Tax on Pensions on Death Last month we looked at the new rules for drawing money out of pensions during one’s lifetime and the tax paid on that drawdown. Although these rules had been eased there was still the threat of a 55% punitive tax charge on any pension fund remaining on death. However, following a summer of consultation and meetings to consider this, we now know a little more on this matter.
The new proposals are that: a. On the death of an individual aged under 75 the pension fund can pass

Payment Day These reforms apply to payments made after 6th April 2015 rather than deaths on or after that date. To benefit from the new rules it is
to beneficiaries tax free as a lump sum. b. However if the individual is over 75 when they die the beneficiaries can either:- Take pension drawdown from the fund themselves and that will be taxed at their marginal rate or - Take it as a lump sum which will be taxed at a flat rate of 45% up until 2016/17. After that date it will be taxed at their marginal rate. It is worth remembering that at one time on the death of a pensioner a pension pot could have been liable to tax at 85%. At present the tax payable on what remains in a pension is reducing from 55% to 45% and below.

important for beneficiaries to ask scheme administrators to delay any payments if the death is before 6th April 2015. However for ages under 75 tax free lump sums must be paid within 2 years of death.
Lifetime Allowance Currently individuals are allowed to have a pension pot of ÂŁ1Âź million pounds. If you are lucky enough to be in that position you should note that inherited pension wealth does not count towards a lifetime allowance and so any funds transferred will be in addition to this figure.

Northallerton consulted on all-through school North Yorkshire County Council recently held a consultation on the creation of a single allthrough 11-19 school for Northallerton, by bringing together Allertonshire School and Northallerton College. The school would be called Northallerton School and Sixth Form. Currently, pupils transfer from Allertonshire School, which is an 11-14 school, to Northallerton College, a 14-19 school, to continue their secondary education. By joining together these two relatively small secondary schools the county council believes children will benefit by continuing their education without having to go through a transition stage at the age of 14. They will also benefit from a single curriculum and timetable and a larger staff body coming together to share good practice. The schools have been working in partnership for some years, and in a federation since September 2013. The Northallerton schools and Risedale College are led by a single Executive Principal and single Federation governing body. Joint curriculum and transition planning has already been taking place. The Federation has been extremely successful in bringing all the schools together and the governors have agreed that the creation of an all-through secondary in Northallerton would be a logical step forward.

The enlarged school would remain in federation with Risedale Sports and Community College. “We believe this is a very positive step forward for young people in Northallerton as the transfer aged 14 from Allertonshire to Northallerton College has created a transition point which can have an adverse effect on children’s progress,” said County Councillor Arthur Barker, North yorkshire’s Executive Member for Schools. “We believe that schools should join together as far as possible to share good practice in the drive to raise standards of teaching and learning and we, as the county’s Executive, have fully endorsed consulting on this proposal”. The county council and Northallerton and Catterick Federation governing body have therefore agreed to consult stakeholders on a proposal to create a single secondary school serving children aged 11 to 19.

Santa Sunday 30th November 2014 Barkers Department Store is proud to announce that Santa will once again be visiting Northallerton; this year on Sunday 30th November 2014. Santa will arrive at 2.30pm at the Town Hall on his Double Decker bus, together with his VIP guests, and will make his way to his grotto in the Town Hall. There will also be a variety of High Street activities taking place that includes a Christmas Market, fairground rides and donkeys for the children to pet. Garden View Hedging Your Bets Ok, so it’s a terrible heading, but November is the perfect time for planting new hedges, and at this time of year it’s a very safe bet. Prior to the use of containerised plants (which can be planted at almost any time of the year) planting between November and March was a gardeners only option, and as far as the plants are concerned it’s still the best by far. When plants are dormant (asleep) they will hardly even notice being moved, and by spring when their new leaves emerge their roots will have already pushed through the surrounding soil in their new home. Hedges are often thought of as hard work, time consuming and have been at the centre of heated neighbourly debates (whether it’s cutting them too low or letting them grow too high). They are great for blocking out unsightly views, adding privacy, and also make a wonderful place for wildlife to live, rest and nest. For the past 3 years we’ve had a variety of birds nesting in our Yew hedge and the addition of
extra life in the garden always pleases me. If you’re looking for a quick solution to a green screen, then you have two options, either instant (such as a 2m high instant hedge, pre grown, trained and clipped, perfect for the impatient gardener), or Leylandii conifers. As I write this I can hear the screams, but it really is the best option for speed and it’s costeffective. Do be aware that legally, as of a couple of years ago, you have to keep its growth contained to 2m high if on a boundary (this does not apply to any other species). For the more patient gardener, try the classic evergreen Yew hedging. Like most beautiful things in life, it’s more expensive to buy. It’s also slower growing (15-30cm per year), but does only require cutting once per year in September, and will provide you with the most beautiful hedge. I also favour the evergreen Portuguese laurel, which has a smaller leaf than the more common cherry laurel, or Beech if it doesn’t need to be evergreen.
include Lavender, Berberis, Lonicera, and for the perfect no-cut low hedge go for a small Hebe, (simply choose a variety which only grows to the height you actually want the hedge to grow to). Whichever hedge you choose, the ground preparation should be the same. For containerised, bare-root or root-balled hedges, dig out a trench which follows the line of the proposed hedge, this should be at least one and a half times wider and deeper than the rootball. Fork over the base of the trench and return some of the soil, so that when you plant the hedge it sits at the same level as previously planted (i.e. not too deep). Backfill with the removed soil, add a handful of bonemeal per plant, and dig in. Firm with your boot then water well before mulching with 5cm of compost, manure or bark clippings. A Festive Wreath Long before the introduction of central heating and other luxuries of the 21st century, people required greater faith that they would safely survive the harsh upcoming winter. One such symbolic display of this hope was the beautiful Christmas wreath. Now creeping back in fashion and available in a number of guises, they can be found hanging on doorways, both inside and out, as a centrepiece on a table, and even hung on walls as decorations. Although we may have lost the traditional reasoning behind displaying such garlands, I’m on a mission to bring them back … in whatever style suits your home. The word ‘wreath’ is linked to the word ‘wrist’, both words describing the form of a continuous circular shape. Fuse this with ‘wrethe’ from middle English (meaning a twisted band or ring of leaves) and you have the wreath as we know it today.

The circular shape is symbolic of eternity, or everlasting life because it has no beginning or end. In ancient Rome the symbol became a popular display of victory. From a Christian perspective it represents the unending circle of life, with the traditional Holly as the thorns on Jesus’ crown and the red berries as his blood. At this bleak time of year, it’s wonderful to use evergreens and other brightly coloured flowers, foliage, or fruits to adorn your wreath. The addition of expensive and rare fruits such as pomegranates, indicated wealth, but wreaths also included the display of pinecones, seashells and even imported products. Once the decorations had been taken down, the edible decorations would be eaten and the bounty of summer enjoyed in the depth of winter. Making your own wreath is fun and easy, and can vary from a simple and cheap evergreen circle to an elaborate bauble ring. For those who like a quick and easy option, simply buy a circle of oasis and soak it in tepid water, before sticking in sprigs of
evergreen foliage from the garden, flowers, berries, dried fruits, nuts, and bows. If you have more time why not make your own base by taking a ring of string wire and covering it in moss or hay, holding it in place using thinner gauge wire, then wiring in the foliage and decorations. New Northallerton walks created In a joint initiative between Northallerton Ramblers and North Yorkshire County Council, five new short family walks have been launched to encourage walking locally without the need for a car. All the walks are 5 to 6 miles long on level, easy paths which have been improved by the county council. The routes were researched and drafted by Peter Fowler and George Bateman of Northallerton Ramblers after they noticed that Northallerton, unlike other towns in the county, did not have a set of walks which could be accessed without the need for a car. The walks have now been published by the county council. There are three circular walks: one goes along the attractive Dibdale with fabulous views of Northallerton and the Vale of Mowbray; another from Northallerton takes in the attractive village of Ainderby Steeple and a third explores Brompton - a once important centre for linen making - and its surrounding countryside. There are also two linear walks, the first of which is Thornton le Moor to Northallerton and the start can be accessed by a regular bus service from Northallerton. The second is Thirsk to Thornton le Moor, which again can be accessed by regular public transport. This walk takes you through the parkland of Thornton Stud with magnificent views east to the North Yorkshire Moors and west to panoramic views of Pen Hill, Wensleydale and Richmond. For the more ambitious, these two walks can be combined into a single 10.5 mile walk.
“We all know walking is good for you but sometimes we are put off going for a walk because we have to drive to the start”, said County Councillor Chris Metcalfe, North Yorkshire’s Executive Member for Countryside Services “But with most of these walks you just have to step out of your front door.
