Blacks need to build their community into one of husbands and wives.

I
t is very important that we focus on building strong households and foundations that will survive the test of time. Our children are underperforming in every area possible because we are not preparing them to compete. In the next 20 years, what will the world look like? Can we afford not to fight for positioning? We complained for years that we were brought here against our will, and now what? We have the opportunity to carve a place for ourselves to survive the next 100 years. We must work together and be strategic. In that vein, I want to congratulate men who take care of their children and play a significant role in their growth. A father is one of the most important elements in the blueprint for a successful offspring.
Many Black men are stepping up to the plate to fatherhood, but too many of them are being met with drama from the child’s mother. But it is not enough to love your child unconditionally, yet not love and marry the child’s mother. Our women cannot be lied to, left with a broken heart, a new baby and life, and be expected to raise the next generation of kings. A woman can decide to have a child with a man for a number of reasons: as a symbol representing their love, to keep a man, or because they are married and planning a family. The only answer should be because they are married and planning a family. How can you say you want a child with someone but don’t want to get married? Why are you having a child if you can’t commit to raising it as a family? Why are so many of our chil-
dren being raised by single parents? It is because generations are repeating themselves. If you did not have any positive examples of marriage or love to learn from what are you basing your viewpoint on? We become repeat offenders when we, too, have children out of wedlock. If our children were the most important gift to us, we would wait until we are husband and wife to assist with raising our children into quality citizens. We need to collectively agree to rebuild our community into a community of husbands and wives. That means we have to change the way we are seeking relationships, parenting and raising our children. Teach children financial lessons earlier than later (BPT) – The first months of the school year are full of new lessons and experiences for children. While subjects like history, science and math aim to prepare kids for college and careers, there’s one vitally important educational goal that falls to parents to fulfill – financial education. Parents are kids’ number one resource for learning about money. Fifty-one percent of Generation Z children report they were taught financial lessons from their parents, according to a recent survey by TD Ameritrade Holding Corporation (NYSE: AMTD). Only 10 percent said they learned financial lessons from a teacher or school course, and only 7 percent gained their information from websites and blogs. “According to the survey, the average age when children begin learning the importance of savings is 15,” said Lule Demmissie, managing director of retirement for TD Ameritrade. “But there’s no need to wait. Even younger children can benefit from early conversations
about credit cards, retirement planning, saving and investing. Our research shows that children whose parents talk to them about financial responsibility at an early age are more likely to see saving as important, and develop good budgeting habits as adults.” The TD Ameritrade survey found children need a little extra guidance when it comes to managing credit card debt, saving for retirement and understanding the best ways to invest: Older members of Gen Z are accruing credit card debt, with just 43 percent of Gen Z respondents saying they pay off their credit card bills every month, down from 59 percent in last year’s Gen Z survey. Most kids anticipate their adult financial priorities will be finding a job, buying a car, paying off student debt, getting married, buying a home and saving for retirement – in that order.
Just 17 percent say the best way to plan for retirement is investing in the stock market, while 47 percent believe that a savings account is the best way to prepare for retirement.

Here are some ideas for parents who are looking to help their children establish good moneymanagement skills now and in the future:
Show children how your own family budget shapes up every month – a portion for savings, for investing, for gas, household expenses, etc. When your child asks for spending money, rather than just handing it over, establish a lending arrangement. Agree on repayment terms, including interest, and help your child understand how to make payments and how long it will take to repay.
Establish good savings habits early Explain to children the importance of savings, and how saving money can help protect them when they experience things like job loss or unexpected car repairs. Help them understand how to balance expenses and income, and the difference between a “need” and a “want.” This can help them understand what they can realistically afford. As part of this lesson, it’s important to teach them how to create and follow a budget so they can avoid getting into debt. There
Model the behaviors you want them to learn
Discuss balance Trade-offs and sacrifices are essential elements of money management. You can help kids grasp these concepts through application. For example, if your daughter wants to buy a $500 tablet but has only $200 saved, help her examine how she can make up the shortfall. Will
she work for the money? How long will she need to work in order to get $300? What other purchases or expenses (like a weekly movie) will she need to give up in order to save the money and reach her goal? Share your experiences Everyone makes mistakes such as racking up too much credit card debt in college or waiting until your thirties to begin saving or investing for retirement. Be honest with your kids about the financial mistakes you’ve made, what you learned from them and how they can avoid making similar mistakes. “The more parents can teach their children about money and help them understand things like establishing a monthly budget or the importance of good credit, the more kids will be able use those lessons when making solo financial decisions in the future,” Demmissie says. After the National Institutes of Health announced that Dallas health care worker Nina Pham would be transferred to the Bethesda NIH campus for Ebola virus treatment and isolation, Congresswoman Eleanor Holmes Norton (D-DC) called for the United States to increase to more than just four hospitals with special isolation units designed to contain infectious diseases like Ebola. Norton said that, because of the unique training and treatment procedures Ebola requires, four hospitals with special isolation units – the NIH in Bethesda, MD; the Nebraska Medical Center in Omaha, NE; St. Patrick Hospital in Missoula, MT; and the Centers for Disease Control and Prevention (CDC) in Atlanta, GA – are not enough, particularly given the large number of frontline health care workers that must be involved. She noted that two more units are under construction at Kansas State University and Boston University, some indication of a realization that the existing small units

could become overwhelmed. Norton said that even if there are more specialized hospitals, patients will continue to go to the nearest hospital, making it imperative that emergency health care workers, nurses, and doctors nationwide have more specialized training on infectious diseases like Ebola. She said the CDC should do video conference meetings with hospitals across the country to ensure that frontline health care workers and ambulance personnel, who come in contact and do the initial screening, are trained in Ebola screening and isolation procedures. “The U.S. has thousands of hospitals, and all cannot be equally equipped to deal with Ebola,” said Norton. “The national capital region has some of the best hospitals in the country, but our nurses and doctors must be prepared for walkins at any hospital, particularly considering that Dulles International Airport has been designated for enhanced entrance screenings.
Every hospital, not just the four specialized ones, must be ready and able to rapidly isolate and diagnose cases of Ebola. This goes double for the nurses and doctors who risk their lives on the frontline each and every day.” Norton said that among the four hospitals equipped to deal with Ebola, there are only 19 beds, collectively. She said the specialized NIH unit in Bethesda has two beds, and that the infected Dallas nurse, Pham, was probably transferred out of the region to keep the Atlanta hospital from being overwhelmed. Norton said, “When Congress returns after the elections, it will ignore the underfunding of the NIH and CDC at the peril of the American public. These agencies cannot handle a new and unforeseen health emergency without additional resources.” Last week, Norton cosigned a letter to House appropriators urging them to restore funding to NIH and to CDC.

By Josephine McKenna Religion News Service (RNS) â&#x20AC;&#x201C; A day after signaling a warmer embrace of gays and lesbians and divorced Catholics, conservative cardinals hit back strongly on October 14, with one insisting that an abrupt about-face on church teaching is not what theyâ&#x20AC;&#x2122;re saying at all. After the release of a document with a softer tone on issues such as â&#x20AC;&#x153;welcoming homosexuals,â&#x20AC;? American Cardinal Raymond Burke and German Cardinal Gerhard Mueller complained the media was getting a biased view of the bishopsâ&#x20AC;&#x2122; debate. â&#x20AC;&#x153;It seems to me that information is being manipulated in a way that gives comment to only one theory instead of faithfully reporting the various positions expressed,â&#x20AC;? Burke said in a full-page interview published by the Italian conservative daily Il Foglio. In a separate interview Burke told the conservative U.S. outlet Catholic World Report that the bishops â&#x20AC;&#x153;cannot acceptâ&#x20AC;? any changes because they are not based in Scripture or church teaching. The October 13 midpoint report was released as the nearly 200 bishops and lay delegates to the Synod
on the Family called by Pope Francis broke into discussion groups. The summary document, presented to the media by Hungarian Cardinal Peter Erdo, immediately provoked the fury of conservatives about how he and his colleagues were interpreting the spectrum of views aired on the synod floor. In what looked like strenuous damage control, the Rev. Federico Lombardi, the Vaticanâ&#x20AC;&#x2122;s chief spokesman, told a packed media conference that this was a â&#x20AC;&#x153;working document, not a final document.â&#x20AC;? South African Cardinal Wilfrid Napier told journalists the document had been misunderstood and thatâ&#x20AC;&#x2122;s why it had caused â&#x20AC;&#x153;such an upsetâ&#x20AC;? among participants because the synod had not yet ended. â&#x20AC;&#x153;The message has gone out, it is not what we are saying at all,â&#x20AC;? Napier said of the media coverage. â&#x20AC;&#x153;Once it is out there, thereâ&#x20AC;&#x2122;s no way of retrieving it. It is not a true position. Whatever goes out after looks like damage control.â&#x20AC;? Washington Cardinal Donald Wuerl, widely seen as a moderate and one of the cardinals charged with writing the synodâ&#x20AC;&#x2122;s final report released October 18, declined to comment on the complaints but insisted the document was a â&#x20AC;&#x153;big step forwardâ&#x20AC;? in addressing issues concerning marriage and the fam-
ily. â&#x20AC;&#x153;What we saw in the document â&#x20AC;Ś was the first effort of this synod to present the issues in a way that expressed that we understand what the concerns are, what the issues are,â&#x20AC;? he said. New York Cardinal Timothy Dolan also rejected claims the documentâ&#x20AC;&#x2122;s views were an â&#x20AC;&#x153;earthquakeâ&#x20AC;? in the churchâ&#x20AC;&#x2122;s approach. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not the final word and weâ&#x20AC;&#x2122;re going to have a lot to say about it,â&#x20AC;? said Dolan in a radio interview. â&#x20AC;&#x153;And there were some that said we probably in our final statement need to be much more assertive about the timeless teaching of the church.â&#x20AC;? Much of the attention has now turned to Pope Francis himself, and whether or how he will work to ensure that the synodâ&#x20AC;&#x2122;s final report matches his own inclusive, pastoral approach. In his daily homily last Monday, Francis said â&#x20AC;&#x153;God has often reserved surprises for his people.â&#x20AC;? Burke, in his interview with Catholic World Report, said a statement by Francis â&#x20AC;&#x153;is long overdue.â&#x20AC;? Whatever comes out of this upcoming synod is simply a prelude to a follow-up synod in October 2015. Or, as Cardinal Luis Antonio Tagle from the Philippines put it: â&#x20AC;&#x153;The drama continues.â&#x20AC;?

Cover The 2014 Elections: What’s at stake for Blacks By Norman Hill and Velma Murphy Hill Special to District Chronicles
T
he 2014 elections are almost here, and the focus is whether the Republicans can gain control of the U.S. Senate, a first since 2006. Thirty-six seats are being contested, and Republicans need only six gains to win a majority. The stakes are extraordinarily high for the nation. But for African Americans in particular, the outcome of the Midterm Elections next month may not only be a game changer, but also a game ender. First off, Republicans consistently oppose civil rights legislation. A GOP majority in the Senate would also likely put in jeopardy measures that help moderate and low-income Americans, including one essential initiative: an increase in the national minimum wage. The current rate is a poverty wage of $7.25 an hour. President Obama wants to increase it to $10.10 in three stages. We believe a living minimum wage of $15 is needed. But if the Republicans control both houses of Congress, the outlook for any significant increase will be grim. Further, last June, the U.S. Su-
preme Court eliminated section 4 of the Voting Rights Act. This means that states and localities with a history of voting discrimination against minorities no longer have to submit proposed changes in voting rules to the U.S. Department of Justice. Clearly, this makes it much easier for Republicans to erode the black vote, which, by the way, is overwhelmingly Democratic. Since the Supreme Court’s decision, eight of the 15 states released from the submission requirement have made voting harder by establishing photo-ID requirements, cutting voting hours, purging voting roles, or ending same-day registration. The Supreme Court’s decision can be reversed by legislative action, but that won’t happen if the Republicans recapture the Senate. Equally alarming are the likely consequences on the health of many African Americans and modest- and low-income American workers if the Republicans win. The President’s Affordable Care Act, or Obamacare, will be more vulnerable to the Republicans’ efforts to erode or eliminate it if there is a GOP Senate. Similarly disruptive, will be a Republican Senate’s power to
block Obama judicial nominations. Such a majority is certain to force Obama to compromise and propose more conservative judges than otherwise. The ripple effect would mean more federal rulings adversely affecting racial and ethnic minorities, women, workers, organized labor, and all of society’s more vulnerable. Lastly, since the 1960s, the number of Blacks attending college has increased dramatically. But so has its soaring costs. Most students leave undergraduate schools with debts in the tens of thousands of dollars from borrowing to pay for tuition and fees. Obama has taken executive action to cap monthly payments, in many cases, at a low percentage rate based on the graduate’s income. But legislative action for further relief would be much more difficult with Republicans ruling Congress. Fortunately, there is something that Black voters can do. In many close Senate races, Blacks constitute a significant proportion of the population: 32 percent in Louisiana; 31 percent in Georgia; 22 percent in North Carolina; 16 percent in Arkansas; 14 percent in Michigan; and 8 percent in Kentucky. a first. Translation: A higher proportion of registered Black voters (66.2 percent) cast ballots than the proportion of white voters (64.1 percent). This was also true for the great majority of the southern states where Blacks are most concentrated. That year, Black turnout was 1.7 million votes greater than in 2008, an increase of nearly 10 percent. But caution is advised. The African-American vote has typically dipped dramatically during off-year elections. Reversing this tendency is made more difficult by the new strategic voting restrictions. More than ever, organizations like the NAACP, the A. Philip Randolph Institute and the AFL-
CIO and its affiliated unions need to rise to the task. Without strong voter education, and get-out-vote programs, Blacks, workers, and all ordinary Americans will be shoved backward like no other time in the modern era. This year, more Democratic than Republican Senate seats are up for grabs. In 2016, that ratio will be reversed. And if the GOP gains the Senate, Republicans will have a good chance to grab the White House and the full Congress. That would be a trifecta of bad bets. In this race for a bright, inclusive American future of racial equality and economic justice, we have to do more than cheer for winners, we must on Nov. 4, show up, stand up and be counted. Vote.

s the National Football League continues to grapple with its policies on domestic violence and sexual assault, Black women have stepped forward to ensure the NFL gets it right this time. Since footage surfaced of former Baltimore Ravens running back Ray Rice knocking his wife unconscious, the Black Women’s Roundtable (BWR), a civic engagement consortium, has closely watched the NFL’s domestic violence policy scandal unfold. NFL Commissioner Roger Goodell announced last month the appointment of a small council to advise the league: the appointees were Lisa Friel, former head of the Sex Crimes Prosecution Unit in the New York County District Attorney’s Office; Jane Randel co-found-
er of national advocacy group, NO MORE; and Rita Smith, former executive director of the National Coalition Against Domestic Violence. All three appointees are White in a league that is 66 percent Black. “We saw that all the people accused and arrested were Black men, yet the victims we always see put on TV are White women. We don’t want to see the league take the approach that their only obligation is to turn players over to the criminal justice system,” said Elsie Scott, director of the Ronald W. Walters Leadership and Public Policy Center at Howard University, and BWR member. Scott has also developed domestic violence trainings for both the NYPD and the National Organization of Black Law Enforcement Executives (NOBLE). Following the advisory panel announcement, the BWR penned

an open letter to NFL Commissioner Roger Goodell to point out the glaring omission, and to request a meeting with him to strategize on domestic and child abuse and “other diversity issues” within the league. The group also launched a campaign to “elevate Black women’s voices” in this discussion via an online petition calling for the immediate inclusion in the advisory group; a social media campaign around the hashtag, #NFLGetItRight, and a letter-writing campaign. “When we first went [to the meeting], we had to establish that we’re not coming to bash the NFL. There are so many women in our group who love football,” said Scott, citing BWR member Barbara Williams Skinner for example, a former chaplain for the Washington Redskins. “But we want the NFL to know, this is not going to
be a ‘get past this’ thing. It has to be a long term approach for changing the league, owners, and players.” Since then, the league has added Beth Richie to the panel. Richie, who is Black, serves as director of the Institute of Research on Race and Public Policy and professor of criminal justice, and gender and women’s studies at the University of Illinois at Chicago. In addition to hiring Richie, the league has pledged to strengthen ties with domestic violence organizations and provide more resources to owners and team leadership. “We’re really happy to have her there, and she’s a great representative and has a long history of working for women of color, but we also would like to see practitioners who work directly with Black women victims of assault,” said Scott, highlighting that Richie is primarily a researcher. The league responded to BWR’s
request by offering a meeting with vice president of social responsibility, Anna Isaacson, and executive vice president of football operations Troy Vincent; the organization accepted the meeting on the condition that it would be a lead-in to the originally requested meeting with Commissioner Goodell. “We want to make sure that Commissioner Goodell, the NFL, and the nation realize that this is not a matter of just the criminal justice system. This is a public health issue,” said corporate diversity expert René Redwood. “his is an issue where we need to address the individuals, both the men and the women, and the children, in a way of compassion and caring. Commissioner Goodell, the owners, and leadership of the NFL teams have an obligation and responsibility to look at their own culture, to look at their own attitudes, and how they perpetuate the violence.”

ongresswoman Eleanor Holmes Norton (D-DC) last week told low-wage workers at a rally at AFL-CIO headquarters that “there is only one entity big enough to do anything about inequality in America – the Congress of the United States of America.” Norton joined United Food and Commercial Workers International Union Local 400, DC Jobs with Justice, OUR Wal-Mart, the Center for Working Families, other unions and local and regional elected officials as they urged the Walton Family – owners of the department store – to implement a living wage policy of $15 per hour and consistent fulltime hours for its workers at around the country. “The two biggest employers in the U.S. are the federal government and Wal-Mart,” said Norton. “One is responding to workers, and the other needs taxpayer subsidies, such as food stamps, to sustain its workers.” Following rallies by federal contract workers and Change to
Win, some of which Norton participated in, President Obama issued an executive order in February that raised the minimum wage for federal contract workers to $10.10 per hour. However, Congress has failed to raise the minimum wage for workers nationwide, from its current $7.25 per hour. “American workers must refuse to live in a low-wage, parttime economy driven by corporate profits that are at an all-time high while wages are the lowest in 50 years,” said Norton. “It is Congress’ responsibility to respond with tax and investment policies that keep the fruits of our economy from being captured by a few at the top, in-

In July, just before introducing the Restore Opportunity, Strengthen, and Improve the Economy Act, she spoke at a rally with hundreds of federal contract workers from Change to Win in front of Union Station. The Act gives federal government contractors incentives to support collective bargaining, pay living wages and benefits, to stop wage theft, and avoid paying CEOs excessive salaries. Norton has called on the President to put the Act into an executive order. etween Halloween parties and trick-or-treating, the American Red Cross is calling for eligible blood donors of all blood types to get into the spirit and schedule time for a blood or platelet donation at a Red Cross Donation Center during the spookiest month of the year to help strengthen the community’s blood supply. While there are many ways to create fake blood, there is no substitute for the real thing and the need is constant. The Red Cross relies on generous donors to ensure that the community blood supply does not drop to dangerously low levels. T
he Human Rights Campaign, the nation’s largest lesbian, gay, bisexual, and transgender civil rights organization, has urged the DC Council to pass DC B20-501, the “Conversion Therapy for Minors Prohibition Amendment Act of 2013.” “No child should be subjected to this harmful and discredited so-called therapy,” said Sarah Warbelow, HRC’s Legal Director.
“Considering how extremely dangerous this pseudoscience can be, it’s very important for the sake of our city’s LGBT youth that this bill move forward quickly.” The Conversion Therapy for Minors Prohibition Amendment Act of 2013 is expected to move into the Committee of the Whole in early November. HRC, in partnership with the National Center for Lesbian Rights, continues to play a lead role in organizing the coalition behind this bill. So-called “conversion therapy,” sometimes referred to as sexual orientation change efforts or “reparative therapy,” is a range of dangerous and discred-
ited practices aimed at changing one’s sexual orientation, gender identity, or expression. These practices are based on the false claim that being LGBT is a mental illness that should be cured. Young LGBT people may be coerced and subjected to these harmful practices, which can result in negative outcomes such as depression, substance abuse, and suicidality. Conversion therapy has been denounced by every mainstream medical and mental health association, including the American Medical Association and American Psychological Association. The bill will prevent licensed
mental health care providers in the District from conducting conversion therapy with youth under the age of 18. This legislation will: < Protect youth from being coerced into treatments which are ineffective and which can lead to depression, decreased self-esteem, substance abuse, and suicide. < Prevent parents from being taken advantage of by deceptive practitioners of conversion therapy. < Help ensure that LGBT young people receive mental health care that is ethical, affirming, and culturally competent.
