They encountered the mayor and the Speaker, Zachariah Moeletsi, and demanded answers, but the mayor’s only response was that the meeting had been postponed until further notice. Moeletsi had promised during a meeting in February that the KPMG report would be discussed, but this has not yet happened. On this occasion he assured members of the public that the long-delayed report, which was delivered in April last year, would be discussed, but “only once the budget and IDP had been discussed”. Members of the public were less than pleased, and appeared to be of the opinion that the delay was intended to prevent the report from reaching the public eye. Kobus van der Merwe, DA council member, said that if the budget is not discussed by the council in order to abide by Treasury regulations, it could happen that the municipality may lose access to Treasury grants, which are needed to boost service delivery. A date for the next meeting has not yet been decided.

Miraculous escape in car/truck collision

Occupants of a Volkswagen Polo only suffered minor injuries when the car they were travelling in collided with a truck. Photo supplied Justin Steyn Passengers who were travelling in a Volkswagen Polo have miraculously survived a head-on collision with a heavy duty truck. According to the spokesperson for the Waterberg’s Advanced Paramedics Assistance (APA) group, Andy Gill, two of their response units responded to the scene. “Two units were dispatched to the scene of a motor vehicle accident where a car collided with a truck on the N1 North

highway just before the Settlers and Codrington off-ramp,” Gill said. Gill said that the driver of the truck sustained no injuries and the occupants of the truck only suffered minor injuries. “There were no injuries in the truck. Of the three occupants in the car, only two were injured. They sustained minor to moderate injuries,” Gill said. Both patients were treated on the scene and transported to a hospital in the area by Provincial Ambulance Services and the APA.” The cause of the accident is currently being investigated.

Warrant out for two protestors

Photo: TK Mashaba TK Mashaba Warrants have been issued on two of the ten protestors who were charged with public violence and malicious damage to property during the protests in Bela-Bela February, The two, Patrick Nkuna and Albert Chauke, are still at large after they failed to appear before the Bela-Bela Magistrate’s Court on Friday 31 March. According to police communication officer, Lieutenant-Colonel Abel Phetla,

Nkuna and Chauke gave up false addresses. Police investigation later indicated that the pair do not, in fact, live at Raeleng Secondary School. “We have issued a warrant of arrest to the two who are currently at large,” said Phetla. The other eight were expected to appear on Wednesday, 5 April, after their case was remanded on Friday 31 March. After the protest and arrest, the ten protesters spent a night in jail. They were released without bail, and warned not to involve themselves in any further protests.

Leseding accident shocks eyewitnesses Lizzy Bapela An accident that happened at BelaBela’s Leseding Section brought the area to a standstill for a while and left witnesses shocked. The accident happened on Saturday, 25 March in the section’s busy road near a shopping complex. According to eye witnesses, a white sedan, believed to be an old model Toyota Corolla came driving sideways at a shocking speed and missed a parked bakkie on the road side, before driving into a yard in the neighbourhood. The car was driving from town to the east and turned back to the town and immediately drove over the fence. The driver of the car had not been identified at the time of going to press. The witnesses said that they were sitting in their homes, while some were walking past the scene and were at a nearby carwash when they saw the speeding car which ended up driving into the yard. They further mentioned that almost everyone who witnessed the incident stopped whatever they were doing to watch in shock and disbelief. Members of the affected family said that they were inside the house when the incident happened and they rushed outside to see what had happened. The mother, who could not be named, was still shivering when she was questioned and said she still could not believe what her eyes were seeing. Family members were making calls to their loved ones, informing them of what happened and seeking comfort. Members of the local SAPS and the EMS attended the scene and the paramedics removed the driver from the damaged vehicle and rushed him to the

Easter concerns in Mookgophong’s main street

Roadworks in the Mookgophong main street will have a serious effect on traffic over Easter. The main road will be temporarily transformed into a one-way street to facilitate traffic flow. Photo supplied Justin Steyn A cash in transit robbery was foiled outside of Mokopane by the police and alert community members on Saturday 1, April. According to the provincial police spokesman, Brigadier Motlafela Mojapelo, members of the community spotted a group of armed suspects who were en route to rob a cash in transit car when they alerted the Mokopane Police. “The police reacted swiftly and upon arrival, they pulled over a White Ford Ranger when a sudden shootout ensued between the police and the suspects,” Mojapelo said. Mojapelo said that two suspects were killed and one was seriously injured. Two other suspects were arrested without injuries.

During the arrests, police recovered three firearms and discovered that the Ranger they had been travelling in was registered as a stolen vehicle. “Upon our investigation, police found one R5 assault rifle and two 9 mm pistols. We also found that the Ford Ranger was stolen in a hijacking incident in Westenburg outside of Polokwane,” Mojapelo said. The two arrested suspects in this matter appeared before the Mokopane Magistrate’s Court on Monday, 3 April and their case was postponed to Friday, 5 May. They were identified as Boitumelo Daniel Aphane (31) from Mahwelereng and Sehlabe Lewis Nthutang (38) from Alexandra in the Gauteng Province. Both men are facing four counts of attempted murder and three counts of the possession of unlicensed firearms as well as one count of the possession of stolen property.

Truck Stop along 4th Street and 7th Ave to rejoin the R101. This arrangement will be in place until Monday, 17 April, when traffic levels are expected to return to normal. Opperman asked residents and drivers to have patience and avoid the main street wherever possible. He also asked the public to make use of the N1 as far as possible. The relevant information will be displayed on signs on offramps on the N1 North and South to ensure that motorists are aware of the delay.

Residents shaken, yet amused after tremor

Photo: Storm Report Ronél van Jaarsveld Nobody could blame South Africans for feeling a bit fragile after a week filled with upheaval. They had only barely recovered from a cabinet reshuffle, when the news hit that the South African economy had been downgraded to junk status. Only hours later, while citizens were still

trying to catch their breath and reading business news on their phones, a new, more physical, shudder shook the nation as tremors shook the country shortly after 19:40 on Monday evening. According to USGS, the American Geological Survey, the tremors are the aftershocks of a magnitude 6.3 quake in Botswana, roughly 240 km north of Gabarone — fortunately in an only lightly-inhabited area. The tremors were felt as far afield as Zimbabwe, Mozambique, and in South Africa in places as far apart as Bloemfontein, Johannesburg, and Pietermaritzburg. On the same day, at around 05:00 in the morning, Klerksdorp residents were shaken awake by tremors in that area. According to reports, nobody has been injured and no buildings were damaged. In the Waterberg, many residents were badly startled when the tremors hit. Residents of Lephalale, only 290 km from the quake itself, felt the tremors thoroughly. Messages began to fly on social media only minutes afterwards, and South Africans turned to humour in their time of need. Paul van Deventer reassured members of a panicking Modimolle Municipality information group with a dry “It was just the Rand falling.” Other quips followed. “Definitely, junk status rocked us in the bedrock,” one person, identified as Adri, said. “We don’t have to worry about the earthquake,” another person said. “They say it’s just because of the cabinet reshuffle.” Residents at Bela-Bela, Vaalwater, and Mookgophong also reported feeling the tremor. South Africa is occasionally hit by quakes, especially in areas with a lot of mining activity. In 2014 the town of Orkney, which is in a mining area, was hit by a quake with a magnitude of 5.5, which had several aftershocks and damaged a number of buildings. Before that, the most severe earthquake recorded in the country was in 1969 in Tulbagh in the Western Cape, which measured 6.3 on the Richter Magnitude Scale.

Justin Steyn A resident op Bela-Bela said he was badly beaten and pepper sprayed for allegedly trespassing on the town’s municipal building during the recent two day unrest at the Bela-Bela municipality Danny Sedibana, a resident and long-time activist, said he went to the municipal buildings on the early morning hours of Friday, 31 March to see if any of the municipality’s officials were on duty. Sedibana explained that the local community have had enough of alleged maladministration with regards to the outstanding KPMG report and decided to climb over the municipality’s locked main entrance gate. “People have been protesting and demanding the release of the KPMG since the previous day. The community even agreed to meet in front of the municipality on the day that I jumped over the fence. When I arrived there I found that the gate had been locked and to me this meant that the municipality attempted to keep citizens from exercising their rights to enter the building.” He added that he managed to enter the ground floor of the municipal building without being detected. “I wanted to see if all the head of departments and especially the mayor, Jeremiah Ngobeni, was present and that they were not hiding at home. I and the rest of the community want answers,” he said.

Sedibana said his investigation was interrupted on the top floor when he was cornered by security personnel and allegedly assaulted. “There were six guards that cornered me and asked what I was doing inside the building. Before I could answer, the guards started beating me and sprayed me in the face with pepper spray.” Sedibana said despite being handcuffed by security, he was allowed to meet with other community members who freed him of his bonds and gave him water to drink. “I met with the rest of the community that was standing outside the gate and I was freed from the cuffs. I was so angry and demanded that someone get me a tool so I can break open the lock.” Sedibana was supplied with a bolt cutter and managed to open the gate immediately, where he encouraged the rest of the community to revolt and demand answers. He added that despite police presence, he was not charged. “I was not charged and I will not press charges. I just want to encourage the rest of Bela-Bela to stand up for their rights and start a revolution that will put the municipality in its place because we cannot allow them to get away with everything.” Sedibana said he has only been suffering with minor pains in his wrists and has vowed to keep protesting against the municipality. Requests for comment to the mayor went unanswered, and the municipality does not currently have a spokesperson.

Disruptions at LIM 368 renaming consultation meeting Mzamane Ringane The consultation meeting which was supposed to engage members of the community on the renaming of the LIM 368 Municipality came to an abrupt end, after a portion of the audience disrupted the proceedings on Wednesday, 29 March at the Ephraim Mogale Stadium. While speaking to members of the community at the local stadium, LIM 368 Municipality Speaker Johann Abrie was interrupted and ordered to leave. The group chanted, “Go, go, go,” prompting the municipal officials to abandon the meeting. The meeting, which was attended by mostly the elderly, had to come to an unexpected end following that action. The speaker had planned to visit Modimolle, Mookgophong, Roedtan, Alma and Vaalwater, in company of other municipal officials to discuss issues relating to the renaming of the municipality. Since the amalgamation of Modimolle Local Municipality and Mookgophong Municipality, the new municipality has been operating under the name LIM 368. “The purpose is for us to engage with the community and get their input. We want them to give us suggestions for the new name of the municipality,” he said. Abrie said there is a competition for young people including scholars, to craft a coat of arms that can possibly be used as part of the new logo. He said there will be a cash prize which will be awarded to a person who designs the winning logo. “This is just an introducing of the whole process, because it is a quite a long process. The naming committee and the Department of Sports and Culture will also be involved. We

want to find a name that will unite all the people in this area. We need to get input from as many people as possible from such a big variety of backgrounds,” he said. Abrie told The BEAT that the new name, logo, vision and mission must represent the two amalgamated municipalities. The speaker said he was disappointed that the gathering had to be disrupted, citing that he believes most people who came wanted to participate in the consultation meeting. He said members of the community will also be awarded an opportunity in this consultation meetings in their respective wards. Abrie said the municipality had also intended to engage the community on a possible development which would benefit the community, through the disrupted meeting. “We have been approached by a nongovernmental organisation by the name of Hope for the Blind. This is an international group of well-wishers, business angels, people that are making money available for specialised eye care,” Abrie told The BEAT. He said the municipality could not unilaterally donate land for the proposed without consulting the community.

The two municipalities are reported to be among the 13 that are on the brink of financial collapse. A report by the National Treasury gazetted on Tuesday, 28 March, shows that 13 Limpopo municipalities are on the brink of financial collapse due to poor competency levels among senior managers. According to reports by the DA in Limpopo, the report, which evaluates the state of local government finances using eight indicators, indicates that senior managers in Limpopo municipalities are non-compliant with the bare minimum of competency requirements. The eightindicator index reviews municipal financial health on cash coverage, cash balances, reliance on capitals grants, overspending operational, under-spending capital, debtors growth, debtors percentage of own revenue and creditors percentage of cash. Using a scale of between 1 (good) and 3 (poor), the municipalities are then rated on these indicators and any municipality with a total equal or greater than 16 is

Modimolle dialogue to revive marriages Mzamane Ringane The Modimolle-based Bandazana Christina Pilane (BCP) Psychosocial Services hosted a marriage enrichment dialogue program at the Waterberg Christian Community church on Saturday, 1 April. Christina Pilane, a social worker by profession and a married mother of four hosted the event which was attended by young and old people. The event was beneficial to both married and non-married individuals, who wished for happy unions. From the religious side, the event was blessed by among others Pastors Kenny Tshisevhe and Mokgadi Rameetse. Pilane said the purpose of the event was to prepare young couples who are not married, by guiding them on what marriage is about and how to sustain it once they enter into this valued commitment. “We also have middle aged couples that are happily married and also those who are faced with challenges in their marriages. In a marriage there are many challenges because that is where two people with different minds and different cultures come together as one. We are here to assist them on how to deal with their differences to avoid divorces, suicides and substance abuse,” Pilane told The BEAT. Pilane delivered a lengthy presentation

which served to strengthen the relationship between couples, their children and extended families. Members of the audience also had a chance to interact with the host during the session. There were also two speakers both male and female who gave their own perspective of marriage and could be done to avoid ending marriages. Both speakers emphasized that a divorce should not be considered as an option when couples are going through challenges. From a men’s perspective local prominent businessman Jonas Mashishi encouraged married couples to be transparent, especially when it comes to issues relating to finances and extended families within their marriages. “If someone comes to me and tells me that they are having challenges in their marriages, I would never encourage them to opt for a divorce,” he said. Mashishi said spending quality time and having an open communication can ensure harmony in marriages. From a women’s perspective Maphuti Mashala also reiterated the same sentiments, discouraging couples from considering divorce as an option. “There is no reason enough as a Godly woman to walk out of that marriage, and as a Godly single woman there is no reason enough for you to fall into sin,” she said. The issue of domestic abuse was apparently not addressed at the meeting. Mashala concluded by urging both single and married women to resist temptation.

Smalle added that these low levels of compliance with minimum competency requirements on Financial Management (FM) and Supply Chain Management (SCM) is of great concern to the DA. He also said it is indicative of reasons why the province’s municipalities are in poor financial shape, regularly flout FM and SCM regulations and consistently produce poor audit outcomes. “We call upon the MEC for CoGHSTA, Makoma Makhurupetje to ensure that our municipalities receive increased support through the Municipal Finance Improvement Programme (MFIP) and capacity building skills through grants such as the Financial Management Grant (FMG). In his budget speech presented on 16 March, Limpopo Premier Stanley Mathabatha said through his office’s InterGovernmental Forums, all municipalities in the province will be assisted to ensure that their service delivery mandates are realized, notwithstanding the financial limited resources. He added that the directed the Director General and HOD for Provincial Treasury to closely monitor all the 13 provincial departments, 27 municipalities and public entities to ensure that all issues raised by oversight bodies, including the Auditor General and Provincial Treasury, are addressed. Modise claimed that she sat in the hospital’s waiting area for two hours before heading home. “I wanted to open a file at the hospital and there was a massive queue of people who waited to be assisted. Doctors and nurses

Despite numerous phone calls to Moagi and a Whatsapp message, The BEAT’s request for comment went unanswered.

TK Mashaba With a week to go before Easter weekend, the Mabaleng Sports Committee has launched a campaign which is set to target all the people in the township to become be part of the games they are hosting. The games will start with a fun run of 5 km and 10 km and later with soccer, netball and volleyball. Since the launch of the Sunday games at Bela-Bela community hall, it has attracted many people from around and outside Bela-Bela. The management have done a fixture for

weekly Sunday soccer games with all the local teams. According to one of the coordinators Benjamin Molekoa, their plans are going well and so far they are expecting a larger audience than before. “There will be more happening on the Easter weekend from Friday, 14 April to Sunday 16 April,” said Molekoa. They have also roped in local artists and DJs, who will entertain the audience. “We are planning to host a bigger event in summer season, “he added. The forms for families who want to enter the fun run can be found at the taxi rank offices in Bela-Bela town or at Mabaleng.

SAB League side Modimolle Troublemakers FC crashed the hopes of Modimolle All Stars FC supporters on Saturday, 1 April when they defeated the league contenders 2-0 at the Ephraim Mogale Stadium. All Stars’ loss resulted in the team being kicked out of the title race, regardless of the results of their three remaining matches. The second placed NTK Happy kept their hopes alive when they defeated Diesel N Dust on Saturday. Happy Boys will have to win their remaining matches and score as many goals as possible to keep up with the log leaders Qualitho FC. Qualitho FC who are six points clear on top of the log standings are left with only one game to play.

Qualitho FC walloped Modimolle’s Bussel FC 5-1 last weekend, to increase their chances of winning stream A of the Waterberg Region’s SAB League. Bela Bela Pirates FC defeated Modimolle Home Defenders FC 5-1, sending shockwaves to the supporters of the team which needs to start collecting points to avoid relegation. The dark horse of the SAB League’s stream A, Boys 2 Men increased their chances of snatching the title after defeating Modimolle Celtic FC 3-1. This coming weekend Boys 2 Men will be hosting Modimolle All Stars in Vaalwater in some of the outstanding league matches of the season. Bela Bela Pirates will host local rivals Diesel N Dust FC, while Bussel FC hosts Troublemakers FC in Modimolle. All the above fixtures will take place on Saturday, 8 April.

Bela-Bela councillor suffers a break-in Lizzy Bapela Bela-Bela’s DA PR Councillor and Caucus Chairperson Frans Mothokwa was left surprised and shocked after he suffered a break-in at his home in Extension 5. The incident happened over the weekend of Friday, 31 March to Sunday, 2 April when the leader was away in Lebotlwane, NorthWest attending a relative’s funeral. He told The BEAT that he discovered the incident on his return from the trip. On arrival at the house, the councillor and his family found that the lock on the door had been forced, allowing the unknown suspects to enter the house. The family added that they then stumbled into men’s boots’ tracks when entering the house and discovered that the suspects also fiddled with his and his partner’s belongings including clothes in the house. “I have no idea as to who could have done this and why. What surprises me more, is

that only my work tablet was stolen and everything else, including the TV and appliances, items which are known to be targeted by criminals were still in their places. I am so confused, wondering what they were hoping to achieve by doing this, or to find in the tablet,” said the shocked leader. The family members present at the scene also expressed their disappointment, saying that it is surprising that a person could risk being caught breaking into someone’s home and steal only one item. They added that they could not even explain the whole thing to the police when they responded to the call. Mothokwa further said the police took their statements and opened a case of housebreaking. He added that he was going to communicate more often with them to check the progress of the case. No one in the family has any lead or suspicions of who the suspects could be. Meanwhile, Bela-Bela police’s detectives’ commander Lieutenant-Colonel Abel Phetla

Freedom Day Celebrations to hit Waterberg Lizzy Bapela The Office of the Premier in Limpopo is bringing Freedom Day Celebrations to Waterberg, among other districts that are scheduled to host this year’s events. This was announced following the Limpopo Province Executive Council’s post council meeting on Wednesday,

29 March. The Executive Council approved the nature and character of Freedom Day, which is celebrated nationwide on April 27. Provincial Government Spokesperson Phuti Seloba said the events are aimed at attracting participants and benefiting citizens of the province in the districts, the private sector, small and medium business enterprises, local performing artists and

the media. Meanwhile, the Waterberg District Municipality’ spokesperson Pat Malete said on enquiry that the Office of the Premier had not yet sent the districts the names of the local municipalities identified to host the celebrations, as per the office’s statement. He said the district municipality will announce the name of the local municipality given to their office as soon as

it is announced. Among other issues concerning the Waterberg District that the executive council discussed, include the recognition of Langa Hans Malesela as the Senior Traditional Leader of the Mogalakwena’s Mapela Traditional Community in terms of Section 12 (1) (b) of the Limpopo Traditional Leadership Institutions Act no 6 of 2005.

New sponsor for the Marakele Marathon Lizzy Bapela The countdown to the 2017 Marakele Marathon has begun and the good news for the organisers and all other role players in the marathon is, there is a new sponsor on board. Powerade, a brand under Coca-Cola Beverages South Africa (CCBSA) has been confirmed as this year’s main sponsor of the event.
