The “XX World Congress for Safety and Health at Work 2014” will be held in Frankfurt from 24 to 27 August 2014 by the DGUV, the International Labour Organization (ILO) and the International Social Security Association (ISSA). The “Arbeitsschutz aktuell” exhibition and trade fair will be held on the trade fair site concurrently with the congress. The Second Announcement for the congress, which was recently issued (see congress website), contains detailed information on the introductory talks, Technical Sessions, Technical Tours, the social programme, and the trade fair and exhibition. Altogether, 1.300 submissions for the Symposia and for the Forum for Prevention – more than ever
before – were received by the deadline for submissions. Submissions will be selected from these for the final programme. Preliminary information on the programme will be available on the congress website from the beginning of May. The International Media Festival for Prevention, which is to be held concurrently, is a further highlight. A total of 290 entries from 33 countries are competing for the International Media Award for Prevention. The prize, which will be awarded to particularly effective videos on the topic of occupational safety and health, will be awarded during the World Congress 2014. Dahua adds 3.0-megapixel network camera to Eco-Savvy series

HID Global security survey & infographic reveal attitudes about best practices for physical access control News Highlights: • Significant majority of survey respondents acknowledge importance of top technology and policy best practices, yet far fewer say they are implementing them well – or at all. ID Global, a worldwide leader in secure identity solutions, released an infographic illustrating the results of a survey it conducted on physical access control. The survey of 600 respondents revealed enterprise end users’ perceptions about change and the importance of industry best practices, and how well today’s technology and policy best practices are being implemented. The attitudes uncovered in the survey affect how well organizations can defend against increasingly dangerous and costly security threats, both now and in the future. “This survey raises questions about how well organizations are keeping up with the bad guys,” said John Fenske, vice president of product marketing, Physical Access Control with HID Global. “Complacency isn’t wise, however, and adherence to industry best practices will be increasingly critical in order to take advantage of the coming generation of technologies and capabilities, including mobile access control on smartphones. A reliance on legacy infrastructure, technology and mindsets will make it hard to keep up with today’s

technology advances that address a world of increasingly sophisticated threats.” HID Global’s infographic combines results from its survey with published data on security breaches and associated costs. Key findings incorporated into the infographic include: • Only 37 percent of users perform annual security assessments, and most users do not contract a third party to test their existing PACS. This means users either conduct their own security audits or penetration exercise internally, or do not test their systems at all. • More than half of respondents have not upgraded in the last year, and more than 20 percent haven’t upgraded in the last three years. • 75 percent of end users said cards with cryptography were important. The majority also believes that magstripe and proximity technologies provide adequate security, despite their vulnerability to cloning. • 75 percent of respondents state that the highest-security technologies were important or very important, but half said
they weren’t implementing them well, or at all. Over 90 percent felt the most secure policies were important or very important, with only 70 percent felt they were implementing them effectively or very effectively. • Biggest barriers to best-practice implementation were budgetrelated, and management not seeing value in the investment. Yet the cost of not investing in best practices can be very high – for example $5.4 million for a data breach, according to Ponemon Institute. HID Global believes that current perceptions about access control will have an impact on the adoption of future technologies. For instance, mobile access control on smartphones will enable a more hassle-free access control experience for users, who can carry all of their keys and credentials on a device they carefully protect and rarely lose or forget. However, if the market continues to delay shoring up its best practices now against today’s threats to traditional cards and readers, it will be difficult for enterprise infrastructures to seamlessly move to digital credentials carried on smartphones in a BYOD deployment environment with new and different security threats. T
he purpose of a fire door is to prevent the spread of fire and smoke from one compartment to another, in a building, for a specified period. In order for these doors to be able to carry out this function effectively, third-party certification for the manufacture, installation and maintenance of fire doors is essential.
Fire test methods in the determination of performance To determine how a door (or shutter) assembly performs against the passage of fire and smoke, they are subjected to a large scale furnace test. This test has prescribed heating conditions based on a temperature– time relationship. The current methods of test are defined in BS 47622 and EN 1634-1:2008. In addition, the fire testing of building hardware is covered in EN 1634-2:2008 and lift landing doors is covered in EN 8158. Each test method consists of

exposing one face of the specimen to heat in a furnace and observing the performance against a number of failure criteria. These criteria are integrity, insulation and, in the case of the EN standards, radiation. Such tests are typically carried out by nationally accredited fire test labs such as BRE Global1. Smoke control test methods Many victims of fires die from smoke or toxic gases. Preventing the spread of smoke is another key function of a fire door. The performance of door and shutter assemblies as barriers against the passage of smoke is judged by subjecting them to a test in accordance with either BS 47631.1:1983 or EN 1634-3:2004. The former standard requires that the doorset is built onto one side of an airtight chamber which is then pressurised. The leakage through the doorset can be measured at a series of different pressures up to the maximum required. All testing is carried out under ambient
conditions. The latter, a European standard, 1 BRE Global Limited (incorporating LPCB) is an independent third party approvals body offering certification of fire, security and sustainability products and services to an international market has a similar procedure for measuring the leakage through a doorset at ambient temperature; however, it also includes a procedure for measuring the smoke leakage at 200 °C. Care must be taken that if a smoke seal is being used in a fireresisting doorset, the doorset must have been successfully fire tested or assessed with the smoke seal fitted. This is to ensure that the seal does not result in flaming on the non-fire side of the door in the event of a fire. The benefits of third-party certification A widely recognised scheme for the manufacture of fire doors is LPS 1056 ‘Test and evaluation requirements for the LPCB approval and listing of fire doorsets, lift landing doors and shutters’, operated by the LPCB, part of BRE Global. This scheme is based on the test requirements set out in BS 47622 or EN 1634-1. Novel passive fire shelters enhance safety management for offshore gas project Shelters combine 2 hour protection against fire for ESD electronics, with walk-in door access!
T
hree groundbreaking passive fire shelters designed to protect the vital control electronics of automatic emergency shutdown and fire suppression systems on offshore gas production platforms in the Arabian Gulf are being supplied by the outdoor enclosure specialist Intertec. Fabricated using lightweight composite GRP (glass reinforced polyester) materials, the shelters employ patented techniques to resist fire for two hours – allowing critical electronic safety equipment to remain operational. Although there are currently no standards for this application area that cover containment temperatures, Intertec designs, manufactures and tests its fire shelters to a rigorous proprietary specification which demands that their internal temperature must remain below 60 degrees C throughout the rated protection time. The novel shelters are also capable

of withstanding both conventional and more severe hydrocarbon fires. All three fire shelters are floormounted ‘walk-in’ models of a style more usually associated with process analyzer shelters and are the largest that Intertec has produced to date. They represent a major advance over many current fire protection technologies used in this area, such as fire safe buildings constructed from concrete or steel and covered with fire resistant ceramic tiles, or conventional shelters covered with intumescent materials – which can hinder access. The weight of the composite GRP materials that Intertec uses is about 25 percent that of steel – for a similar strength – and only 10 percent that of concrete, making it especially suitable for offshore applications. Until now, almost all of the fire resistant enclosures Intertec has produced have been in the form of smaller cabinets designed to protect specific critical process control elements of refineries, petrochemical plants and offshore platforms typically electromechanical emergency shutdown (ESD) valves and actuators. This is the first time that fire shelters have been specified for the even more demanding role of protecting heat-sensitive control system electronics from the direct and indirect effects of fire. Intertec produces all its fire shelters using a proprietary composite construction technique, comprising one or more layers of

fire-resistant mineral wool insulation ‘sandwiched’ between sheets of special-grade GRP. The overall design of the shelters is patented. By changing manufacturing parameters such as the thickness of the GRP walls and the number and type of insulation layers that they contain, the company is able to tailor the material’s composition to provide specific levels of fire resistance. Intertec’s range of fire shelters includes two product families that are designed to keep contained equipment below a specific temperature – usually 60 degrees C – for a defined amount of time in the event of an external fire. The company’s standard fire shelters are designed to withstand the type of relatively slow-burning fires that can occur in business buildings, which typically take about 30 minutes to reach 800 degrees C (1,472 F) and about three hours to attain their maximum of 1,100 C (2,012 F). The designs are verified against the time-temperature curve defined in ISO 834 – which is used in many fire protection standards – and are available with protection times from 30 to 120 minutes. For more demanding applications, Intertec’s ‘1709’ fire shelters are designed to withstand

hydrocarbon fires that can reach 1,103 degrees C (2,000 F) within the first five minutes. The design of the shelters is verified against the ‘rapid-rise’ timetemperature curve that is used in the ANSI/UL 1709 standard, but with a much more stringent requirement that the internal temperature must not exceed 60 degrees C. This design criterion affords considerably greater protection against severe fires than the 1709 standard, which only covers the protection of structural steel and has a permissible temperature of 550 degrees C for the specified protection time. The fire shelters that Intertec is supplying for this Middle East offshore gas project are designed to withstand fire for 120 minutes, to afford maximum protection to the control electronics of a platform’s ESD and fire suppression systems under all foreseeable circumstances. A large outward-opening door provides personnel with unfettered access for routine equipment inspection and maintenance. For air conditioning and ventilation purposes, the shelters are equipped with special fireresistant air transfer grilles containing intumescent damper slats, that are expressly designed for use in harsh environments. Under normal conditions the grilles allow an unrestricted flow of air into and out of the shelter. However, in the event of a fire, the heat activates the intumescent material which then creates a very durable and insulating barrier against the ingress of flames
and hot gases. Designers of safety systems for offshore platforms face conflicting requirements when choosing the best form of fire protection. The systems’ control electronics need to be adequately insulated, but must also be readily accessible for routine testing and maintenance. The shelter itself needs to have a long service life, demanding structural robustness and high corrosion resistance, yet it must weigh as little as possible. Ideally the shelter should also be entirely passive and require no electrical power or other services for its fire protection capabilities. The composite GRP materials that Intertec uses for its fire shelters meets all these requirements. GRP has a similar strength to stainless steel but is some 75 percent lighter, as well as being an electrical insulator with very low thermal conductivity. It is inherently inert and provides exceptional long term resistance to corrosion from salt or other aggressive chemicals that might be present in the local atmosphere, such as sulphuric acid. The outer surfaces are protected against weathering effects and abrasion by a thick UVresistant gel coat. According to Martin Hess of Intertec, “Our ability to manufacture fire-resistant enclosures, cabinets and shelters and to tailor their dimensions – as well as other specification properties like thermal insulation, explosion protection, IP rating, extreme storm rating and blast proofing – is opening up new markets in the offshore and onshore sector.”

Unfortunately, the economic downturn has reduced new construction and generated more renovations and upgrades, where BIM is not as prevalent. Anecdotally, BIM projects represent 15 percent of current work, up from about 3 percent three years ago.

uilding Information Modeling (BIM) is rapidly changing the ways companies work together to design, build and operate projects. About half of the owners, design professionals and construction companies in some cuntries are involved to some degree with BIM, and that number could pass threequarters by 2015. Increasingly, fire protection engineers and trades are being asked to work in a BIM environment.
Getting Started in BIM for Fire Protection Many fire protection companies began working in BIM by adapting their existing technology tools to try to fit the new way of working. For example, add-on software is available for Auto CAD that can turn a 2D line into a 3D solid. This enables drawings where everything is elevated to the right height. This approach is not ideal, but it’s workable. Another is a specialized fire protection software program called Autosprink that draws everything in 3D, calculates hydraulics and prepares a printout

list or a file for fabricators. Software also is available that can reference 2D drawings and trace them into BIM. The software Sprink CAD permits a direct integration into BIM that saves time and improves efficiency.

How BIM Is Used for Fire Protection The powerful spatial coordination capability of BIM (also known as ‘clash detection’) is the primary way projects involving multiple trades are taking advantage of BIM. Conventional coordination, done with transparent drawings on light tables and between crews in the field, yields mixed results. On a BIM project, the discipline-specific models produced by engineers and trades can be evaluated together as if they were in a single model by uploading them into specialized software programs, such as NavisWorks, Solibri or BIM Sight, that can read multiple file formats concurrently. This way, geometric conflicts between the models can
be resolved virtually by the project participants before they create physical problems in the field. (see illustrations as an example) This model-based approach to spatial coordination is quickly becoming standard practice. The trend is starting to create a disadvantage for trades that are not modeling their work. Some contractors have adopted the position that if any trades are not doing 3D modeling with the others, then the non-modeling trades will have to coordinate around the ones that do.This represents a potentially major change in the traditional pattern, which has always been ‘sprinklers go around everybody else’, because now if sprinklers have a layout that goes in the building model and HVAC doesn’t, sprinklers take precedence. As a result, fire protection contractors are being careful to implement software that works in the leading clash-detection programs. This software includes Autosprink, NavisWorks and the HydroCAD programs. The use of BIM also is expanding beyond piping to include fire alarm control panels, pull stations, smoke detectors and many other elements of the total fire protection package. Fire alarm manufacturer Notifier got involved in creating BIM-compliant information about its products in response to demand from the marketplace for product information that could work in BIM.

ost people recognize that there is a huge difference between a list of ingredients and a recipe. While the list of possible ingredients that reduce a country’s poverty is large, India and China seem to be adopting very different recipes. China decided in the 1980s– with huge but unacknowledged inspiration from the World Bank – that the best way to reduce poverty was by manufacturing goods for export. This decision not only led to a huge clustering of people (it has 174 cities with more than a million people relative to India’s 34) but also a huge clustering of skills in low-skill manufacturing (45% of its labour force works in manufacturing relative to India’s 12%). While it’s early to conclude that India’s services and consumption model will deliver poverty reduction, it is clear that combining our economic model with a decentralized democracy will ensure that India’s geography of work and skills will be much less clustered than China. Staffing China’s export engine benefited from the relatively small transition from working on a farm to low-skill manufacturing. But

companies who want to serve India’s geographically dispersed consumers will have to struggle with huge people challenges in putting together geographically dispersed sales and services workforces. Businesses focused on domestic consumption in India will soon emerge as our biggest employers; banking, insurance, financial services, healthcare, consumer durables, consumer goods, pharmaceuticals, retail, telecom, education, engineering, and infrastructure. feasible We make the case that these domestic consumption companies, irrespective of industry, will be fishing in the same pond for talent and need to craft thoughtful and sustainable human capital strategies. An important speed limit on growth for these companies is their ability to build national sales and service organizations that balance the impossible trinity of cost, quality and scale. Many companies seem to accept the notion of no choice but lowering standards in the selection, training, and retention of their “subfifteen thousand rupees per month” employee base. This is not only dangerous – they risk outsourcing their destiny – but wrong because many thoughtful domestic consumption companies are starting to create efficient, effective and sustainable solutions for staffing by taking a holistic view of the traditionally separate components of hiring, hygiene and productivity. Companies that aim to build differentiated sales and service
people supply chains will align their entire ecosystems to target employee productivity. But this is easier said than done; productivity is horribly difficult to measure. Companies with any real ambition to target India’s domestic consumption will have to get feet-on-ground in over 800 cities and towns. This is impossible to do solely with internal capabilities but requires working with partners. The current skill system in the public sector delivers very uneven quality but it is hard – if not impossible – to sustain a completely employer paid training solution. The situation is further complicated by archaic labour laws and increasing divergence among states around minimum wages, shops and establishment acts, etc. So any people supply chain will have to deliver and align seven components: 1. Assessments : This implies effective binning of candidates and employees with identification of capabilities and potential. Traditional assessments have had the predictive efficacy of palm reading or astrology but many companies are making substantial investments in functional, industry and company assessment centers that find - or imply - better fits. Companies who win will also ensure that assessment is not episodic but a structured and formal process that continues through the employee lifecycle. 2. Candidate Sourcing: Companies

with effective sourcing strategies for national sales and service organizations answer the difficult “what” before the obvious “how”. Difficult questions and trade-offs include fresher’s vs. experienced, trained vs. non-trained, lineup vs. filtered, nice to have vs. must have skills, etc. The unevenness of hiring standards across line managers of the same company currently accepted in the name of “long rope” has to stop because many use this long rope to go bungee jumping. Companies need to recognize fully loaded hiring costs, diversify sources and ensure effective on-boarding and induction. 3. Training Financing: It is now clear that companies cannot afford the complete training or repair of every candidate they hire. But India’s skill crisis means most candidates need some company, industry, or functional training. Finding creative ways to pay for this training – apprenticeships, tenure based reimbursements, government refinancing, credible certifications, etc – are important elements in finding nontraditional resources. 4. Training Delivery: Domestic consumption companies have sales and service workforces that are too dispersed to get all employees to one location without being economically stupid. But delivering this training creatively – Para-skilled trainers, satellite delivery, e-learning, etc – are crucial to cost-effectively meeting learning objectives at scale. Repair programs for new employees must be complemented by upgrade or certification programs for existing employees delivered over the same infrastructure.

5. Employee Contracts Employees – particularly those in the target group of sub-fifteen thousand salary - no longer view employment as a “mai baap” relationship that will last a lifetime but a taxicab relationship that is short and intimate. The ideal structure allows both sides to take each other a test drive. Companies never hire people to fire them but they obviously need a judicious mix of temporary staffing, permanent hiring, apprenticeships, consulting, outsourcing, etc. to balance flexibility with continuity. 6. Salary, Benefits and Compliance Hygiene Many domestic consumption firms outsource the plumbing of salary and benefits for their sales or service force to their dealers. But wage transmission losses, compliance, benefit deduction but no deposit, etc are common and the most cited reasons for the high employee turnover. So putting hygiene like Service Level agreements, multi-modal self-service (call centre, email or web), SMS communication, etc is important infrastructure that complements the more glamorous components of the chain. 7. Performance Management Companies that do not hold their bad performers accountable punish their good performers. But performance management infrastructure like automated attendance, sales reporting, customer feedback, etc are often viewed as important inputs into fixed and variable compensation management. But their more important application lies in increasing the learnability and self-healing abilities of supply chain components
like assessment, training delivery and financing, and sourcing. Doing business in India requires companies to substitute for the state in many ways; generating power, providing transport, security and much else. Often this hardware has been a source of competitive advantage. But as the corporate landscape matures, companies realize that their true equity does not sit on their balance sheet but goes home every night. So, the sources of competitive advantage are shifting from hardware like machinery or distribution access –low hanging fruit that money can buy – to human capital. This creates an interesting challenge & opportunity for domestic consumption companies because India is too big and the million negotiations of democracy too slow for them to wait for public policy to fix the people supply chain. The productive capabilities of a country are not like oil - which will run out - but like wind power which is potentially infinite. Similarly individual capabilities are not like shoe size or height – which are cannot be changed– but like muscles which can be developed by working out. This supply chain view of a country or individual capabilities is not only an optimistic view of life – a better way to live your life or build a company in our view - but also a happy congruence of doing well by doing good. In fact, the companies that win will be those that act decisively, swiftly and boldly about their staffing. If strategy is defined as the art of creating an unfair advantage – a gun in the knife fight – it is clear that companies who creatively create, configure and catalyze their people supply chains in India will create an advantage that is hard to replicate. High resolution/high definition video There is an increase in demand for high-definition video surveillance. This is very much ‘in sync’ with the growing global demand for HDTV.
ANALOG VS HD-CCTV 4

ntil recently the leader of this fast-growing, high-definition, surveillance market was the megapixel IP camera. The recent introduction of HD-CCTV offers intuitive system design, installation, operation and maintenance, all of which are similar to analog CCTV systems. Besides, it provides the benefit of non-compressed video transmission. IP cameras have attained a market share of around 30 percent. It may not take long for HDCCTV to reach that market share.
HD-CCTV HD stands for High Definition, and SDI stands for Serial Digital Interface – a family of standardized, broadcast quality digital interfaces using BNC connectors. The standard was adopted by the SMPTE (Society of Motion Picture and Television Engineers). HD-SDI transmits fullHD video through the coaxial cable without video compression – this is a defining feature of HD video. With the availability of low-cost, main, chipset solutions, HD-SDI technology was

CCTV Alliance updated some of SMPTE’s standards, like transmission distance, making it more suitable for the CCTV market. This results in the best compatibility among HD-CCTV products. HD-CCTV has almost the same system design and installation method as an analog CCTV system. MEGAPIXEL IP
introduced to the CCTV market in 2009, and the technology began appearing in products in 2011. With HD-SDI, full-HD video is converted to a 1.5 GBps serial digital signal at the camera. This signal is transmitted to the DVR through the coaxial cable and finally displayed on the monitor or recorded onto a hard disk. Because of its origins in broadcast, the definition and picture quality of HD-SDI footage is noticeably higher than a standard analogue signal. The technology has now been adopted by the CCTV sector. Because it has been designed with the sole purpose of providing Megapixel, High Definition footage over standard co-axial cable, it is perfectly suited to CCTV, where the majority of existing systems use coaxial cable. HD-SDI is significantly easier for experienced CCTV installers to get to grips with and can easily be used in tandem with existing analogue cameras. Compared with IP, installers can install HD-SDI straight away with next to no training. The system design and operation is similar to conventional analog CCTV. As a result there is very little risk of getting in to complications when installing it, as long as the installer is experienced in installing analogue CCTV.
HD-CCTV Compared to IP Camera The primary requirement of high

definition video surveillance is the highest possible video resolution and quality. This cannot be achieved by an analog video system. As HDCCTV uses a non-compressed video source, it provides this highest video quality. IP cameras also provide fullHD (1920x1080) or higher resolution, but IP camera based systems share the same network for multiple cameras, so the camera side needs to perform video compression to reduce the size of the video signal. This results in a degree of degradation in video quality. HD-CCTV system’s HD-SDI transmission uses one-to-one cable between a camera and DVR, hence there is no question of interference among video channels. Besides, HDCCTV does not need encoding / video compression at the camera side nor the video decoding at the DVR side. Video delay does not occur through the whole path. HD-CCTV products conform to several standards of SMPTE (Society of Motion Picture and Television Engineers). The HDSDI transmission method is one of the SMPTE standards used for broadcasting equipment. The HD-

This similarity provides an opportunity for experts of analog CCTV to easily adapt to HD-CCTV. This also implies that existing analog CCTV systems can easily be upgraded to HD-CCTV systems without the need for deep knowledge of the latest technology. This plug and play feature is an important factor for a new technology to be rapidly accepted and adapted by the market. HD-CCTV provides easy installation and operation through real plug and play. Even though IP camera installation methods have improved, when designing a system, it is important to consider the network load and countermeasures for network related issues including security. IP Megapixel cameras deliver a much higher resolution. They are designed to allow either the ability to zoom in to recorded video or use one camera to cover a greater area without losing quality. Many MP cameras are made with CMOS chipsets that require

more light than analog cameras to produce a good picture. The biggest drawback to MP (or IP in general) is the maintenance of the system. MP is a great option for enterprise level systems and companies with in-house IT personnel. The average consumer is still is not comfortable with the concepts of bandwidth requirements, port forwarding, and storage arrays. High definition CCTV promises to deliver the best of both worlds. The HD picture will allow the user the same capabilities as megapixel cameras. The cameras and recorders transmit this higher resolution picture over coaxial cable. This implies that a system can be upgraded without running a single new wire. To upgrade from analog to MP would mean running an entire new infrastructure for the data. For new systems, HD CCTV will deliver the same plug and play simplicity that analog cameras have delivered for decades. This simplicity will allow the S.M.E. and SOHO segment to have a high quality system without the headache of networking. HD –CCTV may still not have as high a resolution as MP cameras, but for the average small business owner it will be the future of CCTV. Good quality, easy installation, and ease of use will set it apart from standard analog and MP systems.

Summary • Unlike IP video cameras, HDCCTV is a point-to-point system that uses coax cable rather than Category-5e or -6 UTP cable. The video feed is therefore sent directly from the camera to the recording device or DVR without the use of packets, compression, encoders or an existing network. The camera can be plugged into any compatible receiving device

and will display video without latency or configuration. HD-CCTV is easy of install. Because HD-CCTV is point-topoint, no additional training or networking expertise is required to make the system work. There is no need to configure or program each device or deal with IP addresses; you just plug it in and it works. This implies lower costs - the easier something is to install, the less expensive it is to implement. HD-CCTV uses the same cabling infrastructure as most traditional analog systems. This technology allows organizations an easy, economical way to upgrade a legacy analog system to achieve some of the benefits of megapixel cameras. The video feed travels on its own cable with no compression. HD-CCTV delivers megapixel quality video without requiring IT network bandwidth, dropping packets, or reduced resolution from compression. There is no latency, meaning that the video runs smoothly without any jitteriness or skipping and there is no delay between when commands are sent to a PanTilt-Zoom camera and when the camera responds. The resolution capabilities of HD-CCTV are far surpassed by IP-based cameras widely available on the market today. With a maximum resolution of 2.1 megapixels, and a growing demand for higher quality video in a single camera, HD-CCTV will continue to be outclassed by IPbased video in terms of quality. This limits the usability of HDCCTV in many applications that require high-end HD products. Analytics at the edge with a
HD-CCTV solution is also not possible. • HD-CCTV solutions do not integrate with other IP-based technologies. HD-CCTV tends to be incompatible with integration to access control or intrusion systems. They do not communicate with or tie in to building management systems, either. With integration being the number one method for improving the value of a solution to the organization, this is a significant challenge to overcome. • While using existing coax cabling is an advantage when upgrading a legacy system it is not a suitable option for a new construction. Coaxial cable in such a case is not the most efficient or effective cable to use.
Conclusion • Will HD-CCTV replace IP-based video in the market? Absolutely not. Security in an organization is continuing to evolve to the point where it supports the organization in ways that go beyond traditional security. Organizations expect that the security systems also add value to the organization (Refer March issue of Industrial Safety Review). • HD-CCTV has its uses and will continue to evolve its capabilities and overcome some of the challenges it faces. Many organizations will find HD-CCTV useful when upgrading their legacy analog systems. • Applications that need more than 2.1MP (the maximum for HDTV today) and do not need high frame rates should choose non-HD megapixel cameras. HD cameras will be best suited for applications that must have higher frame rates and high image quality.

FLIR Scout thermal imaging cameras: a perfect tool for finding wildlife Thermal imaging cameras see through darkness and ignore visual camouflage Tools for detecting wildlife have evolved a lot in the last century. Binoculars are now quite commonly used throughout the world, followed by light amplifying nighttime vision systems that can be used to spot animals at night. Now there’s a new wildlife detection tool on the market: the FLIR Scout TS-Series handheld thermal imaging camera. Unlike all other nighttime vision systems thermal imaging cameras need no light whatsoever to produce a clear image. Although the resolution of these thermal imaging cameras is lower than the resolution of most visual photo cameras, the high contrast image of a thermal imaging camera really is a great way to track game. With these devices you can see the outlines of animals and people very clearly even in total darkness and in light fog.”

The thermal imaging detector records minute differences in the heat emission and the thermal imaging camera then translates that information into a visible image. The fact that it relies on thermal contrast instead of visible contrast means that thermal imaging cameras will provide perfect vision even when camouflage or darkness render normal eyesight completely useless. In his experience Costantini was able to spot just about every warm blooded animal with the FLIR Scout TS-Series thermal imaging camera he tested. “If you have a good viewing point you can find heat sources in meadows very quickly. And we found that not only warm blooded animals like cats and rabbits emit heat, ants and dung heaps also showed up quite clearly on the thermal image.”

The small handheld thermal imaging camera contains an uncooled Vanadium Oxide (VOx) microbolometer that produces crisp thermal images at a resolution of 320 x 240 pixels. Waterproof, compact, lightweight and shock resistant, this rugged piece of equipment is perfectly capable of coping with rough outdoor environments. According to Costantini the FLIR Scout TS32 Pro is extremely easy to use. “The operation is very simple and almost completely selfexplanatory. With only 5 buttons on top of the device all camera functions are controlled. All controls are practical and are within easy reach of the fingertips. They can be easily
operated with gloves. The shuttered eyepiece ensures that the operator is covered in complete darkness because it prevents stray light from coming out of the viewfinder. This helps to avoid alarming the animals.
Different versions available The TS Series is available in different versions. All of the rugged TSSeries handheld thermal imaging cameras produce thermal images of either 240 x 180 or 320 x 240 pixels. Advanced internal camera software called Digital Detail Enhancement (DDE) delivers a perfectly crisp image without the need for user adjustments. Excellent range performance Most versions of the TS-Series thermal imaging cameras provide a field of view of 24°. This field of view offers an excellent combination of range performance and situational awareness. With a FLIR TS-Series handheld thermal imaging camera that has a resolution of 320 x 240 pixels a deer can be spotted at about 450 meters away, in total darkness. For situations where longer range performance is needed a 2X extender is lable. With the added functionality of the extender a deer can be spotted at approximately 790 meters. This was the version Costantini tested. “The version of the TS-Series I tested was well suited for detection of wild and in all weather conditions and in complete darkness.” If you need an even longer range performance, you can opt for the TS32r. This long range wildlife detection tool is equipped with a 7° lens. Due to this narrow field of view it can be used to spot a deer at about 1,450 meters away.

Not only does it allow for tripod mounting of the TS-Series, it also has a power in and video out jack. This means that you can put the TS-Series in an inconspicuous position and follow what is happening from a hidden location. Not only will this help you to remain undetected, it also allows you to follow what’s happening on a large monitor, making it even easier to spot the animals you want to see. According to Costantini the thermal imaging camera is particularly beneficial for hunting wild boars. “Boars can be detected quite easily at distances of over 500 meters. The thermal imaging camera alone is however not good enough as a shooting aid; you still need a good scope. But finding the well camouflaged wild boars is a lot easier if you have a thermal imaging camera.” Costantini thinks that during the day hunters or wildlife enthusiasts should still carry binoculars next to their FLIR thermal imaging camera. “If you rely solely on a thermal imaging camera, you might experience some unpleasant surprises. To put it simply thermal imaging cameras are extremely useful to spot wildlife and even differentiate which kind of animal it is, but to determine of what sex the animal is or what kind of health condition you still need binoculars.” For hunters the thermal imaging camera can be very useful after the shot has been fired as well. “Often the game isn’t killed immediately and it will bolt away. Often it will die later on, but sometimes it is difficult to find due to the camouflage. I had such a situation with a fox when
I was testing the thermal imaging camera. Using the camera I could find it within seconds lying dead in the neighboring meadow. Although a thermal imaging camera will never replace a good bloodhound, yet this application is certainly interesting, especially if you already have the thermal imaging camera with you anyway.” According to Costantini the FLIR Scout TS32 Pro with a 2x extender is one of the best thermal imaging cameras on the market. “I think it’s a great investment for hunting parties and wildlife preservation organizations. It is very easy to use and I consider it to be one of the best methods for finding and saving young animals just before the hay harvest. The user has to be aware of the fact that these devices do not make binoculars and shooting scopes obsolete, but as wildlife detection tool it really is very good.”

After a thorough analysis of Libya Oil’s facilities and concerns, Mr. Kindakong designed a solution that would: • provide perimeter security for areas of high employee concentration • provide a solution that would allow Libya Oil administrators access for up-to 90 days of recorded video footage - per company policy • develop the overall solution with IT in mind, so as to provide the easiest and most user-friendly design for the IT users charged with these security matters

Capacity for the Future Tackling the video storage requirement, Mr. Kindakong elected to go with Hikvision’s DS-9632NI-ST Embedded NVR. As Mr. Kindakong explained, this model’s 8 SATA interfaces perfectly fit one of the key NVR requirements - massive storage capacity. Furthermore, the up-to 5 Megapixel (2560x1920) of recording resolution guarantees that these images will be sharp and clear, regardless of when they are accessed. “It is really a synthesis between required recording capacity and quality images. Another nice bonus is that the DS-9632NI-ST’s 32 channels provide excess camera capacity ... therefore should this head office choose to later install additional cameras, the upgrade will be simple and mess-free, from an NVR standpoint,” added Mr. Kindakong.
Video Coverage Both Front & Back Providing video surveillance for the Head Office’s front and main entrance, as well as the building’s rear exit area (and larger back surrounding area) is the Hikvision DS-2CD7353F-E(I) 2MP Outdoor Network Camera. This fixed camera provides “a great choice for general surveillance for these areas. What I mean by this is, both the front and back areas are rather large, so by placing this DS-2CD7353F-E(I) in both areas, we get excellent 2MP resolution for specific clarity on objects - such as the entrance. We also have excellent coverage of wide-open areas, such as the employee parking facility located behind the Head Office,” furthered Mr. Kindakong. Since both the Head Office’s front, and rear, have good 24/7 lighting, this model’s IR functionality is not generally needed, but does provide an excellent backup should a nighttime lighting issue suddenly arise.
However, in the open-air parking facility, the decision was made to add a bit more coverage. In this vein, the DS-2DF7274 Series 1.3MP IR Network Speed Dome was placed on the building’s back outer structure to capture the parking facilities’ entrance. Utilizing Hikvision’s iVMS software, Libya Oil’s IT staff use this camera’s 20x Optical Zoom and 1.3MP resolution to accurately view office visitors and car details, such as license plates, to gain a more complete picture of who is entering the premises.
Specifically Designed Rounding out the solution, thematically and hardware-wise, is Hikvision’s DS-1002KI RS-485 Keyboard. Mr. Kindakong explained, “Again, this office facility does not employ a full-time, dedicated, security staff. Instead, IT is largely charged with the administration of day-to-day security issues.” To make this transition as easy as possible, the DS-1002KI RS-485 Keyboard was chosen because it optimizes PTZ camera functions. In this setting, IT personnel only need concern themselves with possible issues, rather than trying to figure out how to observe these possible issues on their monitors: efficiency trumping cumbersome mechanics. In this fashion, the DS-1002KI RS-485 Keyboard serves as a metaphor for the entire solution: a detailed-oriented solution devised for both potency and efficiency - a South African Hikvision solution.
