Three dead in accident
A bakkie, a motorcycle, and a Toyota Tazz caught fire after the accident which occurred on the R101 on Sunday evening, in which three young people lost their lives. Sleep ’n Go guest house on the Mookgophong road at 19:00, claimed the lives of 20-year-old Emil van der Walt from Bela-Bela and two sisters, Mokgadi (18) and Basetsane Raboshakga (15) from Phagameng. According to Warrant Officer Findlay the accident was apparently caused when a bakkie hit the back of Van der Walt’s motorcycle just after the Fourways crossing. The motorcycle was dragged under the bakkie and the bakkie’s airbags deployed,
obstructing the driver’s view. The bakkie and the motorcycle then crashed into a Toyota Tazz, which hit the Raboshakga sisters, who were pedestrians. The vehicles caught fire and Van der Walt is believed to have been killed on the scene by the blaze. The driver of the bakkie, Ignatius Venter (33), appeared in the Modimolle Magistrate’s
Court on charges of manslaughter and driving under the influence on Monday, 3 October. He was due to appear again on Thursday, 6 October, and remains in custody. The identity and condition of the driver of the Tazz remains unknown.

Justin Steyn Police officers were out in full force on Friday, 30 September on a cross-border operation between Limpopo and Gauteng. The operation focused on the Bela-Bela and Temba areas with road blocks being held at Mantsole on the N1 as well as the R101. Stop and search operations were also conducted in town. The operation focused on searching for illegal firearms, drugs and stolen goods as well as crime prevention focusing on armed robberies and theft.

Lieutenant-Colonel Abel Phetla of the Bela-Bela police said that the searches went peacefully without any incidents. Phetla said that human- and drug trafficking were among the biggest problems faced by the town. He added that illegal immigrants have also been known harbour unlicensed firearms. “The stop and search operations went without any major incidents. This operation was as a result of the large amount of unlawful substances and illegal immigrants that have been entering Bela-Bela and cause serious crimes,” he said.

Road accidents in Limpopo reason for concern Lizzy Bapela The Department of Roads and Transport in Limpopo advises drivers to drive cautiously at all times and make sure that they reach their destinations safely. This follows a report from the provincial traffic stations on a roundup of accidents that happened across the province’s roads during the recent Moria conferences. The Waterberg District saw a higher number of accidents than other districts, with 12 in total from the whole conference period. Departmental spokesperson Kagiso Mootane said that a total of 12 fatal accidents were reported across the province as compared to the six during the same period last year. Lizzy Bapela Hundreds of young people from across the Limpopo Province will be spending their school holidays in a useful and beneficial way this term, courtesy of the Department of Social Development. The youths gathered at the Settlers Agricultural High School on the afternoon of Monday, 3 October to attend the Siyakwazi Youth Camp and the World Population Day. October is Social Development Month and the Department kick-started the month by welcoming the youths to the event. The month is regarded as the month of intensified social welfare and community development activities and the Limpopo MEC for Social Development, Joyce Mashamba graced the event and addressed the young people. The Mookgophong police spokesperson Warrant Officer George Ledwaba said that the number of accidents taking place in the area is increasing and is very disturbing. He added that the area experiences an alarming number of accidents on a regular basis, most of which are fatal. Mootane highlighted that in most cases, possible causes of the accidents speeding, overtaking, reckless driving, fatigue and either pedestrians, cyclists or animals being in roadway and these resulted in a total of 25 accidents occurring province wide. She added that vehicles involved in the accidents are sedans with 19, LDVs with 12, mini buses with 3 and heavy vehicle with at least one. Mootane also said that most of the people involved in the accidents sustained serious injuries while three of them were slightly injured.
Dagga plants found
A team of dedicated men and women in blue from different police stations, including Bela-Bela, saw eight alleged drug dealers being brought to book. This major breakthrough took place on Thursday, 29 September, following thorough investigations. Bela-Bela Detectives’ Commander Lieutenant-Colonel Abel Phetla said that the suspects were arrested at their rental homes in town. Three of those arrested were allegedly in possession of illegal drugs at the time of their arrest, The police confirmed that they received several tip offs about the suspects’ dealings and have been following leads since last year. They also emphasised that they went through a long process before making the breakthrough and identified the suspects’ addresses. The police cornered the suspects in their homes in the early hours of the morning. Busted suspects were caught by surprise by the police’s sudden and heavily armed arrival at their homes and gave themselves up peacefully. The suspects were searched, arrested, and taken to the holding cells. Lieutenant-Colonel Phetla said that the bust was a joint operation with members from other stations. All police units participated in the operation, resulting in the arrest of eight dealers, seven of which are Nigerian nationals, who all resided in Bela-Bela. The colonel further said that the suspects are being held in connection with 18 cases, some of which are still under investigation. The suspects were remanded to custody when they made their first court appearance before the local magistrate on Friday, 30 September. They are expected to appear again in court this week for formal bail application. Police have asked the media not to reveal the suspects’ names. The breakthrough brought joy to the local community as many expressed relief after learning of the breakthrough, complaining that drugs are really ruining the society and threatening the future of their children. One parent who is an activist in the fight against drugs said that he was happy to see the police nabbing the nation breakers, adding that what drugs are doing to the youth is heartbreaking. Community members pledged to fill up the courts during the suspects’ appearances.

The arrest happened on Friday, 30 September, during a special operation which at Illeweni Farm outside Mookgophong. Fifty-five dagga plants were found in a field within the suspect’s yard. Kekana appeared
before the Mookgophong magistrate court on Monday 3 October, and is expected to appear at the Mookgophong magistrate’s court on Thursday, 20 October. Police investigations are still continuing. The Mookgophong police could not provide detailed information about the arrest.

According to the municipality’s Head of Technical Services, Risimati Ntekela, an additional contractor was requested in order to speed up the work process The upgrades at the town’s
central business district area have been ongoing since the start of the year. It has been reported that the upgrades have caused congestion on the road and allegedly caused two power failures by workers who struck underground cables while working. Ntekela said that at the moment, the roads only need to be tarred and the upgrades will be complete. “We are first going to start paving on the right side of the main road
and then move over to the small untarred section in front of Van Heerden’s. When that has been completed we will move over to the KFC section up towards the municipal offices,” Ntekela said. He added that the municipality is still within their budget of R12,5 Million for the project. “Despite the many delays, challenges and an additional contractor we are still within our budget and have not overspent,” Ntekela said.

TK Mashaba A local foreign-owned shop in Bela-Bela was robbed during the early hours of Monday, 3 October. According to the owner, Mine Sodiso, two men entered the store at around 06:00 and asked for cigarettes. While he was fetching the cigarettes, one of the men pulled a gun and demanded that Sodiso close the garage door. “I struggled with one of the men, who was holding a gun,” Sodiso said. “I fell, and the other man grabbed the cash and
airtime from behind the till.” During the struggle, the gun was allegedly fired into the air. Shortly afterwards, a third man, who appeared to be an accomplice, drove up in a dark grey Toyota Corolla, and the three escaped. Bela-Bela Police spokesperson, Lieutenant-Colonel Abel Phetla, said that a case of robbery has been opened and is under investigation. “We found cartridges at the scene, which will help us to trace the culprits,” he said. An undisclosed amount of money, which includes airtime, was stolen.

The Limpopo Provincial Executive Council (EXCO) made resolutions regarding intervention in the Thabazimbi Local Municipality during their recent council meeting. The EXCO resolved that a transactional loan amount of R25 million be provided to assist the municipality. Provincial Government Spokesperson Phuti Seloba said that the money will ensure that Thabazimbi Local Municipality is on a sound financial state. He added that the amount will be allocated to the municipality during the 2016/17 adjustment budget process. The EXCO also resolved that the current intervention in Thabazimbi in terms of Section 139(1) (b) of the Constitution of the Republic of South Africa be extended for a further period ending March 2017, and that the MEC for CoGHSTA (Corporate Governance, Human Settlement and Traditional Affairs) be delegated to communicate such decision to the Thabazimbi Council. They further resolved that the Provincial Treasury, with the assistance of CoGHSTA, should make a thorough assessment on the financial viability of the identified municipalities in the Province, amongst them being Thabazimbi, and to develop a turnaround plan to improve their financial state. Meanwhile, The DA in Limpopo welcomes the loan news but deems it insufficient for Thabazimbi’s financial calamity. The party says that the money is too little, as the municipality still owes more than R320 million to the creditors and service providers. The municipality’s financial catastrophe is impaired by creditors and service providers who opted to approach courts for relief when they were unable to obtain payment from the municipality. The Sheriff attached and removed all moveable assets including desks and computers from the municipal building a while ago, which left the administration paralysed. The municipality was placed under Section 139(1)(b) of the Constitution and the intervention is
set to continue until March 2017 due to the financial crisis. Currently, there are nine outstanding warrants of execution to the sum of R14 million against the municipality which can be served at any moment. The DA provincial leader Jacques Smalle said that this means that the money will be utilised to settle these debts to stop the sheriff of court from attaching more municipal assets. Most of the outstanding warrants arose from court orders obtained by creditors for failure of payment by the municipality during 2015 and 2016. “Since the DA and its coalition partners took over, we have managed to engage all the service providers and creditors to find workable solutions to settle the municipality’s debt. We have further written to the Minister of Co-operative Governance and Traditional Affairs, David Van Rooyen and Finance Minister, Pravin Gordhan, to intervene by providing more adequate support to the municipality and to prevent an imminent breakdown of service delivery due to the financial crisis. The new administration is also engaging all the mining houses within the municipality to come on board to assist where they can to better the lives of the people,” said the DA speaker in the municipality Doctor Bertie Joubert in a statement. The DA urges the MEC for CoGHSTA Makoma Makhuruptje to provide assistance pertaining to the appointment of Section 57 managers that include the Chief Financial Officer (CFO) and Municipal Manager (MM) as they believe that they will be able to stabilise the finances and effect a clean and workable administration. “In this regard, the DA will be enforcing Section 154 of the Constitution to force the National and Provincial governments, by legislative and other measures, to support and strengthen the capacity of Thabazimbi to manage their own affairs, to exercise their powers and to perform their functions which was left dysfunctional by the previous ANC government,” said Doctor Joubert.

LIM 368 determined to succeed Lizzy Bapela The situation at Thabazimbi Municipality posed concerns resulting in the DA in LIM 368 Municipality (Modimolle and Mookgophong) rearranging their affairs in order to avoid a similar situation. Thabazimbi, as has previously been reported in The BEAT, is in debt to the tune of over R300 million, and recently had the municipality’s assets, such as computers and office furniture attached in order to pay for debts. The DA-led administration in the recently combined municipality said that they are in the process of raising funds to settle R3 million debt owed to the local Department of Roads and Transport, a debt which they allege was left unpaid by the previous ANC administration. The money is for the Department to deliver papers used in the licensing department to print out driving discs and fines. The DA says that the debt has halted the services in the licensing department for the past few weeks and the residents are unable to pay their fines. After raising the funds, The DA reports that the Mayor, Marlene van Staden and her team will further probe to establish whether there are other creditors that the municipality might owe money to, in order to negotiate with them to find workable solutions. The objective is to settle the municipality’s debt to avoid the sheriff of court attaching the municipal assets like in Thabazimbi. “This debt, along with the Thabazimbi Municipality saga, are clear examples of how the ANC-led administration in these municipalities neglected the citizens and opted to focus on enriching themselves and their friends. The DA assures the residents of Modimolle and Mookgophong that it will do everything in its power to raise funds to settle all the debts and to fix the damage done by the ANC,” said the DA Political Head in Modimolle/Mookgophong Desiree van der Walt. She added that the DA believes that government must always act honestly, transparently and in the best interest of the people by paying creditors timeously, collecting revenue and delivering quality services. She also said that the municipality acts as an agent for the Department and all licences and fines work on a 80/20 basis, meaning that 80% must be paid over to the Department and 20% is kept by the municipality to cover costs incurred. “When the new administration took over the municipality last month, they discovered that the previous administration never paid over 80%, leaving the current municipality in debt of more than R3 million. The department has stopped delivering the correct papers to the municipality until the new administration settles the bill. The DA-led government has already made a payment arrangement with the Department and agreed to hand over a 100% of the money collected so that the additional 20% can be used to pay off the old debt. It is clear that the ANC-led government made no effort to engage with the Department in a meaningful way in an attempt to settle the municipality’s debt and ensuring that they prioritise good quality services to our people,” Van Der Walt added.

Development Committee Focus on health TK Mashaba The Bela-Bela Development Committee, a local NGO, held a Health Awareness Bootcamp at the Multi-Purpose Centre on Sunday, October 2. While the event was only sparsely attended, the organisers were pleased and a number of stakeholders, including a mobile dental clinic, attended. The mobile dental clinic offered free dental screenings. According to organiser and committee member Tshidi Molebatsi, the objective was to raise awareness about healthy lifestyle choices. “People must always be aware of the precious life they live, and exercise is a core issue that needs to be taken seriously,” she said. David Motalane, a dentist, also addressed the audience on the subject of dental diseases and proper tooth care, while Mmote Nkoe, an occupational therapist, educated the attendees about strokes and heart attacks.

Photo Supplied TK Mashaba Well-known comedian Salesman wa motokoa will be one of the five South African comedians performing at the BelaBela Comedy Show, which is due to be held on Saturday, 8 October at the new multipurpose community hall. The others are Summary, Thapelo King Flat, Thabang ER, and Elton Mduduzi.
According to the event’s organizer Oupa Kgwebane of Bela-Bela Innovations, this is a one of a kind show. “We want to bring humour to the township,” he said. “Many people have only seen these comedians on television, but now they will be seeing them live and will be able to socialize with them.” Local DJs like Solly da Vinci and DJ Kingston are also expected to perform at the after-party at The Dock outside Bela-Bela.

McDonald Ulunwosu donated, among other things, chairs and food when he visited the centre on Thursday, 29 September. The children and staff at the centre were happy to receive this huge donation from the business sector. Ulunwosu urged other businesspeople to get involved in community building. “I like visiting such places. When I was still growing up I was told that what doesn’t mean anything to you, to some other people it means a whole lot of things. Seeing a smile on the faces of these children made me realize that the little that we did here means a
lot to them. I believe they appreciate it,” he said. He said that people who have enough must always share with those that are less fortunate. The businessman said he believes that everyone who lives on earth is a creature of God, regardless of their nature. “I am calling upon every individual, to come in the best way they can. No matter how little they give, these children will appreciate it,” he continued. The founder of Sedibeng Happy Angels Disability Centre for the Disabled, Iris Komane, said she was delighted to have received the donation. The founder urged parents to embrace their children, especially if they are living with disabilities. She reassured them that they are not alone, and further said that they have the support of the whole community behind them.

Mzamane Ringane The Miss Vaalwater pageant, which was launched last year, has spun off another contest which will be held at the neighbouring rural settlement of Alma. The second Miss Vaalwater pageant will be held in February 2017, while Miss Alma is earmarked for later in the same year. Organiser of the event Lebogang Shovote said the reason why they decided to have Miss Alma this year, was that next year they had a lot of supporters from Alma who came to attend the Miss Vaalwater pageant. “Last year we launched our first Miss Vaalwater pageant in May. It was an event that came with challenges but we managed to make it happen. The event was a learning curve, which is why I took longer to organize the event this year because I have a few tricks up my sleeve,” she said.

There are only three weeks left for the 400 young soccer players of the Danone Nations Cup, one of the most important soccer events for 10-12 year olds, to finish preparing to take the Danone Nations Cup trophy. The 32 finalist teams will achieve their dream of playing at the Stade de France on 16 October. The team’s coach Mbishi Mokwena told the media that they are ready for the competition. “Our final preparations will now focus on practise games against older age groups and therefore bigger players. I also need to decide on the final positions of the boys. My tallest player will be my key player. He is versatile and can play up front and at the back and I need to ensure that we play him
in the correct position,” he said. Not much is known about the competition. The girls from Italy could be one of the biggest challenges as they all play in the Series A club, AS Roma’s Academy. Benny’s is not going to take them lightly Benny’s played a practice game against a team from the Wits University Football Club, and paid a visit to the sports exhibition, Freedom to Fanfare, celebrating South Africa’s heritage as a sporting host that was recently opened at the FNB Stadium. Here they gained insight into sporting history of the country and draw inspiration ahead of the trip to France. The match against Wits was a valuable experience. They played against a team that was intentionally older than them, and markedly bigger in size, which was meant to give them a taste of what lies ahead at the world finals. There, in the past, the South African teams have always been smaller in stature than their opponents.

Photo Supplied TK Mashaba The Limpopo Junior Volleyball Team has been crowned the 2016 Team of the Year after their excellent performance during the past year. The celebration was held on Sunday, 2 October in Polokwane, and was attended by the Limpopo Academy of Sports, a number of teams, and assorted administration staff.
Bela-Bela has three players on the team: Itumeleng Manganye, Tshiamo Molekoa, and Thandi Mukhari. They are the defending champions of the InterProvincial Volleyball Tournament, which was held in Durban recently. “This really shows that Limpopo is doing well,” said the team’s coach Thabo Molokomme. “Sports help us to combat substance abuse, teen pregnancy, and crime in our province, and helps the youth to have a healthy lifestyle.”
