DTI hurdles PGS initiation and compliance stages; gets trailblazer award The Department of Trade and Industry (DTI) hurdled the first two stages of the Performance Governance System (PGS) – Initiation and Compliance – both at the same time during the public revalida held at the Edsa Shangri-La, Manila on March 19, 2013. DTI’s feat in passing the two stages in just one presentation was the first in PGS history. Moreover, DTI was conferred the Governance (Silver) Trailblazer Award by the Institute for Solidarity in Asia (ISA) and Center for International Professional Experience (CIPE) for garnering a score of 8.95 during the said revalida.

"The Governance Trailblazer Award is conferred to government agencies or units that garner 8.5 or higher in the public revalida or performance report. For partners who score 8.5-9.2, we confer the silver trailblazer award, and for partners that score 9.21-10, we confer the gold trailblazer award," ISA Program Assistant for National Government Agencies Bernice Anne S. Esguerra said. DTI Supervising Undersecretary for Management Services Group (MSG) and Undersecretary for Consumer Welfare and Business Regulation Group (CWBRG) Zenaida Cuison Maglaya presented the DTI’s PGS journey before a panel headed by Institute of Corporate Directors Vice Chairman Francis Estrada, with the following as members: Dennis Orlina, President, Philippine Chamber of Handicraft Industries Ida Tiongson, Managing Director, Opal Portfolio Investment, Inc. Thomas Rojas, Programme Economist, United States Agency for International Development (USAID) Vangge Giorgetti, President, Changeneers Digital Corp. Mario Gatus, President and Managing Director, Lee Hecht Harrison and Drake Beam Morin (LHH-DBM) Philippines Bienvenido Bautista, Fellow, Institute of Corporate Directors, and Emma Teodoro, Trustee, Philexport.

In a related development, the Philippine International Trading Corporation (PITC), a DTI-attached agency, also passed the Initiation Stage during the said public revalida. PITC President and Chief Executive Officer (CEO) Maria Lourdes T. Baua presented for the agency.
An agency hurdles the Initiation Stage when it satisfies the following: Formation of Technical Working Group Formation of Multi-Sectoral Governance Council (MSGC), and Formation of Strategy Map and Governance Scorecard. On the other hand, Compliance Stage is conferred to an agency that satisfies the following: Formalization of the MSGC Cascading of vision and strategies, and Aligning budget and human resources to the vision and strategies. “Our decision to adopt the PGS stemmed from a directive by the DTI Secretary to implement a performance management system that is results based and credible, where a person shall be fairly assessed for his/her contribution to the DTI’s mandate and where excellence is rewarded and poor performance discouraged,” Maglaya said during her presentation. She said that the success of the DTI’s PGS efforts was due to the firm commitment of the DTI Excom who played a crucial role since it was their call to action that paved the way for a smooth and unimpeded cascading process. “… let me share Secretary Domingo’s favorite marching order: ‘Do good. Be felt. Make a difference. Dapat ramdam tayo.’ We take that to heart. At DTI, it certainly is not business as usual,” she concluded.
