003 - MSME Development

004.1 - Consumer Protection Program

004.2 - Consumer Education and Advocacy Governance

Message from the Provincial Director Transition, resilience and grace – these are the three words that I believe could sum up the year 2021 for the Department of Trade and Industry – Davao del Sur Provincial Office. First, on transition, as I have officially assumed as the OIC Provincial Director after Dr. Delia Ayano was officially appointed as the Assistant Regional Director of DTI Region 11. While there may be change in leadership, the mandate remains strong: enable businesses and empower consumers. Second, 2021 definitely tested the RESILIENCE of the DTI Davao del Sur team when in August of last year, nine of our colleagues were declared positive of the COVID-19 virus exposing almost 80% of our staff in the office and thus leaving us with no other option but to put the office into lockdown. This happened during a crucial time when activities were already starting to peak and we were already starting to roll out the Negosyo Serbisyo sa Barangay – Livelihood Seeding Program. Undeniably, it took a toll on everyone but as they say, there is no tribulation that we cannot handle together through God’s Grace. Relying on the few warm bodies who were unexposed, we made sure those who were quarantined had enough supplies, medicines and other necessities. If this crisis did anything, it was knitting us closer as a family. Finally, the third is GRACE. Because despite the challenges and uncertainties that beset us, we were able to execute all our deliverables on time, achieved all and even exceeded many of our targets, and while doing all these, earned a 99% Client Satisfaction Feedback rating. 3

I would like to commend the leadership of OIC Division Chief Sarry Kinoc Jr. who heads the Business Development Division and OIC Division Chief Ramir Labastida who heads the Consumer Protection Division. Also giving recognition to our hardworking Negosyo Center staff who were instrumental to the accomplishment of several targets; and to the members of the Finance and Admin Division (FAD) whom we have always regarded as the lifeblood of the organization, making sure that budget is available, monitored well and fully utilized. Overall, all of these will not be possible without the staunch support and steadfast dedication of the DTI Davao del Sur team and as I always say, "I am proud of this team!" Moving forward to 2022 may not have started with how we visualize it as we were welcomed with the surge of COVID-19 cases but the past two years, I believe, has already made us tougher, wiser, more prudent and more resilient. Armed with the same grit, DTI Davao del Sur will continue to brave on the challenges as we empower more micro, small and medium enterprises and protect more consumers leading towards our goals of inclusive growth and shared prosperity for all. And as we work towards economic recovery, let us not hold our guards down and be complacent. Continue to be safe and healthy, be vaccinated and adhere to minimum health and safety protocols. God bless us all!

Engr. Maria Victoria R. Placer OIC Provincial Director DTI Davao del Sur
