I

t is a matter of honour once again for me to have been given this opportunity to be the Guest Editor for INDUSTRIAL SAFETY REVIEW. It is a great privilege to interact with my colleagues from the Police and Paramilitary forces of the country and our friends from the security and fire safety industry. Security today has assumed a vital place in our lives in the prevailing socioeconomic and political scenario all over the world. It has become an integral part of the society beginning from our homes to all public sector undertakings, banks, vital installations such as airports, space centers, army establishments, government buildings, malls, hospitals, hotels and places of public interest. In this era of technology security gadgets have assumed an important role in our lives whether it relates to public security, access control management, protection of houses, safety and security of public at large. Perpetrators of crime are finding all ways and means to circumvent the security arrangements to cause versatile sabotages. Security forces across the world are working day and night to counter this menace of antisocial elements with all out emphasis being laid on modernization of police, paramilitary and security forces guarding borders and seas.

Dafo Forrex Fire Suppression Systems for Container Handling Machines

Most vehicle fires start in engine com-partments and surrounding areas. A tested and certified fire suppression system in combination’ with efficient fire detection, is the best first response in case of an emergency. Dafo Forrex Fire Suppression Systems response rapidly to any increase in temperature. The Dafo system is developed to use worldwide in both cold and hot climate and designed after the International guidelines SPCR 183 and Swedish guidelines SBF 127, which requires 3L extinguishing agent for 1 m3 protected space. step in facing the fire problem. This flexible, fully automatic system detects and extinguishes fire rapidly. Detection is achieved through a linear heat detector wire which detects the fire in an early stage. Means to manually release the system can be provided upon request. It is highly effective on fires in flammable liquids like petrol, diesel and hydraulic oils and in burning solids like wood, chips and peat. OPERATING INSTRUCTIONS IN CASE OF FIRE Have a hand portable extinguisher ready for safety when opening the engine compartment hood. Do not start the bus until the cause of fire is determained, and service have been done.

SERVICING Once a year the system must be inspected and serviced by a trained and authorized service company. The service will be carried out according to the service manual and the service protocol. Every 4th year comprehensive service, every 10th extended service. GUARANTEE You have twelve months warranty from the installation date. Within this time, defects in material or manufacture of components delivered from Dafo give right to replacement free of charge.

Building from Steria’s vast experience on homeland security projects, the contract will enable the police to improve the speed and efficiency of its Emergency Response (Command and Control) System, responsible for addressing distress calls from the city of Kanpur’s 3.5 million citizens. Under the new contract, Steria will provide an integrated Computer Aided Dispatch platform that will handle inbound ‘Dial100’ citizen distress calls. The GISbased (Geographical Information System) platform will capture caller information and location coordinates and dispatch them to the nearest police patrolling vehicle for emergency handling. This new functionality will improve efficiency, reducing the time it takes to respond to calls and providing a better view of emergency situations for more efficient resource mobilisation and allocation. The project includes a systems integration phase, followed by two years of application support. Steria will work on the installation of the application software, the setup

of data centre infrastructure, the system’s control room, network and connectivity. Steria partnered with TCIL (Telecommunications Consultants India Ltd), a public sector telecommunications consultancy and engineering company that operates under the Ministry of Communications and IT, for the bid. Steria was selected over 13 other shortlisted companies, including some of India’s key players in the homeland security domain. This contract win reinforces Steria’s expertise as a reputed provider of IT solutions to India’s homeland security and transportation sectors. ZICOM’s bullish performance in Quarter – I: Income grows 48.90% and Net profit grows 73.46%

EBIDTA margin has been at 12.60% against 11.56% in corresponding previous quarter. • Net Profit After Tax and Minority Interest at ` 7.50 crores as against ` 4.32 crores of the corresponding previous quarter shows a quantum jump of 73.46%, which is because of increased entitlement of the Company’s economic interest in its subsidiary Unisafe Fire Protection Specialists LLC, Dubai, from 80% to 95% as a result of buyback of economic interest of the local partner during the quarter; besides improved profit margins. • The Company’s Earning Per Share (EPS) has increased to ` 4.42 as against ` 3.41 in that of

Q Which are the some of your pioneering products and services you introduced in the market recently or is there any plan to launch the new products? We pioneered the analogue video surveillance category in 2011 and now we are pioneering the category of IP video surveillance which would be our new growth driver. We have engineered and added lot of products in the IP range. Last year we launched our ZSecure IP camera series and have already received overwhelming response for it. We have already bagged good projects and both our analogue and IP products have passed stringent performance and quality tests from NABL approved government lab in India, once again re-sounding our focus of quality and technology at par international standards. Our new ZSecure Video Management Software comes in three different versions Lite, Professional and Enterprise with features and scalability suiting every requirement. It supports

features like virtually unlimited camera integration, video analytics, distributed client server architecture, open platform supporting multi brands, multi server support, server failover mechanism, etc. We are launching Mega Pixel IP cameras and would soon be launching Standalone NVR series which would be very helpful in addressing the installation complexity for IP camera, still retaining all benefits of IP but installation friendly like analogue cameras. This would be more like plug and play for IP camera quite similar to how plug and play happens for analogue camera along with DVR. We are also aiming for newer heights in the analogue product domain as well. Our new WD1 DVR series based on Texas Instruments’ new DaVinci™ DM8107 platform has received overwhelming response from partners and customers. This is the next generation DVR series with features like NAS storage support, FTP storage, alarms for crucial events, complete health check up of the DVR, 3G & Wi-Fi enabled, etc. Moreover the next generation compression technology helps the customers save crucial storage

requirements thus saving cost. We are already working on supporting all our future product lines with next generation H.265 compression technology, which would further help customers to get an increased ROI on their investments. We have also upgraded our HQIS series from 600 TVL to 700 TVL and would be showcasing 800 TVL and 1000 TVL analogue camera series in IISE, New Delhi. With several traditional free and unreliable DDNS services and reliable one’s converting to fee based services, Sparsh has bridged this gap by launching reliable and secure Sparsh Express DDNS services – Free DDNS services for all Sparsh partners and customers. This service would not only help bridge the gap of a free DDNS service but also provide a platform for customers and partners to manage their Sparsh devices on a single window and at click of a mouse button. We have also integrated our customer care centre with Integrated Voice and Recording System (IVRS) for hassle free support to all our partners and bring customer service to a completely new level. Our dedicated professional team of customer care executives now provides support for all Sparsh products at a single central number. We do not follow the herd mentality of easy low cost imports from China but do them better with our inherent strength in product design, software development and manufacturing. Getting the expertise from world’s top companies; Sony Electronics and Aptina in the analogue domain, we

We would be launching our Mega Pixel IP cameras in IISE, New Delhi from 26th to 29th Septmeber,2013 which are developed with technical expertise from Aptina, one of the leading and popular company in the Mega Pixel space. This in combination with our R&D team and software expertise, what India is known world over for, enables us to design and develop work class products. Q What has been the growth story of Sparsh? Sparsh has grown at more than

This year we focus at growing more than 50% and consolidate our brand position in different regions in India. We also focus to streamline our channel and expand our reach to more than 150 cities with more than 3000 channel partners. We by our studies hold approximately 8% of the CCTV market share by volume and want to increase our market to more than 10% this year. This year our DVR market share grew by 75% and we aim to have more than 15% of market share in DVRs and 5% in IP cameras by this year end. Q Brief us about future plans of Sparsh? Our future expansion will be both in Analogue and IP video surveillance category, with IP category getting more focus. We have already launched products in this category and aim to complete the IP portfolio by end of this fiscal including megapixel IP cameras and network video recorders. We would also be adding 800TVL and 1000 TVL of analogue products to address the increasing demand for high resolution cameras. We are already a leader in the analogue category and our target is to be the leading brand in the IP category as well in next two years. This year we are also focussing on government vertical with Sparsh already registered as an approved DGS&D brand for supply of CCTV cameras and solution to all central and state government bodies. We also aim to expand our global reach and target to achieve 10% of our sales revenue through exports in next two to three years. Q You being the Founding Chairman of SPGI, what are your plans to promote this association? SPGI is a group of Key Security Professionals who have come together for the sole and selfless purpose of betterment of the Indian Security Industry. We believe that we need not need to promote the group as we believe that like-minded people will keep on joining without any promotion. In a short span of time, SPGI has become an invincible force and is successfully working in multiple fields which will prove beneficial to the Indian Security Industry. SPGI has been appointed as a Coorganizer of IISE 2013, associate for Intersec Dubai 2014 and is also an Event Associate for IBEX 2014. Q How do SPGI will facilitate the industry to promote standards & right products to end users? The main objective of SPGI is driven by the sole motive of structuring the industry and unitedly making a representation in various segments for the growth and benefit of Indian Security professionals and organizations and in turn making the end customer benefit from an organized and structured industry. The growing incidences of terrorist attacks (26/11 attack) and other criminal activities have significantly changed the security perception of the Indian customers and various government agencies, which are now looking for better and advanced security products & solutions. The changing socio-economic conditions have made video surveillance a must have for both government and private organizations. The need for security in almost every walk of life is driving the demand for CCTV cameras thus providing attractive business

opportunity for multi-nationals, local firms and traders. Based on various estimates, global CCTV market is still growing at double digit rates and Indian market is growing at few times that rate. Asia accounts for over 1/3rd of the global market with India and China driving bulk of the growth. Indian CCTV market has grown at 25-35% CAGR in last few years and we expect growth rates to continue for next 3-5 years.

Q What are the issues you need to address that are related to your industry? Despite such a growing market, Indian CCTV market is still much unorganized with many traders flooding the market with inferior imported products. Customers need to be educated so that they can buy the right product for their security needs and get best return on their investment. In addition, government needs to set standards for security devices that can be sold and provide guidelines for import and export of electronic security products. Q. In your opinion, what is the state of security industry in India and what is the trend you see in the space? The technology transition from analogue CCTV systems to IPbased solutions is a major trend, and in India IP-based surveillance market is expected to grow at 45 per cent year on year. Apart from technological advancements, market trends show that verticals like SMEs, SMBs and SOHOs are major segments driving the growth of security and surveillance products in India. However, still corporate & government bring a major chunk. Q. Which market are you targeting? With a growing number of industry verticals, and changing business trends, the adoption of surveillance cameras is on the rise. Also, intelligent applications incorporated

Q. How much of growth are you expecting this year and are you also expecting any business from the overseas market? Due to heavy fluctuation in currency exchange rates, there has been certain panic in the market and large corporate are hesitating for time being to procure in this segment. However, with mandatory company norms and continual requirement in smaller sector, along with our technical expertise and association with world-class brands like Matrix, Dahua and Panasonic, we expect to target all market segments and expect a CAGR of 20-25 %.

Q. What is the advantage of Matrix products vis-à-vis the competition? Being a core Indian Manufacturer, with exquisite R&D and support facilities, Matrix has obvious benefits over its competitors. Copenhagen Airport installs thermal imaging cameras

More than 20 million passengers pass through Copenhagen each year.

With the threat of intruders, or even worse, terrorist attacks, making sure that all passengers are safe within an airport is of the utmost importance to commercial airlines and airport authorities. ounded in 1925, Copenhagen Airport was one of the first civil airports in the world. Today,Copenhagen Airport is the biggest airport in Scandinavia measured not only in total number of passengers, but also in international traffic, direct long haul routes and total number of destinations. More than 20.9 million passengers passed through the airport in 2006. Centrally located in Scandinavia, with the most extensive route network and the highest population density in the region, Copenhagen Airport is the logical choice for all passengers traveling to/from Scandinavia. Copenhagen Airport covers an area of 12.4 square kilometers and has a 30-kilometre-long perimeter

fence. Organizing appropriate surveillance for such a large area is an enormous task. In addition to camera surveillance, the airport is also monitored by driving and walking patrols, both indoors and outdoors, around the clock. More than 700 specially trained security staff members, police officers and others, play an active role in the security set-up so that passengers can feel safe and secure during their trip. Head of Department of the Copenhagen Airport Security Operations Center. “This area comprises all buildings accessible to passengers, the piers used for boarding and un-boarding the passengers, the parking area for the airplanes, ... We have 108 airplane stands so it is a huge area to monitor. Everyone going into the CSRA, needs to be thoroughly security checked before they can enter. Nothing can enter or leave the area without the Security Operations Center knowing about it.”

“One of the problems we are facing is that the CSRA borders the runways. Airplane going from the piers to the take-off area, or airplane that have just landed and are taking their passengers to one of the piers, are coming from an “unsecure” area into the CSRA. Also cars and people from other areas within the airport, but outside the CSRA, could enter the area. Therefore we thoroughly monitor all the entrances and exits of the CSRA with different types of sensors and with ground radar. Furthermore, all planes and airport personnel going into the area or leaving it have to notify us. Although ground radar and sensors warn us when something is happening, we can not see what it is. Therefore, everyone and everything entering or leaving the CSRA is also followed with cameras so that we know what is happening.”

“Monitoring and following objects with a camera is easy during daytime. But during night time we could not see anything with our daylight cameras. It is impossible to light up the entire CSRA, since we can not put lighting poles everywhere. This would obstruct the airplane traffic from and to the runways. However, if an alarm is triggered, we want to be able to see what has caused the alarm before we send out security guards to check the situation. In order to solve the problem we thought of thermal imaging.”, explains Mr. Christensen. Thermal imaging: the solution for seeing at night “We were extremely enthusiastic during the first demonstrations of the FLIR Systems thermal imaging cameras. It became immediately clear that they would be a huge asset to our security infrastructure. We were amazed to see them produce a clear image in the darkest of nights, from unlighted areas, so that we could track and follow objects without effort. Being able to see in total darkness is great for security people. Definitely in Scandinavia where there is not that much daylight in wintertime.” After careful consideration, Copenhagen Airport chose to install FLIR Systems SR-100 thermal imaging cameras. “We chose for the SR-100 because they give us a www.ind-safety.com

great range performance. Equipped with a 100 mm lens, they allow us to detect objects from more than 1.5 km away.”, Mr. Christensen explains. “Another advantage is that the cameras contain an uncooled infrared detector. This reduces downtime to an absolute minimum. We need to be sure that the cameras are working 24 hours per day, 365 days per year.” The cameras where mounted on a standard Pan/Tilt mechanism by Praecisionsteknik, the FLIR Systems distributor for Security and Surveillance products in Denmark. “We need the cameras on a Pan/ Tilt.”, Mr. Christensen elaborates. “Once an alarm, generated by the ground radar or other sensors goes off, we immediately need to be able to turn the camera to the right direction. This way we can see what has triggered the alarm and we can follow the object with the thermal imaging camera if necessary.” Easy integration is key “Although we were very enthusiastic when we saw the first demonstration of the FLIR thermal imaging cameras, one of the key elements in the decision process was the integration of the cameras in our existing security network.”, says Mr. Claus Hulstrom, Software Developer at Copenhagen Airport. “We are operating more than 200

CCTV cameras at the airport and the thermal imaging cameras needed to be installed in the same network. Just like all the other cameras we are using, the FLIR Systems thermal imagers can be operated using the PelcoD protocol and could easily be integrated in our existing PelcoD network. In order to install them we just removed some of our normal cameras and installed the thermal imaging cameras. All together this only took us about 2 hours.” Thermal imaging: more than expected “Now that the SR100 thermal imaging cameras are installed, they do more than initially planned! We also look at well-lit areas with the cameras. They are not blinded by the lights in any circumstance and deliver a crisp image on which we can see the smallest of details. Furthermore, they are a great help in difficult weather conditions like fog, where normal CCTV cameras can not see anything.” “The cameras sometimes give us even more information. After all, they are infrared cameras that are making temperature differences visible. By e.g. looking at a car with the SR-100 cameras, we can immediately see if it has been there a long time or just arrived. As this new corporate headquarters represents both the success of the company, as well a new business facility, it was paramount that security be indicative of this reality. Thus, a number of Hikvision products were chosen to protect both Jablotron’s reputation and its new building. Hikvision Cameras ... Inside “Jablotron’s overall goal was to

Additionally, hallways, various office space, and security management rooms were designated as requiring additional security. Primarily tasked with this effort was Hikvision’s DS-2CD764F-E 1.3 MP Network Dome Camera. “We found this unit to be particularly good in areas such as receiving, as well as other office space. We are really able to see, in great detail, what is important,” noted Mr. Svoboda. Features, such as up-to 1.3 megapixel (1280 x 960) resolution and HD720P real time video, allow the DS-2CD764F-E to successfully achieve this goal. Located in the server room is the DS-2DF1-402 4” Network High Speed Dome. This camera was specifically chosen because of its 360° endless pan range. It was also put on a 24hour scan feature to better visually patrol the area. This Hikvision model allows IP - both inside headquarters, as well as those outside (by remote viewing) - to keep constant vigil over this highly-important room. ... and Out While on the exterior, Hikvision’s DS2DF1-514 5” Network High Speed Dome mans the roof. Obviously, an IP66 rating is critical to this camera being able to do its job in hot European summers and brutally cold winters. Also, due to the area this camera resides - the roof - it is vital to zoom on any potential threats. adio Frequency Identification (RFID) Tags are fitted to a baby to accurately report Real-Time location and to avoid unauthorised removal of an infant from a ward. These RFID tags use the very latest in RFID Technology, transmitting a unique ID to the local network of readers to confirm the location of the baby. A transmitter tag attached to the baby’s ankle sends RF signals to discreetly placed receivers as the baby is moved throughout the facility. Any movement beyond a ‘secure area’ will trigger alarms and notify staff. A Low Frequency (LF) Receiver inside the tag works with an LF Exciter to create an alert if a tag nears an exit.

Radio-frequency identification (RFID)

RFID is the wireless non-contact use of radio-frequency electromagnetic fields to transfer data, for the purposes of automatically identifying and tracking tags attached to objects. RFID tags communicate with a networked system to track the object that has the tag. Like other wireless devices, RFID tags broadcast over a portion of the electromagnetic spectrum. The exact frequency is variable and can be chosen to avoid interference with other electronics or among RFID tags. The tags contain electronically stored information. Some tags are powered by and read at short ranges (a few meters) via magnetic fields. Others use a local power source such as a battery, or else have no battery but collect energy from the interrogating EM field, and then act as a passive transponder to emit microwaves or UHF radio

waves. Battery powered tags may operate at hundreds of meters. RFID tags communicate with an electronic reader which in turn is connected to a large network that will send information on the location of the tagged object to a central location. RFID tags are an improvement over bar codes because the tags have read and write capabilities. Data stored on RFID tags can be changed, updated and locked. Through RFID tags, Security can quickly be alerted when the baby leaves the designated area.

Types of RFID tags

Inductively coupled RFID tags are powered by a magnetic field generated by the RFID reader. This magnetic field inducts a current in the wire. Capacitively coupled tags use conductive carbon ink instead of metal coils to transmit data. The ink is printed on paper labels and scanned by readers. However both of the above are relatively bulky and expensive and hence no longer used. Newer innovations in the RFID industry include active, semiactive and passive RFID tags. These tags can store up to 2 kilobytes of data and are composed of a microchip, antenna and, in the case of active and semi-passive tags, a battery. An active tag also uses its battery to broadcast radio waves to a reader, whereas a semi-passive tag relies on the reader to supply its power for broadcasting. The tag’s components are enclosed within plastic, silicon or sometimes glass. These tags are less expensive to produce, and they can be made small enough to fit on almost any product. www.ind-safety.com

RFID tags that contain their own power source are known as active tags. Those without a power source are known as passive tags. RFID - Basics • Data stored within an RFID tag’s microchip waits to be read. • The tag’s antenna receives electromagnetic energy from an RFID reader’s antenna. • Using power from its internal battery or power harvested from the reader’s electromagnetic field, the tag sends radio waves back to the reader. • The reader picks up the tag’s radio waves and interprets the frequencies as meaningful data. RFID system components. A RFID tagging system comprises of the tag itself, a read/write device, and a host system application for data collection, processing, and transmission. Passive Reader Active Tag (PRAT) system has a passive reader which only receives radio signals from active tags (battery operated, transmit only). The reception range of a PRAT system reader can be adjusted from a few feet to over 1500 feet, allowing flexibility in applications such as asset protection and supervision. An Active Reader Passive Tag (ARPT) system has an active reader, which transmits interrogator signals and also receives authentication replies from passive tags. An Active Reader Active Tag (ARAT) system uses active tags that respond to an interrogator signal from the active reader. A variation of this system could also use a Battery-Assisted Passive (BAP) tag which acts like a passive tag but has a small battery to power the tag’s return reporting signal. Fixed readers are set up to create a specific interrogation zone which can be tightly controlled. This creates a highly defined reading area for when tags go in and out of

the interrogation zone. Central Monitoring station and software. When an unauthorized person attempts to remove a monitored infant from the secured area, software displays status of automatically locked doors, infant location and alert/alarm condition information. This system becomes the eyes and ears of the security department, augmenting existing policy and procedure protocols. It is designed to perform a variety of Perimeter Alarm and Access Control functions by locking a door during the programmed hours and triggering an alarm if an unauthorized entry or exit has occurred.

Securing the Infant

The objective of the RFID tagging system is to prevent babies or infants from being removed from a ward without authorisation.

Immediately after birth, a tag utilizing a unique code is applied to the ankle of an infant. This code is used to identify the infant as it enters or exits a monitored area. The presence signal provides the system with information about the RFID tag, and will generate an alert if the signal is lost, a different alert for a low battery and an alarm when a strap is tampered with. Each facility may have a designated “safe area” usually the maternity ward. Infants may be moved freely within this area, at all times. All exits from the safe area are monitored using a reader. As soon as a tag comes near an exit, an alarm occurs showing the

specific RFID tag and the location. As long as the infant is wearing a tag, he or she cannot be passed through a monitored exit undetected. Most system manufacturers also provide special tamper-proof straps that trigger an alarm if anyone attempts to cut or unfasten the strap.

The control system has a “sign out” procedure, whereby authorised staff can sign out specific infants. Sign outs are strictly controlled through the use of passwords. The identity of the person authorising the sign out is recorded in the database of the control system. Similar precautions apply when discharging infants. Control systems are also designed to perform a variety of Perimeter Alarm and Access Control functions by locking a door during the programmed hours and triggering an alarm if an unauthorized entry or exit has occurred. When a tag is tampered with or removed without proper authorization, the facility locks down and audible or silent alarms are triggered.

Caveat

RFID baby tagging system is an aide to the security staff and not an end in itself. Relying solely on RFID baby tagging systems might dull the security staff into a sense of complacency and they might miss the criminal activity happening right in front of their eyes. Human intelligence, alert nursing staff and the security staff together with the baby tagging system will make a secure system.

1. INTRODUCTION People have used Personal Protective Equipment (PPE) for centuries to protect themselves while they work, e.g. Blacksmiths have always used a leather aprons; Eskimos wear a heavy parka, gloves and boots; Firemen wear heavy coats and special helmets. Hazards exist in every workplace. The hazards arise out of use of dangerous substances and from working in certain manufacturing processes and environments. Manual handling and manipulation of dangerous substances should be reduced to the minimum and where possible should be replaced by mechanical means. The processes should be so designed that during any operation no danger should normally arise to workers engaged there on. Processes which are inherently dangerous should be segregated so that minimum number of workers are exposed to it.This ‘Safe Place’ approach may require, besides substitution of a material with nonhazardous one and isolation of the hazard, addition of safety features to the existing equipment, redesign of the work process or purchase of new equipment. Inspite of the best efforts to make materials processes and environment safe for workers, situations making it impossible to ensure absolute safety do arise frequently.There areseveraloperations where risks of flying particles of grit and metal,splashes of molten metals,corrosive liquids, and exposures to infra-red,ultra- violet

and other harmful radiations, cannot be altogether eliminated. Physical contact with dangerous chemicals and other dangerous substances cannot be avoided. Exposure to atmospheric contaminants given off during the manufacturing processes cannot be controlled and kept below the permissible levels.During plant shut downs, overhauling, repair, and maintenance work ofthe plant, workers are exposed to various hazards and it is either difficult or impractical to provide conditions which by themselves safe. In such circumstances, it becomes necessary to provide Personal Protective Equipment (PPE) to workers so as to ensure their safety. PPE is designed to be worn by an individual to eliminate or minimise the exposure to injury or illness.Generally, PPE has been designed to be worn on a selected part of the body and can be categorised by the area it protects. Some PPE devices offer protection across one or more categories.The purpose of Personal Protective Equipment is to reduce employee exposure to hazards when engineering and administrative controls are not feasible or effective to reduce these risks to acceptable levels. PPE is needed when there are hazards present. PPE has the serious limitations that it does not eliminate the hazards at source and many results in employees being exposed to the hazard if the equipment fails. 2. risks of injury or illness.According to European Directive (89/686/ EEC), the term “Personal Protective Equipment” covers any item intended for wearing or carrying by the worker with the aim of protecting him from one or more risks likely to cause injury or jeopardize health while at work, in addition to any item or necessary having the same purpose. PPE includes all equipment designed to provide protection to the wearer from potential hazards to the eyes, face, hands, head, feet, ears and extremities. The Personal Protective Equipment (PPE) may be divided into two broad groups viz. (1) Non Respiratory Protective Equipment and (2) Respiratory Protective Equipment. Due to limitations of space, the scope of this article is limited to provide only an outline of the topic. 3. NON - RESPIRATORY PROTECTIVE EQUIPMENT These types of protective equipment are required to protect various parts of the body, such as head, eye & face, ear, hand & arm, foot & leg, and the whole body. 3.1 Head Protection: Head protection means equipment designed to provide protection to the head during exposure to potential hazards such as falling objects, striking against low hanging objects or electrical hazards. Head injuries are commonly caused by impact from falling or flying objects, and falling or walking into hard objects. PPE devices such as hard hats may

protect you from objects falling on your head and, in a limited way, from electrical shock or burns. Hard hats should be worn in areas where there is potential for head injuries. (See Fig 1)

PPE should be worn when the noise level is 85 decibels or greater averaged over an 8-hour period of time. List of personal protective equipment to be provided by the occupier in carrying out the dangerous operations (Rules prescribed under Section 87) are listed in Table 1. It must be remembered that these regulations do not cover all the situations where the use of personal protective equipment will be required. The management has to take into consideration all such situations and take remedial measures. 5.3 Environment Protection Act Manufacture, Storage and Import of Hazardous Chemicals Rules 1989 framed under the Environment(Protection) Act 1986 of India also stipulate the occupier to provide Material Safety Data Sheet (MSDS) and every MSDS shall provide information regarding the use of Personal Protective Equipment.

6.0 SELECTION AND MAINTENANCE OF PPE Selection and maintenance of Personal Protective Equipment is an important aspect to be looked into while introducing a protection policy. If a protective device is unattractive, uncomfortable, or is imposed on the workers with little choice in selection, their compliance is likely to be poor. Flexibility in the use of Personal Protective Equipment is important provided that it confirms to proper safety standards. Personal Protective Equipment as a protection strategy is frequently abused and can fail. Sometimes Personal Protective Equipment strategy is not properly introduced or understood. The strategy should be based on: • Protection of workers • Compliance with legal requirements www.ind-safety.com

• Internal company standards • Technical feasibility It requires commitment and active participation at planning, development, and implementation stages from all levels such as: • Senior management • Supervisors • Workers

The greater the worker’s involvement in all stages of the programme, the smoother will be to implement and operate the programme. Compliance in the use of Personal Protective Equipment will improve by adequate consultation with workers and their representatives and the use of the Personal Protective Equipment is made as a required condition of employment Job Safety Analysis is an important technique to assess correct selection of Personal Protective Equipment because some types of hazards require complicated Personal Protective Equipment solutions. 6.1 Selection of PPE Once the need for Personal Protective Equipment has been established, the task is to select proper type of Personal Protective Equipment. In this connection we may have to consider the degree of protection required and appropriateness of the equipment to the situation. The basic requirements of Personal Protective Equipment are: i.) The equipment should provide adequate protection against the hazard to which the workers is exposed. ii.) The construction and performance of the equipment should confirm to the acceptable standards. iii.) The equipment should be light in weight, compatible with its protective efficiency and should be comfortable to the wearer. iv.) The equipment should not

restrict the essential movements of the wearer. v.) The equipment should be durable and be so designed that its various components can be maintained or replaced easily to ensure good working order.

While selecting the Personal Protective Equipment, the following factors should be considered: i.) Location of the hazard ii.) Nature of hazard iii.) Severity of the hazard iv.) Type of contaminant v.) Concentration of the contaminant vi.) Period for which protection must be provided vii.) Expected activity of the wearer viii.) Operating characteristics and limitations of the equipment 6.2 Maintenance of PPE Without proper maintenance, the effectiveness of the Personal Protective Equipment cannot be assured.The following points to be kept in mind when the maintenance of Personal Protective Equipment is undertaken: Maintenance should include: • Inspection: Inspect PPE before and after each use. • Care: Take care of PPE at all times. • Cleanliness: Clean all PPE at all times. • Repair: Repair damaged or broken PPE. • Storage: Store PPE in clean dry air, free from exposure in sunlight or contaminants. The manufacturer’s instruction should be followed and replaceable parts should always be available. It must be remembered here that wearing poorly maintained or malfunctioning personal protective equipment would give a false sense at protection 7.0 TRAINING No programme can be complete

without training to ensure the optimum use of Personal Protective Equipment The component covers how to fit and wear Personal Protective Equipment, how to adjust it for maximum protection and how to care for and maintain it Training can be on an individual basis or in group meetings. Make sure that all users, supervisor, selectors, buyers and storekeepers are trained. The training programmes should re-emphasize the major goal of the programme and reinforce the fact that engineering controls have been considered as a primary protection strategy. The workers should be informed of the hazards to which they are exposed and why personal protective equipment is necessary. 8.0 CONCLUSION Workers are exposed to serious risks of bodily injury, poisoning and occupational diseases. In any workplace the priority should be in the elimination and control of hazard at their source and along the path between the source and the worker. Efforts should be made, as far as possible to substitute dangerous substances either by those free from any danger or those which are less dangerous. The Personal Protective Equipment is designed to protect your limbs, your health and sometimes even your life. However, itshould be kept in mind that the Personal Protective Equipment does not reduce the hazard itself nor does it guarantee permanent or total protection. The Personal Protective Equipment is designed only to interpose an effective barrier between the employees and the harmful substances, processes or environment. Users must be told why Personal Protective Equipment is to be worn and they must be trained in the use of the equipment properly. Ensure you have been trained in how

to fit, wear and maintain PPE. Also ensure your training programme information that explain when and what PPE should be worn and why it should be worn.
