I am still debating with myself the pros &cons of the changes. One of the Pros: We may need the help of the Japanese at any time to assist in world peace. One of the Cons: Who can ever forget the millions of deaths and the devastated countries due to Imperial Japan’s attempt to rule at least half of the world?

The legislation reinterprets Article 9 of the Japan’s pacifist post-World War II constitution, which outlaws war as a means of settling international disputes. The reinterpretation will now allow the Japanese military, known as the Self-Defense Forces, to defend its allies in a limited role in conflicts abroad. Japanese troops operating overseas had previously been limited to humanitarian roles. Why is Japan expanding its military? The bills, championed by Prime Minister Shinzo Abe, sparked fierce and vocal opposition, with massive demonstrations in Tokyo streets in recent months and physical altercations in parliament this week.

America is bound by treaty to defend Japan, an agreement that has been in place since 1960. Japan is like the 42-year-old kid still living in the basement of the United States,” said longtime Asia strategist Keith Henry. Henry’s Tokyobased consulting firm, Asia Strategy, provides governmental policy analysis. Henry likens the defense bills to Japan finally “growing up” and moving beyond vague concepts of peace and democracy that are no longer practical given today’s rapidly changing geopolitical landscape. Henry says Japan is assuming a more proactive role in regional security, in part to offset China’s growing military might. “Japan is moving out of the house of the U.S. that was essentially built after World War II,” Henry said. “But there are risks involved in protecting one’s national self-interests.”

The Argument gainst Passage Those potential risks have triggered outrage on the streets of Tokyo. Opponents of the legislation say seven decades of Japanese postwar pacifism are simply being tossed away without proper public debate or discourse. They worry about the consequences of potentially sending troops into battle without actual combat experience. Tens of thousands of anti-war demonstrators have been gathering in recent weeks outside the Japanese Parliament building -- the largest demonstrations of their kind in Japan in more than 50 years. They are students and teachers, workers and retirees, grandchildren and grandparents. Some wear work attire or school uniforms. Others have T-shirts, bandanas, or posters with spirited slogans like “No war! No Abe!” A message to the Prime Minister, who has grown increasingly unpopular in recent months for doggedly pushing the controversial security bills through parliament.

We need to replace (Prime Minister) Abe to change Japan.” The constitution, also known as the “Postwar Constitution” (Sengo-Kenpo) or the “Peace Constitution” (Heiwa-Kenpo), is most characteristic and famous for the renunciation of the right to wage war contained in and to a lesser extent, the provision for de jure popular sovereignty in conjunction with the monarchy. *Diet is the Japanese name for its governing body, which is comparable to our Congress and to the United Kingdom’s Parliament. Dotson’s Note: Although today it may not be thought by many to be a major policy change, it is for me and I am sure many others. After the bloody war with Japan ended, everyone wanted to make sure that the Japanese would never, under any circumstances be allowed to engage in combat outside of the Japanese home islands. These changes may have caused the writers of the Japanese Constitution, Beate Sirota, Milo Rowel and Courtney Whitney along with MacArthur and many other WWI veterans to turn-over. After some research and a little recall (hindered by senior moments), I believe the most significant contributions to the writing of the Japanese Constitution by Beate Sirota (Gordon). STATE October Is Domestic Violence Awareness Month By Todd Hunter, District 32

The month of October represents Domestic Violence Awareness Month. One of the purposes is to help raise awareness to this important issue. This designation originated and evolved from the first “Day of Unity” that started in October of 1981 by the National Coalition Against Domestic Violence. It was created to help connect battered women’s advocates to come together across the nation to bring awareness to this important issue. This a is troubling issue, and the awareness month works to try and help combat violence against women as well as their children. Over time, the Day of Unity evolved into an expanded awareness campaign that held a special week with a range of activities that were conducted on the national, state, and local levels. The activities have a broad scope and include a diverse mission to define a group of core objectives in combating domestic violence. Some of these principles are to remember and mourn those who have tragically lost their life as a result of domestic violence, celebrate those who have prevailed from these violent circumstances, and also find ways to connect those individually impacted by domestic violence and ultimately try to eradicate these types of situations. As time progressed, this awareness campaign continued to grow, and eventually in October of 1987, the campaign observed its first Domestic Violence Awareness Month. In addition, the first national toll-free hotline was established that same year. Shortly thereafter, the United States Congress passed the Domestic Violence Awareness Month Commemorative Legislation. Legislation regarding this issue has passed every year since then and the National Coalition Against Domestic Violence (NCADV) provides strong leadership toward this effort. A few years later, in October of 1994, the NCADV worked in conjunction with Ms. Magazine to create the “Remember My Name” project that is a national registry that increases public awareness to domestic violence deaths. Since the creation of this project, the NCADV has been working to collect this type of information, and they produce a poster each October, listing the names of those individuals that were documented in that year. The National Coalition Against Domestic Violence provides some helpful guidelines for accessing help and support. Some of their guidelines are as follows: • Get a list of possible resources from different places/programs/organizations.

Most states have the free phone service 2-11 which will connect you to advocates who can help you find additional resources in your area. • Have essential documents available when you go to an appointment: birth certificates, identifications with pictures, driver’s license, passports, and utility bills (to show residency). Learn what documents you will need ahead of time. • Do not be discouraged by a rejection. If you can, try again. • If you are not comfortable with the person you are working with, ask for another advocate or counselor or try and find another domestic violence program. • Make your calls from a place where you can engage in a conversation and take care of possible interruptions ahead of time (e.g., have little ones take a nap or call when children are playing at the neighbor’s). • Be patient, speak clearly, and do not give your story to the person who answers the phone or the first contact person. More than likely, you will have to tell your story all over again to the person qualified to help you. Instead, give clear, specific information about what you need (e.g., “I need a probono family law attorney for a child custody case and I am a victim of domestic violence”). Then let the service provider ask you for the information they need to qualify you for the services. If possible, have an advocate initiate the contact with the referred service provider. Master Plan for Alamo Plaza The City of San Antonio and the Texas General Land Office will enter into a Cooperative Agreement with the Alamo Endowment to fund and oversee the development of a Joint Master Plan and the implementation of that plan for the Alamo Historic District and Alamo Complex. The agreement will be voted on by the San Antonio City Council on Oct. 15 and signed by representatives from each organization at a formal ceremony at the Alamo later that day. The master planning process will be managed by the GLO and the Endowment, in coordination with the City, and will benefit by a huge infusion of capital including $17 million previously approved by the City Council, $31 million approved by the State Legislature, and potentially hundreds of millions of dollars raised privately by the Endowment. “A new dawn is rising at the Alamo and it is one rooted in collaboration and historical appreciation,” Commissioner Bush said. “I am energized by the relationship that is developing among state and local leaders, and with the community that surrounds, supports, and loves the Alamo. The members of the committees and advisory groups that are coming together under this Alamo Cooperative Agreement have demonstrated a steadfast and selfless dedication to preserving our sacred Shrine of Texas Liberty. This is a proud day for San Antonio residents, all Texans, and for all who remember the Alamo.” The Texas Land Commissioner and Mayor of San Antonio will serve as the Executive Committee, providing executive management oversight for the master plan. The Executive Committee will be advised by the Alamo Management Committee, which will consist of two representatives each from the city of San Antonio, the GLO and the Alamo Endowment. The Alamo Management Committee will receive input and advice from the Alamo Advisory Group, comprised of state and local elected officials and representatives, and by a Citizens Advisory Group, comprised of 26 people appointed by the Mayor, City Council and the GLO. The Citizens Advisory Group may meet bi-monthly and all meetings will be open to the public. The City of San Antonio has worked tirelessly over the past several years to bring the Alamo Complex and the San Antonio Missions to the forefront, said San Antonio Mayor Ivy Taylor. We won a huge victory by securing the World Heritage Designation this summer, and this agreement is evidence that we’ve now completely succeeded in bringing together the powerhouse fundraising and management of the Endowment and the oversight of the GLO. I’m pleased and proud to work closely with Commissioner Bush and all the citizens of San Antonio to create something exceptional here that honors our collective history.

Because of recent cybercrime activity — including those massive data breaches that compromised millions of consumers’ personal information — it is important to know how to protect yourself against identity theft and other cybercrimes. Cybercrime is just like it sounds: crime that targets consumers online. Criminals take advantage of the speed, convenience and anonymity that the Internet provides for them. Cybercrime comes in many forms — online identity theft, financial fraud, hacking, email spoofing, information forgery, and intellectual property crime. It can wreak havoc on victims’ lives and at its worst, cybercrime can lead to financial ruin. For the 15th consecutive year, identity theft has topped the Federal Trade Commission’s national ranking of consumer complaints. In recognition of National Cyber Security Awareness Month, Better Business Bureau serving Central, Coastal, Southwest Texas and the Permian Basin recommends taking these extra security measures to protect yourself against identity theft and other cybercrimes: • Keep a clean machine. Whether it is a PC, mobile device or laptop, make sure security software is current and up-to-date. Shred all statements and applications you get in the mail that you don’t want to keep, including credit card applications, insurance forms, financial statements, and billing statements for utilities. • Change passwords for all online accounts regularly. Use caution when logging on to public Wi-Fi networks and send personal information only to websites that are fully encrypted. • Stay informed. Keep up with new ways to stay safe online. Check trusted websites for the latest information, and share it with family, friends and colleagues and encourage them to be web-wise. • Steer clear of suspicious texts, emails and links. Unsolicited emails and pop-up ads can be full of computer viruses designed to steal usernames and passwords from your computer. Don’t give in to curiosity. Close or delete the message. • Report it. If your identity has been stolen or compromised, contact one of the three credit bureaus to report the crime: (Equifax, Experian or TransUnion). Request that the credit bureau place a fraud alert on your credit report to prevent any further fraudulent activity from occurring. As soon as one of the bureaus issues a fraud alert, the other two bureaus are automatically notified. The Alamo Endowment is a nonprofit organized to assist the GLO in preservation, management, operation and restoration of the Alamo Complex. It is led by a board of directors, chaired by Texas Land Commissioner George P. Bush, and comprised of local and state business community leaders committed to a world class planning and redevelopment process, and to fundraising to the level required to achieve the results that the Alamo and all the Missions so richly deserve. The World Heritage Designation is evidence that the scope of this project should go far beyond the Alamo. As the scope has grown dramatically, the management and fundraising efforts will have to grow to match the broader scope and goals, said Chairman of the Alamo Endowment’s ‘Remember the Alamo Foundation’ Gene Powell. The good news is that the UNESCO designation opens up international fundraising opportunities, which will make it possible to raise the funds necessary to implement this new master plan and tell the wonderful story of all five Missions. Although the city and the GLO have directed a master planning process for the Alamo Complex since April, several laws enacted by the Texas Legislature during the 2015 session regarding oversight of the Alamo Complex, and the San Antonio Missions designation as a World Heritage Site by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) in July significantly changed and broadened the scope of the effort. As a licensed architect and avid historian, I am thrilled by the opportunities we now have with this expanded scope and the means to hire the best professionals in their field to develop a master plan, said Councilman Roberto Treviño. By entering into this agreement, we’ve essentially removed all the limits we were facing geographically and financially. The pieces are now in place to do this the right way and to create something we can be proud of for generations. Although the Alamo is best-known for the Battle of 1836, the global community views the Alamo’s historical significance in a much broader context,” said Alamo Director Becky Dinnin. “By engaging the Alamo Endowment and working in partnership with the city, we can develop a plan that honors those that sacrificed their lives at the Battle of the Alamo and the history of all the Missions collectively.

A researcher from the Island University is studying the secrets of Bermuda’s deepwater dolphins, a population considered to be isolated from most of the animals in the United States. Dr. Andreas Fahlman, Assistant Professor of Life Sciences at Texas A&M University-Corpus Christi, was among a team of wildlife biologists, cetologists and veterinarians hosted by Dolphin Quest Bermuda and the Bermuda Aquarium in September 2015. The team’s goal was to learn more about the health, behavior and diving physiology of Bermuda’s deep diving dolphins. Past results from this ongoing study included the deepest-recorded dive for a bottlenose dolphin, with a depth of more than 900 meters. Building on data collected during Dolphin Quest’s 2003, 2004 and 2005 studies, this year’s focus was on where these dolphins travel, how deep they dive, the metabolic costs of the deep dives and the unique factors that allow them to dive to such great depths. Other areas of interest included genetics, monitoring reproduction, tracking animals over time with individual identification from natural markings and measuring contaminant levels to compare to dolphins that have been studied on the East Coast of the United States and the Gulf of Mexico. Although poor weather conditions prevented the team from placing satellite-linked tags on the animals and performing physical health exams, the scientists successfully spotted several groups of dolphins that included two mother-calf pairs and two groups of beaked whales. The team was also able to collect dolphin photo IDs which will provide important insights into the tracking of these animals over time. “We believe that the Bermuda dolphin population is isolated from most of the animals in the U.S., so this serves as a control population,” said Fahlman. “We can look at the health of these animals and compare it to the health of the animals in the U.S. Last year, we had an outbreak of morbillivirus in the U.S., and this killed up to a 1,000 dolphins. One of the things we would like to do is see if this virus has spread to this population here in Bermuda.” The collaborating team of scientists also included Dr. Randy Wells, Dr. Katie McHugh, Aaron Barleycorn and Jason Allen from the Chicago Zoological Society’s Sarasota Dolphin Research Program; Dr. Michael Moore from the Woods Hole Oceanographic Institution; Dr. Marina Ivancic from AquaVetRad; Dr. Ian Walker from the Bermuda Zoological Society; Billy Hurley from LeeLan Consulting; and Dr. Jay Sweeney and Dr. Rae Stone from Dolphin Quest. Fahlman’s research area includes the respiratory mechanics of Bermuda’s deep diving dolphins. The baseline data he was able to voluntarily collect from dolphins at Dolphin Quest provides a healthy normal and can be compared to the field research on wild dolphins. Fahlman used a custom-made pneumotachometer to measure the lung function of the Dolphin Quest dolphins. “This project is a great example of how the scientific, the veterinary and the aquaria and zoo communities work together for the conservation of dolphins in the wild,” said Fahlman.

The Island’s No Tie Zone took a time out Saturday as over 100 tieclad Padre Island Yacht Club members strolled into their building on Saturday boldly refusing to remove their ties or permit others to cut them off, members reveled in their oppositional defiance while socializing, dining, and dancing during the PIYC Annual Membership Party.

In spite of the advanced years of the Seashore Middle School (SMA) Staff, they managed to eke out a satisfying victory last Friday over the SMA Girls Vollevball Team in the 7th annual Staff vs. SMA Girls Volleyball Team match. This year was a bit different in that the game was close as the staff narrowly closed out the girls 25-22.

Even worse, dancing neckties, creatively fashioned by social director Dar Capistrant, flashed their colors and styles as the table centerpieces. Members enjoyed the fabulous evening, especially with their zany ties, created from silk, polyester, cotton, paper, and rope. Fortunately, for the wearers of such dapper fashion, a pair of scissors could not be found.

The student body watched the game, heavily favoring the girls and cheering throughout. With the girls squad seasoned and successful this year, several students saw this as the break out year for the girls in this fun contest. But it was not to be as the staff would not relinquish the lead. Victoria Garcia, 7th grade volleyball player quipped, “It was a very intense game. Everybody was rooting for the 8th grade girls [well, almost].”

The Ties were generally colorful and extremely eye-catching, however, several of the members must have intentionally dug deep into the far catacombs of their closets to find neck ties that simply defied modern fashion. Some of the tie color combinations bordered on criminal while a few others sported remnants of meals from decades past. One fashionably dressed yacht club diva flaunted a mini-skirt and necklace made from neckties. There were a couple sets of matching nooses that tempted other club members. A flashing ‘blue light bordered’ tie was one of a few ties that lit up the room.

Remaining humble in victory and refusing to gloat, staffers definitely appreciated the brief workout, especially the contact with students out of the classroom. Teacher Sharon Smith stated, “I love stepping out of classroom instruction and interacting with the students in this manner. Students get to see me out of my comfort zone.” New staffer Heather Howse-Rohmfield also enjoyed the match but claimed, “I’ll just stick to running. This was my first time doing the teacher/parent/student volleyball game and I enjoyed it. My baby blue Tupac bandana was a bit of a distraction though. Just watch out next year girls – I’ll be better prepared.”

The Annual Membership Party was a roaring success, punctuating another successful and fun year for PIYC members. As usual, dozens of dedicated members chipped in to plan, organize and set-up the party. Social Director Dar Capistrant was grateful for the generous assistance and very pleased at the turnout for the annual event.

SMA teacher and volleyball coach Tara Haney declared, “It’s the most fun for all involved. The girls love seeing their parents’ skills. This year the whole experience was exciting. The audience was supportive, the parents were ready, and the 8th grade girls – well, they have skills. It makes us play!”

No injuries were reported.

October is a great time of year! Whether you live in the Midwest, or here on the coast, part of our culture automatically transitions right along with the weather as well as the seasons. As the fall season settles in, we begin to embrace all the changes and events that come with it. For example, we celebrate Octoberfest with beers and brats. We cheer on our favorite football teams with friends and family while tailgating, and who doesn’t love planning Halloween?

For years families and friends have enjoyed the fantastic opportunity to decorate their boats and be a part of these spectacular parades. Sweet and/or savory parfaits, are a great party or holiday addition, allowing for guests to sample you’re creative and delicious food, as well as adding to a beautiful presentation. The bonus is, you feed twice the amount of people by layering the ingredients in several small vessels, such as mini mason jars, shot glasses, champagne flutes, etc.

Last year over 5,400 toys were collected and given to less fortunate children in the Coastal Bend through the Toys for Tots Campaign. In addition, over $20,000 was collected and given to the Marines to provide toys for children. The La Posada Foundation again encourages our Islanders become a large part of helping the Marines provide toys for children. That spirit of giving is what the La Posada events are about. Their moto is ‘It’s all about the children’.

Since Halloween is right around the corner, this week I’d like to share with you a great idea that is very easy and versatile. Parfaits! Parfaits, are ingredients layered in a see through, glass or jar, and eaten by scooping the contents, with a fork or spoon.

We’re so used to parfaits being utilized as a dessert that we don’t think about utilizing them for fresh salads, meatloaf and mashed potatoes, gooey macaroni and cheese, layered with crispy buttery croutons, scrambled eggs, biscuits and gravy, or a deconstructed taco! Imagine seeing layers of tortillas, meat, shredded cheese, salsa, then topping it with a dollop of sour cream, in a small mason jar?

It is that time again! As we head into the twilight of 2015 it is worth noting that we are heading into the Christmas Season and one of most fabulous events on the Island, The La Posada Lighted Boat Parades. The parade sponsor, The La Posada Foundation, is pleased to announce the dates of the parades and the other wonderful La Posada events that Islanders will be able to enjoy this year.

8 oz. Clam Juice 1 ½ Filets of Cod 8 oz. Crab Meat Lump and Claw 1 ½ Tsp. Knorr Chicken Stock Powder 2 C Water ¼ Tsp. White Pepper ¼ Tsp. Mustard Powder Dash Granulated Garlic Dash Cayenne Pepper Dash Nutmeg ½ C Heavy Whipping Cream Louisiana Hot Sauce (optional) 2 - 16oz. Package Pillsbury Grand Biscuits Directions: Bake Pillsbury biscuits per package instructions. Set aside. Heat oil in an 8 quart nonstick pot. Add the diced salted pork and celery and sauté for about 5 minutes. Deglaze with bourbon for about 2 minutes. Add the butter and then the potatoes, and sauté for an additional 10 minutes. Add the clam juice, the chicken stock powder and water and let come to a boil. Reduce heat and add the spices. When the chowder is thick, turn off heat and add the whipping cream. Stir and let rest. The Chowder should be thick enough to layer over crumbled biscuits in the mason jars. Use the bottoms for the jars and use the golden tops to add a small piece on each jar as a garnish.

Tip of the week: In a rush? Buy a rotisserie chicken and shred it. Also buy sour cream, green onions, shredded cheddar cheese, corn tortilla chips, green salsa, cilantro, tomatoes. Layer the ingredients in a mini Mason jar and top with a dollop of sour cream. Garnish your chicken taco parfait with cilantro, a green onion “stem” and a tortilla chip!

Police Blotter

Well, officer the bus was late so…

October 10 3:55 p.m. 700 Airline Road Unauthorized use of a Motor Vehicle Corpus Christi Police Officers were dispatched to Airline Road and Lum Street after several witnesses called to report a male and female having a disturbance at the bus stop. An Officer arrived and attempted to contact the couple. When he did, the male ran from him. The Officer was able to catch up to the male as he tried to jump a fence. When he was pulled down off the fence, the male suffered an injury to his arm. While the Officer was chasing the male, the female, jumped into his marked police car and left. Another Officer arriving at the call, observed the stolen police car traveling on Airline Road toward Ocean Drive with the emergency lights on. That Officer got behind the stolen police unit and attempted to stop it using his emergency lights and sirens. The female driving the police unit turned onto Ocean Drive, on the wrong side of the road, and traveled a short distance before turning onto private property. The female continued to drive to the back of the property and then exited the patrol car and attempted to run on foot. Officers were able to catch up to the female, Rachel Vigueria (05/20/1989), a short distance away. The female was charged with unauthorized use of a motor vehicle and evading arrest in vehicle, both felony charges. She was additionally charged with evading arrest on foot, and she had an outstanding warrant for her arrest for probation violation on an original charge for assault. The police unit did not appear to have any serious damage done to it.

The male that fled on foot from the officer was being treated at Spohn Memorial Hospital and faces possible charges of evading on foot, a Class B misdemeanor. There’s got to be a Blues song in there somewhere.

Citizen Cane in shopping cart dispute October 7 2:45 p.m. 2800 Cimarron Boulevard Injury to Elderly Corpus Christi Police were dispatched to the Cimarron Senior Apartments, located at 2802 Cimarron Boulevard, after one resident struck another with his cane. Officers arrived and spoke to an 88 year-old male resident who told them that he was trying to push his grocery cart down the sidewalk when another 72 year-old resident would not get out of his way. When the 72 year -old man pushed the cart out of the way, the 88 year-old man hit him with his cane. The younger man was taken to Bay Area Hospital by CCFD EMS for treatment of minor injuries. Officers collected evidence at the scene, but no arrests were made. No word on what happened to the cane.

R.I.P. Smokin’ Joe Kubek… An old friend passed away last Sunday. Smokin’ Joe Kubek (Dallas, TX) died unexpectedly from a heart attack at the age of 58. He played his next to last gig at Rockit’s Whiskey Bar in Corpus last Thursday. I’ve known Joe since the early 90’s when he and his partner Bnois King played the Billy Blues clubs that I booked and managed in San Antonio, Dallas, Houston and Denver. Joe was a dedicated bluesman and a monster guitarist. I was humbled that he thanked me on one of his earlier CD’s. He was a veteran of the Dallas Blues scene and kicked around with likes of Stevie Ray Vaughan, Pat Boyack, Doyle

Matt Hole and the Hot Rod Gang will play the Pig Party on Saturday. Miss Rose would be proud. Every year since 1982 the oldest and friendliest bar in Port A, Shorty’s Place has celebrated her birthday. Each year friends and patrons would flock to Shorty’s to present the proprietor, Miss Rose, with something that had a pig on it. She collected stuffed pigs, ceramic pigs, salt and pepper shakers, pig signs (“We Don’t Rent Pigs”), really all things imaginable with a pig theme. Her fondness for pigs turned into a free feral hog barbecue, and eventually grew into a “hog rally’’ of upward of 500 motorcycle riders from around the southwest part of the United States and all over the world who helped celebrate Miss Rose’s birthday. Since her death in September 2011, the bar has changed hands and the new owner, Edwin Myers has kept the flame alive. Grandson of Miss Rose, J.W. George weighed in with a quote, “I’m proud to be a part of most of the history of the last 25 years of this great party, and homage of my grandmother, Miss Rose. I think that Edwin and Amy and their cast and crew are doing a remarkable job with Pig Party, and I can’t wait for the year I make a triumphant return. Born in Del Rio, Foster actually once had roots on Padre Island when his cousin, Dr. David Foster practiced at Spohn Medical Clinic. Foster has had 13 songs on Billboards Hot Country Charts and had his songs recorded by Jack Ingram and Keith Urban. He has released eleven albums since 1992. He has worked

Smokin’ Joe Kubek dead at 58 Bramhall, Freddie King and Jim Suhler. He was to play a blues festival in Wilmington, North Carolina the next day in which Dr. John was the headliner. Joe was a consummate road dog and spent much of his life touring all over the world. The Smokin’ Joe Kubek Memorial and Benefit will be at Poor David’s Pub in Dallas on October 24th. The proceeds will go to Joe’s wife, Phyllis to help pay for expenses. He will be missed everywhere. R.I.P. old friend.
