2015 gave us a very mild winter and if you got a new sled for Christmas, you didn’t get to use it unless it had wheels. This mild winter allowed project work to continue into the month of December and we needed every bit of that time to complete the East High Street extension and widening of the Main and High Street intersection. Some trucks still apparently do not have enough turning space, but it has been a very nice improvement. The East High extension portion is a very nice drive. Our Bloomin’ Orrville program is in full swing again with gorgeous hanging baskets and with flowers at our city entrance signs. All this is made possible by generous donations from our citizens, businesses and industries. A heart felt thank you to all those who donate dollars to make that happen and to the many who adopt our downtown planters. Without your support this beautiful project could not happen each year. Thanks also to Buchwalter Greenhouse for planting and caring for our flowers each year and our Utilities Distribution Department for hanging the baskets for us each year. Everyone helps to make this a true “team effort.” Several of our businesses and industries have entered or completed expansion projects in 2015. The largest was the announcement from The J. M. Smucker Company. The addition of Big Heart Pet Brands into the Smucker family of products was big news for Orrville and all of Northeastern Ohio. With 400 new jobs eventually tied to

this project and another new Smucker campus building, this new expansion further cements Smucker’s commitment to Orrville and all of Wayne County. We remain grateful for this and other high-quality, world-class companies in our city. 2015 included a full slate of street improvement projects and 2016 will as well. We are glad we are able to continue to upgrade our city streets each year as this is a process that never really ends. With summer nearly here, don’t forget Orrville’s two major events. The Orrville Firefighter’s Association 4th of July Celebration with the parade on Wed., June 29 and the fireworks display Sun., July 3 and the carnival and softball tournament with over 100 girls fast pitch teams this year. Also, the Orrville Lions Rib and Music Fest on August 19 & 20. Lots of good food, good music, and the Friday Car Show! Great summer fun. Orrville will again have a busy year and our new “Cobblestone Hotel” will begin construction and hopefully be complete by year’s end. This will be a great addition to our community. And our regular Performing Arts summer concert series on Thursday evenings and our Family Fun Night movies on Friday nights will continue this summer as well. Enjoy the summer months! Living In Orrville
Guide to Living in Orrville The following are some topics of interest to the citizens of Orrville. For more information, visit the city’s website (www.orrville.com) and click on “Citizen’s Handbook.” Animals – Animals are prohibited from running free within the city limits. All dogs must be licensed through the Orrville Veterinary Clinic, the Wayne County Humane Society (Wooster) or the Wayne County Auditor’s Office (Wooster). There are to be NO animals in city parks. Any animal (other than domestic dogs and cats), which in their wild state are carnivorous or which are capable of inflicting serious physical harm, are not permitted in the city. This would include animals which belong to the cat family or snakes which are poisonous or can cause physical harm (including all constrictors, bears, wolverines, badgers, lions, tigers and other animals as determined by the safety-service director). Farm animals are conditionally approved if the building used to house the livestock or fowl is no less than 200 feet from all property lines, commercial raising or breeding for commercial purposes are on lots of five acres or more, or any livestock or fowl is kept at least 150 feet from any residence other than the person’s keeping such animal. Automobiles – Driver’s licenses and license plates are issued by Orrville’s motor-vehicle deputy registrar’s office, 1430 W. High St., Suite 3, 330-682-0440; Charles Audi, deputy registrar; motor vehicle titles may be obtained through the clerk of courts office at City Hall, 330-682-8932. Bicycles – Bicycles must obey all traffic regulations. Bicycles should be registered with the police department to help in recovery if they are lost or stolen. Bicycles may be ridden on sidewalks, but not on those in any business distrcit. There are to be NO bicycles in Orr Park. Building Permits – Building permits, required for all construction, are issued by the Wayne County building inspector, 428 W. Liberty St., Wooster, 330-287-5525. Before obtaining a building permit, one must first obtain a zoning permit from the Safety-Service Director’s office at City Hall, 330-684-5004. Cemeteries – The city operates two cemeteries: Orr Cemetery, at N. Mill and E. Church streets, and Crown Hill Cemetery, at Crown Hill Rd. and W. High St.; a mausoleum at Crown Hill Cemetery offers alternative choices for burial; for more information, call the City Hall, 330-684-5004 Monday-Friday, 8 a.m.-5 p.m. Curfew – For children younger than 14; 10 p.m.-5 a.m., Sunday-Thursday and 11 p.m.-5 a.m., Friday and Saturday. For youth ages 14-18: 11 p.m.-5 a.m., Sunday-Thursday and midnight-5 a.m., Friday and Saturday. Emergency Warning System – The city’s warning system consists of sirens and a cable-TV interrupter. The siren at Orr Park is also capable of sending voice messages, but the area of coverage is limited. Sirens are also located at the Lacy Service Center on E. Pine St.; Fire Station #2 on N. Crown Hill Rd.; in the industrial park on Collins Blvd., Beaver St. Park, and at the corner of N. Main St. and Smithville Rd. The sirens and cable television interrupter are tested periodically. During testing, the sirens are sounded for a short period. Anytime you hear the sirens sounding for longer than three minutes, you should assume there is 8 - Orrville Today 2016-2017
a weather emergency, probably a tornado warning. You should seek shelter immediately and check a radio or television for more details. In cases of another type of emergency, you may be required to evacuate your home or to stay indoors at your home for a period of time. The radio and/or television will be used to convey the message. In most circumstances, residents must also rely on a radio or television to determine when it is safe to resume normal activities. AN “ALL-CLEAR” WILL NOT BE SOUNDED BY THE SIRENS. You are urged not to call the police department or City Hall, as these lines must be kept open for emergency assistance requests only. All residents, businesses and industries should keep a battery-powered AM/FM radio for use in emergencies. It is also recommended residents own a battery-powered weather radio which gives emergency alerts of severe weather if kept in the alert mode. Garage Sales – The city has an ordinance requiring persons who wish to have a garage sale to get a permit from the safety-service department. There is no charge for the permit, but there is a limit on the number of days that a sale may be held, the signs (including where they may be placed), the kinds of merchandise and the number of families that may go together for a sale; sales may be from 9 a.m.-sundown. Permits are available at the information desk at City Hall, Monday-Friday, 8 a.m.-5 p.m. (except legal holidays). Parades – Persons or groups wishing to hold a parade on a public street must obtain a permit from the safety-service director at City Hall; the permit is free. Call 330-684-5000 for details. Parking – Parking any inoperative or unlicensed vehicle on private property for more than 15 days is prohibited. To report a violation, call the police department at 330-6845025. Scooters & Skate Boards – No person shall ride on or operate a skateboard on any street or roadway. Skateboards and scooters are NOT permitted on the sidewalk within a business district. Where signs are posted prohibiting skateboards, no person shall ride on a public sidewalk or upon paved areas within a shopping ceter. Scooters and skateboards are NOT permitted in Orr Park. Snow Parking Ban – A significant accumulation of snow may require the city to declare a “snow parking ban” which requires cars parked on certain streets be moved. The announcement of the parking ban is made on local radio stations WQKT (104.5 FM) and WKVX (960 AM). Vehicles not moved from these streets may be towed at the owner’s expense. Trees – The city plants approximately 100 new shade trees along public streets every spring. Residents can request a tree be planted in their tree lawn by calling the safetyservice director’s office at 330-684-5004. Orrville has been named a “Tree City USA” since 1980.

une 1, 2016 began the fifth year Serpentini Chevy Buick of Orrville has given away a car within a raffle. Every year 100% of the profit from the raffle is donated to the Orrville High School boosters club to support the children in the community. Raffle tickets may be purchased for ten dollars a piece or six tickets for fifty dollars at various locations including many Orrville high school functions, Serpentini and the Rib Fest. Anyone with a valid driver’s license may purchase a raffle ticket to win the car. This year the available car is a 2016 Chevrolet Trax with an MSRP of $24,000. The car will be raffled off in late January or early February during halftime of an Orrville High School Boy’s basketball game. The winner does not have to be present at the time of the drawing to win the Trax. Paul L. Powell Citizen of the Year Dr. Marchelle Suppan
T
his local superhero was raised in the Orrville community with powers and abilities far beyond those of mortal men. She is faster than most on the Rails to Trails, more powerful than the Wilderness Center’s mighty oaks and has read enough books to stack up next to the tallest of buildings. Her disguise, a community doctor – and a daughter, sister, mother, grandmother, friend leader, educator, activist and volunteer. She fights a never ending battle for health and wellness, with a passion for making Orrville great. Leadership came early to Suppan as the first born in a large family. Her father, RJ Suppan, served as a role model for excellence and innovative thinking. It was his pursuit in the practice of podiatric medicine that brought the Suppan
family to Orrville in 1969 and began a lifetime of service and commitment to this community. Suppan has served as CEO of Aultman Orrville Hospital since 2010 following 4 years as the Chief Medical Officer and Senior VP of Medical Affairs. It was on her watch that it became apparent Dunlap Community Hospital could no longer maintain independence. Suppan, herself, made promises to this community that she would do everything she could to keep healthcare services in Orrville. Today, Suppan’s leadership has not only secured local access to healthcare services, but has positioned Aultman Orrville Hospital to be one of the top Small & Rural Hospitals in the country. “Whether you know Shellee as a community member, board member, a leader or a friend, you know that her first priority is always the people,” stated Jennifer Kessel, AVP, Operations & Human Resources, in her nomination letter. “She faces each challenge with a focus on the people involved and they are the one thing that she will not sacrifice.” Behind the scenes, Suppan works quietly and effectively in many endeavors to the betterment of the community. She has assisted with fundraising efforts for the Orrville Area United Way, Orrville Area Boys & Girls Club and the Orrville Public Library. She has volunteered as a board member for the Wilderness Center, The University of Akron Wayne College, and the Ohio State Medical Board, among others. Suppan will be the 51st recipient of the Paul L. Powell Citizen of the Year award.

E
very community is unique. No other in the world is quite like Orrville - mainly because of the people who believe it to be The Promised Land. Paul L. Powell served as editor of the Courier-Crescent from 1930-1969. In his weekly column, Over the Fence, he would frequently refer to Orrville as “The Promised Land.” Upon his retirement, the newspaper recognized him as Citizen of the Year and named the award in his honor. This annual award is presented to those persons whose efforts continue to make Orrville The Promised Land. Selection of the honoree is based on outstanding service to the Orrville community over the past year, or for a long history of service during the nominee’s lifetime. State of the Chamber: Stronger Together
T
he State of the Chamber luncheon was held at Heartland Point on Jan, 22. Chamber Ambassadors, a new Chamber volunteer opportunity, assisted with the event that featured a keynote address by Chamber president, Lori Reinbolt. The address began with recap of the Chamber’s Centennial Celebration in 2015 and then shifted focus to the future and the 2016 Strategic Priorities that have been adopted by the Chamber Board of Directors. Chairman of the Board for 2016, Tom Brenner, Jarrett Logistics and executive committee members including Jennifer Kessel, Aultman Orrville Hospital, Vince Tricomi, PFI Displays and Mike Henkle, The Scotts Miracle Gro Company will provide leadership on the following priorities: Membership Engagement & Retention, Marketing the Chamber Brand, Workforce Support, Community Development, Organizational Capacity and Financial Stability. Each individual on the 16 member Board of Directors chairs or serves on one of the Chamber Committees. The Executive Committee, Human Resources Committee, Finance Committee and Building Committees consist entirely of members of the Board of Directors. “I believe that people support that which they help to create, so the more individuals that are involved in the creating, the stronger their commitment will be,” stated Reinbolt in a pitch to encourage Chamber members to volunteer for one of several committees that were described to the group. Membership, Marketing, Workforce and Community committees and their respective subcommittees welcome the participation from Chamber members. Reinbolt reminded the group, “when your employer joins the Chamber they pay membership dues for every employee in the organization, therefore, each and every employee is a member of the chamber.” In 2015, the Chamber welcomed 33 new members and great the total membership to 295. The membership renewal cycle is currently underway for 2016 and projections are indicating that membership in the Orrville Area Chamber will exceed 300 businesses for the first time in the history of
the organization. Reinbolt stated that this growth is significant because membership investment, or dues, is the single largest source of revenue for the Chamber. The more members the more dollars the organization has to use toward the work of the Chamber. The hot topic among local employers continues to be attracting a qualified workforce. “If our local employers cannot find the workers they need to do the jobs that are required in their respective industries, then those employers will need to make decisions about where they will be able to find those workers,” stated Reinbolt. “Orrville Area employers have job opportunities. The Chamber needs to identify ways to raise awareness of the fact that Orrville is a great place to work.” In conclusion, the Chamber Board of Directors will be incorporating a 20 minute discussion of the Horizon Initiative at the end of each of their monthly board meetings this year. The Horizon Initiative was developed by the American Chamber of Commerce Executives Association in 2015 and presents eight influences shaping the next decade for Chambers of Commerce. These monthly discussions will provide the foundation for the development of a strategic plan for the Orrville Area Chamber, something that has not been done for many years. The Orrville Area Chamber of Commerce is the foremost voice for the business community in Orrville and eastern Wayne County, Ohio. Career/Technical Programs – We have 25 Career and Technical programs in 6 career clusters: construction, health, manufacturing/engineering, mechanics, public service and technology. Our Engineering Technologies program meets at Orrville High School. Students can earn professional certifications in many programs as well as college credit through agreements with area colleges and universities. In the fall of 2017, we will begin two new one-year programs for high school seniors only: Robotics/PLCl@RAMTEC and CNC/Advanced Machining@RAMTEC. Academic Classes – We offer a wide range of academic courses, including advanced academics, such as dual enrollment college math, English and social studies. The latest technologies are implemented in both academic classrooms and career/tech labs, as each student receives a laptop computer for their use at school and at home. Extra Help – We have an extensive student support area which provides tutoring by certified teachers to assist with academics, testing, and OGT remediation. In addition, online courses are offered for both credit recovery and advanced studies. Adult & Community Education Information – Adult & Community Education has been helping hundreds of adults achieve their goals each year with 12 full-time training programs in office technology, industrial technology, health, and public safety occupations as well as short term classes in child care, computers, and trade and industry. Eight Fast-Track programs offer adults a quicker way to learn employable skills. Many community members also take advantage of the online and general interest classes. More Information – Heartland Education Community has been “shifting the focus from school to education and shifting the responsibility from school to community” for 25 years. This year is a year of special anniversaries for Heartland Education, Heartland Point, and OrrViews. Community members founded Heartland in the fall of 1991 as a way to harness the talents and resources of the community to improve education, in accordance with the National Education Goals determined by President George H.W. Bush. Since its founding, Heartland has focused on bringing together community members, educators, organization directors, and business leaders to achieve the Heartland mission: create a community-based learning environment relevant and accessible to every age and cultural background within which all Orrville area residents will be able to prepare for and engage in responsible citizenship, lifelong learning, and productive employment. All Heartland efforts are based on fundamental principles about the philosophy of education. They are considered Heartland’s basic beliefs and are called the Five C’s: Community, Connecting Learning to Life, Critical Thinking, Character Education, and Continuous Improvement. Heartland is a 501( c) (3) nonprofit organization with three main components: a volunteer Steering Committee that oversees Heartland activities and volunteer efforts; Heartland Point in downtown Orrville, and OrrViews, a free bi-weekly community newspaper. All Heartland efforts are funded through the generous support of the Orrville community. Citizens and businesses donate resources such as time, effort and funds to contribute to the success of Heartland initiatives. Heartland Point offers educational programming for a variety of age groups; books, newspapers, games, and displays highlighting community businesses and organizations; made-to-order salads, sandwiches and soups at Heartland Point Café; and two meeting rooms with catering available. White’s Ford Recognition of Students Achievement
Brian Gibson, general manager and operating partner of White’s 57 Ford, has given a free vehicle to one lucky Orrville High School student each of the past three years. Any sophomore, junior or senior student who achieved a 95 percent attendance record and a 3.5 grade point average or better the past three years was eligible. This year 88 students achieved this status and Monday afternoon, May 16 the drawing was held. Winner of the 2008 Ford Edge Limited AWD with a Kelly Blue Book value of $11,000 was Kate Shupp, a senior, who plans on attending Kent State University following graduation this month. She is the daughter of Kerby and Tawni Shupp of Orrville. Tim Adams, OHS principal assisted Gibson in presenting other prizes to: Alexis Falb, $600 photography package from Marty’s Studio; Matt Mendiola, $780 photography package from Marty’s Studio; $50 gas gift cards to Anna Domer, Shelby Singer and Nicole Martin. All recipients received a White’s 57 Ford T-shirt as well. The presentations were held during an assembly at OHS with special music provided by the OHS Pep Band. “We are proud of the good things you do and are happy we had 88 who qualified this year. Every year that number has grown and hopefully we will have 100 next year,” Gibson said. Adams gave special thanks to White’s 57 Ford for his continued support in Orrville City School System.

The Orrville Dog Park
The Orrville Dog Park opened in November 2011. The dog park is located on Ella Street. Parking is available in the Ella Street city parking lot. This project was funded through a grant from the Ohio NatureWorks program. A few things to remember: There are two separate fenced areas; one for dogs over 30 pounds, and one for dogs under 30 pounds. Dog owners are responsible for picking up after your dog and properly disposing of trash and waste. Doggie waste stations are located in the fenced entrance way. The dog park is open from dawn to dusk daily.

The Orrville Public Library has been an essential part of Orrville’s community for over 90 years. In 1925, the library opened with a collection of 600 books in a vacant room in the high school. The present building was dedicated in 1941 with additions in 1977 and 2000. Orrville Public Library is a community gathering place for all ages. Whether you are looking for a quiet place to read the newspaper, a computer to search for a job, a meeting space for your organization, a fun program to attend with your family, or a recommendation for a great book, the library has something for everyone. Orrville Public Library staff work hard to meet the needs of the community with friendly, accurate, and timely public service. We look forward to providing library services that will foster a culture of literacy that supports our local schools and creates opportunities for the entire community.
