Guest Editor of the month It is my pleasure to be a guest editor with INDUSTRIAL SAFETY REVIEW. As a Founder Member & Director General of Alliance of Infrastructure and Facility Managers (AIFM) of India, I would like to congratulate the magazine for the resolute and unswerving role it has played in addressing the key issues faced by the safety & security industry, and the knowledge guide it has been for the same. The safety & security function is slowly & steadily marrying to the Facility Manager function. In the coming years, it will be Facility Manager who will be responsible, and making key decisions for the safety of any corporate. Hence it is very critical at this juncture, to ensure that our Facility Mangers are provided the correct platform and education to upskill themselves, and be ready for the future. This was one of the key motives in the formation of AIFM. AIFM is a self sustaining body recognized nationwide for its meaningful role in the Facilities Management Community. AIFM works to create and sustain an environment propitious to the growth of industry in India, partnering industry and government indistinguishable through advisory and consultative processes. The Codebench offering joins HID Global’s federal identity portfolio and will enable the company to give customers everything they need to upgrade their physical access control system (PACS) in accordance with Federal Information Processing Standard Publication 201 (FIPS-201) guidelines for personal identity verification (PIV). Codebench’s integration capability is a particularly important element for delivering end-to-end, field-tested solutions. The addition of Codebench’s portfolio will also enhance HID Global’s capability to offer Transportation Worker Identification Card (TWIC) solutions as well as more complete PACS integration capabilities, and to extend these capabilities into HID Global’s identity assurance Card Management System (CMS) appliance. Barix supports Crestron® Rava™ SIP Intercom & Phone Technology Crestron Rava touch screens leverage SIP (Session Initiation Protocol) to permit voice intercom, telephone and paging (point-topoint and group) among other applications across the home, office or small business.

I

P audio and control specialist Barix is pleased to announce support of Crestron Rava™ SIP intercom and phone technology. The Barix SIP firmware will simplify integration of Rava-enabled touch screens with analog devices, such as intercom panels, to enable peer-topeer communication between devices without a central server. This simplifies Voice over IP (VoIP) integration in residential and commercial deployments. Crestron Rava touch screens leverage SIP (Session Initiation Protocol) to permit voice intercom, telephone and paging (point-to-point and group) among other applications across the home, office or small business. The inclusion of Barix firmware uniquely establishes compatibility between Rava-enabled touch screens and analog door stations. This allows customers to continue to use existing analog installed devices when upgrading to Rava touch screens, providing seamless IP to analog integration. Systems integrators, meanwhile, eliminate the time and labor associated with configuring servers to enable SIP compatibility between Rava touch screens and connected devices. Barix firmware allows these devices to discover each other on the network, becoming the first Crestron-approved solution to offer such seamless peer-to-peer device connectivity. The result is a reliable, SIP-compatible solution that effectively bridges analog and digital components within Rava environments.

“We’re thrilled to have Barix support our protocol because it bridges the gap between digital (SIP communication points) and analog door stations,” said Fred Bargetzi, Crestron VP of Technology. “We see many homes with independent door station/intercom systems separate from the home automation system or homes with integrated page-all intercom systems when discrete peer-to-peer operation is more desirable. With support of the Rava protocol, Barix now provides a retrofit solution that seamlessly communicates with the homeowner’s existing door station.” The Barix solution can be deployed today by connecting a Barix Annuncicom IP two-way audio hardware device directly to a door station. Crestron is also working with companies such as eHolovision, which manufactures a series of intercom entry panels for door stations. Barix will soon add the same functionality to these and other third-party panels equipped with Barix IPAM Series modules. This enables peer-to-peer SIP and Rava compatibility without additional hardware. Both options also provide digital inputs and outputs for control options, such as activating door strikes. The integration with Barix effectively turns a door station and a Crestron Home Control System into an integrated access control solution for the customer. “Barix has previously worked with Crestron, developing an Annuncicom device version specifically for Crestron residential solutions. That solution offered an IP interface for point-to-point, full-duplex audio distribution and control between analog and digital devices,” said Johannes G. Pelican’s Advanced Area Lighting Group goes remotely off road with the 9460RS and 9470RS RALS

elican Products, Inc announced that their Advanced Area Lighting Group has rolled out the 9460RS and 9470RS (Remote System) as remote controlled, multiterrain versions of their Remote Area Lighting System (RALS). The 9460RS and 9470RS are part of Pelican’s line of rechargeable area lighting systems that provide convenient and ecologically responsible alternatives to wasteful generator powered lights. Both models include a set of two key chain remote control units that allow the user to turn the system on or off from 18.3 meters (60 feet) away. They have also been engineered with the Intelligent Control System which calculates and displays current battery life, allowing the user to regulate the intensity of the light and choose the desired run time. In addition, they feature an integrated, multi-terrain trolley with 3.8 cm (1.5 inch) polyurethane wheels and a pull handle for easier transport across gravel, dirt and rough surfaces. Samsung & Milestone bring calm to Housing Complex

State-of-the-art implementation of IP video surveillance technologies reduces crime

ilestone Systems open platform IP video management software (VMS) has been installed with Samsung network cameras in a surveillance system that has brought peace and confidence to the citizens of a neighborhood in Eastern France affected by criminal disturbances. Mulhouse Habitat is a social housing complex in the Les Coteaux quarter of Mulhouse, France, with high-rise buildings, common around the outskirts of big cities. Most of the inhabitants had long been victims of intentional violence and degradation committed by a minority. They wanted a better environment with peace and security. The group of buildings is managed by three companies, with nearly a hundred entrances where many problems concentrated. These zones were easy for delinquents and drug traffickers to compromise through the destruction of lighting, access control and video surveillance systems, turning them into hot points shielded from the eyes of security patrols and outdoor cameras - and a daily hell

for residents. Certain entrances had a higher concentration of these problems, depending on the logistical needs of the traffickers. Attempts at renovation and better lighting had poor effect, and isolated success would be met by migration of the problems to other entrances. In the scope of securing the property and bringing more peace for the residents, Mulhouse Habitat decided to renovate all of its building entrances and equip them with new video protection. This operation received subsidies from the Inter-ministerial Fund for the Prevention of Delinquency (FIPD) for the entrance video protection, and from the National Urban Renewal Agency (ANRU) for the replacement of entry doors, mailboxes and intercoms, bringing the entrances electrical installations up to standard, and repairs in the corridors and stairwells. The housing company called for bids to furnish the new video system with fixed IP cameras, a data transport network, and a local storage and processing solution, as well as a

centralized management system. The French systems integrator Spie was retained for several advantages. Steve Lohr, Sales Manager for Security Systems at Spie East, explained: “We answered this tender with top names in video surveillance: Milestone, world leader in open platform IP video surveillance software, and Samsung, renowned for their high definition (HD) and megapixel cameras that integrate numerous functionalities based on Samsung processors. Spie responded as a complete solution provider with video surveillance, electricity and intercoms.” The system was deployed over 2012. It is a scalable solution, the specifications requiring expandability to allow for the later addition of at least 25% more cameras and 30% more capability in data processing and storage without additional cost other than that of new cameras and their wiring connections.

Cutting-edge technology 134 IP cameras were installed over 31 entrances. Each entrance holds one outdoor camera incorporating infrared lighting that films only the intercom plates and the front of the entry hall. Other cameras were installed inside, and in elevators. The chosen Samsung iPOLiS IP camera models are vandal-proof fixed-dome SNV-5080R and flatdome SNV-5010, both with 1.3 megapixels and HD 720p progressive scanning, in H.264 format. Housed in solid cast-aluminum cases with polycarbonate domes, they are very resistant to vandalism, dust and water spatters. The SNV-5080R domes are effective even in the dark thanks to 15 infrared LEDs, and feature a motorized variable-focus glass lens. The flat SNV-5010 domes

have a fixed lens with a wide field of view that is perfect in elevators. Both cameras have SSDR extended dynamic range, BLC back-light compensation, SSNR III noisereduction, and integrate intelligent video-analysis algorithms for the detection of scene changes, line crossing, entering/leaving a zone, and appearance/disappearance of objects. Since the buildings under surveillance are scattered and far from the recording and processing locations, the new cameras were connected to a fiber-optic network, which was already in place for the parking lot cameras. On-site, the cameras are connected through network switches and the cables are protected by metal or armored ducts. Milestone was chosen for its ability to work with a large number of cameras and devices in the network, which ensures great expandability to the system, and for its high performance in large installations with multiple servers: the software optimizes the bandwidth usage by reducing the amount of data throughput in the network. Continuous recording is done by the Milestone XProtect® Enterprise software running on Windows servers installed in a secure bay. The video images are retained for 2 weeks and set to be automatically deleted thereafter. Milestone XProtect software also fully supports the Samsung HD and 1.3 megapixel images. Milestone XProtect provides functionality for quickly finding an event in the recordings, which saves a lot of time and conserves operator resources better allocated to surveillance. Furthermore, transfer of encrypted video evidence to CD guarantees the authenticity of images, and includes a software

viewer that enables the police to use or share them easily.

Pooling surveillance resources A full surveillance center is operational, with admittance through an airlock chamber with access-control. The center is operated and managed cooperatively by a non-profit organization created by the three neighborhood housing companies, together with several associations of tenants and residents, the board of a neighborhood condominium, and the City of Mulhouse. The viewing screens are monitored 24/7. The Spie/Samsung/Milestone solution best answered the needs of the client through the combination of integrator experience with the products of the two technology leaders, Samsung and Milestone. Video Surveillance using Thermal Imaging

thermal imaging camera ‘sees’ an object on the basis of the thermal energy emitted from that object. Thermal imaging cameras produce images of invisible infrared or heat radiation. Based on temperature differences between objects, thermal imaging produces a crisp image on which the smallest of details can be seen. They work both during the day and at night. This technology enables video surveillance in total darkness and in the most diverse weather conditions.

Thermal imaging is a type of infrared imaging which renders infrared radiation as visible light for the creation of video images. Thermal images, or thermograms, are actually visual displays of the amount of infrared energy emitted, transmitted, and reflected by an object. All objects emit a certain type of electromagnetic radiation (known as black body radiation) in relation to its temperature. The infrared sensor of the thermal imaging camera picks up this radiation to create an image. Objects with a higher temperature will emit more infrared radiation. The thermal imaging camera is capable of performing algorithms to interpret that data and build an image. Thermal imaging cameras work in the same way as normal security cameras which utilize visible light for image reproduction. The infrared sensor, creates images in the infrared spectrum of 900-14,000 nanometres (nm or µm) instead of the visible light spectrum of 450-750nm. Thermal imaging cameras convert the energy in the

infrared wavelength into a visible light display. All objects above absolute zero emit thermal infrared energy, so thermal cameras can passively see all objects, regardless of ambient light. However, most thermal cameras only see objects warmer than -50°C. The amount of radiation emitted by an object increases with temperature; therefore, thermal imaging cameras allow one to see variations in temperature. Warm objects stand out well against cooler backgrounds. Humans and other warm-bodied animals become easily visible against the environment, day or night. Unlike conventional or IR cameras, thermal cameras do not require any additional light sources. A light source consumes energy, creates shadows and reveals the location of the camera. In contrast to conventional ‘day-and-night’ cameras that depend on a certain amount of near-infrared light to function, thermal cameras deliver reliable surveillance images even in complete darkness. Thermal imaging cameras can ‘see’ in complete darkness and without the need for any illumination. The images from thermal cameras are generally in a single colour with the difference in shade due to the intensity of the temperature emitted by the body. Thermal cameras can handle difficult weather conditions better than conventional cameras. They can ‘see’ through smoke, haze and dust. Further, thermal cameras, typically, provide better accuracy that is required for intelligent video applications.

Applications of Thermal imaging camera in Video Surveillance.

A thermal imaging camera enables superior monitoring in areas of poor lighting to total darkness. All objects emit thermal radiation and a thermal camera uses this radiation to create a visual scene in complete darkness to monitor and secure the premise. Thermal cameras also provide surveillance in conditions of smoke, light fog, light rain, and even light snow. Since the camera views events through the thermal spectrum, the images from day and night are nearly identical making the thermal imaging camera a true 24 hour surveillance device. Thermal imaging cameras therefore find wide application in monitoring of critical perimeters and

access points. Other applications include fire fighting where the thermal imaging camera helps the fire fighter to find the origin of the fire, the hot zones and also to locate victims obscured by walls and smoke.

Pros and Cons of Thermal Security Cameras

Thermal Imaging over Infra red. Infra red cameras must have a light source, usually infra red LEDs or LED IR illuminators, to create an image. These IR LEDs glow and can therefore be pinpointed by an intruder. LED illumination is limited to a range of 100 feet. Therefore the viewing distance of the camera is also restricted. In poor weather conditions like fog, light rain, smoke or foliage the infrared camera is likely to create inaccurate images. As thermal imaging cameras do not rely on visible light, they are more accurate.

Advantages :

s Work in absolute darkness and over a greater range. s Show a visual picture so temperatures over a large area can be compared s Capable of catching moving targets in real time s Can be used to measure or observe areas that are otherwise inaccessible or hazardous. s Can be used to search for outdoor ‘target objects’ on a cool night. s Can be used to spot smouldering fires inside a wall. s Can be used to detect overheating in the electrical wiring

Disadvantages :

s Thermal imaging cameras are expensive. s Images of objects with erratic temperatures may be difficult to interpret accurately. s Accurate temperature measurements are hindered by reflections from other surfaces. s Difficulty in picking up thermal radiation through glass. s Materials at the same temperature appear as the same colour, therefore the image display will not depict details normally viewable in visible light.

Conclusion :

s CCTV cameras require some sort of light to create an image. s Infra red cameras offer night vision but they require LED illumination and therefore have a limited viewing distance. s Thermal imaging cameras offer night vision in total darkness and over a longer distance. s Thermal Imaging cameras may be expensive but for most applications, lesser numbers are required and the total cost of ownership may be lower.

Confined spaces are present everywhere throughout industry as recurring sites of both fatal and nonfatal accidents. According to an estimate by the US Occupational Safety and Health Administration Authority (OSHA) that two million workers annually enter confined spaces in some 225,000 workplaces. If we translate this statistics globally, it is clear that tens of millions of workers enter confined spaces every year and the confined spaces are a universal problem in industry. Working in a confined space holds many hazards. Limited means of entry and exit, poor ventilation and the presence of toxic fumes and vapours in confined spaces pose serious risks to workers. This article focuses on the risks involved in working in confined spaces and the control measures required to be adopted for reducing such hazards.

2. CONFINED SPACES

The term, confined space traditionally has been used to label particular structures, such as tanks, vessels, pits, sewers, hoppers and so on. A confined space could be potentially any structure in which people work. Confined spaces can be very large or they can be very small.

According to Health and Safety Executive (HSE) , U.K., a confined space can be any space of an enclosed nature where there is a risk of death or serious injury from hazardous substances or dangerous conditions. The US Occupational Safety and Health Administration (OSHA) define confined space as a space a worker can enter which is not designed for continuous employee occupancy. Definitions of confined spaces vary considerably from country to country. For example, in the United Kingdom, Germany and Ireland, confined spaces are defined broadly and focus on the notions of an enclosed space and the reasonably foreseeable specified risks that could be encountered in them. In contrast Japan and South Korea have adopted definitions centering on the oxygen deficient aspect of confined spaces. Whereas, the Chinese definition specifies that one or two persons should be able to enter the space that is closed, narrow and poorly ventilated and there must be limited entry/exit and a depth of 1.2 metres or more. The United States and Malaysia employ several similar elements in their definition of confined spaces, including non-continuous occupancy, potential to contain

hazardous atmospheres, restricted entry/exit, and large enough for employees to enter and perform assigned work. In the Indian contest, the Section 36 of the Indian Factories Act stipulates that no person shall be allowed to enter any confined space such as a chamber, tank, vat, pit and flue, in which any gas, fume, vapour or dust is likely to be present and poses a risk, unless a certificate in writing has been obtained from a competent person that the space is reasonably free from the above pollutants, based on tests carried out by himself. Further, for the enforcement of the section 36, various states have formulated rules under the state factories rules. For example, rule 68 of the Maharashtra Factories Rules, 1963 amended in 2010, deals with minimum dimensions of man-holes. According to this rule, in every factory no person shall be allowed or required to enter in any chamber, tank, vat, pipe flue or other confined space, which persons may have to enter unless the said chamber, tank, vat, pipe flue or other confined space, is provided with a man-hole which may be rectangular, oval or circular in shape unless there is other effective means of egress and (a) in the case of rectangular or oval shape, be not less than shoulder width of the person concerned plus 8 c. m. in length and 30 c.m. wide and (b) in the case of a circular shape be not less than shoulder width of the person concerned plus 8 c.m. in diameter. The Rule no. 172 of the Indian Petroleum Rules, 1976, stipulates that maintenance and repair work, and entry into confined spaces including a closed drain or manhole shall be carried out by a competent person authorised by the occupier of the refinery. Although the definition of

a confined space varies between jurisdictions or from country to country, it is generally recognized as a space that : s has limited or restricted means of entry or exit; s is large enough for a person to enter to perform tasks; s is not designed or configured for continuous occupancy; and s has the potential for a significant hazards

normal workspaces. Seemingly minor alterations in conditions can immediately change the status of these workspaces from innocuous to life threatening. Work involving confined spaces generally occurs during construction, inspection, maintenance, modification and rehabilitation. This work is nonroutine, short in duration, nonrepetitive and unpredictable.

3. CONFINED SPACE ACCIDENTS

Fig. 1 - A Typical Confined Space (Courtesy: usmra.com) A confined space is a place which is both enclosed and has a reasonably foreseeable risk to workers of fire, explosion, asphyxiation or drowning. It has limited or restricted means for entry or exit, and may contain harmful atmosphere or stored substances that pose a risk to employees working in them, (See Figs. 1 to 3). It is not designed for continuous employee occupancy. Confined spaces include : s ,chimneys, boilers and flues s reaction vessels and process vessels s underground sewers or wells s shafts, trenches, tunnels, pits, and manholes s trucks, rail tank cars, aircraft wings ,and compartment of ships s poorly ventilated rooms Confined spaces are considerably more hazardous than

Accidents involving confined spaces differ from accidents that occur in normal workspaces. A seemingly minor error or oversight in preparation of the space, selection or maintenance of equipment or work activity can precipitate an accident. This is because the tolerance for error in these situations is smaller than for normal workplace activity. Many workers are injured and killed each year while working in confined spaces. The victims of confined space accidents include workers, engineering and technical people, supervisors and managers, and emergency response personnel. Safety and industrial hygiene personnel also have been involved in confined space accidents. The data on accidents in confined spaces are very scanty. However, it is estimated that worldwide, these accidents claim about 200 victims per year in industry, agriculture and the home. This is at best a guess based on incomplete data. About two-thirds of the accidents resulted from hazardous atmospheric conditions in the confined space. In about 70% of these hazardous condition existed prior to entry and the start of work. Sometimes these accidents cause multiple fatalities, some of which are the result of the

original incident and a subsequent attempt at rescue. According to Canadian Centre for Occupational Health and Safety (CCOHS), an estimated 60% of the fatalities have been among the would-be rescuers. The highly stressful conditions under which the rescue attempt occurs often subject the would-be rescuers to considerably greater risk than the initial victim.

4. HAZARDS IN

CONFINED SPACES All hazards found in a regular workspace can also be found in a confined space. However, they can be even more hazardous in a confined space than in a regular worksite. Many factors need to be evaluated when looking for hazards in a confined space. An error in identifying or evaluating potential hazards can have more serious consequences. In some cases, the conditions in a confined space are always extremely hazardous. In other cases, conditions are life threatening under an unusual combination of circumstances. This variability and unpredictability is why the hazard assessment is extremely important and must be taken very seriously each and every time one is done. Hazards in confined spaces can occur mainly due to (1) flammable substances, (2) toxic substances, (3) oxygendeficient atmospheres, (4) oxygenenriched atmospheres (5) noxious fumes and (6) air supplies, which are briefed below: 4.1. Flammable Substances It is frequently necessary for personnel to enter a tank or vessel, which has contained flammable materials. If a flammable mixture is ignited inside a tank or vessel, the resultant explosion is likely to

There are several situations, which can lead to the existence of a flammable atmosphere in the tank. One is, simply that flammable vapour which was originally present, has not been completely removed. Another is that flammable residues remain in the tank and evaporate. In some cases, there may be solid residues, which vaporize when heat is applied such as from welding. Another way in which flammable gases may build up again is, through isolations, which are not leak-tight. A fourth way is, the generation of a flammable gas by chemical reactions, e.g. the action of water on steel can generate hydrogen. Therefore, before the entry into a tank, it is necessary to empty the tank and to purge and clean it, so that flammable materials are no longer present. By drilling appropriate holes, liquid residues should be drained out. Solid residues should be removed by cleaning. In-leak of flammable

fluids, should be prevented by positive isolation. Prior to entry into a tank, a gas test should be done to confirm that the space is free of flammable gas. The gas tests, which are commonly done are, for hydrocarbons, carbon monoxide and hydrogen sulphide, and oxygen, together with tests for any toxic substance, which has been contained in the tank. In some incidents, there has been a failure to free the tank completely of flammable gas and to test for this. More commonly, however, incidents occur because flammable gas builds up in the tank atmosphere after it has been checked and found to be free of flammables. Even if gas tests show, the tank atmosphere to be essentially free of flammables, however, there may still be flammable residues or deposits, which can be ignited by hot work. It is necessary, therefore, to check separately for these and to clean them away before hot work is undertaken. 4.2. Toxic substances The precautions taken to ensure that the tank atmosphere is free of toxic gas are essentially similar to those taken from flammable substances. The tank is emptied, purged, cleaned and tested for the relevant toxic gases. But a toxic atmosphere may still arise from residues remaining in the tank or from leaks through inadequate isolation. 4.3. Oxygen - deficient atmospheres Requirements for the oxygen content of breathable air vary. The oxygen content of air at sea level is 21%, but at high altitudes it can fall to 19.5%. The concentration usually quoted to sustain life is 16%. Some standards or codes

require for breathable air of oxygen content of 21%, others one of 19.5% or 19%. In relation to tank atmospheres, a minimum oxygen concentration of 19% is needed. The flammable gas from a tank is removed by purging with nitrogen. This inert gas is then replaced with air by purging or ventilation, so as to give a breathable atmosphere. Incidents occur in which workers are asphyxiated because the atmosphere is deficient in oxygen. An oxygen deficient atmosphere may arise in several ways. The original purging or ventilation may be inadequate. Alternatively, the purge may have been conducted inadvertently using nitrogen instead of air. One way in which such inadvertent use of nitrogen in place of air may occur is where the airline has been connected to a nitrogen supply line. Another is the use of a cylinder, which is supposed to contain air, but contains some other mixture. An atmosphere can also be rendered oxygen deficient, if there is some process occurring, which consumes the oxygen present, such as, the rotting of vegetation or the rusting of metal. Oxygen may be absorbed on steel surfaces, especially where these are damp. Where the hazard of an oxygendeficient atmosphere exists, a test of the oxygen content should be done. 4.4. Oxygen - enriched atmospheres An oxygen-enriched atmosphere may occur in a confined space. An oxygen enriched atmosphere is hazardous, because it can enhance strongly the flammability of clothing. The atmosphere may become oxygen rich by leakage of oxygen from an oxygen cylinder used in cutting or welding

operations, such as, oxy propane cutting. The atmosphere may also become oxygen rich, where the atmosphere is originally a mixture of nitrogen and oxygen, which is nitrogen rich compared with air and where oxygen has been added in an attempt to raise the concentration to that present in air. This is a poor practice precisely because it involves this hazard. 4.5. Noxious Fumes Noxious fumes may enter a confined space in a number of ways. One is, from processes being carried out in that space. A common source is the fumes arising from welding. Another source is, an adjoining space, which has not been isolated. Other sources of noxious fumes are, sludge and residues and combustion products. Trenches, tunnels and manholes in chalk soil can fill with carbon dioxide. Other fumes may occur where the ground is contaminated. Where these spaces are connected even temporarily to sewers, the atmosphere may become contaminated with flammable and / or toxic gases or rendered oxygen deficient. 4.6. Air Supplies Incidents have occurred where an airline has been connected to a nitrogen supply a nitrogen cylinder has been used instead of an air cylinder, and where an air cylinder has contained an oxygen deficient mixture. There are certain precautions, which may be taken to ensure that an airline is not connected in error to a nitrogen supply line. One is, to put an identification sign at each nitrogen take-off point. A more positive measure is, to ensure that the connections for nitrogen and airlines are different and that

Measures should also be taken to ensure that where air is to be supplied from a cylinder, the gas obtained actually is air. A positive means of preventing inadvertent use of nitrogen instead of an air cylinder is, the provision of different connections on the two types of cylinder. Otherwise, procedures should be established to avoid identification errors. Cylinders of breathable air should be analysed at a frequency that is sufficient to ensure the contents meet the specifications. It is preferable not to use reconstituted air, made by blending nitrogen, oxygen and other gases, for breathing purposes, but if this is done, each cylinder should be analysed.

5. HAZARD CONTROL

Providing mechanical ventilation is the commonly used engineering control method adopted in the confined spaces. The introductions of work permit system, work procedures, emergency rescue procedures, etc., are some the administrative controls used in confined spaces. The personal protective equipment to be used in the confined spaces include, respirators, gloves, ear plugs, ropes, safety belts, helmets, etc.

6. PRECAUTIONS FOR ENTRY INTO CONFINED SPACES The basic requirements/precautions necessary to be taken before the entry into confined spaces are given below: 1 A person may enter or work in a confined space provided that : s effective steps have been taken to avoid ingress of dangerous fumes, s sludge or other deposits liable to give off dangerous fumes have been removed, s the space contains no other material liable to give off such fumes, s the space has been adequately ventilated and tested such fumes, s there is a supply of air adequate for respiration, and s the space is certified by a responsible person, for safe entry for a specified period without breathing apparatus. 2 The person who enters the confined space must be warned when the safe period specified above will expire. 3 Make sure that sufficient supply of approved breathing apparatus, belts and ropes, suitable reviving apparatus and oxygen not

only is readily available but also properly maintained and regularly examined. 4 No one may enter or remain for any purpose in a confined space, which has at any time contained or is likely to contain fumes liable to cause a person to be overcome unless : s he is wearing a suitable breathing apparatus, s he has been authorised to enter by a responsible person, s where practicable, he is wearing a belt with a rope securely attached, and s a person keeping watch outside and capable of pulling him out is holding the free end of the rope 5 No one may enter or remain in a confined space in which the atmosphere is liable to be deficient in oxygen unless either he is wearing a suitable breathing apparatus, or the space has been and remains adequately ventilated and a responsible person has tested and certified it as safe for entry without breathing apparatus. 6 The confined spaces to be provided with manhole which should meet the required minimum dimensions.

7. CHECKLIST

s Prior to your entry in to confined spaces isolation of mechanical and electrical equipment is essential so as to avoid the operation of this equipment inadvertently. s If gas, fume or vapour could enter the confined space, you need to isolate the pipe work. In all cases, a check should be made to ensure isolation is effective. s Before entry into confined spaces, cleaning is necessary to ensure fumes do not develop from residues, etc., while the

work is done. s Increase the number of openings and therefore improve ventilation. s Mechanical ventilation may be needed to make sure there is an adequate supply of fresh air inside the confined spaces. s When portable gas cylinders and diesel – fuelled equipment are used inside the confined space, mechanical ventilation may be provided so as to avoid the dangers from build – up of engine exhaust. s Never use petrol – fuelled engines in confined spaces as the exhaust from petrol – fuelled engines contain carbon monoxide, which is so dangerous to life. s Testing the air inside the confined spaces may be necessary to check that it is free from both toxic and flammable vapours and that it is fit to breath. s Use of non-sparking tools and specially protected lighting are essential, where flammable or potentially explosive atmospheres are likely. s Breathing apparatus is essential, if the air inside the confined space cannot be made fit to breathing because of gas, fume or vapour present, or lack of oxygen. s Choose air-line breathing apparatus in place of selfcontained equipment, which is more bulky and therefore likely to restrict ready passage. s Lifelines attached to harnesses should run back to a point outside the confined space. s See Fig. 4 - A Typical Confined s Space Warning Label s An adequate communications system is needed to enable communication between people inside and outside the confined space and to summon help in an emergency.

s Need to position someone outside to keep watch and to communication with anyone inside, raise the alarm quickly in an emergency, and take charge of the recue procedures? s A permit-to work ensure a formal check is undertaken to make sure all the elements of a safe system of work are in place before people are allowed to enter or work in the confined space. s Exhibit proper signage / warning labels (See Fig. 4), and procedures at the entry point of confined spaces.

See Fig. 4 - A Typical Confined Space Warning Label s The competent person may need to consider other factors, e.g. concerning claustrophobia or fitness to wear breathing apparatus, and may need to seek medical advice on an individual’s suitability. s Supervisors should be given responsibility to make sure that the necessary precautions are taken, to check safety at each stage and may need to remain present while work is underway.

8. CONCLUSION

You must identify hazards associated with work in any confined spaces and eliminate any risk involved. A confined space can be more hazardous than regular workspace for many reasons. Working in confined space poses a distinct danger that you could lose oxygen very quickly. If a confined

space has no oxygen you will became unconscious, which could lead to death. Similarly, noxious fumes or gases could quickly give you difficulties with breathing and could cause many other health problems. Since many of the gases and fumes are invisible, you will find yourself in a life threatening situation. Flammable gases can also cause explosions. A confined space could also lead to getting trapped or caught in an enclosed environment. Thus the first thing you should do is to determine whether the work can be done without anyone having to enter a confined space. However, if you cannot avoid entry into a confined space, make sure you have a safe system for working inside the confined space. If there is any risk that the air in a confined space may be unsafe, you should carry out atmospheric testing, as many toxic gases and vapours, such as carbon monoxide, can’t be seen or smelt. The thump rule for you is that if the confined space cannot be made safe for you by taking precautions, then you should not enter the confined space until it is made safe to enter by additional means. Make sure that the safe system of work, including the precautions identified, is developed and put into practice. Everyone involved will need to be properly trained and instructed to make sure they know what to do and how to do it safely

FLIR Systems: Thermal imaging cameras for Border Security Applications FLIR Systems is a global company producing thermal imaging cameras for a wide variety of applications. Thermal imaging cameras produce a clear image in the darkest of nights. They do not need any light whatsoever to produce a clear image in total darkness. But thermal imaging is also useful in broad daylight. A thermal imaging camera cannot be blinded by the sun like a normal CCTV camera. Furthermore, thermal contrast is extremely difficult to mask so people trying to camouflage themselves or trying to hide in bushes or shadows will seamlessly be detected. Thermal imaging technology detects changes in temperature. Based on subtle differences in temperature, called heat signatures, thermal imaging cameras create a crisp image. Thermal imaging needs no light whatsoever to produce a clear image, in practically all weather conditions, on which the smallest of objects can be seen. Due to their ability to detect man sized targets at extremely long distances, thermal imaging cameras are extremely suited for border surveillance.

Thermal imaging cameras with cooled detectors for border security There exist two different types of thermal imaging cameras: those with uncooled detectors and those with cooled detectors. Generally, cooled cameras are used in border security applications as they provide a longer range performance than versions with an uncooled detector. Some models with a cooled detector are able to detect

a man-sized target at a distance of 18-20km. Thermal imaging systems are often used in conjunction with daylight/lowlight cameras that can be used when conditions permit. Installed on a pan/ tilt, these socalled Multi-Sensor Systems can easily be integrated with radar systems in a so-called “slewtocue” configuration. If an object is spotted by radar the thermal imaging camera will automatically turn in the right direction so that it can be seen what the blip on the radar screen really means. Many Multi-Sensor Systems are mounted in this “slew-to-cue” configuration. Multi-Sensor configurations can also be equipped with GPS and a digital magnetic compass to ensure the operator knows where the thermal imager is (this is important for border security applications where the camera is installed on a vehicle) and what direction it is pointing in. Some systems also have a laser range finder to provide a measure of how far away an object is. A tracker can optionally be installed as well.

The advantage of zooming compared to other systems that are using a rotating lens system is that there is no switch or swapping between the different images. You can gradually zoom in while keeping your focus all the time. The fundamental issue that seems to challenge many however, is that of the selection of equipment.... What is the most appropriate fire detection equipment for the job?

he development of fire detection products has come a long way over the past 25 years. In earlier times the choice of equipment was limited and somewhat basic in performance. Today our industry has a myriad of equipment available to choose from. Equipment manufacturers inevitably come up with new ideas, introduce innovative techniques and develop specific equipment with the aim to satisfy new needs and capture greater percentages of the available market. The “Industrial” market sector in particular however has always been one area where traditional detection equipment struggles with performance for a variety of reasons. Technology or new equipment development brings with it certain questions, one in particular; “what is the best technology or type of equipment available to serve the particular risk”? This is not an easy question to answer since each application and environment is so individual, and each has its own idiosyncrasies and needs which lends itself to specific types of equipment. As a result we are thus challenged with how to make the right choice. Determining the most suitable equipment puts pressure on those that are involved directly with the installation of fire detection systems, those that specify systems, cover risks, attend to system alarm callouts and certainly the “end user” who lives with the life cycle cost of any system installed.

Mr. Paul B. Leslie Cost too plays a very important role in system equipment selection. One could even be forgiven, if on occasion we become lost in the “smoke cloud” surrounding equipment preference. Nevertheless, having an ever increasing number and choice of detectors available to us and with the wide variety of applications in which they can be installed, there is no doubt that in many applications equipment is being misapplied. There are several reasons for this; often a limited knowledge of the equipment and technology available, a lack of understanding of the application and environment, a lack of understanding of design around sustainable maintenance for the life of the equipment and certainly budgetary constraints. The need to simply win projects by installing the least expensive equipment is also a known industry concern.

The Industrial Market Sector:

The term “Industrial” generally refers to that market sector involved primarily with manufacturing, www.ind-safety.com

processing and other similar operations. Industrial applications present many challenges for effective and reliable fire detection. Not only does the fire detection system need to detect fires at the earliest possible stage it must also be able to withstand the various environmental conditions without generating nuisance alarms. Conditions can vary from mildly contaminated to that of high background pollution. Whilst many of the cleaner areas, e.g. control rooms, switch rooms, and the like can easily be catered for by the use of ‘standard’ forms of smoke detection, there are areas that require careful thought with regard to the selection of equipment. In high background pollution environments or where constant dust exists or even where smoke and fumes need to be tolerated as part of “normal” operation, the challenges in applying effective fire detection in these situations becomes even more difficult. Equipment must perform when dust, dirt, and high levels of background pollution exist,

contend with varying airflow conditions and finally offer the best possible benefits for the total cost of ownership over the life of the detector.

Industrial Application site Characteristic and Fire System Objectives :

Industrial site characteristics are generally wide and varied. Large fuel loads, high temperatures, toxic, flammable and /or corrosive gases and liquids, wash downs, variable air movement high ceilings, the list goes on, significantly different to the commercial office or shopping centre. Many sites can be slow to evacuate creating a real need for the earliest fire detection notification possible. The fire protection objectives may vary but are also no less important than those in the commercial world, generally set down by; insurers, owners and site managers applicable to the individual site and risks. These for example may include; s Minimising the potential for fires and explosions through an effective fire prevention plan s Provide an effective means of limiting the size and consequence of fire incidents through early detection, effective emergency equipment and procedures s Avoid high insurance deductibles; s Lower insurance premiums,; s Ensure compliance with local codes & standards s Provide ease of maintenance at minimal cost. The fire risks may not be significantly different to those in other market sectors either. There are still; electrical equipment faults, ignition risks due to external factors, lighting faults, bad housekeeping and human factor risks, all can contribute to real losses. Of course

there are those specific risks that exist, such as mechanical equipment faults, overheating due to excessive friction or equipment malfunction, open flames & hot surfaces, process upset and no doubt others. Regardless of whatever fire risk exits, these must be carefully assessed and the appropriate fire detection equipment selected. The overwhelming challenge facing fire detection equipment however is that of its ability withstand the conditions of the application for its life expectancy, which must include a cost consideration for maintenance.

Detection Challenges :

The environmental conditions that exist in industrial facilities can present huge challenges. High levels of dust and dirt can cause malfunctions and nuisance alarms, smoke dilution in large volumetric enclosures influenced by air movement and stratification make it difficult to detect the early signs of fire. Normally-occurring background levels of smoke cannot easily be distinguished from real fire conditions. Unheated or un-cooled spaces cause temperature extremes outside of the operating range of some smoke detectors. Onsite activities such as wash downs can damage/destroy smoke detectors. In all, the many challenges a detector must face in these facilities limits the type available and it’s suitability to withstand these challenges. The correct equipment selection is the first step in ensuring a fit for purpose solution.

Selecting the most appropriate form of Fire Detection for the Application/Risk : Although regulatory requirements typically stipulate where and when fire detection should be installed, ultimately the choice of detection equipment is left those who quote

and are involved in the installation process. The question is “what is the criteria for selection”? An approach, taking in to consideration the many variables in industrial applications should be considered. In order to select the most suitable or appropriate fire detection product for the job perhaps we can begin by considered a few points? s The consequence of loss to fire s The environment in which the detection must operate s The maintenance that will be required to keep the product selected in an operational state. s The cost of the solution

Many manufactures claim their equipment is up to the task so how then do we prioritise our choice? Perhaps the first step is to conduct a simple evaluation? The two key points that should not be over looked and essentially form the basis for the selection of appropriate equipment, are the; “Consequence of loss to fire” and the “Cleanliness of the environment” in which the detection equipment is to operate. The consequence of loss to fire : can equate to how well the detection system can detect a fire, i.e. if the sensitivity is poor then the risk and loss will increase.

The cleanliness of the environment to be protected : if the equipment chosen is unable to cope with the conditions (environment cleanliness) and operate with minimal service and maintenance then it can be deemed inappropriate for the risk. In addition, there is the aspect of longevity – what is the likely life cycle of the product? The more difficult the environment the more robust the equipment must be. Also, the harsher the environment the more intelligent the fire detection system must be.... and let’s not overlook the ability to maintain the system in terms of access and cost! To best illustrate this we can look at a simple selection matrix that has been developed and can aid in the evaluation. The chart (Fig 1) has been termed the “2 x 2 Fire Detection Selection Matrix”. It provides a basic concept in which to view the selection of fire detection equipment for a number of market sectors and environments. The “X” axis considers the environment; “Clean to Dirty” the “Y” axis depicts the “Fire Risk” from Low to High with consideration to detector sensitivity. There are four quadrants that represent the main fire market sectors.

Following is a brief explanation :

The Generic Solution - 1 The “Generic Solution” or Quadrant “1” can be defined as the sector where the fire industry conducts the bulk of business, i.e. the cleaner environments which are more or less considered low risk. Typical applications include residential, commercial applications, office blocks, health care facilities, shopping centres and the like. The fire industry in general services this sector very well. Structures and applications

are assessed and detection systems installed in line with Codes and Standards. A variety of equipment is available from manufacturers to service this particular sector, e.g. point detectors of various types, thermal detectors and beam detectors. Aspirating Smoke Detection (ASD) systems are very capable of addressing this segment and have indeed been used, although point detectors (addressable) are the most popular choice. Cost is certainly a significant factor here since compliance to minimum Codes and Standards is all that is required for the client. Fire contractors make their bread and butter from this sector which is very competitive. The High Risk – 2 The second quadrant the “High Risk” is the area that represents those clean environments but with high risk. Failure to respond at the early stages of a fire in these risks threatens business continuity and/or life safety. These high risk applications require suitable high capability detection with sound performance where any fire incident experienced could incur huge losses. Depending upon the application, specialist fire consultants, and contractors, and in some cases insurance will assess the risk and determine how the application is to be protected. Minimum requirements here are often above those suggested by Codes and Standards and ‘Performance Based’ solutions are often considered in larger facilities. Applications comprise mainly telecommunications facilities, computer and data centre facilities, semi-conductor and clean rooms and so on. Many electrical switch/ substations and control rooms also

fit within this category. It is also not uncommon for large open spaces and warehouses where critical equipment or goods are stored to be considered in this quadrant. Whilst point detection is certainly installed in these facilities ASD is still the chosen detection solution frequently used in these high risk high sensitivity areas and where very early warning detection is paramount. Set and Forget – 3 The term “Set and Forget” has been used here since equipment often deemed appropriate for the application by manufacturers is installed with the confidence and the impression that it will perform with minimal issues and maintenance... in essence install it and forget it. This solution sits in the Low Risk/Dirty quadrant, typically the “Industrial” sector where the challenge in these types of environments is to select a product that will provide a level of fire detection without false alarm activity. The effort expended at the concept and design stage ensures the effectiveness of the detection system. Unfortunately the fire industry often places too much reliance on the products used in Sector 3 without understanding the environmental challenges. Owners and developers may even take a ‘let it burn’ approach to these sites. They just want to get everybody out and pass the responsibility to the fire services and their insurers. A wide and diverse range of industrial applications and environments can fit within this sector and this tends to be where many of the issues occur. Products considered for this sector include thermal detection, CO, beams, linear heat cable, ASD, etc., even specially designed detectors such

as multi-criteria or multi-sensors have been developed to specifically try and minimise nuisance alarms. However, since industrial working environments can be very hostile the conditions can render many of these forms of detection ineffective. On the other hand, and contrary to the belief of many in the fire industry, a realistic and viable option for smoke detection in hostile environments is ASD. A system can be specifically engineered and designed for the application and environment with an appropriate ongoing maintenance plan that can perform as intended. Difficult and Special – 4 Perhaps the most involved sector of all in this matrix is the “Difficult and Special”. The solutions in this sector are purely industrial and must be considered in line with the risk present and the environment to be protected. Any high value processes/assets contained within industries require special attention. Examples can include; s Dusty/Dirty – flour mills, grain silos, fertiliser plants, mining, potentially explosive environments s Freezer/Cold rooms – damp areas – food processing s Corrosive – processing washdown, battery manufacturing, chemical storage and processing The solution in most situations is not cheap to implement, will likely require some system engineering and will come with a maintenance requirement needed to ensure continued operation. Specifiers and end users in this segment usually educate themselves well with regard to the options available before making a decision. Once again ASD has been used quite successfully in this

sector.

Matrix Summary :

As previously suggested, all too frequently we see detection equipment suitable for the “Generic Solution” being misapplied, used, for one reason or another in the other ‘quadrants’. The equipment selected is installed without due thought to the application or environment or the costs associated with maintenance. Nevertheless, regardless of the type of detection chosen, the two key factors that should not be ignored are; s The consequences of loss to fire. s The cleanliness of the environment to be protected. If these two factors are not considered then; s A “Generic Solution” into “Set and Forget” results in Poor detection - Continued nuisance alarms - Increased Cost of ownership s A “Generic solution into “High Sensitivity”: - Exposes the client to increased Loss through delayed detection s A “Set and Forget” into “High Sensitivity” - Results in high exposure to loss. The “Difficult and Special” usually does not go too far wrong as the client, engineer or plant manager has a high level of involvement in the solution. The matrix is offered as a simple means of proving some food for thought in terms of detection equipment selection and is by no means a total answer to evaluating all applications. Nonetheless having consideration to the industrial market sector and conditions aspirating smoke detection is a very real option and a well designed and engineered system using purpose

built equipment will certainly offer a solution. With the above in mind the next step would be to become familiar with the site, risk application and environment with the view to installing and ASD system. In the next issue I plan to provide some advice with regard to the installation of ASD systems in industrial applications. Paul B. Leslie. This article now looks at the actual approach that should be considered when installing fire detection in these environments and particularly when selecting Aspirating Smoke Detection.

The Site Survey :

Invariable the approach taken by those who design or install detection systems in industrial applications tends to be much the same as that taken when dealing with cleaner environments. Minimal thought is given to the actual site application; there is a limited understanding about the facility, the processes that may take place or the environmental conditions, inevitably leading to an undesirably installed system. A thorough site survey of the facility is fundamental to ensuring the correct system design and one of the key critical steps that should be undertaken when planning an ASD system. Of course this is not always possible, particularly when the project has not yet been constructed, however where this can be undertaken it is strongly recommend that a site visit be made. Further and to gain the best understanding of the site and conditions, get the client thoroughly involved.

Client participation provides advantages in that many things are revealed about the site that may not be evident when simply doing a walk around or designing from drawings. An ASD system design should begin with beneficial knowledge where client participation is included.

Some points to consider when conducting a site survey :

Familiarise yourself with the entire site and operation, i.e. s Building /Application construction and neighbouring businesses s Production / processes and activities undertaken s Working operations /changes throughout a given year

A greater understanding of the site conditions is possible with smoke testing and early detection effectiveness can hinge on where detection (ASD sampling points) is located. Since each application is individual, each will also have different conditions; building size, shape, roof height, machinery, equipment, processes and so on, all of which will impact on the way air moves. Is air movement always consistent, what happens when doors or shutters are closed, does the pattern change if these are left open? The pipe system layout must be harmonious with the air movement, after all this is what ASD is all about. Many applications will be relatively straight forward, others more difficult and some will even require special engineering techniques to operate in conjunction with the ASD system. Regardless of the type of application, environment, size, shape, etc., to ascertain the correct location of the ASD sample pipe and sampling holes smoke testing should be conducted. It may be that some applications will require a “performance based” approach, not necessarily one where there is a need to engage specialist fire consultants to engineer the design, but more simply a practical or common sense view to the application whereby it may be advantageous to undertake smoke testing and trial a system to evaluate its effectiveness. Fire

detection systems are not always a mandatory requirement in industrial applications. Certainly there will be those specified applications where fire consultants have been engaged and instances where meeting prescriptive requirements could be a hurdle if effective detection is to be met. In these situations the appropriate authorities as necessary may need to be consulted if a prescriptive requirement can adversely impact on the detection capability. Whilst fire system design in the main must comply with the requirements of Codes and Standards prescriptive layouts are not always practical or the best way in which to detect fires in certain industrial applications. Smoke emitters are typically the best way to conduct testing. They provide a good indication of air movement but must also be done in several locations to gain the best appreciation of air movement. REGIN or VENTAX smoke emitters are available in different sizes from Air Conditioning companies and are ideal for this purpose. Coloured smoke emitters are sometimes used to demonstrate to the client the effect of smoke dilution.

Sampling Pipe Installation Considerations :

Whilst the installation of sampling pipe is important in any ASD application, it is perhaps even more so when installing for hostile environments. The sampling pipe network may also seem somewhat insignificant to some, and is, from time to time subcontracted to inexperience installers who treat it as just another “Conduit run”. An ASD pipe network is the foundation of the system and a good layout is critical to the overall performance. Sampling holes in industrial ASD system designs are typically larger than those

used in cleaner environments, generally around 3 mm or larger and performance must be carefully modeled using appropriate software. It is also recommended that holes be “Countersunk”. Countersinking of holes minimizes contamination build up at and around the hole and assists by creating a mini “venturi” effect, thus allowing contaminates to be easily drawn back to the detector where they are dealt with through efficient filtration.

which this technology functions, so why is it that many tend to forget this basic concept? We must get this part of the system correct and working in partnership with the detector, otherwise we can forget the whole deal – the system won’t perform satisfactorily. No matter what type of detector, controls or type of flow sensing is employed within a detector, implementing a few simple measures can result in a more stable system. A well designed pipe network can also assist in fault finding any air flow faults that may be associated with environmental disturbances, those not necessarily a result of the system design. The smoother the air flow can move within the pipe, and with minimal interruption and friction, the better the whole system will function. Sampling pipe leading directly into the detector ports for example should be straight and without out interruption, i.e. at least 500 mm of free pipe should be installed between the detector and before any bends or pre -filtration or any other in-line components are added. This consideration rules out any possible flow turbulence issues that maybe created when air is immediately being drawn into the detector. Some other simple measures include; s Ensuring all installed pipe runs are straight without sagging and fixed securely at appropriate intervals. If this means closer spaced fixings than that required by local Codes or Standards require, then so be it. s Consider Expansion & Contraction joints – Sampling pipe at roof level in metal buildings will inevitable be influenced by building movement. s Always install long radius

‘Sweeping Bends’ to assist flow and minimize contamination build up at bends – (“T” joints and elbows while suitable in clean applications are not recommended in industrial environments ) s Minimise pipe joins and ensure the correct glue is applied for the type of pipe used…and make sure it is applied sparingly. s Consider ‘Catenary’ cable where access may be difficult or where obstructions create the need for more bends. Sampling pipe affixed to catenary cable allows straight and true installation of pipe. s Consider hole orientation

ASD System Engineering :

There are many ways in which to approach, adapt or enhance the performance of ASD in industrial facilities to ensure the best possible operation and performance. Many system installations are straight forward; others due to their location, operation and the site conditions require some level of system engineering, i.e. the use of additional measures to perform reliably within the environment. This task is made considerably easier if the detection equipment is purpose built such as that offered by Xtralis Pty Ltd. The (VLI) “Industrial” detector was specifically designed and developed for use in hash and difficult environments. My experience over the years has shown that when designing ASD systems for the industrial market sector, one must also be conscious of the possible and various pitfalls, often unclear to those with little ASD installation experience or those that have only applied ASD in cleaner environments. Temperature variations and humidity can create unforseen issues. Sometimes a detector can only be located in the area in which

it is to detect and where high and low temperature conditions exist. Applications where hot, cold, humid or wet conditions exist may require some system engineering. Similarly protecting the pipe network from extremes of temperature may mean installing specific types of pipe. Metal can be used, in fact copper, stainless steel, HFT and other similar pipe is acceptable and has been successfully used. Protective enclosures may also be required for equipment to guard against tampering; process washes downs, steam or any other on site environmental condition. Detectors may require cooling in some instances which can be accomplished through simple thermoelectric cooling, air can also be cooled using other techniques. Perhaps specific Chemical Pre Filters may be needed to assist in minimising the impact of background air contamination before it enters the detector, this can be done thus protecting the internal detector components from corrosion. Whatever the condition ASD in most situations can be adapted and various methods of system engineering applied.

Detector Contamination :

It is no secret that aspirating smoke detection was conceived and developed for use in “CLEAN” environments, i.e. the Telecommunications, Data Centre and Computer room type applications. Switch rooms, control centres and the like are also typical applications where ASD is the chosen product and where very early warning is accepted as the best technology. However let’s not forget however that it has also proven itself time and time again in hostile environments, and although there are still perceived views within the fire industry that ASD is unsuitable, thousands of systems

have been installed globally for over 25 years. The one very important fact associated with any detection equipment used in industrial environments is that, it will suffer the effects of wear and tear and particularly contamination impact. Regardless of the technology, whether photo optical point, ionisation, laser, etc, equipment deterioration, is inevitable.... even with ASD systems. Since ASD systems actively draw in air, together with whatever contamination there may be in the environment, management of contamination is essential. Minimising the impact on the equipment requires good physical filtration. Unless this is addressed correctly contamination will ultimately compromise performance and the serviceable life of the equipment. An ASD system proposed for use in hostile environments must be equipped with the best filtration measures possible if it is to survive. With the increase in ASD products globally each manufacturer has developed varying ways in which to deal with contamination. Some detectors draw in 100% of the environment air without filtration relying on complex algorithms and other measures to manage dust contamination, at the same time suggesting smoke can be detected

Warehouse environment with heavy dust build up on boxes. effectively. Others use minimal or basic mechanical filtration methods and only apply Pre filters in applications that really warrant. Suffice to say that any aspirating smoke detector not designed for the environment will draw in contaminated air and without the proper filtration will experience the effects. Pre filters have become a part of ASD systems used in many hostile environments, however there is one important aspect that must be made clear and an issue unknown to many who install and maintain ASD system in these difficult applications..... Pre filters are not monitored. When pre filters begin to accumulate a certain level of contamination they will not allow smoke to be drawn to the detector. This phenomenon is termed “smoke attenuation”. The pre filters can become contaminated to such an extent that only air will pass through. It is difficult to say how long this phenomenon will continue before an actual air flow fault is raised since all ASD systems are different. It will also depend upon the type of contamination within the environment. A time frame anywhere from a week to perhaps months is not unusual. The issue arises when the maintenance regime applicable to the pre filters is not strictly followed. The required level and

frequency of maintenance depends upon the application and the environmental conditions but the underlying concern is that a period of time can pass where the ASD system will not effectively detect smoke. Xtralis Pty. Ltd. have recognised this problem and developed for the industrial market a specific detector which incorporates a monitored “Intelligent” filter within a purpose built detector designed with contamination in mind.

ASD System Maintenance :

I have said that industrial applications comprise many different environments and conditions and as such the degree of preventive maintenance for each must be considered in line with the type of contamination and concentration level within the area. Environments with low levels of background contamination may only require preventive maintenance as set down by the manufacturer in their product manual, however where contamination levels are more severe additional preventive maintenance will be required. In addition to the detector and pipe network a certain level of attention must also be given to any other ancillary equipment associated with the system, e.g.

Maintenance can be conducted by the original installer or an authorized distributor or well trained service contractor. Some companies specialise in the maintenance and service only of fire systems becoming well versed in what is appropriate, what works and what doesn’t. In all, industrial sites will require a more rigid level of maintenance and service than cleaner applications.

Are all ASD Systems suitable for Industrial Environments?

This is a question that can only be answered after the proper evaluation of the various ASD products available to the market. We are all pretty much aware that equipment manufacturers push the worth of their products over that of their competitors and here, once again the user, specifier, fire contractor, etc. is faced with a choice, albeit it is now to do with the selection of an ASD system. Having stated that any fire detection equipment used in hostile environments will suffer the effects of contamination it is important to

recognise that even amongst ASD products all is not necessarily equal. Each manufacturer’s equipment must be carefully analysed to ensure suitability for the application and conditions. Fortunately this evaluation process can be made simpler if consideration is given to “Independent” third part product testing. Interestingly Hughes Associates, Inc. (Fire Science & Engineering) (HAI) in the USA conducted a webinar in July 2012, titled “Testing & Verification of ASD Products in Different Environments”. HAI witnessed and verified testing of several manufacturers ASD products. Testing was undertaken to assess ASD performance under different environments as may relate to different applications. ASD technologies can have different detection principles and methodologies and as such can perform differently relative to the application and environment. Several product brands were tested with varying results. Not only were products tested for clean environments but also for industrial

s Chemical Pre Filtration – (Media must be checked and changed regularly) s Water Traps/ Coalescing Filters / Driers - These must be checked periodically to monitor either water build up or evaporation. s Back Flushing – A practice regularly implemented to clean the pipe network in hostile environments. environments, the aim to better understand the features and options available in ASD technologies and their performances in these various applications and environments. With regard to “Industrial” application testing the focus was on determining the performance of ASD as a technology in these environments by evaluating: s Detection performance in moderately high airflow environments s Test performance of ASD with automatic alarm threshold adjustment algorithms to slow smoke growth scenario s Test performance of ASD in moderately low ambient background smoke levels s Test ASD long-term performance to impact of contamination on hardware s Comparative assessment of detection response to smoke and dust sources In a further attempt to establish the suitability of ASD products in industrial or hostile environments VIPAC Engineers and Scientists also conducted some testing of a number of current market available ASD products. The testing was very specific, relating to “Accelerated Life Testing” using Ashrae 52.2 standardised loading conditions (dust). Four (4) commercially available ASD products were chosen and tested. The detectors selected were those where the respective manufacturers market their products as being “suitable” for use in industrial environments and conditions which could be considered harsh or hostile. Subsequent to the VIPAC testing the following chart was developed to indicate the results. The outcome is surprising and certainly shows that not all detectors

will offer the same performance when exposed to dust. I might add that the chart has been modified slightly for this article and the four detectors tested have been indicated only as ASD #1, #2, #3 and #4. Testing showed that detector #3 had a relatively short life cycle and could only sustain operation over a short period before replacement was required. Detector #4 whilst having a slightly longer life cycle did require both frequent filter replacement and repairs. Repairs typically relate to aspirator and/or sensing chamber diminished performance or failure. Some component failures can be addressed in the field others require return to the manufacturer. Detector #2 experienced better performance than #4 and #3 although its life cycle was also less than desirable. Only one detector, # 1 showed that it could sustain a substantial life cycle at the same time deal with the effects of dust. Perhaps the most critical aspect observed with this testing is that of deteriorating detector sensitivity. Three out of the four detectors showed significant sensitivity loss during testing. This is certainly a major concern when selecting equipment for these environments, after all this is about detecting fires early and effectively isn’t it? So, what is the aim of all this? The overall aim and subsequent results of any independent third party testing is to establish the suitability of fire detection equipment to do its job in the application and environment for which it is intended. Educating practitioners and others about the correct selection of any product including ASD and its true performance in industrial environments can only lead to better installed and performing systems with ultimately less likely

problems and nuisance alarms.

Summary: Air sampling smoke detection has come a long way since its inception. Today there are many global manufacturers with a host of products. The detector is only one part of an ASD system and managing performance in both clean and difficult/dirty environments with this technology requires knowledge and experience. To provide the best possible fire protection for an industrial application /environment means selecting the correct technology and the most appropriate product in the first instance. It must be purpose built and be able to withstand the conditions on site providing efficient and effective contamination management. The detector must maintain its sensitivity over the life of the detector and provide a low total cost of ownership. A practical and cost effective design which includes the pipe network is also a significant factor if the system is to offer performance with low maintenance for the expected life of the equipment. Most importantly, the system must be installed, commissioned and maintained correctly with follow-up checks to make the necessary adjustments that were either known or unexpected at the design stage. A good system, designed with adequate capacity will be able to be ‘fine-tuned’ post installation to ensure the expected performance for the end user. Finally, ASD systems can perform in industrial applications and environments but should only be designed and installed by those with knowledge and experience.... if you don’t have the knowledge and experience, get it! Hardwired Burglar Alarm System : Hardwired Burglar Alarm systems are those that have the devices wired directly to the control. Wireless Burglar Alarm systems send radio signals to a receiver in the control, which processes the signals. There is nothing more dependable than a pair of copper wires to send a signal from point A to B. Our company recommends a hardwired burglar alarm system over a wireless burglar alarm system in all instances where one can be installed. Oftentimes the only thing that can be installed in the user’s place is a wireless or “radio frequency” system. Other factors : Low quality cheap wireless systems are likely to cause severe signal drop or cross-talk problems (other signals from neighbouring houses or establishments mixing up with the user’s own). Such systems do not work in basements or even in attics. Also, a wireless burglar alarm system takes less time for workers to install because they don’t need to take the time or to have the skill to hide the wires. Wireless burglar alarm equipment has several other shortcomings that are unavoidable no matter what the quality of equipment you get. The transmitters are large and having one on each of the apartment / office doors is not as aesthetically pleasing as the small hardwired devices. However technology may change soon. The transmitters have batteries in them that have to be changed periodically. Wireless devices are frequency and brand specific so they must match the manufacturer of the control. Updating your control in the future could thus render all your devices useless or restrict your choices in control features. ersonal protective equipment (PPE) refers to protective clothing, helmets, goggles, or other garments or equipment designed to protect the wearer’s body from injury. The hazards addressed by protective equipment include physical, electrical, heat, chemicals,biohazards, and airborne particulate matter. Protective equipment may be worn for job-related occupational safety and health purposes, as well as for sports and other recreational activities. “Protective clothing” is applied to traditional categories of clothing, and “protective gear” applies to items such as pads, guards, shields, or masks, and others. The purpose of personal protective equipment is to reduce employee exposure to hazards when engineering and administrative

controls are not feasible or effective to reduce these risks to acceptable levels. PPE is needed when there are hazards present. PPE has the serious limitation that it does not eliminate the hazard at source and may result in employees being exposed to the hazard if the equipment fails.

Practices of occupational safety and health can use hazard controls and interventions to mitigate workplace hazards, which pose a threat to the safety and quality of life of workers. The hierarchy of hazard control hierarchy of control provides a policy framework which ranks the types of hazard controls in terms of absolute risk reduction. Respirators : Respirators serve to protect the user from breathing in contaminants in the air, thus preserving the health of one’s respiratory tract. There are two main types of respirators. One type of respirator functions by filtering out chemicals and gases or airborne particles from the air breathed by the user. Gas masks and particulate respirators are examples of this type of respirator. A second type of respirator protects users by providing clean, respirable air from another source. This type includes airline respirators and self-contained breathing apparatus (SCUBA). In work environments, respirators are relied upon when adequate ventilation is not available

In the United Kingdom, an organization that has extensive expertise in respiratory protective equipment is the Institute of Occupational Medicine. This expertise has been built on a long-standing and varied research programme that has included the setting of workplace protection factors to the assessment of efficacy of masks available through high street retail outlets. The Health and Safety Executive (HSE), NHS Health Scotland and Healthy Working Lives (HWL) have jointly developed the RPE (Respiratory Protective Equipment) Selector Tool, which is web-based. This interactive tool provides descriptions of different types of respirators and breathing apparatuses, as well as “do’s and dont’s” for each type. In the United States, The National Institute for Occupational Safety and Health (NIOSH) provides recommendations on respirator use, in accordance to NIOSH federal respiratory regulations 42 CFR Part 84. The National Personal Protective Technology Laboratory (NPPTL) of NIOSH is tasked towards actively

Skin protection : Occupational skin diseases such as contact dermatitis, skin cancers, and other skin injuries and infections are the second most common type of occupational disease and can be very costly. Skin hazards, which lead to occupational skin disease, can be classified into four groups. Chemical agents can come into contact with the skin through direct contact with contaminated surfaces, deposition of aerosols, immersion or splashes. Physical agents such as extreme temperatures and ultraviolet or solar radiation can be damaging to the skin over prolonged exposure. Mechanical trauma occurs in the form of friction, pressure, abrasions, lacerations and contusions. Biological agents such as parasites, microorganisms, plants and animals can have varied effects when exposed to the skin. Any form of PPE that acts as a barrier between the skin and the agent of exposure can be considered skin protection. Because a lot of work is done with the hands, gloves are an essential item in providing skin protection. Some examples of gloves commonly used as PPE include rubber gloves,cut-resistant gloves, chainsaw gloves and heat-resistant gloves. For sports and other recreational activities, many different gloves are used for protection, generally against mechanical trauma. Other than gloves,any other article of clothing or protection worn for a purpose serve to protect the skin. Lab coats for example, are worn to protect against potential splashes of chemicals. Face shields serve to protect one’s face from potential impact hazards, chemical

Eye Protection : Each day, about 2000 US workers have a job-related eye injury that requires medical attention. Eye injuries can happen through a variety of means. Most eye injuries occur when solid particles such as metal slivers, wood chips, sand or cement chips get into the eye. Smaller particles in smokes and larger particles, such as broken glass also account for particulate matter causing eye injuries. Blunt force trauma can occur to the eye when excessive force comes into contact with the eye. Chemical burns, biological agents, and thermal agents, from sources such as welding torches and UV light also contribute to occupational eye injury.

Safety glasses provide minimum protection from external debris, and are recommended to provide side protection via a wraparound design or via side shields. Goggles provide better protection than safety glasses, and are effective in preventing eye injury from chemical splashes, impact, dusty environments and welding. It is recommended that goggles with high air flow be used, in order to prevent fogging. Face shields are a useful form of additional protection to be worn over the

Overall, about 22 millions workers in the United States are exposed to potentially damaging noise levels each year.[8] Occupational hearing loss accounted for 14% of all occupational illnesses in 2007, with about 23,000 cases significant enough to cause permanent hearing impairment. About 82% of occupational hearing loss cases occurred to workers in the manufacturing sector. The Occupational Safety and Health Administration establishes occupational noise exposure standards. NIOSH recommends that worker exposures to noise be reduced to a level equivalent to 85 dBA for eight hours to reduce occupational noise induced hearing loss. PPE for hearing protection consists of earplugs and earmuffs. Workers who are regularly exposed to noise levels above the NIOSH recommendation should be furnished hearing protection by the employers, as they are a low-cost intervention.

Indian Market Scenario : Frost & Sullivan in a report last year found that the market earned revenues of $132.1 million in 2009 and estimates this to reach $303.1 million in 2016. The study covers above-the-neck PPE, protective clothing, respiratory protective equipment, protective gloves, and protective footwear segments. Currently, low-cost, uncertified, and sub-standard products that decrease the safety levels of personnel and erode the market shares of certified PPE manufacturers dominate the Indian PPE market. The high price sensitivity among end users also discourages market growth in terms of revenues. Further, no incentives are available for those who adopt high quality product offerings. Some end users even tend to re-use the disposable PPE, especially protective clothing and gloves. This industry is bogged down with some familiar problems. (GIA) says that although current growth is slipping amid the cooling world economy, the global market for personal protective equipment is nevertheless expected to reach $33.3 billion by the year 2015. It should be noted that a lot of fraudulent sales took place in less developed economies when the panic spread about the H1N1 virus, and large quantum sales of useless masks took place. It is a credit to the industry, that despite the weakening in market variables brought about by the recession, the PPE market has successfully weathered the downturn without recording hurting erosion in sales and revenues, GIA says. This is largely because the underlying economics of PPE goes beyond the temporary weakness in the market’s climate. Companies cannot afford to cut corners on PPE for long, given the disproportionately higher costs associated with employee/ worker injuries, loss in productivity/ performance, and penalties paid for violation and non-conformance of OHS laws. These costs tend to far outweigh any gains stemming from cutting PPE expenditures as a measure to save money. Additionally, a comfortable percentage of the PPE market is built upon legally binding requirements. Thus again, change in legislation has played a solid role, to begin with Europe and United States collectively account for a major share of the global market. Driven by rapid industrialization induced new manufacturing works and construction projects underway in developing markets of India, China and Vietnam, Asian market for Fall Protection Equipment is projected to reach $122.3 million by the year 2015.
