Budget 2013 Last month the Chancellor presented what was predicted to be a “bleak” budget. In the end he made the best of a difficult situation and is trying to bring about some growth, which is continuing to be elusive for the Government. Here are some of the key areas. Businesses There was much to applaud in the Chancellor’s announcements and the main item was the reduction of Corporation Tax to 20% even though it will not apply until 2015. This will certainly remove an area of complexity for companies. The annual investment allowance and capital allowances for business had already been increased to
£250,000 on 1st January. Whilst this is very welcome for large business, three substantial changes to the rate in a year have made capital expenditure planning for capital expenditure difficult.
Personal Taxation For a while the Government has had the aim of increasing the personal allowance to £10,000 before the end of the current Parliament. It has now enacted this a year sooner than expected and it will be introduced in the next tax year 2014/15. This is a considerable increase on the £6,475 allowance when the coalition government came in. There have been no changes to income tax rates although the bands have been moved to offset the benefit of the increase in personal allowances for the better off. There is also going to be a new benefit of £1,200 towards childcare vouchers. Although the help with childcare cost is very welcome there are concerns about the somewhat

House Buyers There is also going to be a new help to buy scheme. This is a reminder of Mrs Thatcher’s right to buy scheme which she introduced for council house tenants. The new scheme
will offer mortgage guarantees to prospective house buyers and the government feels that this will be beneficial. There are concerns about this from an economy point of view: will this simply inflate the housing market? And one will have to wait and see what the expected losses to the Government are from this scheme.
Tax Avoidance Tax avoidance remains a key issue for the Government and various measures are anticipated of bringing more than a billion pounds per year once they are fully operational from next year. Everyone wants to see all businesses paying their fair share of profit and hopefully these changes will bring this about. The Chancellor said he wanted to create an “aspiration nation” and he has made a bold attempt to do so. With the 1p drop in the cost of a pint of beer there will be many raising their glasses to his potential success!

RAF SPITFIRES STADIUM CYCLE CHALLENGE AN OFFICER based at RAF Leeming is taking part in an arduous cycle ride from Scotstoun Stadium in Glasgow, to the famous home of English Rugby at Twickenham, with the aim of raising money for Kholo Rugby and the RAF Benevolent Fund.
Flying Officer William Greenwood (31) who is part of the RAF Rugby 7’s Spitfires team and a physiotherapist at RAF Leeming said: “It’s been really good fun so far. Every year we try to do one big charity event and this year we decided to push ourselves outside of rugby and pick up cycling. None of the team are cyclists, and none of us are built for cycling. We’ve had to learn new skills and there has been good banter throughout.” The team set off from Scotstoun Stadium during the Scottish leg of the International Rugby Board (IRB) World 7s Series on 4 May 2013 and will finish at Twickenham Stadium in time for the final round of the IRB 7s on 12 May 2013, having covered a distance of over 500 miles. The team arrived for a brief stopover at RAF Leeming on 6 May following a visit to Barnard Castle School. RAF Leeming Station Commander, Group Captain Steve Reeves, was present to provide his support as the team hit the road for their next leg of the journey and they were accompanied to the main gate by Wing Commander (Reverend) Yan Taylor who rode his unicycle for the occasion.
The team are hoping to raise in the region of £10,000 towards their chosen charities: Khelo Rugby is a tag rugby project for disadvantaged children in India. The Spitfires have been involved in coaching tag rugby to children in the slums of Calcutta for over 18 months. Khelo is expanding within India and other countries including Pakistan, Afghanistan and Vietnam, which is helping grass roots rugby in developing rugby nations. The RAF Benevolent Fund is a charity close to the RAF’s heart; raising money to help RAF personnel and their families, past, present and future, in times of need. Their recent projects include funding for youth workers and play parks on numerous RAF stations across the UK through the Airplay scheme. Fed up with soaring energy bills? Now is the time to consider Renewable Energy With the recent hike in energy prices and the prospect of further above inflation rises on the horizon there has never a better time for householders and businesses to investigate their renewable energy options. The Government’s Feed-in-Tariff incentive scheme for Solar Photovoltaic (PV) panels is still available and reductions in the cost of panels mean that Solar PV remains an attractive investment that can pay for itself in 7 to 10 years. This equates to a rate of return of up to 12%, a return which is index-linked, tax free and guaranteed for 20 years. Viable PV systems are possible with any area of roof over 16m2, and more than one roof aspect can be accommodated in one system. Although a south facing pitched roof will maximise electricity production, good returns can also be achieved with other aspects from east through south to west, and angled supports are available for flat roof installations. For those reliant on the conventional fossil fuels natural gas, oil or LPG, the winter months will have highlighted the growing costs of heating. Alternative renewable heat technologies such as Air Source Heat Pumps, Ground Source Heat Pumps and Biomass Boilers provide immediate savings and an ecological sound investment. Renewable Heat Premium Payments ranging from £850 to £1250 are still available for domestic installations and Renewable Heat Incentive Payments1 increase returns and shorten payback periods. Thankyou! 15 - 16 June 2013 Local chef Carl returned after nearly nine years in Benalmedina (Spain) from his much acclaimed restaurant “Milly’s”. Get ready for a barrel of laughs at this year’s Northallerton Carnival when funny man Al C McWilliam wisecracks his way on to the High Street to join a fun-filled line-up of dancers and musicians. The popular Catterick comic will be sharing his gags on Sunday July 14th during a feast of entertainment for young and old from 12 noon.
Youngsters from AJ Performing Arts are back to show off their latest routines alongside the Encore School of Dance. There will also be special dance workshops in the Town Hall and Zumba demonstrations on the High Street. Another highlight is the appearance of Jazz in the Afternoon, who will be playing a range of popular numbers throughout a busy afternoon in which the Purple Playbus will feature alongside fairground rides. And back by popular demand are the High Street Relays, in which teams of local schoolchildren will compete for medals in a junior sprint series.
