Voters do not have to vote on every candidate or issue for their ballots to be valid. My top legislative priority will be to resolve the constitutional crisis which has been plaguing the United States since January 6, 2021. We must cut inflation, expand healthcare, including mental health for all, create great paying jobs, take care of our planet, invest in quality education and cut student debt. However, my top priority is to ensure “equal justice under the law” especially reproductive, voting, LGBTQIA and civil rights. I’d eliminate the filibuster to secure justice, safety and equality. I watched our country spend $6.4 trillion nation-building Iraq and Afghanistan while letting our neighborhoods here at home fall apart. I want to nation-build America. The recent bi-partisan bill is a good start, but we must continue or risk another senseless mass shooting and nightly violence in our region. PROPOSITIONS BLACK JACK FIRE DISTRICT PROPOSITION E Simple majority required. Ballot wording: Shall the Board of Directors of Black Jack Fire Protection District be authorized to provide emergency ambulance service within the District and be authorized to levy a tax not to exceed thirty cents per one hundred dollars assessed valuation to provide funds for such service? Summary: The district wants to increase taxes by not more than $.30 per hundred dollars valuation to fund a third fulltime ambulance team to meet the increased call volume

VOTERS GUIDE and transport patients to hospitals. Calls have increased significantly in recent years and two-thirds of them involve patient transports. If passed, 12-15 staff would be added and the owner of a $100,000 home would pay an additional $57 annually. BLACK JACK FIRE DISTRICT PROPOSITION R Simple majority required. Ballot wording: To keep pace with growth of the District, shall the Board of Directors of Black Jack Fire Protection District be authorized to levy an additional tax rate of ten cents per one hundred dollars assessed valuation, the revenues from which shall be deposited in a special fund and used only for the continuation of the pension program of the District? Summary: The district wants Prop R to accompany Prop E to provide pension revenue for the additional personnel needed to meet the call volume demand. If passed, the revenue raised would be put in a special pension fund. The owner of a $100,000 home would pay an additional $19 annually.

FERGUSON PROPOSITION U Simple majority required. Ballot wording: Shall the City of Ferguson, Missouri impose a local use tax at the same rate as the total local sales tax rate, provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? Summary: The proposition would establish a city tax on out-of-state purchases of more than $2,000 in a year, equal to the city government’s sales tax. An estimated $700,000 would be generated annually to help provide city services. Supporters say imposing the tax would put local businesses on a more even playing field with out-ofstate firms.

FLORISSANT PROPOSITION A Four-sevenths majority required. Ballot wording: Shall the City of Florissant, Missouri, issue its general obligation bonds in an amount up to Ten Million Dollars ($10,000,000) for the purpose of constructing aquatic centers? The authorization of said bonds will authorize the levy and collection of an annual tax in addition to the other taxes provided for by law on all taxable tangible property in the City sufficient to pay the interest and principal of said bonds as they fall due and to retire the same within twenty years from the date thereof. Summary: The city wants to borrow $10 million to make major improvements and renovate the pool facilities at Bangert Park and Koch Aquatic Center. If passed, the owner of a $150,000 home would pay an additional $34.20 annually. The present pools need replacing and costly maintenance and are out-of-date. Supporters say modern state-of-the-art facilities will allow competitive events, provide recreational and health opportunities for the community and enhances the quality of life for residents.

FLORISSANT VALLEY FIRE DISTRICT PROPOSITION F Four-sevenths majority required. Ballot wording: Shall the Florissant Valley Fire Protection District of St. Louis County, Missouri issue general obligation bonds in the amount of twenty one million five hundred thousand dollars for the purposes of acquiring, constructing, improving, maintaining, furnishing, and equipping fire stations and related facilities, including the purchase of real estate, and acquiring and equipping lifesaving ambulances and firefighting apparatus and auxiliary equipment to reduce response times and meet current safety standards to carry out the objectives and purposes of the District? Summary: The district wants to borrow $21,500,000 to expand and equip its fire and ambulance stations to meet the increasing call volumes of the district. If passed, taxes would not increase. Calls rose from 11,290 in 2018 to 13,750 in 2021 and is estimated to increase in the future. Supporters say that life-saving equipment is expensive, but this investment is needed to provide service demands.

ST. LOUIS COUNTY PROPOSITION A Simple majority required. Ballot wording: Shall the Charter of St. Louis County be amended to permit employees to discuss the internal operations of St. Louis County which an employee reasonably believes amounts to mismanagement with the media, other parties or individuals; and prohibit disciplinary action from being taken against certain St. Louis County employees as a result of said employee making any such disclosures about County operations, including but not limited to the reporting instances of mismanagement, conflicts of interest, unlawful discrimination, specific dangers to public health and safety, and violations of any law, rule, policy or regulation, as set forth in Exhibit A of Ordinance No. 28,452, on file with the St. Louis County Administrative Director and the St. Louis County Board of Election Commissioners? Summary: The measure would protect St. Louis County employees from being punished for whistleblowing on what they reasonably believe to be unethical or illegal behavior by other County officials. Supporters of this proposition say that this will create greater transparency within the County, and will also secure County employees against punitive workplace environments. Opponents say they are not sure if this specific whistleblower protection would be effective and question whether it would allow the County to perform its legitimate responsibilities without undue interference.

ST. LOUIS COUNTY PROPOSITION M Simple majority required. Ballot wording: Shall the Charter of St. Louis County be amended to create a Council Compensation Commission as set forth in Exhibit A of Ordinance No. 28,420, on file with the St. Louis County Administrative Director and the St. Louis County Board of Election Commissioners? Summary: This measure would create a five-member bipartisan commission to be established for a 90-day period every five years in order to discuss, consider and hear public comments regarding the financial compensation of County Council members. At the conclusion of this 90-day period, the commission will submit a report to the Council, including any recommendation to increase salaries and other compensation. This recommendation can then be approved by the Council with a simple majority. Supporters say this will give the public a voice in the compensation of County Council members, and will also adjust Council member compensation to meet current economic realities.

Ballot wording: Shall the Board of Education of the School District of Webster Groves, St. Louis County, Missouri, borrow money in the amount of FortyFive Million Dollars ($45,000,000) for the purpose of constructing, renovating, repairing, expanding, improving, furnishing and equipping school sites, buildings and related facilities for school purposes in the District, including, but not limited to safety and security improvements, upgrades to parking lots and fields and reconstructing Moss Field, replacing failing exterior doors and windows, Americans with Disabilities Act compliance measures, heating, ventilation and air conditioning upgrades and other building operational upgrades, and issue general obligation bonds for the payment thereof, resulting in an estimated increase to the debt service property tax levy of zero cents ($0.00) per one hundred dollars of assessed valuation? If this proposition is approved, the adjusted debt service levy of the District is estimated to remain unchanged from the current debt service levy of 56.99 cents ($0.5699) per one hundred dollars of assessed valuation of real and personal property. Summary: The district wants to borrow $45 million to make major upgrades to district buildings and facilities. If passed, taxes would not increase. The district says that top priorities will be safety and security upgrades, rebuilding Moss Field, HVAC upgrades, door and window replacements, Americans with Disabilities compliance measures, and other needed repairs. Supporters say the average age of district buildings is 81 years and these improvements need to be made. They also say that security measures, particularly to vestibules and the Central Office are necessary. These changes will maintain the quality of education the district provides.

Ballot wording: Shall Section 24 of Article IV of the City's Charter be changed to increase the maximum fine for violations of City ordinances regarding preservation and protection of environmental conditions for preventing harm to the health, safety, and comfort of City residents or harm to private or public property such as unauthorized dumping of waste or debris on private or public property, prohibited refuse, waste tire disposal, and the like from $500.00 to $1,000.00? Summary: The city wants to amend the charter to increase the maximum fine for illegal dumping from $500 to $1,000 per incident. Supporters say that illegal dumping is a serious problem and that the present fine is too low to deter it.

ST. LOUIS SCHOOL DISTRICT PROPOSITION S Four-sevenths majority required. Summary: The district wants to borrow $160 million to fund repairs and renovations to 60 schools. The last bond issue was approved by voters in 2010 and has been paid off. If passed, taxes would not increase. School buildings are on average 87 years old and need HVAC upgrades, roof repairs, restroom renovations, lead abatement, exterior repairs, safety system improvements, ADA improvements and other needed repairs. In addition, playground, athletic facilities, and outdoor learning spaces would be added or improved. Ballot wording: Shall the city of Hawk Point impose a local use tax at the same rate as the total local sales tax rate, currently one percent (1%), provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year. Summary: The proposition would establish a city tax on out-of-state purchases equal to the city's sales tax. If passed, an estimated $29,000 would be generated annually to help fund city services. Supporters say imposing the tax would put local businesses on a more even playing field with out-of-state firms.

MOSCOW MILLS PROPOSITION U Simple majority required. Ballot wording: Shall the City of Moscow Mills impose a local use tax at the same rate as the total local sales tax rate, currently one point five percent (1.5%), provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? Summary: The proposition would establish a city tax on out-of-state purchases of more than $2,000 in a year, equal to the city government’s sales tax. An estimated $170,000 would be generated annually to help provide city services. Supporters say imposing the tax would put local businesses on a more even playing field with out-ofstate firms.

Due to the diligence of the current Recorder and staff, the office is presently operated at a high level of efficiency. To meet the logistical challenges of the County would include addressing the topic of implementing a dedicated website for the Recorder’s office and employing other tools in the future that could prove beneficial.

A MESSAGE FROM THE LEAGUE OF WOMEN VOTERS OF METRO ST. LOUIS Along with our partners at the St. Louis Post-Dispatch, the League of Women Voters of Metro St. Louis is proud and honored to present this Voters Guide for the August 2 election. The League’s tradition of non-partisan voter service dates back to our founding. While many things have changed since 1919, the League remains committed to our mission: to empower voters and defend democracy. Our efforts in voter education are a key part of how we complete that work. Our coverage area includes St. Louis city and six area counties: St. Louis, St. Charles, Jefferson, Franklin, Lincoln and Warren. League volunteers collected information about each ballot issue in this area in order to provide plain-language, neutral summaries. In addition, we invited candidates for office to participate by asking questions chosen by the League and the St. Louis Post-Dispatch. For every office that we include in the Voters Guide, each candidate was invited to participate and received the same office-specific questions. We ask each candidate to refrain from negative comments

about other elected officials and public figures and to contain each response to a 375-character limit. We encourage every voter in the area to use this Voters Guide. At every level of government in this country, your vote is your voice. Vote on August 2.
