As longtime residents of this area, we at HorizonWestHappenings.com are SO happy we decided to stick out the long wait for things to finally start to come to fruition in the big way we can all feel and see around us now in 2018. Being a new homeowner here in 2003 felt full of hope and possibilities – but 2007 truely zapped that flirty feeling and we were left wondering if it would ever return. Fast forward to 2018 and that feeling HAS returned! And this time things are coming to life all around us with a HUGE sense of enthusiasm and momentum! It has been a 7-year vision to produce this publication and now we can honestly say things are HAPPENING in Horizon West – we hope you enjoy it!

s my physician walked into the room she asked, "So, how are you today?" "Why don't you tell me," I replied. Today was the day for my annual physical results follow-up. I've always been considered healthy, without much effort on my part, but my results had other news for me today. As it turns out, I've got some work to do on my own health. For me that means less quick food and more whole food. As I lean into my later 30s, I will need to eat smarter, and exercise more regularly, and take a more conscientious approach to my overall health. I probably need to stop sneaking my kids' snacks too! Between my recent check-up and my increased involvement in the Horizon West community I've been pondering, "What makes a community healthy?" And I think it boils down to HAPPINESS. The healthier a community, the happier its people are!
It's been studied and shown time and again that finding balance in our hectic lives while spending time and energy doing activities that nurture 3 core aspects of our beings will improve our overall health. Those 3 areas of focus are BODY, MIND, and SOUL. The health of a community is no different. As a community here in Horizon West, we are all one. The sum of our health as individuals as well as the quality of the cooperation and interaction we demonstrate with each other directly affects the health of our community and ultimately our happiness. Being a big believer in the promise of Horizon West and the importance of strong community, my question to you (in my

best doctor voice) is, "Are you paying attention to and nurturing your body, your mind, and your soul? Are you activating those efforts at a community level by engaging in all of the wonderful opportunities around you?" We have a saying in my faith tradition: "all persons are individuals of sacred worth." The health of our community is measured by our combined choices to pay attention to body, mind, and soul health for yourself and each other. As you read on, you'll see that Horizon West is quite unique. Its development is guided by the first comprehensive sector plan created in Florida. The village-centric approach of the masterplan draws from traditions in town planning that are recognized for strengthening the health of a community. The spirit of the vision for Horizon West affords its community members access to a particular lifestyle. That lifestyle provides an abundance of opportunities to nurture our body, mind and soul. (See the chart to the right > for specific ways to invest your attention in each of these areas.) Thanks to the creators of the Horizon West masterplan way back in 1997, as well as those shepherding it now, we are all a part of the building of an amazing community that has the opportunity to be very strong in all the components needed to amp up our collective happiness! hether you have just moved to West Orange County or your family has been here for generations, it is a sure bet that you've noticed the way the area has grown over the last few years. Horizon West (yes, that is Horizon, not Horizons) is a unique community located in southwest Orange County and is designed using the principles of Garden Cities and New Urbanism to create self-sustaining, mixed-use villages. The vision for the area is typified by environmentally friendly development, which promotes bicycle- and pedestrian-friendly roadways and vibrant community gathering spaces. Last year alone, the Orange County area grew by approximately 66,000 new residents. Perhaps you are one of those new neighbors and are wondering where you 08 landed. Allow me to offer a brief retrospect and a forward-looking by snapshot to give you some idea.

er the rapid growth of this area for the past 50 years, it now seems obvious that we consider the quality of life of our residents and how we can minimize impacts of development to our environment but that was not always the case. The economy of the State of Florida is currently growing at twice the rate of the nation's. With our business-friendly taxing structure, great weather and ample opportunity, it is no wonder that our growth rate remains very strong. As we welcome our new neighbors to the area, we will face the inevitable challenges of infrastructure. For instance, it typically takes approximately 8 years from concept to completion to construct or widen a road. Using every tool at my disposal, I am often able to accelerate that schedule in partnership with the private sector.

how are we different than urban sprawl areas? 10

rowing up in a large metropolis, I never dreamed I would have the opportunity to live in a community that is close to perfect. Yet Horizon West has open fields and parks for children to run, fresh air and lush landscaping that is conducive to growing organic vegetable and herbs. My family and I also remain very connected, mingling with professionals and virtual business owners while exchanging recipes with our neighbors. This combination of natural open spaces and easy access to neighbors, businesses and community services is no accident. Horizon West reflects a community planning movement called New Urbanism—or, as Chris Testerman and Olan Hill of Orange County Planning Division call Horizon West's version of it, "New Suburbanism"—which includes an overall master plan for homes, public spaces and 21st century amenities.
Dreams From The Past, Making A Better Future We can better understand New Urbanism when we compare it to the urban life it reacted against. At the turn of the last century, dreadful living conditions in cities inspired citizens with means to
seek alternatives to the crowded, unsanitary and ugly cities that prevailed at the time. Reformers hoped that governments would improve urban conditions and create a "good city." These late 19th century thinkers considered the home the crucible for shaping individual citizenship and this same idea shapes design of the Horizon West community. The reformers began designing "Garden Cities" as a model for urban planning. This type of community included a broad green space surrounded by small businesses at its heart; a mix of single-family homes and apartments all within a quarter mile of the community center; and a greenbelt of natural or cultivated ground to purposely limit the size of the town and prevent sprawl. This type of planned community was designed to do several things well that typical urban sprawl (abundant in other areas of Florida) misses the mark on. The design enables: • Reduced dependence on automobiles, streetcars and other mass transportation. • Neighbors to interact easily, through more homes that are street-accessible rather than set back.

This mix of urban conveniences and relaxed living was to create communities that provide positive lifestyles for the mind, body and spirit. The outcome: happier people, families, and communities.

Living in Horizon West gives my family the opportunity to visit several farms within 15 minutes' driving distance; some of these farms are within walking distance for the communities within the six villages. Since moving here, our annual family tradition has become baking blueberry pies with blueberries fresh from the farm we visited that morning! A nearby organic farm sells its products at local farm-to-table-style restaurants and the farm also provides an adventure to gather eggs directly from a nesting area while inside the chicken coop. There is little doubt that this environment incorporates nature while supporting the health and well-being of the communities around them.
Building A Better Way Of Living Horizon West's "New Suburbanism" includes many of New Urbanism's ideals while incorporating conveniences that typical 21st century suburbanites expect, such as movie theaters, unique restaurants, supermarkets and specialty shops. The area's denser, mixed housing (single-family homes, narrow lot homes, attached townhouses and rental apartments) makes for a broader tax base, meets multiple lifestage/income levels and family needs. The village-centric design, dense at the center and more spacious as you move away from the center, also provides the population to support multiple businesses in the village center, multiple elementary schools per village and puts many amenities within walking or biking distance for everyone in each of the villages. Providing space for everyday services and pleasures close to home means healthier lifestyles, as people can choose to walk or bike and leave the car in the garage more often. The village and town center spaces can serve as parks and playgrounds as well as locations for food trucks and other community events such as Easter Egg Hunts, Pumpkin Patches, Trunk or Treat, Christmas tree lots and the Health & Safety BLOCK PARTY by the Horizon West Alliance, which began in 2018. Village centers and greenbelts around the villages also can host community gardens, organic farms or nature preserves.
Making The Dream a Reality Understanding this shared dream is only one aspect of community planning. To build the "good city" and reap its benefits, we all must get involved in the building process in one way or another. This involvement includes simple activities such as attending community events with your family and shopping local versus driving out of the area every day â&#x20AC;&#x201C; all the way up to attending public meetings; holding county commissioners, community developers, vendors and store tenants accountable for sticking to the initial master plan. It also means letting go of the NIMBY mentality and embracing the mixed- housing dwelling types that play a huge part in creating a broader tax base and encouraging measures that lower barriers to new small businesses in our village centers; and committing to keeping the green spaces undisturbed by development. And if you want to become really involved, a great way to do so is by becoming a member of HorizonWestAlliance.org and volunteering on one or more committees. In the years ahead, developers will continue to build and grow Horizon West. Working with them as involved citizen residents, we can achieve the full vision of the Horizon West master plan and maintain the lifestyles that we all desire for our families, for the coming century and beyond!

any residents of Horizon West, don't realize that they do indeed live in Horizon West. And some aren't aware that the area is designed around the concept of garden cities, which is why we have 5 villages and a town center. When all is said and done, many homes will be close in proximity to the local village center and neighborhood commercial centers as well as elementary schools and public parks. This will give Horizon West residents the option to leave the car in the garage more often and choose human-powered modes of transportation to everyday destinations along the myriad of bicycle and pedestrian paths. T
he Horizon West master plan organizes each village around a village center and its larger neighborhoods around an elementary school. This type of community design approach is in response to the rapid growth of urban sprawl that happened for decades following WWII. Strip mall centers and land-locked neighborhoods created an environment that pushed more and more citizens towards commuting in their own metal boxes on highways to get to commercial areas and their offices. The sense of community found before urban sprawl took hold dissolved more and more. Here in Horizon West, we are very fortunate to have the design and development of our community be guided by this master plan. The area is barely 50% built out as of early 2018 and there are growing pains for sure, but the benefits are apparent and the vision is coming more into focus than ever before with the recent development efforts in Lakeside Village, the Hamlin town center area and the Lakefront Shoppes of Summerport Village.

Summerport Village center lies at the heart of the Village of Bridgewater, and is about half completed as of early 2018. The town center of Hamlin will have nearly 2 million square feet of mixed-use commercial space. Development of this central area that spans all 4 quadrants of the 429 exchange, will take a number of years and will act as a destination for the entire region with offerings from dining, entertainment, offices and hotels to medical, shopping and education.
Village F was totally undeveloped when Windermere High School was approved by Orange County and that was partly why the Seidel site wasn't used for the first area high school. Now in 2018, all of the neighborhoods are in progress and plans for the village center, being developed by Compass Rose Corp. (a subsidiary of Walt Disney World Resort) are in the planning process.

Hamlin Continues to Thoughtfully Expand at the Heart of Horizon West
In 2018, 12 - 15 new buildings are expected to be added to the project which will bring a further expansion of the retail, restaurant and services provided at Hamlin. The Lakefront District will open Summer of 2018 and will feature the Orlando area's first Cinepolis Luxury Theatre. The 40,000 square foot, 10-screen facility will incorporate plush stadium seating as well as food service and a full bar. Hamlin also recently announced two Artists Rendering restaurants coming in the Lakefront District in the fall of 2018 â&#x20AC;&#x201C; Capone's Coal Fired Pizza and Ford's Garage â&#x20AC;&#x201C; both will offer unique food and beverage experiences attractive to a broad range of diners.
Hamlin is being designed to engage people to live well and enjoy the experiences they crave. Accordingly, the development aims to give visitors and residents a quality experience, whether it is a gourmet meal, diverse local merchants, exceptional entertainment or the simplicity of a stroll with family or friends along the multi-use trails or merchant- and r e s ta u r a n t lined streets.

s one of the fastest growing areas in the country, and the 9th largest school district in the U.S., Orange County Public Schools (OCPS) is constantly planning for the construction of new schools to ensure that current schools do not continue to run over capacity in the long term and
class sizes remain standard for students and teachers. In just the next few years, there are several locations set for new schools to be built and the design phase is already underway on some. Growth comes with growing pains for such a sought-after school district, but OCPS and our District 4 School

As neighborhoods are built and population grows, OCPS Iooks at a variety of statistics to project enrollment in order to address new school construction. OCPS considers all available land that fits requirements in order to identify and secure the most viable options. OCPS works alongside the local community to gain input on design and construction of the new school to address safety, environmental impact and cost.

School zone maps are then developed with consideration for distance from school, safety, equity and natural boundaries like busy roads and bodies of water.
Build School
Building an elementary school takes about a year. A middle school takes about 18 months. And building a high school takes about two years.
WHY AREN’T OVERCROWDED SCHOOLS RELIEVED MORE QUICKLY?
Schools on the Horizon
Schools are planned concurrently with growth. OCPS does not wait until an area is fully built out, but they do need to wait until construction activity is underway before planning a school since development plans can halt quickly at the whim of the developers and the general economy. The primary sources for construction funding are the half-penny sales tax and impact fees paid for by developers. Those impact fees stay local, but the sales tax income is required to be spread across the entire growing county for new schools and replacements of existing, aging schools. Building schools larger and sooner may seem logical to parents with kids in our full schools, but given all the factors, OCPS is striving to add them in Horizon West at a smart pace and at sizes that will make sense when the population normalizes upon buildout of the entire area.

BIG PLANS ARE ON THE HORIZON
s quoted in the January/February 2018 newsletter from District 1 Commissioner VanderLey, we have a wonderful opportunity with the Horizon West Regional Park. This 200+ acre park (about 1/3 of the size of New York's Central Park) can serve as an incredible regional amenity to West Orange County.
February 2018 is when bids were sought by Orange County to find a master planner so they can create the vision of what the immediate needs are in this area â&#x20AC;&#x201C; some of which could be arts and music areas, spots for families to hang out, gathering places for a variety of community events, and of course sports fields where our youth can compete and grow their craft. This Regional Park will have a main entrance off of Hamlin Grove Blvd. which is the new connector road that will be built from the dead end by Walmart over to Tiny Road. Other entrances will be determined at a later time. Creating unique botanical garden areas, sports fields and an outdoor live performance venue that are highly accessible to surrounding community members by foot, bike and car, the Regional Park offers exciting possibilities. It aligns with Horizon West's journey to fulfill the vision of new suburbanism and its village-centric master plan. Community meetings on the Regional Park's design will be held as part of the design process. Economic growth is fed in part by the city of Orlando, which remains among the nation's top ten cities for economic growth . Kyle Heck, a franchise business consultant with FranFrog, says, "This is one of the fastest-growing areas in the country. That presents tremendous opportunities for new, modern businesses from home services to boutiques up to full retail stores. Even business-to-business (B2B) franchises." After a standstill created by the nationwide financial events in 2007, explosive growth really kicked in this last year with projects like the 640-acre Hamlin mixed-use village going vertical and Lakeside Village finishing its final phases. Horizon West now makes up over 50% of the total development permits pulled in Orange County and is the second-fastest growing master-planned community in the state and third-fastest in the country. Due to this rapid housing growth, there has also been an increase in opportunities for job and business creation, and more opportunities lead to better economic growth. Accidents and crime are possible everywhere in today's world though, so let's look at ways you and your neighbors can be involved in helping to make your own home, neighborhood and village as safe as possible.
The Orange County Sheriff's Office offers several programs with the two most prominent volunteer based ones being Neighborhood Watch and Citizens On Patrol.
Neighborhood Watch The best crime prevention device ever invented is a good neighbor. The security steps taken as a group are just as important as the things you do individually. This joint effort is called Neighborhood Watch and the most important requirements to start a group are the following: 1) One person to act as the Coordinator 2) 40% of the residences onboard to support 3) One Block Captain for every 10 residences
Once you have this level of interest you can schedule a meeting with a Crime Prevention Specialist from the Sheriff's Office Crime Prevention Unit where an officer will offer tips on home security, crime awareness, operation identification and how to report suspicious activities. The Coordinator is the liaison between the Crime Prevention Specialist and the residents of the neighborhood. They maintain a list of participants, report problems and concerns and disseminate information to homeowners. They also attend Neighborhood Watch training sessions and recruit/assign Block Captains. Each Block Captain is responsible for approximately 10 homes and keeps a contact list up to date for those homes. This creates a telephone and email chain throughout the neighborhood to cover most residences in the area.

Citizens on Patrol The Citizens On Patrol (C.O.P.) program provides a way for civilians to support the Sheriff's office as additional eyes and ears in your neighborhood and village. The most important requirements to build a Citizens On Patrol team in your area are the following: 1) 10 homeowners must commit to volunteer, pass a background check and complete 22 hours of training 2) One person committed to be the Team Leader A uniform is provided to each volunteer and a marked vehicle which stays within the defined neighborhood or village area. The Team Leader is the liaison between the Citizens On Patrol coordinator and the volunteers in their defined area. His/her duties include patroling plus necessary administrative tasks, attending regular meetings at the Sheriff's office and keeping the assigned vehicle maintained. The key requirement for individuals to stay in the program is to volunteer their time to drive the assigned marked vehicle through the neighborhood looking for any suspicious activity and reporting it. There are no set times to volunteer. There's flexibility for the volunteers to coordinate use of the vehicle so each can serve during times that work within their schedule. House Checks are a service your C.O.P. program can coordinate with your HOA, where you can request to be on their drive/walk route while you're away from your home.
