The lack of upkeep of the fence at Towoomba was raised once again. Stray cattle that cross the road because of the fence pose a serious threat to motorists as an accident may be imminent. Chairperson of the meeting, Col. Sibongile Ndaba, and the Department of Traffic said that the local authorities should be held accountable for the repair of the fence and if accidents occur as a result of stray cattle. This will be discussed with the municipality. The placement of road signs warning motorists about stray cattle on the road was another suggestion. The district agricultural union representatives again raised concerns about the R101’s Settlers/Codrington off-ramp where the grass is reported to be longer than is safe and is obstructing motorist’s view. Veld fires have also been reported in Bela Bela. By law the lighting of open veld fires has been banned until the next rainfall and residents are urged to contact the police should a veld fire be observed. The department of Roads and Transport are still awaiting material to replace missing street name signs as well as materials to repaint fading road marks. The question of hawkers had been discussed in the previous meeting. Hawkers were expected to register by Monday, 1 July for a permit in order to
do business. Hawkers should also receive consent from shop owners before they are allowed to sell items in front of their shops. Hawkers are warned that permits must be obtained to avoid being prosecuted. Permits can be obtained from the Municipality. The Department of Education has raised their concern of the increasing occurrences of substance abuse in schools. The Department also reported a case of theft during the school holidays where computers had been stolen from a school in the Bela Bela To w n s h i p . Wa r r a n t O ff i c e r J o h a n Momberg, advised that all valuable items must be locked in a safe room during school holidays to avoid further losses. Bela Bela police reported that there may be a syndicate operating in town which is responsible for increasing cases of motorcycle theft. Ermelo is said to have suffered the same problem. Huilbos avenue and Oosthuizen Street had reports of motorcycle theft under the syndicate. Theft from motor vehicles is still occurring and police warns that no valuables should be left in vehicles that are unattended. The Bela Bela police are proud to announce that the Bela Bela cluster (which includes Pienaarsrivier, Rust de Winter, Rooiberg and Tuinplaas) has been ranked at first place on the provincial and national Internal Police Performance Chart in the month of May. This was the first time in the history of the Bela Bela cluster that they had reached first place. The next CPF meeting will be on Wednesday 31 July.

Never let the card out of your sight when making payments. Always follow your card with your eyes. Report any suspicious behaviour by the person to whom you have handed your card when making payments, immediately to your bank. Never accept help from anyone at an ATM. Familiarise yourself with what an ATM looks like so that you are able to notice any foreign objects attached to it. Never use an ATM that is tampered with or visibly damaged. This may be a ploy to force you to use another ATM in close proximity on which a device might have
been mounted. Report any foreign objects on ATMs or suspicious people loitering around an ATM to your bank immediately. Always check your bank statement for suspicious transactions when disposing of bank statements. Never leave your card or your card details lying around and never let anyone else use your card. Never divulge your PIN to anyone. Use the card security products offered by merchants online. When shopping online only place orders with your card on a secure website. Do not send emails that quote your card number, expiry date or any other card details. Report any irregularities noticed on your bank statements to your bank immediately when you become aware of them.
As part of the Youth Month celebrations, the Waterberg District Municipality officially opened the first-ever District Youth Parliament, a summit scheduled to take place annually from now on. Political leadership and youths from different community structures from across the district attended the event, which was held in Mogalakwena Local Municipality on 20 and 21 June. The spokesperson for the Waterberg District Municipality, Pat Malete, said the youth parliament provides an opportunity for like-minded young people from diverse backgrounds to promote issues that are important to them, create life-long friendships and give back to society. Malete said that the youth parliament means more than just parliament but friendships, fun, love, support and so much more, as it is more than socioeconomic display. He further said the event is a platform which raises challenges and practicable solutions to the youth. Different speakers elaborated on the 1976 June 16 activities, saying that the Soweto uprising confirmed the important role the youth of South Africa played in the deliverance struggle and the ushering in of a democratic era. The 2007 Youth Parliament acknowledged the important role the youth continues to play in the social transformation, reconstruction and development of the country, and inspired the district municipality to form the 2013 Youth Parliament. The district municipality expressed concern over the lack of interest of young people in participating in more skill intensive fields and the continued abuse of young people by established companies in order to do business in the district and later exploit them. The District Chairperson of the Youth Parliament Klaas Nono Mabunda said the lack of artisan colleges or a fully fleshed university leaves young people across Waterberg failing to adapt to changing economic patterns in the district. He added that the lack of thorough understanding of both economic and political realities in the district makes it difficult for the achievement of economic freedom for the youth. He further said that closure of factories prevents all endeavours from attracting skilled labour considering that mass retrenchments and the unwillingness to transfer expertise and experience to young people by the elderly deters increased participation. Mabunda said that insufficient and inactive teaching and learning materials, including computer centres, laboratories and indoor sporting facilities are set to discourage youth participation in extramural activities. “Mines are not patriotic to the communities where extraction occurs. We further note the urgent need to monitor and im-
plement measures to combat drug abuse, thus addressing the economic, educational, and social issues that have fostered the rapid emergence of adolescent drug trafficking, drug usage and crime, which delays financial strength,” Mabunda also said. He added that the parliament acknowledged the need to create opportunities for the youth to contribute to empowerment and the economic growth of the country, particularly to promote entrepreneurship, as well as the attendant development and redistribution. The parliament further called on the government and civil society to forge partnerships aimed at creating a holistic mechanism for eradicating drug abuse. This includes developing school programmes aimed at identifying children at risk, educating them with life skills and developing mentorship programmes to improve young people’s relationship with adults. They also mentioned that the extension of the Child Support Grant to the age group of between 14 to 18 years is critical in ensuring greater social security among South Africa’s children. Private sector enterprises were also urged to show concrete commitment to youth development and in particular, contribute towards reducing the high levels of unemployment among the youth by intensifying acquisition of skills and knowledge as part of creating a caring society in the Waterberg District; HIV/AIDS was also noted as a social issue. According to Mabunda, it is vital to encourage the community to have viable support groups. Lay-counsellors should be exemplary and lead the life which they are encouraging, he said. The youth of Waterberg recommitted themselves to prioritising education as a means to create a caring society. The resources found in the Waterberg District are set to benefit them as the residents of the district, as poverty and unemployment remains rife in the midst of all the economic activities. The parliament is set to annually draw valuable lessons and experience from the current generation and ensure unity and internal cohesion as young people. The youth noted that unity does not exist for its own sake, but guarantees the common effort for common objective. “When it comes to unity we must never sugar-coat nor sweet-talk each other! On this particular matter, we must fight for dynamic unity. Unity is indeed strength. We must learn to accept that the South African Youth Council (SAYC) in this region belongs to its general affiliates not us as leadership. Its decisions must always prevail over and above our individual interest never-mind prevailing circumstances. That is to effectively allow the organization to make us what it wants us to be,” said Mabunda.

Malema still says no party is formed

Expelled ANC Youth League President Julius Malema still denies launching a political party, as alleged in the media recently. In a telephonic interview with The BEAT, Malema said the Economic Freedom Fighters (EFF) movement “is just something we are engaging in”. He said the media will be informed of any updates on the organisation, as talks are already in progress regarding the EFF and its developments. In the reports about Malema’s launching of the party, he was reported saying that the reason was to shift the approach to the country’s problems from “reconciliation” to “justice”. He was reported as saying that the ANC’s integrity and credibility has gradually decreased and it would lose support. The interview follows a statement released by the EFF’s interim media liaison officer Floyd Shivambu, stating that the movement has noted the outcomes of a scientific survey done by a Consumer Insights Company, Pondering Panda. The survey focused mainly on the preferences young people will make in the 2014 General Elections. In summary, 35% of the youth said they will vote for the ANC, 26% said they will vote for Julius Malema’s Party (the EFF), 15% said they will vote for the Democratic Alliance, 14% said they will not vote, 6% said their vote would go to another party and the other 4% was unsure of how their ballots would be cast. Thirty-five percent of the men and 18% of the women surveyed said Malema would get their vote, while most young black South Africans vouched to support Malema, with 30% saying they would vote for him. Shivambu said the EFF is inspired by this scientific research outcome, which reflects the general feeling of South Africans and will consider it in their on-going consultation to contest the 2014 General elections. He said an of the people they have spoken to in all provinces and via social networks and email are demanding that Economic Freedom Fighters contest the elections in 2014. He added that the EFF already has thousands of volunteers, who are willing and ready to campaign for economic freedom in the 2014 General Elections.
“A sizeable number of local independent political formations, Community Based Organisations (CBOs), Non Governmental Organisations (NGOs) and independent movements have expressed the wish to form part of the EFF and will help in the 2014 General Elections. Independent Councillors in the North West, Gauteng and Free State are accepting EFF as their new political home,” he said. The EFF calls on many other local political formations, CBOs, NGOs, independent councillors, activists, churches, trade unions and current members of political parties to join in the struggle for “economic freedom in our lifetime”. Shivambu said the movement foresees victory in the immediate future because if 26% approves of them even before elections happen and even before they present all the coherent, consistent and cogent policy alternatives, they have potential of gaining more than 60% of the Youth Vote. He said that this requires fighters on the ground to begin doing work on persuading the people on the need for change. In a separate survey about the youth being asked whether they thought it was a good idea for Malema to start a new political party, 40% gave a “thumbs up” to a party led by Malema, saying it was a good idea. The survey found that the youth were most likely to support the party because they believed he would do more to help poor people than other political parties and they also expressed dissatisfaction with the ANC. More than two out of three felt the ANC had not kept the promises they made in the last election. Meanwhile, businessman Kenny “Sushi King” Kunene announced in the national media on Monday, 1 July, his decision to join and financially contribute to the EFF, adding that he does not intend to join the movement’s possible list of candidates for parliament, provincial and national government positions. Kunene told the media that he is personally not interested in becoming a Member of Parliament (MP), but will be guided by the membership of the party. He claims to regard parliament as comedy, referring to the way the members sleep, as if they are children.

Deputy Public Protector, Advocate Kevin Malunga has offered his office as a platform for constructive and impartial dialogue to deal with the problem of deaths in initiation schools. Speaking in commemoration of Youth Month on Wednesday 19 June, Malunga said his office had been pained by recent reports of botched circumcisions in Limpopo and Mpumalanga. He added that in this era of advanced medical technology, there is no reason for anyone to die or be dehumanized as a result of a botched circumcision. ”I would like to offer my office as a platform for constructive and impartial dialogue on how we can prevent the damage occasioned on the lives of youth by irresponsible leadership in initiation schools,” he said. Malunga added that tradition, science and government can meet each other halfway in resolving the painful and unnecessary blight on the future of youth in the country. He explained that most service failures complaints resolved by his office were handled through alternative dispute resolution mechanisms include conciliation, mediation and negotiation. Malunga’s office also used dates set aside to commemorate important events
such as Youth Month to extend services to far-flung communities, in line with its constitutional mandate to be accessible to all persons and communities. He criticized the limitation of insufficient resources as experienced by his office, explaining that it made it difficult for the office to be geographically accessible to all people. Manager for Outreach, Education and Communication, Oupa Segalwe said Malunga’s office is in the process of opening a second regional service point in Thohoyandou, Limpopo, which will benefit over 5 million people of the province. However, Malunga noted that this would still not be enough to meet the needs of provincial residents, but it will bring relief to the solitary office located in Polokwane. He said in the meantime, his office will continue conducting normal outreach activities around the province, which will be used to bring services to communities. He urged communities to exploit such opportunities to report service and conduct failure by organs of state.

Photo: Lizzy Bapela Lizzy Bapela Women from different organizations in the Waterberg District gathered in Bela Bela for the District Women’s Economic Summit that took place at the Elephant Springs Hotel on Thursday 21 and Friday 22 June. The summit, celebrated under the theme “Accelerating Women’s Economic Empowerment”, aimed at honouring women for their economic, political and social achievements. It also aimed at sharing best practices with regard to overcoming the challenges in achieving women’s empowerment and gender equality. Bela Bela Mayor Freddy Hlungwani, District Speaker Dinah Monama, District Chief Whip Simon Morumodi, officials from sector departments and municipalities, councillors and women’s structures in the district were among those attending the event. The district also commemorated and celebrated the International Women’s Day, where leaders were called to advance women’s participation in politics and empower them economically. In her address, Executive Mayor of the Waterberg District, Tlotlanang Mogotlane said women bear the lion’s share of the responsibilities for meeting the basic needs of the family, yet are systematically denied the resources, information and the freedom of action they need to fulfil this responsibility. She said the vast majority of the
world’s poor are women, two- thirds of the world’s illiterates are female and of the millions of school age children not in school, the majority are girls. Mogotlane said HIV/AIDS is rapidly becoming a woman’s disease, adding that in several southern African countries more than three quarters of all young people living with HIV are women. “The current world food price crisis is having a severe impact on women. Around the world, millions of people eat two or three times a day, but a significant percentage of women eat only once. And now, many women are denying themselves even that one meal to ensure that their children are fed. These women are already suffering the effects of malnutrition, which inevitably will be their children’s fate as well. The impact of this crisis will be with us for many years,” said Mogotlane. According to the studies conducted by the district municipality, when women are supported and empowered, the whole society benefits. Their families are healthier, more children go to school, agricultural productivity improves and income increase. In short, communities become resilient. The municipality stated that the economic empowerment of women not only positively impacts their own life situations but is also central to mobilising their potential for sustainable development and poverty alleviation. Mogotlane said that women spend a higher percentage of their income
on feeding and educating their children, which is aimed at the wellbeing of their families. She said economic independence of women is crucial as it counteracts exploitation, feminization of poverty, discrimination and disregard of their fundamental human rights. She further said that gender equality at the economic level therefore contributes directly to the reduction of poverty and overall development. According to the mayor, South Africans are very fortunate because the government has put laws in place to empower women both economically and politically. She said it is time that leaders take advantage of this space to empower women, especially women in the villages of the district. She said the district’s key economic pillars namely; mining, agriculture and tourism are drivers of its economy. A sizable number of women are already involved in mining and hospitality sector, but participation in agriculture at a massive scale has not been achieved. The government has made funding available as part of rural development initiative to empower village communities. The summit gave more information on opportunities and funding available to assist rural women, as speakers from various formations made presentations. In his State of the Nation Address (SONA), President Jacob Zuma announced that Waterberg District is a national growth point that will benefit from the Special Infrastructure Projects (SIP) around Lephalale and surrounding areas. The projects involve coal mining, Medupi Power Station, railway line development, roads infrastructure and many projects associated with these massive developments in the area. A number of National Ministers will be visiting the District to present these plans. Stakeholder engagement meetings with business people and the community of Waterberg is being organised for the July month to present the plans. The district municipality called upon all businesswomen around the district to be part of those engagements and take advantage of business opportunities that may arise from these massive developments.

Lizzy Bapela The Iyethu Environmental and Conservational Foundation, a non-government organisation (NGO) from Bela Bela, had representatives from different departments gathering at Sunfa Stadium to celebrate the environment with them. The organisation hosted the event, following the World Environment Day celebrations that take place around the Waterberg District annually. Reuben Mashego from the Waterberg District Municipality said the purpose and background of the event were based on celebrating the day with different stakeholders. When presenting on illegal dumping and littering, Mr Nkuna from Waste Management in the district municipality encouraged members of the public to reduce pollution by reusing and recycling materials such as plastic bags and cans. He also said that cleanness is not the municipality’s responsibility alone, but the society also has to take part in keeping the environment
clean and conducive for healthy living. He further referred to the three “R’s”; reduce, reuse and recycle, encouraging people to reduce littering by reusing recyclable materials to decorate houses and vegetable peels as compost for gardening and plants. Isaac Moshoeu from the Limpopo Department of Economic Development and Tourism (LEDET) made a presentation on greening, referring to food gardening tree planting. Moshoeu encouraged people to continue plating trees instead of cutting them off, in order to support the “million trees” initiative. He also warned against dead animals thrown in the neighbourhood, saying this action causes health hazards. In his speech, Bela Bela Mayor Freddy Hlungwani expressed pride in his municipality for being declared the cleanest municipality in the whole province recently, only beaten by Polokwane, who came first in the competition. Iyethu acknowledged all stakeholders’ efforts in helping keeping a clean and healthy environment.

Modimolle police are investigating a case of culpable homicide following an accident that happened on the N1 outside town on Monday, 24 June. Modimolle police spokesperson Warrant Officer James Findlay said a taxi was coming from Pretoria, going in the direction of Polokwane, while a Mercedes Benz was driving in the opposite direction when the accident happened. The national media had earlier reported that the vehicle was a BMW, however the police said it was confirmed during investigations that it was a Mercedes. According to eyewitnesses, the taxi driver lost control of the vehicle and collided head-on with the sedan. Police said
that both vehicles started burning immediately after the accident, killing nine people instantly. Warrant Officer Findlay said four more people were rushed to the FH Odendaal Hospital, as they were seriously injured, with three in an ambulance while the fourth one was airlifted to the hospital. Police said another person died in hospital and some of the injured people were sent to other hospitals outside Modimolle. Warrant Officer Findlay said the police could not determine accurate information regarding which people were traveling in which vehicle, as most of them were thrown out of the vehicles and badly burnt when the police arrived at the scene. He also the cause of the fire is currently unknown.

Photo of the Week In which we draw the inevitable comparisons With the President of the United States, Barack Obama, having paid South Africa a visit this past week comparisons are, perhaps, inevitable. Here in Africa there is a tendency to view America as some sort of Promised Land, where everyone is free and everything is golden. It is perhaps a result of many years of films by Americans, for Americans and about Americans. It would be a mistake, however, to fall victim to a sense of inferiority when confronted by the American media machine. The well-known Land of the Free offers, in fact, fewer rights than are guaranteed to us by our government, and we can rightly take pride in that. Did you know that although basic contraceptives are freely available from any clinic or hospital in South Africa, in America women who wish to protect themselves from unwanted pregnancies are forced to pay exorbitant fees to obtain them? Did you know that while the South African government has been recognizing legal marriages no matter what the genders of the parties involved are since 2006 – the first country in Africa and only the second outside of Europe to do so – only eleven of America’s fifty states currently recognize same sex marriages? Did you know that in South Africa, every citizen has access to affordable or free healthcare while in America even the most poverty-stricken citizens have to pay for expensive medical care or medical aid? Last week we spoke about fear, and how it influences us. Since the September 11 attacks, the American public has become inoculated with a culture of fear. Fear of strangers, fear of terrorism, and fear of war. They have allowed their fears to influence the laws that govern their country. In America, under the guise of making the country safer, something called the Patriot Act was signed into law. Under the Patriot Act, law enforcement officials and the government can intrude into private citizens’ private lives to a terrifying degree, as long as they have a ‘reasonable suspicion’ that it might stop a crime. They can conduct surveillance on private citizens, tap their phones, and deport any immigrant suspected of having ties to terrorists. The American media establishment is one of the most irresponsible in the world – witness the case of the major American media outlet who released the full name of an underage rape victim. They have allowed themselves to be swayed by sensationalism above facts. The South African media establishment is by no means perfect, of course, but one feels that at least an effort toward fairness is being made. And another interesting fact. Most Americans speak only one language. Even the most unschooled South African usually speaks two or more. So whenever you feel the urge to feel inferior to America, land of Morgan Freeman and Samuel L. Jackson, just remember. We take freedoms for granted that they are still fighting for. We are not second-best.

Many economist believe or suspect that we might be in a new recession, with petrol, diesel and oil going up now and then, food prices rising, financial indexes indicate that commodity prices have risen sharply leaving many households struggling to provide for normal daily living, accounts go into arrears or go unpaid. Municipalities threaten basic services to people they agreed with to be indigent, with South African being unequal society, poverty being seen all over, the poor becoming poorer and the rich becoming richer. New business collapse within a year of their existence while unemployment keeps swelling. Drugs and drug kingpins own the souls and the streets of our towns, foreign nationals are being brutally abused by the locals who believe that the foreigners have come to own the resource and business opportunities which local believe that the local inhabitants are entitled to, then I should admit that living and coping may be difficult for many, yes it is. Developing a winning mind-set in our current depressed society may be a daunting task, yet absolutely necessary. We owe ourselves this victory against the struggle of bread and butter issues. God says in Book of 3 John 2 “….you can prosper, just like your soul prosper. Jeremia 29:11 …the thoughts God has for us, are to prosper us … not to hammer us. When thing are bad, and life hits a rough patch, call for the higher power. The Lord Almighty is the ultimate, He has power to overturn your circumstances and change your misfortune, He is in the business of turning hurt into happiness and changing failures into fortune. He promised to be with us until the end of time. Your past failures shouldn’t judge your future, the project of finishing building houses are not yet doomed, God will re–energise and give life to the current state of that project. You might be experiencing a drop in your grades at university or perhaps the fees of your previous schooling might be hunting you, or leaving you with a small chance of being employed by a credible company because somebody will run credit checks on you, but remember: He is in charge. He never loses sight of your situation. He is always aware Keep your faith, stretch your hope, walk in love, pray without ceasing, continue to be thankful and appreciate the breath of your soul. Hold your head high, don’t allow a man just like you to look down on you, be a great fun of yourself, and remember people go through tough situations. You are not alone. Hang around good people, keep the right company, and keep trying new. Fight hard. This is how you keep your outlook positive: Every morning talk to Almighty God, make your prayer request know unto the Lord with doubting his existences, fools always doubt the existences of GOD. Find a quite time and meditate upon a few scriptures until they speak unto you Confess the outcome of your day. Declare and decree the positive will of God over your loved ones. Go to church to recharge. Above all be thankful for everything.

Justin Steyn The Department of Roads and Transport announced the phasing out of the “N” Letter on vehicle licence numbers plates. “The letter “L” will serve as denoting letter for the Limpopo province on vehicles number plates” said Department of Roads and Transport spokesperson Joshua Kwapa. In 2002 the provincial government made an executive decision that the new “L” licence number system for the province should become operational while the “N” licence number system should be phased out. The determination process of implementation for phasing-out of the Northern Province “N” licence numbers was for a period of 10 years, that is, from 01 August 2003 to 31 July 2013. While this information is correct and factual, in 2006 a gazette was issued indicating that the phasing out of “N” number plates would be in effect from 1 April 2006 for a period of
ten years. The implication thereof is that the final date of phasing out will be 30 March 2016. Members of the public are however advised to change the number plate as soon as possible to avoid congestion on the final deadline day. The “L” licence number system started officially on 01 August 2003 and by 31 March 2016, all “N” licence numbers shall cease to be legal; and only the “L” numbers shall be legal. The National Traffic Information system vehicle register has been updated to automatically effect the implementation of the process. Owners who licenced their vehicles for the first time from 01 August 2003 did not have any option but to licence their vehicles with “L” licence numbers. Vehicle owners are urged to change the old “N” licence numbers to “L” allocated licence numbers in order to correspond with the vehicle licence number plates. All licence number plates with “N” shall cease to be legal on the 31 March 2016.

Justin Steyn Residents of Bela-Bela are worried about the water level in the town dam which is reportedly much lower than in previous years. It is speculated that the Bela Bela dam sluices had apparently been left open and water flowing into the Platrivier had been overflowing, resulting in great water losses. BelaBela municipality has a contract with Magalies Water Board and obtains water from the Klipdrift water board in Themba. In a report submitted to the Bela-Bela Municipality it was stated that Magalies supplied 45% of the water to the Bela-Bela area, and the Bela-Bela Municipality 55% each month. The dam that supplies water to the town runs from Bischoffdam, to the new town dam at Fish Eagle Bay, which supplies water to the municipal water treatment facilities in town. Adri Pelser, former town planner of the BelaBela Municipality, said that poor management at the waterworks in Bela-Bela is the reason for the water loss. Insufficient rainfall is another reason for the decrease in water levels, he told The BEAT. “Water requirements of the town are not frequently monitored and no predictions are made. This must be done in order to prevent water from being unnecessarily omitted and boreholes should be supervised, “said Pelser. Kobus van der Merwe, DA councillor, shed more light on the management of the dam
gates. “The floodgates are not monitored. Officials leave it open for too long and mega litres are lost, “he alleged. Pelser and Van der Merwe said that the municipality is considering the installation of a meter system at the dam sluices to keep track of the water locations and the amount of water flow from the sluices within a certain time when opened. The system is believed to be in the cost region of R700 000. “The official who looks after the dam receives feedback from the system, which is sent via SMS to see how much water is in the dam and how many will come out from it” said Pelser. “None of the many systems, which had been installed over the years, have worked despite the fact that in the past, expert management systems and procedures had been put in place,” he added. He further said that these systems are not perfect and that it is simply a tool or management instrument that is available to an expert. Both men believe that the budget for the planned system is extremely high. “Bela-Bela expansions are in high demand for water. When the demand for water increases and the municipality cannot provide the town struggles” said Van der Merwe. Lizzy Bapela In line with section 32 of the Municipal Finance Management Act (MFMA), the Mookgophong Municipal Council received constructive and valuable inputs from the local community forum and AfriForum regarding their 2013/2014 budget. These inputs and comments were taken into consideration when compiling the budget and the council’s responses to the comments will be forwarded to the stakeholders through the office of the Municipal Manager. Mookgophong Mayor Sarah Monyamane indicated that the community’s and other stakeholders’ expectations were extremely high, and added that the council could not fail to meet these expectations unless they wanted to be voted out of office in the next local government elections. She said that Millennium Development Goal (MDG) 7 is to halve the number of people without access to safe drinking water and basic sanitation by 2015. The municipality reported that certain percentages of their population are still without proper sanitation, especially in Phomolong Extension 4 and 5. The mayor reported that the Waterberg District Municipality is about to advertise for the construction of a sanitation project in Extension 5, Ward 1. As a local municipality, Mookgophong commitment to contribute approximately R1, 8 million from their own funds to top up the R7, 6 million budget that the Waterberg District Municipality has allocated. Monyamane reported that the R2, 9 million that the Department of Corporative Governance, Human Settlements and Traditional Affairs (CoGSTA) allocated for sanitation in Phomolong was, for unknown reasons, utilised for other purposes. She said that inasmuch as their communities have already waited for too long, the municipality remain committed that the MDG 7 will be achieved during the current council’s term of office. A total amount of R4 million rand was set aside for the upgrading of Welgevonden Purification Works Phase 2, a project that will also include the upgrading of Frikkie Geyser pump station. Monyamane said additionally, funds will be allocated from other sources to renovate the houses for the employees at Frikkie Geyser. The municipality is still awaiting for the response from the office the Office of the Minister of Water Affairs regarding the request for the funding submitted early this year. In terms of the business plan and the feasibility study conducted early this year, approximately R115 million will be required to upgrade the aging water infrastructure. CoGHSTA has allocated 400 sites towards the establishment of the township in Extension 8, following the approxi-
mately 4500-unit housing backlog, which has led to an increase in informal settlements. The mayor said 70% of these units must be set aside for middle income housing, while the rest shall be set aside for low income earners and social amenities. She said the shortage of bulk water supply will negatively affect this project and other development in general. She further said that CoGSHTA also provided the municipality with 25 special housing units. The council has adopted various financial policies in line with the applicable legislation. These policies include external loans, reimbursement for travel and subsistence, budget management, bad debts and write off, rates, credit control, indigent, banking, investment, and overtime among others. In order to give effect to certain policies such as the tariff, credit control and the property rates policies, council has adopted the Property and Credit Control By-Law, which was published for comments and inputs. The by-law was set to be implemented effectively from 1 July circulated and it circulated in the Government Gazette. The municipality’s Medium-Term Revenue and Expenditure Framework (MTREF) for the 2023/2014 budget is informed by factors such as the asset renewal strategy and the repairs and maintenance plans, balanced budget constraints, funding of the projects over the medium-term and the no project plan no budget allocation. The budget allocation for employee-related costs for the 2013/2014 financial year totals R 42, 8 million, which equals 33% of the total operating expenditure. Based on the three year collective South African Local Government Bargaining Council (SALGBC) agreement, Monyamane said salaries have been factored into this budget at an increase of 5, 8% for the 2013/2014 financial year. An annual increase of 6, 8% has been included in the outer years of the MTREF. Qualified and competent people will fill certain vacancies as part of the municipality’s cost reprioritisation and cash management strategy. The mayor extended words of gratitude and appreciation to members of the administrative management and the ward committees for their efforts and the positive role they are playing. She said that under the chairpersonship of the Chief Whip, Reuben “Gusto” Kekana, the portfolio committee of finance has been able to provide guidance and leadership to all matters pertaining to the municipality’s finances. The mayor urged the stakeholders ahead of the budget debate to ask themselves if the budget will be able to make a meaningful contribution towards the attainment of the MDG and the objectives of the National Development Plan (NDP).

Photo: Lizzy Bapela Lizzy Bapela Offenders at the Modimolle Correctional Centre are now reaping the benefits of the newly established library called the Integrated Resource Centre, which was established to equip them with skills and knowledge. Good Samaritans donated books to the centre as a means of giving to these members of the
local community. As part of the Correctional Services Minister Sbu Ndebele‘s “Reading for Redemption” campaign, the Polokwane Management Area Commissioner Kenny Mthombeni opened the centre officially in June. An official opening ceremony was held at the centre’s club building. An official of the Department of Correctional Services in Modimolle, Marala Masalesa, said that this campaign encourages inmates and officials to read and study. He added that the centre has got six computers and books for use by either the inmates or officials. He said that offenders in Modimolle have formed study groups, where each of them reads a book and then later tell a story about it to the other members of the groups. Members of the public donated old or new books to help fulfil the minister’s campaign. They include Pastor TS Ngoepe from the House of the Living God Church, Pastor Billy Magwai of the Modimolle Christians Church, the Department of Sports, Arts and Culture’s Library Unit, the Rotary Club, Modimolle Local Library and members of the community at large. Masalesa said reading and studying is one of the tools that are used by the department to rehabilitate offenders and to encourage officials to empower themselves through reading. He said the campaign is conducted on an on-going process and people can still donate books to help sustain it. Members of the media who attended the event brought along a book each to donate to the offenders.
Moohkgopong Health Centre receives some intervention Justin Steyn The Department of Health has recently provided some relief for the Mookgophong Health Centre. This comes after the challenges faced by the centre were announced during the sitting of the Limpopo Provincial Legislature held on Tuesday 11 June. The department had reported that it had taken steps to address some of the centre’s issues while efforts are made to address the remaining ones. Both the clinic and the department confirmed that the broken windows in the labour ward have been repaired and are fully functional. The department further stated that the facility had received one new X-Ray machine but said that installation could not be done as building alterations are said to be required. Staff at the clinic told The BEAT that building alterations are not required for the machine and that nothing had yet been done to make it functional. “The X-ray machine is still packed in a wooden crate and it is a blatant lie that building alterations are required” they said. The Department stated that they will
purchase cabinets for the files that were placed on beds. The clinic said that nothing has been done where the provision of doors and locks for medicine cabinets are concerned, despite the department stating that this has been done. “Nothing has been done to the fact that some of our cabinets don’t have any doors, not to mention the fact that those with doors don’t lock properly” they said. Baby warmers were utilized and the department is currently in the process of procuring an incubator for transfer purposes. The Department has further stated that it has developed an implementation to address the clinic’s working condition. However the clinic said that they are in desperate need of adequate amounts of medication with which to treat their patients. “We have been short of large amounts of medication and patients die as a result they said” they said. The Department stated that it will continue to monitor the implementation of the interventions to resolve all remaining challenges.
Disaster management meeting in Bela Bela a disaster Justin Steyn The disaster management meeting on Friday 14 June saw a low attendance. The meeting, which was held in the Bela Bela community hall, ended swiftly after only a handful arrived. Out of the 60 role-players who were invited to attend meeting only one, Eskom, made a formal apology for not attending. Among those who attended were the Waterberg conservancy forum, the Department of Labour and the Bela Bela Traffic Department. The meeting was set to start at 10:00 am but only started at around 10:40. The chairperson, Thipe Dlamini, expressed his concern about the low attendance of thee meeting as it deals with a serious matter.
“The implementation of a disaster management plan is crucial for the town’s development and it worries me that people do not take these meetings seriously” he said. By law, every municipal area is required to submit preventative measures for disaster management which should be coordinated with all those involved and constant feedback should be given about plans that are devised. The plans involving disaster management should then be passed on to the authorities. Should this not occur, it must be reported to the mayor. Since no quorum could be reached the meeting was adjourned at 11:00 am. Dlamini said he will keep The BEAT up to date when the next disaster management meeting is scheduled.

School Sanitation programme update Justin Steyn The Limpopo Department of Education recently embarked on what it describes as a massive roll out of the provisioning of water and sanitation programme. The programme plans to cover 374 schools across the Province. The Department said that the projects are at an implementation stage and will be ready for use by thousands beneficiaries who were previously exposed to unhygienic and unsafe sanitation facilities. In terms of water provisioning, 112 schools are being provided with water facilities which involve the drilling and equipping of boreholes, provision of water tanks on steel stands and internal water reticulation within the school grounds, as well as provision of hand-washing water facilities in the toilets. The cost of providing water to these schools is estimated R45 million. In terms of the provision of sanitation facilities, 262 schools are being provided with Enviroloo toilets, the number of toilet blocks per school depending on both the

learner and educator population (enrolments). A total number of 4002 Enviroloo toilet seats are being provided through this programme, benefiting about 141 000 learners. The cost of providing sanitation facilities at these schools is in the region of about R250 million. The BEAT spoke to one of the schools about the progress of the plan. “Construction of new toilets had started in May but this has been stopped for unknown reasons and we have not been told when they will be finished” said a school principal who preferred not to be named. Department of Education spokesperson, Pat Kgomo, said that 24 toilets are being refurbished in the school as well as the upgrading of their water supply system. Kgomo added that an additional 6 toilets will be built for the school but could not comment on the recent delays. “As far as we are concerned we are still on target with our sanitation plans and do not know what may have caused the delays’’ he said. Kgomo said that the two projects at the school are expected to be finished by 30 July.

Photo Supplied Justin Steyn The MEC of education, Dickson Masemola, has denied claims stating that he has admitted to textbook shortages in Limpopo. Spokesperson for the MEC, Pat Kgomo, said that Masemola was referring to students and not schools. “From what I know is that the MEC was referring not to schools, but said
there might be some learners at certain schools who might not have books” he said. “The DA stands firmly by its position that during the previous legislature debate, MEC Dickson Masemola admitted that there are still schools in Limpopo which still do not have textbooks delivered to them” said DA spokesperson Desiree van der Walt. Van der Walt said the DA had written to Masemola asking for details of which schools, grades and subjects were affected. The party further challenged Masemola to publically announce the correct state of affairs regarding the textbook saga. Schools in Limpopo were reportedly without books for the first seven months of the school year in 2012. In January, Basic Education Minister Angie Motshekga described the Limpopo textbook saga as unfortunate. “It should not have happened,” she said. Motshekga said the delayed textbooks were for Grades 1 to 3 and Grade 10. Matriculants were not affected.

TK Mashaba 14 dedicated Grade 12 students have enrolled in a two-week winter camp. Classes are being held at Ulando Combined School, while accommodation is being provided by Emmarentia Geldenhuys. The learners, who looked quite excited at their welcoming session, will be staying at the camp for two weeks, receiving intensive classes in mathematical literacy, science and business studies among others. With only 34 days before they sit for final exams, students are starting to feel the pressure, and camp manager Winnie Mafora took pains to impress upon them that it was essential that they used the camp and its resources efficiently.
Dr. Stephen Khumalo, principal and motivational teacher at Maokeng Primary School in Modimolle, further impressed upon students how vital education is. “As learners you have to be disciplined in the entire road you are going to take to succeed,” he said. He further said that the students will need to apply themselves with hard work and diligence to their time at the camp in order to use it fully. On Monday, 1 July, when The BEAT visited the camp, all students were in class, and their teachers were hard at work. There are about ten official tutors organized by the camp committee and additional tutors from the Bela Bela Education Advocacy Group (BBEAG)
Sunday, 30 June was a big day for the local band known as LR&BE, as their performance left fans wanting more. The band, formerly known as X1 Crue, performed original pieces and a few covers at Zwakala Lounge in Bela Bela this weekend. “We met at local events and decided to form a group,” said Leon Mautla, the bass
guitarist, and added that they were fortunate that, with their parents’ help, they were able to get set up with proper sound. Leon, an experienced live performer, said that he has good feelings about the group, and that it was important to inspire young people. Some of their previous performances include the Bela Bela Mass Fever Festival last year and a live show they hosted at the community hall in Bela Bela.

Just when everyone thought the drama with the Waterberg SAB Regional League had finally come to an end, another complication cropped up. Dynasty FC, the Mokopane team, went to the High Court on Friday to obtain an interdict preventing the regional round robin from being played on Saturday, 6 July. This comes after Dynasty refused to honour a rematch ordered by the judges presiding over their SAFA disciplinary matter. According to Tshidi Mugodi, Dynasty’s team secretary, the team declined to play the game because replays can only be ordered if the game could not be played due to an act of God. The case between Dynasty and SAFA will come before the Pretoria High Court again on Tuesday, 9 July. According to Ahmed Cachalia, owner of Dynasty FC, the team still has a chance to be the stream leader, which will allow them to join Bela Bela’s Total Surrender and Lephalale’s Ocean Birds for the cluster knockouts before one of the three teams goes on to the play-offs. He added that he did not believe that a previous case between Yster United and
Mookgophong All Stars was well handled by SAFA. He said that the case was supposed to have gone to the All Stars, giving them three points from Yster. The end result of that would have been that Dynasty FC would have caught up on points with Yster United. “We can’t give up easily and we are taking the matter to court and hoping will get to the end of this by next week” he added. Jack Maluleke from SAFA regional told The BEAT that Dynasty was crying over split milk and that there was no concrete case that was going to help them be the champion of stream B after they failed to honour a replay. “What I can say is that in their own mind and dreams, they think they stand a chance which we as SAFA which don’t see, but will wait for the High court outcome case next week” he said. As the points stand currently Dynasty FC is on 44 points while Yster United is on 48. Dynasty is basing all their hopes on the High Court to resolve matters in their favour. In the meantime the playoffs which were supposed to take place this weekend on the 6th of July are on hold until the court case has been resolved.

TK Mashaba The Limpopo Blue Bulls took a tumble during the Craven Week Rugby Tournament, which was held last week from 28 to 28 June in Bela Bela. The bulls lost to the Leopards 32-5 on Friday, 28 June. Western Province finished the week as champions of the Coca Cola Under-13 Craven Week by defeating the Blue bulls 11-10 to complete a clean-sweep of victories in the 42nd Craven Week. However, the main game proved to be a typical north-south derby featuring the brute physicality and competitiveness displayed in senior rugby, which marked a fitting end to a fantastic week of rugby. The final game between the two proved to be a hard-fought contest from the outset, but Western Province had the first say as hooker Matthew Cordy scored a morale-boosting try in the 12th minute, while fly half Juan Mostert kicked a penalty to guide the team to an 8-0 lead. Bulls fly half Reghardt Roets struck back with a penalty minutes before half time to reduce the deficit to 8-3.
A try by Bulls wing Jason van Nieuwenhuizen, however, handed the Pretoria team a 10-8 lead early in the second half.
