Planning officers attend PGS echo session Some 39 planning officers and selected staff of the Department of Trade and Industry (DTI) participated in the Performance Governance System (PGS) echo session held on 20-21 February 2012 at the Philippine Trade Training Center (PTTC). Organized by the Office of the Operational Planning (OOP) and the Human Resource Development and Personnel Service (HRDPS), the two-day activity aimed at cascading the learnings that OOP Director Mary Jean T. Pacheco, together with her staff, Misses Irish G. Caldona and Cherryl Geron-Carbonell, got from the four-day Institute for Solidarity in Asia (ISA)-organized PGS Boot Camp held last month at Clark Freeport Zone.

Participants to the echo session, in turn, are expected to cascade the knowledge of the PGS framework they learned to their respective offices. The PGS is based on the Balanced Scorecard (BSC) methodology, a management reform and evaluation tool developed at the Harvard Business School. The BSC scheme transforms organizational strategies into concrete and quantifiable outcomes by aligning its operational activities with its objectives and strategies.

To date, ISA has already facilitated cascading sessions for the Industry Development and Trade Policy Group (IDTPG), Trade and Investment Promotions Group (TIPG), and Consumer Welfare and Business Regulation Group (CWBRG). Cascading sessions for the Foreign Trade Service Corps (FTSC), Regional Operations Development Group (RODG), and Management Services Group (MSG) are slated on 28-29 February, 01-02 March, and 08-09 March 2012, respectively. As an output for each cascading session, a second-level strategy BSC for the Functional Group heads and individual BSCs for the bureau heads and staffs are expected.
