Arnold encouraged property owners to call the pipeline company first with any complaints or issues. If they do not hear back within 36 hours, then call the appropriate agency. For Rover, it is the Federal Energy Regulatory Commission. For Utopia, it is the Ohio Department of Natural Resources.

“Once you sign a contract, you think everything should be taken care of,” Mizer said. Unfortunately, he discovered that was not the case. Pipeline workers came on his property and started taking off the topsoil. When he discovered it, he told them to stop. Mizer went to retrieve his contract and showed the workers a soil scientist was supposed to be on site when the topsoil was removed. The soil scientist was supposed to analyze the soil every 20 feet to determine what kind it was. The pipeline workers had already removed 1,000 feet of topsoil. The pipeline crossed over 5,260 feet of Mizer’s property, nearly a mile. On another project, there was an issue with the topsoil, and the pipeline company came out to remedy it. “It’s our ground, and I think we ought to take care of it,” Mizer said. “You need to be over there. This ground is your ground.” “If you know something happened, that’s great, but if you can’t prove it,” then it will be difficult to be successful in resolving the issue in the courts, said Clinton Stahler of Columbus-based Goldman & Braunstein. The photographs will help landowners ensure the companies live up to the terms of the agreement, said Matt Strayer of Goldman & Braunstein. Millersburg attorney Chris White encouraged property owners to be their own best advocates. Attorneys can help, but they need to document what is happening on their land. Utica Shale Area

C

olumbus Business First just released tax data showing that Utica Shale producing counties have the highest income growth in Ohio. And guess which county in Ohio has the highest income growth? Monroe County, home of the best natural gas producing wells in the state. The new report highlights the past few years, showing a correlation between oil and natural gas drilling and production, and the personal income growth of residents who live and work in those counties. The report found that from 2010 to 2015

tax filers in Monroe County reported more than $200,000 in adjusted gross income, representing a staggering 855 percent jump. In fact the top six high-income growth counties are all squarely located in the core of Utica Shale development. Recall that it was only four years ago that the Akron Beacon Journal reported, “Shale has produced 630 new millionaires in two Ohio counties.”

still leads the pack with the most 525 and highest overall statewide production of natural gas. Belmont County has the second highest number of permits (488), with Harrison (391), Noble (213), Monroe (342), and Guernsey (203) rounding out the top six natural gas producing counties.

Another piece of data linking natural gas production to income growth shows these same counties with increased tax revenues, The top six counties reporting the highest thanks to property taxes paid by operators number of $200,000-plus tax filers were on production of oil and gas. Monroe, Noble, Harrison, Carroll, Belmont As EID reported earlier this year, eastern and Guernsey. Ohio has realized over $45 million, with In terms of permits and overall statewide Monroe County realizing a 340 percent production of natural gas, Carroll County increase in tax revenue.

NEXUS is a proposed 36-inchdiameter interstate pipeline. The $2.1 billion project would cross eastern and northern Stark County and the city of Green in Summit County. It would carry natural gas from the Utica and Marcellus shales to users in Ohio, Michigan, Canada and other Midwestern markets.

The Coalition to Reroute NEXUS (CORN) landowner group, with support from the city of Green, took FERC and NEXUS to federal court in Detroit-based DTE Energy and Spectra DTE estimated it would take seven to May, seeking to block the project. Natural Gas Training Provides

Firefighters Extensive Opportunities

I

Jacob Runnels • GateHouse Media n 2004, Euclid fire fighter Will Anderson was called to the scene of a house explosion, which was one of the most memorable moments of his career.

Due to a failed suicide attempt, a man had filled his house with gas and ignited his house into an explosion of flames, threatening the safety of each house in close proximity. Anderson, being a part of the Euclid firefighting crew since 2000, rushed to the scene with his fellow firefighters, but when they got there, it wasn’t safe for them to put out the fire and rescue those inside. “We received some training with natural gas… and we knew the gas leak was the leading cause of the home explosion,” he said. “However, we knew the properties of the gas and we knew it was lighter than air.” Since 2006, Dominion has given more than $500,000 in scholarships and grants to the Ohio Fire and Emergency Services Foundation. With that knowledge, Anderson and his crew knew to call Dominion Energy, which was responsible for supplying natural gas to that area. Anderson said the Dominion crew was able to get to the scene as fast as they could to shut off the supply. He said Dominion was able to shut off the supply, carefully measuring out how much to cut off so it wouldn’t affect the other homes in the neighborhood. After that, Anderson and his crew were able to assess the structural safety of the house and save the day.

WO-10432232

While the house was eventually demolished due to the excessive damage done to it, that kind of memory stuck with him throughout his life as a key example of Dominion Energy being able to get out to the scene and assist him and his crew. Along with that, Dominion Energy has been sponsoring firefighter safety education programs as well as providing scholarships. Since 2006, Dominion has given more than $500,000 in scholarships and grants to the Ohio Fire and Emergency Services Foundation. Charity foundations such as Dominion Energy’s help extend educational opportunities to firefighters like Anderson, who did receive training thanks to grants awarded to him. Fitzgibbon said what the OFCA plans to do in the near future is increase the amount of web seminars it releases to Ohio firefighters to help avoid having people meet up in person for learning. She also said the OFCA will be rolling out more fire executive programs, with one beginning in October in northwestern and northeastern Ohio. With that kind of training, Anderson knew this was something he wanted to do “for the rest of my life.” With grants and scholarships, he took the fire executive programs. He said he wants to “be a mentor” to other firefighters and he hopes those “who I mentor can pay it forward and become mentors themselves.” GasandOilMag.com

Dan Starcher and Bobby Warren• GateHouse Media Ohio unique compressor station is being installed outside Wooster as part of the Rover Pipeline project, and it has the three chiefs of the fire district that will be the first to respond to emergencies there concerned. Prior to the project getting approval from the Federal Energy Regulatory Commission, many people raised safety concerns about the compression station being constructed along Elyria Road just north of U.S. Route 30.

Joe Villegas, director of Wayne County Emergency Management Agency has been working with area first responders to ensure that there is a plan of action in place in case of any emergencies at the compressor location. “We had an initial meeting,” said Villegas. “From the beginning, we have been working with Rover to establish an ongoing training program. People, like Wayne County Commissioner Ann Obrecht, have commented the site looks like a small town. The district has a total of just 30 people, and that number includes EMTs. The Rover Pipeline will cover more than 710 miles and run from West Virginia to Michigan. It has spent more than $1.2 billion, purchasing major materials and goods needed for the construction of the project from companies across the United States with $120 million of that going to Ohio-based companies. It will have the capacity to transmit up to 3.25 billion cubic feet of gas.

Area fire and emergency officials say they are hoping to meet with Rover safety teams to come up with an emergency preparedness plan and an evacuation plan at a compressor station for the pipeline.

Gas will be pumped to the pipeline from Eastern Ohio, Western Pennsylvania and West Virginia in two 42-inch lines.

Ohio Pipelines: 26,000 Jobs, $1.2 Billion in Tax Revenue

These five projects will move 7.65 billion cubic feet (Bcf) of natural gas per day. This infrastructure is sorely needed for takeaway capacity of the Utica Shale’s 4 Bcf per day production, according to the U.S. Energy Information Administration (EIA), which continues to rise and experts believe may account for 39 percent of technically recoverable gas reserves.

Methodology of Estimated Pipeline Taxes and Jobs Looking at the economic impact studies and public announcements from three Ohio pipeline projects – NEXUS, ROVER, and LEACH Xpress. The data shows an estimated average tax revenue generated per mile of a pipeline was $248,900. To ensure consistent methodology with our 2015 pipeline analysis, $235,000 in tax revenue generation per mile was assumed for the pipeline projects that have not yet announced tax estimates.

Alternative Fuel Systems & Equipment

•Bi-Fuel Kits •New •Dual Fuel Kits •Used •Compressor Stations •Gasoline & Diesel Conversions

With a standard factor of tax revenue established, the decline in revenue generation over the initial operational period for these projects was then calculated. To calculate this, the NEXUS project was used as a benchmark. According to the economic impact study for the NEXUS project, the estimated annual tax revenue from the project is predicted to decrease by approximately seven percent per year over the first five years. Therefore, we conservatively assumed that a 10 percent reduction from the highs of the first year in service would generate a total tax revenue of $1,268,797,500 cumulatively for the first five years of operations for all five projects.

For the three projects that have made their jobs projections public, an average of approximately 24 construction jobs would be supported by each mile of pipeline infrastructure built. Unions & Royalty Owners Sound off on Pipeline Delays Several projects have been stalled at the federal level. The Federal Energy Regulatory Commission (FERC) had been without a quorum for the past six months, meaning the federal agency with the authority to approve major energy infrastructure projects has been unable to do so. The Senate has confirmed two commissioner appointments, giving the agency the quorum needed to address the significant backlog of projects under consideration throughout the U.S.

Two of the major five FERC natural gas pipelines traversing through Ohio have been approved by FERC and are currently in operation (OPEN and Ohio Valley Connector). As the graphic shows (on page 20), the largest lines are experiencing delays. Delaying the approval of these projects has a direct impact on thousands of jobs.

With so much at stake, it’s not surprising that the unions are fighting hard to move these projects forward. Calling on their membership to engage the authorities responsible for the approval and regulation of these projects, union leaders are asking members to submit requests for the expedient permitting of these projects.

that these projects are being expediently moved from start to finish. With construction of major projects being halted across states, royalty owners are losing the ability to move our product to market. But more importantly, communities are being prevented from reaping the economic and energetic dividends these oil and gas projects will create. Oil and gas companies have continued to act as stewards of the public interest by making strides to better the communities they operate in. Oil and gas projects create large new streams of tax revenue for localities to use for schools and the operation of their governments. Increasing tax revenue also helps maintain and improve local public safety. Furthermore, oil and gas projects bring both temporary and permanent jobs to our local members of labor and our communities, thereby adding millions of dollars to local economies.”

As U.S. Secretary of Energy Rick Perry recently said of natural gas, “You put the supply out there and demand will follow.” To that end, getting these infrastructure projects to the finish line is critical to ensure the enormous supply of Marcellus and Utica shale gas gets “out there.”

NARO’s words underscore the transportation bottleneck the Appalachian Basin is facing — there is an abundance of natural gas, but not enough pipelines to move it to consumers. It’s clear the problem for Marcellus and Utica shales is not production, but takeaway capacity. This is not only a problem for companies that explore and produce natural gas; it’s a problem for mineral owners as well.
