My top legislative priority will be to resolve the constitutional crisis which has been plaguing the United States since January 6, 2021. On that day, Congress, errantly and in violation of the elector’s clause, among others, of the Constitution, seated in the offices of President and Vice President, individuals who were chosen by constitutionally unqualified electors.

What are your plans to better serve Missouri and help the state recover from the challenges of COVID-19? COVID has resulted in massive levels of government spending. The state budget has nearly doubled in the last four years from $28 billion to $49 billion. Every local government in our state has stimulus funding to deploy. As Auditor I will work to ensure this money is used effectively, and when it is wasted or fraud occurs, I will hold those responsible accountable.

MISSOURI CONSTITUTIONAL AMENDMENT 3

Simple majority required. Ballot wording: Do you want to amend the Missouri Constitution to: remove state prohibitions on purchasing, possessing, consuming, using, delivering, manufacturing, and selling marijuana for personal use for adults over the age of twenty-one; require a registration card for personal cultivation with prescribed limits; allow persons with certain marijuana-related non-violent offenses to petition for release from incarceration or parole and probation and have records expunged; establish a lottery selection process to award licenses and certificates; issue equally distributed licenses to each congressional district; and impose a six percent tax on the retail price of marijuana to benefit various programs? State governmental entities estimate initial costs of $3.1 million, initial revenues of at least $7.9 million, annual costs of $5.5 million, and annual revenues of at least $40.8 million. Local governments are estimated to have annual costs of at least $35,000 and annual revenues of at least $13.8 million. Summary: This amendment was put on the ballot by citizen-initiated petition. In 2018, Missouri voters approved a separate constitutional amendment legalizing medical marijuana. If the current proposal is approved, it would legalize recreational marijuana use by those 21 and older and create and regulate a marijuana industry. The state would establish a lottery process to award licenses and certificates and equally distribute licenses to each congressional district. It would impose a six percent tax on the retail price of marijuana to benefit state programs. In addition, it would remove non-violent marijuana related convictions from public record; and allow persons presently incarcerated or on parole for these offenses to petition for release. The state estimates that it would receive $40.8 million annually and local governments $13.8 million collectively. Proponents say the public wants a safe and legal market for marijuana. They want to decriminalize recreational marijuana, expunge criminal records for nonviolent offenses and release offenders from incarceration and parole. Opponents say the granting of licenses would favor those already in the market and that it would discriminate against minorities and low income people. They also say negative health effects would result from more widespread use and that drug crime data bases are hard to access, delaying prison release and expungement.

MISSOURI CONSTITUTIONAL AMENDMENT 4 Simple majority required. Ballot wording: Shall the Missouri Constitution be amended to authorize laws, passed before December 31, 2026, that increase minimum funding for a police force established by a state board of police commissioners to ensure such police force has additional resources to serve its communities? State and local governmental entities estimate no additional costs or savings related to this proposal. Summary: This amendment was placed on the ballot by the legislature. If passed, it would allow the general assembly to increase the minimum funding of a police board from 20% to 25%. This change has no fiscal impact but requires a constitutional amendment. Currently, Kansas City's police force is the only one controlled by a state-appointed board of police commissioners rather than locally elected control. In 2021, the City Council attempted to allocate part of the police budget to separate crime prevention measures in the budget. Proponents say approval would prevent the Kansas City Council from reducing police funding and keep Kansas City safe. Opponents say Kansas City citizens should control how tax revenue is spent and how to fight crime. They also say this amendment could cause budget cuts in other city services.

MISSOURI CONSTITUTIONAL AMENDMENT 5 Simple majority required. Ballot wording: Shall the Missouri National Guard currently under the Missouri Department of Public Safety be its own department, known as the Missouri Department of the National Guard, which shall be required to protect the constitutional rights and civil liberties of Missourians? State governmental entities estimate no savings and ongoing costs of $132,000 annually. Local governmental entities estimate no costs or savings. Summary: This amendment was placed on the ballot by the legislature. If passed, it would create an executive department for the National Guard reporting directly to the governor, rather than the Missouri Department of Public Safety. It is estimated to cost the state $132,000 annually. Proponents say the National Guard will be more responsive if it reports directly to the governor. Opponents say it would give the governor too much power over the Guard and would create a chain of command problem.

MISSOURI CONSTITUTIONAL CONVENTION QUESTION Simple majority required. Ballot wording: Shall there be a convention to revise and amend the Constitution? Summary: The Constitution requires that voters be asked every 20 years whether they want to call a constitutional convention. In 2002, voters rejected the call for the convention by a 2-1 margin. If passed, the governor is required to call an election of delegates to serve at a convention charged with the purpose of revising or amending the Missouri Constitution. Any revisions or amendments will then be put to a vote of the people. If passed, there would be no impact on taxes. Delegates would be chosen in each of Missouri’s State Senate districts, by the five political parties, and at-large by Missouri voters. The convention session will be held with “open doors” per the Constitution. Proponents say a convention would allow changes made in the last twenty years to be eliminated. They also say citizens would be able to enact new reforms without the approval of the governor or the legislature. Opponents say the present political climate is not right for a convention and would attract ideological extremes across the political spectrum. They also say that special interests would attempt to control changes through financial support.

STATEWIDE PROPOSITIONS STATE JUDICIAL RETENTIONS PROPOSITIONS MISSOURI CONSTITUTIONAL AMENDMENT 1 Simple majority required. Ballot wording: Do you want to amend the Missouri Constitution to: allow the General Assembly to override the current constitutional restrictions of state investments by the state treasurer; and allow state investments in municipal securities possessing one of the top five highest long term ratings or the highest short term rating? State governmental entities estimate no costs and increased interest revenue of $2 million per year. Local governmental entities estimate no costs and increased interest revenue of at least $34,000 per year. Summary: This amendment was put on the ballot by a vote of the Missouri Legislature. Currently the Missouri Constitution gives the General Assembly no statutory investment authority and limits the treasurer’s investment options. If approved, it would authorize the General Assembly to determine investment options for the state treasurer to invest state funds as well as allow investment in highly regulated municipal securities. It would have no impact on taxes. Proponents say that this change would give the state treasurer greater flexibility to invest the state’s funds. Opponents say this change would give the Missouri Legislature too much power over investment decisions.

HAZELWOOD SCHOOL DISTRICT PROPOSITION H Four-sevenths majority required. Ballot wording: Shall the Board of Education of the Hazelwood School District, St. Louis County, Missouri issue its general obligation bonds in the amount of One Hundred Thirty Million Dollars ($130,000,000) for the purpose of acquiring, constructing, improving, renovating, furnishing and equipping school sites, buildings and related facilities, including but not limited to (a) improving security and safety throughout the District, (b) upgrading athletic/ activity facilities, (c) improving the energy efficiency of District facilities, (d) purchasing new buses, (e) classroom technology and network upgrades and (f) refinancing existing lease obligations of the District, resulting in no expected increase to the debt service property tax levy? If this proposition is approved, the adjusted debt service levy of the school district is estimated to remain unchanged at the current levy of $1.2400 per one hundred dollars of assessed valuation of real and personal property. Summary: The district wants to borrow $130 million to make major repairs and updates across the district. If passed, there would be no tax increase. Projects include improving safety and security features, upgrading technology, making major athletic field and facilities renovations, increasing energy efficiency, purchasing school buses, adding STEM and other labs, and making needed repairs. Proponents say many boilers are more than 40 years old, the football field needs lights, security measures need to be added to all schools, and plumbing, wiring, and HVAC systems need to be upgraded.

MARYLAND HEIGHTS PROPOSITION U Simple majority required. Ballot wording: Shall the City of Maryland Heights impose a local use tax at the same rate as the total local sales tax rate, provided, that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? METRO-NORTH FIRE DISTRICT PROPOSITION S Simple majority required. Ballot wording: To keep pace with growth of the District, shall the board of directors of Metro-North Fire Protection District be authorized to levy an additional tax rate of ten cents per one hundred dollars assessed valuation, the revenues from which shall be deposited in a special fund and used only for the continuation of the pension program of the District? Summary: The district wants to increase taxes to provide pension revenue for additional personnel needed to meet the call volume demand. If passed, the revenue raised would be put in a special pension fund. The owner of a $150,000 home would pay an additional $28.50 annually. Proponents say the call volume continues to rise and that the population in the district is expected to grow.

PARKWAY SCHOOL DISTRICT PROPOSITION S Four-sevenths majority required. Ballot wording: Shall the Parkway School District borrow money in the amount of Two Hundred Sixty-Five Million Dollars ($265,000,000) and issue general obligation bonds for the payment thereof, resulting in no estimated increase to the debt service property tax levy, for the purpose of renovating, repairing, improving, furnishing and equipping school facilities, including but not limited to capital replacements, classroom technology and network upgrades, constructing an early childhood center, upgrading locker rooms and playgrounds, building additions and ADA and safety upgrades? If this proposition is approved, the adjusted debt service levy of the school district is estimated to remain unchanged at $0.49 per one hundred dollars assessed valuation of real and personal property. Summary: The district wants to borrow $265 million to complete major repairs and renovations across the district between 2023 and 2028. If passed, there would be no tax increase. A second Early Childhood Center would be built, classrooms added, pools upgraded, accessibility and security features added, and major repairs and replacements made in all district buildings. Proponents say that the 29 buildings are on average 54 years old and need new HVAC systems, roofs, asbestos removal, playgrounds and electrical upgrades. These improvements will maintain the high level of educational excellence delivered and meet the needs of the growing student population. Community input helped develop the list of projects.

North City has been hemorrhaging population for decades. Homeowners who remain are often elderly or disabled. It is not in the City’s best interest to continue confiscating property and driving them away. The tax bills still must be paid if they sell the house, but I won’t seize it.

Ballot wording: Shall the Central County Fire and Rescue, a fire protection district of St. Charles County, Missouri, issue general obligation bonds in the amount of sixteen million dollars for the purposes of acquiring, constructing, renovating, improving, furnishing and equipping fire stations and related facilities, including the purchase of land where necessary, acquiring and equipping fire protection and firefighting apparatus and support vehicles, including refinancing prior obligations and agreements used to finance fire-fighting vehicles and facilities, and acquiring other lifesaving auxiliary equipment, all to carry out the objectives and purposes of the district, reduce response times and meet the district's current safety standards? Summary: The district wants to borrow $16 million to make major repairs at all buildings and pay off trucks and vehicles. If passed, taxes would not increase. The district covers 72 square miles and has six fire stations staffed 24/7. Proponents say call volume is up and will continue to rise because of increasing population, more elderly residents, and the growth of senior facilities and business development along the 370 corridor. They also say repairs now will save money as costs increase.

ST. CHARLES COUNTY AMBULANCE DISTRICT PROPOSITION PARAMEDIC Simple majority required. Ballot wording: Recruitment and retention of professional paramedics will be critically important for St. Charles County Ambulance District amid steadily increased emergency call volume; in order to fill needed paramedic positions with highly skilled medically trained clinicians, shall the board of directors of St. Charles County Ambulance District be authorized to levy an additional tax rate of six cents per one hundred dollars assessed valuation to be deposited into the general fund? Summary: The district wants to raise taxes .06 per $100 assessed valuation to meet increasing operating costs, primarily for recruiting and retaining personnel. If passed, the owner of a $150,000 home will pay an additional $17.10 annually. The district covers 592 square miles and responded to 47,742 calls last year. Most of the calls were for urgent transports. Proponents say more than 100 positions will have to be filled over the next decade and that competitive wages and benefits are critical to recruitment and retention. St. Charles County is growing, has an aging population, and large scale developments are expected.

Ballot wording: Shall Rock Township Ambulance District impose an additional sales tax of one-fourth of one percent for the purpose of providing revenues for the operation of the Rock Township Ambulance District and the total property tax levy on properties in the Rock Township Ambulance District shall be reduced annually by an amount which reduces property tax revenues by an amount equal to fifty percent of the previous year's revenue collected from this sales tax? Summary: The district wants voters to decide how it will collect tax funds to support the district. Currently, property taxes are used. If passed, this proposition would decrease that tax significantly and impose a quarter-cent sales tax in its place. The owner of a $250,000 home currently paying $49.50 annually would pay $7.41 instead. Approximately $1 million would be collected from the increased sales tax annually. The district continues to grow with calls increasing 20% since 2017. A sixth ambulance with 24/7 staff coverage would be added along with equipment and training. Proponents say 85% of the calls require transport and that additional service is necessary to meet the district’s growing population. In addition, the sales tax is fairer because it is paid by all who shop and use services in the district.

A MESSAGE FROM THE LEAGUE OF WOMEN VOTERS OF METRO ST. LOUIS This guide provides helpful information on candidates and ballot issues in St. Louis city and Franklin, Jefferson, Lincoln, St. Charles, St. Louis and Warren counties.

in-person absentee voting and can now vote at any polling place on Election Day. St. Louis city has three additional absentee voting sites and four new citywide vote centers.

The League of Women Voters of Metro St. Louis educates and empowers voters today as we have for more than 100 years. We do not endorse candidates but do work for legislation to protect our right to vote and other issues our members have studied.

A government-issued photo ID is needed to vote in person. Voters who don’t have acceptable ID can vote with a provisional ballot on Election Day, but it won’t be counted unless the signature matches one on file with the election authority.

All materials in this guide were gathered and edited by League members and produced by the St. Louis Post-Dispatch. Questions selected by the League and the Post-Dispatch were sent to every candidate in the region. Candidates are solely responsible for their replies within published character limits but are given rules that include not making statements about other candidates. Anyone who encounters a problem at the polls should call the election protection hotline at 1-866-OUR-VOTE (866-687-8683).

Voters who requested absentee ballots need to mail those to election officials as soon as possible to be received on time. Remember to sign your ballot envelope. If you do not have a medical issue as your reason for filing absentee, you must have your absentee ballot notarized.
