Income Tax for the over 65’s
For 2012/13, the personal allowance for those aged 65 to 74 is £10,500, an increase of 5.63 per cent over last year. This generous increase went largely without recognition in view of the further announcement that the allowance will not be increased next year or thereafter until such time as it is aligned with the personal allowance available to those aged under 65. This has been described as ‘granny tax’ although whether that is an apt description for steps towards creating a uniform personal allowance regime for all individuals will be a matter of viewpoint. The personal allowance for those aged 75 and over for 2012/13 is £10,660.

only available to any married couple where at least one spouse was born before 6 April 1935. For 2012/13, the allowance is £7,705 and this provides a tax reduction of 10 per cent of the allowance, maximum tax relief therefore £770.50. The allowance is also subject to the income limit of £25,400 and where income exceeds this limit it is reduced in the same manner as the age allowances reduce as described above, but in this case it is not reduced below a minimum figure of £2,960.
The very wealthy The income limit
All these age allowances are subject to an income limit. For 2012/13 this limit is £25,400. Where income does exceed the limit, the higher age allowances reduce for £1 in respect of every £2 of income above the limit, but not so as to reduce the allowance below the ordinary personal allowance for those aged under 65.
Tax planning around the income limit
Whilst we have higher personal allowances for those aged 65, sensible tax planning will split income between husband and wife so as to maximise these allowances. For example, if a couple have total joint gross income of £40,000, split £8,000 to the husband and £32,000 to the wife, neither will qualify for the age allowances. This is because the husband’s income is too low and the wife’s income is too far in excess of the income limit so that she has no entitlement to age allowances. If income could be split equally between them, both would be entitled to the higher age allowance. This may not be organised easily if the main source of income is a pension but investment income does provide opportunities for this.

It should not be overlooked that any pensioners who are fortunate enough to have income in excess of £116,210 in 2012/13 will not receive any personal allowances at all. For married couples, there will clearly be significant tax advantages to be achieved by reorganisation of finances where one has income in excess of this figure and the other has income well below the threshold of £100,000.
The age requirement
To be entitled to the higher age allowances, the claimant must be at or over the required age at some time during the tax year. Therefore a person born on 5 April 1948 will be entitled to the age allowance of £10,500 for 2012/13. However it has been announced that anyone born after that date will only receive the basic personal allowance and will never become entitled to the higher age allowances.
Tax planning before retirement
As income can reduce considerably upon retirement, it can be sensible under the current regime of high personal tax rates to defer investment income until after retirement. There are a number of ways by which this can be achieved and we would be happy to discuss these with you. Alternatively use can be made of life assurance bonds to reduce income and increase allowances.

Funding Loss Hits Youth Football Project Thirsk Clock’s weekly Tuesday Night Football Project is under threat through lack of funds, despite it being attended by between 60-70 young players of all ages over the last six months. Current funding is about to run out and the Youth Charity is now appealing for a new sponsor to come forward. Originally conceived to plug a gap on Tuesday evenings when both the Clock and the Thirsk Youth Club were closed, it now caters for young people, both male and female, between the ages of 12 and 24 years. Over 30 of these attend on a regular basis.

EASINGWOLD PLAYERS Cold, grey showery April days were forgotten as theatre goers escaped to the world of A.A. Milne’s “Winnie the Pooh”, Easingwold Players Spring production in collaboration with Gobbledigook Theatre Company. Paying a tribute to the beautiful water colour illustrations of the books, the set design transported the audience into the world of these well loved stories. With a cast of twenty seven people including many young people, this was an evening of sheer escapism. All ages are welcome to join The Easingwold Players, and the commitments and professionalism of the young actors was a credit to them all. The younger players like to play alongside the older ones as a way of developing their confidence and their skills, whilst the older ones have displayed surprising patience and have always done their best to accommodate the younger members. The project has also had another unexpected positive outcome. Several of those attending have been young people from Eastern European or Traveller families living in the area. During the course of the project staff have seen relationships build as preconceptions about one another have been challenged and all members have mixed and played together without any problems. Abigail Homer, the Clock Manager, said “Current funding is about to come to an end and continuation of this good work is threatened. The Clock is launching a public appeal for a new sponsor to come forward. The project costs £70 per week to fund and the young people contribute 50 pence per session to take part. Everyone involved would be hugely disappointed if it had to finish”. Following this highly successful production, The Easingwold Players are already planning the next play. In September auditions will take place and rehearsals begin for “Season’s Greetings” by A. Ayckbourn. Friends & relatives are celebrating Christmas with Neville & Belinda when petty and not so petty squabbles breakout. Christmas presents are rifled, mechanical toys set off together with an hilarious, chaotically incompetent puppet show and finally what appears to be a momentary tragedy when Clive, mistaken for a looter is shot by trigger happy Harvey. A. Ayckbourn is no stranger to The Players. “Bedroom Farce” and “How the Other Half Loves” have been presented in the past and are always popular. Rehearsals take place in the Galtres Centre, Easingwold with its theatre equipped with the latest sound and lighting. .......................................................................................................... What’s on at Rural Arts this Summer? The June exhibition is From the Edge – Crafts from Rural Scotland featuring a variety of ceramics, tapestry, glass and much more. This is followed in July and August with two exhibitions - an exhibition of works by the Yorkshirebased arts and crafts group Flux, again featuring a wide variety of materials including resin sculpture, jewellery and prints and Mosaic Mania, an exhibition of work by the British Association for Modern Mosaic. The popular art taster workshops are now running both as afternoon (1-3pm) and evening (7-9pm) sessions, to give even more people an opportunity to try something new and creative this Summer. Upcoming taster workshops include mosaic wall-mounted plaques (12th & 19th June), screen printing (26th June and 3rd July) and an introduction to collograph printing with artist and printmaker Hester Cox (10th and 17th July). masterclass with Janet Clarke (17th June) and a naked raku ceramic workshop with Fiona Mazza (14th July) to a stone carving workshop with artist Jennifer Tetlow (27th July). Rural Arts is also running a selection of digital workshops, including introductions to GarageBand (13th June) and Adobe Photoshop (15th June), as well as a two day course on Creating Digital Art in Adobe Illustrator (22nd and 29th June). Pension Income If you have a form of pension where the pension fund is building up until you reach retirement (Personal Pension, Stakeholder Pension, SIPP or a defined contribution pension with your employer), you will have a number of options as to how you receive your pension income. You will normally be able to take up to 25% of the fund as a lump sum which is not taxed. The remaining fund after any tax free lump sum will be taken as a form of income and will be subject to income tax. The main options are to use your pension fund to buy an annuity or to use pension drawdown.
Annuity An annuity pays you an income for the rest of your life, however long you live. In this case your pension fund is used to buy an annuity from a life insurance company. You can add different options and get different types depending on your needs and circumstances. For example, the annuity can increase once in payment at a fixed amount or in line with inflation. Annuities tend to be most appropriate if you have a smaller pension fund. Also available are investment linked annuities where the income which you receive will depend on the performance of the underlying investments. The rationale for buying an investment-linked annuity is the hope of getting higher income payments

in the longer term by taking the investment risk. Of course the income may go up or down depending on the performance of the investments. For this reason, these type of annuities are more appropriate for individuals whose circumstances allow them to take more risk.
Pension Drawdown Pension drawdown is more flexible than buying an annuity and within limits allows you decide how much income you are able to take from year to year. There are two types of pension drawdown: Capped Drawdown and Flexible Drawdown Capped drawdown has an upper limit equivalent to the amount of income which would be paid to an individual buying an annuity. There is no minimum amount so you can withdraw any level of income as long as it’s below this limit. The limit is reviewed every 3 years until age 75 and every year thereafter. If you choose to take the maximum amount, there is a greater risk that at the review the amount of income which you are able to take is lower.

Keep Your Outdoor Wooden Furniture Looking Like New Often, the most attractive Outdoor Patio and Deck Furniture is made from wood. Wood is a natural product, but when exposed to moisture and changes in temperature and humidity, it reacts in a number of different ways. Proper maintenance of your Wood Patio Furniture will provide a long life over many years in a variety of weather environments. Some varieties of outdoor wooden furniture include cedar, redwood, oak, and pine. These woods, though (especially pine), must be treated with a preservative to prevent decay, which can occur rapidly if exposed to harsh weather environments. Protecting this wood furniture with a water-resistant stain, protective oil, or polyurethane is also recommended. Your local home and garden store will have many options from which to choose, and a store associate should be able to assist you in selecting the most appropriate product to be reapplied regularly (check manufacturer’s instructions for details). Outdoor wood furniture should be cleaned once a year. Mix one tablespoon of bleach, five tablespoons
of a gentle dishwashing liquid, and a gallon of water, and softly rub the surface of your wood furniture with a soft bristle brush. Wash the solution from the furniture, and allow it to dry completely in the sun. Repainting or restaining wood furniture could be indicated at this time to cover and protect any worn or damaged areas. All woods are susceptible to rot and decay if left in damp, humid, and shady areas for a long time. Wood that becomes saturated with rain water is more likely to warp and rot, so using waterproof protective covers when your furniture is not in use is strongly advised to keep your wooden patio furniture in good shape. The bases of furniture legs are definitely the most susceptible when it comes to water damage. If wood furniture is kept in the grass, at the poolside, or on a surface that collects even a small level of rain water, the legs can become easily saturated and damaged. Covering the bottoms of each furniture leg with rubberized material or small sections of cedar fencing material will help protect your furniture from rotting from the bottom up.

Carnival 2012 An action-packed Northallerton Carnival is on its way this summer, with a range of new events planned for Sunday July 8th from 12 noon onwards. The performing arts are well represented on the stage throughout the af ternoon with AJ Performing Arts, Allerton Players, belly dancers, zumba, bokwa, clowns and cheer leaders all taking part. Stilt walkers will be mingling with the crowds too.
One of the events will be a “Mini Olympics” sprint relay, with teams from Northallerton College and the Allertonshire School passing the baton less than three weeks before the start of the London Games. Supported by Northallerton Mowbray Rotary Club, students will form age-graded teams based on countries represented at the Olympics. New this year is a fancy dress competition themed on Queen Elizabeth (in her Diamond Jubilee Year) and Prince Phillip. Organisers look forward to seeing the Royal couples on the day, and everyone is invited to come along and join in the fun. Carnival Chairman John Forrest said: “This year’s event promises to be bigger, better and more colourful than ever whilst continuing the support that the Carnival gives to our local charities. We have something for everyone, with the emphasis firmly on fun. Our Silver Jubilee tea party event was held on Sunday 20th May. We hope that everyone who visited on the day enjoyed some tea and cake with us and met some of our pets needing new homes. We are very proud to have helped thousands of local pets over the past 25 years but we couldn’t have done it without your help. We are so grateful for the fantastic local support we have in the area and every penny really does count
to help us care for the so many homeless cats and dogs we take in at the centre.
