British Safety Council announces Mount Anvil Centre of Excellence as International Safety Award Gala Dinner sponsor

Hikvision & Eagle Eye networks provide mobile video surveillance solution
H
ikvision, the global leader in innovative, award-winning video surveillance products and solutions, and Eagle Eye Networks, a cloud security camera video management system leader, have partnered with the Lawrence, Massachusetts Police Department to create a mobile surveillance solution. Hikvision cameras installed in a police van are linked to the Eagle Eye Security Camera Video Management System (VMS) to provide high quality, secure remote access to live and recorded video. This installation allows the police to provide cutting edge video surveillance in areas that need it the most, while eliminating expensive infrastructure. When the Lawrence Police Department noticed that the city’s unlawful activity periodically changed locations rather than remain rooted in a fixed area, they decided that a mobile unit would be the most efficient and cost-effective solution to ensure safety. The van is parked in “trouble

spots” throughout the city; officers at the police station use the video feeds as a tool to monitor activity, as do patrol cars in the vicinity of where the van is parked. The ability to securely access and view video across multiple sites in a single view decreases response time for police officers in the field. East Coast Security Services Inc., a leading New England systems integrator, introduced the technology to the police department and outfitted the mobile surveillance van. “The Lawrence Police Department needed to be able to see multiple locations on one interface and they needed to be able to share logins with several different people. We turned to the cloud-managed Eagle Eye Security Camera VMS because it was extremely easy to deploy and provided secure remote access,” explained Dennis Bouchard, director of operations of East Coast Security. “The high-quality images we get can then be retrieved via a smartphone, tablet, or web browser.” East Coast Security selected
Hikvision’s DS-2CD2112F-I fixed dome cameras and DS-2CD2212-I5 EXIR bullet cameras for superior image quality. The 2212 model boasts infrared distance of up to 150 feet, making it an especially good fit for a van that is often used during nighttime hours. “It’s amazing how clear the images are, even from a far distance,” reported Justin Crow, director of facilities for the Lawrence Police Department. He spoke to the van’s success, pointing to the positive response it’s garnered from the community. “The surveillance van is a very visible sign that the police are working to reduce crime in the city,” explained Mr. Crow. “It serves as a good deterrent even when it’s just driving down the street: it gets people talking. Intelligent Cropping and Multi-Tracking show an overview of an area and allows for “region of interest” selection up to a maximum of four areas at a time, so users can select only the portion of an image they want to see in 4K resolution, while also streaming a

Currently, though analog based surveillance systems have accounted for majority of the share of nearly 68% in the overall market, yet IP based surveillance systems are expected to grow with relatively higher CAGR of 41.78% in the coming years. Over the next six years, the market for IP surveillance is expected to increase due to increasing IP infrastructure, declining prices and demand for remote access. Geographical challenges include extreme weather conditions, long distances (geographical spread), and hostile terrain present unique transportation and storage requirements, which need a high degree of customization both in planning and in execution of product distribution to rural India. Q. India is a price sensitive market. How do you deal with it in terms of selling products to the end consumer? Yes, because India is a highly price sensitive market companies spend a lot of resources on both ‘pull strategies’ to woo the consumers and ‘push strategies’ mainly aimed at retailers. With the mushrooming up of many national and regional retail chains, opportunities are aplenty to sell security products and services directly to the end-consumer without involving intermediaries. Callahan, fed up with the way the city is handling the situation with Scorpio, instead pursues Scorpio without authorization, jumping onto the top of the school bus from a railroad trestle. The audience watches with bated breath concerned about the safety of the children inside the

1.0 INTRODUCTION: The grain handling is a high hazard operation, where employees can be exposed to numerous serious and life threatening hazards. These hazards include fire and explosions from grain dust, suffocation from engulfment and entrapment in grain bins, falls from heights and crushing injuries and amputations from grain handling equipment, etc. Fire and explosion with in the grain handling and grain processing facilities can have devastating and irreversible effects. Dust explosions in the feed and food industry have caused serious industrial accidents resulting in severe property damage and injuries and fatalities to workers throughout the world. Although the threat of dust explosions promoted the greatest safety concern in grain handling operations, the scope of this article is confined to various hazards involved in grain handling operations, which could lead to numerous accidents resulting injuries to workers. However, hazards arising from electricity are also not dealt in this article. 2.0 INDIAN SCENARIO: The data relating to the accidents and injuries in grain handling facilities are well documented in most of the developed countries. Heavy casualties has occurred in grain handling facilities throughout the world. However, in India, information pertaining to the injuries caused in grain handling facilities is almost non-existent, solely because in most accidents that occurs in India, are not properly classified and documented. The Indian Labour Statistics, Statistics of Factories and the reports of National Crime Record Bureau are some of the sources, where
one can look for the data relating to the accidents and injuries in various industrial activities in India. However, one will be disappointed to get a clear and correct data from these publications, as the data presented in these publications differ from publication to publication and one cannot find a sound reason for this difference. It may be noted here that presently there is no other alternative but to relay on these data for our purpose. According to the Indian Labour Statistics 2012 - 2013, during the year 2011, there were 41,033 factories manufacturing food products in India with an average daily employment of 14,26,684, whereas according to the Statistics of Factories 2012, there were 32,575 factories manufacturing food products in India with an average daily employment of 8,70,033. The publication, ‘Statistics of Factories’ also gives data regarding the number of units and the average daily employment pertaining to the manufacture of grain mill products, starch and other starch products, and according to it, there were 21,351 units with an average daily employment of 2,70,991. This publication also gives data regarding the number of units manufacturing other food products, which account for 5020 units with an average daily employment of 3,56,885. However, the Indian Labour Statistics 2012 - 2013 does not give any data pertaining to the manufacture of grain mill products, starch and other starch products; & other food products. As regards to the accidents and injuries pertaining to manufacture of food products, both the above said publications give data. According to

the Indian Labour Statistics 2012 2013, there were 80 fatal injuries (about 7.39% of the total fatal injuries) and 376 non-fatal injuries (about 4.1 % of the total non-fatal injuries) reported in India during the year 2011. Whereas according to the Statistics of Factories, during the year 2012, there were 99 fatal injuries (about 14.84% of the total fatal injuries) and 495 non-fatal injuries (about 9.78 % of the total non-fatal injuries) reported in India. Nevertheless, no accident data is readily available exclusively for grain handling operations. It may be presumed that the severity rate of accidents in grain handling operations in India is on the higher side. Grain handling operations are operations that may receive, handle, store, process and transport bulk raw agricultural commodities such as wheat, rice, corn, maize, barley, etc. Grain handling facilities include grain elevators, feed mills, flour mills, rice mills, etc. In India, most grain processing happens in open environment. Many grain handling plants are located in the open air or in strong steel framed building with light weight panel walls. Some of the main process involved in grain handling operations include cleaning, milling, grinding, storage/stacking, etc. Various types of accidents can occur in grain handling facilities and where these accidents can occur are discussed below under the following heads: • Plant Facilities • Moving Machinery • Lifting Equipment • Manual Handling • Confined Spaces • Health Hazards 3.0 PLANT FACILITIES: Grain workers may meet with many accidents as a result of the interface with plant facilities such as walking surface, staircases, ladders and man lifts. Narrow aisle-ways, overhead obstructions and elevated work stations may also contribute to many accidents. 60 | APRIL 2015 | INDUSTRIAL SAFETY REVIEW
3.1 Walking Surfaces: Hazards associated with walking surface may vary from place to place. Floors may be slippery because of loose grains, grain dust, dampness, oil or grease. Loose dust may cause slips and falls. Inadequate storage and poor work practices may result in various materials being placed in walkways. Debris and trash may block escape routes (See Fig 01) or contain exposed nails or other sharp objects. Accidents may also be caused by uneven walking surfaces. Bin on floor openings can account for serious injuries as the result of trips or falls.

Fig 01: A typical view of an Emergency Exit blocked in a grain handling unit. 3.2 Fixed and Portable Ladders: Fixed and portable ladders are frequently used in grain handling operations for access to different work levels and equipment, emergency egress or as means of escape from a stalled man lift or personnel elevator. Many accidents are caused due to the usage of slippery rungs and improper use of the ladders (See Fig 02). Though various types of safety devices are available to minimize the chances of falls from ladders, they are not often used. 3.3 Man Lifts Man lifts are commonly used to transport workers from one level to another. A man lift consists of a vertical, continuous belt with platforms and handles attached (See Fig 03). The frame and drive system of a man lift are similar to those used on a bucket elevator, though the man lift is operated at a lower speed.
The man lift connects the various work levels through openings in the floors. The belt may run the entire height of the facility. Accidents may cause from loose or broken platforms and handrails. Falls may result due to lack of a guard rails to prevent the workers from falling into the floor openings. Falls may also result due to lack of attention or carelessness on the part of the

workers. Workers can also be injured by contracting the structure when moving through the floor openings. Although the man lifts are intended for the use of personnel only, sometimes they are used for transporting the equipment and materials between floors, which increases the chances of a fall of material being dropped on someone below. Lack of knowledge in safe operating procedures may also results in accidents. 3.4 Aisle Ways Narrow Aisle Ways are common in many grain elevators and feed mills. Narrow Aisle ways may result in personnel injury from contact with moving equipment or machinery. 3.5 Overhead Obstructions Overhead Obstructions are common in many grain elevators and feed mills. Overhead Obstructions include ducts, pipes, spouts, machinery, catwalks, conveyors and physical parts of the facility. Injuries can occur at any time if proper head protection is not worn. 3.6 Elevated Work Stations Elevated Work Stations are most common in many grain facilities. Maintenance and repair on freestanding

equipment or equipment on platforms are common. Working at heights or any work station with one or more sides open exposes workers to the chance of fall resulting in serious injury (See Fig 04). Additionally, workers at elevated work stations could possibly drop equipment or tools, causing injury to someone below. In such cases, the access to areas below the workstations should be restricted. 4.0 MOVING MACHINERY: Workers of grain elevators and feed mills frequently interface with moving machinery such as conveyors, drive motors, drive belts, gears and pulleys. Mechanical equipment within grain storage structures, such as augers and conveyors, present serious entanglement and amputation hazards. Workers can easily get their limbs caught in improperly guarded moving parts of such mechanical equipment. 4.1 Pinch Points And Nip Points Hazards associated with moving machinery includes pinch points and nip points, where two moving pieces of machinery travels close to a stationary object. These points can catch a person’s clothing, hair or other parts of the body and draw them into the dangerous area, causing a crushing type of injury. Injury can also occur as the result of contact with unguarded rotating or translating equipment (See Fig 05). Unguarded augers can be especially dangerous. Although guards are

to be provided as per the Indian Factories Act, adequate devices are not always provided. 4.2 Belt Conveyors Belt Conveyors frequently run for long distances. Workers may attempt to stop on or over the belt. Many serious injuries were reported from belt conveyors (See Fig 06). It should be kept in mind that conveyors could be started remotely or the employee could lose

Improper use of compressed air may result in direct eye injury, or dislodged materials may enter the eye or be ingested. Direction of the air steam towards the body can also drive foreign materials under the skin. Though the workers are supposed to wear the protective equipment while using the compressed air equipment, often they neglect its use & result into injury. 4.4 Maintenance And Repair Maintenance and repair are ongoing processes in any industry. Generally the maintenance operations are performed by workers or outside contractors. Many serious accidents occur when workers activate equipment unaware that work is being carried out on the equipment by other workers or contractors. The chances of

equipment being inadvertently started during maintenance is a problem that usually can be attributed due to lack of a Lockout or Tagout system or failure to implement the system. Other general maintenance problem may occur due to improper use of hand or power tools or while using grinding, cutting or welding equipment. 5.0 LIFTING EQUIPMENT: Various types of lifting equipment and vehicles are used for material and equipment handling in and around grain elevators and feed mills. Use of small industrial trucks are common in many grain handling units. Lifting devices such as hoists are also used in most grain handling facilities. 5.1 Industrial Trucks Industrial trucks used in grain handling facilities include forklifts (See Fig 07) and front-end loaders. Associated hazards are usually related to lack of adequate training, operating outside of design limits, or lack of employee
Fig 08: A typical view of a hoist in use in a grain handling unit. and inspected periodically by competent persons so as to avoid accidents from hoists. 6.0 MANUAL HANDLING: Manual handling is an important aspect in grain handling operations (See Fig 09). Many handling operations in the grain handling units are performed manually. These operations results in numerous back injuries and sprains from improper handling techniques or handling oversize or overweight materials. Though the respective State Factories Rules framed under the Indian Factories Act have prescribed the limit of weight to be carried by a worker, it was observed that many a time, these rules are not strictly observed. As the employees lack knowledge in manual handling techniques, employees should be trained in proper handling techniques. 7.0 CONFINED SPACE: Entering and working in confined

In some smaller units, hoists are used for lowering personnel into bins. Accidents may result from defective or inadequately secured equipment or from working on unprotected, elevated platforms. Ropes, cables, slings, hooks, winches, braces and their interconnections should be properly maintained 64 | APRIL 2015 | INDUSTRIAL SAFETY REVIEW

units. Accessibility & maneuverability are frequently difficult and there may be a lack of direct communication to standby personnel. Dust in suspension may limit visibility & necessitate the use of dust masks or respirators. Lack of a suitable atmosphere as the result of poor ventilation or possibly the use of fumigants can be a problem when entering confined spaces in grain handling units. Oxygen may be consumed as the result of chemical reactions such as the fermentation of grain. Entrapment and suffocation are special hazards in grain bins. Suffocation is a leading cause of death in

Suffocation can occur when a worker becomes buried or engulfed by grain as they walk on moving grain or attempt to clear grain built up on the inside of a bin. Suspended grain or crushed surfaces may suddenly break loose and burry workers. Entrapment and burial can occur within a matter of seconds, so that the workers should be alert at all the time. Some grains acts like quicksand and the hazard is intensified if material is being drawn from the bottom of the bin. Moving grains acts like “quicksand” and can burry a worker stand on or near it. Bridged grain and vertical piles of stored grain can also collapse unexpectedly, if a worker stands on or near it. The behavior and the weight of the grain make it extremely difficult for a worker to get away without assistance.

8.0 HEALTH HAZARDS: The primary health hazard in grain elevators and feed mills are (i) Exposure to grain dust and (ii) Exposure to toxic fumigants and pesticides. 8.1 Grain Dust In addition to being a “nuisance dust” grain dust can contain insects, fungi and molds. Grain handlers had a higher prevalence of respiratory symptoms. On certain occasions, the symptoms of exposure affect workers’ performance and sense of well-being. All workers are exposed to dust to some degree; however, dust level vary widely between facilities and specific locations within facilities. Various tasks, such as cleaning and sweeping, usually result in high airborne dust levels. Dust masks are used in nearly all facilities, however, type of masks and degree of their usage are inconsistent. 8.2 Fumigants and Pesticides Applying fumigants and pesticides in grain handling units, without taking proper precautions or using adequate protection, can be harmful. Fumigants applied at the bin top may leak into basements, where personnel are working, or employees may enter a tank which still contains vapours. Grain may also be fumigated in one facility and shipped without the receiving facility being informed. Although, not specifically dealt in this document, exposure to dust, fumigants and pesticides needs to be considered as one of the overall health problems in grain handling units. 8.3 Noise and Vibration Other health problems in grain-handling and grain-processing facilities may include exposure to noise and vibration. High noise level can occur as a result of machinery operations as well as grain being thrown against casing or spouts. Vibrations results from the operations of various machinery & associated drive motors & gears. 66 | APRIL 2015 | INDUSTRIAL SAFETY REVIEW
9.0 CONCLUSION: The Grain Handling is a high hazard operation where workers can be exposed to numerous, serious and life threatening hazards. These hazards include Fire and Explosions from grain dust, suffocation from engulfment and entrapment in grain bins, falls from height and crushing injuries and amputations from grain handling equipment, etc. Suffocation is a leading cause of death in grain storage bins. Suffocation can cause when a worker become buried by grain as they walk on moving grain or attempt to clear grain built-up on the inside of a bin. Grain dust explosions are often severe, involving loss of life and substantial property damage. Fall from height can occur from many walking/ working surfaces throughout a grain handling facility. Mechanical equipment within grain storage structures, such as augers, conveyors, present serious entanglement and amputation hazards. Storage structures can also develop hazardous atmosphere due to gases given off from spoiling grain or fumigation. In India, no accident data is readily available exclusively for grain handling operations. Clackamas Fire Department Puts More FLIR Thermal Imaging Cameras in More Hands Clackamas Fire District #1 provides fire, rescue, and emergency medical services to five cities in the state of Oregon, USA. With17 fire stations strategically located throughout Clackamas County and a workforce of more than 200 employees & 100 volunteers, it’s the second largest fire protection district in the state, serving over 179,000 citizens in an area covering nearly 200 square miles. Like many fire departments In the USA, Clackamas Fire has depended on thermal imaging cameras (TICs) for well over a dozen years as a critical tool in helping protect lives and save property. Thermal imaging for firefighters “The technology’s really changed since the early days,” says Captain Jason Ellison while between calls at the historic 1923 John Adams Fire Hall in Oregon City. “Thermal imaging cameras were very large, cumber-some units when we first started using them, and very expensive. Seeing through smoke and in total darkness “With the thermal imager, I can tell as I move down the hallway where bedrooms are, easily make out the location of beds, closets, windows, and see where others are around me.” Ellison adds, “Windows, by the way,

are a secondary egress for us so knowing where they are is crucial to our safety.” Ellison explains that firefighters manning the nozzle have their hands full and typically aren’t the ones carrying a TIC. “There’s thick black smoke, ventilation hasn’t kicked in yet, and it’s very hard for them to even see their hands in front of their face. But a company officer close behind with a thermal imager can be right there to hold the TIC in front of that firefighter so he can see the layout of the structure, press on, and direct the nozzle pattern where it needs to go.” That, Ellison says, really speeds up the effort. “In the old days, we’d have one hand feeling the way along a wall and another guy holding onto the leg of the firefighter in front of him. Try finding your way in your house with your eyes closed. That’s what it was like. It really ate up precious time.” “With this (TIC) technology, we’re able to get to the heart of the fire and knock it out much quicker and more safely. Even when the fire’s essentially out, I’m still using the camera to look (through remaining smoke) for hotspots. Thermal imaging saves lives Tracking down trapped, stranded, and missing victims is another way TICs come to Clackamas Fire’s aid. “In any fire situation,” he says, “there’s always a possibility someone’s inside. So a thermal imager is very effective at helping us make sure everyone got out safely and the home gets the ‘all clear’. We also use them in our technical and water rescue efforts. For instance, we can search for people who may be stuck on a remote shore

handle…much easier to just grab, go, and then let go of.” He also likes the Search and Rescue (SAR) mode that narrows the temperature detection span more in line with body temperatures to alert him where victims are faster, especially in hotter environments. On the other hand, when he’s working engine company and fire attack, he usually leaves it in “fire mode”, which has a 300 to 1200 degree F range. “That gives me a really good color alarm to show me where the super-heated gasses are and where there’s fire around us.” The bigger, brighter LCDs of today’s thermal imagers also make using thermal imagers more popular. “Having a nice 4” screen that the FLIR K50 has, makes it a lot easier to decipher what I’m looking at to guide my crew members to safety or to their objective.” More affordable pricing has also made a huge impact. According to Ellison, “We’re looking for tools that can help keep us safe that are also the most cost-effective. FLIR’s affordability will allow us and other departments to put more cameras on the rigs to help us do our job better and keep our guys safe.” To sum it up, Ellison says it’s a tool that, when used correctly, allows firefighters to move swiftly and safely and get the job done right. Sensors may be placed either at the perimeter of the protected area, or within the protected area or a combination of both. Types of Sensors • Reed switches. • Passive Infra-red detectors. • Ultra sonic detectors • Microwave detectors. • Compact surveillance radar. • Photoelectric beam. • Glass break detector. • Smoke, heat and gas detector. • Vibration sensors.

These types of sensors are very common and are found either wired directly to an alarm control panel, or they can typically be found in wireless door/window contacts as sub-components. Passive infrared detectors A passive infrared sensor detects motion.

Continued from page no. 78 The passive infrared (PIR) motion detector is one of the most common sensors found in household & small business environments. It offers affordable and reliable functionality. Passive refers to the fact that the detector does not generate or radiate its own energy - it works entirely by detecting the heat energy given off by other objects. PIR sensors do not detect motion; rather, they detect abrupt changes in temperature at a given point. As an intruder walks in front of the sensor, the temperature at that point will rise from room temperature to body temperature, and then back again. This quick change triggers the detection. PIR sensors may be designed to be wall or ceiling mounted. These are available in narrow “point” detectors to 360 degree field of view. PIRs require a power supply in addition to the detection signalling circuit. Ultrasonic detectors Using frequencies between 15 kHz and 75 kHz, these active detectors transmit ultrasonic sound waves that are inaudible to humans. Movement of an object results in a change in the ultrasonic frequency to the receiver relative to the transmitting frequency. The ultrasonic detector operates by the transmitter emitting an ultrasonic signal into the area to be protected. The sound waves are reflected by solid objects (such as the surrounding floor, walls and ceiling) and then detected by the receiver. Because ultrasonic waves are transmitted through air, then hard-surfaced objects tend to reflect most of the ultrasonic energy, while soft 80 | APRIL 2015 | INDUSTRIAL SAFETY REVIEW
surfaces tend to absorb most energy. When the surfaces are stationary, the frequency of the waves detected by the receiver will be equal to the transmitted frequency. However, a change in frequency will occur as a result of the Doppler principle, when a person or object is moving towards or away from the detector. Such an event initiates an alarm signal. This technology is considered obsolete by many alarm professionals, and is not actively installed. Microwave detectors This device emits microwaves from a transmitter and detects any reflected microwaves or reduction in beam intensity using a receiver. The transmitter and receiver are usually combined inside a single housing (monostatic) for indoor applications, and separate housings (bistatic) for outdoor applications. To reduce false alarms this type of detector is usually combined with a passive infrared detector. Microwave detectors respond to a Doppler shift in the frequency of the reflected energy, by a phase shift, or by a sudden reduction of the level of received energy. Any of these effects may indicate motion of an intruder. Compact Surveillance Radar Compact Surveillance Radar emits microwaves from a transmitter and detects any reflected microwaves. They are similar to microwave detectors but can detect the precise location of intruders in areas extending over hundreds of acres. With the capability of measuring range, angle, velocity, direction and size of the target, a CSR is able to pinpoint a precise
GPS coordinate of an intruder. This target information is typically displayed on a map, user interface or situational awareness software that defines geographical alert zones or ‘geofences’ with different types of actions initiated depending on time of day and other factors. CSR is commonly used to protect outside the ‘fenceline’ of critical facilities such as electrical substations, power plants, dams and bridges. Photo-electric beams Photoelectric beam systems detect the presence of an intruder by transmitting visible or infrared light beams across an area, where these beams may be obstructed. To improve the detection surface area, the beams are often employed in stacks of two or more. However, if an intruder is aware of the technology’s presence, it can be avoided. The technology can be an effective long-range detection system, if installed in stacks of three or more where the transmitters and receivers are staggered to create a fencelike barrier. Systems are available for both internal and external applications. To prevent a clandestine attack using a secondary light source being used to hold the detector in a ‘sealed’ condition whilst an intruder passes through, most systems use and detect a modulated light source. Glass break detection The glass break detector may be used for internal perimeter building protection. Glass break acoustic detectors are mounted in close proximity to the glass panes and listen for

sound frequencies associated with glass breaking. Seismic glass break detectors, generally referred to as “shock sensors” are different in that they are installed on the glass pane. When glass breaks it produces specific shock frequencies which travel through the glass and often through the window frame and the surrounding walls and ceiling. Typically, the most intense frequencies generated are between 3 and 5 kHz, depending on the type of glass and the presence of a plastic interlayer. Seismic glass break detectors “feel” these shock frequencies and in turn generate an alarm condition. Smoke, heat, and carbon monoxide detectors Smoke detectors and heat detectors protect from the risk of fire and carbon monoxide detectors protect from the risk of carbon monoxide. Although an intruder alarm panel may also have these detectors connected, it may not meet all the local fire code requirements of a fire alarm system. Traditional smoke detectors are technically ionization smoke
detectors which “create an electric current between two metal plates, which sound an alarm when disrupted by smoke entering the chamber. Ionization smoke alarms can quickly detect the small amounts of smoke produced by fast flaming fires, such as cooking fires or fires fuelled by paper or flammable liquids.” A Photoelectric smoke detector contains a light source in a light-sensitive electric sensor, which is positioned at a 90-degree angles to the sensor. “Normally, light from the light source shoots straight across and misses the sensor. When smoke enters the chamber, it scatters the light, which then hits the sensor and triggers the alarm. Photoelectric smoke detectors typically respond faster to a fire in its early, smouldering stage – before the source of the fire bursts into flames.”
Strain-sensor cable installed on a chain-link/barbed-wire fence Vibration sensors These devices are mounted on barriers and are used primarily to detect an attack on the structure itself. The technology relies on an unstable mechanical configuration that forms part of the electrical circuit. When movement or vibration occurs, the unstable portion of the circuit moves and breaks the current flow, which produces an alarm. The technology of the devices varies and can be sensitive to different levels of vibration. The medium transmitting the vibration must be correctly selected for the specific sensor as they are best suited to different types of structures and configurations.

Hikvision provides a safe & secure Harbour for Dun Laoghaire Lying 12 kilometres south of Dublin City Centre, Dún Laoghaire (pronounced Dunleary) is widely recognised as having one of the finest man-made harbours in the world. The harbour itself consists of two huge granite piers. The East Pier is one mile long, the West Pier even longer, and together they enclose more than 100 hectares of terminal buildings, car and lorry parks, commercial piers, and leisure craft marinas. Having been the major gateway to England for goods and people for 200 years, it is also now on track to becoming Ireland’s major marine, leisure and tourism destination having received significant investment to extend its recreational and amenity value. Keeping this huge area safe for all visitors is a major undertaking and Hikvision cameras and hybrid recorders have recently been added to make sure this happens. Overcoming the challenge of existing infrastructure and low visibility The harbour complex is managed by the Dún Laoghaire Harbour Company (DLHC) and it has been a user of CCTV for many years. The coax-cable analogue system betrays its age by concentrating heavily on the ferry terminal and the immediate surroundings – the harbour’s raison d’etre throughout the twentieth century. However, even a once busy ferry operation takes up just a relatively small part of the massive harbour. With the East and West Piers separated by more than a kilometre at their mainland ends and extending far out into the Irish Sea, there is a large area contained by the 86 | APRIL 2015 | INDUSTRIAL SAFETY REVIEW
two piers that has become a bustling hub of activity. It is now home to many marine activity-based businesses ranging from a Powerboat School to Yacht clubs and a Scuba Diving centre and a very large and still growing Marina complex for private leisure craft of all sizes. And, around the older ferry terminal, the new activities have given rise to a new generation of restaurants, car parks and other leisure businesses. DLHC became increasingly concerned that the existing analogue CCTV infrastructure was only giving them a good overview of an increasingly marginal resource – the ferry terminal – and not providing an
adequate level of surveillance of the new activities. What was clear was that the existing system incapable of keeping up with the increasing pressures of the site and Cork-based Hikvision distributor Mercury SD was called in to advise on upgrading the entire system. “Providing effective surveillance throughout Dun Laoghaire Harbour was a challenging prospect,” says Kevin O’Connell, System Designer at Mercury SD. “The landside of the harbour is an increasingly busy and crowded area, the older ferry terminal now surrounded by a large number of newer tourist hotspots and commercial areas, and then we also had to consider the explosion of water www.ind-safety.com

moorings and activities that the old system was never designed to accommodate. The whole focus of the CCTV surveillance system had to change into one that encompassed the whole harbour complex. “The harbour is also highly prone to extremely variable weather conditions, including frequent occurrences of high winds, severe rain and fog. Visibility can go from clear to poor in minutes and this means any new CCTV system that has a remit to concentrate its surveillance on the exposed harbour walls and marina complex should be capable of coping with the worst of these environmental extremes while continuing to deliver clear images. “Finally, DLHC were keen to retain the existing analogue system if possible whilst extending the reach of the CCTV system to the entire 100 hectare site.” A modernised coastal surveillance solution Kevin O’Connell and other members of the design and installation team at Mercury SD made three site visits to the harbour before proposing their detailed scheme for a hybrid solution. The new plan retained all the existing coax cable that was laid within the harbour and concentrated the existing analogue cameras to cover the ferry terminal and its immediate surroundings. Some of the new Hikvision IP cameras were then added to the coax cabling using IP over Coax transceivers while the IP cameras intended to greatly extend the reach and scope of the surveillance to the more far-flung reaches of the harbour were linked in using Ubiquiti wireless links. All the cameras link back to the pair of Hikvision hybrid recorders located in the harbour office near the ferry terminal,

from where a PTZ camera in the lighthouse is controlled. Whatever the weather “All the new cameras offer Hikvision’s SMART imaging and detection, most prominently the Smart Defog and Smart IR features,” explains Kevin. “These technologies in particular were a huge selling point for the new solution, overcoming the problems that burdened the old CCTV system when the harbour was beset by the unpredictable weather, even though most of the analogue cameras were indoors.” The Smart Defog and Smart IR features help improve the clarity of images. Smart Defog modifies the image correction algorithm to improve the whole image’s visibility and clarity in poor weather conditions, such as rain or severe fog. Smart IR addresses the common problem of over-exposure of IR LEDs at the centre of images, automatically adjusting the IR strength to improve visibility. All except one of the new Hikvision cameras were enclosed in a marine grade housing; being DS-2CD4012F 1.3 megapixel SMART IPC units along with DS-2CD4032F-A 3 megapixel pieces. The Hikvision DS-2DF7284-A Network IR Speed Dome Camera was installed at the lighthouse as part of the new upgrade. Regularly used in
busy areas such as stations, airports, railways and commercial centres, it oversees some of the busiest parts of the harbour and is a core CCTV feed for the harbour team. This PTZ camera provides 360° surveillance through its endless high-speed panning capability, offers a large 20x optical zoom capability to detect the smallest details and combines this with an IR
range of up to 120 metres. The camera can also be shared by the emergency sea rescue services in the event of an incident in close proximity. “At the centre of the new surveillance solution are Hikvision DS-9016HFI-ST 16/16 Hybrid Recorders, which enabled us to retain the majority of the older analogue cameras while adding in the Hikvision IP units,” adds Kevin. “The DS-9016HFI-ST features H.264 video compression, a recording resolution of up to 5 megapixels, 16 channel synchronous playback, and also HDMI and VGA output at up to 1080p, alongside a storage capacity of up to 12TB.” Exceeding Expectations The installation of the new surveillance solution has proved an immediate success. Tim Ryan, Harbour Manager at Dun Laoghaire says, “The Hikvision system specified has exceeded our initial expectations. We use the system 24 hours a day to monitor the inner harbour area, consisting of car parks, walkways, buildings, busy junctions and ship berthing areas. We have been able to provide An Garda Siochana (the police force) with evidence for a number of incidents that have occurred since the installation. In each case the coverage and quality of footage was of a high standard. The DS-2DF7284-A PTZ camera installed at our East Pier Lighthouse has proven beneficial in assisting with Search and Rescue and has the capability to be utilised by the local Coast Guard unit to monitor and record an incident on land or sea. We together chalked out detailed Security Operation improvement plans, starting from studying current Problems / Issues / Challenges on the grounds vs used/implemented solutions. We also studied possible solutions to be adopted further to make operations effective while having costs also in control. Study involved travelling to hard operation remote locations, Security process observations Location specific threats and challenge assessments followed by right technology and solution mapping and than right vendor assessment and selection. Once all systems are Integrated at One common platform we started building quicker Response Systems where by hundreds of alarm conditions were mapped with Pre defined response process enabling, force at ground to take decisions even at emergencies too to safeguard potential damages due to delayed decisions. Today we are in total control situation evaluating next level of excellence to bring in as outcome of these efforts were truly encouraging. We were pleasantly surprised when we realised benefits and importance of these implementations faster than imagined . The most important contribution of E-Security power took over power supply contract at Mumbai International Airport at Sahar from Reliance Energy, immediately after took over we deployed E Security at Tata power designated area’s there, within very first month a case pulling up some heavy metal plates was detected by engaging security guard in other activities by a gang of three men (may be for quick money to sell in scrap) without realising the hazards it creates. in no time E Security provided required alerts and information to quickly nail the culprits and recover stolen assets. Way bridge operations surveillance is used to link appearance of vehicle, usage with data of the transaction to quickly spot any discrepancy. some incidents at a Dam Site where butterfly valve leakage were detected hence fixed within time in hand, saved potential damages of assets and lives. Accidents recreation at a couple of sites done by E Security that helped detection of real cause of transformer blasts an important field feedback for vendor / suppliers to take preventive steps was also created.
