Budget 2013 Last month the Chancellor presented what was predicted to be a “bleak” budget. In the end he made the best of a difficult situation and is trying to bring about some growth, which is continuing to be elusive for the Government. Here are some of the key areas. Businesses There was much to applaud in the Chancellor’s announcements and the main item was the reduction of Corporation Tax to 20% even though it will not apply until 2015. This will certainly remove an area of complexity for companies. The annual investment allowance and capital allowances for business had already been increased to
£250,000 on 1st January. Whilst this is very welcome for large business, three substantial changes to the rate in a year have made capital expenditure planning for capital expenditure difficult.
Personal Taxation For a while the Government has had the aim of increasing the personal allowance to £10,000 before the end of the current Parliament. It has now enacted this a year sooner than expected and it will be introduced in the next tax year 2014/15. This is a considerable increase on the £6,475 allowance when the coalition government came in. There have been no changes to income tax rates although the bands have been moved to offset the benefit of the increase in personal allowances for the better off. There is also going to be a new benefit of £1,200 towards childcare vouchers. Although the help with childcare cost is very welcome there are concerns about the somewhat

House Buyers There is also going to be a new help to buy scheme. This is a reminder of Mrs Thatcher’s right to buy scheme which she introduced for council house tenants. The new scheme
will offer mortgage guarantees to prospective house buyers and the government feels that this will be beneficial. There are concerns about this from an economy point of view: will this simply inflate the housing market? And one will have to wait and see what the expected losses to the Government are from this scheme.
Tax Avoidance Tax avoidance remains a key issue for the Government and various measures are anticipated of bringing more than a billion pounds per year once they are fully operational from next year. Everyone wants to see all businesses paying their fair share of profit and hopefully these changes will bring this about. The Chancellor said he wanted to create an “aspiration nation” and he has made a bold attempt to do so. With the 1p drop in the cost of a pint of beer there will be many raising their glasses to his potential success!

Thirsk Clock Questionnaire Report THE AVERAGE YOUNG PERSON This year Thirsk Clock has surveyed 178 young people to find out what life is like for people in Thirsk, what they think of our services and what they want us to improve on in the future. This year’s survey included a higher proportion of young people who don’t regularly use the Clock, but are at Thirsk School, and have our services available but do not use them. This meant we had an insight into the experiences of young people that we may not come into contact with, and also saw what they thought of our services from the outside. The average young person is at college; they live with their parents
and have recently taken their GCSEs. His or her parents work full time and may be graduates, they are likely to still be together and live in a mortgaged house. It is unlikely he or she has been in trouble with the police but if so it is relatively minor, and it is extremely unlikely they been to prison, but it is more likely they know someone, likely a friend, who has been to prison. They find Thirsk Clock very welcoming, if they aren’t a regular user they aren’t usually aware of the activity programs we run. If they use Thirsk Clock they think Thirsk would be boring without us, and mostly they say they would have nowhere to go for help. A user of the Clock would miss( according to written answers on the database) things like “the help I get at school”, “being in a safe environment”, “being able to go somewhere when it’s cold” and “support, advice, transport and food”. Most of all the young people who answered say they’d miss the

staff. The average young person is likely to feel stressed especially about issues at school, but also about home life and about any work they are doing. The average young person thinks that it is important we hold activities, and that we open socially on the evening. They think we should provide an outreach programme, but they are unsure about Thirsk Clock hosting weekend activities. Mostly they want football activities, paintballing and trips out. The average young person is very likely to drink alcohol and drink a variety of different drinks. Spirits are most common, followed by Cider and Beer. Only a minority said they drank Alco pops. Most young people claim to only drink between 1 and 5 units per week, as the majority of young people claim to drink less than once a week with many saying only at parties. The average young person is not concerned with the health risks associated with alcohol, largely because they believe they do not drink enough to cause problems. The average young person is likely to have taken illegal drugs, if they did it is highly likely they have taken cannabis, and much less likely to have taken harder drugs. Most young people are concerned with the health risks of drugs. The average young person wants to move out of Thirsk, live in a big house with their partner. They are very unsure about what they want to do in Thirsk. They might want to move to a big city like London, rather than move to a similar area. They are very unlikely to have a defined career they want to work towards but they want to own property and very often move a substantial distance. A few want to move outside the UK to places such as New York. Some want to have families; others still want to be with their friends.
What’s on at Rural Arts this Summer? The Courthouse – Coming up this summer – something for everyone! Our new Summer 2013 brochure is out now and we have a whole host of fantastic workshops, performances and exhibitions coming up at The Courthouse. Our creative workshops are designed to give you the chance to try your hand at a new craft or skill and you’ll have a finished piece to take home with you by the end of the session. They are suitable for all abilities and are fun, friendly sessions to give you an opportunity to be creative and develop existing skills or surprise yourself with talents you didn’t know you had! Workshops….our Summer workshops include: Wirework with artist Helaina Sharpley (Sat 22nd June), Make a Set of Lantern Lights with artist Joanna Coupland (Sat 29th June), Lampshade Workshop with artist Jorja Wilkinson – design your fabric and then make up a lampshade (Sat 6th July), Felt Flowers, Brooches and Jewellery workshop with artist Sheila Smith (Sat 17th Aug). They are all 1-day workshops (10am – 4pm) and cost £50 including all materials. The exhibition will include work from a selected group of Art and Design and Fashion and Photography students. From 20th July – 27th August we have our Summer exhibition showing a range of summer inspired textiles, ceramics, glass and jewellery. Our very popular annual Flux Exhibition (20th July – 27th August) will be showing hand thrown vessels, kiln formed glass, resin sculpture, jewellery and prints etc. Flux is an established group of artists and makers based in Yorkshire. As part of the Flux Exhibition we are hosting a ‘Pot Sale’ on Saturday 20th July – you can buy a specially created handmade planter full of summer plants to enhance your garden. All proceeds from the Pot Sale will go to our Saturday Art Club for children and young people.
The Courthouse gallery is open Monday – Saturday 10am – 4.30pm. In addition to our traditional artsandcrafts workshops, we are running a series of workshops devoted to unlocking the creative potential of the iPad. Each workshop looks at a different discipline, including Visual Arts (17th July), Textiles (30th July), Film and Animation (13th August) and Music Composition (3rd September), giving you the chance to get hands on with a wide variety of creative apps with iPad expert Claire Ford on hand to demonstrate how best to use them. These are evening sessions and cost between £15 for a 2-hour session and £20 for 3 hours. If you’re a complete newcomer to the world of iPads and just want to get to grips with the basics, Claire Ford also runs an iPad for Beginners workshop w h i c h covers everything you need to know to get your iPad up and running.We’ve already sold out three of these sessions so far this year, and our next one is scheduled for 6:30-9:30pm on 6th August, so book early to avoid disappointment! For music lovers we have a real summer treat – Mambo Jambo will be performing at The Courthouse on Friday 21st June mixing sounds and styles from around the world featuring music from Cuba, New Orleans as well as bluegrass, boogie and their own compositions. Fed up with soaring energy bills? Now is the time to consider Renewable Energy With the recent hike in energy prices and the prospect of further above inflation rises on the horizon there has never a better time for householders and businesses to investigate their renewable energy options. Although a south facing pitched roof will maximise electricity production, good returns can also be achieved with other aspects from east through south to west, and angled supports are available for flat roof installations. For those reliant on the conventional fossil fuels natural gas, oil or LPG, the winter months will have highlighted the growing costs of heating. Alternative renewable heat technologies such as Air Source Heat Pumps, Ground Source Heat Pumps and Biomass Boilers provide immediate savings and an ecological sound investment. Renewable Heat Premium Payments ranging from £850 to £1250 are still available for domestic installations and Renewable Heat Incentive Payments1 increase returns and shorten payback periods. D DAY FOR HUSTHWAITE VILLAGE HALL Demolition has started!
After three years of dedicated work from members of the village hall committee, a Big Lottery Fund grant of £470,154 has been secured to replace Husthwaite Village Hall, with a dynamic new building. On April 15th our appointed builders Tom Willoughby Building Contractors and Construction, commenced demolition and ground preparation ready for an environmentally friendly, sustainable all inclusive building designed by Native Chartered Architects, that will enhance a village in an

John Ovenston, Committee Volunteer said ‘’It will be sad to see the old place go, but with such generous funding for a new hall we can at last improve our existing programmes and go forward with exciting plans for various training courses, job seekers support, health and exercise classes, clinics, markets and clubs for the young and not so young to name but a few. Not to mention the support we can give to our small local businesses. ‘’

EASINGWOLD PLAYERS Our next production is “Honk” directed by Abbi Wright. A show for all the family! HONK! is a Stiles and Drewe musical that tells the story of the Ugly Duckling. Not just for the kids, the script is witty, the characters are fantastic and the show will appeal to people aged 5 to 105! The cast will feature adults and young people taking roles such as Ida The Mother Duck, The Evil Cat, Greylag the RAF inspired Goose, The friendly Bullfrog and Beautiful swan Penny. All characters that Ugly the Duckling meets on his travels when he escapes from a Yorkshire farmyard. The music ranges from big show numbers with dancing and chorus, to touching solos and duets. The show will run at The Galtres Centre from Tuesday 19 Nov – Sat 23 Nov, 7.30pm with a Saturday matinee. Tickets £10 adults, £5 children under 16.

area of outstanding natural beauty and the emphasis is definitely on eco sustainability! Additional funding has been provided by North York Moors Coast and Hills LEADER Programme with supporting grants from AONB Sustainable Development Fund, Garfield Weston Foundation, Bernard Sunley Foundation and Orchards of Husthwaite, plus numerous village fundraising events. In 1920 it cost the villagers of Husthwaite £100.00 to buy the original building from Ripon Army Barracks. The ex-military wooden barracks shed arrived by horse and cart and was reconstructed as the village hall, which has seen a whole host of events over the last nine decades from Home Guard training, to its current, regular schedule of activities and entertainment, including Scottish dancing, music and theatrical performances and the base for several local clubs. The hall has had little investment or improvement over the years and a new hall will allow it to continue serving the community in a more sustainable and ecologically sound way, as the building will use renewable energy from air source heating and natural insulation materials to rainwater recovery, providing toilet cistern and soft landscape water needs, topping it off with sustainable hard core landscaping materials and a part ‘living roof’ enhancing the external appearance. Not forgetting the village ‘Pathway to Success’ fundraising initiative

The 27th and 28th of July 2013 is the “Yorkshire Welcome Showcase” weekend. The Showcase is all about celebrating everything that is great about Yorkshire, the food, the drink, the people and the businesses. The picturesque country town of Thirsk (the gateway to the Yorkshire moors) is the ideal location for this event, which will be centred in the traditional Market Place, giving it a rural yet welcoming feeling that Yorkshire is so good at giving. Following on from last year’s successful event, this, the 2nd year of the event and is again aimed at the promotion of Yorkshire businesses, produce, crafts and skills, people and stunning countryside. The Market Place will be full of colourful mini marquees selling different types of products from breads, cakes and sweets to hot food, chutneys and jams. Local drinks manufacturers will have samples for you to try and buy. There will also be crafts items and natural beauty products made locally from local ingredients.
During the 2 day event, the outdoor cookery theatre allows both celebrity and local chefs to display their skills. We already have TV celebrity chef Steph Moon, local chef Matt Layte and butcher Andrew Trueman, who will display his butchery skills. There will also be many other chefs giving demonstrations, tips, answering questions and showing how easy cooking can be. They will be giving inspiration to get people cooking and using fresh Yorkshire Produce. This will be exciting event with something for everyone. Admission is once again free so please bring your family and friends. Summer Fair 29th June 2013
The Easingwold Fun Day is on June 29th and promises to be the best ever! Held in the historic Easingwold Market Square surrounded by lovely Georgian buildings, the event is definitely not to be missed if you are anywhere in the area! First event of the day are the Easingwold Fun Runs, organised by and in aid of our local Scouts, they traditionally attract a large number of younsters and adults alike. With distances of 1.5 miles, 3 miles and a 6 mile quarter marathon, there is something for everyone. Go on, have a go! Entries are available on the day at the Easingwold Scout hut up to 12:00. Tax Year Financial Planning The tax year begins on the 6th of April and since then many of the tax allowances have changed. To help with tax planning for the year ahead it is worth knowing the allowances which are available.
Individual Savings Account (ISA) Currently each individual over the age of 18 (16 for Cash ISAs) has an annual ISA allowance which means that they can shelter the proceeds of their savings or investments from further income and capital gains tax. I say further because dividends from equity (share) investment come with an element of tax paid which cannot be reclaimed. The ISA allowance for 2013/14 is £11,520. There are two types of ISA, a Cash ISA which is a deposit account and a Stocks and Shares ISA which is generally for longer term investment and will be invested in assets such as bonds, equities and property. Up to 50% of the allowance can be invested in a Cash ISA and the balance can be invested in a Stocks and Shares ISA. The investment in a Stocks and Shares ISA should be in line with the risk you are prepared to take. The allowance for Junior ISAs (for under 18s) is £3,720.
Pension Contributions As an individual under age 75, you have the opportunity to invest in a pension and get tax relief on your contributions up to certain limits in each tax year. The limit is up to your annual earnings (salary plus other earned income) subject to an annual allowance of £50,000. Note that this will be reducing to £40,000 from the 2014/5 tax year. It is possible to carry forward any unused allowance from the preceding 3 tax years and add this to the annual allowance. There is a quirk of the tax system that means that if you are earning between £100,000 and £118,880 you lose your personal allowance (currently £9,440) at the rate of £1 for every £2 above £100,000 until you have completely lost it at £118,880. The result of this is that for earnings between these amounts the effective rate of tax relief on pension contributions is 60%.
Pension – Lifetime Allowance The lifetime allowance (effectively this relates to the value of your pension benefits) was reduced to £1.5 million from 6th April 2012 and is set to be reduced again to £1.25

million from 6th April 2014. The value of any pension benefits above the lifetime allowance is subject to a tax charge of 55%. If you think you will be near this limit, it will be possible to seek Fixed Protection which keeps the limit of £1.5 million beyond 2014 but essentially means that further contributions are not allowed.
Capital Gains Tax The annual Capital Gains Tax (CGT) allowance is £10,900. This means that you are able to make an investment gain of up to £10,900 and not pay any tax. Therefore, if you are sitting on capital gains it can be a good tactic to realise some of these gains to make use of the annual allowance and avoid CGT in the future. In the case of a couple it is possible to transfer assets to the other spouse and to use the combined allowance of £21,800.
Inheritance Tax Inheritance tax is payable on the death of an individual and is payable on the value of the estate. The nil rate band is currently £325,000 and it is only the value of the estate above this amount that is liable to inheritance tax. In addition the inheritance tax allowance is transferable between spouses. This means that a couple has an effective nil rate band of £650,000. The government has announced that the nil rate band will be frozen at this level until 2019 which means that the limit is reducing in real terms.
Personal Allowance It’s important to make sure that you are using your personal allowance where possible. Currently the personal allowance is £9,440 with an additional age related allowance for those born before 6/4/1948. If for example, one member of a couple is currently paying income tax and the other is not; it can make sense to transfer any income producing assets to the non-tax payer to make use of their personal allowance. Celebrate the Summer by helping pets in need Join Blue Cross for their annual open day and fun dog show fundraiser on Sunday 11th August at Thirsk Farmers Auction Mart, Thirsk Rural Business Centre, Blakey Lane. Gates open at 11.00am and entrance is £1 for adults and 50p for children and concessions. All funds raised on the day will go towards the care of homeless dogs and cats staying at the charity’s animal rehoming centre in Topcliffe. Activities include stalls, refreshments and dogs showing off their skills in special demonstrations. There will also be the popular dog show, all dogs are welcome to enter at £1 per class. Is your dog the fastest sausage eater? Has he got the waggiest tail? Are you the owner that most looks like their dog? Classes open to all ages of owner and fancy dress is encouraged!

Look after your dog in the warm weather 1.) Exercise your dog early in the morning or late at night. Walking in cooler conditions will make the walk more comfortable for both you and your dog. 2.) Use doggie boots. If you can’t walk your dog during the early and later hours of the day, this is a good way of protecting him. 3.) Watch for signs of dehydration. An overheated dog will drool excessively. It will become lethargic, its eyes will be bloodshot, and it may appear a little pale. If you lift its skin, it will take longer than usual for the skin to fall back into place. 4.) Keep your dog hydrated!

Carry a bottle of water when going on a walk with your dog. Better yet have your dog carry it for you in a backpack or a vest! The water in the bottles will keep the dog cooler and also give the dog a sense of purpose. 5.) Dogs cool from the bottom up. Make sure to spray the paws and stomach, not just the top of the dog, when spraying it with water. A wet towel does more good on the bottom of your dog than when laid on the top of its coat. 6.) Let your dog dig! Your dog may resort to finding his own way to avoid the heat. Dog in nature dig their dens not out of frustration but to find food, hide, give birth - or keep cool! 7.) Never leave your dog in a parked car
