complexities and safety is one of the major issues to be addressed. Be it personal or occupational safety, attention has been arrested of the authorities’

world wide. Lot of brain churning is being done for making safer world. Safety is serious issue and should be taken on priority. Mankind has witnessed severe consequences upon ignoring the importance of safety. One of the biggest tragedies we can name is “Bhopal Gas

Tragedy” where safety measures were ignored and which brought disaster. A government affidavit in 2006 stated the leak caused 558,125 injuries including 38,478 temporary partial injuries and approximately 3,900 severely and permanently disabling injurie. I would like to congratulate “INDUSTRIAL SAFETY REVIEW” for

dedicating their June 2014 issue for safety and would like to thank them for inviting me as a guest editor for the issue. A lot has to be done on the front of safety. The importance of safety

has to be prophesized by the authorities and laws should be stricter. Every individual should be educated safety as a syllabus so that this becomes a

habit to minimize causalities. Indian safety industry has graduated itself with impressive range of products to address the issue and help to make much safer environment, if measures are implemented properly. Safety must be imparted as habit not as law. Law can be ignored at point of time but habit can’t be part-with. SAMA has indulgence to promote safety for long on work place or otherwise. It has conducted seminars, conferences etc. to educate safety. This is high time we should talk and act seriously about safety. I once again congratulate “INDUSTRIAL SAFETY REVIEW” for their effort.

Schools urged to teach students how to stay healthy and safe at work With millions of students preparing to embark on work experience or their first jobs in the coming weeks and months, schools across the UK are being urged to take advantage of special offers on a British Safety Council qualification that teaches 14-19 year olds how to stay safe and healthy at work.

R

esearch shows that workers are far more likely to be injured in accidents in the first six months of a new job, and young people can be particularly at risk due to factors such as their unfamiliarity with hazards, a lack of physical capability and a reluctance to raise concerns. The number of young people killed and injured in the workplace remains disproportionately high. A young worker is 50% more likely to have an accident than an older worker. The British Safety Council’s Entry Level Award in Workplace Hazard Awareness is specifically designed for 14-19 year olds and builds students’ awareness of important health and safety issues before they embark on work experience or their first job. Schools

are being encouraged to take this up for the academic year 2014/15 with a number of offers until 31 October 2014 including a waiver of centre and qualification approval fees. Alex Botha, Chief Executive of the British Safety Council, said: “The British Safety Council’s vision is that no one should be injured or made ill at work and it is a priority to reduce the risks young people face in the workplace. In the UK last

year 148 people died at work, 21,000 were seriously injured and around 27 million working days were lost due to work-related illness and workplace injury. Workplace injuries and ill health cost society at least an estimated £13.8 billion annually. “We recognise that safety is about people and education is essential. Our Ofqual-accredited qualification teaches young people how to keep themselves and their co-workers healthy and safe and encourages them to speak up if they have concerns about the hazards they are facing. I urge every school and academy across the UK to take advantage of our affordable way to educate young people to help prevent them from being killed, injured and made ill at work.”

British Safety Council launches Sword of Honour and Globe of Honour awards

to celebrate health, safety & environmental management excellence The British Safety Council has formally launched its prestigious 2014 Sword of Honour and Globe of Honour awards, designed to recognise and celebrate exemplary management of health, safety and environmental risks by businesses around the world.

T

he 2014 awards mark the 35th consecutive year of the Sword of Honour, awarded for health and safety management excellence, and the fifth year of the Globe of Honour, awarded for excellence in environmental management. These two awards are open to organisations from all countries and business sectors who have achieved the maximum five stars in the British Safety Council’s independent Five Star health, safety and environmental management audits in the period August 2013 – July 2014. To be awarded a Sword of Honour or Globe of Honour, an organisation must be able to demonstrate to an independent adjudication panel that they have a proven track record and a culture of best practice for excellence in health and safety or environmental management that runs throughout the business – from the shopfloor to the boardroom. The Sword of Honour and Globe of Honour are an important part of the British Safety Council’s drive to recognise and celebrate exemplary health, safety and environmental management in the workplace. Alex Botha, chief executive of the British Safety Council, said: “The Sword of Honour and Globe of Honour are highly prestigious accolades that recognise the huge commitment and effort of the winning organisations and their employees in achieving

and sustaining the highest standards of health, safety and environmental practice. “Sensible & proportionate health, safety and environmental management is of great social and economic value: it protects people and the environment and is good for business. “In order to achieve the vision of the British Safety Council, that no one should be injured or made ill at work, we need to publicise the example set by both Sword and Globe of Honour winners. Publicising the successful management approaches of Sword and Globe winners will help other organisations to focus on what they can do ensure that their health, safety and environmental risks are properly controlled. “I would urge any eligible organisation to apply for the Sword of Honour and Globe of Honour – both to celebrate their achievements in ensuring safe, healthy and sustainable workplaces and business activities; and to inspire other organisations around the world to strive for excellence in the management of health, safety and environmental risks.” The closing date for applications is 12 September 2014 and the results will be announced on 10 October 2014. Winning organisations can attend a celebratory luncheon on 28 November 2014 at the historic Drapers’ Hall in the City of London to receive their awards.

Last year, 68 Swords were awarded and eight organisations achieved the Globe of Honour. The winners were drawn from a wide range of business sectors in the UK, Europe, the Middle East and India, including construction, energy generation and distribution, financial services, manufacturing, oil and gas, retail, transport and utilities. In 2013, seven organisations won the ‘double’ – both the Sword of Honour and Globe of Honour. These were: AWE Construction; Dubai Electricity and Water Authority; Hargreaves Industrial Services (Liverpool Bulk Handling Terminal); Mace Ltd (Technology and Renewable Energy) Horizon Centre; Reliance Gas Transportation Infrastructure Ltd; Unipart Consumer Logistics – Cowley; and United Biscuits – Midlands Distribution Centre. Other notable Sword and Globe winners in 2013 included Aston Martin Lagonda, Drydocks World Dubai, JCB Excavators, Lloyds Banking Group, McArthurGlen Designer Outlet, Office Depot UK and the Wellcome Trust.

PLM Software expands at Toyota

for its vehicle

oyota Motor Corporation has expanded its vehicle safety information management system based on Siemens’ Teamcenter® software. The system has been in use since January 2013 as part of a comprehensive initiative to produce safe vehicles for its customers. Teamcenter was selected based on the proven track record of its technology and its widespread usage throughout the global manufacturing industry. Market requirements regarding safety compliance for vehicles are constantly increasing. In 2011, the International Safety Organization (ISO) published the ISO 26262 Functional Safety standard which defines functional safety for automotive equipment applicable throughout the lifecycle of all automotive electronic and electrical systems. In order to ensure compliance with ISO 26262, Toyota decided to implement a new safety information management system based on PLM that would standardize processes across multiple divisions.

Bodega Norton Winery HID Global, in partnership with system integrator Fundación Ada Byron (FAB), enhanced and streamlined the winery’s logistics and processes with a new solution that replaced a cumbersome, outdated tracking system used for compensating employees. This system was based on the manual distribution and collection of thousands of aluminum and plastic chips that tracked the amount of grapes picked by harvesters. With the new solution, each harvester is issued an armband equipped with a unique HID Global contactless card, grape collection bins are now tagged with HID Epoxy Disc tags and vineyard supervisors are outfitted with NFC-enabled smartphones. The system enables vineyard supervisors to simply place their smartphone next to the harvester’s armband triggering an audible beep that assures both the harvester and supervisor that the collection bin has been counted and credited to the appropriate harvester. Steria Secures another new contract in India with the Allahabad police department

Under the new contract, Steria will provide integrated Computer Aided Dispatch platforms that will handle inbound ‘Dial-100’ citizen distress calls. The GIS-based (Geographical Information System) platform will capture caller information and location coordinates, and dispatch them to the nearest police

This new functionality will improve efficiency, reducing the time it takes to respond to calls and providing a better view of emergency situations for more efficient resource mobilisation and allocation. Steria will also implement CCTV Surveillance with advanced Video Analytics at 43 sensitive locations across the city of Allahabad. These locations will be monitored round the clock from a modernized control room with the help of OFC communications backbone. The project includes a systems integration phase, followed by two years of application support. Steria will work on the installation of the application software, the setup of data centre infrastructure, the system’s control room, network and connectivity. Steria has partnered with TCIL (Telecommunications Consultants India Ltd), a public sector telecommunications consultancy and engineering company that operates under the Ministry of Communications and IT, for the bid. A lot of customers initially buy these products due to cost, but remain unsatisfied with product quality and service. The government should start an awareness campaign highlighting the value that local manufacturers can provide and should set up a regulation to curb very low quality products. Way back in 1972 few members in Mumbai who were manufacturing different (PPE) personnel protective equipment thought of meeting together and discuss to propagate use of PPE in industries. It has now became more necessary and imperative for us not only to supplement but also play a positive role to prepare us and the community around for all types of disasters both natural and man-made.

Q. Do you think the government polices are resourceful enough to

address safety issues? Government Policies are resourceful or active when there is Fatal/Serious disaster or an unforeseen condition prevails. It is also problem with them that they do not have enough manpower. Experts view says that unless top boss propagates: Safety Culture” in their organization then and then safety issues will be resolved.

Q. What more has to be done in terms of policies to make world safer? Developed countries are having very stringent rule and heavy penalties on any unwanted incidents/accidents and thus they take care of mankind. They have understood the value of man which is not prevailing in underdeveloped countries. As we have “WHO” i.e. taking care of Health of man all over world, so similar organization to start who will take care of safety of a man wherever he works whether he is in Industries, mines construction work or even walking on road.

Emerging issues and outcomes of Behaviour Based Safety (BBS) implementation Brief about the Author

Introduction Employees violate safety rules inside the company as children do in school. Employees begin compromising safety rules first by not wearing PPE (personal protective equipment) and gradually go up to violating the SOP (standard or safe operating procedures). These unsafe/ at-risk behaviours on part of employees commence the journey for injuries and fatalities (Kaila, 2012, 2014). According to security personnel of a company, “fifty percent of contract workers inside the plant are not wearing PPE; we could not enforce it at the company gate, as head of departments (HODs) would call us to allow them inside the plant without PPE as their work would suffer. On the other hand, the contract workers did not wear PPE as they were not provided with by their contractors and the safety department did not enforce penalty for the same on the contractors. This clearly reflects that they all joined to compromise with unsafe behaviours.” With the change of ownership from top to bottom level, safety culture in organizations has dramatically

He has over 30 years professional experience and has to his credit several projects with ICSSR, UGC, NSC and World Health Organization; and has authored 12 books, and a large number of articles for refereed journals and newspapers. changed (David Broadbent, 2014). According to Fred R. (2014), new BBS programs evolve through continual training. This requires communication skills among all employees, not just those on the work floor. The management team must be as excited to see progress, and participate with the behavioral observers on a continued cycle, where praise and reward goes a long way towards sustaining the BBS program. BBS means more people would voice for safe behaviours as being trained observers (Kaila, 2013). According to a deputy general manager of the company, “safety means the number of heads entered in the company premises should be equal to number of heads out of the company gate (with a smile) everyday.

Research Method A large gas company in India invited the BBS experts to implement BBS in their gas processing units, petrochemical unit as well as pipelines for almost 4000 employees and 2000 contractors’ workmen. The methodology used for

implementing BBS is as follows: 1. Conducted BBS awareness workshops for 20% employees i.e. 800 observers 2. Conducted Five Days BBS Lead Trainers Workshop for 5% i.e. 200 employees 3. Conducted Five Days BBS Roll-out Activities including support and hand-holding with lead trainers’ observation and feedback skills 4. Formed and conducted meetings of Multidisciplinary BBS Functional Safety Committees for Safety excellence and implementation (such as Process, Physical, Maintenance, Road) • Process Safety Committee:- Review and updates on Safe Operating Procedures, Work Permit System & Lock-out, Tag-out procedure, Management of Change, Training needs, Incident Investigations, Audits, Interlocks, Design Verses operating Parameters, Loading and unloading etc. • Physical Safety: - PPE need and

compliance, housekeeping, ergonomics, equipments and tools, mobile usage, rules-regulation and standards on safety and its compliance etc. • Maintenance Practices (mechanical, electrical and instrumentation):- calibrations, material handling, electrical tools, energisation and de-energisation etc. • Road Safety: - The road safety subcommittee is responsible for assisting the Site Steering Committee to ensure road safety by developing road safety guideline, Travel guideline, Rules and regulation for safe driving and implementing other road safety measures etc. This is an on-going study and data in this article dates between September 2013 and May 2014.

Dealing with issues and apprehensions faced by the BBS Lead Trainers/Observers Multidisciplinary Lead Trainers/ Observers from various units/areas faced various issues and apprehensions while implementing BBS and these are dealt with as below: a. How to deal with stubborn employees for correcting their unsafe behaviours? – By persuasion, follow-up, coaching or challenging them. b. How to deal with senior employees for correcting their unsafe behaviours? – It is matter of fear versus saving life. One should not make discrimination between junior/ senior employees in saving human life while dealing with atrisk behaviour which could trigger serious consequence such as death. c. People could enter fake data in BBS checklist of the safe/unsafe behaviours observed. Restrict filling-up of BBS checklist by trained observers and lead trainers. Randomcheck on the quality of observation by lead trainers. Compare percentage of behavioural trends with ground reality of corrected

behaviours on the shopfloor. Being over-critical/ over-anxious about future implementation to be avoided. There is no significant trend of fake data reported from other organizations. Hence, better focus on observation process outcomes and discuss regularly. Contract workmen may or may not fill observation checklist. They are basically trained to observe and correct unsafe behaviours around them. How to reward a best observer? Best observer could be rewarded for maximum number of observations as well as corrections of unsafe behaviours, maximum number of observations days, and maximum number of behaviour categories observed. Whether focus on Observation or measurement: first focus on firming up ‘the process of observation and correction’ by creating BBS awareness among all employees/ workmen. Simultaneously and gradually focus on efficacy and accuracy of measurements of BBS data. Some employees do not involve or connect with BBS activity due to organizational behaviour reasons such as lack of promotion, low job satisfaction, poor interpersonal relations. To resolve this, first sensitize these people to the concept of BBS and then involve them in leadership role for BBS project activities for promoting their selfregard which has been damaged due to negative organizational experiences. In addition to the above, some HODs/OIC’s apprehension for BBS implementation came up in terms of the extent of involvement of people and time due to lack of standard manning.

Emerging Outcomes of BBS Implementation It is a desire of meeting targets that people exercise power and authority, hurry up and bypass safety, and in this

process that the poor workmen are disabled or killed. Therefore we need to challenge our own behaviour first and question our consciousness that is it proper to kill people to achieve targets. This was implicitly confessed by the training participants. BBS implementation in organizations has positively reflected in audit reports. Safety auditors have appreciated involvement of employees in safety behaviours (Kaila, 2013). An executive director said, “With BBS implementation, everybody would become behaviour safety officer 24x7, 365 days”. An engineer in-charge expressed that applying BBS inside plant depends upon my boss. Therefore the role of unit heads is to encourage people through e-mail messages or personal interaction with observers is necessary. Each awareness workshop was inaugurated by different General Manager each day pumping energy into participants. This is something special. Training and Safety departments coordinated very well. Work permit violations have been reported to a great extent. PPE non-use and its lack of provision is a big issue. An acceptance of BBS concepts is reflected through oneday sessions’ participants. However the resistance was also shown by some participants mentioning organizational constraints such as target pressures, lack of standard manning. The site BBS steering team and functional committees are formed. An issue of lowest quotation came up very significantly as the concerned contractors were least bothered or educated about safety issues or providing basic PPE to their workmen. Another issue of production priority over safety required organizational leadership intervention. The visible outcomes that emerged as a result of BBS Implementation are the following: 1. Developed 359 BBS observers and 56 lead trainers to carry forward the safety culture movement to the remaining staff/contractors.

Their enthusiasm and openness is witnessed. 2. Five Days Workshops upgraded the Lead Trainers’ clarity of BBS concepts and skill of training delivery to their colleagues. As a result, the Lead Trainers conducted three supervised workshops with full confidence, faith and conviction in BBS at each location. 3. Lead Trainers felt a sense of satisfaction by correcting serious unsafe behaviours by regular reminders. They prepared the BBS awareness training module with much creativity and field examples. 4. Prepared IT enabled BBS Checklist, BBS Observation Card, Banners and Sticker for observers’ identity. 5. Average base level of behaviours at Sites was found to be 73% safe behaviours, 27% unsafe / at-risk behaviours. As a result of corrections of unsafe behaviours, the safe behaviours have gone up from 73% to 95% that needs to be sustained by continuing BBS observation rounds. 6. Some of the characteristics of lead trainers were found to be: good voice quality, involvement of participants, clarity of BBS Objective, dealing with questions effectively, creativity and originality of examples/workshop material, high energy level. 7. The receptivity of the BBS programme by employees, CISF (Central Industrial Security Force), Contract workmen at the sites is felt to a great extent. 8. The BBS banners are displayed across the plants. 9. The monthly BBS award scheme has been chalked out for observers based on observation data in 4 categories i.e. executives, nonexecutives, CISF, and Contract workers. 10. The BBS Checklist (bound booklet) was distributed to all trained observers for continuing observations. 11. The personal involvement, administrative support and leadership of OIC, the cooperation

and coordination of Head (Fire &Safety & IT), and all HODs is visible and appreciated for all BBS activities. 12. The regular discussions on the daily developments were held between BBS Task Force members and Experts. 13. The guidance and involvement of faculty members was found to be useful for the site to implement BBS in true spirit and to be an incidentfree organization. 14. Despite all strengths of BBS Implementation, some employees at the Sites expressed resistance, pressures of work for target completion, too many audits going on, degree of time involvement and lack of resources such as PPE etc which were dealt with effectively and addressed by the officer incharge (OIC) and BBS experts. 15. The regular highlighting of the fact at the sites that the BBS Implementation is a Corporate Agenda and personal involvement of the Chairman of Corporate Steering Committee, General Manager – HSE and his Team, Task Force Members helped implementation of BBS. 16. Interacting with individual HODs and clarifying their role and involvement facilitated driving BBS. 17. Behavioral changes are visible as a result of implementation as perceived by the lead trainers. 18. Lead trainers perceived that on an average, 75% of safety is exercised by the work-permit issuer, 50% by the receiver/ accepter, 30% by the executors and these gaps are filled by the BBS observers. 19. The closing meetings of the Site BBS Steering Committee expressed satisfaction and looked forward to the first follow-up meeting with BBS experts.

Recommendations Unsafe behaviour of anybody in the site/plant is a continuous risk for all persons and the plant till it exists and does not get corrected.

Unsafe behaviour howsoever small would become critical for life and property anytime. The following recommendations would help consolidating BBS implementation for maintaining incident-free organization (Kaila, 2013a). 1. Lead Trainers/observers must practice observation of one SOP or work permit or Lock-out Tag-out (LOTO) a day besides observation of PPE or housekeeping etc. 2. It is suggested for the company to set up an e-group on the intranet / website for lead trainers, observers, and those related to BBS from all sites to share their success stories and experiences. 3. Maintaining a ‘directory of lead trainers of all sites’ at the Corporate HSE and periodic mentoring by the corporate team would facilitate BBS Project. 4. The CISF enforcement for ‘use of PPE and disallowing mobile’ at the Gate by employees as well as Contract workers is emphasized. The CISF needs to be empowered for the same. 5. Lead trainers are backbone of BBS implementation & their active participation is a must for successful BBS implementation. 6. Lead Trainers are also internal change agents within the organization and has to train further observers, weekly review among themselves and sharing observations on fortnightly basis among their departmental observers for continuous improvement in their respective departments. 7. The training honorarium/incentive to lead trainers as per existing company rules for conducting training for non-executives/ contract workmen would be a motivating force. 8. It is suggested for sites to display ‘board for best observer’ of every month, board for behavioural trends as well as display board for listing names of site lead trainers

and area observers. 9. The Corporate BBS Task Force members should simultaneously train themselves and emerge as permanent BBS trainers to sustain this project. Moreover all HSE staff whenever they are on internal audit should also conduct BBS refresher programme for the sites across India. 10. The lead trainers must conduct first BBS awareness session for contractors, their supervisors as well as concerned engineers-incharge as most safety violations take place from contractors. For example, most of the contractors have not provided basic PPE to their workmen and the company has also not enforced much or put penalty for not providing PPE. 11. Field medical attendant on-site is needed for immediate care for preventing blood loss in case injury. “I have visited the plant area 17 years after joining the company hospital today for BBS observations”, a lady medical officer. 12. Completing 100% BBS awareness training by lead trainers across the plant is a challenge of lead trainers. Weekly schedule for BBS awareness training for each lead trainer is needed for spreading awareness across the plant among all employees and contract workmen. This schedule needs to be prepared by safety department along with lead trainers. 13. Validation of observers’ training conducted by lead trainers is required which can be achieved by weekly contact/meeting between them for better implementation. 14. Near-miss incident reporting is to be replaced with unsafe behaviours for HSE index as Near-miss shall be reduced by corrections of unsafe behaviour itself.

Conclusion: almost all accidents are a compromise with unsafe behaviours These days, workers and executives of Indian organizations are working

in a highly competitive environment and hard-task oriented environment. Sometimes, they have to give the required production with less manpower in less time. This results into creation of unsafe conditions due to pressure and they adopt shortcut also. In such situation, it is required to care their behaviours by their coworkers which are missing in Indian organizations. T he safety standards, systems, procedures and manuals are well defined in companies but unsafe behaviours are observable at several execution points. According to an executive director, “we have best safety systems but not the best safety behaviours”. The existence of unsafe behaviours precisely reflects the lack of enforcement and compromising with safety standards which is a collective arrangement of HODs, safety department, the plant head and contractors to meet production targets. At the company gate, if security personnel stop employees who are entering without proper PPE, some senior employee would call up or send email to the security department to allow such people inside the company so that the work does not stop. Such compromise with safety only begins with PPE and then employees and workmen compromise safety standards at every execution level even violating work permit, LOTO, SOP. This is how safety culture deteriorates and accidents begin. Hence the unsafe or accident behaviours are carried out with the knowledge of all concerned simply to achieve targets. The unsafe behaviours exist and occur every day at the workplace indicate that the journey for injuries and fatalities for employees have commenced. It is widely recognized that the unsafe or at-risk behaviours of employees are the root cause of almost all accidents in organizations. If we try to analyze why people died in workplace accident, we understand that their unsafe behaviors were not observed and/or not corrected. By

increasing number of trained BBS observers, we augment our range of observation and address unsafe behaviours of employees and contract workmen on regular basis. To sustain safe behaviours, we need to observe and correct unsafe behaviours again and again by training behaviour safety observers in every area of an organization. Thus BBS implementation attempts to minimize or zero down injuries and fatalities at the workplace. “If BBS was implemented earlier, it would have saved few more lives”, a senior safety manager. BBS is to promote safe behaviours partnering everybody in an organization as an individual change orientation leads to organizational change. Finally, an overall feeling about the BBS implementation experience is found to be encouraging and satisfying for everyone involved in this case of a large Indian gas company which could be a great support for other organizations willing to implement BBS for taking a step forward to achieving zero unsafe behaviours..

Area monitors support safety concepts and cut operating costs Portable gas monitors are an important component within the chemical & petrochemical industry to ensure safe working conditions. The use of transportable area monitors on industrial construction sites is highly economical and at the same time it increases the safety standard. Though, this generates a tremendous interest for safety engineers. With the introduction of the system Dräger X-zone 5000, a new application spectrum to simplify safety-related processes arises. These applications as well as a few technical backgrounds on the device will be explained within this article.

Measure where a gas hazard is expected Within construction sites in industrial areas as well as in oil and gas production sites it is essential to install a gas warning system. Mostly, due to the temporary operation it is not possible to establish a fixed gas warning system. This is an ideal application for the Dräger X-zone 5000. The instrument will be placed where gas hazards are expected, e.g. close to the drilling rig. In case of a gas access a strongly noticeable alarm allows to evacuate the area. Typically, the coworkers operating in a construction site are wearing a personal air monitor. These co-workers are not

necessarily at that place, where the gas leakage is expected. So in this case the area monitor is a perfect safety-related supplement to the personal air monitors.

Lower frequencies of reentry measurements within hot works In industrial facilities regularly maintenance is necessary within x zones, so-called hot work operations. To enter this area with non-ex protected tools, a gas free measurement is mandatory. So it needs to be ensured, that no gas hazard is present to avoid explosions generated by the non-ex approved tools. These measurements must be repeated from the gas analyst according to the rules of the site specific risk assessment. The Dräger X-zone 5000 can be placed in areas, where a gas hazard is expected. Alternatively it can also remotely sample the gas with help of an internal pump inside the device. Therefore, the monitoring can be performed directly on-site. The green OK signal of the area monitor shows, that there is no gas hazard.

Area Monitoring with pump Therefore, an additional gas free measurement by the gas analyst, e.g. after short working breaks, is not necessary. So this can lead into relevant process and cost savings.

Quickly secure construction sites or accidental scenarios The fire and gas safety staff needs to evaluate the impacts of potential gas hazards within industrial construction sites or also within accidental scenarios. It needs to be decided • whether a danger for nearby facilities is present or • which personal protection should be worn.

The efforts to setup a safe gas detection system can be strongly reduced. Within just a minute the Dräger X-zones can be positioned around these areas to ensure, that a gas hazard outside this area does not exist. The patented system automatically connects the devices wirelessly. If everything is safe, all instruments will show a green OK signal. If one instrument detects a gas cloud, the vociferous alarm chain will ensure a fast evacuation of the site. The alarming instrument – the mother alarm – differs in the red alarm signal to the instruments, which show a green/red daughter alarm.

Active and direct on-site reaction to gas hazards To fulfil the high safety standards within an industrial plant certain activities must be initiated to protect persons and technical equipment in case of a detected gas hazards. Typically, these activities will be controlled by a central control room with a slight time delay. The Dräger X-zone 5000 is equipped with a potential free alarm contact. In case of a gas alarm or of a gas alarm of one of the wireless connected X-zones these activities can be initiated directly by the instrument. External equipments like ventilators, gates, horns, lamps or traffic lights can be switched on – equipment like booster pumps , non-ex protected tools (welding equipment during hot works, grinder…) can be switched off. Reduce the fleet’s costs

Have a backup system for your fixed facility Many plants where hazardous materials are handled are equipped with a fixed gas detection system. But what happens, if a fixed gas detection system is in an error? This can cause a production downtime, as a safe operation of the plant cannot be ensured. An example: Filling stations for hazardous materials are often equipped with “open path” systems. This principle detects the presence of explosive Hydrocarbons by reducing the infrared stream, which radiates through the endangered area. Such “open path” systems cannot work in foggy environmental conditions. Dräger X-zone alarm chains are installed within a few minutes as a standby system for the failed fixed system. Furthermore, the Dräger X-zones potential free alarm contact can be used to transfer information regarding a gas alarm to the control room. The filling station can continue to work.

Cost reduction for trainings Commonly, in line with an industrial shutdown the contractor will be equipped with personal air monitors. Each co-worker certainly needs to get a briefing or to be trained in the proper handling with the gas detection instrument. Instead of proving each coworker with a personal monitor, the Dräger X-zone 5000 area monitor

The alarm amplifier Dräger X-zone 5000 will be used in conjunction with the portable gas detection instruments Dräger X-am 5000 (1 to 5 gas instrument) or with the Dräger X-am 5600 (1 to 6 gas instrument with IR technology). The personal air monitors of the X-am 5x00 series can be used either • as a personally carried gas detection device to monitor the direct surrounding or • in combination with the automatic external pump for confined space entry measurements or • in conjunction with the Dräger X-zone 5000 for the monitoring & evacuation of areas. So the patented system can be adapted to the variable applications. The in-house logistic resp. the expenses for maintenance and trainings is reduced, as the instruments fleet is based on one system. If a calibration needs to be performed halfyearly by an external service partner, only the small gas detection instrument X-am 5000 or X-am 5600 will be dispatched. It is not necessary to ship the bigger X-zone system. Is a daily response with gas required? When an X-zone system is setup on site it has an operating time of up to 120 h. Only during the installation of the X-zone system a response test with gas is required. The daily bumptest, which is typically mandatory for “portable” gas detection instruments, is not necessary for the “transportable” area monitors. Only a visual inspection e.g. of the green OK signal is required. This reduces

In this complex and connected era, it is essential for the CIO or IT head of the company to be aware of the rapidly evolving breadth and depth of risk, and the immediate need for counter effective measures. A decade ago the CIO was merely a support mechanism for the company, but today he is a strategic support who often serves as a catalyst for corporate growth. In the current age, the role of the CIO is integral to the organisation and through the harnessing of effective technologies and applications, he can largely streamline operations, influence, saving and even impact market performance. It is also imperative for CIOs to stay a step ahead to ensure the safety, integrity and security of growing volumes of sensitive data. Turnstiles are used at a wide variety of settings, including stadiums, amusement parks, museums, mass transit stations, office lobbies, retail sites, cafeterias, temporary exhibits, ski resorts,

As new laws, industry regulations, government mandates and increased client awareness continue to fuel the demand for and acceptance of entrance control equipment, turnstiles, are now becoming a necessity. As demand for turnstiles increases, integrators and manufacturers are improving designs to ensure that this vital component of a property’s access and protection system blends with the design and layout of the property and is yet just as functional.

The full-height turnstile, is a larger version of the turnstile, commonly 7-foot (2.1 m) high, similar in operation to a revolving door, which eliminates the possibility (inherent in the waist-high style) of anyone jumping over the turnstile. There are two types of full height turnstiles, High Entrance/ Exit Turnstile (HEET) and Exit-Only. The difference between them is that HEET turnstiles can rotate in both directions thus allowing two-way traffic, while exit-only turnstiles can only rotate in one direction thus allowing one-way traffic. Exitonly turnstiles are commonly used in mass transit stations to allow passengers to exit the system without interfering with those entering. Optical Optical turnstiles are an alternative to the traditional “arm”-style turnstile & are increasingly used in locations where a physical barrier is

practical. Turnstile manufacturers are offering barrier-free optical turnstiles, drop-arm optical turnstiles, retractable wing optical turnstiles, and full panel optical turnstiles. Optical turnstiles, while different in appearance and operation, provide the same functionality as traditional turnstiles. When used with an access control system, they can eliminate or detect tailgating, and ensure that only one person per activation passes through the lane. Turnstile manufacturers are now providing more creative and attractive designs. In addition to stainless steel and powder coated finishes, facilities can select turnstiles with wooden cabinets or brass finish.

Synergy with other security technologies. Turnstiles provide output signals for violation detection. It is possible to tie in the camera system to take a picture of the area every time an alarm is triggered. A facial recognition system could be tied in with the facility’s check-in system to ensure that only authorized individuals may use the access cards to gain entry. Alarm outputs from the turnstiles are used to lock down interior access doors or disable elevator access, or tying the turnstiles in with an article surveillance system to automatically lock the turnstiles when a potential thief tries to leave the facility with a tagged item. The possibilities are endless and consultants and security integrators are integrating turnstiles with the overall security system.

Summary It is getting increasingly difficult to find an industry that isn’t affected by the increased awareness of

security. Whether by choice or force, security and subsequently turnstiles are becoming part of the public consciousness. • Waist high turnstiles are deployed where some sort of supervision, such as guards or receptionists, are available. • For a remote unsupervised area, a full-height turnstile should be installed. • It is important to consider the staffing of an area and the layout of the facility when selecting the right turnstile solution. • Optical turnstiles are excellent choices, as they can notify security personnel upon invalid entry attempts. However, an alarm is only as good as its ability to be heard and responded to. • Having a unique, high-class turnstile system, allows a building to maintain its prestigious image while also demonstrating that the security needs are met. • Tractable barrier types of optical turnstiles or barrier-free turnstiles allow for pathways that, when activated, are completely free of any obstacle. This means that ambulatory and wheelchairbound patrons can use the same devices. No longer is it necessary to route people with special access needs through a separate entrance or bypass gate. • By using the turnstiles in tandem with card readers, it is possible to track which employees have entered or exited the premise, which is a key piece of information in the unlikely event that one needs to evacuate the premise. • Utilizing turnstiles with an access control system increases the accuracy and efficiency of the system and allows the guard staff to be more effective in situational responses.

Hikvision:

providing security and confidence tools for

South African campus

I

t seems there isn’t a week that goes by where some type of horrific school-related incident is in the news. This phenomena isn’t linked to any country, but the unfortunate script usually includes someone often a student - arriving on campus intent on doing harm to fellow classmates and faculty. While this represents the absolute worst case scenario, there is also a less dramatic variety that has recently gotten a great deal of traction: bullying. A great deal of effort has been put into the elimination of student bullying. Much time has been spent on the best possible methods to reduce this phenomena, and one tool that

is gaining popularity is the usage of professional CCTV solutions.

South African Campus In South Africa’s Western Cape Province lies the town of Strand. Known for its beautiful beaches, the town also has excellent academic facilities, with one of these being Strand High School. Fortunately, Strand High School offers a peaceful learning environment to provide an excellent Afrikaans school education for its student body. Recently however, as a proactive measure, school administrators drew up plans for a security solution that would: • make sure that school rules and

regulations are adhered to • decrease occurrences of bullying • offer clear video surveillance of school entrances and exits • monitor any individual entering onto, or leaving, school property • offer clear video surveillance over athletic fields and general school grounds

From Idea to Reality In essence, administrators wanted a CCTV solution that would provide surveillance over access control and the school’s general grounds. To turn this idea into a reality, Hikvision’s Official South African Distributer, Sensor, and South African security installer Cam Live Vision combined to design, and install, a solution that addresses these security goals. Ben Bekker, Director of Cam Live Vision, noted, “It became clear in the initial stages that the specifications of the client, combined with school budget concerns, required that very specific cameras were used ... we had to be very intelligent about designing a solution that addressed these often disparate goals.”

(including playing fields, outdoor cafeteria, and parking garage), as well providing optimal viewing of school entrances and exits.Specifically, Hikvision’s Smart PTZ — DS2DF7284 Series 2MP Network IR PTZ Dome Camera was chosen. With units placed on the front and back of the school building, PTZ functionality offers a full 360° of coverage. However, this PTZ functionality is only one piece of the puzzle. Another was a 20x optical zoom that provides the coverage needed for all the school, in its entirety. Yet, “It’s the DS-2DF7284’s 2MP resolution that allows the school Principle and Vice Principle to accurately identify an individual ... regardless if they are at the main front entrance or behind the rugby field,” explained Mr. Bekker. One additional bonus is this model’s Smart IR capability and 150m of IR range, a tool “that is definitely of use during the night, to give us security even if students are not present,” Mr. Bekker added.

was combined with Hikvision’s TV0309D-MPIR Lens to view indoor school hallways, indoor cafeteria, and outdoor courtyard space. As this courtyard is largely covered, weatherproofing was not a camera issue. As with the previous speed dome, great megapixel resolution was also a must. However with the addition of the TV0309D-MPIRlens, spaces that experience difficult lighting are properly addressed. This is due to the lens’ vari-focal IR function and auto iris - providing clear images in quickly-changing lighting environment. One example is “Strand High School’s interior hallways,” said Mr. Bekker. “These hallway doors open directly to the outside ... so when a door is suddenly opened, normally dark areas are immediately saturated with bright sunlight, requiring this Hikvision lens ... and IR functionality when returning back to the dark.”

A Sense of Security Since Strand High School’s Principle and Vice-Principle use their PCs to conveniently monitor this IP solution, Hikvision’s iVMS Software was combined with the DS-9632NIST Embedded NVR. As this NVR supports 32 IP camera channels, it is an excellent tool to allow these administrators access to whichever camera that is currently needed. This comes in particularly handy during peak hours, such as the morning (with students arriving) and the afternoon (with them leaving for the day). And the results are already in: after only one week using this solution, instances of bullying decreased. Mr. Bekker noted this was confirmed by both students and Strand’s principle. Furthermore, teachers can now review high-quality video to easily identify students who break school rules, such leaving

school grounds during breaks. Importantly, everyone entering and exiting school premises is closely monitored - bringing Strand High School both security and a sense of confidence during these changing modern times.
