I am glad to share that this fair for the last 3 years has achieved phenomenal growth and become a major attraction for all police officers and other stakeholders like books, hotels, malls, educational institutions, refineries etc., from across the country. This is the only event being organized by a Government agency to showcase the latest trends in homeland security, fire safety, disaster management, border surveillance and riot control equipments. This year lot of stress is being laid by Central Government on concept of ‘smart cities’, safe and secure cities and surveillance across the country. The economic development of the country is directly proportional to the security and stability of the nation. Our security agencies are playing a very vital role in combating cross border terrorism, internal strifes, management of law and order and prevention and detection of crime. We at ITPO are making this endeavour every year to keep them abreast with the latest technology in the field of security. I would like to thank CISF, SPGI, Ministry of Home Affairs and PHD Chamber of Commerce who are helping us in successful organization of this expo this year, too with their dedicated and committed support. The aim of this Expo is to contribute to the government’s endeavour in modernizing the Central and State police forces to combat the growing menace of terror and anti social activities being experienced all over the world. Our aim is to showcase the latest equipments available in the Indian and global market before end users of security equipments and to help growth of indigenous industry. There cannot be a better venue where manufacturers, importers and suppliers of various equipments can converge under one roof and interact face to face with police officers from States and Central police organizations, specialized security agencies like NSG, SPG and officers of fire services and disaster management. On display will be latest equipments of non lethal weapons, surveillance cameras, radio communications, access control, protective gears and various gadgets which can help to secure hotels, malls, hospitals, schools, colleges, houses and residential localities. Since 2012 this Expo has been continuously registering growth both in terms of visitors and participants so also in quality and quantum of exhibits. This reflects upon both the popularity and usefulness of this exhibition to the industry and end users of these products. Check-in for A+A 2015: Exhibitor registrations are increasing at a steady rate – This year’s partner country: South Korea Call for papers in progress for A+A Congress The planning for A+A 2015 in Düsseldorf, the leading international event in personal protection and occupational health, safety and security (trade fair & convention, 27-30 October 2015) is now moving ahead at a good pace. The starting shot has been fired for exhibitors to check in. Registrations will be accepted until 30 November – the date when layout planning is due to start, based on the space that has been booked and on the thematic structure of the event. “The last A+A attracted a record number of 63,500 trade visitors from nearly 70 countries, impressively establishing A+A as the number one tradeshow on occupational health and safety. This figure helped to convince the majority of A+A 2013 exhibitors to signal their interest in the 2015 event straightaway,” says Birgit Horn, Director of A+A at Messe Düsseldorf. Q. What kind of plans and expectations do you have for this segment this year? Last few years “SECURITY” is seen as topmost concern and priority in everyone’s mind, worldwide. Q. What is the total size of the Security & Surveillance market in India? To what size do you expect it to grow by 2020? After the new Government setup, it is difficult to peg security market size to a number as a lot of projects, which could not see the light of the day previously, are expected to come to life, with additional FDI investments expected in the core segments. However, as per rough estimates, Indian Security industry is expected to grow at least by 15% per year and the figures may crossRs 6000 Crores by Year 2018.
Q. Would you suggest some change in government policy to help Security and Surveillance business penetration in the country? No one needs security in the world,
more than what India needs as attributed to our wide geographical, social and demographic status. However, there has been a lack of government guidelines on threat perception & solutions. The quality benchmarking of the products, skilled manpower, certifications, standard guidelines, minimal Taxation are critical to the long term health of the security industry. Industry desires a status at par IT industry and should be considered as core. Import duties and VAT structure should be minimized to the lowest slab, to derive the benefit to the larger segment. Let us understand that It’s not a luxury item, but Security is close to all. In th same vein, we expect the Central government to provide a much needed impetus to infrastructure projects and frame policy guidelines to ensure safe and secure life to every human being in the country.
Q. There is an ongoing debate among the stakeholders about increasing FDI cap in defence to 49 or to even100 percent. How do you think it can impact the homeland security business and what could be its repercussions? The objective of government is to fill the gap between proposed demanded expenditure and actual expenditure currently being done. Homeland security is largely an internal matter of a country. Yet, at various levels of infrastructure development, FDI will largely help and projects and related activities will liven up. We feel that infrastructure development goes hand in hand with security and surveillance business.
Q. The industry is now moving from analogue to IP-based solutions, what do you think could be the opportunities and challenges for customers? IP based solutions are changing the security sector landscape with the advanced features due to the support

from internet and applications. Also, a synchronized development in the surveillance hardware is opening a plethora of features, like motion detection, remote & wireless tracking, High Quality, scheduling, email/sms notifications, password protection, etc. The major challenges for customers in the use of IP solutions is the availability, continuity and bandwidth of the internet. Irrespective of the time of the transition from Analog to IP, we have introduced HDCVI range that produces HD quality over the traditional analog framework and long distances.
Q. What are the other trends that are gaining popularity in the Indian Security & Surveillance Market? Q. What are the key challenges you see as the bottleneck for the country to be fully digitized?
The Internet of Things (IOT) has enabled connectivity in a big way. Every device is now connected with other devices and they are all together linked to the Command Control Center. Zicom is helping this process so that more and more devices become automated and the vast data empower these devices to predict ahead of things that are going to happen. This in turn makes them more preemptive and preventive rather than simply reactive which was the case hitherto. So, from the security perspective digitization augurs well and Zicom is offering security solutions both directly and indirectly to many of these projects.
Making India Digital is a humongous task and therefore challenges en route are inevitable. Some of the challenges like inadequate infrastructure, lack of education and necessary skill, economic & linguistic barriers are all known bottlenecks. But the major bottleneck is that everything is implemented at government level and not at the ground level. Even though people are aware that they can play an important role in enhancing from the security standpoint they are not acting swiftly. They know the need but not acting on it. But I do hope that things will improve in the coming years.

Further, there is an urgent need for open protocols for seamless integration between various systems and sub-systems like CCTV, Access Control, intrusion Detection & perimeter protection to make the best use of gadgets. I am particularly hopeful that this Expo will throw up opportunities in utilization of video analytics as a tool for leveraging inputs from surveillance systems and integrating it with the response mechanism. to assess its efficacy and capability of it being integrated into the security system. At present, the manufacturer move around from place to place/ department to department for doing NCNC trials for the users. Even in this case, the trials are done for specific gadgets only and its capability for integration into the security system remains unverified. Resultantly, the preparation of QRs and Trial Directives takes inordinate time and the procurement and upgradation suffers. The solution, therefore lies in making a model centre at an operational facility for example - ITPO Campus, where the manufacturers can install their gadgets and equipment on NCNC basis for trial, testing and evaluation for integrating into the security system. ITPO Campus has the advantage of being a CISF Unit and thus, the whole process of evaluation and testing can be done under the supervision of trained

technical experts. We may also associate members from other CAPFs for trial and testing in due course at ITPO. This will provide an onsite security solution which can be viewed and verified by the clients themselves for its applications in their respective locations. Apart from the government security agencies benefitting from this Expo, I also hope that the benefits will definitely be soaked by the new big player in the security service industry-the private sector. For them this exhibition is going to be a major opportunity to buttress their resources with the right mix of gadgetry. Here are the excerpts of the news which appeared in Times of India, Pune edition on 18th Aug. “A closed circuit television camera (CCTV)installed in a private bank’s automated teller machine(ATM) center in Kalewadi helped the Sangavi, Pune Police foil a robbery. Police nabbed one suspectaftera hot chase. Assistant Inspector D S Shinde and police constable Mukund Kokane sustained injuries after one of the suspects attacked the police team while fleeing. The arrested suspect, Shahidulrafiq Manda (22) hails from West Bengal & currently resides in Bandar in Mumbai. They are mainly used in refrigerant systems of IT Buildings, Malls, Theaters, commercial complex etc. We also have hydrogen detectorfor battery rooms. We also have gas detector for CO, NH3, CO2, VOC etc. In this year we shall obtain some of the certifications like ATEX required for international market.
Q. Do you have exports plan? We are already exporting to Middle east, Europe, Australia, New Zeeland& South America. We have

Indian customers flock for foreign products. Bureau of Indian Standards doesn’t have any product certification for safety, security and surveillance systems. Product reliability is associated with foreign standards e.g. UL, VDS, LPCB etc. These certifications are very expensive to get. Since Indian market is in infant stage there is no ROI for such investments. There is anurgent need of BIS & Deity to work together, to define such local standards to bring local products at par with foreign ones. Foreign products will also have to obtain these certifications.

Hikvision ensures “Fun Safe Philly Summer” for city of Philadelphia
H
ikvision, a leading worldwide provider of video surveillance equipment, teamed up with the City of Philadelphia to ensure success of their “Fun Safe Philly Summer” initiative. The program connects youth and their families to free and lowcost summer activities, including many events at the recreation centers spread throughout the city. With the safety of the community in mind, the city council has pledged significant budget investment to outfit all 140 centers with CCTV by 2016. After careful evaluation of all the products on the market, Hikvision’s highperformance cameras, NVRs, and VMS technology were selected as a cost-effective solution to protect the city with cutting-edge video surveillance. With over 600 facilities serving thousands of people each year, the Department of Parks and Recreation worked closely with City of Philadelphia Engineer Pedro Pinto to develop a high standard for CCTV design criteria. A primary concern was finding a system that could stay intact as existing infrastructure was gradually

upgraded throughout the city. “The system needed to be scalable and had to be networked at some point in the future,” explained Sheeba Money, Special Systems Designer at Arora Engineers, Inc., a firm involved with CCTV design for the City of Philadelphia. “With every department of the city operating on a different system, it was crucial to provide a video surveillance solution in the rec centers that could be linked into a central management system.” Because Hikvison’s Video Management Systems easily communicate with each other and with systems made by other manufacturers, the feature-rich, reliable, VMS 4200 was a perfect fit. The video surveillance systems have been hugely successful in keeping the centers safe. In most cases, the presence of the cameras alone has been enough to prevent crime. University of East Anglia

n internationally renowned university located on a distinctive and attractive campus in the historic city of Norwich, the University of East Anglia (UEA) provides excellent academic, social and cultural facilities to over 13,500 students.Ranked in the top one per cent of the world’s Higher Education institutions, UEA is built on 130 hectares of attractive parkland on the outskirts of Norwich. The campus is one of the most innovative in the country – its careful combination of natural beauty with architectural flair has won many awards, while multi-million pound investment continues to enhance teaching and research facilities. Catering for every conceivable need, the campus contains a large food shop, newsagent, post office, bank, two launderettes, a pharmacy,

An increasingly busy environment, with potential for further expansion, Jonathan Richardson, UEA’s Assistant Corporate Information Services Director identified the need for a security system capable of scaling up from an initial 30 doors, to handling all 12,000+ doors onsite. “We also needed a system which would allow us to automate as much as possible”, Richardson explains. The current system is overseen by just one full time member of staff, however, when specific controlled access is required the decision is delegated to a relevant member of staff in the department in question – access being managed via the university’s identity management system

Door Frame Metal Detectors
A
metal detector is an electronic instrument which detects the presence of metal. Metal detectors are useful for finding metal hidden within objects, or metal objects buried underground. A Door Frame Metal Detector (DFMD) as the name suggests is a metal detector fitted in a door to detect metal that may be hidden on the body of the person passing through this door. This is also known as a “walk through” metal detector. These are used for security screening at access points in prisons, courthouses, and at airports to detect concealed metal weapons on a person’s body. The simplest form of a metal detector consists of an oscillator producing an alternating current that passes through a coil producing an alternating magnetic field. If a piece of electrically conductive metal is close to the coil, eddy currents

will be induced in the metal, and this produces a magnetic field of its own. The biggest technical change in detectors was the development of the induction-balance system. Both alternating current and pulse systems are used, and the design of the coils and the electronics has moved forward to improve the discrimination of these systems. It is possible to indicate the approximate height of the metal object above the ground, enabling security personnel to more rapidly locate the source of the signal. Smaller hand held metal detectors are then used to locate a metal object on a person more precisely. DFMD’s are designed for high throughput with fewer unnecessary alarms. Targeted objects, such as guns and knives, are consistently and accurately detected, while personal items such as keys, coins, belt buckles and eyeglasses can pass through without causing an alarm.
DFMD TYPES Door Frame metal detectors (DFMDs) are of two types: • Single zone DFMD • Multi-zone DFMD provide multi zone detection. A Multi zone DFMD will identify whether the target is on the left side or right side of the person. If an individual walks through the DFMD with a concealed weapon located at their ankles, both the single and multi zone DFMD will locate the target. The difference between the Single

Multi-zone technology discriminates between miniature handguns and harmless objects like keys and coins zone DFMD and Multi-zone DFMD is that the multi zone detector will be able to identify the location of the target, on either the left or right side of the individual. Multi-zone DFMD’s deploy ‘Continuous Wave Multiple Sensor Measurement Technique’ over the commonly used ‘Pulse Induction method’. This increases screening efficiency and cuts operating costs. Multiple zones of detection allow the exact location of concealed weapons to be pinpointed. A display shows if a weapon is located on the left, right or centre of the person being screened and if it is at ankle, knee, waist, chest or head height. If more than one weapon is being carried each is detected and its location shown. During an ensuing manual search, security personnel can immediately target the object, or objects, that created the alarm(s.). An important feature of horizontal multiple zone technology is its ability to efficiently discriminate between miniature handguns and harmless objects. People being screened can pass through the detector without the inconvenience of having to empty their pockets of normal amounts of keys and coins. Weapons manufactured from steel, various grades of stainless steel, aluminium, zinc alloys and mixed alloys are

detected using a single operating mode. The technology offers excellent electrical interference rejection, thus eradicating false alarms that halt traffic flows. The equipment is also continuously active, which means that weapons or contraband cannot be passed, slid or tossed through the detector undetected.
Enhanced Features. Traffic Counters: DFMD’s are now built with intelligent and virtually invisible traffic counters which are integrated inside the coil panels. Counters are bi-directional with a decrease mode. Alarms, people and alarm rates can all be counted. Remote security management: DFMD data can now be viewed at the desktop. It enables monitoring of passenger information, passenger data collection and processing with versatile reporting tools, as well as monitoring and management of all parameters of the DFMD. Collect Statistics: Statistics can be summarized, shared by email and printed in easy-to-read reports. Monitors Passenger Flow: Authorized personnel can view the traffic and alarm levels of the DFMD’s that are connected to the network. The view gives you a quick overall look of lines with high traffic, helping one to better deploy resources. Other Applications. Most DFMD’s have phase sensitive detection circuits, that allow the user to enhance the sensitivity for certain group of metals and reduce it for others. DFMD’s are designed to detect both Ferrous & Non Ferrous Metals. With higher sensitivity they can be used in the Jewellery manufacturing units to protect against pilferage. High Sensitivity DFMD’s are designed specifically for detecting small ferrous and non-ferrous items, such as disposable prison razors, a piece of razor blade, metal shanks, handcuff keys, detonator caps, jewellery, coins, microprocessor and memory chips. Use of such DFMD’s increases safety in prisons and jails by efficiently detecting small metal objects that can be used as weapons, even when they are hidden in body cavities. They are also deployed in manufacturing and distribution facilities to protect small, valuable assets.
Factors to consider when evaluating a DFMD. Uniform Detection: It is important to select a detector that gives uniform detection throughout the entire interrogation region. The detection response from a poorly designed conventional detector will not be linear. High sensitivity hot spots and low sensitivity regions known as dead spots may be present within
Electrical and electromagnetic interference: They can play havoc with their performance and often render them unusable. Interference rejection is what separates quality detectors from others. Quality detectors utilize highly efficient noise inhibition software algorithms. Noise originates from a variety of sources; flickering fluorescent light tubes, computer monitors, photocopiers, two-way radios, etc. The level of ambient noise will vary from location to location. It is advisable to test the DFMD in the location where it will eventually be installed. Continuously active detection: Always select a detector that is continuously active. At no time should the detection circuitry be deactivated. Under no circumstances should a non-continuously active DFMD be installed in an unmanned automatic entry door system. National University of Singapore Suzhou Research Institute
O
ccupying an area of 20,000 square meters, the National University of Singapore Suzhou Research Institute (NUSRI) is located at the public academy of Science and Education Innovation District in Suzhou, China. Rallying the insight, world-class scientific research resources and innovation ability of the National University of Singapore, NUSRI focuses on dedicated research, the training and technology commercialization of medical science, IT, bioengineering, materials science and business administration to contribute to the development of Suzhou Industrial Park and Suzhou city. For safety and facilities management, the institute needed an access control solution that enables real-time monitoring and role-based access level settings to manage staff access at key entry points and restricted areas such as lecturer offices, laboratories, hazardous materials storage rooms and machine rooms.
Challenges NUSRI comprises a large faculty, staff and student population across a vast geographical area. Their legacy access control solution was unable to monitor access to different areas for safety management and facilities usage control. For example, office common areas needed to be accessible during office hours only, and restricted to certain staff after office hours.

Advance reservations are required to access key campus facilities including lecture rooms, laboratories, hazardous materials storage rooms and machine room; the new system needed to have the capability to grant access to authorized personnel only within the reservation hours to ensure the facilities are properly used and to prevent accidents caused by unauthorized access. The system also needed be able to perform a patrolling function, where the access control readers serve as patrol points to which the security guards present their credentials at a specific time. The patrol information should be uploaded in real-time to the central station, and an alert should to be sent to the administrator in case of any abnormal situations (for example, if the door is left open during nonteaching hours). Additionally, the access control system needed be integrated with the fire alarm system so the doors can be unlocked when an emergency signal is received. This feature was particularly important for high risk areas such as laboratories and hazardous materials storage rooms. Lastly, the access control system needed to support the cards already deployed in the field to save cost and allow the administrator to perform access level settings for facility allocation. Solutions Facility Access: HID Global leveraged the university’s existing network investment, delivering a centralized, web-based IP access control solution by connecting HID Global’s VertX® V1000 controllers to the host computer via a TCP/IP network for remote monitoring, area control and report generation. By incorporating HID Global’s networked access solutions with system software, the central station administrator can now perform all execution commands, including tracking and changing security levels and access rights, as well as data backup and report generation. The system can also collect cardholders’ entry records and other information, including the employee number, name, department and title for time and attendance purposes. HID Global’s iCLASS® R10 readers that support the existing MiFARE® credentials are installed at each access point. All students and staff now present their MiFARE cards to verify their identity at the entry points. Additionally, the security administrator can grant facility access to authorized staff during specified hours for effective facility management.
Lecture rooms: Access rights are granted according to the faculty teaching schedule. Patrol system: iCLASS® R10 readers work as patrol points, where the security administrator can assign specific guards to present their cards at designated readers. Security patrols are performed after the use of laboratories or lecture rooms, during non-office hours and to conduct random security checks of the hazardous materials storage rooms. The patrol staff is required to check in at designated location and time to ensure these areas are secured. The new system seamlessly integrates with video surveillance and fire alarm systems. The CCTV captures the image of the patrolling guard after the patrol guard has presented their card to the reader. In case of a door being forced open, tamper alarm or unauthorized entries, the system can determine the incident type & indicate the door location at the central station. The system can also unlock emergency doors for evacuation in the case of a fire.
Results Office building areas: During office hours, the doors are accessible to all staff members; authorized staff must present their access cards for identity verification and facility access at any other time. Laboratories and hazardous materials storage rooms: Advanced reservations are required for use of these areas. The administrator at the central station is able to grant access to authorized staff at specific times according to the reservations records. This can prevent accidents and damage to lab equipment caused by unauthorized access.

Performance based Fire Safety Design for high rise buildings

Performance Based Fire Safety Design: Fire containment is the basic aim of building fire safety through passive and active fire safety measures. The building design is embodied in National Building Code 1983(Revised 2005 part – 4) and international building code NFPA 101, UK approved document “B�, Japanese Building Safety Law & National building code of Australia. In spite of the fact these regulations have played vital role in raising the level of fire safety in the buildings the provisions are considered exorbitant and incur high cost.

Further, these fire safety provisions are not quantified to determine the level of fire safety that is achieved in the buildings & what level of fire safety must be attained. They do not explicitly state what their objectives are or how they are derived. It is very difficult to justify the equivalency of other fire safety measures &provision. An innovative fire safety solution in the developing world is achieved with the performance based building design. Performance based approach is more likely to be useful for large and complicated building where the prescriptive approach does not offer the requisite design flexibility
Performance based approach: The use of an alternative solution allows the Fire Safety Engineers to design the building using fire engineering rather than relying on prescriptive rules. Some codes contain performance requirements and but fire safety engineer can put forward alternative solutions to satisfy the requisite standard or even better solution. Incase if the building does not comply with the regulatory fire safety provisions, performance based design could find other appropriate and convenient option.Fire engineering relies on the principles of fire science, human behavior and risk management. The key component of performance based approach consists of design fire safety criteria and fire models. The objective of fire safety planning is specified and fire models can be established for a predetermined condition for design of fire. The prescribed technical standards are taken into consideration for the conformity whether the desired level of the fire safety engineer or designer to think through the issue of Fire ignition growth and spread,

Egress modules determine the time required for occupants to evacuate the building and mapped with Zone modules to calculate safe evacuation time. Design Objective: The FSEB objectives are to review the architectural concept design, identify potential fire hazards and define the fire safety problems in qualitative terms suitable for detailed analysis Acceptance / Performance criteria The performance / acceptance criteria may include threshold values for the temperature of materials gas temperature, car boxy hemoglobin level, smoke obstruction and thermal exposure level.
Time Line Analysis for Life and property Safety: All Fire safety design are based on Time- line as ignition, time of detection, occupant response time, occupants coping time, occupant movement time to a place of safety, required safe evacuation time, available safe evacuation time, fire brigade intervention and structural stability or failure. Required Safe Evacuation Time(RESET): Involves the charactertics of the building population & their ability to recognize an emergency and to respond to that emergency to a place of safety. It consists the time of detection,occupant’s pre-movement

Fire Brigade Intervention Model: This software guide the emergency response team to calculate the time that indicates the period in which the fire brigade is likely to be arriving at the site, setting – up equipment and carrying out search and rescue activities in the building and initiating fire attack. Fire fighter intervention time is based on two response scenarios first is expected intervention time and delayed intervention time. Intervention time is calculated only for the purpose of providing an acceptable environment for fire fighter to attack a fire from within the building. Available Safe Evacuation Time (ASET): Is the time when design fire commences to affects the building population & the building structure. The acceptance criteria identified in the FSEB are used as the basis to identify the time at which tenability commences to occurred. Emergency lighting: Primary function of an emergency light is to provide illumination to enable occupants to move around or to carry prescribed functions within the building without any interruption. It should come under automatic operation within 10 seconds during any interruption of normal lighting system. The duration of supply of emergency light shall be 30 minutes to four hours depending on height of the building. Online monitoring of HVAC system and inspection & audits & preventive maintenance ofelectrical cables, wiring and equipments: Electrical short circuit, overheating and mechanical failure of electrical equipment are the main cause of fire incidents. These can be controlled by using online monitoring of HVAC system maintenance and healthiness & half yearly thermography of electrical cables annual inspection and use of Fire Resistant Low Smoke cables to minimize the generation of toxic gases and smoke in case of fire. Smoke Management: Smoke and toxic gas is the main culprit of more than 70 % of death in fire incident , which can be avoided by implementing good design of smoke management system through building design stage. There are three techniquesfor smoke management - natural ventilation, mechanical ventilation and pressurization.The causing smoke movements within building are buoyancy of the smoke plume, stack effect, direction and velocity of the prevailing word

Passive fire protection system: The provision of fire compartmentation and other passive measures of fire resistance will ensure that fire will not spread to other compartments within a given period thus allowing occupants to leave. The fire retardant paints and barriers control the generation of smoke and toxic gases and maintain the good visibility to emergency response team as well as occupants for fast &safe evacuation from building. Selection & Use of flame retardant fabrics for interior decoration: It is good option to select FRP or less combustible fabrics for interior decoration to restrict the spread of fire and minimize the smoke generation. Exit: An exit may be door way, corridor, passage way to an internal staircase or external staircase or to averandah or terrace which have access to the street or to the roof of a building or a refuge area, an exit may also include a horizontal exit leading to an adjoining at the same level. Heaven or refuge area: It is an area where occupants take shelter for certain duration depends on the fire rating 1 to 4 hours with lifesaving and communication arrangements for occupants till the emergency rescue services arrive to rescue them at each floor of high-rise building or interconnecting building. Collapsible bridges and escape chutes for emergency escape of occupants: Innovation is required at the design stage for provision of collapsible bridges between two adjoining high
