Marking the anniversary of the health and safety at work act 1974 – fatal and major injuries at work dramatically reduced over past 40 years Today marks the 40th anniversary of the Health and Safety at Work etc Act receiving royal assent. The British Safety Council joins with many other organisations in placing on record our appreciation of this ground breaking legislation in helping to improve the regulation and management of workplace health and safety.

T

he headline of the September 1974 edition of the British Safety Council’s then monthly publication, Safety & Rescue, read: “Work safety: A new era begins”. The evidence since then does indeed support this headline. The dramatic reduction in workplace injuries and ill health over the last 40 years is attributable to the creation of an independent and unified regulator, HSE, the duty placed on all employers to ensure the health, safety and welfare of all of their employees and the active involvement of employers and trade unions. This important legacy of the 1974 Act is still going strong 40 years later. Alex Botha, Chief Executive of the British Safety Council, speaking of the improvements embedded in

the 1974 Act’s approach over the years, commented: “This approach has been successful – we have seen an 80% plus reduction in fatal injuries in our workplaces. “At the heart of the 1974 Act is the principle that those who create the risk of injury and ill health in the workplace must manage the risks. The 1974 legislation has attracted admiration and emulation across the globe and provided the model for many other regulators.” He added: “Going forward we need a legal framework that is flexible and one that can adapt to changing risks. We cannot stand still. There remains so much to do including tackling the thorny issues around health and wellbeing – the sometimes forgotten part of the health & safety equation. The British Safety Council and its members are confident that the 1974 Act can continue to play a role in meeting present and future challenges.” To Lawrence Waterman OBE, Trustee of the British Safety Council and Director of Health and Safety at Battersea Power Station, the 1974 Act ushered in a new era: “With employers taking responsibility and later regulations embedding both worker engagement and risk

assessment. This approach has been successful, driving down accident rates and encouraging the mind-set of zero harm.” Lawrence echoed the importance of not overlooking health issues: “About 10 times as many workers are damaged and their lives shortened by exposure to health risks than in accidents. Despite this, for too long we have shouted safety but whispered health. Now health is coming into focus, action is being taken and the necessary changes are starting to happen. “If health and safety is seen as a mark of civilized values and community benefit, despite the current fashion for deregulation, we can look forward to the next 40 years with confidence.”

British Safety Council signs partnership agreement with Abu Dhabi’s Environment, health and safety center (OSHAD)

T

he British Safety Council has signed a partnership agreement with Abu Dhabi’s Environment, Health and Safety Center (OSHAD) to share best practice in the management of occupational health and safety and to help the Emirate to raise awareness among employers and workers of the social and business benefits of well-managed health and safety. OSHAD was established by the government of the Emirate of Abu Dhabi in February 2010, to implement occupational health and safety (OHS) policies, plans and programmes through the provision of integrated OHS regulatory frameworks to ensure safe and

healthy workplaces. OSHAD helps to secure excellent standards of health and safety management by the country’s businesses and government agencies. Under the agreement, the British Safety Council will share its and its members’ knowledge and expertise of the systems and arrangements that lead to excellent health and safety performance. We will also help OSHAD to raise awareness of the benefits of sensible and proportionate management of health and safety risks among Abu Dhabi’s employers. The events held in five major cities, brought together more than 700 architects, engineers and end users, such as facility managers & building owners. Dahua ITS facilitates city’s traffic in Poland

T

ricity, in Polish Trójmiasto, is an urban area consisting of three major northern Polish cities — Gdańsk, Gdynia and Sopot, situated adjacent to one other on the coast of the Gdańsk Bay, Baltic Sea; covering an area of 414.81 square kilometers, accommodating nearly 1 millioncommuters each day. These three cities aretagged with multiple identities, such as modern metropolis, busy harbor & amazing resort. As cities keep expanding and naturally, their rising obesity leads to a major traffic concern - congestion. Its urban inner highway, which is the transport backbone, accommodating nearly 1 millioncommuters every day and people are spending more and more time on the road. In order to better manage the city traffic needs and solve out the congestion, the local authority decided to use intelligent traffic system (ITS) to better improve traffic in the city and also people can have better efficiency of their work and life. The project started in 2010, Dahua’s customization satisfied the end-user since it is quite suitable for the local market because of its great performance, easy installation and good price. The adopted ITS systems integrate Automatic Number Plate Recognition (ANPRs), red light enforcement, speed systems, green waves as a whole in order to regulate driving behaviors and fight against traffic jams. For ANPR systems, Dahua 1.4-megapixel and 11-megapixel HD traffic cameras are adopted at intersections on main roads,taking care of the snapshot of front and back side of the vehicle

respectively. Moreover, both loops and videodetection are used to improve accuracy. As for speeding violations, speed systems are installed and approved by metrology law to make fines to control urban driving speed and improve road safety. Dahua megapixel IP solution secures Arabian Center in Dubai

A

rabian Center, located in the southeastern Dubai, is a new shopping and entertainment destination for local residents. Sprawling over a total site area in excess of 80,000 square meters, Arabian Center isa home to 200 plus renowned retail stores, ranging from fashion lines to home furnishings, electronics and etc., LuLu Hypermarket and a cinema city are also stationed in the mall. The security of the shopping center is given to high priority as its boardintends to provide store owners a good business platformand renders costumers with a cozy and safe shopping experience, so how tofight against theft and tackle with emergencies in such a wide space remains as a question. Meanwhile, different spots have their own specific requests; for example,the condition in warehouses, entrances and exits are no way the same as other areas in the mall. The shopping mall has basic requests of this project. First of all, the images have to be crisp and clear; second, the cameras need to be in-décor; last but not the least, the whole system shall be very stable

and reliable. Low light cameras enable to provide clear pictures in darkness, which is therefore a good choice for warehouse monitoring as stocking is one of the key parts in logistics where thousands of goods are unloaded and tiled up in quite dim surroundings due to the strict environment requirements. Meanwhile, 3-Megapixel PTZ domes are adopted for a wider view to have a broader surveillance area in an efficient way. As for storage, 22 units of 32-channel network video recorders are adopted with

2TB seagatehard disks provided to guarantee large volume storage. The whole system runs on Dahua Smart PSS (CMS software) to have a central control and management. “This is Dahua’s first high-end case in Dubai, and the mall board didn’t hold an open attitude to Chinese brand,” said Preetham Moras, Sales Manager of the Gulf Detection LLC, a local distributor. “They used to like some other Korean brands, what changed their mind is after a series and rigid testing of Dahua’s NVR. IN Tag™ 300 8KB incorporates ferroelectric random access memory (FRAM) technology from Fujitsu Semiconductor. Prairie hill school district creates safe, open learning environment with VIVOTEK network surveillance system

surveillance, including 41 units of FE8171V, an outdoor vandalproof fisheye camera with 360° field of view. FE8171Vs were mostly installed in the hallways and library because of their wide angle field of view which significantly reduce the amount of cameras needed for complete coverage. “One of the security concerns was monitoring incidents during break times when there were large amount of students moving between classes. Using a VIVOTEK FE8171V wide angle camera, we were able to capture a panoramic image that normally requires 2-3 IP cameras,” said William. “This installation not only resulted in significant savings to the school district, but also provided an open and friendly learning environment due to the discreet form factor of the camera housings.” During the 2nd installation phase, 60 VIVOTEK cameras were installed mostly on the exteriors of the remaining 7 campuses, including multiple units of SD8314E, an outdoor pan tilt camera with 18X optical zoom to monitor parking lots and other outdoor activities. With the 18X optical zoom capability, an administrator can easily zoom into a particular area of interest to record important data, for example, license plate details. After the completion of installing all the outdoor cameras, Professional System plans to kick off the final installation phase in August 2014 to install additional 62 VIVOTEK cameras in the interior areas throughout 7 campuses. The security team at the Prairie Hill School District seamlessly manages and monitors the recorded high definition video captured by VIVOTEK cameras using Exacq management software in the security office, with the surveillance video also being accessible by selected

administrators, including the school Principal. Thermal Imaging Technology for unprecedented Port Security

Millions of tons of cargo. Billions of dollars in goods. The activity of a smallcity with miles of perimeter fencing, uneven infrastructure, blind spots, and ever-changing weather conditions. Port security is no small task, yet increasingly, security operators are asked to assume more responsibilities with static, if not shrinking, budgets. As drivers of a global economy, the demands placed on port security continue to grow and with them, the challenges and complexity increase exponentially.

Leveraging Existing Infrastructure Unlike traditional retail, commercial, and many industrial applications, ports present unique security issues that must be anticipated and addressed. Typically, high-security

installations rely on a variety of solutions, including video security and surveillance. The combination of legacy analog and more modern IPbased video cameras, recording and video management systems, PSIM, analytics, and more provide a digital extension of security personnel. Port security, however, is anything but typical. This means that thermal technology is no longer confined to high-end military and government applications.” Because many applications that rely on video security are challenged by a number of external, uncontrollable factors, including ambient light and weather, thermal imaging has cemented its position as a must-have technology to detect and observe the persons and vehicles on and near a facility — information necessary to make immediate, informed decisions.

How it Works Whereas a visible-light camera uses light reflected off objects to build an image, thermal imaging cameras capture an object’s emitted heat to provide a high-contrast image — eliminating the need for any light source. The thermal contrast among objects in low-light and no-light conditions provides the information necessary to quickly make informed decisions — information that standard visible light cameras cannot deliver. And thanks to this technology, thermal imaging is also

a powerful tool for applications beyond security — providing the capabilities to spot leaks, ruptures, or hot spots across bridges, dams, refineries, and power plants. For many security applications, the ability to detect if a person or vehicle has entered the scene is critical. Thermal excels in this regard since the temperature of a person or vehicle is typically quite different than the background temperature of the scene. This makes people and vehicles easy to detect in thermal images, even from very long ranges. The ability to accurately and reliably detect people and vehicles is also very useful for video analytics. Even in complete darkness or in areas obscured by fog, foliage, or other obscurants, thermal cameras alert security personnel to potential threats that may not be captured by a standard visible light camera. And this is nowhere more important than port applications, where security personnel are faced with a variety of challenges, from distant, poorly lit perimeters to unguarded waterfront access. Thermal imaging is quickly becoming a common, tried, and trusted technology, independent of or complementary to visible light cameras, to ensure 24-hour protection.

Lower Installation and Operating Costs Interestingly, although thermal cameras still typically cost more per unit than a traditional visible camera, deployment of a thermal imaging

solution in a port environment can be much more cost effective than traditional video. For one, thermal cameras have longer detection ranges, necessitating the use of fewer units, overall. Additionally, because thermal cameras do not need lighting, their use can eliminate the need for installation of light poles and their associated infrastructure.

Video Analytics Since thermal imaging uses heat from objects to form its image, no illumination source is needed. This means that thermal imaging works equally well in all lighting conditions — day or night under normal light, low light, or even no light conditions. Importantly, thermal cameras provide an optimal platform for the use of video analytics. Since visible-light cameras are dependent upon reflected light, image quality and accuracy can degrade throughout a 24-hour period due to shadows, inconsistent lighting, glare, and other lighting effects over which neither security operators nor technology have control. But since thermal cameras capture an object’s thermal emission, it ignores common light conditions (whether too little or too much), which challenge traditional video analytics. The high-contrast image enables the predictable use of analytics with extremely low falsealarm rates at all hours of the day.

Organic growth with existing clients is an essential aspect of the market; however, acquisitions are the fastest way to accelerate growth.

To summarize, I would say that tightening regulations, shortening lifecycles and increasing variety of products, new trends in technology, and increased outsourcing are the major factors affecting our business. Integrating Physical Access Control with IT Security

improves interoperability with a broad ecosystem of products within a trusted boundary. The latest cards improve security, privacy and portability to mobile credentials. Users are increasingly enhancing their cards and badges with more and more layers of additional visual and digital security. Visual elements include higher-resolution images, holographic card over-laminates and permanent and unalterable, laserengraved personalization attributes. Cards also increasingly incorporate expanded digital storage capacity so they can include biometric and other multi-factor authentication information to enhance identity validation. Printing technology also continues to advance in support of these trends, simplifying how cards are produced and distributed while making them more secure. Migrating to smart cards offers stronger security. They also enable multiple applications on a single card. Both physical and logical access control can reside on NFCenabled smart phones. Although migration does involve change, the combination of multi-technology cards and readers plus field-programmable cards and systems minimizes disruption to the day-to-day workflow. ndia faces endemic electrical energy and peaking shortage of power. The Indian power sector is plagued with mounting commercial losses due to various inefficiencies, commercial and technical losses and increasing subsidy burden on the states. A large share of India‘s current installed thermal capacity is more than 20 years old. These shortages have had a very detrimental effect on the overall economic growth of the country. Renovation and maintenance activities in existing power plants would become a major source of demand in the coming years. In order to re-vitalize the sector and improve the technical economic performance, the Indian government initiated the reform process in 1991. One of the key issue and initiative surfaced in the power reform is to fully utilize the capacity of Generation and Distribution units including revamping of old, sick and low performing units. Power sector, especially the generation segment, needs to upgrade and modernize its infrastructure so that it becomes more efficient in terms of environmental emissions and usage of fossil fuels. There is dire need to identify the existing infrastructure that is in need of renovation and maintenance activities. Periodic upgradation of generation, transmission and distribution equipment reduces the total economic and environmental costs. This paper analyses the need of distribution system revamp and the key components involved in modernization. It also explains the

Criteria for deciding upgrading of an electrical distribution system India’s electrical equipment industry is highly diverse and manufactures a wide range of high and low technology products. Breakdown of electrical distribution equipment is inevitable; it is only a matter of time before we need to deal with it. After installation, all electrical equipment begin to deteriorate due to absorption of moisture, daily temperature cycles, usage, accumulation of dust, condensation, mechanical wear of contacts, weakening of operating springs, weakening of insulating materials, rusting of metal enclosures or drying out of capacitor dielectric. Aging electrical components are potential hazards in any electrical system, particularly in modern automated systems. After the expected useful life cycle, the failure of electrical equipment is unpredictable. Electric equipment failures have been the most common cause of fire and short circuit in buildings and facilities. Therefore, renovation of electrical distribution systems is essential to deliver reliable power to the loads. Lifetime assessment and review of operation strategies are important inputs to the decision process. To calculate the economics on investment, end user shall consider following possible options at the end of electrical equipment • Refurbishment • Retrofit • Use-up with maintenance cost

• Revamp or Upgrade • Complete new replacement

Life assessment Lifetime assessment and review of operation strategies are important inputs to the decision process. Moisture and dust are very harmful for electrical equipment. Various types of electrical equipment are installed outdoors, in unconditioned spaces without any control of temperature, pressure and humidity. Even in the case of equipment installed in weather conditioned environment, there is a gradual but definite deterioration making it unreliable.Age of equipment depends on its usage, maintenance and the subjected environment. While planning renovation of an electrical distribution system, general life expectancy is the basic criteria.

Availability of Spare parts or repair support If the type of equipment is quite old and necessary spare parts or critical maintenance support are not available any more. Continued from page no.88 Electrical insulation One of the weakest degrading elements of an electrical system is its level of insulation. In wires, transformers, motors, circuit breakers, generators, solenoids, capacitors and contactors, synthetic, paper and epoxy insulation is widely used. Gradually it deteriorates with ageing and the maximum applied temperature. Insulation is classified as per the maximum temperature to which it can be exposed. A thumb rule is that the insulation life is halved with every 10 deg C rise in operating temperature above the maximum permissible temperature limit.

Critical Electrical Equipments to be consider for upgrade: Condenser / Capacitors - Various types of capacitors are in use in low voltage (LV) and medium voltage (MV) distribution networks, such as surge capacitors in motor windings to start, capacitors for power factor correction, commutating capacitors in variable frequency drives (VFDs), active and passive filter capacitors and pole-mounted capacitors in overhead distribution lines for compensating the voltage drop. The most common application is in various electronics circuits like amplifiers, oscillators and rectifiers. Single and three-phase capacitors in hermetically sealed units are available with rectangular and cylindrical metal enclosures. There is a continuous power loss internally called hysteresis losses of approximately 0.5 W/kVAR. These losses cause internal heating and drying of resin insulation resulting in a reduction of the kVAR compensation gradually. OEMs claim the expected life is approximately 20 Years of continuous operation. Actually useful life goes further shorter as capacitors are constantly exposed to system high voltages and

voltage spikes/surges. The operating environment is more severe than lab testing environment. Internal shortcircuits in the dielectric and hence reduction in the kVAR compensation due to aging can be detected by current measurement using a clampon ammeter. Oil transformers - Oil transformers are usually installed outdoors in weatherproof enclosures on concrete pads or on poles. In the transformer, the insulating fluid/Oil degrades due to ingress of moisture, corona (phenomenon of internal arcing at the windings generating gases that get dissolved in the oil), loss of dielectric strength due to moisture content, impurities, and regular heating and cooling. With routine maintenance, testing, and replacement of the insulating oil when necessary, the liquid filled transformer can provide reliable service above 30 years. LV Miniature & molded case circuit breakers - While upgrading a low voltage installation, first attention should be made to replace fuses with Miniature Circuit Breakers and Switch dis connectors with Molded Case Breakers. With usage, the operating mechanism gets sluggish, resulting in delayed operating times beyond that given in the manufacturer’s published trip curves. Life of an MCCB is claimed to be upto 25K mechanical operations and 10K electrical operation at nominal current. Electrical life goes lower with higher fault current & brings up the concept of breaking capacity of MCCBs which varies from 10KA to 65KA. LV circuit breakers - Low Voltage power circuit breakers are available in continuous current range from 800 - 6300 A at 600 V while Medium

Voltage circuit breakers are available for up to 66 kV rating. These breakers are available as Fixed type or the draw out type versions. In Low voltage, the current-carrying contacts separate in air and the arc is quenched by the de-ion effect. The moving contacts are the part of mechanism which can be spring charged either manual or motor operated. Mechanism of breaker consists of closing & trip coils which is controlled by an electronic trip release meant for over-current and instantaneous short circuit protection. Trip release offers adjustable current & time settings as per fault current application. The main components in breaker from maintenance perspective are mechanism, charging motor, trip release & the power contacts. Mechanism and the charging motors require regular lubrication and spring adjustments with gradual aging whereas the life of contacts depends upon number of electrical operations. Power contacts consist of main and the arcing contacts. Arcing contacts help arc quenching process by splitting the arc. Condition of the contacts can be assessed by measuring contact resistance with the help of milli-volt drop test. Generally its value is in micro-ohms under healthy conditions. Another crude way of contact inspection is through carbon impression test on paper inserted between fixed & moving contacts. The spring charged operating mechanism needs greater monitoring and maintenance. Like other typical devices, the useful life of power circuit breakers can be extended significantly upto 30 years with preventive maintenance and testing. One of the main reasons to replace the power circuit breakers during revamping is for upgrade to superior technology - oil based to air break, thermal magnetic trip unit to

micro-processor based and current capacity enhancements. MV vacuum circuit breakers - In vacuum circuit breakers, the current interruption is carried out in encased vacuum interrupters. Since vacuum is used as arc quenching medium, these breakers are known as vacuum circuit breakers. Practically, quenching i.e. zero current occurs in two to three current cycles. Due to reduced arcing in vacuum, the current-carrying contacts of the vacuum breaker last longer than those in the air-break circuit breaker. Vacuum interrupters/ bottles are heretically sealed hence need replacement once the contact life is over. Like air-break circuit breaker, VCB mechanism is manual spring or electrical motor charged. It requires routine visual checks & lubrication. Therefore, the life of the vacuum circuit breaker is approximately the same as that of an air circuit breaker in terms of mechanical endurance. Dry-type transformers and reactors - Dry-type or cast resin type transformers are used widely to supply lighting loads and other LV/MV loads. Reactors are used for limiting short-circuit current in situations where short-circuit current exceeds the rating of the existing equipment. Reactors also work as chokes in harmonic filters and as dc links in variable frequency drives. The initial symptoms of degradation of insulation can be seen as discoloration of the insulation due to heating in the coils. As a result, insulation becomes brittle and cracks, permitting moisture ingress on cooling which results into further deterioration. The expected life of a dry type transformer is approx 20 to 30 years. There are no known techniques

of determining the residual life of an old dry type transformer or a reactor. Therefore, standard industrial practice is to replace the equipment only after its failure. As per new safe electric work practices, electrical boards has made use of dry type transformers mandatory in commercial complexes particularly in basement. Another major reason of increased dry type technology is to replace the oil type concept which requires more maintenance and operational safety. Low and medium voltage cables It is stranded aluminum or copper enameled conductor wrapped with insulation and weather-resistance jacket to provide mechanical strength. The performance assessment of a cable’s electrical integrity and the estimation of its residual life are quite complex. A cable is a piece of equipment whose electrical characteristics degrades rapidly and progressively while in service primarily due to the development of air and gas pockets or voids inside the insulation due to thermal expansion and contraction. It is very common failure as underground cables are often laid inside water submerged pockets. Mechanical properties of plastic jacket, dielectric insulator, metallic shield such as vulcanization, plasticity, elongation & conductivity are key characteristics of cable for its usage. Electrical integrity of the cable is verified by Hipot test and insulation resistance test. Residual life of the cable based upon these measurements is questionable. The conclusion drawn is that, in case the results are satisfactory, the cable is acceptable for immediate usage but with no guarantee of future satisfactory performance. Recent trend is to replace the cables by insulated Bus trunking

or bus duct which offers good aesthetic lay-out, flexibility to make tap connections and electrical protection with MCBs/MCCBs. Electromagnetic protective relays In any electrical distribution system, over load, short circuit, over and under voltage, reverse power, over and under frequency and other protections are required. The useful life of electro-mechanical relay is upto 30 years and they are quite reliable. The major disadvantage is these relays lack communication & data storage capabilities which are very essential with the advancement in the field of electrical automation & communication. Microprocessor application specific integrated circuitry made advance relays are used widely these days which offer numerous smart features including SCADA compatibility & event recording memories. Variable Frequency Drives & Uninterrupted Power Supplies- Variable frequency drives and uninterrupted power supplies comprise of various discrete components like Capacitors, IGBTs, Diode assemblies etc. Life of the VFDs & UPS depends upon the least aged component out of them. With the modular type construction, it is feasible to repair the drives/power supplies by replacing the affected component only. In the past many years, power electronics technology has advanced considerably. Older version VFDs used to have silicon diodes, thyristors as the power devices and analog controls. These days, VFDs use IGBTs and similar power devices that have very rapid switching and low losses. Control circuits are smart based on microprocessor. Instrumentation is by LED and LCD digital multifunction devices. VFD technology is evolving so rapid, the

unavailability of the replacement components determines the life cycle of VFDs and hence the criteria to replace during system renovation. Electric motors - In a new motor, the strength of the insulation between turns is quite good which deteriorate due to high electrical stress developed particularly on starting. Over time this strength reduces due to abrasion & contamination upto a level that can cause a inter turn failure. Life of an electrical motor can be upto 25years depending upon its duty cycle. High voltage spike travelling to motor circuit can be another strong reason of its winding failure. Performance of a motor can be predicted by measuring its Polarization Index, Insulation resistance & high voltage test. Most common mechanical failures are due to rotor shaft misalignment which is triggered by end bearing failures. Performance against mechanical faults can be enhanced by regular lubrication with Oil, grease & petroleum gel. Mechanical faults if not attended generates the circulated currents called Hysteresis & eddy currents in stator body. Another type of mechanical failures are due to carbon brushes abrasion.

Electrical equipments to add during distribution network revamp While renovating an existing system, there is always some scope for improvement. The following items are worth to consider investigating. Power monitoring systems (PMS)The energy saving is one of the key performance parameter across industry. The PMS being always ON, provides valuable information 24x7 on the energy usage pattern in the various areas of the facility as well

as inadvertent outages, machine shut down, and trip alarms. PMS also provides information remotely from locations that are either not accessible or unsafe for the personnel to visit. A monitoring system continuously surveys the reliability of the electrical equipment, ensures to keep the right level of power supply availability and slightly improves it. At the same time it reduces the corrective maintenance cost because• It may prevent device failure by detecting abnormal trends of key performance indicators • It reduces the failure rates of the electrical devices, by adapting the level and the frequency of preventive maintenance to the level of stress of the real operating conditions Numerical relays - Even if the existing electromechanical relays are in working conditions, it is worthwhile to consider the feasibility of replacing them with numerical/electronics relays for greater reliability, flexibility of control, communications and monitoring, as well as specifically customized protection for specific equipment. Some of the problems posed by the electromagnetic relays may disappear with the numerical relays. Numerical relays have negligible burden on the current & Voltage transformers. High end protection & communication features are available in numerical relays including SCADA communication & event stamping. Logical Discrimination (ZSI) ZSI is the characteristic of a wellcoordinated power system, where the protective devices are set to trip after increasing time delays in order to allow the downstream devices to trip first. In a zone selective electrical scheme, all protection

devices like relays, circuit breakers are set to operate at minimum time delay setting. The relay nearest to fault zone that detects the fault sends a hold/delay signal to the next upstream relay. In the absence of this restraining signal, all devices would trip at the end of the minimum time delay. This tripping characteristic is particularly desired for sensitive ground - leakage fault protection. Arc detecting relay and arc resistant switchgear - As per OSHA & NFPA 70E Safety regulations, employee safety is most important while working and Electrical Safety auditing shall be conducted. Some numerical relays are now available that can detect arcing faults optically and open the breaker immediately. Optical sensing is done by an optical diffuser appropriately placed inside the switchgear or by a bare plastic fiber-optic cable laid in the switchgear. The sensing system is continually monitored by injecting light pulses created by a LED transmitter internal to protection relay. Many manufacturers now a day offer internal arc-resistant LV and MV metal-clad switchgear. In this class of switchgear the expanding hot gases created by an arcing inside the switchgear are routed through vents and openings to the top of the switchgear, away from front doors, the side openings, and rear of the switchgear. The internal pressure is released by the vents and the flaps reducing chances of doors/ sides to blow. Remote Control Panel - In many high voltage installations, the arc flash hazard cannot be limit to safe levels. For such applications, remote operations are made by mimic displays. The control panel can be located remotely either in the switchgear room or in the control room.

Present Value (NPV) is rarely positive. With the usage and handling, performance reliability of electrical drives and switchgears like Capacitors, Circuit breakers, Protection relays, Transformers, Motors and Batteries etc comes down. Within different replacement scenarios opportunities can be found to optimize present value. Refurbishment and retrofit techniques provide a range of options for economically improving safety and extending the life of switchgear. The best option depends on several parameters like cost of maintenance, breakdown losses, operational safety and initial investment. Analytical comparison of given options allow grid managers to identify the most suitable way of improving the performance of their electrical assets. As a thumb rule, installations having majority of old equipments based on older technology giving issues like spares availability, high maintenance cost & down time shall be completely upgraded. Installations having partial old & partial new equipments shall be managed by retrofit or refurbishment. Regular attention need to be paid on preventive and predictive maintenance of a new installation.
