YOTE Project description
T
he Youth On The Empowerment “YOTE” is Leonardo Da Vinci multilateral project. The duration of the YOTE project is 24 months. The project idea consists on developing an innovative methodology based on “Units of Competence” that vocational students (from 17 to 24 year olds) will acquire as a training course.

Developing key competences for Lifelong Learning
T
he European Union has experienced many changes in recent decades, globalization, economic crisis and the new demands of the labour market. All these challenges makes that we, as citizens, have to adapt quickly to the changes, especially in terms of training and employment. Among the major challenges set by the European Union‘s strategy for 2020 is to reach 75% employment of people aged 20 to 64 years; freedom of workers established in the treaties of the European Union encourages the mobility of citizens to other EU member countries in search of an employment opportunity. Often this idea is truncated by the differences in the same qualifications between countries of the European Union. In the struggle for the harmonization of the education systems of the European Union we find
the key set competences On the recommendation of the European Parliament and of Council of 18 December 2006: 1) Communication in the mother tongue; 2) Communication in foreign languages; 3) Mathematical competence and basic competences in science and technology; 4) Digital competence; 5) Learning to learn; 6) Social and civic competences; 7) Sense of initiative and entrepreneurship; 8) Cultural awareness and expression. These skills are the same for all members of the European Union, which represents a first step in the harmonization of education systems The European country clubs have made great Efforts to Incorporate key competences into the National

Curriculum. The key competences are a big step towards the unification of education systems as they are the same for all Member States. Now it is turn to introduce them into the “formal education“ as a key part of all curriculums of the European Union.
YOTE Project contribution to vocational training
T
he Vocational Training Center of Electronics Sousse-Tunisia trains annually, nearly 1000 technicians and senior technicians in electronics, computer maintenance and telecommunication. The center has experienced several methodologies in training as alternating training such as “the German model” and competency-based approach used mainly in Canada. We believe that the approach that the YOTE project aims to implement and which consists of the development
of an innovative methodology based on “Units of Competence” including non-formal education activities is very interesting and will trainees in vocational training to learn skills that will allow enable them to face a job market increasingly difficult given the economic conditions in the world and allow them to be more competitive. We also believe that this project will bring added value to the system of vocational training in Europe and neighboring countries.

YOTE PROJECT SECOND MEETING IN HANNOVER
T
he second meeting of YOTE project took place in Volkshochschule in Hannover- Germany from the 24th to the 27th of June 2014. Among the presentations and the subjects debated we can mention :
Presentation of the key competences methodology by partners Every partner presented the work that they prepared concerning the eight key competences methodology. The subject matter was discussed and corrected but also some propositions were suggested.
All partners have agreed to include in the training course of each key competence, the following documents:

Review of Work Packages ( WP) ,4, 5, 6 & 7 : The participants have reviewed, the content and activities to be done in the frame of :
WP4: Training course for students (from month 12 to month 18): -This Work package produce the experimentation list of content(the units) of the “New Methodology” and the content of the portal web.
WP5: Analysis of results (from month 18th to 21st) Partner 6: AIFED (Granada – Spain). AIFED will be responsible of this WP, as it is an organization of professionals in education and employment which often performs works based on measurements and analysis, and has plenty of experience in the analysis of reports and questionnaires.
Dissimination of results ( Work Package 7)

very partner have to publish an article in website and information about the project in local newspapers and on Facebook. •What is dissemination ? the dissemination and exploitation potential of each partner as all partners are involved in valorization activities quality based report about the project, creation of folders with an information of all project activities in all languages of the partner countries. There is a dissemination and exploitation plan for each partner, exploitation starting in month 5 and dissemi-

The logo will allow for instant public recognition of the project.

PS: The definitions below of key competences are based on the Recommendation of the European Parliament and of the Council of 18 December 2006 on key competences for Lifelong Learning.
1- COMMUNICATION IN THE MOTHER TONGUE
“C
ommunication in the mother tongue is the ability to express and interpret concepts, thoughts, feelings, facts and opinions in both oral and written form (listening, speaking, reading and writing), and to interact linguistically in an appropriate and creative way in a full range of societal and cultural contexts; in education and training, work, home and leisure.”
2- COMMUNICATION IN FOREIGN LANGUAGES
“C
ommunication in foreign languages broadly shares the main skill dimensions of communication in the mother tongue: it is based on the ability to understand, express and interpret concepts, thoughts, feelings, facts and opinions in both oral and written form (listening, speaking, reading and writing) in an appropriate range of societal and cultural contexts (in education and training, work, home and leisure) ac-

Communication in foreign languages also calls for skills such as mediation and intercultural understanding. An individual’s level of proficiency will vary between the four dimensions (listening, speaking, reading and writing) and between the different languages, and according to that individual’s social and cultural background, environment, needs and/or interests.”

3- MATHEMATICAL COMPETENCE AND BASIC COMPETENCES IN SCIENCE AND TECHNOLOGY
“A
Mathematical competence is the ability to develop and apply mathematical thinking in order to solve a range of problems in everyday situations. Building on a sound mastery of numeracy, the emphasis is on process and activity, as well as knowledge. Mathematical competence involves, to different degrees, the ability and willingness to use mathematical modes of thought (logical and spatial thinking) and presentation (formulas, models, constructs, graphs, charts).”
4- DIGITAL COMPETENCE
“D
igital competence involves the confident and critical use of Information Society Technology (IST) for work, leisure and communication. It is underpinned by basic skills in ICT: the use of computers to retrieve, assess, store, produce, present and exchange information, and to communicate and participate in collaborative networks via the Internet.”
“C
ompetence in science refers to the ability and willingness to use the body of knowledge and methodology employed to explain the natural world, in order to identify questions and to draw evidence-based conclusions. Competence in technology is viewed as the application of that knowledge and methodology in response to perceived human wants or needs. Competence in science and technology involves an understanding of the changes caused by human activity and responsibility as an individual citizen.”

5- LEARNING TO LEARN
“L
earning to learn is the ability to pursue and persist in learning, to organise one’s own learning, including through effective management of time and information, both individually and in groups. This competence includes awareness of one’s learning process and needs, identifying available opportunities, and the ability to overcome obstacles in order to learn successfully. This competence means gaining, processing and assimilating new knowledge and skills as well as seeking and making use of guidance. Learning to learn engages learners to build on prior learning and life experiences in order to use and apply knowledge and skills in a variety of contexts: at home, at work, in education and training.Motivation and confidence are crucial to an individual’s competence.”

6- SOCIAL AND CIVIC COMPETENCES
“T
hese include personal, interpersonal and intercultural competence and cover all forms of behaviour that equip individuals to participate in an effective and constructive way in social and working life, and particularly in increasingly diverse societies, and to resolve conflict where necessary. Civic competence equips individuals to fully participate in civic life, based on knowledge of social and political concepts and structures and a commitment to active and democratic participation.”

7- SENSE OF INITIATIVE AND ENTREPRENEURSHIP
“S
ense of initiative and entrepreneurship refers to an individual’s ability to turn ideas into action. It includes creativity, innovation and risk-taking, as well as the ability to plan and manage projects in order to achieve objectives. This supports individuals, not only in their everyday lives at home and in society, but also in the workplace in being aware of the context of their work and being able to seize opportunities, and is a foundation for more specific skills and knowledge needed by those establishing or contributing to social or commercial activity. This should include awareness of ethical values and promote good governance.”

8- CULTURAL AWARENESS AND EXPRESSION
“A
ppreciation of the importance of the creative expression of ideas, experiences and emotions in a range of media, including music, performing arts, literature, and the visual arts.”

DISSEMINATION ACTIVITIES Presentation of the YOTE project to young participants of the youth in action program (18th of july 2014)
T
he YOTE project was presented to young tunisian participants of the youth exchange called « It’s me i’m great » during the preparation meeting of the exchange which is withing the scope of the european youth in action program that took place in Russia on july 2014. The youngsters and their parents appreciated the content of the project and they wished to know more about the courses content on the key competences of the project itself. P.S : the same presentation was done with the participants of the youth exchange “EL CLASSICO” that took place in Sousse from the 15th to the 22nd of august 2014 with the participation of 48 youngsters from Finland and Tunisia.
Meeting of training centers’ directors of Sousse in Tunisia ( September 2014)
A
meeting gathering directors of vocational training centers of Sousse as well as trainers and german experts about the program « Employment Pact in Tunisia » aims to combine the strengths and initiatives of the public sector with those of the Tunisian private sector in order to create jobs, particularly for the younger population in selected sectors. This program is funded by the German Federal Republic. During this meeting Mr Mohamed Kamoun YOTE project manager in Tunisia presented the objectives, the content and the expected results of the YOTE project. The participants appreciated the innovative method proposed by this project and they wanted to be informed about the results in order to study the possibilities to apply the training courses elaborated in the vocational training centers in Tunisia. At the end the 1st issue of the newsletter was distributed to the participant.
