DTI welcomes new ASEC The Department of Trade and Industry (DTI) welcomed its newest official, Assistant Secretary for Industry Development and Trade Policy Group (IDTPG) Rafaelita M. Aldaba, at the Office of the Secretary (OSEC), Board of Investments (BOI) Building in Makati City on December 10, 2013. DTI Secretary Gregory L. Domingo led the oath-taking of the newly appointed trade official, joining the ranks headed by Undersecretary for IDTPG Adrian S. Cristobal Jr. and another IDTPG Assistant Secretary Ceferino S. Rodolfo, who was appointed early last year. “The appointments of Drs. Rodolfo and Aldaba are timely as they are necessary, now that we are at the high point of elevating our trade engagements with our traditional and pioneering trade partners, while we work to improve our country’s competitiveness through the Industry Roadmaps Project,” said Cristobal. “Their expertise and involvement in both these processes will contribute greatly in achieving our goals for industry development and policy reform,” he added.

Aldaba was the Acting Vice-President and a Senior Research Fellow at the Philippine Institute for Development Studies (PIDS). In PIDS, she wrote various papers focusing on the ASEAN Economic Integration; micro, small, and medium enterprises (MSMEs); trade liberalization; competition policy; industrial policies; free trade agreements (FTAs); and foreign direct investments (FDIs). She also served as Principal/co-Principal Investigator in the Departments of Trade and Industry (DTI), Justice (DOJ), Finance (DOF), and Science and Technology (DOST); BOI, Asian Development Bank Institute (ADBI); and East Asian Development Network (EADN). From her stint at PIDS, she became a trade facilitation expert and team leader at the ADB, and served as Project Manager for various inter-agency research projects from 1991 to 2009. In addition, she received research grant from the Economy and Environment Program for South East Asia (EEPSEA), Singapore in 1999 and attended several training courses in the United Kingdom (U.K.), Singapore, United States (U.S.), and Australia. She was a Visiting Research Fellow or German Academic Exchange Program Scholar in 1993 and attended advanced studies in International Economic Policy Research at Kiel Institute of World Economics, Germany in 1989. Also in Germany, she was a Guest Student in Christian Albrecht University and a Student at the Goethe Institut in 1987 to 1988. Aldaba earned her PhD and Master of Arts Degree in Economics and took up Bachelor of Science in Business Economics (Cum Laude) at the University of the Philippines (UP)-Diliman.
