t is inaccurate for newscasters to say, “In the aftermath of the recent racial turmoil in Ferguson, Mo., calm and peace has now been restored.” Peace is not the absence of violence, war, inhumanity or oppression. Peace is the presence of equality, empowerment and justice. The truth is that across the United States of America, in the wake of the tragic murder of unarmed 18 year old Michael Brown in Ferguson, there are still raised emotions, traumatic stress, and serious racial disparities. Because of the murders of Trayvon Martin, Eric Gardner, Brown and many others, Black America continues to endure physical and spiritual trauma as a result of persistent racial violence, hatred and injustice. Let’s first be crystal clear. There is no justification for murder. No one of any race, ethnicity or religion should be killed as a result of prejudice, hatred or fear. No one acting under the color of law enforcement has the right to use race and prejudice as a conscious or subconscious basis to lynch, execute or to assassinate people. I agree with Harvard University Law Professor Charles Ogletree when he compared the sentiment of Black America after Brown’s funeral to the aftermath of the assassination of Dr. Martin Luther King, Jr. in 1968. Ogletree stated,

“This reminds us of exactly what happened years ago when I was a young kid to the great Emmett Till, the young kid who was killed in Mississippi for allegedly whistling at a White woman.” For those us of who lived in the 1950s and the 1960s, the memories of those tragic days are still fresh in our minds. While civil rights protest marches and demonstrations are necessary and somewhat therapeutic in response to obvious and wanton acts of racial violence, the trauma of years of witnessing injustice does have its long-term cumulative effect. This is the reason that I believe we all should be careful not to allow the contradictions or the madness of social and racial injustice to drive our consciousness into self-destructive bitterness or hopeless cynicism. Joy Degruy Leary, in her authoritative book, “Post Traumatic Slave Syndrome,” documents how Black Americans, for generations, have had to learn how to cope and transcend the social impact and cultural memories of the traumatic horrors of slavery in America. Yet, in 2014, it is not just the knowledge of past that causes stress and anxiety for Black Americans, it is the present day racially motivated violence, inequality and injustice. In other words, the problem today is a “Present Day Traumatic Slave System” throughout the nation that negatively and severely impacts Black American life. Equal justice and fairness will

not only benefit Black Americans, but also all Americans who value a just society that ensures equality and respect for all humanity. In November, the nation will once again to the voting booths. This should be the year of transitioning away from the politics of fear, voter suppression and racial inequity. I am hoping that especially the young people in Missouri, New York, Florida, and in all the states will continue to stand up, speak out and mobilize for change. One of the positive results of the uprising in Ferguson was the mobilization of thousands of local young activists who cried out and marched in protest against the injustice. That youthful momentum will hopefully continue to grow into a national sustainable movement for change. In the meantime, we should stay busy increasing voter registration in every region and state. Many of the new job opportunities require advance education or digital technical training and experience. We have to encourage our young emerging leaders to get a good high-quality education and to develop a long-term commitment to fight for freedom, justice and equality. We cannot afford to be pessimistic at this point. We must not permit the deaths of Trayvon, Eric and Michael to be in vain. Benjamin F. Chavis, Jr. is the Interim President and CEO of the National Newspaper Publishers Association (NNPA).

“Currently, we have more than 2,000 students who have not provided proof that they have had the required immunizations,” said County Health Officer Dr. Ulder J. Tillman. “There are multiple opportunities for parents to get their children vaccinated if they have not already done so.” Free Tdap and MCV4 vaccinations are available each day this week at various locations throughout Montgomery County. There are daytime clinics and evening clinics to help accommodate family schedules. For information about walkin and appointment-only clinics, please go to www.montgomerycountymd.gov/vaccineclinic. Families without access to computers should call the county’s 3-1-1 customer service center for information on clinics and to make an appointment. A parent or designated adult must be present with a parent-signed consent form at the time of the vaccination.

Seventh graders without proper immunization to be excluded from school starting Monday Parents of students enrolled in seventh grade are reminded that new immunization requirements announced earlier this year require students to have one Tdap (Tetanus-diphtheria-attenuated pertussis) and one meningococcal (MCV4) vaccination. Seventh grade students who do not show proof of the required immunizations will be excluded from school beginning Monday, September 15.

Cardinal Dolan’s positive reaction to gays at the St. Patrick’s Day parade, traditionally a Catholic event, has drawn criticism.

By David Gibson Religion News Service NEW YORK – Cardinal Timothy Dolan’s positive reaction to this month’s decision by organizers of New York’s annual St. Patrick’s Day parade to allow gay groups to march under their own banners initially drew charitable responses in many Catholic Church circles. But it didn’t take long for conservative church critics to turn. After initially signaling his grudging acceptance, William Donohue of the Catholic League came back with a revised view when he realized that more than one gay group could be allowed to march in the future. “The goal of these activists, supported by the corporate elite, is to neuter the religious element of the parade,” said Donohue. “This is an Irish-Catholic parade, and if what comes after the hyphen is cut, so will the parade’s support, beginning with the Catholic League.” The St. Patrick’s Day parade is closely identified with IrishCatholicism but it is not a churchsanctioned event. In his statement welcoming the decision of parade organizers to accept a gay and lesbian contingent from NBC, which broadcasts the event, Dolan stressed New York’s archbishops have never

“determined who would or would not march in this parade.” Maybe not, but the late Cardinal John O’Connor made it clear in the 1990s that allowing gays to march would be like editing the Apostles’ Creed. One of the most blistering rips at Dolan and the parade organizers came from a Washington priest, Monsignor Charles Pope, who blogs at the website of the Archdiocese of Washington. In a column, Pope took aim at the St. Patrick’s Day parade and also the annual Al Smith Dinner hosted by the archbishop of New York and featuring Democratic and Republican presidential nominees. Dolan faced sharp conservative attacks in 2012 for following tradition and inviting President Obama as well as Mitt Romney. This latest move by Dolan was too much for Pope: “It’s time to cancel the St. Patrick’s Day Parade and the Al Smith Dinner and all the other ‘Catholic’ traditions that have been hijacked by the world,” he wrote. “Better for Catholics to enter their churches and get down on their knees on St. Patrick’s Day to pray in reparation for the foolishness, and to pray for this confused world to return to its senses.” The Washington archdiocese took Pope’s post down, though it

can still be read at the traditionalist website, Rorate Caeli, which called Dolan’s welcome of gays and lesbians to the parade “The St. Patrick’s Day Massacre.” Rod Dreher, a writer for The American Conservative and a former Catholic-turned-Orthodox, chimed in with a post titled “You’ve Been Dolanized,” in which he said his Catholic friends in New York are very unhappy. “I wonder how long it’s going to take before (Dolan) realizes that he will have earned no new friends – the people he’s trying to charm are still going to hate him and make fun of him – and alienated the old ones who would have normally been his most loyal ones?” wrote Dreher. How much impact this criticism will have is unclear. But Dolan clearly seems to be comfortable with the more inclusive posture adopted by Pope Francis. The cardinal last month gave a lengthy interview to the Boston Globe’s Vatican expert, John Allen, in which Dolan indicated that the days of the culture wars in the church were coming to a close. The effort to withhold Communion from pro-choice Catholic pols “is in the past,” he said. And he also said that Francis wants pastoral, social justice-focused bishops “who would not be associated with any one ideological camp.”

Black lawyers 25-city plan to fight police brutality

By Freddie Allen NNPA Senior Washington correspondent WASHINGTON – In an effort to combat police brutality in the Black community, the National Bar Association (NBA) recently announced plans to file open records requests in 25 cities to study allegations of police misconduct. Pamela Meanes, president of the Black lawyers and judges group, said that the NBA was already making plans for a nationwide campaign to fight police brutality when Michael Brown, an unarmed Black teenager was shot and killed by Darren Wilson, a White police officer following a controversial midday confrontation in a Ferguson, Mo. Meanes called police brutality the new civil rights issue of this era, an issue that disproportionately impacts the Black community. “If we don’t see this issue and if we don’t at the National Bar Association do the legal things that are necessary to bring this issue to the forefront, then we are not carrying out our mission, which is to protect

the civil and political entities of all,” said Meanes. The NBA, which describes itself as “the nation’s oldest and largest national network of predominantly African-American attorneys and judges,” selected the 25 cities, including Washington, D.C., based on their African-American populations and reported incidents of police brutality. In a press release about the open records requests, the group said it will not only seek information about “the number of individuals who have been killed, racially profiled, wrongfully arrested and/or injured while pursued or in police custody, but also comprehensive data from crime scenes, including “video and photographic evidence related to any alleged and/or proven misconduct by current or former employees,” as well background information on officers involved in the incidents. Meanes said that the group’s ultimate goal is to have a conversation with Attorney General Eric Holder and to ask him, and in some cases, demand that he seize police departments or take over some investigations that are going on in states

NBA president Pamela Meanes says it’s not a war on police but on brutality.

or run concurrent investigations. Meanes said that federal law prohibits the Justice Department from going into a police department unless a pattern or history of abuse has been identified. “We don’t think St. Louis County should investigate this. We don’t think the prosecutor should investigate this. There should be an independent third-party investigating this and that is the federal government,” said Meanes. Phillip Agnew, executive director of the Dream Defenders, a civil rights group established by young

people of color in the aftermath of the shooting death of Trayvon Martin, an unarmed Black teenager in Sanford, Fla., said that law enforcement officials taunted, antagonized and disrespected peaceful protesters who took to the streets of Ferguson and at times incited the violence that they attempted to stamp out in the wake of the shooting death of Brown. “An occupying force came into the community, they killed someone from the community, and instead of being transparent and doing everything they could do to make sure the community felt whole again, they brought in more police to suppress folks who were exercising their constitutional rights,” said Agnew.“If your protocol results in greater violence, greater anger, and greater disenchantment of the people, you have to chart a different course.” Although Ferguson city officials were widely criticized for the lack of diversity of their police department, a St. Louis Post-Dispatch study revealed that only one town out of 31 St. Louis County municipalities where Blacks accounted for at least 10 percent of the population, had an

equal or greater share of Black police officers. “While areas patrolled by St. Louis County Police are about 25 percent Black, 10 percent of the county police force is black,” the Post-Dispatch reported. As the NBA applauded the Justice Department’s latest efforts to protect the civil rights of American citizens, it also urged the attorney general to commit to investigations in the same cities where they are filing open records requests. Agnew said that the days where police officers are able to kill people with reckless abandon are over. Meanes said that the NBA will plans to train community stakeholders and local lawyers to effectively try police brutality cases without damaging the evidence and without becoming witnesses themselves and is also educating citizens about what to do when they are stopped by police. “This is not a war on police officers,” said Meanes. “This is a war on brutality and in any kind of system where people are paid to protect, we ought to be advocating for that protection.”

Back to school: Fashion models or scholars? By Julianne Malveaux NNPA columnist

B

etween early August and late September, students are going back to school. Before they go to school, though, they and their parents will hit the malls and stationery stores to prepare for their return. Retailers say that students and their parents will spend $75 billion on back to school items, and clothing represents about a third of this spending. Cash registers are also busy collecting money for school supplies, electronic goods and, for college students, accessories for their dorm rooms. While many students feel it is important to make the first day of school a fashion show, others can’t afford new clothes and are often stigmatized at school. What if K-12 students wore uniforms? Parents might have to buy two or three uniforms, and costs would be cut. Of course you can “jack” your uniform. I distinctly recall sneaking green suede boots into my tote bag and then changing them on the bus,

I realized the boring uniform didn’t have to be boring (of course, I was sent home). Still, minor accessories – pins, headbands, and other goodies can adorn uniforms. The bottom line – uniforms save money for parents and reduce the clothing competition among students. The dollars saved on clothing, especially for high school students, can be used for after-school programs that include SAT and PSAT tutoring. When researchers look at the achievement gap, they find that White students get more outside help than African-American students. This gap explains different college admission rates, different financial aid packages, and different opportunities for internships and other career-enhancing experiences. If there is a choice between clothing and educational supplements, the supplements ought to win hands down. People in this country use every occasion as a spending opportunity, whether spending is necessary or not. Christmas, Kwanzaa, New Year’s, Valentine’s Day, Mother’s

Day, Father’s Day, and so on, are all occasions to spend money. Have the pencils and pens purchased last year suddenly become obsolete? I’m not the Grinch who hijacked back to school. I just think parents, especially African-American parents, should be wise in the purchases they make. For example, many buy computers or tablets, but what about educational software? Many treat their children to a concert. What about a museum? How many sit down to read a story, watch PBS instead of BET, buying into education? Some will stand in line, even sleeping in line, to secure a ticket for entertainment. How long will they spend to get their child into a public magnet school? Poor children have a “word deficit,” having been exposed to about 1,500 less words at kindergarten than higher income families. A range of summer and after school programs can close that word gap. In some ways this is a civil rights issue. Our children start behind, and fall further behind when schools offer “race neutral education” that keeps the

word deficit in mind. While the Internet will offer almost anything you want – dictionary, thesaurus, even research – has your child been to a library to do primary research, or to look at the many books that contain decades of knowledge? STEM (science, technology, engineering and mathematics) fields have more and more employment, but fewer African-American students are prepared to compete in these fields against Whites. Part of this has to do with the deficient equipment available in inner-city high schools (where is the parent lobby?). Part of it has to do with inadequate counseling in some schools. Is it in anyone’s interest to poorly prepare our children?

Can we stand in the gap for them? Children will produce the outcomes that reflect parent and community investment. Invest in clothing, and you’ll get a fashion plate. Invest in educational software, and you’ll get a scholar. What do you prefer? African American students must be able to compete in the classroom and in the workplace. They can’t compete without the necessary tools. We must properly prepare our young people to compete as the labor market changes. Back to school is not exclusively about new clothing. It must also be about new educational tools. Julianne Malveaux is an author and economist based in Washington, D.C.

Holder’s inaction in Trayvon Martin ‘disappointing’ (TriceEdneyWire.com) – The NAACP delivered 1.7 million signatures to the U. S. Department of Justice a year ago, requesting a federal civil rights investigation into the shooting death of Trayvon Martin by George Zimmerman in Sanford, Fla. Despite the outrage and demands for justice after Zimmerman was acquitted of manslaughter, Attorney General Eric Holder has yet to announce a clear answer on his findings in the shooting of the unarmed 17 yearold who quickly became a household name across America. Ben Jealous, then-NAACP President who collected and electronically delivered the signatures says he’s disappointed at the delay, but is still awaiting Holder’s answer. “Attorney General Holder was very responsive when we initially reached out to ask for answers around Trayvon Martin,” said Jealous, now a senior fellow at the Center for American Progress. “It is disappointing that the investigation has gone on for so long without a conclusion when the injustice is so

evident. However, I am keeping the faith. I’m encouraged by the swift response Holder’s Justice Department has had so far in Ferguson.” Martin was shot dead by Zimmerman on Feb. 26, 2012. Despite national outcries, a jury found Zimmerman not guilty of manslaughter on July 13, 2013. The case largely centered on a debate over whether Zimmerman was defending himself although he was the one who confronted and pursued Martin against the advice of a 911 operator. Using expletives, Zimmerman said on the 911 tape, “They always get away.” For civil rights leaders and others, this statement was clear evidence that Martin, wearing a hoodie, was racially profiled by Zimmerman, a neighborhood watchman. The unarmed teenager was actually only walking home from a store with a bag of Skit-

tles and an iced tea. After the controversial verdict in the criminal trial, justice seekers, largely led by the NAACP and ColorOfChange, then sought redress through the Justice Department, pushing for an indictment on a civil rights violation. Last November, Holder, questioned by reporters at an unrelated press conference, said the Justice Department had not yet decided whether to file charges against Zimmerman, but that the investigation was continuing. Civil rights leaders acknowledge that Holder has not given an answer, but they are also hoping that both criminal and civil rights charges in the death of Brown will bring change. “Holder is different on this one,” said Barbara Arnwine, executive director and CEO of the Lawyers’ Committee on Civil Rights Under Law, one of the groups that called for the civil rights investigation in the Martin case. “He’s not the same man he was at that time,” she continued, pointing out that since the death of Martin, Holder has “spent two years investigating racial disparities in the criminal justice system” and has begun to push policy changes.

(BPT) – As the sun-filled summer days come to an end, many households across the country are preparing for football camps, practices and the start of the season. Coaches are dusting off their playbooks, schools and leagues are prepping the fields and parents are adjusting their schedules to fit in games and scrimmages. As the season picks up, so does the conversation around player safety. Today’s players are not only bigger and stronger, but the game itself is faster and more advanced than ever before. From the players on the field, to the coaches and trainers on the sidelines and the parents in the stands, everyone needs to do their part to make the game safer and smarter. Few people better understand the unique combination of excitement, stress and pride of a football parent than Leslie Matthews, matriarch of one of the largest and longstanding football families in the history of the sport. While her sons, Clay Matthews, III, of the Green Bay Packers, and Casey Matthews of the Philadelphia Eagles, gear up and hit the field with pride every

Sunday, the perspective from the stands can be an emotional roller coaster ride. “It’s stressful watching your child play football,” said Matthews. “You get caught up in the excitement of the competition. But, at the end of the day, your goal is that they stay healthy playing the game they love. Clay and Casey grew up on the football field, and I had to do everything in my power to ensure their safety by educating myself and being proactive.” Matthews wants all football parents to understand that they can take steps to manage their child’s well-being throughout the season. She encourages parents to get hands on when it comes to safety, and suggests brushing up on the latest available equipment advancements. Maintaining an open line of communication with coaches and administrators is also paramount. “I want all parents to know it’s OK to ask the tough questions when it comes to your child’s program,” said Matthews. “Find out the coach’s approach to teaching proper technique. Discuss player management and safety protocol.

Ask if he or she has considered the latest equipment. The game of football is not only faster and stronger, but it’s smarter too, and we need to take advantage of the technology that’s available.” Matthews recommends inquiring if your program uses technology like the Riddell InSite Impact Response System to proactively monitor player impacts. InSite fits seamlessly within a helmet’s comfort overliner and wirelessly monitors and alerts if and when significant impacts are sustained during a game or practice. InSite is specifically designed for youth and high school programs, offering an extra set of eyes for trainers and sideline staff. “It’s important as a parent to know that the school or league is doing everything in its power to protect our children,” said Matthews. “I wish I could be on the sideline for all my sons’ games and practices, but it’s not possible. Riddell’s InSite is designed to help the staff do their jobs better, and help provide parents peace of mind knowing players are also being monitored through use of the system.”

Montgomery County Area County urges residents to participate in World Car Free Day Montgomery County will join the D.C. region and Commuter Connections in celebrating World Car Free Day on September 22. Encouraged to “Put It Away – Uncar for a Day,” commuters can pledge to go Car Free – or Car Lite – by going to www.carfreemetrodc.org. Montgomery County Commuter Services staff will hold prize drawings and provide information on transportation options from 6:30 to 9 a.m. at the Bethesda, Friendship Heights, Shady Grove and White Flint metro stations and the Germantown and Silver Spring Ride

irls Inc. National has received a one year, $500,000 grant from Lockheed Martin to strengthen its science, technology, engineering and math (STEM) programming for 500 girls ages 9-12. Lockheed Martin’s new financial commitment comes on the heels of a successful 2013 pilot program, which paired program participants with Lockheed Martin mentors at five Girls Inc. locations. At the conclusion of that program, girls reported increased interest in studying STEM, positive experiences with female role models and a heightened awareness that a STEM career is a good choice for girls. Building on the success of the pilot program, Girls Inc. will work with 10 affiliates that will each offer multiple sessions of the 16-hour Science, Math and Relevant Technology (SMART) Partners program throughout the year-long grant period. This new partnership will ensure that significantly more girls

consider and are interested in pursuing STEM careers. “Our affiliate is thrilled to be partnering with Lockheed Martin on STEM initiatives for girls in our community,” said Denese Lombardi, executive director of Girls Inc. of the Washington, D.C. Metro Area. “Exposing and preparing girls for the many exciting STEM careers that await them is an important component of our local programming both after school and during the summers. Despite the obstacles they may face, we know that Girls Inc. girls are resilient and when given the right tools and information, they make good decisions for themselves and the positive impact of their success benefits all of society. We sincerely appreciate Lock-

heed Martin for its generosity and forward thinking.” Lockheed Martin Vice President Sharon Watts said her company understands the importance of investing in programs that help instill confidence in STEM in girls at a young age – and inspire them to consider a STEM career. “Our nation’s future competitiveness depends on a highly diverse STEM workforce,” said Watts. Additional program sites include Atlanta, Dallas, Denver, Houston, Huntsville (Alabama), Philadelphia / Southern New Jersey, Pinellas Park (Florida), and Syracuse (New York). An additional virtual site will be added later in 2014.

International Car Free Day is an annual, worldwide event that encourages the public to find alternatives to using cars or to reduce the amount of driving they do. Using transit, biking and walking – instead of driving – reduces noise, pollution and stress. MCCS offers assistance to finding “Better Ways to Work,” yearround by walking, taking transit, carpooling, vanpooling, biking or teleworking. Montgomery County provides and promotes a comprehensive, balanced transportation program that includes a wide variety of alterna-

tive transportation options for residents, businesses, employees and visitors. The county promotes the effective and efficient solutions to reduce pollution and transportation costs, help address climate change concerns and ensure the economic and environmental vitality of the community. Anyone traveling near downtown Silver Spring or Friendship Heights can stop in at the County’s TRiPS Commuter stores at 8413 Ramsey Avenue in Silver Spring and 17 Wisconsin Circle in Friendship Heights. Both stores are located within a short walk of Metrorail stations, sell transit fare media and provide a variety of personalized assistance with transportation alternatives.
