November marks the start of American Diabetes Month. This is a nationwide initiative that works to help educate the public about symptoms and to identify key early warning signs of the disease. I hope that through this article, we can continue to find ways of bringing awareness to causes like this one. The American Diabetes Association initiates its annual campaign to work to bridge the gap between this health issue and providing the public understanding of it. Campaigns such as this will hopefully help people better understand diabetes and its implications, as well as detect the various symptoms of this disease.

While there are around 29 million Americans who have diabetes, about 86 million people over the age of 20 have pre-diabetes. According to the American Diabetes Association’s Corpus Christi office, about 86,000 people will fight both pre-diabetes and diabetes every day in the Coastal Bend. Many people are not aware that diabetes actually can be a manageable or even preventable disease. In those individuals who have pre-diabetes, their blood glucose levels are heightened, but not necessarily at a high enough level to be considered fully stricken with diabetes. There are some steps that can be taken in order to help try and lower these glucose levels to delay or even potentially prevent a diabetes diagnosis. These steps include getting around thirty minutes of moderate exercise a day for five days out of the week, reducing overall caloric intake, and eating less fatty foods. Also, these new habits can result in weight loss. Shedding weight has generally proven to help in lowering diabetes risks, according to the Diabetes Prevention Program and Outcomes Study that was conducted by the United States Department of Health and Human Services.

If you’ve seen news reports on suspicious state contracts or chemical waste pits or officials’ text messages in the Waco biker shootout, you may notice a recurring theme: Government records obtained through the Texas Public Information Act. Fortunately, our state’s public information law, created in the early 1970s, presumes government records are open unless a specific exemption in the law keeps the documents off limits. The public has a right to know. That means all citizens - not only journalists - can access government records. “It’s very easy,” said award-winning reporter Melissa Correa of KRGV-TV in Weslaco, recently explaining her use of the information law. She carries printed sections of the law around with her and requests items like government audits, receipt books and salaries. “Every time a Public Information Act request comes back, it’s like Christmas.” Anyone can do the same and hold their elected officials accountable. When using the Texas Public Information Act, which applies to state and local government records, know your rights and keep these tips in mind: -First, check to see if the information is online. Some government agencies post frequently requested information on their websites. It makes the records easily available and reduces staff time needed to fulfill individual requests. A government agency can direct a public records requester to its website if the information is there. But the requester can also ask for a different electronic format or paper documents. -Submit your request in writing. This triggers the act and the timely response required of the government. The Freedom of Information Foundation of Texas website www.foift.org provides a sample letter as a guide, but no special wording is needed. -Be specific. Keep your request as narrow as possible. This lets the public records official know exactly what you are looking for and saves time for all involved. A government official cannot ask you why you want the information. But he or she can, in good faith, ask you to clarify your request if it
seems overly broad or vague. If you choose to clarify, it resets the response timeline, but it can help you obtain the records faster in the long run. -Know the deadlines. Information is to be provided promptly, or as soon as possible without delay. If it cannot be provided within 10 business days the government agency must certify that in writing and set a release date within a reasonable time period. If the agency wants to try to withhold records, it must notify the Texas Attorney General’s Office within 10 business days that it’s seeking such a ruling. The attorney general has up to 45 business days to issue a decision. -Follow up. If you don’t receive information or a timely notification about an attorney general ruling request, ask the government agency what’s up. If necessary, you can file a complaint with the Attorney General’s Office. Once information is made available, if it needs to be retrieved or examined in person, do it right away. Don’t leave it sitting there. -Be aware of cost rules. Government entities may charge to recoup certain costs incurred in collecting and producing information. Allowable charges are spelled out by the Attorney General’s Office. A summary of cost rules is on the FOI Foundation website. Realize that instead of receiving copies of the material, you can usually view it in person for free. -Use helpful resources. Along with resources listed on its website, the FOI Foundation offers a free hotline at 1-800580-6651, where volunteer attorneys answer general questions about the Texas Public Information Act and Texas Open Meetings Act. Both the foundation and the Texas Attorney General’s Office provide open government training seminars. Remember that many government employees are themselves open government advocates who understand they are the custodians - not the owners - of our records. An active and appreciative crowd applauded as both novice and experienced actors walked the stage to accept their awards. During the festivities, PACT showed clips from the shows and awards, much to the delight of the crowd. Penny Pillack and Margaret Price served as the MCs who also managed to be part of a hilarious skit involving other actors. Congratulations to all of the winners. PACT is currently holding auditions for their first two winter plays and encourage all actors (experienced and novice) to give their acting dreams a try. Bullying continued from A1 them methodically trespass into the role of a cyber-bully and abuser once they begin to use the cell phone to intimidate, sext, and threaten. The goal of this article is to inform parents how children use basic communication apps to initiate inappropriate and illegal behaviors, other secret apps that children might use to store inappropriate material and access the internet, and even other apps that parents might use to monitor their child’s cell phone use. Are cyber bullying and sexting becoming epidemic. Some might think so. National press about recent instances has catapulted the topic to the forefront of our attention. According to recent statistics, young people are using cell phone applications at alarming rates to bully, abuse, sext, threaten, and espouse their hatred. Larger populations of students in middle schools through college are frequently using their cell phones for inappropriate and in some cases illegal purposes. Which apps tend to be the more frequently used apps by students who bully and sext others? What about apps that let children store photos, videos, and messages secretly? What can parents do to ensure that their child is safe from bullying, inappropriate communication, and sexting? Is your child a bully or perpetrator? Are there apps that permit parents the ability to see how their child uses their phone and what kind of communication is occurring? If so, then what are they?
How Do Students Bully and Sext Numbers appear to be rising in terms of students who use their phones to sext and to bully. One recent figure of 15 % of young
cell phone users sexting might alarm parents. Bullying, including anonymous bullying has continued in spite of bully prevention programs across the nation. Some studies show that 25%, 40 %, and even up to 80% of students have been bullied. How are students able to bully, sext, threaten, and share inappropriate material? The cell phone is the most common instrument of bullying and several cell phone application programs that permit instant communication tend to be the leading conduits of this type of conduct. Adults and children alike have found benefits of being able to instantly communicate. Businesses, families, and friends enjoy the ability to share news, chat, say quick hellos, set an appointment or date, and or close a deal. Nothing wrong with that. Apps like Facebook, Snapshot, Instagram, Twitter, Skype, and Wickr are among a host of communication apps that make any kind of communication, productive or inappropriate, easier and quicker. Yet it is that same handful of apps that people are using to engage in nefarious, abusive, and inappropriate communication. The lure of messages disappearing in 10 seconds sounds ‘safe’ to kids who want to ‘bully’ others, but , in fact, nothing is a sure thing. People can forward or copy messages and photos in seconds. Once a message or photo is placed in cyberspace there is no true way to control it. Some of these programs offer anonymity, often giving the communicator an enhanced sense of power, secrecy, and false sense of security. Many students are using those applications for bullying, sexting, and conveying their hatred and racist views. Parents, do you know which apps your children use on their phone and how they are using those apps? Do you children spend an inordinate amount of time on their cell phone? Do they make every attempt to keep their phone secret and away from your eyes? Do they spend lots of time on communication programs? These might be tips that they could be engaging in inappropriate communication or at least be a follower of another person who engages in such behaviors.
Children Keep Their Inappropriate Files in Secure Apps A double whammy emerges when children use secret applications to store inappropriate material. There are several cell phone applications that allow the user to store videos, photographs, and other communication out of the eyes of parents. These apps look like normal apps, however, after entering a 4-digit numeric code they open up to reveal a world of secrecy where people stash photographs, videos, word documents, access the internet, and access their contact list. After downloading a few of these to see how they work I was amazed at how some of them mimic real applications, such as a calculator. After entering a 4 digit code the calculator turned into a secret storage bank. If parents see duplicate apps or suspicious looking apps on their child’s cell phone, then there might be cause to have a discussion with your child. A trip into available apps might graphically show a parent how these apps look on the cell phone.
What Can Parents Do? All is not lost. First of all it is probably unproductive to blame communication apps for cyber bullying, sexting, verbal abuse, and pornography, however anonymity and having scores of followers and the instant speed seem to have help increase the
amount of bullying and inappropriate cyber communication. The apps are not the cause but they are a significantly more handy and speedy way of communication, regardless of one’s age or intent. Nor is it a solutions based argument to blame the secret apps where inappropriate material can be stored (no more than it would have been to blame the mattress, dresser, or closet for storing stashes of smut years ago.) Parents must be educated and aware of the pros and cons of technology. Is your child’s cell phone a cure (appropriate communication, research, camera, and more) or a curse (a conduit to behaviors that inevitably have to be dealt with but are better approached proactively)? Parents need to set expectations about their child’s behavior, both on and off the telephone, starting at an early age. Bullying and intimidation are not and will not be acceptable – in your family, on your street, at school, or at the mall.

Heidi Wolfgang, 41, a mother who no longer lives in the district, said in a telephone interview that she had spoken to a Cañon City Middle School counselor in 2012 after she found photographs of a nude adolescent on a cellphone owned by her daughter, then 12. “He told me there was nothing the school could do because half the school was sexting,” Ms. Wolfgang said. She called the response “heartbreaking,” and said she eventually decided to educate her child at home.
The revelation has left parents outraged, administrators searching for missed clues, and the police and the district attorney’s office debating whether to file child pornography charges, including felony charges, against some of the participants.
Mr. Welsh said that like other school systems across the country, Cañon City schools had received reports of students’ exchanging lewd photographs, but that he had not been aware of the scope of the issue until recently, when officials received anonymous tips through a system called Colorado Safe2Tell.

Apps to Monitor Your Child’s Phone Use The old quote ‘Constant vigilance is the price we pay for freedom’ might apply here. After having discussions about cell phone use, it might be prudent for parents to be aware of how their child is using the cell phone, how much time they spend on it, and who they contact or follow throughout the day. In the age of technology and spying, there are apps that permit parents , if they suspect inappropriate cell phone use, to see what their children are doing on the telephone, who they are talking to, and if they are engaging in unacceptable behaviors. Consider using apps like TeenSafe, My Mobile Watchdog, Ourpact, screentime, and BreakFree among others. Or you can simply trust your child. You make the call.
App vs. App. vs. App or? Does it simply boil down to a War of the Apps? Apps to communicate, Apps to hide inappropriate behaviors, and Apps to monitor and catch them? Functionally, It could be perceived that way. Again, there is more to this than simply who has the latest edge in technology applications - children or parents? If your child has a cell phone, then you as a parent probably need to know find out more information. It boils down more to parenting, modeling, monitoring, and knowing what your child is doing. There are many temptations and land mines that lure, impact, and assault our children. They come from different sources and different ages at different times. Many instances of inappropriate communication start out innocently or begin because a child wants to maintain a cyber -friendship, be cool, or have a sense of belonging. Many children might not participate, but some do. Countless children might never share with their parents the things that they see come across their cell phone - out of fear. Thankfully, most children avoid getting tangled in webs of bullying, sexting, and abuse. But some do not escape it and some actively engage in it? It should come as no surprise that many kids do nothing about it, but simply observe it happen. Many parents would never want to believe that their child would engage in such behaviors. The wish to trust their child is rightfully strong but at times practically wrong. With solid behavioral expectations, open, calm, direct, and respectful communication (and a little monitoring) most parents should be able to keep their children safe and away from claws of unlawful and abusive cyber behaviors or prevent their child from becoming the abuser. It is all about keeping our kids safe! George Welsh, the superintendent of the Cañon City school system, said students at Cañon City High School had been circulating 300 to 400 nude photographs, including images of “certainly over 100 different kids,” on their cellphones. “This is a lot of kids involved,” he said, adding that the children in the pictures were believed to be students at the high school as well as eighth graders from the middle school. Members of the high school football team, the Cañon City Tigers, were at the center of the sexting ring, Mr. Welsh said. On Thursday night, separate community meetings were held for parents of football players and parents of other students to address the scandal, which has shocked this quiet, semirural community of 16,000. The team was forced to forfeit its final game of the season. Because it is a felony to possess or distribute child pornography, the charges could be serious. But because most of the people at fault are themselves minors and, in some cases, took pictures of themselves and sent them to others, law enforcement officials are at a loss as to how to proceed. “Consenting adults can do this to their hearts’ content,” said Thom LeDoux, the district attorney, but “if the subject is under the age of 18, that’s a problem.” He added that he was not interested in arresting hundreds of children and would “use discretion” if he decided to file charges. Mr. Welsh said a significant percentage of the student body at Cañon City High School had participated, with boys and girls involved in seemingly equal numbers. The photo-sharing, some of which took place in school, was done largely on cellphone applications called “vault apps” that look innocent enough, some look like calculators, but are really secret troves of photographs accessible after entering a password.
Cellphone w/”vault apps” While sexting among children is a rampant problem, “I hope no other school has it at the level we have it at,” Bret Meuli, the principal of Cañon City High School, said in an interview in his office. “But I fear we aren’t the only ones.” Students at the school described a competitive point system that classmates used to accrue photographs. Different point values were assigned to different students. Students who collected naked photographs gained points by adding these desirable children to their collections. Isaac Stringer, a junior interviewed outside the high school who said he did not participate in the photo-sharing, called the boy with the largest collection “the pimp of pictures.” The repercussions are likely to resonate loudly over the days and weeks ahead in this small town, a tightly knit community ringed by correctional centers, where many people are employed, as well as tourist attractions such as Royal Gorge Bridge and Park, which claims to have “America’s highest suspension bridge.” Canon City Police Chief Paul Schultz, left, and Crime Prevention Coordinator Jen O’Connor listen as Superintendent George Welsh talks
Another mother, Lisa Graham, 46, said her daughter, now a junior at the high school, had been “propositioned by multiple guys” during her freshman year. “She received unsolicited photos from guys, which she immediately deleted,” Ms. Graham said by telephone. “I’m frustrated if people knew and didn’t shut it down three years ago.” Mr. Meuli has been principal for six years, and he was assistant principal of the school before that. He said that the school had had to handle a few instances in which a girl would break up with a boy and fear that he would circulate intimate photos of her, but that nothing this serious had been brought to his attention before. What to do about a sexting scandal involving potentially hundreds of students was not covered in his master’s degree classes, Mr. Meuli said, but these days, it should be, he added. The high school has turned over a cellphone that contains several hundred images to the police, and investigators will try to identify the children in the pictures, according to Paul Schultz, the Cañon City police chief. No arrests have been made, Chief Schultz said, and parents have been notified about the apps that can be used to mask the illicit photographs. Mr. LeDoux, the district attorney, said the investigation would look into whether any adults were involved, whether children were bullied into participating, and whether any illegal sexual contact occurred. Amy Adele Hasinoff, an assistant professor at the University of Colorado Denver and the author of a new book, “Sexting Panic,” contends that schools need to find new ways to talk to students about the issue. Rather than just demanding that students abstain from sending risqué images, she said, educators should aim for open conversations that involve guidance in “safer sexting” with trusted partners. Marina continued from A1 The marina The land in question is referred to as “The 67 Acres," which is located near Charlie's Pasture on the back side of the Island adjacent to the ferry landings and worth an estimated $32 million making it the single largest asset the city owns. The city has owned the tract since 1989 and has had a Corps permit to turn it into a marina since 1992 with renewals in 1997, 2008, and 2013. The current marina permit runs through December 2018, however to maintain the permit the city must show due diligence in moving forward with marina plans and the current step in that process is to conduct a Wave Pattern Study in the adjacent Laguna Madre and its effects on a potential marina there since a portion of the marina site - 10 acres – is classified as wetlands. That study will cost an estimated $50,000 and
plans at the airport, and current excavation work going on at a large development site a few miles south along State Highway 361 the events formed a perfect storm of suspicion for those who believed there was a secret, large-scale development plan afoot which they hope to nip in the bud by blocking funding for the $50,000 Wave Study and hence the marina. All of this fed the fire which led to the contentious city council meeting and the decision now facing the council.
A little background A closer examination of the events leading to the current state of affairs shows a history of several, unrelated and on-going projects. As we reported in the Island Moon several months ago the excavation at the site along SH 361 is being done by an Atlanta-based firm that,
Wetlands Hold Large Amounts of Carbon
By Sally Palmer University of Texas Marine Science Institute Did you know that the wetlands here in the Coastal Bend can hold two to four times more carbon than a mature tropical rain forest of like acreage? Our wetland habitats, like mangroves and marshes, have the ability to sequester or store massive amounts of carbon, disturbing or changing wetland habitats can release carbon dioxide into the atmosphere, which is why there is great interest in keeping the carbon there. Maintaining wetlands intact is also important because they provide valuable protection from flooding and extreme storm events. Biologists and economists have begun to put a value onto that stored carbon which is important to new market-based incentives that are being developed for greenhouse gas (GHG) reductions to help conserve these carbon storing wetlands. This new research coupled with the incentives has been nick-named “Blue Carbon.” Community leaders and resource managers met today, November 5th, at MissionAransas National Estuarine Research Reserve in Port Aransas to learn more about “Blue Carbon” and how policy and management can
incorporate these incentives to help conserve coastal wetlands. The workshop will provide information to decision makers or managers of coastal areas to keep them abreast of this new “Blue Carbon” approach for conservation. “The importance of our wetlands cannot be overstated or underestimated,” said Jace Tunnell, Director of the Mission-Aransas Reserve. “The more we understand the processes of these complex systems, the more we can relate that information to our stakeholders and resource managers to use in their management decisions. We believe that understanding carbon storage within these systems is essential for sustaining our future generation’s natural resources.” This is the final and only workshop in Texas in a series of workshops offered around the Gulf of Mexico states by the Restore America’s Estuaries and the National Estuarine Research Reserve System. The series began in Eastpoint, Florida, and continued through Moss Point, Mississippi and Naples, Florida with workshops funding support from the US Environmental Protection Agency’s Gulf of Mexico Program and the U.S. Fish and Wildlife Service Coastal Program

We’ve got to slow down. hence the decision facing the city council. City officials in a raucous city council meeting last month in which a packed house of mostly marina opponents voiced full-throated opposition not so much to the study, but to the idea of a new marina itself, tabled a decision on the study giving the controversy more time to percolate. City Manager David Parson said while there
like the marina project, must show progress in order to maintain its Corps of Engineers Permit with no evidence that it is in any way contingent, or related to, the proposed marina. The need for more hanger space at the airport has been well-documented for years and in fact is part of a five-year $5 million expansion plan which will bring retail space, more hangers in addition to the current 18, and an 680-foot extension of the runway to just under 5000 feet.

Angel continued from A1 That grandmother is my grandmother, teacher, Donna Gadberry. What happened over sixteen years ago has blossomed into a large network of people helping people as businesses, area churches, organizations within the school district, even individual families coordinate year-round to make the Hornet Angel Network happen. Our district social worker is highly involved in this project with Mrs. Gadberry. With everyone’s help, students are taken care of—“whatever it takes”—is the motto--to ensure the student has a good day at school. Christmas is the largest project of the Hornet Angel Network. Work on this project usually starts Oct. 1 and doesn’t stop until the last the gifts are delivered; sometimes Christmas Eve. Throughout the years, this program has gradually increased—with the “adoption” of over 200 “angels”. Many groups come together to make this miracle happen. Area churches adopt families, as do local businesses. Individual families, who once benefitted from the program will call and ask for a family they can help. Many classes, including sports groups, band, choir, and even individual teacher’s families will “adopt” families needing help. The ROTC Programs, both the high school and junior high division will contribute toys—not only to Toys for Tots, but for the Angel Network as well. Our Nutrition Department ladies furnish and fill stockings. The Athletic Department orchestrates a district wide food drive. All students collect food. It is then given to local agencies such as Timon’s Ministry and local churches who put together the Christmas food baskets.

When city officials and proponents of funding the marina study pointed out that Brazilian Pepper trees are non-indigenous, disastrous to the local ecology due to their high water needs, the target of an ongoing eradication program, and would be replaced by a first of its-kind in the state natural area funded by a $100,000 grant from the National Wildlife Foundation with funds from the settlement with British Petroleum and eventually covered with indigenous species for bird habitat, it only served to further arouse the suspicions of marina opponents who pointed to it and plans to build affordable housing adjacent to the nearby Paradise Pond as evidence of a grand plan quietly already in place, in their opinion, to push forward with the marina project. When you add in current roadwork to expand State Highway 361 on the south side of town in the vicinity of where the new roadway would intersect it, an auction of a site for a the first new hanger at the nearby Mustang Airport in a decade sold for more than $130,000, expansion
unopposed – leaves office; it is fair to say that he may be the last mayor to have that distinction and the race for his successor may begin when the Port Aransas City Council casts a $50,000 vote on what would in any other season be an innocuous decision likely placed on a Consent Agenda. The vote may well mark the beginning of battle lines over the future of the town of 3840 souls with its composition over the next several decades hanging in the balance.

Last year Hornet Angel Network branched out even further by having some groups and classes “adopt” alumni servicemen, Timothy
Keener and Heather Martin, who were stationed overseas. They provided snacks, needed items and letters from students in our district. Local nursing homes were included with many students making cards and writing letters. These were then delivered to two nursing homes. Groups also collected requested items for the Women’s Shelter of South Texas. Several of our schools, under our Hornet Angel Network, participated in “Madison’s Rainbow Project”. This project was started by one of our first grade students; a survivor of cancer. The project’s vision is to ensure that each child receiving cancer treatments would have something to do to take their mind off of what was happening. Students collected toys, coloring books, along with arts and crafts, which were delivered to Madison. She, in turn, delivered the gifts to Driscoll Children’s Hospital Cancer Center. “Hornet Angel Network’s sole purpose is to help others. Students who need a little help in order to succeed at school. Whether it be a pair of shoes, food or a little something at Christmas—whatever it takes for that child to succeed is the mission. After all, it is our purpose in life, to help each other, right,” Mrs. Gadberry said. Mrs. Gadberry was recognized by Whataburger as their “Hometown Hero” in 2012. The $1,000 award was donated to the Flour Bluff Foundation on her behalf. Just think. This might not have been. If two people had not cared for someone else’s situation, the Hornet Angel Network may have never come about. A 46 year old man called Corpus Christi Police after he had three of his favorite fishing poles stolen from his garage in the 2500 block of Date Palm Drive. The man told Officers that he was getting ready to go fishing the next morning and had placed the fishing poles on a table in his garage. He said he went inside for a few minutes and then walked back out and the poles were gone. He estimated the poles value at $630 but the missed fishing time was priceless. Officers are investigating this crime, and at this time no suspects have been identified.

Protect Your Firearms The Corpus Christi Police Department wants to inform citizens about auto burglaries occurring in the city and victims having their firearms stolen from inside their vehicle. From January through the end of October of 2015, the police department has investigated 151 reports of burglaries that involved a firearm being stolen from inside of the vehicle. Only 35 of those stolen guns have been recovered. The Corpus Christi Police Department respects the right to own and carry a gun, but we want to warn citizens that these types of crimes are occurring in our city and remind them to protect their firearms and keep them out of the hands of criminals.

Vehicle with parking lights on Often you see people driving around in the dark or in bad weather with just their parking lights on. There’s a reason they’re called parking lights. The law requires you to use all your lights (including headlights) at nighttime, which is defined as being one half hour after sunset to one half hour before sunrise, as well as anytime when you cannot see clearly for 1,000 feet, which essentially covers all inclement weather as well as dusk and dawn. Therefore, you should never be driving with just your parking lights on. If you’re in a situation where you need to have any lights on at all, then you must use your headlights.

Texas’ Civil Forfeiture Laws Earn a D+ On New National Report Card State’s Laws Fail to Protect Property Rights; $541 million in Proceeds from 2001 to 2013 Draconian state and federal civil forfeiture laws are fueling an unprecedented rise in property seizures nationwide, according to a new national study—and Texas’ laws are among the worst at protecting property rights. Texas law enforcement also makes extensive use of federal forfeiture laws. The study provides the most comprehensive examination of civil forfeiture laws and forfeiture statistics yet compiled. According to the report, Policing for Profit: The Abuse of Civil Asset Forfeiture, released this week by the Institute for Justice: • Texas earns a D+ for its civil forfeiture laws, which fail to protect property rights and give law enforcement a strong financial incentive to take property—as much as 70 percent of the proceeds, or even up to 100 percent in cases where owners fight for the return of their property. • Texas law enforcement agencies collected almost $541 million in forfeiture revenue from 2001 to 2013, according to data IJ received through public records requests. • Forfeiture transparency in Texas is limited. Law enforcement agencies are required
to submit annual forfeiture reports to the state attorney general, but these reports are currently only available through public records requests. Starting in 2016, the attorney general must compile and publish them online. However, the reports lack key details, such as itemized lists of assets forfeited and whether forfeitures accompanied criminal convictions. • Texas law enforcement also took in over $349 million in federal forfeiture proceeds through a controversial Department of Justice program from 2000 to 2013, ranking 47th nationally after accounting for drug arrests. Under civil forfeiture laws, police and prosecutors can seize cash, cars, homes and other property on the mere suspicion that it is connected to criminal activity. No charges or convictions are required. And once property is seized, owners must navigate a confusing, complex and often expensive legal process to try to win it back before it is forfeited. Worst of all, most civil forfeiture laws give law enforcement agencies a powerful incentive to take property: a cut, or even all, of forfeiture proceeds. Such financial incentives, combined with weak protections for property owners, increasingly put people’s property at risk.

Island Strategic Action Committee. Is a 14-member committee which meets at 5:30 p.m. on the first Tuesday of each month at
the Comfort Suites on Windward Drive. The committee’s purpose is to advise the Corpus Christi City Council on matters pertaining to The Island. All meetings are open to the public and the public is invited to address the committee during the public comment period. Padre Island Business Association. The association is a not-for-profit organization whose primary purpose is to advertise and promote Padre/Mustang Islands, Flour Bluff and Corpus Christi while advancing the interests of the business community. It is managed by a 9-member board of directors. A membership luncheon is held on the 2nd Thursday of each month at Holiday Inn-Padre Island starting at noon. Mixers are held on the 3rd Tuesday of the month. The association annually has two fundraising events – Taste of the Island in the fall and a Wine Tasting in the spring. P.I.E. Padre Island Enrichment Club, Inc, P.I.E. strives to enrich the lives of Padre Island women through social activities and community involvement. Full membership luncheon meetings are held the second Friday of each month at the Holiday Inn. Members may also participant in special interest clubs (bunco, bridge, spades, books, etc) that meet throughout the month. They handle the rehabilitation of most species of wildlife in the area with an emphasis on marine animals. They care for about 1300 animals each year, including about 300 sea turtles and more than 100 species of birds. Island’s PIPPs Chapter of Corpus Christi Red Hat Society. In 2004 a group of Island ladies got together under a Palapa and founded the Padre Island Palapa Pals (PIPPs). Our only rule is that there are no rules! We are all about fun and friendship. We meet once a month for lunch and various fun outings from cupcake making to CPR. Padre Island Social Club is a group of fun loving people that enjoy experiencing the area. We get together for social and cultural events like Sunday Funday at the beach, diner or a night on the town. If you are interested in meeting new people, politics, fashion, all types of musical genres, pop culture, books, theatre, art, movies, museums, wine, beer, food, traveling and more then this is the place for you. This is the go-to Social Club for the Island and general Corpus Christi Shenanigans. You can contact them on their Facebook page. North Padre Mahjong Group meets weekly to play in small groups for the fun of it. We are looking for those who play the game but would also be willing to teach anyone to play who would like to learn. The Zen Cowboy Chuck Pyle passed away this week. Colorado. Pyle was found facedown in the water at Lake Palmer by his girlfriend Terri Stewart when he didn’t come home from fishing. He was 70 years old. Keith Sykes said this of Chuck’s passing, “Chuck Pyle was among the best folk singer/songwriters ever. He could play “The Entertainer” on guitar, wrote the standard “Jaded Lover” and never failed to start my mind sailing with “Keepin’ Time By The River”. Now he’ll forever be by the river, keeping time with the angels.” He was an amiable gent who loved Port Aransas and came here periodically to do shows at the Third Coast Theater with such artists as Keith Sykes and Michael Hearne. I was fortunate enough to join them on an excursion to the Lydia Ann Lighthouse a few years ago with Lighthouse Rick Reichenbach. Chuck was influenced heavily by Michael Martin Murphy who recorded his Cadillac Cowboy and Jerry Jeff Walker who recorded his Jaded Lover. He was also recorded by Chris LaDoux, John Denver, Suzy Bougguss, Owen Temple, Gary P. Nunn and The Nitty Gritty Dirt Band. In his four decade career, Pyle released 13 albums. A sweeter man you’d ever want to meet.
NOLA icon, Allen Troussaint dead at 77…
Lighthouse Rick Richenbach is still sucking air. And our dear friend, Lighthouse Rick Reichenbach dodged a bullet this week. Rick, who had moved to Nicaragua a couple of years ago, contracted a tropical parasite that invaded his heart. He underwent open heart surgery this week to replace a heart valve which had become infested and came through in flying colors. The surgery was done in Corpus. When asked if his new stint made his butt look big, Rick replied, “I didn’t get a stint but while they were at it, I had them put in a butt valve so I can now regulate the size.” This came just a few hours after surgery, so you know he’s back to his old self.
Freddie Krc, Monte Montgomery, Duke E. Brown… I saw a few shows last week. Our old pal, Austin Music Hall of Famer, Freddie Krc paid us a visit. He played a delightful solo set at Shorty’s. And out at Port Royal, guitar wizard Monte Montgomery headlined a three day music festival that included a line-up of noteworthy San Antonio artists. Montgomery has been on the circuit since he was a teenager and has a unique “faster than lightning” guitar style that few can match. Also, old school blues blasters, Duke E. Brown (Corpus Christi, TX) belted it out at Giggity’s on Saturday. The island was a little quiet but those guys sure made themselves
Allen Toussaint dead at 77. Also, New Orleans’ iconic ambassador of music, Allen Troussaint, died this week at the age of 77. The legendary, songwriter and pianist was on tour in Madrid and had performed the night before his demise, rocking all the way to the end. The Grammy-winning Troussaint performed, produced and composed such R&B classics as “Working in the Coal Mine,” “Mother-in-Law,” “It’s Raining” and “Southern Nights”. The front man for San Antonio’s storied 80’s dance band, Passing Strangers, John Boyd will play a solo show at the Back Porch this Friday. With or without a band, this fellow can deliver the goods. Also on Friday, the new island variety band, The Bad Buoys, will take the stage at Giggity’s. These fellows have been attracting a lot of attention lately and will certainly be a hit with the winter Texans. Plus on Friday, the South Texas Ice House has a big Americana show with Cody Canada and the Departed. John Eric will open that show. On Saturday, Charlie Hagar and the Captain Legendary Band (Baton Rouge, LA) will bring their swampy roots rocking show to the Back Porch. These guys are really good. Plus on Saturday, Picklefish is at Giggity’s, guitar girl Mandy Rowden (Austin, TX) is at Shorty’s and honky tonk veteran Dale Watson (Austin, TX) will play the South Texas Ice House. Rockabilly monster Matt Hole will open that show. I may have to make that one. I haven’t seen Dale Watson in ages and he is one of the artists that helped define Austin as the “Live Music Capital of the World”. And the 4th annual SpiritFEST will return to Wataburger Field.
