No sooner have holiday things been stored away and new school shoes and uniforms ‘broken in’, than we now turn to local schools and their Open Days for next September’s potential intake. Besides that, our “What’s on” guide continues to supply you with the massive range of activities being held over the weeks to come in our area.
Not wanting to alarm anyone, but Christmas is less than a hundred days away! But before too much time and effort is spent wondering about that wonderful time of the year, don’t forget to stock up for when those “Trick or Treaters” pay you a visit on Hallowe’en on October 31st!
Finally, don’t forget to change your clocks (“Spring forward, Fall back”), as we lose the hour on Sunday October 27th.
The cry, “If at first you don’t succeed, try, try again” must have rung out in Italian (or maybe Sammarinese) hundreds of times over the last twenty years. However, on September 5th, the San Marino national football team ended a twenty-year winless streak by beating the mighty Liechtenstein 1-0 in the European Nations League, for only their second victory in their 206-game history!
Another story to catch my eye involved a former police chief, Lord Mackenzie of Framwellgate, explaining to fellow peers in the House of Lords: “My wife, on one of her rare visits to London, had her credit card stolen. I monitored the use of the card. I didn’t report it to the police, because the thief was spending less than she was!”
And, on that note:
• They say that money talks – All that Lord Mackenzie’s stash could say therefore was, “Goodbye”.
• The difference between ignorance and apathy? I don’t know and I don’t care!

Top GCSE & Vocational grades for BA students Matters
Students and staff at Bourne Academy are celebrating another record year of academic and vocational high success, including an increase in the top GCSE grades where there has been a 23% increase in GCSE grades 7 to 9 compared to 2023. Additionally, 49% of students who sat a BTEC qualification achieved Distinction* or Distinction grades, equivalent to a grade 7 to 9. There have also been notable successes for specific subjects where History, Sport Science, Health & Social Care and Travel & Tourism students have performed exceptionally.
This improvement in the top GCSE and Vocational grades has been replicated across every school
that are part of South Lincolnshire Academies Trust and reflects how well students are fully supported. The continued progress of the summer examination results at Bourne Academy highlights the strength of the quality of education and the wide variety of initiatives that students have been eager to take advantage of.
Bourne Academy have offered extra revision sessions during the Easter and May Half Term holidays, where students choose additional twohour lessons on specific subjects. In term time, during lunchtimes and after- school, subject staff have provided homework and revision clubs as part of their enrichment programmes.
Stop Development on Land Between Bourne Woods and Bourne Town!
The Friends of Bourne Wood have created an online petition against development on the fields between Bourne Woods and the town of Bourne. Their serious concerns are as follows:
“As residents and friends of Bourne, we’ve grown up with and fallen in love with the beautiful local landscape situated between Bourne’s ancient woodland and Beech and Fir Avenues.
To us, the land (on the northern side of West Road, PE10 9RY & PE10 0LB) is more than just an open space. It’s an important part of our community and serves as a precious biodiverse wet site. Its ancient buttercup pastures pique the interests of insects which in turn, feed our birds and rare bat population. This land also plays an essential role in acting as a fire break/buffer zone between Bourne Woods and Bourne. Building on this site would also present a possible flood risk.
The stakes are too high. Were we to lose this land, we could never regain the incredible view, valuable biodiversity and ecological balance it offers our community. Any building on this sensitive, green meadow would result in harm to flora and fauna and the significantly beautiful visual amenity and character of the area, on this prominent rural gateway between Bourne Woods and the town of Bourne.”

• The current exemption from ValueAdded Tax (VAT) will be removed to fund 6,500 new teachers in England. VAT at the standard rate of 20% will be added to private school fees starting 1 January 2025.

QR Codes – What Are the Risks?

Understandably, people sometimes worry about whether to trust QR codes. Many are used in public spaces (like pubs and restaurants which are deemed to be relatively safe), so you may be wondering: are criminals placing malicious QR codes to steal money, information, or trick people in some way?
The majority of QR code-related fraud tends to happen in open spaces (like stations and car parks), and often involves an element of social engineering. However, QR codes are increasingly being used in phishing emails (a technique sometimes called ‘quishing’).
Have you spotted a recurring payment to a company you’ve never heard of? You’re not alone, as subscription traps – often linked to dodgy QR codes – are one of the most reported complaints to the Which? scam sharer tool.
People find they've been charged for subscriptions they didn’t sign up for after trying to download apps on their phones, or scan QR codes in restaurants, pubs, shops, bus stops, stations and car parks. Others notice payments to brands they don't recognise, but don't know where these companies got their card details from.
Five ways to use QR codes safely – thanks to consumer champions, Which?
1 Check for evidence of tampering when you scan QR codes in public spaces, as someone may have placed a sticker over the real one, or it may look out of place. If in any doubt, type in the web address manually to visit the correct website.
2 Don't use an app to scan QR codes as it increases the risk of downloading malware or being redirected to a misleading advert. Most phones have a scanner built into the camera, so use this instead.
3 Preview the web address as you start to scan it – you should be able to inspect the link by clicking on additional settings within the scanner, or you could turn off internet access for your device (put it on airplane mode) and open the link to view the address details first. If it doesn’t begin with ‘https’ or the website's address is different to what you were expecting, then don't visit it.
4 Don't use QR codes to download apps as this increases the risks of installing something malicious. Use a verified app store instead (Play Store at play. google.com or App Store at apps.apple.com).
5 Avoid QR codes in emails as scammers are increasingly using QR codes to disguise malicious links, as email security tools don’t always scan images.

September was a busy month for meeting people and having the pleasure of opening several events. Abbey Court held a Summer Fete, where I met some lovely residents enjoying the sunshine and taking part in games with family and friends. Thank you to Lorraine for inviting us.
I was invited to open the new Sunflower Room at Wake House, the new home for Bourne2Shine Group. Here they can all meet, enjoy crafts and have time to chat and get advice. I enjoyed meeting the volunteers who had worked so hard to make the room bright and cheery. For more information about Bourne2Shine, please contact Wake House.
I also attended a meeting at the Old Town Hall to hear how they are getting on with applying for and being awarded funding to turn it into an Arts Venue for the town. Thank you to Mrs Bloomer and the team of Trustees for an informative evening. I wish you all the best with the ongoing venture.
On September 8th, I had my Civic Service at Bourne Abbey Church, where I was joined by our Town Councillors, District Councillors, Lincolnshire County Councillors, dignitaries and our local MP, Gareth Davies. The service was conducted by Revd Fr Stephen Buckman and Bishop Nicholas of Grantham. Everyone enjoyed the service.
Remembrance Sunday will be held on Sunday November 10th this year and I am sure many of you will join us to remember those who have fallen.
It might only be October, but Bourne Town Council is hard at work getting ready for the Christmas Fayre which will be held on Saturday December 7th. We will be turning on the lights and, if the town has been good this year, we hope to see Father Christmas! They Say That in Space No One Can Hear a Scream!

It is that spooky Hallowe’en time of the year again. However, life is real, with things that really happen… if not in space.
● If we are living with someone, we should always make sure that our will is updated. There is no such thing as a “common law husband and wife”. Wills should be updated, and we should check that our pension and life insurance provisions are in order; if we do not do this, our loved ones could be at risk.
● If we are settling down, we should take advice and decide if we want a ‘Pre-Nuptial Agreement’. Live-in relationships have a forty-four percent chance of a split.
● We should check that we agree and are happy with how we hold the equity in our properties to avoid unintended consequences.
● We should keep an eye out for news of any
change to Inheritance Tax allowances and Capital Gains Tax.
● We should be aware of any changes to Landlord and Tenant Law. If Section 21 Housing Act Notices to Quit are removed, some landlords will be at risk. It is noted that there are complaints against Section 21 and certainly having to move at the decision of a landlord is no doubt difficult. However, the housing stock for renting is likely to reduce and the pressure on rents increase because of any changes.
● In the “Bank of Mum and Dad”, parents should take advice if helping children or grandchildren purchase. Do they want to be in charge or to take part-ownership? What are the tax implications and other risks?

“I Have Been Diagnosed with Dementia; Can I Still Update my Will?”

Dementia is a condition predominantly linked with the aging population, and the number of people diagnosed with the disease is set to rise to over one million by 2025. Those familiar with it understand its impact on both the individual with the diagnosis and their loved ones.
Contrary to popular belief, receiving a dementia diagnosis does not automatically mean a person cannot make a will to say who their money and possessions should go to after they die. Instead, it depends on whether a person can understand and make decisions specifically about the will.
So, what would someone with a dementia diagnosis need to know and understand before you update your will?
You need to understand:
1 that you are making a will and the effects that doing so will have. This means you should realise that the will has no effect during your lifetime, but that it will dictate who looks after your affairs and who will receive your assets after you die.

2 ... what you own to be given away. You don’t need to know to the exact penny, but an appreciation of the value of your property (if you own one) and the amount of money that you have in the bank, or any investments is important. You would also need to consider any valuable chattels that you own.
3 the make-up of your family and those who might have a claim on your estate. This doesn’t mean that you must include everyone, but it does mean that you need to consider them and whether or not you want to leave them something.
If you can understand these three things, you can probably make a will. If there is any doubt, your advisor might ask that you undertake a capacity assessment with an independent expert. You shouldn’t be worried if this is suggested; it is just an extra level of protection that means you and your decisions will be respected.

Sarah’s Marathon Challenge for Beloved Friend, Soph
It is always one of the most heart-warming of occasions when we get to witness every year thousands of people, many of whom freely admitting that they are not “really runners”, taking on the enormous challenge of running the London Marathon in order to raise vast amounts of money and highlighting their chosen charity along the way.

“Every year, I watch the London Marathon in total awe of what people accomplish and each year it inspires me to apply. This year, however, it felt somewhat more important to do so.
On February 5th, 2024, we lost one of our beloved friends, Sophie. She passed away at the very young age of thirty-four due to complications that arose from her Diabetes. Soph was one of the most fun-loving, hilarious people you could ever wish to meet.
Sadly, she was diagnosed with Type 1 Diabetes in recent years and had bravely faced many struggles from this debilitating disease.
Before her diagnosis, I don’t think I quite understood the severity of just what the disease can do. Hearing many other people’s stories, I learned how the condition quite literally takes control of their life and how one minute, levels can be fine, and the next, they are out of control. Little things, like a change in the weather or a virus, and the body is in turmoil!
It is fair to say that Soph was not overly keen on running, so I know she would find the whole aspect quite funny, if not mad! I would much prefer to be arranging a “Bottomless Brunch” with Soph and the girls in all honesty, but, in her memory, I want to take on the challenge for her, and I hope that I can make her proud on the day”.
So, in Soph’s memory, I have signed myself up to run the 26.2 miles around London for Diabetes UK in order to raise awareness and vital funds for this disease, which affect so many thousands of people across the UK and around the world.

Bottle Tops for Charity Group Your Help is Needed
On September 10th a huge collection of 100kg of plastic bottle tops was delivered by Struan Cornell (Chief Executive of Community Response Lincolnshire) and Bourne’s former Mayor, Brenda Johnson, to the Elsea Park Community Centre in Bourne. The Elsea Park Community Trust Manager, Graham Parrott had helped to arrange for the Centre to become a collection point for this most worthwhile of charities.
Rachel Cooper, an administrator for the group, added that all our readers could become donors of their unwanted plastic bottle tops which are then exchanged for vital funds to aid the British Heart Foundation, Cancer Research UK, the Lincs and Notts Air Ambulance, Parkinson’s UK, Dementia UK and Great Ormond Street Children’s Hospital.

‘Pre-Nups’ – Not just for the Rich and Famous!
It is reported that Jennifer Lopez and Ben Affleck’s divorce has the “potential to become ugly”, as it is believed by many that surprisingly, they did not have a pre-nuptial agreement in place before tying the knot two years ago.
Whilst both Lopez and Affleck are millionaires with vast fortunes to protect, everyone should consider getting a pre-nuptial agreement in place before they say, “I do”, even if you don’t have substantial assets to rival those in Hollywood.
A pre-nuptial agreement is a legal document that a couple can enter into, prior to their marriage, which sets out how they would wish to divide their assets, incomes and pensions, should their marriage break down in the future.
A pre-nuptial agreement can seek to protect assets acquired by either party before the marriage, such as property, other investments, and businesses. It can also be used to seek to protect a family inheritance that has been received or which one expects to receive in the future. Those who have already accrued their own assets which they wish to protect, older couples, those entering into their second marriage or those with children from another relationship, should all therefore consider a pre-nuptial agreement, which can, in the right circumstances, help to reduce the possibility of becoming involved in expensive and stressful legal proceedings, should the marriage break down.
In England and Wales, whilst ‘pre-nups’ are not automatically legally binding as they may be in other countries, the Courts here do have the discretion to uphold them in appropriate cases, provided that certain criteria are met. Therefore, whilst they may not always be strictly enforceable, they can still be persuasive to the Judge who eventually deals with the divorce.
Crucially, a pre-nuptial agreement should be considered by the parties well in advance of their wedding, with both parties obtaining their own independent legal advice.

What are they?

Bourne Footlights to Perform “Blue Blood Still Runs Red”
Bourne Footlights’ November production is a comedy whodunnit, titled “Blue Blood Still Runs Red”. When the Lord of Sod Hall is found shot, stabbed, poisoned and strangled (with a suspender belt), there are plenty of suspects on hand, and it is the task of the off-beat Inspector and the down-beat Sergeant to work out the ‘means’, the ‘motive’ and …. what was the other one beginning with an ‘m’?
We took the opportunity to sit down with the writer and director of the comedy, Alan Boyer.
Have you been involved with Bourne Footlights for long?
“No, actually. I’ve lived in the area for nearly thirty years, but I only got involved with the Bourne
Footlights through their Murder Mystery Evening, “Who Dumped Humpty?” towards the end of last year. It needed a bit of script work, just to tailor it to local circumstances and to introduce a few topical references, and I quickly discovered that I could write something like this - and that I enjoyed it.”
As this was your first full play, did you find the writing process very challenging?

“Well, I started with the basic scenario and characters. I had worked all of these out in my head whilst walking the dog, alongside a few key lines and laughs. So, the first draft of actual writing only took a couple of days. Of course, there was then the process of revising and reworking some parts and, after the auditions, I was able to go back to the script and tweak it with the specific cast members in mind”
Would you say it is more of a comedy or a whodunnit?
“Well, I hope it is a lot of both. I wanted to do something a little different from a typical murder mystery evening, so I hope the audience are equally entertained by the challenge and the laughs. It will be easy to see that I am a great fan of sitcoms of the 1970s and ’80s, such as “Are You Being Served?” and “’Allo, ’Allo” and I am always happy to veer towards the ribald and the risqué.”

The Len Pick Trust is excited to be welcoming Amar Latif OBEthe blind guy who wants to show you the world!
By the time he was eighteen, Amar had lost 95% of his eyesight due to an incurable condition. Determined to travel and experience the whole world, Amar has since trekked 220 miles through Central America and climbed a 1500m active volcano!
Prior to this, Amar trained as an accountant, overcoming obstacles and challenging preconceptions, to work his way up to Head of Commercial Finance for BT. After realising his passion lay in travelling, he turned to face new goals and was determined to create a more accessible world for those with visual impairments. He then founded his company, ‘Traveleyes’, giving millions of blind people the opportunity to trek through deserts, ski down some of the highest mountains and sail across seas.
The Len Pick Memorial Evening at Bourne Corn Exchange will see Amar recount his remarkable story as both adventurer and entrepreneur, including the many setbacks he has encountered. The second half of the evening will take the format of a ‘fireside chat’, giving the audience opportunities to ask questions of Amar. Amar’s TV appearances include “The Last Leg Down Under”, “Celebrity Masterchef” and “The One Show”.
During the first part of the evening, we look forward to welcoming musicians from local schools who will give a short performance before Amar takes to the stage.

OUR PAST, OUR PRESENT AND OUR FUTURE
In August 2024 the trustees of Bourne Town Hall Trust submitted the bid to the National Lottery Heritage Fund for the circa £3.4 million needed to renovate our fantastic Old Town Hall in Bourne.
The plan is to restore the fabric of the original Georgian building, converting it for public use and creating an arts and entertainment centre for the whole community. The bid submission was no mean feat; the Old Town Hall trustees worked many long hours, alongside external consultants who are experts in their field, to produce 123 documents needed for the full application.
In addition to the £2.9 million from the lottery, the bid for funding includes a commitment for the trust need to match fund £477,038. This means raising the money through a combination of national grants, local funds, business sponsorship and penny-by-penny fundraising. To kick off the fundraising campaign, on Friday 6th September the Old Town Hall hosted a presentation evening for local businesses, counsellors and grant funders. Visitors were treated to a presentation by lead trustee Charles Houseago to the story behind the project whilst enjoying a glass of wine and canapes with the full plans on view and tours for those who weren’t familiar with the building.
The Town Hall’s trustees and volunteers continued to tell the history of the building and the project on Saturday 7th September when the Old Town Hall participated in the Heritage Open
The Shambles area downstairs was laid out with a timeline and photos from past to present as well as an exhibition of future plans and visions. Upstairs was laid out as the previous courtroom would have been with the magistrate’s chairs and old courtroom tables. In addition, the original clock winding mechanism made by Thwaites and Reed in 1821, plus information regarding the clock, was on display. As part of the renovation the clock will be restored with the mechanism on display in the newly created upstairs foyer and the clock tower will be reinstated. This plan was met with much enthusiasm, with one visitor describing it as the future ‘heartbeat of the town’.

Mortgage rates fall
MARKET INSIGHTS FROM
• Mortgage rates are now at their lowest level since March 2024. Average two and five year fixed rate deals fell monthly by 0.18% and 0.15% respectively, ending five consecutive months of rises.
• According to Moneyfacts, the average two and five year fixed rates fell between July and August, to 5.77% and 5.38% respectively.
• Mortgage rates are widely expected to decline further in the coming weeks, especially after the 0.25% base rate cut, the first in over four years.
• Markets are pricing in a further cut in 2024, currently forecast to reach 4.67% by the end of 2024.
