Alleys are Part of the City’s Right-of-Way PUBLIC RIGHT-OF-WAY (ROW) The publicly owned area between neighboring properties. The size and configuration of the right-ofway varies by street or alley. Rights-of-way are generally dedicated to the movement of vehicles, pedestrians and/or goods. Usually, ROW includes: Travel surfaces (street or alley pavement) Curbs and sidewalks (if present) Often also includes additional areas on either side of the sidewalk such as planting strips or furnishing zones
ALLEYS A facility primarily intended to provide access to the rear or side of lots or buildings in urban areas and not intended for through vehicular movement. Publicly owned alleys are a part of a city’s public right-of-way. DEFINITIONS ADAPTED FROM “ENCROACHMENTS IN THE RIGHT-OF-WAY” BY THE PORTLAND BUREAU OF TRANSPORTATION.
EXAMPLE: FOR THIS 40’ WIDE STREET, THERE IS A TOTAL OF 62’ OF RIGHT-OF-WAY CONSISTING OF TRAVEL LANES, BUFFER AREAS, BIKE LANES, ON-STREET PARKING, AND SIDEWALKS WITH FURNISHING ZONES AND BUILDING FRONTAGE AREAS. THIS EXAMPLE ALSO SHOWS A DEDICATION (GIVING OF PRIVATE LAND TO THE CITY) THAT INCREASED THE SIDEWALK WIDTH FROM ITS HISTORIC 9’ WIDTH TO 12’ TO MEET MODERN CITY OF PORTLAND STANDARDS FOR THE AREA.
