All employees are encouraged to visit the KMIS Library and take a look at the book collections and borrow those that interest them. q The new DTI Website being managed by the Knowledge Management and Information Service (KMIS). Features to be highlighted are the speed, accessibility, and reliability of the new website, aside from its being compliant with Administrative Order (AO) 39 Series of 2013, which mandates all national government agencies to migrate to Government Web Hosting Service (GWHS) of the Department of Science and Technology-Information and Communications Technology Office (DOST-ICTO). q
On the other hand, the Diskwento Caravan, which will run on 28, 30, and 31 July, will sell products of 16 manufacturing firms, dealers, and retailers at affordable prices. A thanksgiving mass will be officiated at 12 noon at the DTI chapel, to be followed by a merienda cena starting at 2:30 p.m. Food stations will be set up for each floor at the DTI Head Office. Set up for the other DTI buildings will be as follows: • International Building – G/F lobby • Trade and Investments Building – 5/F lobby • Tara Building – Packed meal to be fetched from the DTI Head Office • Oppen Building – Packed meal to be fetched from the DTI Head Office Meanwhile, a tree planting activity at the La Mesa Watershed in Quezon City, where 600 seedlings will be planted or re-planted by 120 DTI volunteer-employees, will be held on 30 July.
To culminate the week-long celebration, DTI officials, including heads of bureaus and regional and assistant regional directors, and some invited guests from the private sector will converge for a Leadership Conclave at the Board of Investments (BOI) Penthouse on 31 July. To be hosted by MSG Undersecretary Nora K. Terrado, the conclave, entitled “Digital Leadership: Breaking Barriers,” will have ABS-CBN Corporation’s Chief Digital Officer Dr. Donald Patrick Lim as the main speaker who will talk on “Leadership in the Digital Age Amidst an Integrated Association of Southeast Asian Nations (ASEAN) Community.” Meanwhile, Senator Paolo Benigno “Bam” A. Aquino IV, Career Executive Service Board (CESB) Executive Director Atty. Maria Anthonette C. Velasco-Allones, Maybank Philippines President and Chief Executive Officer (CEO) Hernando Famatigan Jr., and Accenture Philippines Country Managing Director Manolito T. Tayag will be the guest panelists, with Philippine Computer Society (PCS) President Leo Querubin as moderator. It will be recalled that in 2006, then DTI Secretary Peter B. Favila issued a Department Order (DO) officially declaring every July 27 of each year, the date the Ministry of Trade and the Ministry of Industry was first merged, as the DTI anniversary. Since 27July this year falls on a Sunday, the week-long celebration starts on the first working day following the actual anniversary date.

Secretary’s Message My warmest greetings to all DTI employees on the occasion of our 33rd Anniversary! I am truly proud of my DTI Family as I take this opportunity to congratulate each one of you as we celebrate our foundation as a reorganized Department. Our Department has continued to provide meaningful services to our clients over the years and this we have done with utmost dedication because we have instilled in our minds and hearts and proven in our actions the DTI values of professionalism, integrity, conscientiousness, service-orientation, continuous learning and growth, loyalty, resourcefulness, creativity, and teammanship. Those who have been with DTI for the most part of their lives, from way back in the mid-80s until now, have been living witnesses to the growth of the Department amidst the backdrop of an economy on the verge of either a meltdown or a take-off. Indeed, striking and keeping a balance between the interests of the business sector vis-à-vis the welfare of the consumers proves to be very difficult and oftentimes contradicting. But this we have always accomplished successfully because of the clear mandate that empowers us to do the tasks of enabling business and empowering consumers. I can proudly say that we are one of the biggest contributors to the continued growth of our economy. Because of the hard work and commitment to public service of our DTI officials and employees, coupled with the visionary leadership of our administration, our country is now regarded as one of Asia’s fastest growing economies. Our people, indeed, are the driving force in our over three decades of providing quality service to the Filipino people. Our strings of accomplishments in the last 32 years would not have been possible without the selfless devotion of our employees who have always demonstrated their firm adherence to the DTI values, always living up to, and even exceeding, the expectations of our publics. As we look forward to celebrating our 34th anniversary, let us all continue to do good, be felt, and make a difference. This is what “Serbisyong Higit Pa Sa Inaasahan” is all about. The Department of Trade and Industry (DTI) is celebrating its 33rd Anniversary as a reorganized Department with a lineup of activities from 28 July to 31 July. To kick-off the celebration, DTI officials, headed by Secretary Gregory L Domingo, will lead the flag raising ceremony, with Civil Service Commission (CSC) Region 4A Assistant Director Fernando O. Mendoza and CSC-Development Bank of the Philippines (DBP) Field Office Director Henry B. Peliño as Guests of Honor. Mendoza and Peliño will talk about the Strategic Performance Management System (SPMS) and join the DTI ExCom in awarding the winners of the SPMS Photo Contest. First, second, and third prize winners for each of the ten (10) categories -- nine DTI Values of Professionalism, Service Orientation, Integrity, Continuous Learning and Growth, Creativity, Teammanship, Resourcefulness, Conscientiousness, and Loyalty, as well as a special category for photos capturing the “Best DTI Jump Shot” -- shall receive prizes worth P7,000; P5,000; and P3,000 in Gift Certificates, respectively. Simultaneously, the three-day Diskwento Caravan and the DTI Open House will be inaugurated at the DTI Main Building and other DTI offices in Makati, respectively. During the Open House, which will be accessible to all DTI employees for viewing during the anniversary week, bureaus/offices will display the Department’s services and/or projects in the following buildings: DTI Main Office, International Trade, Tara, and Industry and Investments.
Some projects to be showcased include: q Philippine Business Registry (PBR) being managed by the PBR Project Management Unit (PMU). Demonstration on the Enhanced Business Name Registration System (eBNRS) and PBR System (PBRS), which were publicly introduced on 22 July 2011 and 27 January 2012, respectively. These web-based systems were designed to make business registration fast and easy. q New communication, education, and information (CEI) materials (posters, flyers, and infomercials) from the Consumer Protection and Advocacy Bureau (CPAB). Moreover, CPAB will display a tarpaulin indicating the salient points of Republic Act (RA) 7394 or the Consumer Act of the Philippines. q Sikat Pinoy Marketing Events being managed by the Bureau of Domestic Trade Promotion (BDTP). The exhibit will showcase products of selected small and medium enterprises (SMEs) who participated in the various Sikat Pinoy Trade Events mounted by the BDTP in the recent past. q “Enabling the Growth of Pinoy SMEs through Innovation” being jointly managed by the Office of the Undersecretary for Management Services Group (MSG), Bureau of Small and Medium Enterprise Development (BSMED), Information Systems Management Service (ISMS), and Rural Micro Enterprise Promotion Program (RuMEPP). The exhibit aims to promote and develop the Pinoy SMEs by increasing their awareness in maximizing the use of technology tools in their business operations thus expediting and enhancing employees’ cont. to page 4
q Bloodletting The DTI in coordination with the Philippine Red Cross (PRC) Makati City Branch, organized a bloodletting activity on 6 September 2013 at the 6/F Conference Room, DTI Main Building. A total of 31 employees were able to donate blood. q Public Procurement Seminar Workshop The Green Public Procurement (GPP) Seminar and Workshop under the European Union (EU) SWITCH-Asia Programme was held on 19 -21 September 2013 at Hotel Kimberly, Tagaytay City. The selected participants were part of the public procurement process and those who were involved in both business and standards development. q New USEC, ASEC Prudencio M. Reyes Jr. was recently appointed as DTI Undersecretary. The DTI also welcomed Industry Development and Trade Policy Group (IDTPG) Assistant Secretary Rafaelita M. Aldaba. q Office 365 The DTI, in cooperation with Microsoft Philippines Inc. (MS), launched Office 365, a cloud-based Office suite on 12 December 2013 at the MS office in Makati City. DTI is the first government agency in the Philippines to use Office 365. q “Pasasalamat” The DTI “Pasasalamat” year-end activity honored some members of the DTI Family who will be moving on to the new chapters of their lives through a photo exhibit that was unveiled at the DTI
Trade and Industry Building on 27 December 2013. The exhibit featured “then and now” photos of each of the retirees, including their major contributions to DTI and inspirational messages to the DTI Family. q RD Caberte receives “The Secretary Award” DTI Secretary Gregory L. Domingo paid tribute to DTI-7 Regional Director Asteria C. Caberte and her team in recognition of the exemplary service they rendered beyond the call of duty during the conduct of DTI’s Diskwento Caravan for the victims of Typhoon Yolanda in November 2013. q DTI-wide Strategic Planning The DTI-Wide Strategic Planning held at The Forest Lodge, Camp John Hay, Baguio City last 10 February 2014. q Wellness session Some DTI-Region 8 employees, who were affected by Typhoon Yolanda, attended the Daloy ng Buhay: Flowing through Seasons of Change, a wellness session on stress debriefing held on 26-28 February 2014 at the Ritz Tower, Tacloban City. A team of facilitators from Growth in Wholeness and Well-Being Associates, Inc. (GINHAWA), in partnership with DTI-Human Resource Development and Personnel Services (HRDPS), conducted the session
focused on releasing pent-up stress embedded in the participants’ bodies and psyches. q Fire drill, lecture The DTI-General Administrative Service (GAS) and Bureau of Fire Protection (BFP)-Makati teamed up again to promote the fire and burn prevention month, with the theme “Isulong ang kaunlaran, Sunog, Kaalaman, at Pag-iingat ang Kailangan.” The DTI Fire Brigade Team members and some volunteers attended the Fire and Earthquake Seminar conducted by BFP-Makati, in coordination with National Disaster Coordinating Council (NDCC), on 10 March 2014 at the 3/F Audio Visual Room, DTI Main Building.Also, some DTI employees performed actual fire fighting scenarios from evacuation, fire truck’s arrival, and fire cessation in the fire drill. q ISO 9001:2008 Certification Five more DTI offices have been awarded ISO certifications, bringing to 28 the total number of DTI offices now certified to ISO 9001:2008 Quality Management System (QMS). In addition, 18 more offices are currently working on their certifications and the Department aims to have the Head Office, including the regional offices, 100% certified to ISO by end-2015. q Government Internship Program The DTI welcomed this year’s participants to the Government Internship Program (GIP) during the GIP Orientation Session held at the Board of Investments (BOI) Penthouse, Makati City on 1 April 2014. The Human Resource Development and Personnel
Service (HRDPS) facilitated the said orientation which aimed to establish the participants’ awareness on and knowledge in working in a government setting and allow them to gain a macro view of the Department’s roles and functions. q Basketball tournament The DTI-Employees’ Union spearheaded the 2014 Basketball Summer League Tournament. A total of 16 teams comprised of DTI employees, utility staff, and security guards joined the activity. “The Warriors” of IPG/IDG emerged as winners after a 2-overtime battle against the BPS Team. q Knowledge Management Seminar The Knowledge Management and Information Service (KMIS) conducted last 5-8 May 2014 a Knowledge Management Seminar in Sta. Maria, Bulacan. 60 participants from 40 bureaus attended. q Rationalization Plan The DTI Rationalization Plan was approved by the Department of Budget and Management (DBM) in 17 October 2013. Pursuant to Department Order (DO) No. 14-21 Series of 2014 issued by DTI Secretary Gregory L. Domingo, DTI is now adopting and implementing the new Organizational Structure and Staffing Pattern. The DO enjoined all concerned units to follow the approved organizational structure and to use the organizational names in all official transactions and communications effective immediately.
