British Safety Council offers free stress advice to businesses
W
ith stress costing the UK economy £6.5bn, it is undeniable that this is one of the biggest health related priorities facing businesses. The British Safety Council is lending its voice to this important issue, as well asking workplaces to give due attention to occupational health overall. Alex Botha, Chief Executive of the British Safety Council, said: “Businesses managing risks in their workplace are increasingly seeing occupational health as a priority. A number of factors are contributing – a workforce that is ageing, the changing shape of our economy to one that is more service orientated, the pressures on government and the NHS with the fact that people are living with illness and disease for longer. “But with so many pressures on businesses too, and the complexity involved, we recognise that we have an important role to play in providing practical steps on how to address occupational health.
“We draw in the practical experience of thousands of our members dealing with these issues and we share their experiences but also identify what more can, and should, be done. “What we’ve seen is that in tackling occupational health, a lot of learning can be drawn from the ‘safety’ landscape. So often we see that it is about clear leadership, effective communication, appropriate training, good measurement and management – in a sense, health can be managed ‘like safety’. And the business case is there to support the value of such investments.” In support of European Health and Safety Week held this week, the British Safety Council is making its guide for employers on managing stress in the workplace freely available until the end of November. The British Safety Council is
increasingly highlighting the importance of good occupational health. Earlier this month, it held its annual conference and used the opportunity to raise the profile of occupational health matters. During the day’s proceedings, panel discussions were held covering key topics such as mental health and stress management. Similarly, the upcoming December 2014 issue of its magazine, Safety Management, will have a focus on occupational health with input from a number of key organisations engaged in such issues as mental health and cancer. Improvement to Hong Kong’s health and safety record is welcomed by the British Safety Council With fewer people being killed, injured or made ill by work in Hong Kong, the British Safety Council is pressing the message home that good health and safety is good business.

Devolution of health and safety regulation to Scotland could create different standards of worker protection across Great Britain, warns the British Safety Council
T
he British Safety Council has submitted views to the Smith Commission which is currently undertaking a public consultation on the devolution of further powers to Scotland. We have commented on two particular issues concerning lawmaking and the regulation of workplace health and safety in Scotland, that is, whether health and safety should remain a reserved matter and continue to be the responsibility of the UK Parliament and the proposal for the creation of a separate Health and Safety Executive for Scotland. Alex Botha, Chief Executive of the British Safety Council, explained the British Safety Council’s position on these two issues set out in its submission to the Smith Commission: “We have a strong membership with 600 members operating in Scotland all of whom are making a significant contribution both to the UK and Scottish economies. A significant proportion of our members based in Scotland operate in the construction, manufacturing, major hazards, oil and gas, transport and distribution and public service sectors – all regulated by HSE. “Most of these organisations

have well established relationships with HSE in its enforcement role and have worked closely with HSE to promote the benefits of well managed and proportionate workplace health and safety. “The British Safety Council considers that health and safety is regulated effectively across Great Britain including in Scotland. Our record for preventing workplace injuries and ill health occurrences in Great Britain compares well to other EU member states and other leading economically developed countries. But we recognise that there is much still to be done to achieve our vision that no one should be injured or made ill at work. We also firmly believe that the approach we have adopted in GB to the regulation and management of health and safety has a positive impact on business performance. “We do not support devolving health and safety to the Scottish Government. We are concerned that should health and safety be devolved it could lead to the creation of different standards applying in Scotland from those in England and Wales and an end to harmonised health and safety

law and management practice. “Nor do we believe that HSE as currently organised and operating works against the health & safety of the working population in Scotland. We are opposed to the creation of a separate HSE for Scotland. We do not believe an HSE for Scotland would lead to greater efficiency in the use of resources or in organisational and operational effectiveness. “However we recognise that among our membership in Scotland there is substantial minority support for both the devolution of health and safety matters to the Scottish Government and for the creation of an HSE for Scotland reflecting their belief that economic and social issues affecting workplace health and safety would be better addressed through devolution. “Having weighed up the arguments and the evidence we reiterate our support for the continuation of the present arrangements and our opposition to the devolution of health and safety matters to the Scottish Government and the creation of a separate HSE for Scotland.” For more information, Web: www.britsafe.org

Halma India announces opening of new branch office in
Vadodara

alma India’s Managing Director, Mr. Prasenjit Datta inaugurated the Vadodara branch office on November 6, 2014. CP PLUS secures state assembley elections 2014 in Rohtak, Haryana

n India, the elections are backbone and foundation of its strong democratic framework. Any small lapse in ensuring its full sanctity has the potential danger of defeating the very principles of democracy. The bigger the election, the lesser the scope of error. The Legislative Assembly elections are very vital and key to a democratically elected government in the stste. The state election commission gears up well before elections and involves bureaucratic and executive machineryin a bid to ensure free and fair elections. However, in spite of election commissions concerted efforts, the election process at many places is far from success. The voting areas witness small to heavy clashes between supporters of various rival groups, especially when there is an honour at the stake. Thus, ensuring and eventually finishing the voting successfully is a huge achievement!
Challenges To ensure a free and fare election has been the biggest challenge for election authorities and administration. One of the challenges was to meet the strict security and area coverage guidelines of election commission & other was to monitor small to heavy number of people who came for voting. At the same time, voters should feel safe and secure. However, since the electorate turnaround was unprecedented, the election timings were extended beyond 6:00 PM, when the dark sets in the midof October and visibility
reduces substantially. CP PLUS has to provide visual coverage for two days of election process. With a mandatory requirement of object identification, the authoritites instructed not to encroach upon the privacy of voters. Besides, poll authorities asked to produce recording of any incidence at polling station within 30 minutes, and all data for scrutiny on the next day of the poll. There was no scope of any laxity in the services as it carried very heavy penalty. Though police authorities and administration took pre-emptive and precautionary measures, yet CP PLUS was ready for any happening and raising timely alerts. In the voting time, incidences of clashes between supports of rival political parties, bogus voting, booth capturing, intimidation of voters, bribing, etc. are not uncommon at and near the polling booth area. To ensure free and fair election, it was mandatory to record every finer detailsseemlessly.

Q. How do you account R&D activity in HIKVISION? Several major factors contributing to Hikvision’s success are its previous OEM experience with some well-known

CMMI Certified Management In 2009, Hikvision started to work with some consulting firms to enhance its internal efficiency of R&D, quality control, and production. Since then, the company has introduced Capability Maturity Model Integration (CMMI) to greatly improve its process management of product research & development. CMMI is a process improvement training and certification program and service administered and marketed by the Software Engineering Institute (SEI) at Carnegie Mellon University. With them, “we are able to have a set of unified protocols to well manage different departments and have the same language to conduct cross-department communication,”

Hikvision’s product teams are categorized by its product lines, including DVR/NVR, network cameras, analog cameras, vertical-specific VMS and others while the resource team is divided by several key technologies – hardware, image processing, video/ audio codec, compression, networking, streaming media, FPGA applications, video data storage, embedded applications, software structure and others. At Hikvision, a specialized project team, from groups of resource teams and the corresponding product teams, is usually formed to develop a new product. The KPI for each product line is to meet certain sales targets. The product usability of Hikvision’s products now is greatly improved. Supply Chain Collaboration Hikvision also follows the “integrated supply chain” concept, proposed by Huawei Technologies. The supply chain includes suppliers (manufacturing partners), Hikvision (the company), and Hikvision’s clients. “We invite all these parties together for joint product evaluation and collaboration, advised by our consulting company. We also ask our suppliers to join our product development. They provide suggestions on how to make those products meet international standards and how to optimize the structure/system.”
Quality Control Hikvision has developed a comprehensive & strict management system in process. In Hikvision, the quality control department is independent from R&D and production department. These three departments are positioned equally to complement & evaluate each other. Quality control, a complete system from R&D design, manufacturing to service, is categorized into reliability verification, test, process control, productivities, and after-sales service. “Under each item, we have a specific objective and indicators to measure the outcome,” said Zhang. Design Quality Assurance DQA is under the R&D product testing department mainly for product reliability verification. Hikvision has more than 2,000 people on their R&D team--the largest in the security sector. Around 350 engineers on the R&D team, which accounts for over 15 percent of the team, are responsible for product testing. The product testing group is in charge of software tests, hardware tests, and reliability tests, which all play an important role in product development and guaranteeing product quality. The tests include anti-interference, anti-radiation, extreme temperature, vibration, drop, water-proof, electrostatic surge and electrocution prevention, salt spray, and anti-wind/dust tests, etc. The product testing group conducts tests in many different testing laboratories, such as a 960-squaremeter (10,333 square feet) stability and pressure testing laboratory, two image quality testing rooms, and a large laboratory for integration, monitoring, & management systems testing. In total, all of the laboratories combined occupy 1,300 square meters (13,993 square feet). Manufacturing Quality Assurance MQA is divided into four categories: raw materials quality control, productive process, tests, and outgoing quality control. Boasting over 100,000 square meters (1.1 million square feet) of manufacturing space, Hikvision’s production facilities are underpinned by state-of-the-art manufacturing equipment and resources. Q. In your opinion, what is the state of security industry in India & what is the trend you see in the space? I have been in this industry since 1988. Since then I have seen the security systems industry growing exponentially in India. Yet, we are under double digit percentage in terms of countrywide coverage compared to the west. That means there is a great opportunity for this industry to grow multifold in the years to come. For the last few years we have seen the products from China flooding our market. Since most of these products are cheaper, consumers tend to buy without realizing the consequences of after sales support. Being in this industry for such a long time I have seen many end users suffer. The industry veterans need to do more on educating the end customers on these impacts. In my opinion the industry is in consolidating phase and there will be a big demand for quality and proven products. Indian manufacturers should utilize this opportunity. Hope our Prime Minister’s call for make in India becomes true for our industry as well.

Q. What are the challenges that you are currently facing in India? As any other player in this industry would say it is difficult to get knowledgeable manpower. This is going to be more challenging in the near future. A lot of debate is going on this. Again industry veterans should sit together and solve this keeping a long term perspective. Another issue which others face and we are fortunately not facing is thereceivables. As long as people want to run their business on others money this problem will last. This problem can also be attributed to the difficulty in getting support from financial institutions and their exorbitant interest rates. With the falling margins add to the misery.
Q. What kind of plans and expectations do you have for this segment this year? The market is looking up. After the parliament elections there is a positive mood in the market. We expect to double our figures in this year. We have started investing in infrastructure to cater to the growth. I would say this is the time to gear up to exponential growth.

As light passes through the lens of the camera, it hits the image sensor. The sensor is made up of many little photosites (each photosite becomes a pixel in the video resolution), and the amount of light on each individual photosite determines how much light will be in each pixel of the video. Together, the light/dark sections of each pixel make up one cohesive image in the final video. There are two types of image sensors found in IP surveillance

cameras - CMOS image sensors and CCD image sensors. • CCD (charge-coupled device) image sensors have been around for over 30 years, and are often found in older models of cameras • CMOS (complementary metaloxide semiconductor) image sensors utilize newer technology to record better HD resolution and fast-moving activity, and are found in the majority of recently manufactured IP cameras Both technologies have unique strengths and weaknesses giving advantages in different applications. Both CCD and CMOS image sensors depend on the photoelectric effect to crate electrical signal from light. Both types of imagers convert light into electric charge and process it into electronic signals.

is then transferred, one pixel at a time, through an output node to an image processor, at which point it is converted to voltage. The voltage is then buffered and sent out from the chip as an analog signal. This process involves an extra step over CMOS sensors and therefore requires more time and energy to process imagery. However, because each pixel is devoted to capturing light, CCD sensors have a high output uniformity that results in cleaner, higher-quality images. CCD sensors are also distinct from CMOS for their use of global shutters instead of rolling shutters. Global shutters process an entire image at once by exposing the full frame for a predetermined amount of time. This means the entire sensor gathers an equal amount of light at once. Global shutters are free of the image distortion related to rapid movement or flashes of light.
CMOS (Complementary Metal Oxide Semiconductor) CMOS sensors have circuitry at the pixel level. This means that every pixel on the sensor is read & transmitted simultaneously. The chip then uses additional technology, such as amplifiers, noise correction, and digitization, to convert the voltage to digital data. This means that CMOS sensors do not require a separate image processor. Because CMOS sensors are able to convert visual information to digital data more quickly than CCDs, they require less power, which preserves battery life. However, the extra technology on the sensor crowds the pixels, limiting their ability to capture light and resulting in generally poorer visual clarity in the final image. CMOS sensors are commonly designed with rolling shutters, especially on commercial applications.

This means that the image frame is exposed from one side to the other, instead of all at once as on CCD sensors. For example, a video camera using a CMOS sensor may record data in a “rolling” sweep from left to right, or top to bottom. This results in the potential for a few types of distortion not found on CCD sensors
Conclusion - CCD v/s CMOS • The entire signal processing functions in a CCD image sensor happens outside the chip, whereas the same is incorporated on the chip itself in CMOS image sensors. • CMOS sensors therefore consumes less power as compared to CCDS sensors. • There may be some quality related issues in a CMOS sensor due to less sensitivity and structured noise in the chip. • Security Camera manufacturers are taking advantage of the advances in technology to reduce power consumption in a CCD sensor. • CMOS technology is also being developed for CCTV applications, reducing noise and increasing image quality. • The gap between the two technologies is converging day by day. Technologies and markets evolve, affecting not only what is technically feasible, but also what is commercially viable. Imager applications are varied, with different and changing requirements. Some applications are best served by CMOS imagers. With the advances in both technologies and the complexities at play, it is not possible to make a general statement about CMOS versus CCD imagers that applies to all applications.

Outfitting the medical center without interrupting the hospital daily operation As hospitals never close, the greatest obstacle to outfitting the medical center was laying cables for the relocation of cameras without interrupting business as usual. The hospital in Ludhiana remained in full operation throughout the process, and the

Ultimately, the solution chosen by Fortis Healthcare guaranteed patient and visitors tracking, grounds surveillance, and general security of the hospital.
Choosing the right hardware to build a seamless security Guarding expensive medical equipment and the safety of staff and personnel was the primary concern of this project. When it came to choosing the right hardware, there were four main aspects of surveillance that played into the decision: patient movement, patient security, employee security, and grounds security. Inside the hospital 54 units of the IP8133 model were mounted. This camera allows users to simultaneously receive multiple streams and is an ideal option for keeping a remote eye on patients and staffs. The camera features tamper detection, 32-channel recording software, and a built-in PIR sensor for human detection, all packaged in a compact design. Five IP8332 units were used for monitoring goings-on outside of the hospital. The bulletstyle network camera performs well in outdoor settings, with a removable IR-cut filter for day and night functionality, IR illuminators effective up

Honeywell and Tata Power SED sign landmark agreement for India’s Defense industry “Technology transfer” agreement enables Tata Power SED to produce Honeywell’s TALIN navigation system under license; Inertial land navigation technology to be produced in India for the first time
H
oneywell Aerospace (NYSE: HON) has signed a licensing agreement with Tata Power’s Strategic Engineering Division (SED), enabling it to produce Honeywell’s Tactical Advanced Land Inertial Navigator, or “TALIN” in India. This Honeywellpatented technology enables vehicles and artillery to navigate very precisely, even where GPS satellite guidance is not available, to increase troop safety and maximize mission success. “Our strategic agreement with Honeywell supports Tata Power SED’s commitment to the “Make in India” initiative – a priority for India’s new Government,” said Rahul Chaudhry, CEO, Tata Power SED. “We are proud to have completed this technology sharing arrangement, which will offer the Indian Armed Forces a state-of-theart inertial navigation technology, made in India and with local product support. This agreement sets the standard for locally produced defense technologies to sustain India’s military growth and mission success over the coming years.” Aligning with the Indian Government’s objective of organically growing its defense industry and the call for “Make in India”, Honeywell will license the design, hardware and expertise to

Indian customers flock for foreign products. Bureau of Indian Standards doesn’t have any product certification for safety, security and surveillance systems. Product reliability is associated with foreign standards e.g. UL, VDS, LPCB etc. These certifications are very expensive to get. Since Indian market is in infant stage there is no ROI for such investments. There is anurgent need of BIS & Deity to work together, to define such local standards to bring local products at par with foreign ones. Foreign products will also have to obtain these certifications.

to develop an “Electronic Ecosystem” to bridge the gap between the demand & supply by manufacturing indigenously or imports could not be reduced. He said, Deity’s vision “is to create a highly competitive design & manufacturing industry, to meet the domestic needs & serve the international markets”. He explained the various schemes & incentives listed below: • Modified Special Incentive Package Scheme (MSIPS): This scheme is available for both, new projects & expansion projects for entire value chain for electronics including security products. • Electronic Manufacturing Cluster Scheme (EMC): Govt. will support setting up of both ‘Green Field’ as well as ‘Brown Field’ clusters. For ‘Brown Field’ cluster 50% subsidy for project cost is provided for 100 acres of land. For ‘Brown Field’ cluster, the 75% subsidy is provided for creating common facilities. • Preference to Domestically Manufactured Products (PMA): This policy provides preference to domestically manufactured products by both Indian & foreign companies. The policy provides that all vendors would furnish an undertaking regarding their domestic value addition. When asked, how a company could approach the government to listen to their query, Mr. Marwaha said that attending forums like this, & associating with the right organisations like SPGI, it could easily be achieved. On the question of an existing business to be a part of the cluster, Mr. Marwaha said that a proposal, through SPGI, could be forwarded to the government for the creation of “common facilities”. Addressing the on-going demand to standardise the Electronic Security Products, for which a
committee has already been formed, Mr. D. Goswami, Scientist & Head, Electronics & IT-Bureau of Indian Standards (BIS), spoke about bringing in a standardisation policy for indigenously manufactured products as well as imported goods so that the best quality could be made available to the end-user & assure global acceptance of Indian products. He said, “For any long term business plan, standards must play a role”. He also said that “in India we give less attention to R & D & we need to give more focus on these” like the Western countries do. BIS follows the principles of WTO for the Indian standards& have a direct association with international organisations such as ISO& considering that security has a large impact on the Indian community, BIS has formed a new committee on Alarms & Electronic Security Systems called LITD 26 in Feb. 2014. When asked, if one certification from BIS would suffice in the government procurement process , Mr. Goswami said that as when standards are put in place, the industry should volunteer through SPGI to ask for one certificate rather than multiple certificates. Mr. Rajoo Goel, General SecretaryELCINA, spoke about manufacturing & said that there is very little focus on manufacturing & if we can change that we can reap the benefits, not only for ourselves but for the society & the country. He said that after a 5-year thought process, the Electronic Cluster Development Scheme has been included in the National Policy for Reforms to help SMEs become cost-effective which in turn will make them competitive in the global market. Mr. Goel invited SPGI members to “look beyond importing” & think about manufacturing domestically & add to the value chain. On the question of lowering

the threshold from Rs. 10 crores, Mr. Goel suggested that a request be formulated & forwarded through SPGI to get the ball rolling. Mr. Pradeep Doshi, Head & Sr. VPESSCI talked about his vision to facilitate a world-class ecosystem for industry oriented skill development for the Electronic sector and the job opportunities for the skilled work force in the security industry in installation, service and maintenance in the areas of integrated surveillance, monitoring & alarm systems, supervisory roles in electronic security, system designers and installers in building automation and skilled manpower. Mr. Rajnish Agarwal, Secretary-SPGI re-established the fact that a uniform taxation policy was important

for the manufacturers & importers which would reduce costs & benefit the end-user. He emphasised that security was not a luxury but a necessity & therefore the taxation policy on the security products like CCTV cameras and fire alarms, should be lowered as they are a necessary & mandatory part of today’s society. He also proposed that taxes should be standardised in the whole country. He said that SPGI was working with the Government machinery to take steps to bring in taxation reforms for the betterment of the security industry, in particular, which would help better the society as a whole. onstruction sites are dangerous places where injury or death or illness can cause to workers. These can happen due to electrocution, falling from height, injuries from tools, equipment and machines; being hit by moving construction vehicles, injuries from manual handling operations, illness due to hazardous substance such as dust, chemicals, .etc. Even a nail standing up from a discarded piece of wood can cause serious injury if trodden on in unsuitable shoes. Statistics of accidents in the construction industry in India are scarce. The rate of accidents on construction industry is very high not only in India but also in many other countries including the developed. Statistics of UK, USA and some other countries indicate that the industry has a very high hazard potential and high incidence of fatal accidents. For example, the average yearly rate of accidents for 1000 worker in the construction industry in UK is approximately 4 times the corresponding average rate of all manufacturing industries. This article will focus on various aspects of safety in construction sites. However, it does not deal with the aspects relating to the use of personal protective equipment in construction sites, which will be dealt in a separate article.
2.0 Indian Scenario: The construction is the second largest economic activity in India

after agriculture. It has accounted for around 40% of the development investment, during the past 50 years. Around 16% of India’s working population depends on construction for its livelihood. The Indian construction industry employs over 35 million people and creates assets worth over Rs.200 billion. Construction accounts for nearly 65% of the total investment in infrastructure. Investment in construction accounts for nearly 11% of India’s GDP. The market size of the construction industry for the 12th Five Year Plan period indicate that the aggregate output of the industry during the period 2012-13 to 2014-17 is likely to be 52.31 lakh crores. The construction industry is expected to pick up further momentum during the 12th Five Year Plan. The plan aims at accelerating the process of implementation of the provisions of the Building and Other Construction Workers (Regulation of Employment) and Conditions of Service Act 1996. Indian construction industry comprises about 200 firms in the corporate sector. In addition to these firms, there are about 1,20,000 Class A contractors registered with various government construction bodies. Also, there are thousands of small contractors, which compete for small jobs or work as subcontractors of prime or other contractors. The National Crime Records Continue on page no.114

Bureau, of the Government of India compute some data on the accidents reported in India for the construction industry. The data revealed by them for year 2012 & 2013 are given in Table below. It may be seen from the above Table that “Falls” accounts for highest causes of deaths in construction sites i.e. 12803 deaths in 2013, which is about 3.2% of the total accidental deaths reported in India for the year 2013. It may also be seen from the above Table that during the year 2013, about 10218 persons died due to electrocution, which had shown an increase of 1468 deaths compared to the year 2012. During the same period about 1690 deaths occurred due to fire, which had caused due to short-circuits. Safety in construction is a matter of concern in India. The construction sector is the most vulnerable segments of the unorganised labour in India. It is estimated that about 165 per 1000 workers get injured in the construction sector. The rate of fatal accidents in construction sector is 4 to 5 times that of the manufacturing sector. A large number of construction workers are exposed to the risks of workplace accidents and occupational health problems such as manual handling, noise and vibrations, exposure to various hazardous chemicals in particular cement, asbestos, welding fumes, etc... illness can be extremely costly for a construction firm. A worker who becomes ill or injured as a result to unlawful negligence can sue for compensation, which could turn into a significant amount, if it is proved as a serious injury or illness.

There are a number of Indian regulations dealing with the working conditions of construction workers. The main Indian regulations are:
Preparation of a construction site is an important aspect which should focus on a good site layout, easy access to the site and easy movement of vehicles in the site.
1. Building & Other Construction Workers (Regulation of Employment and Conditions of Services) Act, 1996. 2. Building & Other Construction Workers (Regulation of Employment and Conditions of Services) Central Rules, 1998. 3. Building & Other Construction Workers Welfare Cess Act, 1996. These rules came into force on 1911-1998. These rules apply to all buildings and other construction work relating to any establishment in which appropriate government is the Central Government. Some of the other statutory provisions/codes in force to take care of the working conditions of the construction workers are: 1. The Fatal Accidents Act, 1885, 2. The Factories Act, 1948, 3. The Workmen’s Compensation

4.1 Site Layout: A badly planned and untidy construction site can lead to many accidents at construction sites, which may arise from: (i) fall of materials, (ii) collision between the workers, (iii) plant or equipment. To avoid the above causes of accidents, a good layout of the site is a must. While preparing the site layout, at-most care should be taken to avoid overcrowding the site. Also enough space should be provided for the movement of men, material and construction equipment within the site. 4.2 Easy Access: The construction sites should have easy and safe access. In this respect, the following parameters should be taken into consideration: • Everyone should be able to get into the work site safely. Continue on page no.116

• Edges of Scaffolds/Platforms from where people could fall are provided with double guard rails or other suitable edge protection. • Holes and pits are protected with clearly marked and fixed covers and barricades to prevent falls. • Site should be kept tidy and good housekeeping should be practiced. • Provide good/adequate lighting in all locations of the site. • The site should be fenced off from the public. 4.3 Movement of Vehicles: It is a common sight on the construction site that many vehicles (trucks, cranes, fork lifts, etc.) carrying construction materials move criss-cross on the construction site, which results in a number of accidents and mishaps. Construction sites often operates on ground, which is muddy and uneven, and where driver visibility is poor. People walking on the site are injured or killed by moving vehicles especially reversing ones. Many workers, particularly drivers and operators are killed by overturning vehicles. Hence, at-most care should be taken for the movement of vehicles on the construction sites. The following points should be taken into consideration, while moving the vehicles on the construction site: • Vehicles and pedestrians should be kept apart on site, i.e. separate them as much as possible using barriers. • Adequate clearance should be provided around vehicles. • As far as possible, avoid reversing the vehicles. It is better to use one-way system. • Vehicles used on the sites must have reversing alarms/sirens.
5.0 Site Operations: The type of operations/activities

carried out in a construction site are many (See Fig.01) and they vary from site to site. However, all of them should be carried out only with due regard to safe operations. Some of the routine work/operations carried out in construction sites are listed below: • • • • • • •

However, many fatal accidents do occur in excavation work, if proper precautions are not taken. Many lives are lost being buried alive in the trenches. It should be remembered here that there is no safe ground that will not collapse and therefore, any trench sites can collapse without any warning. • All excavation work deeper than 1.25 meters must be shored or battered. • Excavation deeper than 2 meters must be guarded by rails or barriers. • Vehicles working, too close to the side of the trench or rubble piled on the sides may cause collapse and therefore at most care should

be taken. • Vehicles tipping into the excavation work must use stop blocks, so as to avoid the collapse of the trench. • Make sure that the excavation work is inspected daily. • Make sure that you know where the position of underground pipes and electric cables are laid in the site, so that you will not hit them during the excavation work. 5.2 Scaffolding Work: Scaffolds are temporary structures of steel work, timber or bamboo. The criteria for their erection are the same as those for permanent structures. The strength of the scaffolding depends upon the combined strength of individual members. Failure of one or two of them can result in the collapse of the entire structure. Modern scaffolds are invariably made of steel tubes, pre-fabricated in convenient units. They are safer and turn out good quality work. Of course, the steel scaffolds are too costly, but, it would be cheaper in the long run. In spite of the fact that the steel scaffolds are much safer, many of the smaller and medium size builders in India, neglect the safety aspects and prefer to use timber or bamboo scaffolds (See Fig.02) in order to cut the cost. In any case, while erecting the scaffolds, the workers should

be forced to wear necessary safety belts with fall arrestors and helmets, so that the fall accidents can be avoided. 5.3 Crane Operations: Various type of cranes are used in construction sites, which includes (i) Portable Cranes (See Fig.03) (ii) Tower Cranes (Sig Fig.04). A number of accidents are reported in the use of cranes, and many of them could be averted by adopting safe methods of operations. Some of the methods to be adopted for safe crane operations are given below: • The weight of the load intended to be lifted by the crane must be carefully estimated. • The crane must be fitted with an automatic safe load indicator. • The crane must always work on a hard, level base. • The load must be properly fixed and secured.

Lifts are very commonly used in construction sites for movement of many construction materials and stacking them at heights. The Fig.06 shows a line diagram of a Fork Lift with various parts. While operating the Fork Lifts, the following general safety guidelines should be observed:
Fig 06 - Parts of a fork lift truck – Courtesy: wiki.vpa.mtu.edu • Do not walk, stand or work under the elevated portion of a fork lift even if it is not loaded. • Ensure that the fork lift has an overhead barriers to protect the operator from falling objects. • Do not allow riders on the fork lift. • Do not raise people on a fork lift. • Always work within the capacity limits of your fork lift. • Before modifying the operation or capacity limits of a fork lift, consult with the manufacturer. • Do not operate a fork lift in an area with hazardous concentrations of acetylene, butadiene, hydrogen, ethylene or diethyl ether, or other explosive environment. • Never lift a load while moving a fork lift. Wait until you are completely stopped before raising the mast. • Be sure, the top load sits squarely on the stack. Remember uneven load could topple the fork lift. • When you want to travel with loads, slightly lift the loads back to provide stability.

• Make sure that you travel with loads at the proper height. A stable clearance height is usually 4 to 6 inches at the tips and 2 inches at the heels of the fork blades. • When preparing to leave the fork lift unattended, lower the mast, neutralise the controls, shut the power off, and set the brakes. • If you cannot see over the load, drive in reverse. Do not try to look around a load and drive forward. 5.6 Ladder Safety: Ladders are one of the most popular item used in the construction sites for working at heights. However, if not used safely, it can kill a lot of people. The Fig.07 & Fig.08 will depict the wrong and right way of using the ladders. The following safe methods should be adopted while operating ladders: • Always have a firm grip on the ladder and keep a good balance. • Never allow more than one person on a ladder. • Use tool belts or hand line to carry objects when you are climbing the ladder. • Do not lean out from the ladder in any direction. • If you have a fear of heights – don’t climb a ladder. • Do not allow others to work under a ladder in use.

Electrical Safety: Electricity
can cause great damage to both people working in the construction sites and property.

the electric current can trigger other accidents, like falls from ladders or scaffolding. Electrical shocks or flashes can cause serious injuries such
as
burns.

may also cause the victim to stop breathing and nerve centres may be temporarily paralysed. The heart beat may fluctuate or the heat rhythm may actually be interrupted, thus causing a stop in the circulation of blood throughout the body. Apart from human injuries like shock, burns or falls, another major hazard is the situation in which an electrical fire or explosion may occur.

If the workers find a fault or malfunctioning piece of equipment, they should take it out of operation, and make the necessary arrangements to have the equipment repaired. Make sure that the workers at the construction site understand the importance of electrical safety and recognise, that abusing or misusing electrical equipment is an invitation to an accident. The workers should also make sure that the work area is safe and free from all electrical hazards. Provide necessary personal protective equipment in particular, electrical gloves & breathing apparatus.

the efforts taken by some of the elite construction companies and safety enforcement authorities, accidents and illness in the construction sites are still on the rise and lack of awareness was evident in many cases. Hence, more attention should be paid to arouse the safety awareness of construction workers. Above all, everyone who is involved in the construction activity should shoulder the responsibility of identifying the potential hazards and make all efforts to eliminate them from the construction sites. Thus the ‘mantra’ is that every job on the construction sites must be carried out with atmost safety.
6.0 Conclusion: The construction is the second largest economic activity in India after agriculture. It contributes more than 5% of India’s GDP and about 78% to the gross capital formation. The construction sector is the most vulnerable segments of the unorganised labour in India. About 165 per 1000 workers get injured in the construction sites. The rate of fatal accidents in construction sector is 4 to 5 times that of the manufacturing sector. “Falls” accounts for highest causes of deaths, which is about 3.2% of the total accidental deaths reported in India for the year 2013. A large number of workers are exposed to the risk of workplace accidents and occupational health problems in the constructions sites. Although there are a number of Indian regulations dealing with the working conditions of construction workers, their effectiveness are yet to be felt. No doubt that a worker who becomes ill or injured as a result of unlawful negligence can sue for compensation, which could turn into a significant amount, if it is proved as a serious injury or illness.
