Hazard prevention at the focus of INTERSCHUTZ 2015
T
he countdown for INTERSCHUTZ 2015 in Hannover has begun. Exhibitors from 38 countries have already registered. Even with about a year left to go, the International Exhibition for Rescue Services, Fire Prevention, Disaster Relief, Safety and Security is already proving to be a major magnet, with a total of four exhibition halls and the open-air site almost fully booked. This might even make it necessary to expand the site in order to meet demand. The show’s mixture of commercial and non-commercial exhibitors is entirely unique, and attendees can look forward to lots of added value thanks to a rich conference program featuring top experts and all the latest developments. Two display categories will be much-enlarged in 2015: fire prevention and “non-police hazard prevention”. The ambulance service will figure prominently. In its role as a co-promoter of INTERSCHUTZ, the German Fire Protection Association (vfdb) is planning a ground-breaking Rescue Conference. In addition, the aid organization Johanniter UnfallHilfe has chosen INTERSCHUTZ 2015 as the venue for its annual symposium, which regularly attracts around 600 attendees. A further new feature at INTERSCHUTZ 2015 is the central platform for rescue associations and organizations in Hall 26. This will be accompanied by a forum for product and company presentations. “Above

all, the exhibitors and visitors will have an opportunity to build on their existing contacts and exchange ideas,” emphasizes Dr. Jochen Köckler, a member of the Managing Board at Deutsche Messe AG. A central meeting place (located in Hall 13) is planned for the “Fire Prevention section”, while “Safety and Security” will have its own meeting place in Halle 12. INTERSCHUTZ 2015 will also host “CR!ISE – Critical Infrastructure Event”, which will take place under the umbrella of the German Fire Protection Association’s annual conference.

Dräger India initiates “Mission Suraksha” Industrial road show to reach out to the major industrial belts across India

räger, an international leader in medical and safety technology, has initiated ‘Mission Suraksha’, a roadshow to reinforce safety awareness across India. ‘Mission Suraksha’ aligns with Dräger’s philosophy of protecting, supporting and saving lives. British Safety Council event to focus on targeted prevention & intervention strategies for employers
T
he British Safety Council will be hosting its opening seminar in its 2015 events programme at the Etihad Stadium in Manchester on Thursday 26 February 2015. The seminar will focus on specific areas within health and safety that are of continuing concern, as the HSE’s statistics show – occupational health and musculoskeletal disorders. There will also be updates on Fee for Intervention and sentencing guidelines along with an environmental update on ISO14001 and energy. Joscelyne Shaw, Head of Policy at the British Safety Council, explains: “In a recent article in our magazine, Safety Management, Professor Stephen Bevan at the Work Foundation stated that: ‘A healthy workforce is a productive workforce, so the ‘payback’ from investments in early interventions to reduce their impact is likely to be substantial’. The British Safety Council actively seeks to promote this approach to businesses – our members and others alike. We would like to invite managers, business owners, HR directors and others with similar

responsibilities to join us at this morning seminar in Manchester. We will be looking at priority areas within the occupational health and safety agenda with experts in these fields who will share their knowledge and insight.” Dr. Tim Marsh, Director at RyderMarsh, will be talking about “The Person in Safety Culture”. He said: “Consideration of the role of the individual, psychology and behaviour in safety and health management is fundamental. Everyone in an organisation contributes to its culture whether they want to or not. So often managers are caught up with targets and in the process can focus attention on obstacles and constraints and forget about the opportunities that talking about safety and health with their workers offer them. The question is how to change the conversation to empower, recognising those who are leaders, even if they don’t want to think about themselves as such, and how they can facilitate positive change.” Steve Sumner OBE, Director of Sumner Associates, who will also be speaking during the morning, said: “There is some good best practice approaches on managing occupational health and employee wellbeing. For example, there is increasing awareness of how poor management of occupational health risks, such as stress, can impact

upon the effectiveness and productivity of a business – the impact of this can be associated health conditions such as depression and anxiety as well as other related health-damaging behaviours, such as excessive alcohol consumption, and presenteeism. It is as much about prevention as well it is about identifying and encouraging healthier lifestyle choices to staff.” Mark Thomas, a health and safety consultant, will be speaking about slips and trips, arguing that it should remain firmly on the health and safety radar. “Even after 40 years of the landmark Health and Safety at Work Act 1974, the figures surrounding the number of incidents from slips, trips and falls mean that this should remain a focus for organisations. It is an aspect that can be found in all businesses regardless of the size or complexity of the site and number of workers – so in that sense is a real cross-cutting health and safety issue. It is also an issue that highlights the importance of recognising the risks as much as remembering to refresh the issue with workers.”

CP PLUS to implement H.265 for reduced bandwidth needs

P PLUS Teknologix Labs is set to implement H.265/HEVC standard in its upcoming range of video surveillance devices. An immediate successor standard to H.264, H.265 standard offers various improvements over H.264. H.265 implementation has generated huge optimism given industry’s struggle with shortage of bandwidth, spectrum, storage, and imminent need to take growing HD content for multi-platform delivery. A video coding format is a content representation format for storage or transmission of digital video content (such as in a data file or bitstream). Examples of video coding formats include MPEG-2 Part 2, MPEG-4 Part 2, H.264 (MPEG-4 Part 10), HEVC, etc. The existing standard H.264 offers 40%-50% bitrate reduction over MPEG-2, yet it has limitation of delivering HD content for broadcast and online. With the 4K/UltraHD cameras being introduced as a revolution in video technology, the need for improved H.264 standard was overdue. H.265 meets the Ultra HD rendering requisite over even lesser bandwidth. H.265 or HEVC (High Efficiency Video Coding) doubles the data compression ratio compared to H.264/MPEG-4 at the same level of video quality. Alternatively, it can

Schneider Electric India highlights importance of ICT for smart cities, citing an independent survey ICT adoption by civic agencies crucial to convert existing cities into Smart Cities

global energy management specialist and leader in energy efficiency – cited a November 2014 India Infrastructure Research report titled, ‘ICT in Urban Governance – Survey’, to take real-time stock of ICT adoption in various cities, its importance as perceived by city administrations and as reflected in allocated budgets and actual spends. If the NDA Government’s vision of 100 Smart Cities is to become a reality, the relevant data will be invaluable for Central and State Governments. Schneider Electric believes ICT deployment is crucial to convert existing cities into

Ironically, although 90% of civic agencies believe ICT will ensure tremendous benefits in terms of transparency and accountability, actual allocations are less than 1-5%, with many states spending much less than the allocated amounts. The majority of civic agencies allocate between 0.5% and 1%, while another 40% allocate less than 0.5% of municipal revenues for ICT expenditure. Only 12% of respondent civic agencies have ICT budget allocations in the range of 1% to 1.5%. Conversely, about 2% allocate more than 5% of their budgets towards ICT. But only 28% have adopted electronic services for smart water and waste management. Amongst core services, water and sewage

The IIHMR university observes world patient safety day Drives an Awareness for Quality Management and Patient Safety in Hospitals
P
atient safety is a new healthcare discipline that emphasizes the reporting, analysis, and prevention of medical error that often leads to adverse healthcare events. To converge this practice one of the globally recognized and leading healthcare research organizations’ of the country, the IIHMR University, observed the World Patient Safety Day on 9th December, 2014. The University conducted an awareness campaign to spread the word amongst medical fraternity dealing directly with patients and their biggest threat worldwide on unsafe medical care. Dr. S.D Gupta, President of IIHMR University said, “Patient Safety is of prime importance due to an increasing number of patient safety issues. Globally, more than 23 million years of healthy lives are lost every year, also known as Disability Adjusted Life Years (DALYs) or the sum of years of potential life lost due to ill-health, disability or early death. According a recent research given by an Indian Doctor from the Harvard

Public School about 43 million people are injured worldwide each year due to unsafe medical care. It has been identified that 234 million surgeries are conducted each year out of which the death rate is nearly 10% for major surgeries in developing countries.” At IIHMR Campus, nearly 100 students and 25 faculties and other staff members organised a human chain in a shape of Red Cross to create awareness amongst all the medical fraternities and hospitals to bring in the best possible healthcare facilities and safety models to reduce the number of injuries caused to the patients every year. Additionally, few students also shared their research on Patient Safety under various themes – Medication Safety, Safety Goals and Patient for Patient Safety. It is found that about two-third of injuries and harm to the patients occurs in low-and-middle income countries especially in India. The number of DALYs lost has been more than twice as high in low-and-middle income countries that is about 15.5 million as it was in the high income countries which comprises of 7.2 million. IIHMR University has been conducting a Management Development Program and WHO Fellowship Training Programmes on Patient Safety in Hospitals which highlights quality assurance & audit programmes reviews that have been adopted in various hospitals along with how care is delivered and compare it to a set of explicit criteria to determine whether standards are being met & how care can be improved.

isheye & panoramic cameras offer a 360 degree field of view. Unlike fixed cameras that narrow in on a specific spot or area, fisheye and panoramic cameras can cover a much wider area. A fisheye or panoramic camera can provide surveillance for broad areas like stores, warehouses, parking lots, stadiums, museums, concert halls, and ports. Fisheye cameras create an image that replicates a circle or barrel, with a 180-degree or 360-degree wide field of view shown in the lens’ diameter circle. The curve of the fisheye lens can see in all directions at the same time, making it a practical surveillance camera choice for retail boutique stores, transportation vehicles, or office. Fisheyes are usually flush mounted on a ceiling or wall to monitor and record a wide area, particularly at the centre point of the location. Fisheye cameras have a discrete shape so

they blend in exceptionally well with just about any background. VMS platforms and NVRs can dewarp the fisheye image to form a flat, two-dimensional view. A fisheye lens is an ultra wideangle lens that produces strong visual distortion intended to create a wide panoramic hemispherical image. Fisheye lenses achieve extremely wide angles of view by forgoing producing images with straight lines of perspective (rectilinear images), opting instead for a special mapping, which gives images a characteristic convex non-rectilinear appearance. The angle of view of a fisheye lens is usually between 100 and 180 degrees. Most manufactures use a 5MP sensor, or 2592 x 1944 pixels, and the image is then cropped to the size of the lens, or a circle within a rectangle. The circle, therefore, has a diameter of 1944 pixels. Therefore a greater number of cameras have to be installed which in turn requires much higher infrastructure and installation costs. Besides, PTZ cameras are positioned only to cover key areas and will only record where the PTZ is pointing, always leaving a number of blind spots & an inconclusive evidence trial. Even though a PTZ can be programmed to respond to an event trigger it will arrive at, and show video after the event has taken place. It is always desirable to be able to see

Dewraping can be done either at the camera or on the client-side application. Dewarping on the client side allows for retrospective viewing, which enables the user to go back in time to view the total scene in its original form and then pan, tilt, and/or zoom within the 360-degree image as desired. This also makes it possible for multiple clients to view the same image, with different perspectives, concurrently. Dewarping on the camera lets the customer create virtual views or narrow-field windows. However this creates blind spots similar to conventional cameras. Dewarping on the camera does not allow the ability to retrospectively view the 360-degree image, which is one of the biggest advantages of using 360-degree cameras. Further, similar to a conventional PTZ camera, all users need to view the same image at the same time, severely limiting its usefulness for remote viewing by different clients at the same time.
Typical Deployment Cameras with 360-degree views that are mounted onto walls can create a floor-to-ceiling bubble effect around the area of interest. Any event or activity, taking place within this

bubble, is visible to the camera, which is providing total situational awareness. This “blanket of eyes” can be replicated by using a number of narrow fields of view that are then stitched together. However this requires the use of multiple cameras which adds both cost and complexity whereas a single, multi-megapixel 360-degree view camera could achieve all of this. To get the best possible situational awareness, the camera should be mounted in an area that is open and away from obstructions. Outdoors, 360-degree cameras work well when mounted on the corners of buildings using a parapet mount. When placed on an external corner of a building, the camera will, in effect, see around corners. When mounted on a light post in a parking lot, the field of view could be upwards of 300 feet in any direction. When mounted indoors, the appliations include a hallway crossing to show all four directions, or three directions of a “T” hallway. With a panoramic view, two 180-degree views are displayed side by side to show both directions of a street or hallway with just one camera. Ceiling-mounted fisheye cameras are strategically positioned in the centre of a scene to maximize the video coverage of large areas. Since the camera sees a complete 360-degree picture, 100% visual coverage with no blind spots is obtained and can provide a conclusive evidence trail.
Applications. Retail In addition to surveillance, 360-degre technology provides additional marketing and business intelligence. It provides customers with marketing intelligence; they are no longer limited to counting people

as they come through the front door because it can also provide path analysis, queue counting and dwell time. Customers, in effect have “eyes” over an entire store. A store owner or manager sitting at home with his tablet PC can access not only the live images from the store, but view any part of the store at any time in the day by having access to 360 degree images, as if he was there, in person. Gaming A 360-degree technology solution installed across the gaming floor, integrated with the VMS, can be used for forensic purposes. The cameras replaces traditional surveillance methods used by some casinos, in which hundreds of pan/tilt/zoom (PTZ) cameras are deployed. City Centres 360-degree technology can revolutionize the way cityscapes are surveyed. Four, six, or even eight cameras at intersections can be replaced with one 360 degree camera. he newspapers and news channels hound us with cases of rapes, murders, theft, terrorism, wars, nepotism, eve-teasing, harassments of all degrees etc. Are they trying to scare us or develop awareness amongst us? Well, they are a medium, telling us that each one of us as responsible citizens is accountable for our own safety and security. Information & communication technologies have most certainly made life better. They have improved economic productivity, efficiency, and economic growth. More personally, information digitization has created opportunities to grow, relate to others, and generally realize one’s creative potential. All these applications require information about us for providing better services. Facebook’s 1 billion active users, for example, share roughly 5 billion items a day, not counting the data Facebook collects about them. Consider Google’s privacy policy. Google collects personal information, data about the services we use and how we use them, location information, data about

the software we use, storage data and other identifying information from other social media sites. That is an awful lot of information when all we want to do is make a call, or play a game. This does not pertain to Google alone as the trend is the same across the industry. Surveillance is the secret watching of suspects’ private activities. In the past this usually involved following people, or going through their trash. These days it is mostly electronic, with the police and intelligence agencies listening into private phone conversations or reading emails (wiretapping). Surveillance can also involve looking at bank account details to see where money comes and goes. All these are vital tools for tracking the actions of terrorists when they are planning attacks. The government cannot stand by and wait until criminal acts are carried out: it must stop attacks before they happen. The government in Goa has recently installed CCTV cameras in the public area to ensure the maintenance of decorum in the city. Cameras are to be installed in the girl’s hostel in Uttar Pradesh to ensure the safety of girls. When does security become too much security and begins impinging on our basic rights to privacy and personal liberty? Citizens must be constantly aware so that the government and its organizations do not use security as a cover to gather unnecessary data about its citizens and to violate their citizens’ personal liberties. As much as advancement in science and technology has enabled easy maintenance of security it has also raised questions on our privacy.

Which is more important? How much privacy are we willing to give up for security? Can we even afford privacy in this age of insecurity? Security versus privacy: It’s the battle of the century, or at least its first decade. Not very long ago we considered all this information personal. But, as soon as we voluntarily shared it with others, the information stopped being truly private. Our behaviors have changed. It should be no surprise that people choose security over privacy: 51 to 29 percent in a recent poll. Even if you don’t subscribe to Maslow’s hierarchy of needs, it’s obvious that security is more important. Security is vital to survival, not just of people but of every living thing. Privacy is unique to humans, but it’s a social need. It’s vital to personal dignity, to family life, to society. Privacy makes us uniquely human but does not support survival. The President of The United States Of America, Barak Obama has rightly said “I think it’s important to recognize that you cannot have hundred percent security and also then have hundred percent privacy with zero inconvenience, we are going to have to make some choices as a society.”
