Congress is discussing changes to the Federal Housing Administration that could have a significant impact on home buyers, sellers, and the future of the real estate market here. Some of these proposed changes would raise the minimum down payment for FHA-insured mortgages to 5 percent, as well as allow FHA loan limits to revert to 115 percent of a county's median home price. Since its inception in 1934 FHA has provided safe, affordable mortgage financing to millions of home buyers. FHA plays a critical role in the nation's housing finance system. Realtors believe changes should not be made at consumers' expense by reducing the availability and increasing the cost of mortgage capital, especially when the market is still recovering. Many first-time home buyers rely on FHA-insured loans to purchase a home, which only require a 3.5% down payment in most cases. According to the National Association of Realtors, one-third of recent buyers purchased their homes with an FHA-insured mortgage. FHA is a leader in insuring safe, low down payment mortgages to responsible, qualified borrowers. Realtors oppose any increases to the down payment requirements, which would put home ownership out of reach for many families. The principal barrier to home ownership is accumulating the money needed for down payment and closing costs. Increased down payments will make it difficult for both first-time and repeat buyers. Twenty-one percent of recent buyers made less than a 3 percent down payment on their home purchase, according to NAR research. NAR estimates that it would take the average American family, living frugally and saving at the current national rate, nearly seven years for a 5 percent down payment on a $200,000 home and more than 10 years to save for 10 percent down. Realtors are also urging Congress to make the current FHA loan limits permanent. Current limits range from $271,050 to $729,750, based on 125 percent of the local area median home price. These limits are set to expire on September 30, 2011, and revert to formulas based on 115 percent of the area's median home price, but some public policy makers have proposed allowing those limits to fall even further. NAR estimates that reverting to lower loan limits will impact 612 counties in 40 states and the District of Columbia, with an average loan limit reduction of more than $50,000. Reducing the current loan limits would restrict availability of mortgage loans all over the country, as well as increase cost of capital to consumers. These proposals will have an even greater dramatic impact on liquidity and could halt the housing market recovery. FHA is the only government agency that operates entirely from self-generated income, costing taxpayers nothing. FHA serves the needs of millions of hardworking Americans and has taken critical steps in the housing finance system to ensure long-term financial soundness. It is imperative that we maintain the current down payment requirements and loan limits to safeguard home ownership. Sincerely,

How To Eliminate Weeds On Interlock Pathways Inter-locking brick and cobblestone are attractive choices for driveways, patios, and connecting paths. Weed growth is a common problem around these pavers and, if left unchecked, can ruin the look if you don’t literally nip them in the bud.
When left too long, pathway weeds soon take over and the eventual removal becomes far more difficult and far more costly. Since this growth begins in the spaces between the interlock bricks, it is largely inaccessible. If some of the roots are left behind when pulling out the weeds, these weeds will simply grow back. Alternative solutions Herbicides are under scrutiny in most municipalities and as a result homeowners have developed many home-made remedies to deal with these weeds. Some examples include
pouring bleach, vinegar, or boiling water on the weeds that are growing in between the paving stones. These remedies are unproven and in some cases are highly dangerous if splashed on your skin or in your eyes. "Fortunately, horticulture scientists have produced a selective herbicide that is both effective at killing weeds, but keeps the environment in mind,” says Reinie Drygala, Lawncare Products Manager for Clear Choice, a leading name in innovative garden products. How To Survive Summer Heat Summer heat waves are an unfortunate part of what many people consider their favorite time of year. Sunny summer days can quickly be spoiled when the mercury rises to heights no one finds comfortable. For those without air conditioning, heat waves can not only be uncomfortable, but they also may be deadly. In 2010, the city of Moscow was hit hard when 11,000 of its residents died due to a remarkable heat wave. Once the air inside is warmer than the air outside, open any windows, blinds and doors. * Install a ceiling fan. Ceiling fans are remarkably effective at battling hot, stuffy rooms. Ceiling fans quietly and effectively circulate air, making a room much more comfortable to be in during periods of extreme heat. * Remain hydrated. Remaining hydrated is essential during a heat wave. Men and women should drink more water than usual, and recognize that thirst is often the first indicator of dehydration. Individuals who sweat profusely should consider eating small amounts of food as they consume water. This helps replace the electrolytes lost by sweating. Men and women should also know that alcoholic and caffeinated beverages promote dehydration and should therefore be avoided during a heat wave. * Go to the movies. Don’t discount the benefit of seeing a movie during a heat wave. Though the theater might be packed with likeminded theatergoers, a midday movie in an air conditioned theater might still be more comfortable than sitting at home in a house with no air conditioning. * Turn off the lights and other appliances unless they’re being used. Incandescent light bulbs and appliances generate excess heat. If the computer isn’t being used, turn it off and keep the lights off until it’s absolutely necessary that they be on. * Embrace cold dinners. A cold dinner like homemade sandwiches and salads don’t require the use of an oven to enjoy. Keeping the oven off can help keep the interior temperature down.

There’s A Mouse In The House How To Rid The Home Of These Pests Apart from a large, hairy spider, few things elicit fear in homeowners as much as mice. Despite their diminutive size, mice can cause visible and hidden damage throughout a home. They also can be carriers of disease and contaminate many areas of the home. Getting rid of a mouse can be a tricky endeavor, but with some patience and different methods, it is possible. Identifying a Mouse The common house mouse is 1 to 2 inches long and is gray or brown in coloring. The head and body length will be about equal to the length of the tail. The head is small and ears are large. A mouse will eat just about any type of food, but they especially prefer to munch on seeds, cereal grains and sweet things. They get their water needs mostly from food. Mice do have two major eating times -- at dawn and dusk. However, they can nibble throughout the day. Mice like to nest in soft, warm places. In colder climates, they tend to move indoors for the comfort a house can provide. Mice will nest inside walls, in insulation, in storage boxes, in drawers, under major appliances, within the upholstery of furniture, or another secluded spot that is warm and cozy. Homeowners may see shavings of wood or other debris that is indicative of a mouse nest nearby. Why Are Mice Dangerous? Mice can spread airborne allergens that can contribute to respiratory problems, including asthma. They are also responsible for spreading Hantavirus, which causes a disease known as Hantavirus pulmonary syndrome (HPS) that is fatal in more than half of all cases. Symptoms of HPS include fever, deep muscle aches and severe shortness of breath. Diseases are spread through the urine, dander and feces of the mice. Particles become airborne and can affect individuals living in proximity. A study in the June 2004 issue of the Journal of Allergy and Clinical Immunology reported that 82 percent of rural, suburban and urban U.S. homes were found to have mouse allergens. The numbers may be higher now. Mice tend to urinate and defecate wherever they travel. While mouse droppings are visible, urine may not be. Right now in the average household there could be mouse urine on kitchen floors, on countertops, inside of cabinets -- just about anywhere. Exterminating Mice Although mice can be cute in appearance and seem relatively harmless, sharing a space with them is not recommended (obviously unless they are pet mice
and caged). Therefore, extermination methods will be needed. Poisoning: This method can be very effective. The mouse takes poisoned bait back to the nest and eats it or shares it with other mice. Eventually the poison will
take effect. However, in homes with pets or children, this may not be the best method. Also, a homeowner cannot control where the mouse will die. There may be an odor present while the mouse decomposes. Glue traps: Glue traps are some of the most common found in stores. The mouse travels onto the trap after a piece of bait and gets stuck on the extremely sticky board. These can be effective. However, a mouse that is only partially stuck on the board may gnaw off a foot to get free. Snap traps: The old-fashioned mousetrap is springloaded and will activate when the mouse trips the switch. Some mice know how to outsmart these traps. Live traps: For homeowners who don’t want to kill the mouse, live traps have a door that will close after the mouse is inside. The mouse can be relocated far away from the house. Keep in mind that mice tend to be wiley. They can learn to recognize traps and avoid them. Moving the traps regularly can help with trapping. Also, use gloves when handling the traps because mice can be put off by strange scents. Cleaning After Mice Because of the contaminants that are in the home from mice, it is recommended that most surfaces be cleaned with bleach. Carpets should be shampooed and vacuumed thoroughly. Items that can’t be cleaned, such as books, should be stored outside to air out. After the mouse is eradicated, check the home for entry points. Cover them up with metal grating to prevent future access. Also, examine habits around the house and revolve to clean up crumbs, spilled food, etc. so that the home won’t be attractive to other mice. 1000140300

Protect Your Patio From Wear and Tear Patios are typically the go-to spot for warm weather outdoor meals. Whether hosting friends or simply enjoying a relaxing meal under the evening sky, homeowners tend to spend as much time as possible on the patio once the weather warms up. Because it's such a high-traffic area, the patio should be protected from wear and tear. Wear and tear on the patio can result from Mother Nature or be a byproduct of all those spring and summer evenings spent relaxing outdoors. Fortunately, there are a handful of ways homeowners can keep their patios looking pristine through the summer party season. * Stain the concrete. Staining concrete protects it from natural elements, which can cause the color of a patio to peel or flake. Concrete stain penetrates deep and infuses the concrete with a permanent color that's less likely to fall victim to the elements. Stains are generally solid-color stains or acid stains. Solid-color stains, as their name suggests, provide a more even and solid look, while acid stains provide a more marble-like appearance. While neither are likely to fade or peel quickly, over time an additional coat or stain might need to be applied to counter natural factors like sunlight. * Cover the furniture. Patio furniture can vary significantly in price and quality. Homeowners who picked up a few plastic chairs at the nearby grocery store might not feel furniture covers are worth the investment. For those with more expensive patio furniture, durable furniture covers that can withstand year-round weather are a sound investment. Waterproof and heat-resistant fabric is ideal, as the furniture will be vulnerable to spring rains, summer showers and high temperatures during the summer party season. Covers should also fit snugly around the furniture to provide optimal protection. * Consider retractable awnings. Retractable awnings might cost a little money, but they can also pay homeowners back over the long haul. First and foremost, retractable awnings protect patio from sunlight and ultraviolet rays in hot weather. A retractable awning can also protect friends and family members should an unexpected summer shower appear or keep them safe from sunburns during summer afternoons when the UV index is high. When placed near a window, retractable awnings can lower energy bills. Such awnings can keep sunlight and ultraviolet rays from entering the home. This lowers the temperature indoors, which reduces reliance on air conditioning units to maintain a comfortable temperature. These awnings can also extend the life of furniture, which tends to fade when placed inside windows that get heavy sun exposure. * Plant trees. An eco-friendly way to maintain and add to a patio's aesthetic appeal is to plant trees around the patio. Trees can protect the patio from sunlight and ultraviolet radiation while providing some shade for friends and family members who want to spend some quality time outdoors on hot afternoons.
