moikanyane, a 29-year old man from Pankop, outside Pienaarsrivier, was allegedly murdered by the twelve people in question in Pienaarsrivier on Friday, 28 August. Witnesses claimed that Moikanyane was attacked in the early hours of the day after he was accused of stealing from the residents.

Paramedics from the provincial EMS said that they were called to the scene and found that Moikanyane had been badly beaten with knobkieries and was surrounded by members of the local community. “When we arrived at the scene we saw that the man was unconscious and tied up with rope. He was bleeding heavily. Several bystanders threatened to kill us as we tended to him, and claimed that he had been stealing from them,” said one of the paramedics who attended the scene. The twelve men and women were told to appear at the Bela-Bela Magistrate’s Court on Wednesday, 9 December, and were granted bail of R1 000 each.

Bela-Bela criminals sentenced Lizzy Bapela

Justin Steyn Police in Bela-Bela have arrested a man who is alleged to have been cultivating dagga plants in Radium. According to Bela-Bela police spokesperson Constable Maria Maleto the arrest was made after information was received from an informant.

“One of our informants had been watching this farm for a while, and suspected that dagga was being grown in the area. Police investigated, and we found that the suspect had been cultivating a number of dagga plants,” she said. Obert Sumbani (43) was arrested for cultivating dagga plants. According to Constable Maleto, the plants have a street value of R8 000. Sumbani was fined R500.

A man was sentenced to six years’ imprisonment on three counts of housebreaking when he recently appeared before the Bela-Bela Magistrate’s Court. Solly Sello Themba (19) was arrested after breaking into the Bela-Bela Post Office twice in August, where he damaged parcels and stole items. Police spokesperson Constable Maria Maleto said that Themba also broke into a hair salon in town in August. Nothing was reported stolen during that incident, but the sliding glass door was damaged when Themba forced it open. The police were informed of the incident,

leading to his arrest. * Meanwhile, a 26-year old man was sentenced to six months in prison and a fine of R3 000 when he was found guilty of malicious damage to property and assault with intent to cause grievous bodily harm. According to information received, Hendrick Maluleke went to the complainant’s house, broke his windows and forced the door open. It appears that the complainant was in a relationship with Maluleke’s girlfriend at the time of the incident. Constable Maleto said in a statement that Maluleke stabbed the complainant in the chest, resulting in serious injuries. She said that the complainant had to be rushed to the Bela-Bela Hospital for medical treatment.

Serious warnings to members of the public Bela-Bela community Lizzy Bapela The Bela-Bela Police have warned members of the public against reporting false crimes. This comes after a man was arrested for giving false statements under oath. Constable Maleto said that the suspect came to the local police station to report a case of common robbery on Thursday, 8 October. He told the police that a young man robbed him of R50 and as a result, a case was opened. She said that it was discovered during preliminary investigations on Friday, 9 October that the ‘complainant’ had given a false statement under oath. Constable Maleto said that the correct version of the incident was that the complainant had been robbed

of a packet of nyaope drugs. She said that witness statements were obtained, supporting that he had, indeed, lied in his statement. He is expected to appear in court soon. * The police warned the community against buying items online without actually seeing them physically. Constable Maleto said that there are scammers who rob people of their hard-earned cash, and they are advised to only buy items in person. She said that the police have received a number of reports on such cases. The police also advised people to ensure that door and windows to their cars are properly closed or locked before leaving them in order to prevent theft from motor vehicles. She indicated that reports in cases like these are increasing.

Bela-Bela Mayor denies allegations EFF representative Neo Moloko seemed to be in an angry mood. Photo: TK Mashaba

Community members attended the live interview at the community hall. Photo: TK Mashaba TK Mashaba SABC Radio Station Motsweding recently conducted an interview with Bela-Bela Mayor Lucas Nhlapo, DA representative David Senosha and EFF candidate Neo Moloko. The community of Bela-Bela arrived en masse to witness the interview, which was broadcast live at the Bela-Bela community hall on Friday, 23 October. Many of the attendees said that they were eager to see Nhlapo, who they say does not often visit the community or attend meetings. When confronted with these allegations, Nhlapo countered that part of the community often does not attend when he calls for meetings. “The community is complaining about service delivery and lack of housing and so forth, but they fail to attend meetings,” he said. Moloko told Oshebeing Koonyaditse, the Motsweding FM Current Affairs host that the ANC and the mayor have been corrupt in the issuing of RDP houses. “All people are entitled to have RDP houses regardless of which party they support,” said the EFF representative. Senosha accused Nhlapo of failing in service delivery. “How long have the people of Zuma View been there?” he asked. “They won the

court order but they have not received RDP houses or even basic services like electricity and sanitation,” said Senosha. DA councilor Keenan Alberts also mentioned that the mayor does not often attend council meetings, and asked how the mayor could take decisive action when he does not attend council meetings. Some, however, said that corruption had been in the municipality before Nhlapo was appointed.

Zakes Moeletsi, who was also there, was pinpointed as one of the people who knows the history of corruption in the municipality. When he was called upon to explain, however, he denied any knowledge of corruption in the municipality. Nhlapo said that a new system will be put in place for the registration of RDP houses, which will be monitored by him and his team.

The event took place at Sunfa Stadium on Saturday, 17 October. Various community-based organizations were represented during the event, with people of all ages present. Acting manager in the Department Tsinyane Mothapo said that the purpose of the event was to create awareness and educate people on the services rendered by the unit. He added that in waste, people usually take out their rubbish bins on wrong days and when not taken, the rubbish dirty the streets and create chaos. He further said that other challenges are that some community members vandalise parks, steal road signs and illegally dump their rubbish

in public places. Different speakers made presentations, outlining their departments’ service offers. The Fire Department presented on fire, disaster and prevention; while Traffic talked about road safety, management, learners and drivers’ licences and booking system among others. Meanwhile, the Parks Department talked about the usage and importance of parks, trees, cemeteries and rental of community facilities while the Waste Department talked about collection schedules and equipment, waste type, recycling, illegal dumping or littering and dead animals. Community members were afforded an opportunity to ask questions and make inputs, a session which many applauded. The people commended the municipality for this, saying that it gives them light as to which department deals which kinds of services and how and where to address certain issues that they encounter. Local performing artists filled the stage and entertained the audience.

People from various municipalities of the Waterberg converged on Modimolle’s Ephraim Mogale Stadium on Tuesday, 20 October, to celebrate an event which served to remind them about the importance of tree planting and preserving. MEC of Sport, Arts and Culture Nandi Ndalane, who was acting as the MEC of Agriculture and Rural Development on the day, addressed scores of people who travelled from across the Waterberg into the Phagameng Township. MEC Ndalane highlighted that the aim of Arbor Week is to promote awareness of the need for planting and preserving indigenous trees throughout South Africa. “Ladies and gentlemen, unfortunately historically South Africa has never had a culture of tree planting until 1970 when a need to promote tree planting was recognized. The concept of a National Arbor Day then ensued from the 1973 Green Heritage Campaign. The government approved the establishment of National Arbor Day in 1982 and it has been in place countrywide since 1983. It is pleasing to note that since 1983, the event captured the imagination of people who recognized the need for raising awareness of the value of trees in our society. As sources of building material, food, medicine, and simple scenic beauty, trees play a vital role in the health and well-being of our communities. And it was the collective enthusiasm for the importance of this issue in

South Africa which inspired the national government”, she said. She also stated that another reason why tree planting is important is due to the shade they provide to shelter plants, and to also reduce evaporation of water from soil by the sun. “This year we celebrate Arbor Day with the hope to highlight the opportunities for sustainable economic development, community participation, poverty alleviation and job creation in forestry in order to create a better life for all. Added to this, we are also celebrating the Million Trees programme which encourages the planting of a million trees in the country annually, we therefore encourage partnerships across the three spheres of government as well as the private sector to take the greening of our country forward, especially in previously disadvantaged areas,” she continued. She further urged all sectors of society both private and public to incorporate greening project through Arbor Week into school environmental programs. The department handed over trees, which according to Modimolle Mayor Kgaretja Lekalakala will be planted at Extension 10. Various traditional groups including Makubenjalo, Twananani Magaza Xiseveseve, Mangalani Swikwembu Swa Vahlengwe and The Midos Crew enthralled the audience with their lively performances. The Independent Electoral Commission (IEC), South African Social Security Agency (SASSA), Departments of Sport, Arts and Culture, Working on Fire (WoF) form part of the event.

Former municipal spokesperson lands top spot in Department of Labour

position as she was appointed Limpopo provincial spokesperson for the Department of Labour as of 1 October. She worked at the municipality for just over two years, serving under the leadership of Mayor Sarah Monyamane. Her duties included developing the communications strategy, employer branding, public and media relations among others. Makomene is a 27-year-old young woman hailing from Giyani. She grew up in the Waterberg District’s Modimolle Phagameng Township. She matriculated at Hoërskool Nylstroom and studied Journalism at the University of Johannesburg. She believes that “people who walk with their legs reach their destination, while people who walk with their brains reach their destiny”. She ventured into communication because she believes that knowledge is power when used properly. Her passion to disseminate information is motivated by the belief that she sees herself as a change agent and an instigator. Her career emerged during her second year

at university where she worked as a news journalist for the UJ Observer. She says that her determination and boldness carried her through to News Editor where she worked with a lot of amazing people who are now esteemed and recognized journalists and communicators in their own rights. “I grew not only as a journalist but as a person. There were days when things got heated, tears were shed and emotions boiled to a maximum level but I never backed down or gave up. I started working for the Observer as a volunteer and it was a test between passion and just wanting to see my by-line on an article. My dreams went beyond just taking a picture or interviewing people. It was about changing and impacting lives. I shadowed a number of esteemed editors and journalists from The Times to City Press newspaper and even went as far as Cape Town to gain experience in the media industry,” she said. Makomene joined the public sector in 2011 where she worked as a Communication Intern for the Department of Sport, Arts and Culture. From there she started her own online

magazine to exhibit her writing and communication skills. She also freelanced for local newspapers and online publications to create a name for herself. In February 2015, she joined the South African Social Security Agency as a Communication Practitioner, where her duties included branding, communication, compiling management and budget report and also writing the provincial newsletter covering major events. As a provincial spokesperson for the Department, she is responsible for providing media liaison support services in the province and coordinating and managing stakeholder and public relations to enhance advocacy initiatives among other duties. “I feel so empowered, every day when I wake up I always look out for a little role I can play to change society, I am fulfilled as I want other youngsters to take a leaf out of my life and confront their fears, nothing you aspire is beyond your reach, you just have to find your purpose in life and raise the standard,” she said.

Businesspeople discuss HIV in the workplace

EDITORIAL

Sondela comments on accident TK Mashaba Sondela reached out to The BEAT with clarification regarding an article which was published in The BEAT last week (Sondela Security personnel charged with negligent driving, Friday, 23 October). According to Louis Strauss, a spokesperson for the resort, the Sondela security team were doing a follow-up operation in the early morning hours of Monday, 19 October, after the reserve’s security perimeter was breached by two suspects. The team followed the suspects’ tracks as they fled toward the Bela-Bela township, and they were reportedly seen emerging from the bush and heading in that direction. “A security team with a vehicle reacted and entered the township in the hopes of catching up with the suspects,” Strauss said. “Events turned out badly, and the Sondela security vehicle overturned into a water trench.” Strauss said that the driver was shocked after what had happened. “It is a danger area, and there were no warning signs,” he said. During the operation, stolen property was

Business people from various sections of Modimolle attended an HIV related workshop. Photo: Mzamane Ringane Mzamane Ringane Business people including emerging entrepreneurs in Modimolle attended a twoday workshop, which was aimed at addressing issues relating to HIV in the workplace. The workshop was held at Divine Grace Ministries, in the Phomolong section of Modimolle on Thursday 22 October. Lesley Nkosi, an Executive Director of Les Nkosi Holdings said the workshop focused on, among other topics, “How HIV affects business in the workplace” and further stated that the workshop was named “HIV in the workplace”. According to Nkosi, the workshop was focusing mainly on emerging business people in the area of Modimolle. He said they were targeting panel-beaters, painters, artists, hair salons, driving schools, tuck shops and other related types of businesses. Nkosi said it is impossible to separate HIV from humans, and that is why people from all spheres of the society must be actively involved in dealing with it. He highlighted that whether you are a businessperson or a teacher, you have to deal with HIV somewhere. So the emerging entrepreneurs were meeting to find ways on how they can

deal with HIV both in the workplace and in their families. “The medium that we used were very creative, because HIV turns out to be really “boring”, it’s been there for about thirty 30 years now and people are just tired of listening. We used theatre and games which were specifically designed to help people reflect on our behaviours and the things that we do, the decisions and choices that we makes and how they influence the spread of HIV. Because we are part of the wider society, we cannot set ourselves aside as businesspeople”, he said. Isaac Ndlovu of Hlokomelo Panel-beaters said he learned a lot from this workshop, and vowed to pass the knowledge to his clientele whenever he gets a chance to do so. He said he also learned that it is important to treat your employees and colleagues in a professional manner. Flosie Munzhedzie of Waterberg Driving said she learned that as a businessperson, she has a responsibility to raise awareness on HIV/AIDS. She said the gap between the young and old should be closed to ensure that parents are not afraid to talk to their children, and that young people are also able to the elders about these social related issues.
