DTI-GPP team presents Action Plan The Department of Trade and Industry-Green Public Procurement (DTI-GPP) Committee, together with GPP Expert and Executive Director Walter Kahlenborn and European Union (EU) SWITCH Philippines Policy Support Project Manager Dr. Jurgen Bischoff, presented the draft Action Plan to Undersecretary for Regional Operations and Development Group (RODG) Zenaida C. Maglaya, who is also DTI-GPP Chairperson, on November 18, 2013. GPP is “a process whereby public authorities seek to procure goods, services, and works with a reduced environmental impact throughout their life-cycle when compared to goods, services, and works with the same primary function that would otherwise be procured.” Earlier, the DTI-GPP Team, in partnership with EU SWITCH, also held an orientation on Life Costing Cycle (LCC) at the BOI Penthouse, Makati City. The orientation aimed to raise the participants’ awareness on the methodological concept and applications of LCC, which has been recognized as one of the important GPP components. LCC is taking into account not only the product’s initial cost, but also all other costs from acquisition, use, and disposal, covering the product’s entire life cycle. It aims to select the goods with lowest life cycle cost. The first three target product groups in 2014 will be paper products, office information technology IT products (except printers), and freezers for shared service facility (SSF). This will be followed by another three product groups in 2015, namely printers and consumables, lighting material, and vehicles.
