#TBR24 Welcome to the third annual Downtown in Business ‘Talkin’ ‘Bout Regeneration’ conference, hosted in association with Manchester City Council, Salford City Council, and the City of Wolverhampton Council. We are also grateful to conference sponsors Deloitte, Muse, Sutcliffe, and Krol Corlett. We have an eclectic mix of speakers and conversations taking place today, but the big theme running through all of them is the importance of collaboration and partnership. Successful private-public sector partnerships have provided the foundation of positive regeneration across our cities for the past three decades – and they will be even more important over the next ten years, as the UK economy attempts to tackle its post-pandemic challenges, a still worrying productivity lag, and, in parts of the country, woefully inadequate infrastructure. The social impact of regeneration projects has also emerged as a key priority for local authorities and the property industry alike, and how future partnerships can add value to the inclusive growth agenda will inevitably be debated at the conference too. With a regional mayor, seven city council executives, and senior decision-makers from the private sector contributing to today’s sessions, there will be no shortage of ideas, challenges, and opportunities to discuss. SESSION 01 NORTHERN RESILIENCE
To kick off the day, we will be joined by Tom Riordan and Pam Smith, CEOs at Leeds, and Newcastle City Council. Despite having to navigate numerous challengers over the past few years both city regions have plenty to shout about in which both will delve into during the session.

TOM RIORDAN CHIEF EXECUTIVE, LEEDS CITY COUNCIL Tom has been Chief Executive of Leeds City Council since 2010 and during this time has overseen a significant transformation of the council and the city, including achieving OFSTED outstanding ratings in 2018 and 2022 and a £10 billion regeneration programme in the city. Tom’s top priority is for Leeds’ growth and public services to be inclusive, championing mental health and diversity causes in the city. He has held various roles promoting local and central government engagement, including devising the local Covid-19 response framework during the pandemic, being a trustee on the Centre for Cities Board and a member of the Children’s Social Care National Implementation Board.

PAM SMITH CHIEF EXECUTIVE, NEWCASTLE CITY COUNCIL Pam joined Newcastle City Council as Chief Executive in January 2022 having been Chief Executive at Stockport Council since 2017 where she was also Greater Manchester’s Lead Chief Executive for ‘Age Friendly Greater Manchester’, and she continues to be the Solace lead spokesperson for Housing. Pam was previously Chief Executive at Burnley Council and has also worked for the Audit Commission. Pam joins Newcastle City Council at a time of great change and opportunity as the city seeks to emerge strongly from the pandemic. Pam is passionate about people, communities and neighbourhoods and is eager to work with residents and colleagues from across the region to achieve the best outcomes for the people of Newcastle; leveraging the opportunities that levelling up and devolution offer to secure outstanding schools, excellent jobs and high-quality homes to make Newcastle one of the best places in the world to grow up, work and live.

SESSION 02 POWERING ECONOMIC GROWTH, BUILDING GLOBAL BRANDS & FORGING INTERNATIONAL PARTNERSHIPS In session two we will be hearing from Manchester, Salford, and Liverpool. This session will focus on the importance of public and private sector partnerships, collaboration between the three core cities in the Northwest and the importance of international brand to attract foreign direct investment.

JOANNE RONEY CHIEF EXECUTIVE, MANCHESTER CITY COUNCIL Joanne has been the Chief Executive of Manchester City Council since April 2017, driving the Council through the fundamental changes to Health and Social Care. She is lead Chief Executive for skills across Greater Manchester. Before moving to Manchester, Joanne was previously Chief Executive of Wakefield Metropolitan Borough Council, where she held the top post from 2008. Joanne was awarded the OBE in 2009 and CBE in 2024 for services to local government.

PAUL DENNETT MAYOR OF SALFORD Paul Dennett is the second elected City Mayor – elected on 6 May 2016 and again on 8 May 2021. Paul leads the council and has overall responsibility for the delivery of all council service, he is directly accountable to local people. As the Mayor of Salford he is also a member of the Greater Manchester Combined Authority, is the GMCA’s portfolio lead for Healthy Lives and Homelessness, and, since December 2021, is the Deputy Mayor of Greater Manchester.
NUALA GALLAGHER CORPORATE DIRECTOR CITY DEVELOPMENT, LIVERPOOL CITY COUNCIL Nuala Gallagher was appointed Corporate Director of City Development at Liverpool City Council in March 2023. Nuala Gallagher leads a team of 300 staff and is responsible for a budget of £86 million, helping to create jobs and opportunities that are accessible to all. She is also responsible for overseeing planning, property and asset management, investment strategy development, as well as skills, adult learning and environmental and sustainability policies. Nuala has previously spent time working in New York, leading on sustainable urban development and teaching at Columbia University. She is a registered architect and a graduate of Columbia University with a Masters in Urban Design.

SESSION 03 THE WEST MIDLANDS ENGINE
In this session we will be in conversation with CEO of Wolverhampton City Council, Tim Johnson and Director of Property & investment at Birmingham City Council, Phillip Nell. On the back of hosting the Commonwealth Games, the region has seen a surge in international interest with India overtaking the USA as the West Midlands primary source of international investment. In this session they will discuss how they look to capitalise on this to boost trade, attract further investment, regeneration and development and connectivity.

TIM JOHNSON CHIEF EXECUTIVE, CITY OF WOLVERHAMPTON COUNCIL Tim is Chief Executive of the City of Wolverhampton Council having been appointed to the role in July 2018. Prior to this, he was the council’s Deputy Managing Director and Strategic Director of Place where his portfolio of responsibilities included city development, city housing, city transport, city environment, corporate property and commercialism. In the five years he has worked at the City of Wolverhampton Council, Tim has played a major part in the transformation of the city and the council. This was nationally recognised in June 2017 when the City of Wolverhampton Council won a record four awards at the prestigious MJ Local Government Achievement Awards 2017 including Local Authority of the Year, Most Improved Council and Senior Leadership Team of the Year.

PHILIP NELL DIRECTOR OF PROPERTY & INVESTMENT, BIRMINGHAM CITY COUNCIL Philip has had an extensive career in the private sector holding senior real estate and investment roles at Aviva Investors, Federates Hermes, and most recently LaSalle Investment Management, where he was Head of UK Real Returns Assets. Over his career to-date he has had responsibility for over £17 billion of real estate assets, including over £1 billion of developments, acting on behalf of both UK and overseas capital. Philip joined Birmingham City Council in January 2023 as Director for Property & Investment, with responsibility for the Council’s real estate investment portfolio, operational portfolio and housing development functions. Inclusive growth within the City remains a top priority for the Council, and through working in collaboration with private and public sector partners, Philip’s team remain focused on delivering the full potential of Birmingham for its citizens, its businesses and its future sustainability.

JO PHILLIPS AWARD WINNING JOURNALIST & FORMER PRESS SECRETARY FOR PADDY ASHDOWN
TREVOR STEVEN MENTAL HEALTH AMBASSADOR, CAUSEWAY TECHNOLOGIES
Award winning journalist and former Director of Communications in the corporate and not for profit sectors, Jo’s career spans politics, public affairs and media.
Trevor Steven is a mental health ambassador for Causeway Technologies and ex-Everton and England football player.
She was Paddy Ashdown’s Press Secretary when he was Leader of the Liberal Democrats and has acted as professional lead for a range of organisations on strategic policy and communications, lobbying and stakeholder relations.
Trevor heads a campaign supporting people in the construction sector who suffer from mental health challenges. Suicide rates withing the sector are among the highest of any industry. Among one of the initiatives Causeway Technologies are delivering is a mental health hub at Goodison Park, in partnership with Everton in the Community.
She is a consultant for a number of local authorities with a remit that covers community engagement and communications strategy around major regeneration and redevelopment schemes and was Head of Strategic Business Development at Lambeth Council. A regular political commentator on national and international broadcast media, she has also written for The Guardian, The Independent, Total Politics and other national publications. She worked with Bob Geldof on Live8 and other projects and was Director of Communications for TenAlps, the media company he founded. She’s also worked with the BBC on their review of political coverage, the Home Office on youth & democracy projects, and is the co-author of Why Vote and Why Join a Trade Union.

SESSION 05 DELOITTE CRANE SURVEY WITH MEL WILSON
Mel Wilson, partner in the Real Estate team at Deloitte will be presenting their newly launched annual crane survey. Construction can be a good indicator for the economic health of a city region, and we will be hearing how Manchester, Leeds, Belfast, and Birmingham are all faring in this session.

MEL WILSON DIRECTOR, DELOITTE Mel Wilson is a regeneration specialist with 15 years experience of large-scale regeneration project delivery across the UK. She is passionate about transforming places and delivering regional growth. Mel has a focus on supporting Local Authorities, Combined Authorities and private sector partners to secure funding and implement delivery models. Mel started her career specialising in Town Planning, gaining experience of large-scale strategic regeneration projects across the UK. She now applies this track record to a range of complex development projects, positioning new concepts and propositions within strategic policy contexts to secure buy in and deliver economic development outcomes.

Downtown CEO, Frank Mckenna will be in conversation with Kenny Bruce. Kenny and his brother co-founded online estate agency, Purple Bricks in 2012 and quickly grew the company to being valued over £1bn – what happened next? Kenny will also be discussing the UK housing and mortgage market, how he would like to see our high streets regenerated, his views on business leadership, and how he believes technology will shape business in the future.

KENNY BRUCE MBE CO-FOUNDER, PURPLEBRICKS Kenny Bruce MBE is the co-founder of Purplebricks along with his brother Michael Bruce. In 2017 Kenny took over Larne Football Club in his boyhood home town, transforming it from a struggling Irish backwater team into one of Norther Ireland’s highest-profile squads. Kenny was appointed senior nonexecutive director with The Agency UK, an organisation that makes it possible for estate agents everywhere to enjoy all the success and rewards of being business owners without any of the costly overheads associated with running an independent agency. He was awarded an MBE in 2021 for ‘services to charity and the community in Larne, County Antrim’.

JESSICA BOWLES DIRECTOR OF STRATEGIC PARTNERSHIPS AND IMPACT, BRUNTWOOD SCITECH Jessica joined Bruntwood in 2016 helping to support the company’s ambitions for long term growth. As a member of the Group Board her focus is how the business can best support the success of the UK’s cities and towns including through partnerships between public, academic and private sectors. She also oversees Bruntwood’s ESG and social value agenda. Previously Jessica spent 15 years in Whitehall much of it working with cities before moving to Manchester City Council as head of City Policy supporting work on devolution, the Northern Powerhouse and the ‘Our Manchester’ partnership Strategy.

PHIL MAYALL MANAGING DIRECOTR, MUSE Phil Mayall is Managing Director of nationwide placemaker, Muse. He is a member of the Morgan Sindall Group Management Team and Board Director for The English Cities Fund, a £200m mixeduse regeneration vehicle owned by Muse, Legal & General and Homes England. Phil has overall responsibility for Muse’s portfolio of regeneration projects across the UK, creating mixed-use places with the emphasis on sustainability, community and quality. Its regional businesses are based in Manchester, Leeds, London and Birmingham.
Amongst other external roles Jessica is a member of the Northern Powerhouse Partnership ExCo, NW Business Leadership Team and is a Trustee for a start-up.

TRACY BRABIN MAYOR OF WEST YORKSHIRE Tracy Brabin was elected as the first Mayor of West Yorkshire, and the first ever woman Metro Mayor in England, in May 2021. As Mayor, Tracy has secured over 1,000 skilled jobs for young people, introduced an £11m ‘Creative New Deal’ for the region. Tracy has also led calls for increased development across West Yorkshire with over 3,300 sustainable and affordable homes built since 2021, as well as hosting the UK Real Estate, Investment and Infrastructure Forum in Leeds in 2023 and 2024. Prior to her election as Mayor, Tracy was the Member of Parliament for Batley and Spen from 2016 until 2021.
