British Safety Council welcomes the introduction of the health & work service to tackle long term sickness absence The British Safety Council welcomed the launch of the Government’s Health and Work Service, which will offer non-compulsory medical assessments and treatment plans to those sick and off work for more than four weeks.
This scheme will apply to England, Wales and Scotland. At present, staff who are off work for more than four weeks are considered to be long-term sick and entitled to Statutory Sick Pay of almost £90 per week from their employers. This will not change. Under the scheme, employers or GPs will be able to refer employees for a work-focused occupational health assessment. This is intended to identify the issues preventing an employee from returning to work and draw up a plan for them, their GP and their employer, recommending how the employee can be helped back to work more quickly. This may include fitness for work advice, medical care, working from home or retraining. The scheme, which it is estimated will save companies up to £70m a year in reduced sickness pay and related costs, is not compulsory. Workers will be allowed to refuse to be assessed or to follow any course of action or treatment recommended. Alex Botha, chief executive of the British Safety Council, said: “This latest initiative is a valuable contribution in helping to address the issues preventing employees returning to work. It is important to remember that prevention is better than cure. So the focus should remain on preventing sickness absence in the first place. The British Safety Council will continue to play its part in gathering the evidence

concerning the real cost of injury and ill health at work and the benefits to business that result from putting place sensible and proportionate measures to manage risks to health and safety.” Alex went on to say: “Many of our members have extensive experience on how to prevent and manage sickness absence by, for example, putting in place stress management standards, implementing effective wellbeing programmes that tackle lifestyle issues and by the leadership their organisations model to help improve the health and safety culture in their workplaces. “The benefits to the business of managing occupational health and wellbeing effectively can be shown in various ways including a reduction in sickness absence per employee, reducing lost production time, savings in insurance premiums, lower labour turnover and reduced liability and reduced legal costs. We published a guide to assist businesses in doing this in 2013 called ‘The business case of OSH interventions’. OHS conference stresses on ‘prevention’ in 2014 edition Operational Health Safety conference to look into achieving an improved level of HSE performance across various industries.

lobalisation has brought in new opportunities for industries, accompanied by emerging risks and challenges for workers. In recent reports by ILO, 2.02 million people die each year from work-related diseases and 321,000 people die each year from occupational accidents. Although there has been a decline in traditional risks and steps have been taken to minimize occupational diseases, prevention is the key for achieving goal zero. Themed under “Prevention through Protection”, the 3rd Annual Middle East OHS Strategy Summit is scheduled to take place on 7-9 April 2014 in Le Meridien AlKhobar, Saudi Arabia. The conference will hear from Abdul Aziz Hussni Zurub from Abu Dhabi Municipality addressing on how to improve conformance check and establish quality HSE managements systems. Occupational accidents and diseases in industries like oil & gas, petrochemical, mining and construction impose enormous costs. It has been a common sight of workers on scaffolding without the appropriate gear and protective clothes. A recent report in Saudi Gazette stated that companies have taken a lax view towards their workers’ safety and they have been forced to work under hazardous conditions which led to a worker falling off the scaffold and suffering permanent disability. RAID and direct-attached setups did not seem to win the battle for video data, but big or small installations have different needs. Companies waging the alternatives were EMC Isilon, HP Autonomy, IBM, Seneca Data & Veracity. Dahua IP Megapixel solution secures an Italian Pescara Port
P
escara harbor, an Italian port stretching along the Adriatic Coast in Pescara, is of significance for the trading and tourism around the region. The port covers a dock, a freight yard and a sea bridge, which is one of the biggest cyclopedestrian in Europe. Taking the joint effort with Videotrend s.r.l — Dahua’s distributor in Italy, Dahua Technology and its megapixel solution successfully secured the Pescara port. The complexities once encountered in this case includes the unpleasant weather and high humidity of the region as it may cause the erosion of devices and thus shorten their lifespan; also, the high temperature and moisture may affect the smooth transmission of IP stream during deployment and installation. In order to solve the mentioned hassles despite that the climate is an unalterable factor, Dahua, Videotrend and the local system integrator attempted to approach it from a different perspective — the structure. The system adopts a ring networking structure with optical fiber adopted instead of a conventional star-topology one; and to further guarantee an adequate

bandwidth at 108Mbps for the cycling lane, the radio transmission system was configured at an access point of dual band 2.4/5.8GHz. At the product front, Dahua 3and 2-megapixel IR cameras (IPCHFW3300P / IPCHFW3200CP) and 2Mp 20x speed domes (SD6982A / 6523H-HN) cruised into the final after a series of testing. Equipped with lens of 3.3~12mm and 8~16mm, box cameras manage to take a wide range scenario under surveillance. What’s more, with the help of high efficient IR LEDs, cameras could also render a superb night vision effect; and as for the back-end devices, Dahua NVR, DH-SVR3016H, is applied as it can satisfy the storage of large volume footage as well as its RAID function can manage to enhance reliability and stability of the system. “The previous problems have been well addressed by this solution, which, at the same time is quite flexible and convenient,” said Pasquale Totaro, the CEO of Videotrend. “It has been almost over two years since the project accomplished, and everything still goes well. A big issue for the future design of VMS systems is scalability. Where we used to worry almost exclusively about the number of cameras and monitors within a system, we now see scalability in terms of the number of simultaneous (and separate) operators interacting with the system. Video system users no longer reside exclusively within the security department. Other business functions are requiring system access as well. And while this expansion of users and stakeholders helps make the ROI case for video systems more attractive, the number of users, their familiarity with the system, & their unique needs introduce new challenges for system architecture and secure administration.

Q. What are the key technological trends that are driving the CCTV surveillance industry? Video analytics continues to be something that is talked about in the market, but integrators are still having a hard time deploying it. Analytics can be difficult & time consuming to install and maintain. The potential of analytics will continue to influence the landscape, & be a part of many discussions, but when it comes to actual/ effective use by end-users many systems are not really ready for prime time. It is
a challenge for manufacturers to continue to find ways to deploy analytics and for integrators and installers to find ways to make it profitable. And, because of movies and television shows, end-user expectations are often very different from current reality.
Q. What are the issues you need to address that are related to your industry? The overall security market is being impacted more and more by commodity network devices (servers, storage, transmission devices). These openly available products are traditionally sold at lower margins in their core markets and have significantly impacted the total margin content available for both the Manufacturer and the Integrator. Additionally, the ONVIF standard is being adopted faster than perhaps any other standard in our market’s history. The ONVIF standard has taken hold and is gaining traction very quickly. ONVIF is providing opportunities in our market. As standards become more adopted, integration can aggregate many products together, representing a large opportunity. This continued trend will force many new partners in the marketplace and will put many, many more manufacturers in play on the same jobs. Ultimately, this will force even more competition in the market and will further drive price downward.

The company was started by my father, and we’ve now got three generations of the family within the company. My father worked on submarines for 27 years and then spent five years in the Admiralty Research Laboratories, working on sonar. He retired from there and a friend from the shipping industry told him about the problems of monitoring carbon dioxide on ships. At the time, the only way of monitoring CO2 was to physically shut down and dismantle the entire system and weighing each individual cylinder, or by using a radioactive source device, which works like an x-ray. My father set about designing a portable ultrasonic unit, and was the first in the world to ever do that. At the time it was a very complex unit to operate, and you had to be quite technically gifted to be able to operate it – but it worked. By 1987, he had got to a production-ready design, and by the early nineties, we’d got our first major contract
customer with the US Navy. We fitted out 112 individual vessels with that unit. We had to go through a load of first article test procedures for drop, heat and water submersion. So, our roots are very much grounded in ultrasonics. For us, that means measuring the speed of sound through liquids, air and solids. I always make the analogy with dolphins and whales on wildlife programmes. When you hear sound from them on a sound recorder’s microphone, you’re not actually hearing that sound at all – the noise the animals make is ultrasonic and outside of our audible range. To make it so we can hear it, the sound recorder has to heterodyne the sound to bring it back into our range of hearing. Our aim, therefore, was to produce enough modules, and network them, so we could monitor 700 cylinders. That’s what we’ve achieved with the Multiplex. It’s only designed for the very topend safety operators because most people would say, “I’ve met my safety criteria by putting in a fire suppression system; why do I need to monitor the contents?” The simple answer is that we are giving the market the capability for those people that can justify the cost on the basis that they are aware that pressurised gas cylinders are prone to accidental discharge or slow seepage. It’s obviously a very niche sector of the market that we are occupying, and we are the only ones who are in it on the scale that we are. We are now operating in 104 countries across four or five primary market sectors, including shipping – we’re on service ith 20% of the world’s fleet (about 9,000 ships) – and over 5,000 fire companies, ranging from two-man-bands through to the biggest in the industry. Offshore oil and gas is huge for us, and we’re being used by all of the world’s biggest oil and gas companies, and installed on over 1000 offshore platforms. Finally, we’re used in about 500 power generating stations and electricity distribution companies. The electricity network generally has separate CO2 cylinders protecting the substations. We make no distinction between developing and developed markets; you may wonder how a developing market can accept the cost, but it’s because we’re only selecting companies that appreciate the value of the technology. Developing markets are always changing – what was occurring in India 20 years ago isn’t occurring today. In some instances, they’re operating at the same levels as the UK and America. We look to developed countries to establish our ideas, and then market them worldwide to developing nations. We aim to add an additional layer of protection above and beyond the level of minimum compliance. We aim ourselves at high-end, high-risk installations, such as oil rigs, due to the risks involved. It also helps save time when maintaining the system – with our equipment, a 30-minute job now takes 30 seconds, and it can be monitored 24/7, 365 days a year. There are some companies that, when talking about liquid level indication, use the name Portalevel. The brand name is now synonymous with their operations, which is a fantastic place to be at.
Q. It sounds like you have a clear business plan in place, and have implemented it to become the undisputed market leader. Would this be a fair assessment? I wish it was! I think we’ve always been clear in our objectives. However, we lacked the resources to implement them. By the time we had the resources to implement the business plan, the business plan had evolved. We had the dream of being the world’s leading OEM within our industry, but in terms of being able to realise that, we simply couldn’t afford to get on enough planes or get enough marketing collateral together

Q. Without going into too much detail, do you have a strategy going forward for the next five years or so?
We owe an enormous debt of gratitude, as a company to British engineers across the world for making our visions a reality. to get our message out. We spent about eighteen or twenty hours a day literally writing to people and hoping to make those connections. The two organisations that really helped get us off the ground were the US Navy and the Royal Navy in the UK. They’re so highly safety-conscious, that their purchasing mass allowed us to accumulate enough resources to build the company to where it is today.
Q. Were there any major obstacles that you had to get around when developing the Multiplex? Many! How do we mount the sensors in a manner that they can’t be easily dislodged by someone walking past? Then, once it’s held in place, how can we guarantee a maintenance programme to guarantee that those sensors are working properly? That’s probably not so difficult in its own sense, but then how do we put together a maintenance programme that the engineers in the facility can understand and implement? One important consideration for us is making sure that the fixed monitoring systems can be supported by an in-house maintenance team using the portable monitors. It’s all part of our plan for a mutually supporting system range.
The rapid growth we’ve experienced in the past decade – going from making one product to making fourteen – has given us many derivatives that we can focus on. For example, there are other gases we can explore, such as LPG or other liquid gases. We have to maintain our industry-leading accuracy levels of +/-1.5mm – which makes a big difference. For me, I’m interested in the corporate side of the business. I want to keep nurturing the brand, both in terms of the company and the products. They are probably the most important resource we have, and I want to expand into international regional markets. We have an aim of opening regional offices in Singapore, Hong Kong, Dubai and certainly America. That’ll take quite a heave for us, but it’s a logical direction to be taking.
Q. Would they be regional sales offices or manufacturing facilities? We definitely want to keep the manufacturing in the UK. It’s completely untrue when people say that there are no British manufacturers. There is an enormous capability for engineering in this country, and there is enormous support that can be gained through a supply chain if you are prepared to finance that relationship. Being a British OEM is part of our story, as is having a Royal Navy heritage. That’s why we put the Royal Ensign on everything – as a direct memorial to my father. We’re proud to be British, and proud to be making the most of British engineering talents. We owe an enormous debt of gratitude, as a company, to British engineers across the world for making our visions a reality.

Len Swantek is Director of Global Regulatory Compliance at Victaulic. He has over 26 years experience in various engineering related roles at Victaulic including international engineering management and has previously held the post of Corporate QA Director. Len is a former Chairman of International Standards Organization Technical Committee 21, Subcommittee 5 (ISO/TC21/ SC5) – which oversees standards governing fixed fire fighting systems using water within the scope of ISO-6182. He is also a member of the National Fire Protection Association (NFPA), the National Fire Sprinkler Association (NFSA), the European Fire Sprinkler Network (EFSN) and the Fire Protection Association (FPA). Len leads the global regulatory team from Pennsylvania, USA, and coordinates with Rik Ghysel, Victaulic’s Regulatory Engineer, who oversees all EMEAI Regulatory Compliance initiatives from Nazareth, Belgium.

Regulation is a highly complex process for every company involved. The agencies in this group are FM Approvals (FM), and UL, LLC, in the US, the Loss Prevention Certification Board (LPCB) in the UK, VdS Schadenverhütung GmbH (VdS) in Germany and China Certification Centre for Fire Products (CCCF) in China. Take a product such as a Style 009N FireLock EZ® coupling - one of the most popular Victaulic products and part of their patented “installation-ready” line of couplings. This product consists of two ductile iron housings, an elastomeric gasket, two bolts and two nuts. The 009N was subjected to a wide range of internal and external performance testing and examination by these major global agencies. Victaulic initiates the testing process by sending a confidential data “package” to each agency, containing approval objectives along with a product performance outline with detailed specifications, as well as internal test data and technical drawings. The components of this package must be accurate and complete, and can take weeks to compile.
Life long assessment In order to facilitate the actual performance testing, product samples, pipe of various specifications and other related equipment must be organized and shipped to applicable agency facilities globally. This is another time-critical operation

– as any delays on the part of a manufacturer could result in a lost position in the testing laboratory’s queue. At this stage, documentation must already be available in multiple languages for examiners to assemble equipment themselves based on an assumed level of skill equal to that of the end user. On average, the testing process can take three to six months to complete. The approval authorities also are concerned with the manufacturing and assembly locations of specific finished parts or sub-assemblies. Those parts that are most critical to the overall performance of the finished assembly will have greater regulatory oversight. Victaulic manufactures in multiple locations globally to optimize supply chain logistics, but this can greatly increase costs as each location must be certified and audited on a regular basis. In the event of a nonconformance at this late stage, a manufacturer risks losing valuable time to market and must resubmit for the evaluation process again, but only after design alterations have been finalized and documented. Upon successful completion of all platform certifications, the next segment of regional approvals can be initiated with similar steps involved. With over 32 regional agencies throughout North America, Europe, the Middle East, Africa, India and Asia-Pacific, and each having individual juri sdictional authority over specific systems or applications, approvals for the remaining market segments can take another six to nine months to complete. Manufacturers like Victaulic can only go to market when they have secured all applicable certifications and each product or package carries the appropriate agency markings. Once complete, only then can results

Social responsibility Audit management is the final phase in the regulatory cycle. This phase starts when a product certification is officially released and only ends when the product is no longer produced. Through various follow-up procedures and factory production control systems, products are retested annually as a minimum requirement. Some regulatory authorities re-examine products quarterly - and some even on a weekly basis - to ensure highquality performance to regional agency codes and standards and to verify manufacturing processes remain unchanged. Auditing is important because codes are constantly evolving to improve health and safety as a result of real-world factors. Introduction The introduction of atomic energy to mankind was very unfortunate and disastrous. The Hiroshima and Nagasaki demonstrations of lethal power set the public psyche in a negative direction permanently. However, there is a proverbial silver lining to this black cloud of disaster. The peaceful use of nuclear energy started with reckoning of safety as the foremost requirement. With the public opinion largely negative, even today, after reaping the fruits of atomic energy in various fields like power, medicine, propulsion, food preservation and various industrial uses, in spite of users of atomic energy taking utmost safety precautions to avoid any undue exposure to public. Today, the major use of atomic energy is production of electricity from the energy generated due to fission of uranium in the nuclear reactor core. Safety is always the overriding consideration during all stages of a nuclear power plant viz. Siting, Design, Construction, Operation and Maintenance. In addition to the Nuclear Safety, Industrial safety and Environment safety are ensured during all these stages.

The schematic of a pressurized water reactor depicting the process and major components is shown in Fig-1. The heat is produced by fission of fissile materials like Uranium-235. These are heavy, unstable atom who split into various components like Barium and Krypton, upon being hit by a neutron and in this process generate two to three neutrons with release of large (200 MeV) energy which gets ultimately converted to

The ultimate safety goal for any nuclear power plant (NPP) is to prevent radiation exposure to public under any circumstances. As said in Introduction all the NPPs are designed for safe operation throughout their life cycle i.e. Siting, Design, Construction & Erection, Operation and Maintenance. A brief description of safety aspects during all these stages is given below.
Design Safety: Three ‘Golden C’s depict the tenets of the safety of a NPP. These are: 1. 2. 3.

The Control of NPP essentially means the control of fission reaction taking place in the core of reactor. All NPPs employ automatic, intelligent control mechanisms to achieve the real time control and fast shut down of the fission reaction as per the requirements. These mechanisms also carry a manual override option to cater to any malfunction of automatic systems enabling operator to shut down the plant instantaneously. Second tenet talks about

Cooling of the reactor core. Unlike any other plant, the heat generation in the reactor core does not become zero after completely shutting down the reactor i.e. stopping the chain reaction. A substantial amount of heat continues to get generated due to decay of the fission products generated during operation of the plant. It is very important to ensure the uninterrupted circulation of necessary amount of coolant through reactor core for long time after shutdown. As long as this cooling is ensured, there is practically no probability of core damage leading to radiation exposure. The third tenet is to ‘Contain’. In case, due to any reason there happens the release of radioactivity from the reactor, which is envisaged in the design, the radioactivity is contained inside a double walled containment structure. This ensures minimization of exposure to public at large. These are graphically shown in Fig-3. To ensure that final goal of no out of limit exposure to public, a philosophy of defense-in-depth is employed at all stages of NPP. Safety is ensured with concepts like, Redundancy, Diversity and Fail Safe
equipment. The safety systems in Generation III+ reactors are quadruplicated where one is sufficient to achieve the desired safety function. Further to avoid the common mode failure these systems are diverse, e.g. if one shutdown system is driven by electrical power then the alternate shutdown system works on gravity principle. There is always a possibility that all these redundant as well as diverse systems may be of no use if they are housed in a single enclosure due to external threats like missile attack. To cater to such situations, all these systems are housed in the adequately designed individual enclosures separated as much as possible from each other. Various equipment deployed in the safety systems are designed to be fail safe. Let us talk with example. As said earlier, continuous cooling even after shutdown of reactor is a safety requirement. A valve deployed in this circuit will be such that if the motive power is lost then this failure will lead to automatic opening of the valve allowing the coolant to circulate. Safety of a NPP is thus ensured always, in normal operating conditions as well as under abnormal o p e r a t i n g conditions. Various independent safety analyses are carried out to prove that systems and equipment provided in the NPP are adequate to achieve their safety objective Fig-3 Barriers to Radiation and to achieve the

goal of no exposure to public. They comprise of deterministic as well as probabilistic safety analyses. In spite of following safety principles given above, it is always assumed for analysis purpose that all these provisions will fail and the plant may land in accident condition. This analysis predicts the consequences of maximum credible accident and allows the operator to design the emergency preparedness for the same. Much before the construction work begins on a NPP, these plans are prepared and receive approval from the regulator, in our case, Atomic Energy Regulatory Board. Ssafe operational and radiation protection practices ensure safety of the nuclear power plants.
Safety in Siting During siting phase, various sites are evaluated before locating a nuclear power plant. Many safety parameters are looked into while evaluating the candidate sites and before arriving at the final site selection. A few important ones are the following: • Population density • Flooding due Precipitation, Tsunami, Dam Break • Earthquake probability • Cyclones • Airfields • Chemical/Toxic hazards
Safety in Operation Safety in operation of plant is ensured by strict adherence to the operation limits that are thoroughly reviewed and approved by regulatory authorities. Periodic surveillance & testing and appropriate maintenance of equipment/instruments ensure the functionality of the equipments/ components/systems to deliver the function as per their design intent. Browsing of the history of NPP accidents from TMI to Fukushima,

one could easily conclude that the real cause of accident was human error. Hence manpower for operation & maintenance of NPPs is a major component contributing to the effective safety of NPPs. One major aspect of operational safety is training and qualification of personnel that are entrusted with the job of operation, maintenance and other allied functions at operating stations. The required manpower is carefully selected from the top class talent in a countrywide recruitment drive. They are imparted adequate training for the sufficiently long period of time. The tailored training programme includes classroom training, training on replica/full scope simulators as well as field training. Finally, proposed plant operators are subjected to a rigorous and multi-tiered review at the station management level, corporate level as well as by regulatory authorities and are certified to operate the plant by the regulator only after passing through these multiple barriers..
Safety Review Process Nuclear Power Projects go through a well organized, multi-tier safety
review process right from the site selection stage through design, construction, commissioning and operation. Such reviews are carried out both internally in NPCIL, as well as externally by the Atomic Energy Regulatory Board (AERB). AERB also has a system of multi-tier reviews. The final review and consenting is done by the AERB. India is a member of various international bodies like World Association of Nuclear Operators (WANO), CANDU Operatorâ&#x20AC;&#x2122;s Group (COG), International Atomic Energy Agency (IAEA). WANO conducts the peer reviews of NPPs of its member organizations to improve safety on the continuous basis. Similarly, IAEA conducts its OSART reviews of the NPPs of member states. Indian plants also undergo satisfactory reviews conducted by these international agencies.
Proof of the Pudding As said earlier, the goal of safety of any NPP is to prevent radiation exposure to the general public to as low as reasonably achievable level. Let us dwell slightly on the subject of exposure of human
beings to ionizing radiations. It is a well known fact that everything on this earth is getting continuously irradiated from various types of radiations from all possible directions. There is radiation in the earth crust as well as there is radiation in the atmosphere. The human body itself is radioactive due to ingestion of various radioactive isotopes found in nature. Owing to this natural activity, human body receives a dose which is measured in Sieverts. The sources of radiation in picture form are shown in Fig-4. The world average dose due to natural radioactivity is about 2400 micro-Sieverts. The regulatory authorities in India have prescribed dose limits as 1000 micro-Sieverts for members of the public from any nuclear facility, based on the recommendations of the International Commission on Radiological Protection (ICRP). Continuous monitoring, by the regulator, of the radioactive liquid, gas discharges from the plant is done to ensure that these limits are met.

The track record of Indian NPPs shows that the dose received from these plants is a miniscule compared to the limits prescribed, thus having no adverse impact on the flora and fauna surrounding the plant (Fig-5). The attached exposure graph for a period of last years stands testimony to this.

The analytics is carried out at the Central Server, generally located at the Central control room. • Edge based – This uses smart Cameras with a built-in intelligence. • Hybrid systems – A suitable mix of the above. As powerful processors at affordable price points are becoming available to video surveillance manufacturers, there is an increase in the analytics that are being added to the Cameras.

The scene is analyzed continuously and “abnormal” behaviour, differing from the majority of the scene content is detected and either triggers an alarm or marked for later review. A typical retail application could be to determine when someone steals top-shelf item in a retail store or if a person enters through an exit only gate. Flame and smoke detection is also possible. By setting a normalized baseline of information, it can detect these abnormal conditions. The video surveillance system with analytics serves as an accurate indoor secondary detection system, permitting safety personnel early notification and the opportunity to investigate. Camera manufacturers are increasingly placing such technology inside the camera itself, to run at the edge. Heat mapping provides realtime images showing how people have moved throughout the camera scene for a fixed duration. This has applications in environments where business intelligence (BI) data is needed. This type of video content analysis also helps improve safety by analyzing the flow of pedestrian and vehicular traffic flow in a facility. More intelligence and processing within the camera or encoder means the most important data is captured, sent and/or stored for post-incident retrieval and analysis. This makes it possible to better manage security video data transmission and ingression challenges through a video management system or at network or cloud storage. Cameras equipped with advanced processing capabilities as well as solid state storage are more expensive. However

Video surveillance with intelligent analytics enables early detection and possibly prevention of criminal incidents. This is based on tracking a set of salient points in the foreground of the scene and performing aggression/non-aggression classification based on features extracted from these tracks. Hemispheric cameras can capture an entire room with no blind spots. Analytics makes it possible to reliably capture and evaluate the movement of people or objects in the live image. The most frequented areas can be highlighted on a heat map in a predefined area. The areas with the most movement and those with little movement can be identified
in different colours. Analytics also allows counting of people and objects. It can provide data on how many people pass by a specific entrance in an hour or a day. Such systems provide information beyond mere security. They also provide information on traffic patterns.

Video cameras, analytics and the cloud can provide a wealth of real time information like traffic condition on the roads, beach conditions for holiday goers, creating a trip wire for perimeter protection etc.

Thermal imaging cameras for fire detection are not new. They have been used for example for indoor detection in waste plants, which often contain thousands of tons of solid waste. This waste is potentially flammable when stored, due to self-combustion, spontaneous chemical reactions between the disposals or methane gas-building. Cameras like the FLIR A-Series for example detect fires based on temperature changes and actually measure the temperature. When a certain, unwanted temperature level is reached, the registered camera images can trigger an alarm. “We know the application of indoor fire detection with FLIR’s A-Series,” comments Mr. Jesús Angel del Campo Martinez, Technical
Director at SR7. “However, fire detection for outdoor use and for detection over a long range distances, requires additional complex detection algorithms. Therefore, we developed a solution that could meet both these requirements.”

Environmental protection The FC-Series Security cameras have been designed in such a way that the survivability of the camera in electrically adverse environments is guaranteed. “Power sources in forest areas are generally not the most stable ones, due to the remoteness and vastness of those areas,” comments Mr. Martinez. “Voltage dips or interruptions can cause a normal camera to break. any people know that England has the most intensive CCTV system in the world. In the security world, at this point, it’s fairly common knowledge. In fact, it is estimated that there is one camera for every 32 people in the UK. This Hammersmith Town Hall project represents a blending of public and commercial CCTV systems that ultimately compose a very large and thorough CCTV system; one that covers public space areas and public space partners to represent the entire civic community. “Public space partners can be defined as private companies that have a vested interest in the wellbeing of the community and the CCTV system that protects it,” explained John Baldwin, Managing

Director at Chroma Vision Limited, the System Integrator of this project. “For example, the Chelsea Football Club is part of this CCTV solution, so public administrators are able to view Chelsea F.C.’s cameras.” This overall solution has been a steady work in progress. Yet, when it came time to choose a DVR and platform software manufacturer, Chroma Vision Limited presented Hikvision and the CCTV administrators were impressed.
Gradual Improvement In fact, the London Borough of Hammersmith and Fulham’s current CCTV system is the culmination of gradual improvement. Roughly 10 years ago, Hammersmith and Fulham began switching out existing VCR units to new DVR models. However, the council’s first attempt did not go as smoothly as it would have liked. Two years after the initial DVR units were installed, a change was in order. “Initially, the council in charge of this transition chose a different manufacturer. Simply put, this manufacturer was not as dependable and the support was not there. As such, Hikvision was chosen because it represents a robust DVR manufacturer that supplies a networked DVR solution capable of recording all of the councils existing CCTV cameras as well as providing 100% expansion capacity. The recorders had to record high quality 4CIF images at a minimum of 12fps and allow the client to install their own Hard Drives and be license free at the point of review,” related Mr.

the same result. As earlier noted, this solution is a work in process. However, based upon this success, London Borough of Hammersmith and Fulham officials and Chroma Vision Limited have further cemented their relationship. Already, Hikvision cameras are being installed to phase out existing hardware that has become obsolete. And this process is anticipated to accelerate.
About Hikvision Baldwin. Specifically, Hikvision’s DS9116HFI-ST Standalone DVR was chosen for this job. For this specific solution, aforementioned features such as 4CIF resolution real-time recording and excellent HD storage capacity were integral towards the overall success of this project; but interestingly, it was not only physical requirements such as these that sold Hammersmith and Fulham - it was also Hikvision’s product support. This support brought confidence, and it enabled both Hammersmith and Fulham officials to build a growing, and mutually beneficial, relationship with Chroma Vision Limited. And from this growing relationship, Hikvision’s iVMS-4200 Video Management Software was also introduced. This software acts as the backbone of this overall solution. iVMS-4200 VMS works as a common platform for the DVRs and other hardware (such as cameras) that connect the police department, managers, and other administrators to the overall network. This software allows all of these individuals - set in various locations throughout West London - to use PCs to access the system. Importantly, any image deemed

of interest can immediately be sent to special monitors in the central control room. These highlighted monitors, called “Monitor Walls,” allow officials in these control rooms to more easily, and efficiently, identify any potential threat and properly respond to it. Features such as multi-level user management, configurable liveview screen and multiple-screen live view options, as well as allowing all Hikvision devices to be connectable provide the necessary flexibility and individuality that helps this particular solution ultimately succeed.
The Next Stage Since installing Hikvision DVRs and video management software, West London review stations have been able to route 80% of all incidents immediately to the local police department. This, in turn, has allowed CCTV operators to continue to provide active monitoring of the cameras and increase overall efficiency. In fact, in one recent case, due to this video information sharing, police were able to apprehend a murder suspect only 30 minutes after the infraction. This represents a massive improvement. Before the installation of this CCTV system, it generally took anywhere from three to seven days to achieve
