Growing number of waste recycling plants enhance fire safety & remove false alarms with FAAST
A
s the market-leading Aspiration Smoke Detector (ASD), it’s no wonder Honeywell’s FAAST is being implemented by a growing number of recycling and waste management plants. Offering the earliest, most accurate smoke detection, class-leading filtration and system design that removes both dust-stimulated false alarms and problems arising from environmental fluctuation, FAAST provides the highest provision of safety. Despite the WISH guideline release in 2014, fire events are still highly prevalent. In fact, five fires took place in April alone this year; the Recycling Lives fire in Lancashire on 9th April; the Recycling Lives Preston fire on 10th April; the Ramsey Heights fire in Cambridgeshire on 13th April; the Mangotsfield, Bristol fire on 24th April; and the JSW Waste fire in Salford, Manchester on the 26th April. In fact, Salford experienced two devastating fires in just eight weeks. ASD technology is growing steadily in popularity; the WISH Guidelines recommend its use on page 24 of the report, helping to increase this trend. waste management plants, with many more carrying out evaluations. Tim Checketts, Business Development Manager for Honeywell Fire Safety, comments on the need for effective fire safety in the wake of recent incidents and how firms can negate traditional detection issues, satisfy stringent insurance requirements and reduce the total cost of fire safety. “The WISH Guidelines are helping more sites implement better fire protection, but the incidents in April alone, really do highlight the extreme risks. High dust prevalence & environmental fluctuations that cause increased false alarms demand both high performance and high stability solutions. False alarms lead to disruptions - at least 30 minutes unplanned downtime and resources to investigate per event - and also increase maintenance needs. These combined aspects lead many sites to implement solutions that only meet minimum regulations. “Regulations & insurance pre-requisites are becoming more stringent, which from a safety perspective is a
good thing, but for many firms already under pressure from raised premiums, the implementation of enhanced-safety solutions may seem economically unviable. Choosing a solution like FAAST really can deliver on all levels, while also reducing the total cost of fire safety. Unlike other aspiration solutions, FAAST uses a sophisticated three-stage filtration technique, dual-optics particle analysis and intelligent algorithms that effectively distinguish smoke from dust. FAAST is able to withstand temperature and humidity variations, auto-learning its environment. FSAI chapters orgiansed eve for tribute to fire & safety professional The main event of FSAI took place at The Siri Fort Auditorium on 19th April 2015 as “Ek Shaam Sitaro Ke Naam – A Tribute to the Fire & Safety Personnel”. Mr. D.K. Shami, Fire Advisor to Government of India (Ministry of Home Affairs) and Mr. A.K. Sharma, Director, Delhi Fire Service graced the occasion as the Chief Guest and the Guest of Honour respectively.

4th April is observed as “Fire Services Day” to commemorate the Brave Firemen showing exemplary courage and working beyond the call of duty during a major fire incident at Mumbai Dock. The tragic accident witnessed many casualties and injuries. Fire and Security Association of India (FSAI) is India’s premier nonprofit organization with main objective ‘to foster a spirit of safe living among all citizens of India and inculcate a proactive mind-set towards safety and security at all times’. In 2015 like every year during Fire Services Week all 11 chapters of FSAI organized numerous events to spread message of fire safety and some of the events were in collaboration with regional Fire Services Departments. The main event of FSAI took place at The Siri Fort Auditorium on 19th April 2015 as “Ek Shaam Sitaro Ke Naam – A Tribute to the Fire & Safety Personnel”. Mr. D.K. Among the other eminent people from the Industry we had presence of Mr. S. K. The evening was well attended by over 400 people from the Fire & Security Industry. There were many firemen and their families in attendance along with apex and local FSAI teams. The event was a musical programme titled “Ek Shaam Sitaro Ke Naam – A Tribute to the Fire & Safety Personnel” supported by Sur Sadhna (musical group of amateur singers). While many valiant firemen were remembered, Mr. Ashish Talwar, President FSAI Delhi Chapter & Mr. Garry Singh, Secretary FSAI Delhi Chapter presented a cheque of Rupees One Lakh to the Delhi Fire Services Benevolent Fund. The evening started with National Anthem followed by Welcome Address by Mr. Sandeep Goel followed by songs sung by amateur however dextrous singers. The crowd appreciated singing of Diwakar Sharma the most. The almighty compensated not giving light to Diwakar by giving beautiful voice. The event also witnessed new leadership being installed to manage FSAI across the country till 2017, which was announced during the Governing Council Meeting held at the same morning at PHD Chamber of Commerce & Industry. Mr. Pankaj Dharkar, a leading MEP and Green Building consultant took over as FSAI National President where as Mr. Ajit Raghavan were installed as FSAI General Secretary and Ms. Koyeli
Dutt as FSAI Treasurer. Along with the National Team we also witnessed change of Guard at FSAI Delhi Chapter wherein Mr. Ashish Talwar took over the baton as FSAI Delhi Chapter President from Mr. Sandeep Goel and Mr. Garry Singh as FSAI Delhi Chapter Secretary from Mr. Ashish Talwar. FSAI has been vigorously spreading message of Fire Safety & Security throughout the year and helped more than 250 schools and Senior Citizen Homes across the country to get trained on Fire Safety and Security. Such trainings were conducted without any financial charges and have received accolades from school authorities, parents and government. FSAI has been partnering with various government and non-government bodies to enhance span of Fire Safety & Security. Our Salute to the brave Fire Fighters who have dedicated their lives to make our living “Safe and Secure” and have kept our commitment to making this Country Safe and Secure from threats of Fire and Security alive.

This year Essar Steel India Ltd, Hazira observed National Fire Service Week from 7th to 14th April 2015 under the Leadership of Col. Rakesh Vassal (Head – Security & Fire). The Theme for this year as directed by the Ministry of Home Affairs is “TO PREVENT FIRE: ADOPT SAFE HOUSEKEEPING PRACTICES &APPROVED ELECTRICAL APPLIANCE” The objective of this week was to enhance the Fire Safety Awareness among employees and associates through different programs. A CONTRA to the cold SECUMAR presents innovative immersion suits and lifejackets for the first time at INTERSCHUTZ 2015 in Hannover and at the “MMS” in Bremerhaven on the occasion of the 150th anniversary of the DGzRS.
C
ONTRA 110 and CONTRA 140 - these are the names of major innovations from Bernhardt Apparatebau, which is already known worldwide for its technologically advanced SECUMAR lifejackets. New work and survival suits, acc. to DIN EN ISO 150271, now complement the lifejackets in such a way that SECUMAR products not only protect from drowning alone, but also against the mortal risk of the “cold”. On-water clothing and protective equipment should fit most perfectly to each other. The new work and survival suits have been developed according to this basic idea, the most important characteristic being excellent functionality associated with high wearer comfort. The suits are waterproof and the user can set them up individually with different underwear depending on water temperature so they are perfectly protected from cold shock and hypothermia - even under extreme conditions. All suits use the GoreTex® high-performance membrane which whilst preventing water ingress, allows internal water vapor to diffuse through the material to the outside, making it extremely comfortable to wear. The CONTRA 110 models are undersuits which can be worn under any working clothes - and so they are protected from mechanical damage and contamination. They are characterized by very low weight. The CONTRA 140 models are working and survival suits and can be equipped with an internal fall arrest harness according to EN 361 / EN 858 for work at height with the CONTRA 140 AS model. The suits are available in six sizes to allow the highest level of movement. Socks or S5 safety boots (depending on the model) are integrated, the seals at the neck and wrists are soft and their sizes are freely selectable. This personalised and freely configurable suit is comfortable to wear even over long periods with its horizontal zipper across the stomach and removable thermal liner, fixed by means of zippers, allowing easy donning and doffing and ensuring a comfortable fit. The suit itself has no integrated buoyancy system. We therefore recommend an additional SECUMAR lifejacket according to EN ISO 12402-2 or SOLAS regulations with a minimum of 275N buoyancy. The SECUMAR GOLF 275 HV fireman’s lifejacket, acc. to EN ISO 12402-2, was developed specifically for the Fire
Brigade and can be used with or without self-contained breathing apparatus. The arrangement of the harness straps enable the lifejacket to be worn over or under the compressed air cylinder, so the SCBA doesn’t need to be removed to don the lifejacket. The special design of the buoyancy chamber provides enough space at the back of the neck to prevent the helmet being forced forward and at the front for the mask and demand valve. A D-ring at the back allows the connection to a safety line. For “hot” missions close to the fire the outer protective cover of aluminized NOMEX preserves the lifejacket from damage by heat and sparks. These new innovations will be shown on the occasion of the 150th anniversary of the DGzRS in conjunction with the Congress “WMRC” (World Maritime Rescue Congress) from May 30th to June 02nd 2015 at the “MMS” Exhibition in Bremerhaven and also at Interschutz 2015 - the leading exhibition for fire prevention, rescue, disaster relief, safety and security - where SECUMAR will be found in hall 025 - booth no. This has no effect as he tries to brush against her pretending to be enquiring about a camera. Scared, the young man quickly apologises to the girl saying ‘Sorry, sister’, the ‘sister’ being prompted by the young lady. CP Plus brings in the assurance of omnipresence to security

The campaign comprises three films, of which two films on ragging and eve teasing have been released in the public domain. The third film based on a maid is slated for release this week. The first TVC, which is on ‘Ragging’, shows a group of seniors rag the juniors, asking them to form a ‘QutubMinar’ by climbing on top of each other. One of the juniors finds a CCTV camera mounted on a pillar and teases the seniors, saying “Uparwala sab dekhrahahai”, indicating that all their acts are been seen and recorded up there. camera and asks the guy to look up, saying “Uparwala sab dekhrahahai’, indicating that his actions are being watched by the one above. The third film shows a maid looking after a baby while the mother has gone to her office. During meal time, the maid instead of feeding the baby, starts eating the kheer herself, when a woman on the TV screen points towards the CCTV on the ceiling and sternly warns the maid that “Uparwala sab dekhrahahai”. ilestone Systems open platform IP video management software (VMS) is a core technology in the mobile event incident command unit developed by Unified Command as a temporary security operation center (SOC) that moves from one event location to another. “Milestone VMS technology helps us unify all the facets of complex events into one centralized command. overall response to incidents that happen at events: overflowing trash cans, lost items, clogged entry and exit points, unruly and potentially dangerous crowds and serious medical emergencies. “By putting everyone in the same virtual room through access to a top quality video solution, everyone involved in the event’s success is able to read off the same page. Since we can all communicate with each other directly, we respond more quickly.” For example, when a call comes in that someone has passed out, the dispatcher in the command center uses the call’s point of origin to identify the closest camera and directs that camera to scan the crowd to the person needing attention. The dispatcher gives the exact location to the medics - which is critical when it’s dark out, strobe lights are running and there are no cross streets for reference points. As a result, the medics quickly get assistance to those in need, not wasting precious time searching a crowd of thousands. The incident command team proactively scans video for potential

problems. When people appear to have consumed too much alcohol or other substances, or crowds gather near perimeters perhaps preparing for “fence crashing”, Unified Command operators use the camera coordinates to direct security staff to the exact location, fast. Efficient Ease of Use, Interactive Maps Give Pinpoint Precision The complexities of managing incident response for changing event venues leave little – if any – time for training. Gandy reports that the Milestone VMS is very easy to use. “We can bring up multiple customized views for display on computers, mobile devices and the XProtect Smart Walls. It’s a big issue with a lot of security systems to know where the cameras are to get the live view quickly, but the interactive map in Milestone takes care of that: operators just click on an icon and a separate window pops up with the camera feed of that view.” Gandy begins each event by putting a location diagram into the software and placing an icon for each camera on the computer-generated map. This eliminates the need for staff to look up confusing camera identifiers like North Parking Lot Facing South, which means nothing to dispatchers who don’t work in the area
every day. Mobile and Wireless for Situational Awareness Unified Command takes advantage of mobile and wireless capabilities to coordinate among the locations within an event. Using the Video Push feature in the Milestone Mobile client, cell phone cameras can record video at points not covered by the network cameras and stream (‘push’) those images back to the command center via wi-fi. Milestone Mobile also streams video to iPads that Unified Command assigns to event managers, enabling ‘views of the entire festival they can carry in their back pocket’. Gandy says the Milestone wireless support makes it possible to set up the command center physically removed from the heart of the event. Honeywell & TPDDL deploy first-of-its-kind smart grid project to improve energy reliability
H
oneywell (NYSE: HON) and Tata Power Delhi Distribution Limited (TPDDL) today announced that they have successfully implemented the first ever Automated Demand Response (ADR) project for commercial and industrial facilities in India. TPDDL will use Honeywell technology & services to link more than 160 buildings in its distribution network, and call for temporary reductions in energy use when demand threatens to outpace supply in grid stress conditions. This includes power management during periods of peak consumption, as well as other grid emergency situations. ADR gives the grid operator a new domestic resource to help alleviate stress on transmission and distribution lines, and improve supply efficiency. Given the gap between the power required for homes and businesses in India, and what utilities can produce, many cities across the country face severe brownouts and blackouts. The demand for electricity in Delhi, for example, has almost doubled over the past decade. With nearly 50 percent of the country’s peak load tied to commercial and industrial sites, the ability to adjust related energy use is critical. Grid operators like TPDDL can use ADR to help reduce peak load in a facility by 15 percent on average, creating a “virtual power plant” that generates “megawatts” or reduced demand. The project will give TPDDL the ability to reduce approximately 11.5 megawatts of peak demand. However, if the same technology were deployed in all buildings in India, electricity consumption could drop an estimated 10.5 50 | MAY 2015 | INDUSTRIAL SAFETY REVIEW
gigawatts, close to 7 percent of the peak energy currently required nationwide. “This is a significant initiative — one that supports our mission to build a resource-efficient, environmentally friendly electrical grid,” said Mr. Praveer Sinha, CEO & ED of Tata Power Delhi Distribution Limited. “We are committed to making this deployment a success, and finding new opportunities to extend ADR to other customers, thus playing a role in helping to meet Delhi’s energy needs. We believe our steps in this direction will also encourage other Indian utilities to adopt smart grid technology for efficient operations.” High-end commercial and industrial consumers in the TPDDL territory with individual connected load of more than 100 Kilo Volt Amps (kVA) volunteered for the project. As they signed up, Honeywell and TPDDL conducted site audits, and worked with the building owners and operators to identify and implement changes to help temporarily trim consumption. Conservation measures include turning off commercial and industrial loads like banks of motors, pumps, fans and condensers for a short period. TPDDL is using Honeywell’s software as a service (SaaS) and smart meters to communicate with the building systems at the participating sites, and automatically apply the load-shed measures when the grid is overburdened. By participating, commercial and industrial customers can cut their energy use and costs without compromising operations. The collective decrease in consumption gives the grid operator more tools to balance supply
and demand, and help avoid power disruptions. In addition, ADR helps reduce greenhouse gas emissions and the need to run expensive peaking plants, which typically sit idle until customers require more electricity than the utility is able to provide using its primary, base-load generators. “TPDDL is steering the country toward a smarter, more dynamic electrical grid where utilities and their customers collaborate to solve broad challenges,” said Anant Maheshwari, president, Honeywell India. “This project will help support the development and expansion of smart grid solutions in India. Honeywell is also committed to providing a simplified ADR solution for companies with less of a connected load to boost participation,” he added. Our engineering team is already working on the new housing designs for customized offerings and AFC solutions from India. Apart from that our Magnetic TRAFFIC H1 horizontal barrier is an all-purpose solution for various safety and Security applications as well as for the guidance of vehicles and / or pedestrians. In typical applications the barrier is used for securing tunnels, bridges or pedestrian paths. In the field of vehicle or pedestrian control applications it is quite often necessary to control the vehicle and / or pedestrian flow alternately in longitudinal and lateral direction. According to you what are the factors affecting to your business? We have experienced sometimes, the end user chooses the product/solutions only by initial investment but are not educated in the operational expenses and long term ownership challenges. These are very critical in comparing products and solutions since in this business mechanical components play a major role and other than initial cost, long term ownership plays a vital role. We are started the process of customer education programs. We have also seen that aesthetics plays a role and in some cases compromising the Technology aspect. This may not be good for the industry since non-performance

Leading textile retailer invests in very early smoke detection with Vesda
P
othys is one of the largest chains of textile showrooms operating in South India with a net worth of over 1 billion Indian rupees ($20 million USD). Pothys displays and sells a wide range of high quality silk garments and sarees and their flagship store is located in Chennai. The highly flammable nature of silk products combined with the risk of overheating electrical cables poses a high fire risk. A fire in these stores has the potential to cost millions in spoilt stock and building damage as well as compromising customer life safety. Conventional point detectors were previously installed in their showrooms; however these did not provide adequate early warning of fire and time to investigate and prevent escalating consequences. They were also considered to be difficult to maintain and monitor. The detectors were connected to a main fire panel for purposes of monitoring and assessing alarms. This was a difficult system for staff to use: the panel was unable to pinpoint the exact location of a fire or identify the condition of individual detectors. Time and effort was often wasted trying to find the exact location of a threat which severely compromised an effective response plan. Maintenance was labour intensive and an expensive process: as the fire panel was unable to identify which detectors required servicing, each detector required regular removal, cleaning and recalibration.

The Solution VESDA was suggested as an alternative solution offering very early warning detection and ease of monitoring. In case of an impending fire threat, VESDA identifies smoke at the incipient stage, providing plenty of time for early investigation and intervention to avoid potential damage and risk to customer safety. After considering a range of air sampling smoke detection (ASD) solutions, VESDA was trialed in one showroom and was found to provide superior performance over other detectors consistently detecting minimum traces of smoke. The successful trials led to VESDA being chosen as the preferred solution. The proposed design to protect nine stores included VESDA VLC and VLP detectors. VESDA System Management (VSM4) software was also integrated into the design for ease of monitoring. Two VESDA detectors were installed on each floor with each store containing anywhere from six to ten floors. One VESDA VLP detector was installed in the showroom on each floor, protecting the show room area while a VLC detector was installed in the false ceiling to provide additional protection. Each store contains
between ten to twenty detectors protecting the entire facility. The Outcome The installation of VESDA VSM4 provided a much more user-friendly and cost-effective monitoring experience for Pothys to assess and respond to any event. VSM4 allows Pothys to monitor VESDA systems of multiple stores all from one location, with the ability to provide the location and devices involved in a particular event. This helped the staff to minimise time required to find the threat and initiate an appropriate emergency response. VSM4 also allows for remote monitoring with any pre-defined event notifications e-mailed or sent via SMS to two people responsible for managing the system. Maintenance time and costs are reduced as only ten to twenty VESDA detectors per store need to be maintained periodically, as opposed to a hundred or more point detectors per store. Early warning and intervention means that Pothys can rest assured that its valued customers and inventory are protected from the threat of fire.

New Sport’s Bar Protected by Fike Fire Detection

orey’s Sports Bar, a newly refurbished nightspot in Tamworth, UK, has invested in a fire detection solution from Fike Safety Technology (FST). Located in the town centre, the new bar opened at the end of 2014 and offers local residents the latest sports, music, entertainment and food - 7 days a week. FST approved systems integrator, Justice Fire & Security, designed and installed a solution based on the company’s popular Duonet single-loop intelligent addressable fire alarm system. “The innovative technology built into the Duonet panel is designed to significantly reduce false alarms and provide the flexibility required for demanding environments such as nightclubs” explained, Steve Grant, Installations Manager of Justice Fire & Security. “This flexibility combined with the benefits of FST’s multi-criteria detectors made Duonet an obvious choice for this project.” Forty devices including Multipoint ASD detectors, call points, sounders and beacons, were installed in the bar - up to 200 devices can be installed 60 | MAY 2015 | INDUSTRIAL SAFETY REVIEW
on a single loop. The Multipoint ASD detector provides high performance and flexibility through multiple choices of detection mode, combined with an optional built-in 90dBA sounder and strobe. The unit can be set to a single mode or a combination, for a choice of up to 15 different settings. Each detector also has an in-built loop isolator as well as optional I/O for local control and switching. This single device can be used in all fire detection applications simply by changing its mode of operation. For example, the detectors protecting the dance floor have been programmed to a heat mode as the bar uses a smoke machine for effects. This flexibility also allows the system to be easily re-configured if the layout of the venue changes at any time in the future. “As a system designer and installer the flexibility of the Multipoint ASD Detectors is a great advantage. We only have to stock a couple of different versions of detector and they can easily be re-programmed on site if we come across any problems during commissioning”, added Steve.
To aid evacuation in the event of fire, standalone strobes were installed in the toilets as well as on detectors on the dance floor. The use of integral strobes eliminates the need to install a separate strobe and therefore saves time and money. Loop mounted I/O modules were used to automatically turn off the sound system and turn on the lighting if an alarm is triggered. The Duonet panel provides up to 2-loops, whereas Quadnet, its larger brother, has a capacity of up to 4 loops making addressable Multipoint ASD detector technology available to customers with systems of up to 800 devices. The standard black high-gloss finish of the panels not only reflects its state-of-the-art technology, but also enhances its surroundings - rather than be hidden away as is often the need with traditional fire alarm control panels. In terms of infrastructure development, technology base and the wide range of products manufactured the industry has seen very good progress. The exports market’s demand has been growing rapidly due to the capability of Indian players to produce cost-effective drugs with world class manufacturing facilities. Bulk drugs of all major therapeutic groups, requiring complicated manufacturing processes are now being produced in India. In addition to having GMP, WHO, several Indian companies have also been getting plant approvals from international regulatory agencies like US FDA, MHRA (UK) etc. India possesses the highest number of US FDA approved manufacturing facilities outside the USA and currently tops in filing the drug master files (DMF) with the US FDA. This has also facilitated the domestic industry to attract contract manufacturing opportunities in the rapidly growing generics market. A paradigm shift occurred in the Indian pharmaceutical industry with India becoming a signatory to the WTO order, ushering in the Product Patent Regime. Earlier, with the enactment of The Patent Act, 1970, only process patent was applicable for pharmaceuticals

Secured Sustainable Supply Secured supply of bulk drugs (APIs) or the formulations to markets is the key to any manufacturing unit as any interruption due to EHS incidence can mean loss of business. To avoid incidences strong EHS systems and procedures are required to be drawn and adhered to. Earlier reliance on the Lagging Safety Indicators to evaluate Safety performance such as Loss Time Injury Illness free working hours, Severity Index, Reportable Injury Illness Rate etc. only gives picture of how the unit performed in the past. Past performance of safety cannot guarantee safety at the unit in future. Proactive approach includes relying on Leading Safety Indicators such as number unsafe conditions/unsafe acts spotted and corrective actions taken, self inspections, peer audits, effective incident investigation with Corrective and Preventive Actions(CAPA) identification and its timely closure etc. 3. Process safety generally refers to the prevention of unintentional releases of chemicals, energy, or other potentially dangerous materials (including steam) during the course of chemical processes that can have a serious effect to the plant and environment. Process safety involves, for example, the 68 | MAY 2015 | INDUSTRIAL SAFETY REVIEW
prevention of leaks, spills, equipment malfunction, over-pressures, over-temperatures, corrosion, metal fatigue and other similar conditions. Process safety programs focus on design and engineering of facilities, maintenance of equipment, effective alarms, effective control points, procedures and training. It is sometimes useful to consider process safety as the outcome or result of a wide range of technical, management & operational disciplines coming together in an organized way. Ensuring implementation of Basis of Safety, Safe hold positions, emergency venting, reaction calorimetry data, Mal-operation studies, HAZOP studies, preventive maintenance program, Permit to Work system, dust explosion properties of drug intermediates etc. ensures implementation of elements of the Process Safety. 3.2 Risks Identification & Elimination As in any other industry identifying of risks and maintaining Risk Management System helps in proactively implementing actions to minimize the risks and eventually eliminate them using the hierarchy of control. This ensures that proper planning is done and required resources are allocated to focus on areas needing improvement to reduce the EHS related risks. Introduction of new processes, changes in current processes, self inspections, audit observations, incident investigations act as sources of identifying new Risks. Risk Registers should be maintained and kept updated regularly. 3.3 Chemicals Segregation & Storage Various chemicals having different properties are required in Bulk Drugs manufacturing units to carry out different chemical reactions. Based on the compatibilities of the chemicals with each other they should be segregated and stored in suitable identified places in the optimum quantities. Suitable containment arrangements must be provided to take care of any accidental spillages due to rupture of the storage containers such as dykes.
3.4 Hazardous Area Classification (HAC) Large volumes of flammable solvents, gases and dusts are involved in manufacturing of the Bulk Drugs. HAC studies are required to be carried out to prevent instances of fire and explosion in such identified areas where suitably rated electrical equipment is deployed to control the source of ignition. 3.5 Permit To Work Effective Permit to Work system must be in place & in use to have assessment of the hazards involved in the task to be undertaken through integrated checklists & precautions to be taken while carrying the particular job. The issue of the relevant Permit must be carried out after joint inspection of the work by the Permit issuer and the receiver. Isolations carried out during the task should be recorded and signed off by the competent persons. Pending jobs must be recorded on the Permit clearly at the end of the validity time mentioned on the Permit and if the job is completed then hand over should be recorded and signed off by both issuer and the acceptor of the Permit. Apart from General Work Permit other Permits for specific tasks such as ‘Entry in to confined space’, ‘Hot Work’, ‘Working at Height’, ‘Working on fragile roof’, ‘working on High Tension Electrical Installation’ also need to be drawn & used. 3.6 Flammable Solvent Handling Open handling of flammable solvents should be minimized to prevent creating flammable atmosphere. For handling small quantities safety cans/containers should be used. Suitable Local Exhaust Ventilation (LEV) systems should be designed and used to prevent exposure to handlers of solvents. 3.7 Control of static electricity Static charge genearation can be a source of ignition causing fires and therefore needs to be controlled by using effective means of earthing and bonding. Earth resistance of the earthing pits should be carried out at periodic intervals and earthing points should be provided in the manufacturing areas to www.ind-safety.com

dissipate the static charge to prevent sparks generation. Footwear with conducting type soles should be provided to all entering the manufacturing areas. Suitable testing mechanism to test the effective conductance of the footwear sole should be installed & used. Cotton apparel must be worn by all entering the manufacturing area. 3.8 Material Handling Various types of material handling equipment are used to transport raw materials as well as intermediates and finished goods in the factory. Battery operated vehicles should be operated by only trained and authorized persons and should be used after checking as per the check-list. Adequate warning devises such as horn, reverse horn and light should be in working condition. At blind turning points warning signs and traffic showing mirrors should be installed. Refresher training should be imparted to all the operators at periodic intervals. 3.9 Emergency Preparedness and Handling Emergency response team should be formed and trained to handle emergency on site. All possible scenarios should be listed in Emergency Plan & command structure & key roles & responsibilities during the onset of emergency should be spelled out. Mock drills should be conducted periodically to test this Plan. If required, plan should be amended based on the observations made during the mock drill. 3.10 Exposure To Active Pharmaceutical Ingredients Active Pharmaceutical Ingredient (API) should be handled very carefully as exposure to it can result in occupational health issues to the handlers in some cases. Occupational hygiene monitoring needs to be carried out for APIs having Occupational Exposure Limit of (OEL) of less than or equal to 10 mcg/ m3. Engineering controls such as Glove Boxes or similar containment solutions must be put to use and its effectiveness should be tested periodically with www.ind-safety.com
Occupational Hygiene monitoring. 3.11 Hazardous Waste All the hazardous waste generated from the process should be listed down in hazardous waste management procedure and its disposal should be mentioned therein. Efforts should be made to reduce generation of waste. 3.12 Contractor Management Many engineering / maintenance activities are entrusted to contractors. Competence of the contractor staff should be verified before allowing them to work. Periodic meetings should be held with the contractor supervisors to appraise them about the EHS related activities. Contractor selection process should include the EHS consideration and due importance must be given to EHS awareness of the Contractor and its past record with other units. 3.13 Self Inspections & Audits All the departments must have regular self inspection schedule to periodically check EHS related inspections such as PPE storage and maintenance, Material Handling equipment, Eye wash fountains, First Aid boxes etc.Inter-departmental EHS audits should be carried out on periodic basis against the applicable EHS standards. Key representative from all functions should be part of the Audit team. Audit schedule should be prepared in advance and communicated. 3.14 CAPA Tracking & Closure Internal audit reports should be issued and Corrective and Preventive Actions (CAPAs) should be drawn with time limit and Action owners. CAPA closure should be tracked to ensure allocation of due resources. 3.15 Change Control Any change in process, equipment should be controlled through a robust change control program. All the aspects of the change including its EHS impact should be assessed and recorded in the Change Control document. Any recommendations endorsed in the document should be completed before implementing the change.
3.16 Zero Access Machine Guarding Various machines used in formulation manufacturing units have many pinching points and hence all such points should be guarded effectively. The guards should be interlocked with the machine operation so as to prevent running of the machine when the guard is not in its place. 3.17 Lock Out Tag Out (LOTO) Procedures Isolating all types of energy sources before adjusting/maintaining any machine is very important to prevent injuries. This can be achieved through a robust LOTO program. LOTO awareness should be ensured through periodic training programs. LOTO stations and registers should be well maintained. 4. Impelementing OHSAS 18001 and ISO 14001 OHSAS 18001 (officially “BS OHSAS 18001:2007”) is an internationally applied British Standard for occupational health and safety management systems. It exists to help all kinds of organizations put in place demonstrably sound occupational health and safety performance. ISO 14000 is a family of standards related to environmental management that exists to help organizations to (a) minimize how their operations (processes, etc.) negatively affect the environment (i.e., cause adverse changes to air, water, or land); (b) comply with applicable laws, regulations, and other environmentally oriented requirements, and (c) continually improve in the above. 5. Conclusion Implementing strong EHS Management systems and relying on the leading Safety Indicators can ensure sustainable secure supply of the product without any business interruptions due to EHS incidences. Bosch Access Control Integration with Milestone is Certified XProtect Access Control Module provides handling of events, doors and gates from the easy-to-use video interface

ilestone Systems open platform IP video management software (VMS) is integrated with Bosch Access Control – and has been certified with full documentation of testing results and best practice for optimal configurations. This means that Bosch and Milestone customers can count on a reliable, interoperable solution, and installing partners can take advantage of the practical information in the certification documents for better implementations. The integration between the Bosch Access Control system and the Milestone XProtect® VMS was achieved earlier with the user interface via the Bosch system, and subsequently upgraded with the XProtect® Access Control Module in 2014, with the certification process completed by the end of the year. The combined solution now displays real-time access control events and alarms in the Milestone XProtect® Smart Client, also providing control of doors, gates and barriers from within the video interface. Does it not raise questions if we are safe in our own country? While the crime rate is growing, abductions, human trafficking and extortions have almost become an industry. The rangdari and supari culture is now a new brand of threat to the Indian citizen. Money laundering, hawala, small arms proliferation and human trafficking are on the rise. A recent case about the three year old Jhavi going missing from India gate while on an outing with family shivers our spin and is a live example to the subject under discussion. Amongst this unrest our children yet have to go to school, our wives and sisters have to go to work. But as has been righty said by William Arthur Ward “We can throw stones, complain about them, stumble on them, climb over them, or build with them.” Thus, it is the duty

For over 20 years, businesses, individuals and commercial and residential associations have embraced video surveillance technology as a means to protect residential privacy and property against intrusion and other forms of crime. During the last decade, law enforcement agencies in Great Britain, France, Monaco, Spain and other countries have increasingly relied on Close Circuit Television (CCTV) surveillance to enhance public security. he change in political leadership with Mr. Narendra Modi becoming Prime Minister of India has infused a sense of progress and change of mood to an extent among the common man. The policies of the present Government have been recognized and have come for appreciationeven at theInternational level. The launch of Jan Dhan Yojana, land Reform Bills, Real Estate Bill and others have been welcome steps and may auger well for the countrymen sooner than later. These are all positive developments though the outcome and impact may be seen a little while later as all of theseare in their nascent stage. The completion of one year by the Modi Government may not have resulted in clear visible tangible results but the euphoria of projected schemes of development like ‘Make in India’ has definitely brought India into Focus once again in the International arena. The concept of 100 smart cities is definitely an eye catcher and welcome move by the Prime Minister and should be pursued in the right earnest. The initiative of Prime Minister to receive and pursue positive suggestions has enthused me to put across my own thoughts. I wish that my contribution, however small could help in improving the lot of the common man. Seventy percent of population of India lives in villages and the youth belonging to this segment are passing through a dramatic psychological turmoil. The invasion of bedroom
from the skies in the form of television and the advancement in telephony through internet has given his mind dreams that were unthinkable few years ago. However, the ground realities around him by way of minimum educational avenues, minimum basic needs of life and same age old shabby surroundings are deterrent for his talent and the dreams to take shape and flourish. The ratio of school dropouts at school or college level is quite high amongst the rural youth which is negatively impacting the education policy and targets of the Govt. Added tothisis the non-availability of vocational avenues in rural environs which is further adversely affecting the aspirations of the youth from the rural areas. All such youth with little education, no vocational skills and passing through utter poverty, find their way to nearest urban cities or large cities where they migrate to find some source of livelihood. This has two major negative impacts on the county and also on the youth of rural background. 1. The cities face invasion by illiterate, uneducated,untrained youth who find themselves unfit thus create more problems for the cities resulting in law and order problem, unplanned excessive burden on each facility of a city, which is unable to cope up with such an influx. 2. on the path of crime, except in few cases. This results in tremendous socio-economic disconnect. If we look at this trend, this trend has been going on for decades after India’s independence and very few reluctant halfhearted measures have been taken by some states without much success. Now that the young population of workable age is going to be highest in India across the globe and stay that way for atleast two to three coming decades, it is the right time if the Government also looked at an idea of “looking to villages” to tap the rural youth and make them vocationally trained assets. In a recent statement the Prime Minister opined that India can supply young professionally trained manpower to all the countries of the world. This idea of the Prime Minister can be fulfilled with adaptation of ‘look at villages’ policy. As per available statistics there are 676 districts in 29 states and 7 Union territories in India with a total number of 6,38,000 villages. 72.2% of population of our country lives in villages where as remaining 27.8% lived in about 5,480 towns and urban agglomerates. The policy of “look to villages” should envisage to create and develop SMART VILLAGES across the country. This would need a shift of thought process of the authorities. On the lines that 100 cities being shortlisted to become SMART CITIES, each district may be divided in cluster of 10 to 15 villages (consisting of a specific number of population say 50-75,000). Each district could have 7to20 such clusters of villages depending on its size of population {One cluster of Villages should be picked up by local 86 | MAY 2015 | INDUSTRIAL SAFETY REVIEW
authorities with the help of public leaders} since it may seem impossible to take up one village at a time to make it a smart village, it would be more practical and convenient if a cluster of villages is formed in each district. All the clusters should be assigned to create a team of thinkers whowould prepare a complete blue print of the requirement of the cluster including need to develop Infrastructurelike roads, buildings, bridges, water, sewage, schools, colleges, hospitals and other facilities as per need based on local talent available, local vocations available, local raw materials/facilities available, service/vocational avenues available locally or in the district or within the state. A plan for 50 years could be made and implemented as a five year plan spread over next 50 years. Each cluster of villages once finalizes its blue print it shall also mention the contribution that thelocal population can make available like funds, shram-dan, infrastructure, trained/untrained manpower to make their cluster a fore runner to be selected to make it a “Smart village cluster”. The Government should allocate funds for development of rural clusters as per their plans and take up this project along side of Smart cities projects. Foreign countries could also be involved in this process in due course. In the recent years many stories about residents of villages having taken upon themselves to transform the lives of their village and itsresidents. The villages have chalked out the plans for their village not only according to their needs/requirements and choices but have contributed financially and by labour
(shram- dan)in carrying out the transformation of their villages. Stories from Rajasthan where water based projects were taken up not only by one village but by a cluster of villages thereby constructing small dams for conservation of rain water, resulting in transformation of their lives in a big way. Their achievements were appreciated at National as well as International level. These are not one off stories but there are plenty of such cases. This should prompt the Goverments at State level and at Central level to shift part of their focus to this need. The idea of smart village in the present day context seems more plausible as there is a limit of growth of cities which is leading to creation of urban jungles, where the population ratio per km of land is way above the desired norms. To take baby steps initially would lead to a compaign at National level once the fruits of this effort start bearing fruits, which surely would be visible for all to see sooner than expected. A State level bodymay be formed which should divided its state in a group of districts say a Zone of 4 to 5districts consisting say X number of such Zones in a state. Each Zone should be divided into cluster of village in a congruent manner which could consist of 12 to 15 villages based on population/socio economic background. Each cluster should be considered for one big project in such a way that this project serves a complete requirement of its Zonal (consisting of 4/5 Districts) needs or even the needs of whole state depending on the size of the project. For example if an educational project is taken up for a particular cluster this would www.ind-safety.com

serve the whole Zone and cater to all the residents of that Zone or even serve as a nerve centre for that state. Each Zone should be given a major project for its state based on its geography, local talent available etc. The state Governmentsmay prepare a 50 years plan for these clusters based on the lines of ‘Smart Cities’ where they should allot manufacturing industry/educational hub/IT hub /university/tourism hubs/Medical Centers/Vocational Training centersetcetcas per the available natural habitat, raw materials and human talent keeping in mind the futuristic needs of eachcluster and also as per the national development plans prepared by the ‘NITI AYOG’. These plans should be at par with their counterparts available anywhere in the world. Having identified each cluster of districts, the projects of university/hospitals/colleges/tourist spots/IT hub/ manufacturing industry hub/railway/ metro yards/sport hub etc. should be allotted to each cluster depending on needs and geographical location where ever they suit best and would bear fruits for next 50 years as a ongoing developmental programme. All the necessary quality and other controls for this development need to be specifically laid down and followed diligently.Having done this a time frame plan for each need should be identified. The needs of next five yearsshould be identified in such a manner that each cluster of districts is allotted at least one major project. Next logical step should be form a cluster of 10 to 15 villages dependency on population in at least one cluster of districts and the allotted project should www.ind-safety.com
be allotted to this cluster of villages. All the project could be finished with the help of local population/leaders where in the local population voluntarily comes forward to contribute by way land, subsidized labour, physical help etcetc to make this project a success in their own cluster of villages. In view of recent incidents of earthquakes it becomes imperative for planners and thinkers to modify their laid down norms in the changed scenario and scope of compromises on quality checks are made zero percent and defaulters treated like enemy of the nation. Strict compliance rules on these fronts need to be put in place. We may start at a slower speed without compromising on quality and as per the plans and acquire greater speed in due course and at a high pace once the experiment bears good results. The following criteria and more such requisitions as per need should be made prerequisites of a smart villages cluster:1. Smart Security. 2. Smart traffic control (traffic signal)/only one way roads without crossings etc. 3. Smart & effective emergency response systems. 4. Zero tolerance on crime. 5. Smart policing. 6. Usage of technology like CCTV/ speed monitors/smart surveillance systems. 7. Speed cameras for detecting speeding vehicles. 8. High resolution cameras for detecting stolen vehicles. 9. Equi-distribution of facilities across all corners of cluster. 10. Smart Sewage treatment facilities.
11. Smart rain harvesting/rain water drainage system. 12. Smart and efficient public transport system. 13. Adequate & latest firefighting systems. 14. Disaster management trained officials (only Disaster Management trained officials from paramilitary/NCC be deployed). 15. Renewable energy/Solar Energy systems should be installed. 16. Vehicle emissions should be controlled/private vehicle holding to be controlled by law. 17. Make adequate green areas/ parks/sanctuaries/water bodies mandatory for each cluster. 18. No beggars (All beggars should be provided residential areas (boarding/ lodging) by Government and provided vocational training to sustain life independently). 19. Smart garbage collection/recycling system should be put in place.Different color coded dustbins should be promoted. 20. Provision for seniors’ citizen homes should be made. 21. Smart E- Governance should be put in place. 22. Smart collection of all kind of bills like electricity, gas, water, fares, tolls, property tax etc. should be put in place. 23. Smart/Automated hazard detection, weather forecast, calamities should be put in place 24. Public address system in any emergencies should be put in place. 25. earmarked. 27. Cycling only zones should be developed. 28. Adequate leisure activities should be developed and provided to public. 29. Latest and affordable medical facilities should be made available. Finally thiscluster of 10/15 villages prepares a blue print of the cluster for roads, infrastructure, Industrial area, educational area, parks, tourism spot development, hospital, water/ sewerages etc. as per requirements as above. All the facilities that the villagers of the cluster can provide from their own resources should also be incorporated in their blue print. There should be various thumb rules as to which cluster of villages out of the cluster of 4/5 districts is allotted a particular project. One of the thumb rules could be that whichever cluster of villages is ready to provide maximum land and financial/other contributions in the execution of the project. The suitability of that cluster for a particular trade/vocation for its maximum participation/utilization should also be kept in mind. The strengths and weaknesses of each cluster from all angles should be weighed at the time of finalizing allotment of project. Likewise every year one or two clusters of villages could be short listed for development of smart and safe cluster of villages. A homogenous project made for next 50 years could start as a small step in paving way in easing burden of villagers drain to cities. whole state shall gain and non-ending process of all states can be chalked out and developed in a dedicated time frame over next decades. This shall help absorb newer upcoming projects/requirements which could be taken up for fulfillment in the next upcoming cluster. This may result in even foreign nations making a beeline to adopt one or more clusters of villages in different states for different streams of professions. For example if a cluster is allotted an Auto manufacturing hub, some foreign country joining ‘Made in India’ may like to adopt the cluster. Similarly some other countries may vie to join in for education/ medical/ engineering/ IT/ aviation/vocational training hub or any other stream. The major gains of the country from this project may bring a wind fall for the rural school dropout youth belonging to these clusters of villages, who could find ample avenues to take up one vocation or the other and help the nation to grow in the villages rather than depending heavily on the cities. Taking education, skill for vocations etc to villages can well channelize the energies of the youth as a powerful tool for the nation. An educated rural youth will be an asset to the country and even if he shifts to a city he shall prove to be an asset rather than a burden as is happening now. India needs educated population and not literate but uneducated otherwise all the smartness of cities or villages will result in failure. Coming to villages and making their youth educated can only be achieved if we plan smart village and this is the right time under the dynamic and pragmatic leader Mr. Narendra Modi. www.ind-safety.com

Mahindra Defence Implements Smart Surveillance 2.0 for Lucknow City in record time of Six months

ttar Pradesh, India’s most populated state, is home to a staggering 21 crore residents. According to a report tiled Crime in India 2013, which was released byThe National Crime Records Bureau (NCRB) in June 2014, Uttar Pradesh topped in the lists of various crimes and violations. Shockingly, the report also stated that there are merely78 policemen per lakh of peopleas against UN recommended ratio of 222 policemen.To add worry to woe, the police force is armed with insufficient and outdated resources that are scattered over the sprawling 2.5 lakh-square kilometre area. A Solution for Safety&Security of Citizens The State Government of Uttar Pradesh along with Uttar Pradesh Policehas conceived the use oflatest technologies based on global best practices to design & implement Smart Surveillance for Lucknow City as first step to modernise the police operations for providing better safety & security to its citizens. On 12th April 2015, Chief Minister of Uttar Pradesh, Akhilesh Yadav, unveiledSmart City Surveillance 90 | MAY 2015 | INDUSTRIAL SAFETY REVIEW
project encompasses 70 crossings with 280 cameras installed. Lucknow Police are now integrating CCTV cameras installed by commercial establishments with the Smart Surveillance system to ensure the entire city is covered without excessive financial pressure on the government. “Maintaining public order, crime control and traffic management on streets would be the key focus of this project. I feel that presence of cameras will gradually bring about a positive change among people,” CM Yadav said, hoping for a behavioural change among the citizens. He also said that the installation of CCTV cameras would not only help in maintaining law and order but also for traffic management and crime control. MukulGoel, Additional Director General for Law and Order, elucidated that previously, it would have been impossible to survey mass events for lack of enough traffic policemen on the roads. Mobile surveillance vans equipped with night vision cameras have also been deployed as a part of the project and the cameras can extend up to three metres over the vehicle to capture members of a violent mob. While a total of 280 high-resolution
cameras have been set up at strategic locations across the city, 40 of these have been installed with ANPR technology. The control room staffs have already been awarded ISO certificates. Cameras have been installed with infrared technology that helpsautomaticallyrecognise number plates. This feature was demonstrated by the issue of electronic challans to traffic offenders on the day of the launch. Vehicles that enter or exit Lucknow will fall under the surveillance of these cameras and details of those belonging to wrongdoers can be recorded on the ANPR and remain on a server for a year. This project is titled Drishthi (meaning sight, in Hindi). Mr Goelsaid “This [the Smart City Surveillance project] would be helpful in nabbing criminals, defying them and taking action against them. This will also be very useful in managing traffic violations. We have encouraged businesses to setup CCTV cameras and more than 1,000 are already in place.” Speaking of this revolutionary move of surveying traffic, Additional Superintendent, Durgesh Kumar, said “We can track down the vehicle owner responsible for the accident or chainsnatcher on the run with the help of ANPR if we have registration details.” From daily life hazards such as wrong parking to serious crimes such as
