arandikar Laboratories Pvt. Ltd. (KLPL) – an IECEx & NABL recognized Test Laboratory for Electrical products used in potentially hazardous areas partnered with TISS as the Vertical Anchor for the Industrial Safety vertical of TISS – School of Vocational Education (SVE) to launch short term courses on Personnel Competency in Hazardous Areas for Industrial Safety. TISS-SVE & Karandikar Laboratories has launched the course to deal with human errors that cause accidents in explosive atmospheres. Interaction with numerous safety professionals in the industry has revealed that the understanding of the requirements of the explosive area standards which govern the design and application of products used in hazardous areas is quite limited and certainly does not cover aspects like classification of hazardous areas, selection of suitable equipment, its installation and maintenance. As a result there are 16 | MARCH 2015 | INDUSTRIAL SAFETY REVIEW
accidents & investigations into such incidents have concluded that one of the factors responsible for the disasters is ‘Lack of adequate skills / training to the personnel working in these areas’. Hence TISS had launched ‘School of Vocational Education’ in 2014 to create a unique model to spread skill development to every nook & corner of the country. Recent accidents due to lack of adequate knowledge of explosive environment include 27th June 2014: 15 killed in blast at GAIL pipeline in Andhra Pradesh, 16th June 2014: 5 killed in gas explosion in Oil refinery, 13th June 2014: 7 killed in Ukraine mine blast and 12th June 2014: 12 killed in gas explosion in Bhilai Steel plant. Supporting the initiative, Shri. P.C.Shrivastava, Chief Controller of Explosives (PESO) said, “Competent workforce is required in every field. Karandikar Labs have strict norms for safety provisions and we are happy that they took this opportunity with TISS to launch the courses for securing the people working in explosive atmosphere.” TISS-SVE & KLPL have structured a multi-unit course program in line with the international IECEx Personnel Competency Scheme which offers plant owners and operators the confidence that their staff or contractors, who are required to perform duties such as hazardous area classification, selection and installation,
inspection and maintenance or repair and overhaul of Ex equipment together with the design of the plant, are fully skilled, capable and competent in the selected discipline. Shri Anup Biswas, Deputy Director General DGMS said, “Our line of work, mining, deals with working in explosive atmospheres due to methane and coal dust. We hope such training will be introduced in the mining industry also.” While introducing the course specifics, Ravi Paranjpe, Director Operations, KLPL explained that it is important that people at all levels understand that electrical equipment installed in hazardous areas are designed differently and should be handled in a manner that does not compromise the safety protection which eliminates any chances of explosions. He highlighted that a flameproof ‘Exd’ or an ‘Exi’ or an ‘Exm’ equipment are separate entities and operating them requires knowledge and skilful competence. www.ind-safety.com

SecuranZ Symposium 2015 An eye opener event organised for the Security Fraternity
T
he second edition of Securanz symposium that was hosted at Bank of India witnessed participation from over 120 security heads belonging to varied industry segments. The symposium kickstarted with an opening address by Shri R.N. Kar, GM, Bank of India and a powerful keynote by Maj Gen Soli N. Pavri on the present and future of security scenario in India. The session on aligning with corporate goals delved into enrolling top management in designing efficient security plans whereby CSOs too can strategically assume leadership positions and make it to the high table. The issues of cost cutting and need for automation in order to work with limited resources and budgets was also discussed. As pointed out by Shekhar Nalavade, Deutsche Bank, the challenge in change management and in proposing radical changes in the security plans is that sometimes management perceives it as ‘building a fortress out of the premises.’ Pushkar Gokhale, Godrej Security Solutions

commented on quantifying the risks assessments, determining annual rate of occurrences, calculating single loss expectancies and concluded that it is pertinent to consider event the intangible quotient of reputation loss in the evaluations. Milan Tandan, Dena Bank narrated the four factors of managing risks, ensuring cost efficiency, improving existing security services and implementing innovations. IRR 2015 (India Risk Review), the most authoritative guide on the geo-political, socio-economic, environmental, technological, security, safety and regulatory risks impacting businesses operating in India was launched at the symposium. P Sreedhar, HID Global made an eye-opening presentation on next-gen access controls through mobile solutions. Manoj Shenoy, President of FSAI, Mumbai introduced the activities of Mumbai Chapter. The session on crisis management highlighted that it is more so process-focused and often neglects the human elements. The panel shared their experiences regarding tools and techniques that help in effective crisis

management. Capt. L.K. Singh opined that organizations should decentralize the controls as the guards cannot wait for instructions and guidelines to come from center at time of crisis. Mutual support groups like ASAP in BKC founded by Col. Bhandari brings together security force of member organizations at the time of a crisis. With CSOs being increasingly instrumental in making key decisions for technological investments in the security arena; it is today in his realms to drive business value out of the investments. Many organizations still make do with the obsoletes, without analyzing the cost effectiveness of the trending technologies. Session on ‘Redefining security by embracing newer technologies’ was chaired by Suresh Menon, FSAI. Taking a more conservative standpoint, Sanjeev Munj, Unilever Ltd spoke about why some of the technologies adopted globally cannot be blindly imbibed in the Indian corporates; by drawing several inferences from his experience in Unilever and also citing cultural differences. On the other hand, Arindam Mukherjee, Cisco stated that converging security systems on a common IP Platform is the way forward and described how the capabilities of Internet of Things can be explored in the physical security domain. Som Gangopadhyay, Gunnebo India made a video presentation on evolution of new age security devices

for cash and gold storage. He showcased lighter safes with in-built duress alarm systems and security airlocks that restrict the ingress of people. Vinay Mishra made a presentation on customized offerings that Hikvision can provide for every vertical. Social engineering has been the most successful way of breaching physical security as it involves manipulating the minds of individuals and ‘mind’ cannot be predicted. Many a times the victim does not even realize that he has been scammed. The concluding session on ‘Social Engineer: The Unseen Enemy’ was moderated by Abhijit Rane, VFS Global. Col Satinder Bajwa, Reliance Industries Ltd shared some shocking statistics on the percentage of survey respondents who have been victims. Sanjeev Mishra shared insights from his experiences as a part of the red team for penetration testing and the need to remove fear of authority and uniform from the minds of the guards as perpetrators take advantage by intimidating the guards. Maj. Amit Mankar spoke about the preventive measures taken in Yes Bank. The one day long deliberations unleashed: security as a business enabler, deploying technology for change management, crisis handling procedures and tackling social engineering and insider trading. It has been declared that the next edition of SecuranZ will take place in Jan 2016.

bay equipment. We have patents for some of our product designs thus giving the customers unique products. Gandhi Automations today is synonymous with good quality and a name to reckon with. We started with manufacturing of manual rolling shutters then went on to importing automations for rolling shutters. That was the first decisive step in bringing in advanced automations. From then onwards, we gradually enlarged our product portfolio – Automated Gates, Barriers, Doors etc. Around the year 2000, we introduced products which are primarily used in Logistics and Warehouse operations like Dock Levelers, Dock Shelters, Sectional Overhead Doors, etc. One thing led to another and we began to design doors and gates using the latest structural and mechanical engineering software and this is how we grew. Q. Can you elaborate more about the product portfolio & its applications? Shutters, Rolling Shutters, Automatic Swing Gates, Retractable Gates and Boom Barriers Q. What are your strategies to improve the Gandhi Entrance Automation‘s position in Indian & global market as well? We are equipped with a staff strength of 450+ that continues to increase as we expand our business. Out of this 150+ are engineers some of whom are trained overseas. Our strategy is not to appoint dealers for marketing and selling our products. All our contacts with the clients are done directly by our staff themselves. We believe that a dealer will never be able to service a client with the same passion as we do. In this industry the model of appointing dealers to service a client is an absolutely unsuccessful one which ultimately results in the client being unhappy. Recently we had participated in R+T Exhibition, Germany. R+T is the undisputed number 1 trade fair - the leading world trade fair for rolling shutters, doors/gates and sun protection systems. Industry veterans from diverse background visited our stall and we had an opportunity to exchange ideas and we are glad that they were impressed with kind of product portfolio we have and they were in awe of our technical expertise. Many have expressed their desire to partner with us. In next few weeks we will be scrutinizing proposals from different companies and we will be meeting lot of them again to discuss the possibility of export in respective countries.
power crunch we face, this is a major contribution to saving energy. The development of electronics and the PLCs used in our products is being researched constantly for energy efficiency. Q. What is your vision for Gandhi Entrance Automations? “We are number 1 in the domestic market. There’s huge untapped international market for our products. Our products meet international safety standards and with right kind of product portfolio, we are ready to meet the demands of this huge international market.” With increased globalization and countries opening up for business we see a great opportunity in neighboring countries also. For instance in Myanmar, last few years foreign investments has increased from few million to several billions dollars (300 million dollar 2009 to 5 billion 2014). The Myanmar government has relaxed import restrictions and abolished export taxes. Such policies boost our confidence and we will venture in such countries. “Our current target for export is Gulf Countries and European Countries. In coming years we will be aiming neighboring countries like Bangladesh, Indonesia, Bhutan, Sri Lanka and few African countries. I have visited few of these countries and we have better products to offer them, than the ones they are currently using. By 2018 years we are targeting 50% revenue from export.”
Q. What are the key technological trends that are driving the entrance automation and loading bay equipment industry? In this industry more and more of energy efficient products are being manufactured and considering the INDUSTRIAL SAFETY REVIEW | MARCH 2015 | 45

Face To Face
“Focus has shifted from the features available in the products to its applicability” in close loop with architects and consultants is a priority.
Mr. Ravi H. Shah, Director, Cavitak Marketing Pvt. Ltd. Q. In your opinion, what is the state of security industry in India and what is the trend you see in the space? Security industry is growing at a rapid pace. And the industry sees new products and new technologies coming by each day. With the developments happening in and around us, requirement of security products is strengthening rapidly. From being a “push market”, it’s now switched to a “pull market.” Customers are gradually aware of the offerings. Requirements have shifted from standalone solutions to converged and integrated solutions. Focus has shifted from the features available in the products to its applicability in different scenarios as per customer requirement. Q. Which market are you targeting? We have been working in almost all segments from large enterprise to retail customers. However with the passage of time we see very good opening and value in SME. For this SME segment over and above products they require a solution to be designed. Many customers would not be aware of the exact requirements and so our role doubles up as an advisor/consultant and then as animplementation team. So our value added services initially begin withbuilding up and deciding the customer requirements, explaining the applications of products & solutions and its usability in various scenarios and then ultimately commissioning the project as per the solution designed. Working 48 | MARCH 2015 | INDUSTRIAL SAFETY REVIEW
Q. What are the various security related products that you offer? The major offerings include Access control, Gate Automation products, Intrusion Alarm system, CCTV Surveillance, Video Door Phones, MAVDP, Guard Tour Solutions, Elevator Access Control system etc. Q. What is the advantage of Matrix products vis-à-vis the competition? Matrix is SUBSTANCE brand. Substance is in the DNA of Matrix solutions. Substance in the form of technology, depth, genuineness and going beyond the mere outer façade & offer more values in all the areas. This is what differentiates Matrix from the lot. Matrix solutions are packed with More. More productivity, more applications, more flexibility, more functions, more features, more cost saving, more reliability, and more support. Matrix positioning is based on offering more of these true inherent values which customers expect from infrastructure solutions. Q. What is your marketing and channel strategy? We are focusing on a lot of mailing activity, we have a calendar pre decided for the products and solutions we want to send to our customers and partners. Being in constant touch with the old clients seems to be the best tool. To gain new clients we have been actively pursuing listings on almost all talking yellow pages like Just dial, Sulekha etc. Building up a strong AMC base has been really useful to have regained customers and for getting repeat orders, we hope to continue doing the same and wish it will reap the same amount of dividends.
Q. What is your support strategy? We have a very good support infrastructure in place with a great leader and a technical skilled team. With efficient use of CRM and processes we try to ensure minimum hassles for our client. Lately, we have come up with a remote support team which has helped us to ensure swift resolution of complains and has brought down the average completion time of complains. When the customer readily gets to speak to an engineer most of the problems are solved there and then. With timely preventive maintenance visits we can ensure timely checks to prevent problems & resolve customer queries, this wins a lot of customer confidence. Q. What are the challenges that you are currently facing in India? Plethora of CCTV Surveillance companies and cheap Chinese manufactured goods which are low on quality and low on prices have spoilt the market and hampered the margins. It’s difficult for a customer to understand the difference by just seeing the hardware. In some cases customer regrets the decision after purchasing due to lack of prompt service received for solving issues in the product. I think company like Matrix has gained reputation for having able to deliver technically advanced products with great stability and prompt support which has gained it quite a distinction in the market. Q. What kind of plans & expectations do you have for this segment this year? In the coming year we expect a minimum 35% YOY growth. We are in the process of scaling up our team and resources to match up our projections & achieve it. www.ind-safety.com

Union Budget 2015-16
T
he NDA Government announced its first full-fledged Union Budget on 28th February, 2015. At last, the plea of the Electronics Industry, also forwarded by SPGI, has made an impact on the policy makers. The Finance Minister, recognizing the damage that inverted duties have caused to manufacturing in the country, reduced customs duty on a number of inputs which are detailed later in this document. The Finance Minister has also looked at the Excise duty structure applicable to certain items and carried out rationalization to provide boost to devices like LED drivers, Mobile Handsets, Tablets, Computers, IC Wafers, and some specified raw materials among others. The inclusion of these items will pave way for other products including Electronic Security Products in coming days. SPGI sincerely believes that a good beginning has been made to realize the full potential of Electronics hardware in restricting huge foreign exchange outflows and creation of substantial number of jobs. However, the Finance Minister has not been able to meet the expectations with respect to relief to Tax www.ind-safety.com
Payers - both Corporates and Individuals. The Budget includes a proposal to reduce Corporate Tax from 30% to 25% over the next four years beginning from next financial year but this will be accompanied with withdrawal of exemptions. The Finance Minister has declared that the Government is committed to a stable taxation policy and a non-adversarial tax administration. Hopefully this will encourage fresh investments. The ‘Make-in-India’ Mission launched by the Prime Minister will lead not only to revival of growth and investment but also to promotion of domestic manufacturing and enormous job creation. As a step to encourage and enthuse Make-in-India’, the Finance Minister has reduced the rate of Income Tax on Royalty and fee for the technical services from 25% to 10% which will facilitate technology inflow. GST which has been a source of dispute between the Centre and State Governments for the last 4-5 years will see the light of the day. Efforts on various fronts to implement this reform measure of considerable importance may be implemented next year. The Finance Minister while presenting the Budget, laid stress on
rationalization and removal of various tax exemptions and incentives in order to reduce tax disputes and improve administration. He however, clarified that exemptions to individual tax payers would continue to encourage savings. Fight against the scourge of black money will be taken forward. He expressed his resolve that the generation of black money and its concealment will be dealt with effectively and severely. KEY PROPOSALS FOR ELECTRONICS SECTOR CUSTOMS I. ntrusion Detection systems are designed to detect unauthorized entry into a building or area. Such systems are deployed in residential, commercial, industrial, and military properties for protection against burglary (theft) or property damage, as well as for personal protection against intruders. Prisons also use security systems for control of inmates. Some alarm systems serve a single purpose of burglary protection. Other systems provide both fire and intrusion protection. Intrusion alarm systems may also be combined with video television surveillance systems to automatically record the activities of intruders, and may interface to access control systems for electrically locked doors. Systems range from small, self-contained noisemakers, to complicated, multi-area systems with computer monitoring and control. System Components The most basic system consists of one
or more sensors to detect intrusion and a ‘siren’ to announce the intrusion. The typical components of a premise security alarm system would be as follows: • Alarm Control Panel • Sensors • Alerting devices • Keypads • Communication or Interconnection • Other security devices. The Alarm Control Panel is the “brain” of the system. It reads sensor inputs, tracks arm/disarm status, and signals intrusions. This typically comprises of one or more circuit boards and power supply housed inside a metal enclosure. Sensors detect the intrusion. Sensors may be placed either at the perimeter of the protected area, or within the protected area or a combination of both. Sensors detect intruders by a variety of methods, such as

monitoring doors and windows for opening, or by monitoring unoccupied interiors for motion, sound, vibration, or other disturbances. (Next month we will discuss the various types of detectors that are deployed in a typical system). Alerting devices indicate an alarm condition. Bells, sirens, and/or flashing lights are the most common devices. Alerting devices serve the dual purposes of warning occupants of intrusion, and potentially scaring off burglars. These devices may also be used to warn occupants of a fire or smoke condition. Keypads are small devices, typically wall-mounted, which function as the
human-machine interface to the system. Interconnection between components may be achieved by wiring to the control unit, or over wireless links. Other Security devices: Devices to detect thieves such as spotlights, cameras & lasers. Wired and Wireless systems The signal from the sensor is transmitted to the control unit either through wires or wirelessly (radio, line carrier, infrared). Wired systems are convenient when sensors (such as PIRs, smoke detectors, etc.) require power to operate correctly. Entry-level wired
systems utilize a ‘star‘ network topology, where the panel is at the centre and all devices are wired back to the panel. More complex panels use a ‘bus network topology’ where the wire basically is a data loop around the perimeter of the facility. Wired systems also have the advantage, if wired properly, of being tamper-proof. Wireless systems, often use battery-powered transmitters which are easier to install and have less expensive start-up costs, but may reduce the reliability of the system if the batteries are not maintained. Depending on distance and construction materials, one or more wireless repeaters may be required to reliably transport the signal to the alarm panel. A wireless system can be easily deployed. Wireless monitoring of the alarm system protects against a burglar cutting a cable. Hybrid systems use both wired and wireless sensors to achieve the benefits of both. Integration with other surveillance and monitoring systems Intrusion detection systems are often integrated with video surveillance systems. Intrusion at the perimeter, once detected, could be used to trigger a security camera to zoom in on the Zone where the intrusion has been detected. This would capture the image of the person(s) breaking into the premises. Similarly, a glass break could trigger a camera in the room to start recording the incident for later use by the police. In addition to the system itself, security alarms are often coupled with a monitoring service. In the event of an alarm, the premise control unit auto-dials a central monitoring station. Operators at this station are alerted by the signal and can take appropriate action - contacting the property owners, notifying police, or dispatching private security forces.

How to safeguard Rail, Sea & Airports using Integrated Security Solutions
B
illions of people travel each and every day making transport security more important than ever. For terrorists, these are soft targets where they can cause economic damage, instill fear and grab local, national and even global media attention. Transport security is the major concern when it comes to providing a safe and secure environment. While security concerns are as prevalent as ever, integrated security solutions are making it easier for security operators to effectively monitor transport sectors using an array of technology to detect crime acts. Whether in road, rail, sea or airport, operators face a complex range of challenges unique to their respective industry. Airports present one of the biggest challenges requiring heavy security cover and here are some suggested solutions • Airports need strong access control systems that can communicate with other systems such as Video cameras, 24/7, so that you can get any video feed you want, anytime, anywhere
58 | MARCH 2015 | INDUSTRIAL SAFETY REVIEW
• Video Management Integration cameras for surveillance of bags, security checks, inside buses that take commuters to the planes, in waiting areas, and all other strategic locations • Boom barriers with customized lengths and closing time, to control vehicular traffic • Tripod turnstiles with semi-automatic and automatic drop arms to control human traffic Railways would need emergency evacuation systems • Video surveillance with Intelligent Video Analytics • Access control systems that are prepared for emergency evacuations Seaports would need access control solutions with parking integrated • An Access control system, that is prepared for emergencies, which plugs into your video surveillance feed. Additionally, employment of turnstiles and pedestrian barriers to restrict physical access if required • A Visitor and Parking management system that integrates with your Access control system
Solus’ integrated security solutions address all these requirements ensuring that people, assets and your facilities are fully protected. Sony & Virsig Turn in Personal Best Performance at Marathon
T
he New York City Marathon is a tradition held sacred not only by New Yorkers, but by people from around the globe who come to take part in the yearly event. Participants from more than 130 countries vie for a select number of spots to run the 26.2-mile course. Meanwhile, the whole city unites as spectators to cheer on those undertaking one of the most grueling feats of physical stamina and endurance, which in 2014 took an average of 4 hours and 35 minutes to complete. The 2014 TCS New York City 60 | MARCH 2015 | INDUSTRIAL SAFETY REVIEW
Marathon-held November 2, 2014-was completed by more than 50,000 runners who ran through all five boroughs, ending in the scenic embrace of Central Park. Furthermore, over one million spectators crowded the length of the course for hours to cheer runners on. When large crowds gather in confined areas for many hours, the topic naturally turns to security. As a result of this spotlight on safety issues at large-scale and widespread events like a marathon, a comprehensive plan is put in place to keep the race runners and spectators secure. This year, the New York Road Runners (NYRR), the running club that organizes the annual race, and their medical team chose New York City-based networked technology and systems integrator Virsig, LLC, to spearhead and execute their security plans and to provide technological assistance and direction to increase safety.
Sony was chosen by Virsig to be the IP camera of choice to securely monitor the world’s largest marathon, along with support from several other global technology partners, including Firetide, Inc.—a Division of UNICOM Global; Milestone Systems; and Network Video Technologies. Sony’s cameras were required to perform multiple functions ranging from situational awareness at all entrances and exits, to threat assessment,

and personnel management. More than 50 Sony security cameras were installed along the route, including the SNC-HM662, SNC-XM632, SNCWR632C, SNC-CH260 and SNC-CH280 models, which include fixed cameras with on-board video analytics, dome, bullet, 360- degree, and pan-tilt-zoom style cameras. “To help ensure the safety of the biggest marathon in the world is no small task. Sony is pleased that we were able to be an integral part of the security process for the second year in a row,” said Phil Coppola, Northeast Security Manager, Sony Electronics’ Security Systems Division. “Virsig worked day and night to get their system up and running, and they had to contend with some terrible weather leading up to the race. With their experience in wireless transmission and video surveillance system design and installation, Virsig allowed the Sony cameras to operate to their fullest potential and play a pivotal role in helping to secure the marathon participants and spectators.” Although the marathon takes place during the day, the set-up occurs over the course of several preceding days, and Sony’s cameras needed to be able to perform reliably during daytime and nighttime hours. The Sony high-definition bullet cameras that were used come equipped with infrared illuminators that provided race coordinators with uninterrupted views, regardless of lighting conditions. Sony’s IPELA ENGINE™ security
cameras, which were also installed at the 2013 New York City Marathon, were coordinated through Milestone Systems XProtect Corporate, a powerful IP video management software (VMS) designed for large-scale and high-security deployments. Meanwhile, Sony’s new ultra-wide dynamic range IP surveillance cameras were placed throughout the last mile of the race in Central Park and around the finish line. The innovative SNC-XM632 IPELA ENGINE camera was used in multiple locations for a broad overview of the areas around the entrance and exit points at the race. The camera has a 113-degree wide angle field-of-view and a hi-res, full HD imager, allowing for images that were far more detailed and expansive than anything used in the past. Additionally, the marathon coordinators required a camera that would provide situational awareness to monitor the activities inside the emergency and medical tents. Because these were temporary structures, they were unable to take advantage of multiple camera views. For those areas, the SNC-HM662, a 5MP camera capable of providing 360-degree views from a single sensor, was selected. From this one camera, race organizers were able to know exactly what was going on in each tent at all times. “We selected Sony for multiple reasons: first and foremost, because of the quality of the
picture, and secondly, because of the ease of installation,” said Glenn Taylor, Executive Director, Virsig. “We have a very short window to get the equipment up and running, and we don’t have a lot of direct access to the cameras during the actual marathon. This is particularly why we relied on the photo framing and auto focus that’s built into the electronics of the Sony camera.” The weather leading up to the marathon was very challenging, including freezing cold temperatures and rain, so it was important for Virsig to use cameras that were durable, reliable, and self-sufficient. Sony’s security cameras automatically adjust to meet requirements in lighting and environment and hold up to the unpredictable demands of the weather. This ensures that race managers can deal with unforeseen circumstances and medical emergencies and can rest assured that the cameras will perform their functions without the attention of a team. The casual observer may not have noticed Sony’s cameras or seen them on the front lines of the marathon, but according to all involved, it was a job well done. Runners were able to focus on their exhausting task while race organizers could concentrate on logistical issues and medical matters without worrying about the overall safety. Sony’s end goal of maintaining a secure and worry-free environment for the more than one million people involved in the world’s largest race was met, for the second year in a row. FLIR thermal imaging cameras help Mühldorf county fire departments deliver First-class firefighting services.
Thermal imaging cameras (TIC) for firefighters used to be bulky, expensive and generally unreachable for small voluntary fire departments, of which the German state of Bavaria has so many. Fortunately, with the latest developments in thermal imaging technology, TICs like FLIR’s K50 camera, have become extremely attractive and affordable, even for small fire brigades. The fire department of the German city of Mühldorf has recently discovered the many benefits of FLIR’s firefighting camera.
T
he Mühldorf county fire department is a modern and professional team that takes the protection and security of its citizens very seriously. With an average of 3500 interventions per year, the several Mühldorf fire teams are responsible for a primary sector of 107,800 inhabitants, including Mühldorf county, as well as several adjacent communities. Affordable Thermal Imaging Cameras “Until recently, small firefighting teams like ours could not afford a thermal imaging camera,” comments District Fire Inspector Harald Lechertshuber. “However, today’s thermal imaging cameras like the FLIR K50

have become more affordable. Also, encouraged by funding efforts of the German state of Bavaria, we decided to invest in new thermal camera technology. We learned about thermal imaging via our distributor Leopold Siegrist GmbH. We tested several models and the FLIR K50 came out as the best. With a price level like this, a thermal imaging camera has become affordable for practically any community fire brigade.” Looking for wounded and Missing persons Using a thermal imaging camera can be a very efficient way for firefighters to look for wounded or missing persons in places where the view is
The FLIR K50 gives clear temperature readings and the operation is very simple, just like firefighting camera should be.
“A thermal imaging camera can help us save lives,” says Harald Lechertshuber. “Only last week, we had to move out for an intervention and look at a car wreck as a result of a traffic incident. We were not sure whether there were one or two people inside, so we used the thermal camera and quickly discovered a second person.” www.ind-safety.com

obstructed, for example in small or closed spaces or when you need to see through smoke. “A thermal imaging camera like the FLIR K50 can help us save lives,” says Harald Lechertshuber. “Only last week, we had to move out for an intervention and look at a car wreck as a result of a traffic incident. Looking at the car wreck, we were not sure whether there were one or two people inside. After being able to free one person from the wreck, we used the thermal camera and quickly discovered a second person.” Thermal Imagers To Look For Fires The Mühldorf county fire department also uses the FLIR K50 to look for fires that are not immediately visible for the human eye. Sometimes when a fire team is arriving at the scene, it can be difficult to see how and where the fire has developed. “For example in row houses, you
cannot always see from the outside in which building the fire is present,” says Harald Lechertshuber. “With the FLIR K50, we can already see from the outside which places are hot and cold and have a perfect overview of the situation.” But also after a fire has been extinguished, a thermal imager can help assess the situation and allow firefighters to look for looming fire remains or for inadequately extinguished fires.
Flir K50 Firefighter Ir Camera The FLIR K50 produces thermal images of 320 x 240 pixels with a 60Hz frequency and a temperature range from 32°F to 1202°F (0°C to 650°C). The camera has five imaging modes that help speed up tactical decisions and the search for survivors. “The camera image is very stable, has a perfect resolution and the various imaging modes help us assess various situations much better,” says Harald Lechertshuber. “Next to the camera’s price level, what we also value a lot is the user-friendliness of the K50. The camera gives clear “A TIC should not be too complex, certainly not in temperature readings and the the stressful situations we sometimes work in. In fact, operation is very simple, as the operation of the FLIR camera is much easier and it should be with a firefightsimpler than I have seen from any other camera out there in the market.” Harald Lechertshuber ing camera. be too complex, certainly not in the stressful situations we sometimes work in. In fact, the operation of the FLIR camera is much easier and simpler than I have seen from any other camera out there in the market.” “The total package of the camera is just right for a fire department like ours. I would not change a thing about it. Even in highly elevated temperatures of more than 250°C, the camera keeps on working perfectly. We currently make use of twelve thermal imaging cameras from FLIR in our county. Whenever, we need to do an intervention, we give priority to the closest available team that has a FLIR camera. This way, we are sure that our people get the best firefighting services possible.” For more information, FLIR Systems India 1111, D Mall, Netaji Subhash Place, Pitampura, New Delhi-110034, India TeL: 011-45603555 Email : flirindia@flir.com.hk Web: www.flir.com

Industry Expectations from Safety Managers Chemical Industry Mr. Avinash Karmarkar, Safety Consultant ( Retd. Chief Engineer [Safety & Fire], RCF Ltd., Trombay Unit, Mumbai ) Email: as_karmarkar@yahoo.co.in
To excel in the field of Safety, health and Environment management, professionals have to acquire special skills to meet the expectations and challenges of the demanding Industry. KEYWORDS : Skills of the excellent OHS professional; Safety Professionals Soft skills
1. Introduction With the global trade, public awareness and stringent statutory norms, importance of Safety, Health and Environment management is very high. Appointment of Safety Officer which was statutory requirement in early nineties was a ritual for the compliance. Safety, Health and Environment Management is as on date, highly challenging profession. Safety Professionals now have to acquire high professional skill to meet the challenges of expectations. Skills which are required for success are discussed bellow 2. Expectations from Safety Managers • With the inception of Appointment of Qualified Safety Officer in MFR- 1982, New profession of “Safety” had emerged. • In recent years- due to competitive and global business-Safety, Health And Environment Management has become highly important. • Most of the managements are now are of the opinion that• Accidents/ Incidences are not affordable • “Safety “ is an Investment and not liability • Subsequent upon “Bhopal 84 | MARCH 2015 | INDUSTRIAL SAFETY REVIEW
disaster” & many other disasters across the globe, Importance of “Disaster Management”, “Emergency Control Plan” preparation, “Ensuring preparedness” and Mock Drills has become vital and was need of the hour • Safe Transportation of Hazardous chemicals is another vital issue and responsibility of “consigner” for training of Chemical Transporter has increased and Emergency response to chemical emergencies has increased. • State and Central Govts. have introduced / amended many rules/ statutes in recent past such as MSIHC – Rules Environment Protection Act,-Water/Air/Noise Pollution & control, CIMAH Rule in MFR, Public Liability Insurance Act, Disaster Management Act, and many others • For precise risk assessment, Different techniques such as ♦ ♦ ♦ ♦ ♦ ♦
Qualitative Risk assessment Quantitative Risk assessment Fault Tree/ Event Tree analysis Job Safety Analysis HAZOP Environment impact assessment, have emerged.
Most of the Managements haveBusiness Sustainability Plan, Reliability Plan Quality Assurance As per “Duties of safety Officer” prescribed in MFR-Safety Officer isresponsible • Advise for planning & organizing safety measures. • Advice on safety aspects, check & evaluate safety performance. • Advise on Purchase of quality PPE’s. • Plant safety inspections. • Advise on accident reporting & investigations. • Effective functioning of safety committee. • Safety promotional activities. • Safety Training New Challenges Most of the organizations are having ISO-9000, 14000 & OHSAS Management systems. (In all these standardsstatutory compliance is paramount and providing great assistance to Safety professional.) Strategy Safety professionals should accept Role of “Coordinator” (Core team member) for effective ISO - 9000, ISO - 14000 & OHSAS -18000 Management Systems Risk assessment, www.ind-safety.com

HAZOP, Job Safety analysis for each individual and group activity. Strategy • Be a part of study group (Expert), try to understand, conceive the methodology “Do not take readymade solutions”, Involve Shop floor Officials in the study/activity • Most of managements feel that behavior base safety is powerful antidote for incidence control, without thinking about infrastructure for Safety (Men, Money, Material) Strategy • Converting Safety Training in “behavior” Training Change, Training Modules, review Safety Orders (Manual, SOP’s), seek help of Top Management and ensure conversion of “attitude’ in “behavior” for all levels of Employees. • Acceptance of Personal protective Equipments. Strategy • The Best Quality PPE’s are available with high protection and comfort which will increase acceptance. • Inventory control of Safety items. Strategy • Define buffer stock & order point based on consumption study. “concept of ZERO inventory & purchase from lowest bidder is not applicable for Safety items. (Convince management) • High expectations of Management. Strategy • Increase your importance in the organization by exhibiting constant concern for organizational activities. Adequate information is now available in the developments of Safety on Internet, Software’s & Literature. Also www.ind-safety.com
“Effective use of multimedia for learning, propagation of Safety should be explored. Define Self Amendment in service conditions and duties of Safety Professionals. “Safety Professional will assist occupier /Manager and Line Management to Implement Company’s QESH policy.” 3. Skills of the Excellent OHS Professional We were originally going to call it the “Perfect Safety Professional” but decided that “perfect” wasn’t the right word as perfection could never be defined or achieved. If you were perfect then you wouldn’t be quite real as it is our imperfections that give us character. Perfect in one environment may be totally useless in another. If you don’t want to read any further because you think that you are already excellent, then guess what – you’re not! so you should read on, for the key to excellence is continual improvement: I do not generally refer to people who work in OHS as professionals, as being a professional implies application of a unique knowledge of subject. I do not believe that a defined, unique knowledge yet exists in the OS side of OHS in INDIA. In my entire service period as safety professional, I learned very little about OHS. None or marginal efforts are taken by Safety Professionals to find out what suits best to our customs and culture. Please do not pretend “I know everything” and say people are going to behave just like that Skills of the excellent OHS professional • Interpersonal skills – Techniques such as reflective listening and appropriate self-disclosure can make a real difference. If you cannot get on well with people your technical OHS skills will go to

waste. Communications skills – The biggest and commonest mistake is written communications that rave on to many pages, precise written communications is the way to go. Not much use having a great message in jargon words, if you cannot get it across. Leadership – Some people say leaders are born, not made, I do not know about this but do know learning programs can enhance leadership abilities. The number 1 job of a leader is to transmit and embed high value standards. In modern business shared leadership is of more relevance than individual leadership. Get your priorities right – Recognize safety never has been and never will be the number one priority (you can say it all you want but is it – really?), safety must be fully integrated into other business functions with equal priority for all are interdependent and none can thrive without the other. Humility – Be humble and recognize the knowledge and worth of the front line worker, they are the only ones who know how things really happen. Broad thinking – Think outside the square and challenge the status-quo Legislation – Recognize that while compliance with legislation is important it is only a minimum standard Pareto Principle – Remember the Pareto Principle, the 80/20 rule, identify the 20% of things you do that give you 80% of your results and concentrate on them A commitment to a continuous improvement philosophy and ability to implement Quality Management. Change management – OHS management is all about change management and generic skills can be

learnt. OHS technical skills – Tertiary training is important but practical experience and critical reflection on practice is vital. Practical experience not only in safety but in management and getting your hands dirty Auditing – Well developed auditing questions are the important first step. Project management – OHS lends itself very well to a project management approach for major change. Learning – Avoid the lecture, use Adult Learning Principles & Process and promote interactive approaches and avoid “Death by Power-Point” Team-building skills – These essential skills can be learnt Time management skills – Relatively easy to learn this Sharing – “People support what they create” Not involving the workforce in decisions about OHS change is the road to disaster. Well-developed bull-dust detector!

4. Safety Professionals Soft Skills • Listening often is described as the most important sales communication skill. It makes sense: How else
would we know what the customer needs, wants and desires if we didn’t listen to the customer? You say you are not in sales. Wrong. We all are in sales. As HSE professionals, we are selling injury and illness prevention and environmental quality to our customers. • Given the importance of listening, think about how much formal training you’ve had in listening: 2 weeks, 1 week, 1 day or maybe none for many of us. Yet listening is critical to our ability to influence change. Next, we must realize that listening is not a passive activity. Listening is actually a dialogue, not a monologue where the speaker speaks and the listener merely listens. • Listening requires the use of our eyes, mouth, brain, body and, oh yes, our ears. We need our eyes so we can see the expression and body language, our mouth to acknowledge and clarify our brain to assimilate the message, our body to indicate we are open and understanding, and our ears to hear the words and how they are spoken. This simple model should be most helpful in growing our listening skills. • Words, Dance, Music: Words account for a mere one-third, the tone or inflection of the words (i.e. the music) about another third & the body language (or dance that signals if the listener is open, closed, bored or attentive) the final third. For example, you are talking to someone and he keeps looking out the window or at his watch. What signal is he sending? Most likely, this “dance” signals he really is not interested or he is in a hurry and wants you to cut your comments short. Keep this simple model in mind when listening. What signals are you sending with your words, dance & music?
