TMAP MONITOR Leading in Tax Advocacy and Education As it enters the third decade, TMAP is reinvigorating its role with the theme “Leading in Tax Advocacy and Education” for 2013. The theme is aligned with the association’s objectives of promoting the development of tax management as a field of study, monitoring and evaluating proposed, pending and current tax legislation, recommending tax reforms, providing advisory and assistance on the conduct of tax studies and research, and promoting the highest ethical conduct in the field of taxation. TMAP has been organized by esteemed tax professionals and is in this regard, unique. There is no other association in the Philippines which has such a pool of talent, experience and expertise in the tax practice in the Philippines. It is, and can continue to be, a moving force in the field of taxation. Because of its objectives, the composition of its members, and its ability to influence not just the regulators, but also its clients and companies, TMAP can effectively take a leadership role in tax advocacy. With the current volatility of the tax environment, TMAP shall forge strategic alliances with various industry and business groups to ensure adequate representation in the discussion and resolution of tax issues with the government. TMAP shall establish closer links with the tax committees of other associations such as the MAP, FINEX, PCCI, IBP and PICPA and other potential advocacy partners. TMAP shall provide the necessary technical guidance in assessing the implications of new issuances and ensuring that any issues or concerns are communicated to the relevant authorities. TMAP

proactively

monitor

tax-related

developments in the administrative, legislative and judicial sectors. It shall contribute in shaping the tax regulatory environment to ensure a workable and fair taxation system for the government and private sector. TMAP also recognizes its role in publicly supporting the government in raising the tax awareness and responsibility of its constituents. To contribute to voluntary compliance, TMAP shall ensure timely dissemination of new issuances to its memberfirms and clients and participate in the various programs and projects of the Bureau of Internal Revenue. The advocacy shall not be limited to supporting high-level tax policy changes; it shall also include increasing public awareness through supporting tax research projects, media and social network campaigns, and tax education. In this regard, TMAP intends to coordinate with universities and contribute to tax awareness through library contributions, assistance in research work, curriculum and syllabus review and conducting projects which make students aware of the tax practice in the Philippines. After all, taxation is more importantly the concern of the general public who should reap the benefits of their contributions through adequate government support services.

About TMAP

TMAP Board planning for the Association’s direction in 2013

The new TMAP Board held its first planning session last January 5, 2013 at the Tower Club, Philamlife Tower in Makati City. The planning session was well-attended by the incoming board members and several past presidents, including outgoing president Dennis Dimagiba who delivered his final report to the Board. The Board elected the following officers for 2013: • • • • •

Incoming president Euney Mata-Perez bared her plans and programs for the year and assigned committee chairmanships to various members of the Board. President Mata-Perez also took the occasion to unveil the theme and thrust for 2013: “Leading in Tax Advocacy and Education” (see related story on page 1).

The Tax Management Association of the Philippines, Inc. is a non-stock corporation founded on October 22, 1981 established primarily to professionalize tax practice and provide a channel by which the private sector may actively participate in the drafting of tax laws, rules and regulations. At present, TMAP has over 100 members most of whom belong to, or act as consultants for, the top 1,000 corporations. The Association has been instrumental in the development and promotion of reforms in the country’s tax laws and in tax administration by actively participating in public hearings and submitting position papers in connection with the passage of revenue laws, rules and regulations. TMAP raises the level of professionalism and technical competence among its members by keeping them abreast of the latest tax rulings, regulations, issuances, decisions and policies through habitual seminars conducted by experts in government and in the private practice. The Association also conducts regular dialogues with pertinent government officials on policy issues affecting its members. TMAP has instilled and continues to instill among its members competence, professionalism and integrity in tax practice. TMAP believes that responsible tax practice is indispensable to the country’s economic growth and development.

Objectives of TMAP TMAP was organized for the following purposes: 1. To establish a data center for the compilation and analysis of tax laws, policies and jurisprudence to determine their overall impact on the businesses of the members and on private business in general; 5. To assist government planners in determining the appropriate tax directions and instituting improvements in the tax system; 6. To recommend tax reforms in general so as to assist towards the development and growth of the Philippine economy; 7. To coordinate and/or affiliate with other persons, associations or institutions, whether local or international, having objectives wholly or partly similar to those of the Association, with the view of advancing similar objectives;
